This paper evaluates the IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations with respect to the guidance offered for coastal-adaptation assessment. It appears that the IPCC Technical Guidelines focus strongly on implementation. This paper uses both conceptual and empirical information is used in this paper to show that coastal adaptation embraces more than selecting one of the "technical" options to respond to sea-level rise (retreat, accommodate or protect). Coastal adaptation is a more complex and iterative process with a series of policy cycles. To be effective, an expanded adapta-tion framework involving four steps is suggested, including (i) information collection and awareness raising; (ii) planning and design; (iii) implementation; and (iv) monitoring and evaluation. The incom-plete coverage of these four steps in existing coastal-adaptation assessments constrains the development of adaptation strategies that are supported by the relevant actors and integrated into existing management. Researchers and policy-makers are recommended to work together to establish a framework for adaptation that is integrated within current coastal management processes and practices and takes a broader view on the subject.  相似文献

Cities globally face significant risks from climate change, and are taking an increasingly active role in formulating and implementing climate change adaptation policy. However, there are few, if any, global assessments of adaptation taking place across cities. This study develops and applies a framework to track urban climate change adaptation policy using municipal adaptation reporting. From 401 local governments globally in urban areas with >1 m people, we find that only 61 cities (15%) report any adaptation initiatives, and 73 cities (18%) report on planning towards adaptation policy. We classified cities based on their adaptation reporting as extensive adaptors, moderate adaptors, early stage adaptors, and non-reporting. With few exceptions, extensive adaptors are large cities located in high-income countries in North America, Europe, and Oceania, and are adapting to a variety of expected impacts. Moderate adaptors usually address general disaster risk reduction rather than specific impacts, and are located in a mix of developed and developing countries. Early stage adaptors exhibit evidence of planning for adaptation, but do not report any initiatives. Our findings suggest that urban adaptation is in the early stages, but there are still substantive examples of governments taking leadership regardless of wealth levels and institutional barriers.  相似文献

Mitigation needs adaptation: Tropical forestry and climate change   总被引:1,自引:0,他引:1  
The relationship between tropical forests and global climate change has so far focused on mitigation, while much less emphasis has been placed on how management activities may help forest ecosystems adapt to this change. This paper discusses how tropical forestry practices can contribute to maintaining or enhancing the adaptive capacity of natural and planted forests to global climate change and considers challenges and opportunities for the integration of tropical forest management in broader climate change adaptation. In addition to the use of reduced impact logging to maintain ecosystem integrity, other approaches may be needed, such as fire prevention and management, as well as specific silvicultural options aimed at facilitating genetic adaptation. In the case of planted forests, the normally higher intensity of management (with respect to natural forest) offers additional opportunities for implementing adaptation measures, at both industrial and smallholder levels. Although the integration in forest management of measures aimed at enhancing adaptation to climate change may not involve substantial additional effort with respect to current practice, little action appears to have been taken to date. Tropical foresters and forest-dependent communities appear not to appreciate the risks posed by climate change and, for those who are aware of them, practical guidance on how to respond is largely non-existent. The extent to which forestry research and national policies will promote and adopt management practices in order to assist production forests adapt to climate change is currently uncertain. Mainstreaming adaptation into national development and planning programs may represent an initial step towards the incorporation of climate change considerations into tropical forestry.  相似文献

In response to the increasingly complex social–ecological issues facing society, there is a growing trend to conduct environmental research in large collaborative programs. This approach is described as transdisciplinary research as it transcends formal disciplinary boundaries, explicitly acknowledges that many different perspectives are relevant to the resolution of complex problems, and actively involves the users of research. This poses challenges for the evaluation of “impact” as any evaluation process must take into consideration the different expectations, values, culture, language and reward structures of the main participating groups, the funders, researchers and end users. How can these participating groups learn about the progress of a transdisciplinary research program in a way that is purposeful and structured, continues through the life of the program, and includes explicit feedback mechanisms that facilitate adaptation during the course of the program? This paper presents a framework for co-reflecting on the accomplishment of transdisciplinary research programs. The framework incorporates the perspectives of funders, researchers and users, and recognizes that while they place different emphasis on measures of achievement such as efficiency, rigor and relevance, ultimate accomplishment in terms of translating knowledge into practice requires that the needs and expectations of all three groups are adequately addressed. What emerges from the framework is the importance of early investment in processes, behaviors and relationships that foster social learning and the co-production of the knowledge and understanding that are required to ensure relevance; while maintaining emphasis in the traditional areas of formally testing evidence and mentoring young researchers to ensure rigor and build confidence and capacity in transdisciplinary approaches.  相似文献

