Climate change poses new and unique challenges that threaten lives and livelihoods. Given the increasing risks and looming uncertainty of climate change, increasing attention has been directed towards adaptation, or the strategies that enable humanity to persist and thrive through climate change the best it can. Though climate change is a global problem often discussed at the national scale, urban areas are increasingly seen as having a distinct role, and distinctive motivation and capacity, for adaptation. The 12 articles in this special issue explore ways of understanding and addressing climate change impacts on urban areas. Together they reveal young but rapidly growing scholarship on how to measure, and then overcome, challenges of climate change. Two key themes emerge in this issue: 1) that we must identify and then overcome current barriers to urban adaptation and 2) frameworks/metrics are necessary to identify and track adaptation progress in urban settings. Both of these themes point to the power of indicators and other quantitative information to inform priorities and illuminate the pathway forward for adaptation. As climate change is an entirely new challenge, careful measurement that enables investment by private and public parties is necessary to provide efficient outcomes that benefit the greatest number of people.  相似文献

Decision-makers in cities around the world are beginning to take steps to adapt to the current and future risks presented by climate change, the sum of which we refer to as a city’s adaptation agenda. However, there is significant variation in such agendas: some may focus on responding to one or two climate hazards, while others develop agendas to respond to a wide range of hazards. What causes this varying range of urban adaptation agendas? The purpose of this study is to assess how geographic, socioeconomic, and institutional features of cities as well as the perception of climate change hazards affect the scope of adaptation agendas. Utilizing regression analyses of a newly constructed database for 58 cities around the world, our findings suggest that the perception of climate change hazards held by decision-makers is a primary determinant of the scope of urban adaptation agendas. Given that each global city faces place-specific hazards from varying extreme climate events, this research provides global-scale adaptation strategies for local, national, and international institutions, suggesting that enhancing awareness as well as mapping urban climate hazards is an initial step for broadening and mainstreaming adaptation agendas.  相似文献

As urban populations grow and climate exposure increases, more cities are introducing formal planning processes to adapt to climate change. This paper explains the process applied to eight cities in the Asian Cities Climate Change Resilience Network (ACCCRN) for developing indicators for planning and monitoring local climate resilience. This process relied on transferring a common conceptual framework for climate resilience, together with a locally led iterative and collaborative process that engaged technical and planning authorities and vulnerable groups. The process varied slightly between cities and generated indicators that were chosen for their contextual fit and availability of data. The main benefit of developing resilience indicators in this way was the local capacity that the process built, in terms of understanding resilience, shared understanding of concepts and measurement and establishment of a common platform for future planning and monitoring of climate adaptation interventions at the city level.  相似文献

Urban areas are increasingly seen as having distinct need for climate adaptation. Further, as resources are limited, it is essential to prioritize adaptation actions. At the municipal scale, we suggest that priorities be placed where there is a gap between adaption need and existing adaptation effort. Taking Seattle, USA, as an example, we present this gap in terms of four categories of adaptation options (no-regret, primary, secondary, and tertiary) for the three primary urban hazards—flooding, heat wave, and drought. To do so, we first establish current adaptation need by identifying and categorizing adaptation options. Next, we consider for each option the number of hazards addressed and benefit to and beyond climate adaptation, the projected magnitude of the hazards addressed, the projection’s uncertainty, and the required scale and irreversibility of investment. Third, we assessed Seattle’s current adaptation efforts by reviewing adaptation plans and related materials. Finally, we identify the distance or “gap” as the proportion of adaptation options not identified by existing adaptation plans.For Seattle, we categorized seven options as no-regret adaptation, five as primary, two as secondary, and three as tertiary. Each level’s adaptation gap highlights significant opportunities to take steps to reduce climate risks in key areas.  相似文献

Agriculture in Kazakhstan is sensitive to climate, and wheat yields could be reduced up to 70% under climate change. With the transition from a socialist economy to a free market economy, decisions are being made now that will affect Kazakhstan's ability to cope with climate change. A team of Kazakh and American researchers examined the cost-effectiveness and barriers to implementations of adaptation options for climate change. Twelve adaptation options that increase flexibility to respond to climate change were identified using a screening matrix. Four options, forecasting pest outbreaks, developing regional centers for preserving genetic diversity of seeds, supporting a transition to a free market, and reducing soil erosion through the use of changed farming practices, were examined. The Adaptation Decision Matrix (ADM) was then applied to estimate benefits using expert judgment (using an arbitrary numerical scale, not monetary values) and benefits estimates were compared to costs to determine cost-effectiveness. The ADM uses subjective measures of how well adaptation options meet policy objectives. Controlling soil erosion was estimated to have the highest benefits, but the high costs of implementation appears to make it relatively cost-ineffective. Supporting a transition to a free market was ranked as the most cost-effective measure, with regional centers second. However, use of different scales to quantify benefits or different weights can result in regional centers being more cost-effective than the transition to a free market. Regional centers was also judged to have fewer barriers to implementation than a transition to a free market. These results will be incorporated in Kazakhstan's National Action Plan. The ADM and other tools are relatively easy to apply, but are quite subjective and difficult to evaluate. The tools can be quite useful by decision makers to analyze advantages and disadvantages between different adaptation options, but should be supplemented with additional, particularly quantitative analysis.  相似文献

