The North Frisian Wadden Sea represents one of the best researched natural regions in the world. Since the end of the 1980s, scientific research has been carried out to scientifically study, analyse and assess this intertidal coastal zone under the conceptual umbrella of ecosystem research. The outcome of this assessment materialised in the establishment of the Nationalpark Schleswig-Holsteinisches Wattenmeer. Its implementation caused considerable conflicts between coastal inhabitants, national park authorities and government officials. Arguments in these disputes revolved around the validity and relevance of scientific knowledge generated to assess and legitimately protect the tidelands and areas of the Waddensea. In summary, the whole implementation process was locally perceived as a politically endorsed top-down enforcement strategy only allowing scientific knowledge for decision-making purposes while local concerns and ‘knowledges’ were not included. To learn from these developments and past mistakes, we compare concepts of co-management, boundary work and boundary objects (BO) to theoretically and methodologically explore their potentials to generate shared meanings and instigate communication in the context of future managing purposes. Against this theoretical background, we propose the empirical show-case example of the German concept of ‘Heimat’ as a BO to assess its applicability to study place-based meanings and to illustrate it as a practice-oriented point of entry to initiate productive science-stakeholder interaction (SSI) in managing the North Frisian Wadden Sea.  相似文献

The heart of an environmental management system is the implementation of environmental policy in an organisation by the use of environmental aspects, goals and management programmes. The aim of this paper is to characterise this implementation and discuss how it could be improved. In order to achieve the objective of the paper a multiple-case study was performed in ISO 14001-certified or EMAS-registered organisations in Sweden. It is concluded that the implementation of environmental policy is strictly controlled by specifications in ISO 14001 or EMAS. Some organisations, mostly smaller, are forced to form their environmental policy implementation in a way that is not suited for their type of organisation. Many organisations find it hard to measure their environmental goals and to set long-term or medium-long-term time periods for their goals. In addition, the organisations do not involve their employees to a very great extent in the implementation of the environmental policy. If they do let middle managers and line personnel to participate, it is usually early in the process, as early as in the identification of environmental aspects.  相似文献

Increasing competition has been forcing the modern manufacturing organisations to adopt advanced manufacturing paradigms. Agile Manufacturing (AM) is an advanced manufacturing paradigm that enables an organisation to survive in the competitive business environment. Agility is the performance measure of AM practices. Simultaneously, modern business organisations are forced to evolve environmental friendly products. Sustainability is regarded as an important concept for survival by the modern organisations. In this context, agility and sustainability are regarded as performance measures for contemporary organisations. This paper reports a case study which has been carried out in an Indian rotary switches manufacturing organisation. The candidate product is the knob of rotary switch. Initially Computer Aided Design (CAD) has been used to digitalise the baseline model. Keeping the baseline model as reference, five new knob models have been evolved. Then the sustainability analysis has been carried out to determine the environmental impact of the knob models. The analysis results indicated that the proposed knob models possess minimal environmental impact. The conduct of case study has lead to an inference that there is a significant improvement of agility and sustainability in the design and development of knob of rotary switch.  相似文献

Different approaches to integration of management systems (ISO 9001, ISO 14001, OHSAS 18001 and SA 8000) with various levels of ambition have emerged. The tendency of increased compatibility between these standards has paved the road for discussions of, how to understand the different aspects of integration. The focus of the article is primarily to discuss three ambition levels of integration: from increased compatibility of system elements over coordination of generic processes to an embeddedness of an integrated management system (IMS) in a culture of learning and continuous improvements. At present, national IMS standards are being developed, and the IMS standards in Denmark and Spain are being analysed regarding the ambition level for integration. Should the ISO organisation decide to make a standard for IMS, then it would be necessary to consider the different levels of integration in order to make a coherent standard. So far, management systems have had major focus within organisations. However, in order to create competitive advantages for the organisation and contribute to a sustainable development, the IMS has to be expanded to include the whole product chain and all the stakeholders.  相似文献

Policies and management for the Wadden Sea, like for so many other nature areas, have to find a balance between important natural values on the one hand and economic functions on the other hand. Scientific experts play an important role in these processes. In the case of the Wadden Sea, scientific experts have been involved in the development of trilateral ecological targets for the Wadden Sea as well as in the implementation of these targets in the Netherlands as took place in the controversial decision making processes regarding cockle fisheries and gas mining. Drawing on concepts and insights from policy analysis and science and technology studies, this article analyses the different roles scientific experts play in these policy processes. We show how the role of science shifts from an accommodating role in policy development to a role as advocacy in controversial policy implementation processes. The article concludes with some implications for organising effective science–policy interactions in the field of nature conservation.  相似文献