This study examines ten programmes to advance energy efficiency and retrofitting of existing, private sector buildings in C40 cities in Asia-Pacific and USA. We set out to identify differing policy approaches, together with potential impacts and implementation challenges for each. Findings unearthed six policy models – both mandatory and voluntary – with unique impacts and challenges. We demonstrate that innovation occurs without new policy inventions and largely by necessity, as new features are added and generic models are adapted to local circumstances. Our sample demonstrated experimentation with benchmarking in the USA, comprehensive regulation in Asia, and voluntary approaches in Australia. Overall, environmental impacts are particularly slow to emerge and plagued with attribution challenges. We found limited evidence of benchmarking programme effectiveness in reducing energy consumption in the short-term, but some indication of mid-term outcomes. Driven by unique local circumstances, the cap-and-trade model stood out by fostering large, sustained and attributable GHG emission reductions and retrofitting. Market and social impacts are highly significant across all programmes, highlighting needs to consider non-environmental impacts in policy evaluation. We emphasise the complementary potential of voluntary and regulatory approaches to advancing energy efficiency and climate resilience. We also underscore the potential for reporting or benchmarking programmes to later transition to models mandating performance improvements, such as cap-and-trade.  相似文献

Coastal zone management is inconceivable without the mobilization and integration of different types of knowledge – that is, without knowledge co-production practices. This article applies the concept of knowledge co-production to analyze the process of emergence, standardization, and enculturation of environmental management systems (EMSs) within port communities in the Dutch Wadden Sea. Moreover, it is a report from the field in which we reflect on the participatory practices conducted to facilitate the knowledge arrangements required to develop EMSs for a group of ports. The article concludes that this type of knowledge arrangement and co-production practices (involving different types of actors and knowledge) might become mandatory in the near future to stabilize the EMS phenomenon in the practices of ports.  相似文献

Responding to global change represents an unprecedented challenge for society. Decision makers tend to address this challenge by framing adaptation as a decision problem, whereby the responses to impacts of change are addressed within existing decision processes centred on defining the decision problem and selecting options. However, this ‘decision-making perspective’ is constrained by societal values and principles, regulations and norms and the state of knowledge. It is therefore unsuitable for addressing complex, contested, cross-scale problems. In this paper we argue that simply broadening the decision-making perspective to account for institutions and values is not enough. We contend the decision-making perspective needs to be connected with a broader ‘decision-context perspective’ that focuses on how the societal system of decision processes affects the manner in which a particular problem is addressed. We describe the decision context as an interconnected system of values, rules and knowledge (vrk). The interaction of systems of vrk both creates and limits the set of practical, permissible decisions; the types of values, rules and knowledge that influence the decision and the capacity for change and transformation in the decision context. We developed a framework to analyse the interactions between values, rules and knowledge and their influence on decision making and decision contexts of adaptation initiatives, and applied it retrospectively to three projects on adaptation to sea-level rise. Our analysis revealed: (1) specific examples of how interactions between vrk systems constrained existing framings of decision making and the development of options for coastal adaptation; (2) limitations in the adaptive management strategies that underpinned the projects and (3) how the linked systems of vrk can allow adaptation practitioners to structure adaptation as a process of co-evolutionary change that enables a broader set of social issues and change processes to be considered. Adaptation projects that focus on the decision context represent a pragmatic alternative to existing decision-focused adaptation. By using the vrk model to diagnose constraints in decision processes, we show how the reframing of adaptation initiatives can reveal new approaches to developing adaptation responses to complex global change problems.  相似文献

The governance of knowledge is a crucial element of ecosystem-based management (EBM) and is deemed important for its effectiveness. In this paper we analyze from an empirical perspective how the governance of knowledge in different EBM practices is organized and with what consequences. Based upon four different case studies – all derived from the Wadden Sea – which resemble different contexts (in terms of available knowledge and level of conflict) we reconstruct four different ways of knowledge governance. These four approaches are labeled the database, the alignment, the assessment and the holistic approach. These approaches differ in how the interaction between knowledge production and decision-making is organized. They show different degrees of success, partly related to the extent to which they fit in the context in which they are applied. Understanding the differences in contexts in which knowledge for EBM has to be organized, can help decision-makers to apply the most suitable way of knowledge governance in their specific case. In cases of low conflict and high knowledge capacity a more static, one-directional way of knowledge governance can suffice, while in more complex contexts a holistic approach seems to be necessary.  相似文献

