行业能源消费碳排放核算是碳减排政策制订的基础,从消费视角进行行业碳排放研究日趋重要. 基于经济投入产出生命周期评价模型,从生产和消费视角解析了辽宁省2007年行业能源消费碳排放分布规律. 结果表明:生产视角碳排放量行业集中度高,该视角碳排放总量的78.73%集中在电力、热力的生产和供应业,金属冶炼及压延加工业,非金属矿物制品业以及交通运输、仓储及邮政业;为其他行业提供产品和服务是造成行业生产端碳排放的主要原因;消费视角下行业碳排放总量的53.79%集中在金属冶炼及压延加工业,建筑业,电力、热力的生产和供应业以及其他行业;上游供应行业的间接碳排放是造成消费端排放的主体.从碳排放强度来看,生产视角下各行业碳排放强度差异性较大,电力、热力的生产和供应业的碳排放强度最大,为9.17 t/万元;消费视角下行业之间的碳排放强度差异性较小,均低于3 t/万元. 最后针对不同视角下分析结果的差异性提出了相应对策的侧重点.   相似文献

The promotion of sustainable consumption and production patterns is enshrined as a key objective in the renewed European Union Sustainable Development Strategy (EU SDS). Sustainable consumption and production is arguably the most challenging aspect of the EU SDS. It requires changes to the way products and services are designed, produced, used and disposed of, taking into account producer and consumer behaviours. This paper reviews the European Commission's Communication on the sustainable consumption and production and sustainable industrial policy action plan, introduced on July 16, 2008. The paper examines the priority areas identified for action, the means adopted to improve energy and environmental performance of products as well as uptake by consumers. The paper concludes that the absence of mandatory quantifiable targets and deadlines and a reliance on both cross-sectoral and multi-level relationships are likely to weaken the ability of the action plan's fundamental objective of decoupling economic growth from resource use.  相似文献

This special issue is a result of work of Sustainable Consumption Research Exchanges (SCORE!). This EU supported network project under the 6th Framework Program engaged a few hundred professionals interested in sustainable consumption and production (SCP) in Europe and beyond. A key goal of the network is to enhance understanding how radical reductions of environmental impacts and at global level a more equitable growth can be realised. In April 2006, SCORE! organised a workshop in Copenhagen with support of the European Environment Agency, titled ‘Governance of change to Sustainable Consumption and Production’. This special issue contains 7 papers based on presentations during that workshop. It further contains a summary of the main conclusions drawn by the SCORE! project team on the basis of a broader review of radical change to SCP from a business, design, consumer and system innovation perspective. The conclusion is unambiguously that governments cannot ‘outsource politics’, but must form a ‘triangle of change’ with business and consumers. We have further to understand the systemic nature of the change required. Some policies are currently more viable than others, given existing mega-trends, mega-structures and mega-views, which cannot be changed easily in the short-term and usually cannot be tackled head-on. Such issues, like paradigms on the possibility of continuous exponential growth, the belief in free markets and trade, need a longer-term deliberative process before change is possible.  相似文献

The shift from production-based to consumption-based societies has seen consumption transformed from a means of meeting material needs to a method of creating a personal identity. Citizens of affluent countries increasingly seek a sense of self from their consumption activity instead of their workplace, class or community. Environmental appeals to change consumption behaviour implicitly ask people not merely to change their behaviour but to change their sense of personal identity. This can be threatening and makes more difficult the emergence of a new ecological consciousness, although the phenomenon of downshifting provides some grounds for optimism.  相似文献

构建长江经济带多区域投入产出表,并基于Tapio脱钩模型和结构分解分析,从生产侧和消费侧视角研究2002~2012年长江经济带各省市分行业碳排放与经济增长的脱钩效应及影响因素.在此基础上,研究长江经济带各省市投资、消费和出口引致的隐含碳排放与经济增长的关系.结果发现:从省市层面来看,与2002~2007年相比,2007~2012年各省市生产侧碳排放的脱钩状态有所好转,均呈现为弱脱钩.消费侧方面,2007~2012年期间5省市(江苏省、安徽省、湖北省、重庆市和贵州省)为扩张连接,云南省为扩张负脱钩,可以发现生产侧视角下存在高估脱钩状态的现象.从各省市分行业来看,中上游地区制造业在2002~2007年期间消费侧的碳排放多呈现为弱脱钩,到了2007~2012年消费侧的脱钩状态总体上较不理想.建筑业具有类似情况.2007~2012年各省市的电力行业在两视角下均实现脱钩.从消费、投资和出口的角度来看,2007~2012年下游地区出口和投资的脱钩状态趋于好转.中上游地区投资的脱钩状态趋于恶化,出口的脱钩状态好转不明显.  相似文献