Despite challenges to the authority and legitimacy of science as a neutral representation of the world, expert advisors are playing an increasingly central role in environmental policy-making in both the Global North and South. This article explores the science-policy interface, based on the experience of the main author as a scientist and policy-maker at FEAM, a state-level environmental agency in Brazil. Contributing to the literature on boundary objects and organizations, the article details the practices necessary to manage the relationship between political and scientific norms in the development of the regional Climate and Energy Plan (CEP) for the state of Minas Gerais. To sustain the role of FEAM as a boundary organization mediating between political and scientific demands, a team of scientists and policy-makers had to perform different types of boundary work in a closely connected manner. It was necessary to actively frame climate change as an economic problem, and structure its solution in terms of mitigation mechanisms. Responding to changes in the national and international political context, FEAM reframed climate change from mitigation into largely an adaptation issue that could lead to win-win solutions as to attain saliency and avoid insurmountable political obstacles for its approval. Based on this experience, the article argues that the performance of boundary objects and organizations in the science-policy interface not only requires an ability to bring ‘truth to power’ but to also the capacity to sense, anticipate and avoid political obstacles. For this reason even though boundary organizations provide a breeding ground for institutional learning it is an unsuitable location for scientific or political revolutions.  相似文献

In this paper we aim to investigate the underlying mechanisms of the maintenance of ISO 14001. Initially, we looked into the Hillary's [Hillary R. Evaluation of study reports on the barriers, opportunities and drivers for small and medium sized enterprises – the adoption of environmental management systems. Report for DTI Envirodoctorate 5th October, 1999. London: NEMA; 1999] evaluation study on barriers, opportunities and drivers for small and medium enterprises that adopted environmental management systems and we developed a comprehensive list of barriers identified in the literature. We have used this set of barriers to investigate the underlying mechanisms in the maintenance of ISO 14001 environmental management system through an in-depth longitudinal case study in manufacturing organisations. We have determined five underlying processes (transforming and value adding; administrating and improving; understanding and accepting; communicating and learning; availability of resources) and five key actors (external environment; environmental management team; ISO 14001 EMS; organisation; resources and skills), which interactions are captured in M-ISO model. Finally, based on our study we offer directions for future research.  相似文献

This paper contributes to on-going attempts at bringing together two influential ideas in water governance: Integrated Water Resource Management (IWRM) and adaptive governance. In particular, a tension remains between the call in IWRM for the use of formal institutions, such as river basin organisations, to secure public policy integration, and the assumptions in adaptive governance in favour of informal collaboration between essentially independent policy actors. To clarify this relationship, this article draws on theoretical research on public policy integration, and uses these insights in an empirical setting to identify mechanisms that can facilitate effective policy integration for adaptive water governance. The research is based on recent attempts in Scotland to implement IWRM ideas to improve flood management. Several governance mechanisms were adopted to facilitate the integration of flood, water and rural land use policies. Six Scottish policy regimes are analysed using documentary sources and interviews. Results challenge the idea that collaboration should primarily be built on either river basin organisations or informal mechanisms. We identify a mix of informal and statutory-based mechanisms which may secure political and technocratic commitment to policy integration.  相似文献

The effects of different Planetary Boundary Layer(PBL) structures on pollutant dispersion processes within two idealized street canyon configurations and a realistic urban area were numerically examined by a Computational Fluid Dynamics(CFD) model. The boundary conditions of different PBL structures/conditions were provided by simulations of the Weather Researching and Forecasting model. The simulated results of the idealized 2D and 3D street canyon experiments showed that the increment of PBL instability favored the downward transport of momentum from the upper flow above the roof to the pedestrian level within the street canyon. As a result, the flow and turbulent fields within the street canyon under the more unstable PBL condition are stronger. Therefore, more pollutants within the street canyon would be removed by the stronger advection and turbulent diffusion processes under the unstable PBL condition. On the contrary, more pollutants would be concentrated in the street canyon under the stable PBL condition. In addition, the simulations of the realistic building cluster experiments showed that the density of buildings was a crucial factor determining the dynamic effects of the PBL structure on the flow patterns. The momentum field within a denser building configuration was mostly transported from the upper flow, and was more sensitive to the PBL structures than that of the sparser building configuration. Finally, it was recommended to use the Mellor–Yamada–Nakanishi–Niino(MYNN) PBL scheme, which can explicitly output the needed turbulent variables, to provide the boundary conditions to the CFD simulation.  相似文献