Monetizing ecological benefits of reducing impingement and entrainment (I&E) at cooling water intake structures presents both ecological and economic challenges. Ecological challenges arise because it is difficult to demonstrate and measure these impacts. Economic challenges arise because of these ecological uncertainties and because many of the potentially affected ecosystem services cannot be valued using traditional methods. Under a recently promulgated U.S. regulation certain power generation and industrial water permit applicants may be required to monetize these “nonuse” benefits. However, stated preference (SP) surveys, the only method available for valuing nonuse services have not seen acceptance by mainstream economists. This paper describes an approach to valuation that incorporates the ecological service function approach advocated by the USEPA Science Advisory Board to characterize impacts. Data and models are used to quantify, to the extent possible, direct and indirect impacts of I&E on ecosystem services. Nonuse values are then estimated by an SP survey that measures respondents’ willingness to pay for reducing I&E. Methods are proposed for calibrating and validating results including identifying the source of nonuse values from commonly ascribed motivations (i.e. existence, bequest, altruistic), considering the role of pre-survey awareness of impacts, and evaluating results in the context of respondent willingness to pay for other nonuse benefits.  相似文献

The United States Environmental Protection Agency (EPA) is preparing supplemental guidance for its 1998 Guidelines for Ecological Risk Assessment (U.S. EPA, 1998) to address planning for ecological risk assessment. To date, a work group has held three colloquia to identify what potential government and private-sector users want the guidance to address, commissioned six issue papers to explore various topics, and developed one paper internally. The papers, respectively, address examples of decision analysis, interested-party involvement, a comparison of several countries’ approaches to ecological risk management, high-risk ecosystems, ecosystem services, a private-sector approach to prioritization, and an EPA collaboration. All seven are presented here, along with an invitation for discussion and input.  相似文献

Adaptation pathways approaches support long-term planning under uncertainty. The use of adaptation pathways implies a systematic monitoring effort to inform future adaptation decisions. Such monitoring should feed into a long-term collaborative learning process between multiple actors at various levels. This raises questions about who should monitor what, when and for whom. We formulate an approach that helps to address these questions, developed around the conceptual core offered by adaptive policy pathways methods and their notion of signposts and triggers. This is embedded in a wider approach that revisits the critical assumptions in underlying basic policies, looks forward to future adaptation decisions, and incorporates reciprocity in the organization of monitoring and evaluation. The usefulness and practical feasibility of the approach is studied for a case of the Delta Programme in the Netherlands, which incorporated adaptation pathways in its planning approach called adaptive delta management. The case results suggest that our approach adds value to existing monitoring practices. They further show that different types of signposts exist. Technical signposts, in particular, need to be distinguished from political ones, and require different learning processes with different types of actors.  相似文献

Contaminated stormwater runoff from oil and gas (O&G) operations can pose a significant threat to surface waters. The purpose of this study is to examine the extent of this threat and identify more specific permitting requirements to protect surface waters. To better understand the extent of the threat, this paper identified and characterized the use of waste surface impoundments at O&G facilities as well as the threat level from O&G spills in California. To assess the efficacy of the current federal and California state-permitting regime, the paper evaluated stormwater permit compliance in two California counties. It also reviewed selected spill cases and associated Spill Prevention, Control and Countermeasure Plans and Stormwater Pollution Prevention Plans to identify the adequacy of current industry practices.The analysis showed that contaminated stormwater from O&G facilities can be better regulated. The U.S. Environmental Protection Agency does not require O&G facilities to file for an Industrial Stormwater General Permit even though many O&G industry practices have the potential to contaminate stormwater runoff from the site. When O&G facilities discharge a Reportable Quantity of a hazardous chemical or violate a water quality standard, they are required to enroll in the National Pollutant Discharge Elimination System permit program. Spills, although not a direct indication of stormwater runoff, can highlight polluted runoff discharges that should have been regulated. Medium and large spills that reached waterways were such a risk for which operators did not file for a permit. In California new filing requirements for the oil and gas industry require all facilities that discharge stormwater that has come into contact with any overburden, raw material, or intermediate products located on the site, to file for an Industrial Stormwater General Permit. As this study showed, there has been an increase in enrollment since the enactment of the new requirements. Having all facilities enroll in the general permit program, as done in California, would require minimum monitoring and maintenance that could help prevent spills. A further step to ensure better protocol is to require specific pollution control practices in addition to the current general permit requirements. Such permitting regimes not only can be implemented on the US federal level but also internationally.  相似文献