The purpose of this paper is to analyse under what conditions, with respect to CO2 emission-reduction and biofuels-for-transport targets, the trading in the EU of CO2 credits and solid and/or liquid biofuels is cost-effective from the perspective of an optimisation energy systems model. We use the PEEP model covering the EU27 (except Bulgaria, Malta, and Cyprus) to generate insights about the cost-effectiveness of different options under different policy scenarios. Trade in CO2 credits is a cost-effective option, in all relevant policy scenarios. Trade in some biofuels (mainly from central and eastern European countries to the EU15) is cost-effective in all assessed scenarios. In the case of CO2 targets (whether national or at the EU level) there is trade in solid biofuels. When biofuels-for-transport targets are also implemented, trading both solid and liquid biofuels is cost-effective.  相似文献

One of the challenges faced by local governments in the work with municipal climate action plans concerns accounting for the greenhouse gas (GHG) emissions—what emissions should be targeted, development of emissions over time, and how to effectively measure the success of local climate action. In this paper, we present challenges in developing a GHG emissions inventory related to the provision of municipal services. We argue that a consumption-based perspective, illustrated through the use of the carbon footprint (CF), rather than more conventional production-based inventory, provides a more useful and less misleading indicator. We present an analysis of the CF of municipal services provided by the city of Trondheim. The use of data directly from the city's accounting system ensures a reliable calculation of indirect emissions, and, with some minor modifications, also accurate data on direct emissions. Our analysis shows that approximately 93 percent of the total CF of municipal services is indirect emissions, located in upstream paths, underlining the need of introducing consumption-based indicators that takes into account upstream GHG emissions.  相似文献

There is an international divide between net emissions importers and net emissions exporters, with industrialised nations mainly falling into the former and emerging economies the latter. Integrating emissions transfers into climate policy, so as not to disadvantage export-intensive countries, has been suggested to increase participation in international emissions reduction commitments. Consumption-based scenarios are presented for the UK identifying the geographic and sectorial source of emissions to meet future consumer demands given the current international climate policy landscape. The analysis is applied to the UK yet the discussion is applicable to international climate policy; assigning national responsibility for global emissions reductions; and extending the mitigation potential for net importing countries. Two trajectories for UK consumption emissions are calculated in which (1) international reduction targets are consistent with those pledged today equating to four degrees of temperature rise and (2) international reduction targets achieve a two degree future. By 2050 it is estimated that UK consumption emissions are 40–260% greater than UK territorial emissions depending on the strength of global reduction measures, and assuming the UK meets its 80% reduction in 1990 emissions by 2050 target. Cumulative emissions are presented alongside emissions trajectories, recognising that temperature rise is directly related to every tonne of carbon emitted. Whilst this paper argues that the current UK emissions targets underestimate the UK's contribution to global mitigation for two degrees, it shows how expanding the focus of policy towards consumption introduces new opportunities for reduction strategies at scale. The paper advocates the implementation of consumption-based emissions accounting which reveals underexploited policy interventions and increases the potential to break down barriers that exist between industrialised and emerging economies in international climate policy.  相似文献

In the last decade many researchers, institutes and programs in the EU paid attention to product-service systems (PSS). Given this massive effort, it is time to take stock. Is PSS research a theoretical field in its own right? Is the PSS concept indeed the road to the Factor 10 world? Is it the road to enhanced competitiveness? What is needed to really use the potential of the concept? This paper discusses these questions summarizing the analysis done in the PSS review book ‘New Business for Old Europe’, various EU sponsored projects and the conceptual approach chosen in a new research network on Sustainable Consumption and Production, called SCORE!  相似文献

In this paper we examine the trends of nitrous oxide (N2O) emissions of the Spanish agricultural sector related to national production and consumption in the 1961–2009 period. The comparison between production- and consumption-based emissions at the national level provides a complete overview of the actual impact resulting from the dietary choices of a given country and allows the evaluation of potential emission leakages. On average, 1.5 % of the new reactive nitrogen that enters Spain every year is emitted as N2O. Production- and consumption-based emissions have both significantly increased in the period studied and nowadays consumption-based emissions are 45 % higher than production-based emissions. A large proportion of the net N2O emissions associated with imported agricultural goods comes from countries that are not committers for the United Nations Framework Convention on Climate Change Kyoto Protocol Annex I. An increase in feed consumption is the main driver of the changes observed, leading to a remarkable emission leakage in the Spanish agricultural sector. The complementary approach used here is essential to achieve an effective mitigation of Spanish greenhouse gas emissions.  相似文献