An increasing number of organisations are moving towards assessing and reporting their environmental performance in a supply-chain context. Not only are such “footprint”-type assessments seen as more rigorous than sustainability reports created in-house, they also offer more abatement options than assessments limited to an organisation’s premises. Hybrid life-cycle assessment methods combining input-output analysis and process analysis are ideally suited to enumerate organisational footprints, because they were developed to enable overall complete results whilst being application-specific. We apply one of these hybrid methods, the Path Exchange Method to the task of planning for a sustainable campus at the University of Sydney in Australia. We show how this method can be used by an environmental or procurement officer for exploring environmental performance and abatement options across supply chains. We also show how parts of an organisation, for example University faculties, can be assessed and compared against each other. Whilst tools like ones used in this work enable quantitative decision support for procurement and operations policies, it takes staff awareness, engagement and training to successfully put such tools into practice.  相似文献

Natura 2000, the nature network based on the European Bird and Habitat Directives, is explicitly grounded on ecological science. To acquire a permit under the Dutch Nature Conservation Act, an appropriate assessment of significant effects must be conducted based on the best available scientific knowledge. In this way the scientific and policy world are directly linked. This article focuses on ‘significant effect’ as a boundary object to analyse how science–policy interactions shape the meaning and assessment of significant effect and how these interpretations influence the decision-making process. To this end, two conflicts over significant effect are investigated: the conflict over the 2006-spring permit for the mussel seed fishery, and the 2011 permit for the planned World Championship powerboat races. In both cases nature organisations started a court process against the government-granted permits in protest to the “no significant effect” claim, stating that there was insufficient certainty for this conclusion. These conflicts are approached as controversies between discourse coalitions with different interpretations of the ecological knowledge. We show how significant effect became a focal point in the controversies, limiting the debate to ecological arguments and science-based expertise, but also creating options for parties to advance their protest by articulating uncertainties. Only uncertainty of incomplete knowledge was explicitly addressed, excluding ambiguity of values and unpredictability of the actual ecosystem. We suggest that acknowledging the value aspect in disputes on significant effect would leave more space for effective solutions of the problems under debate.  相似文献

One of the defining characteristics of humankind is that we are, by nature, a social species. This makes the individualistic behaviours that increasingly characterise our society and culture both “unnatural” and it tends to create imbalances and conflicts between individuals, groups and organisations.This paper presents two approaches to build stronger and more Sustainability oriented organisations through collaboration. The first one is the Japanese concept of Kyosei, or “spirit of cooperation”, which invokes collaboration among labour, companies, customers, governments, and others.Kyosei is complemented with a Multi-dimensional Sustainability Influence Change (MuSIC) memework as a means of understanding and promoting integrated progress towards Sustainability. The MuSIC memework explores the complexity and interconnectedness of the three types of attitudes: (1) informational, (2) emotional, and (3) behavioural, within three organisational levels: (a) individuals, (b) groups, and (c) the organisation.  相似文献

The designation of marine protected areas (MPAs) may have intense social and economic effects on human communities. Driven by overarching global and European policies and national legislations, current systematic conservation planning in the UK and France requires an ecosystem approach that takes into account not only nature but also the human activities that take place in an area. Here, we identified a set of 64 socioeconomic variables potentially relevant for marine and coastal stakeholders in a European context and a comprehensive set of 20 marine and coastal stakeholder categories. Ninety national organisations in the UK and France belonging to those categories and potentially affected by/interested in the designation of multiple-use MPAs were identified and surveyed. Results show that environmental NGOs, research centres, local councils, managing agencies and statutory nature conservation bodies perceived that they are positively affected by these MPAs, whereas fishers’ organisations, shipping and aggregate industrial organisations and recreational organisations perceived to be chiefly negatively affected by MPAs. On average, the ecological effects of multiple-use MPAs are perceived as ‘largely positive’, though 30% of respondents did not perceive any positive ecological effects from these MPAs. The social, economic and cultural effects of such MPAs are perceived as ‘moderately positive’. Most respondents perceived broad range (>10 km) and permanent ecological, social, economic and cultural effects from multiple-use MPA designation suggesting high societal expectations towards these areas. However, only five variables were perceived to vary in intensity after the designation of multiple-use MPAs: ‘research’, ‘environmental performance by citizens, businesses and towns’, ‘number of green businesses’, ‘tourism’ and ‘economic activities’. The most important ‘social’ variables for stakeholder organisations referred to local populations’ engagement with the MPA, tourism and research. The most important ‘economic’ variables were linked to fishing, shipping and aquaculture activities. These variables highlight relevant topics to be considered in MPA planning, designation and management processes, especially in the UK and France. There were statistically significant differences in the ratings of socioeconomic variables between many organisations belonging to the same intuitive stakeholder categories, suggesting the importance of including as wide a range of stakeholder organisations as feasible in MPA socioeconomic-related processes. Our methods and findings can help to inform and streamline ongoing and future participatory MPA planning, management and monitoring processes in Europe and in other regions with similar socioeconomic characteristics.  相似文献