To address increasing climatic variability and extremes, cities are gradually forced to develop climate change adaptation strategies that can ensure a continuous and transformative adaptation process. There is widespread consensus that the sustainable establishment of such strategies requires transdisciplinary approaches, that is, the involvement of internal and external stakeholders (state, civil society and market actors) to become part of the change and find innovative ways to unite their efforts and capacities. However, there is little research and hardly any empirical evidence on the process of stakeholder involvement and co-production in the development of municipal adaptation strategies. Against this background, this paper examines the factors that influence how and why different stakeholders are involved (or excluded) during the processes of developing adaptation strategies, and how this gets reflected in process outcomes. Based on applied participatory analysis of two pioneering municipalities in Germany and Sweden, the paper identifies and contrasts existing patterns to feed back into both theory and practice. Synergies, mismatches, barriers and driving forces for adaptation co-production are identified and contrasted with current adaptation discourses. The results highlight how the level of internal and external stakeholder involvement is conditional on (changes in) the broader governance context, and the associated power constellations in which stakeholders act (e.g., standing of departments, proximity to the decision-making body, changes in [or constellations of] political parties, contractual arrangements for staff, individual champions, progress in mainstreaming). On this basis, conclusions are drawn regarding how to foster sustainable and transformative adaptation through increased stakeholder involvement. The results and conclusions are crucial to advance theory on adaptation co-production, providing a basis for further analyses, research and action. They inform how existing theory, policies and/or guidelines for strategic adaptation planning need to be revisited to support change across current risk governance.  相似文献

Currently, most tools, guidelines and benchmarks for urban adaptation raise awareness on climate change impacts, assess the city’s vulnerability and/or address the need for adaptation on a policy-level. However, tools that have the ability to implement adaptation solutions in the actual urban planning and design practice seem to be missing. We developed and tested the Adaptation Planning Support Toolbox (APST) to fill this gap. This toolbox supports local policymakers, planners, designers and practitioners in defining the program of demands, in setting adaptation targets, in selecting from more than 60 blue, green and grey adaptation measures and with informed co-creation of conceptual adaptation plans. The APST provides quantitative, evidence-based performance information on (cost)effectiveness of adaptation measures regarding climate resilience and co-benefits. The APST can be used design workshops, to feed dialogues among stakeholders on where and how which ecosystem-based adaptation measures can be applied. Applications of the AST in various settings and context in cities on different continents have illustrated the added value of the toolbox in bringing policy and practice together with help of science. With more and more cities worldwide that will make the step from policymaking to actual adaptation-inclusive urban (re)development practice we foresee a growing demand for such tools.  相似文献

This article analyses the role of different kinds of information for minimizing or eliminating the risks due to the production, use, and disposal of chemical substances and contrasts it with present and planned (informational) regulation in the United States and the European Union, respectively. Some commentators who are disillusioned with regulatory approaches have argued that informational tools should supplant mandatory regulatory measures unflatteringly described as “command and control.” Critics of this reformist view are concerned with the lack of technology-innovation forcing that results from informational policies alone. We argue that informational tools can be made more technology inducing – and thus more oriented towards environmental innovations – than they are under current practices, with or without complementary regulatory mechanisms, although a combination of approaches may yield the best results.The conventional approach to chemicals policy envisions a sequential process that includes three steps of (1) producing or collecting risk-relevant information, (2) performing a risk assessment or characterization, followed by (3) risk management practices, often driven by regulation. We argue that such a sequential process is too static, or linear, and spends too many resources on searching for, or generating information about present hazards, in comparison to searching for, and generating information related to safer alternatives which include input substitution, final product reformulation, and/or process changes. These pollution prevention or cleaner technology approaches are generally acknowledged to be superior to pollution control. We argue that the production of risk information necessary for risk assessment, on the one hand, and the search for safer alternatives on the other hand, should be approached simultaneously in two parallel quests. Overcoming deficits in hazard-related information and knowledge about risk reduction alternatives must take place in a more synchronized manner than is currently being practiced. This parallel approach blurs the alleged bright line between risk assessment and risk management, but reflects more closely how regulatory agencies actually approach the regulation of chemicals.These theoretical considerations are interpreted in the context of existing and planned informational tools in the United States and the European Union, respectively. The current political debate in the European Union concerned with reforming chemicals policy and implementing the REACH (Registration, Evaluation and Authorization of Chemicals) system is focused on improving the production and assessment of risk information with regard to existing chemicals, although it also contains some interesting risk management elements. To some extent, REACH mirrors the approach taken in the United States under the Toxics Substances Control Act (TSCA) of 1976. TSCA turned out not to be effectively implemented and provides lessons that should be relevant to REACH. In this context, we discuss the opportunities and limits of existing and planned informational tools for achieving risk reduction.  相似文献