Employing global multi-regional input–output models, this paper revisits the carbon dioxide (CO2) emission trade (including exports and imports) and assesses their positions in the national emissions of 14 major countries with large national emissions or large emission trades during 1995–2009. It especially explores the evolution of the emission trades of these countries from both continuous time series and comparative perspectives, in order to provide an explanation for CO2 emission spillovers across countries. The main findings obtained were as follows: (1) China was the largest CO2 exporter to other countries, accounting for over 20 % of global exports since 2005; the CO2 exports of the United States of America (USA), Germany, and Japan varied slightly over this time period, but overall, their proportions had decreased. (2) The CO2 imports of the USA were the largest, occupying around 20 % of the global CO2 imports; meanwhile, China’s CO2 imports increased rapidly and ranked the second largest. (3) For Chinese Taiwan, its proportion of CO2 exports in production-based emissions ranked the highest while that of the USA ranked the lowest; highly CO2 import-dependent countries with an over 40 % proportion of CO2 imports in its consumption-based emissions included France, Germany, Italy, and Spain, while China, India, and Russia remained the lowest, distinguished from their physical energy imports. These results suggested that the global policy makers should take the CO2 emissions in trade into consideration when carefully accounting for national emissions inventories.  相似文献

The European Union (EU) is committed to reducing its greenhouse gas (GHG) emission levels by 80%–95% in 2050 compared to 1990 levels. Various approaches have been developed to secure and evaluate the progress made towards this objective. To gain insights into how EU Member States are aligning to this collective long-term objective, we systematically compare the planning and ex-ante evaluation processes for five EU countries (respectively Denmark, France, Germany, the Netherlands and the United Kingdom). The comparative analysis consists of a qualitative comparison of (1) the governance of long-term policy planning and evaluation processes, (2) the national arrangement for quantitative (model-based) ex-ante policy evaluation and (3) the national arrangement for qualitative ex-ante policy evaluation (stakeholder participation). In a second step we conduct a quantitative comparison of national model-based ex-ante evaluation studies to assess the relative differences between the considered routes and the differences across the various countries. Although the five Member States plan policies along the same EU objective, we find a high diversity in how long-term commitments are established, governed and evaluated on the national level. Model-based scenario analyses are commonly used to explore and evaluate the possible national routes towards the EU 2050 objective. However, as these processes mostly concentrate on domestic action, they pay little attention to how domestic policies are affected by, or affecting, other international activities throughout Europe. Hence, current findings suggest that cross-border collaboration and stakeholder participation could further strengthen the analytical understanding of required transformative change in Europe and subsequently lead to a more durable long-term solution over time.  相似文献

Increasing the share of renewable energy is of principal concern for the EU energy policy. A number of policies have been adopted, and, in part, been implemented by the EU member countries. An increasing share of renewable energy implies an increasing utilisation of biofuels in general and of forest-based biomass in particular. However, in the EU, the endowment and uses of forest-base biomass are diverse suggesting that an increasing trade would become necessary in order to cost effectively increase the utilisation of forest-based biomass. The purpose of this study is to, in the presence of EU energy policy, quantify and analyse possible trade levels for forest fuels in the EU. Particularly, the consequences on trade after implementing the White Paper and the RES-E Directive are analysed. Investigating the European trade in forest fuels is important for understanding how industry sectors in the EU will be affected by the policies. The results suggest that the implementation of the White Paper and the RES-E Directive will increase the trade in forest fuels, resulting in total trade increases of up to 67 percent. Furthermore, the national net trading levels are possible to derive. Depending on policy implementation the results differ – a country that was net importing given the White Paper implementation can instead be net exporting when applying the RES-E Directive. The fact that the policy implementations will increase the trade may mitigate potential industry problems to secure the needed inputs. On the other hand, the integration of countries increases the possibility for some industries to increase their production even more, possibly strengthening any input scarcity problems. It is therefore not possible to generally conclude if a more integrated European forest fuel market, and hence an increased European forest fuel trade, will mitigate industry problems to secure their needed inputs or not.  相似文献