We first briefly discuss some relevant theoretical debates, and then present our main insights and lessons from the empirical evidence reported in the papers. Much has been said about the need and benefits of consensus building for resolving disagreements about water and environmental management. Less has been said about how to better convene and facilitate those processes. This paper focuses on the latter, examining the challenges and breakthroughs encountered when decision-makers convene consensus building processes that seek an agreement among stakeholders who believe they have “apparently irreconcilable differences.” The research described here analyzes two multi-stakeholder, collaborative processes convened by the CALFED Bay-Delta Program (CALFED) on the issue of agricultural water use efficiency in the Sacramento and San Joaquin river watersheds of California. The first process made very little progress; however, stakeholder representatives in the second were able to forge an agreement that included significant innovation and surprising risk taking by all sides. Analyzing the two processes, this paper shows that the stakeholders, conveners, and facilitators in these processes had to do much more than make the discrete trades across interests envisioned in consensus building theory or reframing as described in theories about conflict and frames. Looking at the data, this paper shows how several concepts from outside consensus building—including boundary objects and interlanguage—along with less well-known concepts and issues within the consensus building literature—bricolage and representation—can provide insights into how the Steering Committee accomplished what it did. This paper introduces these additional concepts, how they mattered in this CALFED process, and suggests a complex set of interrelated insights into how future collaborative and integrative environmental programs can approach the most difficult environmental policy and management conflicts.  相似文献

Interactive modes of knowledge production offer a strategy for seeking solutions to complex environmental problems. The outcome of such knowledge production is socially robust knowledge. Social robustness refers to knowledge that is relevant and accepted by actors in the context of its application. This is achieved when knowledge is credible, salient and produced in a legitimate way. To date, only limited research has focused on how social robustness is achieved. As coastal problems are characterised by conflicting interests and major uncertainties, the coastal zone represents a relevant domain for studying socially robust knowledge. This paper analyses and presents three conditions that need to be in place if one is to achieve socially robust knowledge in coastal projects. The conditions are based on theories related to socially robust knowledge, boundary spanning, project arrangements and knowledge arrangements. The conditions specify how social robustness can be achieved through knowledge testing by boundary spanners, the involvement of diverse actors and a close connection between knowledge production and the evolving project. In a case study, these conditions are compared to developments in a Dutch coastal project involving spatial developments near the Ems estuary. The comparison highlights the relevance of the three conditions in achieving socially robust knowledge. In addition, a fourth aspect is empirically uncovered: the role of boundary spanning among project partners prior to producing knowledge. These four conditions clarify how social robustness may be achieved in coastal solutions. As such, this paper contributes to the theoretical and empirical understanding of socially robust knowledge.  相似文献

In this paper, we present results from a survey on the perceived roles of organisations on the production and transfer of knowledge in Dutch soil policy. The results are interpreted by applying three theoretical perspectives to this relation: technical communities, epistemic communities and Mode 2 knowledge production. The main research results show that, since the perceived roles of organisations in some cases do not match the intended roles, or are inconsistent, communication of roles by organisations in the policy field is not effective. A second conclusion is that the respondents advocated an increase in interaction among policy levels and between knowledge production and policymaking. From the results, it seems that the Dutch soil policy field is on its way to a mode of socially robust knowledge production, where knowledge production, knowledge transfer and policymaking are integrated. In order to further this development, the paper provides recommendations on the further integration of science and policy concerning soil policy in the Netherlands.With respect to the methodology of survey research on the interaction between science and policy, the paper illustrates the importance of the professional identities of the respondents. The professional identities of the respondents are an important explanatory variable for the perceived roles of organisations.  相似文献