Adaptation in agriculture to climate change is important for impact andvulnerability assessment and for the development of climate change policy. A wide variety of adaptation options has been proposed as having thepotential to reduce vulnerability of agricultural systems to risks related toclimate change, often in an ad hoc fashion. This paper develops atypology of adaptation to systematically classify and characterize agriculturaladaptation options to climate change, drawing primarily on the Canadiansituation. In particular, it differentiates adaptation options in agricultureaccording to the involvement of different agents (producers, industries,governments); the intent, timing and duration of employment of theadaptation; the form and type of the adaptive measure; and the relationshipto processes already in place to cope with risks associated with climatestresses. A synthesis of research on adaptation options in Canadianagriculture identifies four main categories: (i) technological developments,(ii) government programs and insurance, (iii) farm production practices,and (iv) farm financial management. In addition to these `directadaptations', there are options, particularly information provision, that maystimulate adaptation initiatives. The results reveal that most adaptationoptions are modifications to on-going farm practices and public policydecision-making processes with respect to a suite of changing climatic(including variability and extremes) and non-climatic conditions (political,economic and social). For progress on implementing adaptations to climatechange in agriculture there is a need to better understand the relationshipbetween potential adaptation options and existing farm-level andgovernment decision-making processes and risk management frameworks.  相似文献

There are worldwide approximately 4.3 million coffee (Coffea arabica) producing smallholders generating a large share of tropical developing countries’ gross domestic product, notably in Central America. Their livelihoods and coffee production are facing major challenges due to projected climate change, requiring adaptation decisions that may range from changes in management practices to changes in crops or migration. Since management practices such as shade use and reforestation influence both climate vulnerability and carbon stocks in coffee, there may be synergies between climate change adaptation and mitigation that could make it advantageous to jointly pursue both objectives. In some cases, carbon accounting for mitigation actions might even be used to incentivize and subsidize adaptation actions. To assess potential synergies between climate change mitigation and adaptation in smallholder coffee production systems, we quantified (i) the potential of changes in coffee production and processing practices as well as other livelihood activities to reduce net greenhouse gas emissions, (ii) coffee farmers’ climate change vulnerability and need for adaptation, including the possibility of carbon markets subsidizing adaptation. We worked with smallholder organic coffee farmers in Northern Nicaragua, using workshops, interviews, farm visits and the Cool Farm Tool software to calculate greenhouse gas balances of coffee farms. From the 12 activities found to be relevant for adaptation, two showed strong and five showed modest synergies with mitigation. Afforestation of degraded areas with coffee agroforestry systems and boundary tree plantings resulted in the highest synergies between adaptation and mitigation. Financing possibilities for joint adaptation-mitigation activities could arise through carbon offsetting, carbon insetting, and carbon footprint reductions. Non-monetary benefits such as technical assistance and capacity building could be effective in promoting such synergies at low transaction costs.  相似文献

Ternary diagrams are presented as graphic tools to assist environmental accounting and environmental decision-making based on emergy analysis [Odum HT. Environmental accounting – emergy environmental decision making. John Wiley & Sons; 1996. 370 pp. [1]]. Beyond the unquestionable advantages of graphic interpretation over table analysis, the use of ternary diagrams or phase diagrams, widely used for physical chemistry evaluation of three component systems, permits the use of phase diagram properties to assess the dependence of the system upon renewable and non-renewable inputs, the environmental support for dilution and abatement of process emissions and the system efficiency. The prompt visualization of the emergy accounting data makes possible to compare processes and systems with and without ecosystem services, to evaluate improvements and to follow the system performance over time. With the aim of ternary diagrams, aspects such as the interaction between systems and the interactions between systems and the environment can be readily recognized and evaluated.  相似文献