分析了我国居民消费直接与间接碳排放的变化及现状,并通过居民消费的微观角度,分析计算基于居民合理生活消费人均碳排放.试图通过居民消费的角度建立人均碳排放的核算方法,给出建议数据.根据国内当前主要消费环节的碳排放水平,对比国际先进水平和国内碳减排升级潜力,计算了满足居民正常小康生活水平条件下的人均碳排放,年人均排放约2203kg~2333kg碳.居民基本生活的碳排放主要集中在供暖制冷、住宅使用、污染治理和基础建设分摊等方面,而衣物与食品消耗、生活物质材料等方面的碳排放量所占比重相对较低.  相似文献

碳水关联分析是当前区域可持续发展研究的重要方向之一。从区域碳水耦合视角开展产业碳水足迹效率研究不仅有助于揭示资源利用强度和效率对产业碳排放的影响机制,而且对于全球化背景下区域产业转型中的节水和碳减排具有重要的实践意义。采用2012年河南省投入产出表及各产业取水量和能源消费数据,利用投入产出分析对不同产业的碳水足迹效率进行了对比研究。主要结论如下:(1)碳足迹和水足迹存在着行业不匹配现象。其中,农业水足迹最大,是水足迹最小的木材业的2333倍;采掘业碳足迹最大,是碳足迹最小的食品业的273倍。(2)不同产业碳水足迹效率具有较大的差异。一般来说,足迹较大的产业其足迹效率偏低。(3)产业碳水足迹效率的差异主要受产业属性、水能消耗强度、能源结构、企业技术水平及产业关联情况等因素的影响。(4)建议未来河南省应结合不同产业的特点及水能关联情况制定差别化的节水与碳减排政策,加强制度约束和法律监管,推动企业水能资源高效利用,进一步增强区域适应和减缓气候变化的能力。  相似文献

This special issue of the Journal of Cleaner Production was initiated as a result of the 5th and 6th meetings of the Asia Pacific Roundtable for Sustainable Consumption and Production (APRSCP), which were held in Melbourne, Australia and Hanoi, Vietnam, respectively. A need identified at those meetings was to create another means of communicating the best ideas and papers being presented, to a wider audience. The Asia Pacific region has special development needs given its rapid emergence as a global production hub, but coupled to that are also the rapid social adjustments and shifts in patterns of consumption and production which aren't positive for the environment. This special issue contains eight papers covering the implementation of cleaner production and life cycle principles at the systems and regional planning level. These articles cover urban development, corporate CP programs, supply chain management, eco-industrial networks, and industrial parks, recycling, and understanding the role of human factors in bringing about environmental change.  相似文献

基于能源结构优化视角对中国实现碳强度和碳峰值"双控"目标的可行性及最优路径进行分析.首先构建马尔科夫链和多目标优化模型,分别从自然演进、政策约束和成本约束角度预测能源消费结构;其次,将3种能源消费结构情景与3种经济发展情景结合,共得到9种综合情景下碳强度和碳峰值预测结果,判定各情景实现"双控"目标的可行性;最后,采用多属性决策模型分析"双控"目标的最优路径.结果表明,9种情景下,中国均可实现2020年和2030年的碳强度目标;然而,并非所有情景都能实现2030年碳排放达峰目标,经济发展速度与实现碳排放达峰目标的难易程度成反比.经济中速发展及减排政策约束下的能源结构调整情景是实现"双控"目标的最优路径,减排政策是"双控"目标顺利实现的关键所在.  相似文献

Water stress is a worldwide issue and is being exacerbated by population increase, diets shifting, climate change and so on. Consumption of goods and services by humans often puts pressure on the water resources of production sites. The impact of people’s consumption can be indexed by the indicator of water footprint. Based on numerous on-farm data, this study determined the water footprint associated with the consumption of crop products produced locally in Beijing. The total water footprint related to the consumption of local crop products in Beijing during 2009 was 23.7 × 108 m3. Grey water had the largest contribution (58%), followed by green water (23%) and blue water (19%). Vegetables, maize and wheat were the largest three contributors, accounting for 53, 33 and 9% of the total water footprint. Based on the production perspective, improving water and fertilizer management has great potential for reducing the blue and grey water footprints of crops in the farming stage. However, the challenge is how to inspire farmers to participate in the activities of reducing water consumption and pollution. Increasing farmers’, especially female farmers’ access to related technologies can have a positive impact on the sustainable use of water in Beijing.  相似文献