The paper describes the climatic characteristics relevant to urban and building design in hot-humid and in hot-dry tropical regions, respectively. It then discusses the different human comfort issues, the design objectives and the urban design elements which affect and can modify the urban microclimate. The design elements discussed in the paper are: location of towns in a region, density of the built-up area and building's configurations, orientation and width of streets, building design details affecting the comfort of people outdoors, and the design details of “green” areas.The appropriate (from the climatic aspect) design details of the above urban design elements, and some comments on building design in tropical regions, are discussed with respect to each climate type. Subjects of needed research on issues concerning comfort and design problems in tropical cities, on which more knowledge is needed, are suggested.The paper is based on a recent WMO Document (Givoni, 1989, WCAP-10, WMO/TD, No. 346).  相似文献

Spatial planners around the world need to make climate change adaptation plans. Climate adaptation planning requires combining spatial information with stakeholder values. This study demonstrates the potential of geodesign tools as a mean to integrate spatial analysis with stakeholder participation in adaptation planning. The tools are interactive and provide dynamic feedback on stakeholder objectives in response to the application of spatial measures. Different rationalities formed by underlying internalized values influence the reasoning of decision-making. Four tools were developed, each tailored to different rationalities varying between a collective or individual viewpoint and analytical or political arguments. The tools were evaluated in an experiment with four groups of participants that were set around an interactive mapping device: the touch table. To study how local decision-making on adaptation can be supported, this study focuses on a specific case study in the Netherlands. In this case study, multiple different stakeholders need to make spatial decisions on land use and water management planning in response to climate change. The collaborative use of four geodesign tools was evaluated in an interactive experiment. The results show that the geodesign tools were able to integrate the engagement of stakeholders and assessment of measures. The experiment showed that decision-making on adaptation to climate change can benefit from the use of geodesign tools as long as the tool is carefully matched to the rationality that applies to the adaptation issue. Although the tools were tested to support the design of adaptation plans in a Dutch setting, the tools could be used for regional adaptation planning in other countries such as the development of regional adaptation strategies (RAS) as required by the European Union or on a national scale to support developing national adaptation plans of action (NAPAs) as initiated by the United Nations Framework Convention on Climate Change (UNFCCC) for least developed countries.  相似文献

Adaptation pathways are developed to design adaptive policies to handle climate change uncertainty. Use of this tool varies across planning practices and adaptation challenges and adjusting the tool to particular practices can foster its adequate use. To gain insight into the use of adaptation pathways, we compared four initiatives (one each in Portugal and the Czech Republic and two in the Netherlands) with regard to design choices made. We found six design choices which need to be considered when adjusting adaptation pathways. Design choices about the geographic scale, inclusion of sectors, the generation and delineation of adaptation options, specification of possible pathways, the related performance metrics and the type of assessment are interdependent, but they are also influenced by contextual aspects. Analysis of the institutional diversity, planning culture and framing shows that the use of adaptation pathways is flexible enough to be adjusted for diverging planning practices. However, the tool is best suited to deliver local adaptation solutions, and adequate use depends on consensus about the adaptation problem, setting objective thresholds and determining uncertainty about future change. We conclude that understanding the customised use of tools for local planning practices is essential for adaptive policy design.  相似文献

Planting urban trees and expanding urban forest canopy cover are often considered key strategies for reducing climate change impacts in urban areas. However, urban trees and forests can also be vulnerable to climate change through shifts in tree habitat suitability, changes in pests and diseases, and changes in extreme weather events. We developed a three-step framework for urban forest vulnerability assessment and adaptation that scales from regional assessment to local on-the-ground action. We piloted this framework in the Chicago region in 10 locations representing an urban-exurban gradient across a range of socioeconomic capacities. The majority of trees across a seven-county region had low to moderate vulnerability, but many of the least vulnerable species were nonnative invasive species. Urban forests in the 10 pilot locations ranged in vulnerability largely due to differences in economic and organizational adaptive capacity. Adaptation actions selected in these locations tended to focus on increased biodiversity and restoration of natural disturbance regimes. However, adaptation actions in more developed sites also included incorporating new species or cultivars. Lessons learned from the pilot area can be used to inform future efforts in other urban areas.  相似文献

Factors influencing support for climate mitigation policy in the United States are well researched, however, research regarding individuals’ support for climate adaptation policy is relatively sparse. This study explores how an individual’s perception of climate change impacts may influence their support for adaptation actions. Results of a survey of the U.S. public (n = 653) indicates that individuals who believe climate change impacts are unlikely to happen or will primarily affect other people in other places are less likely to be concerned about climate change impacts and less likely to support climate adaptation. However, an individual’s support for climate change adaptation measures is not influenced by their perception of when climate change impacts will occur even when taking into account concern for climate impacts. Critical for policy-makers, a belief that climate adaptation measures will not be effective attenuates the relationship between psychological distance, concern for climate change impacts, and adaptation policy measures. Our results indicate that to effectively communicate about climate change, policy-makers should emphasize that: (i) climate change impacts are occurring, (ii) that their constituents are being affected now, or will be in the future, and (iii) communicate that adaptation measures can be effective in addressing risks associated with climate change impacts.  相似文献

Urban planning has the potential to be a powerful tool for facilitating efficient and equitable adaptation to climate change-related coastal hazards (‘coastal climate hazards’). However, if urban planning measures are poorly designed or implemented, it can increase costs and vulnerability, and unfairly affect the interests of particular groups. Through a case study on the coastal climate hazard planning framework in Victoria, Australia, this paper aims to illustrate how urban planning measures can lead to maladaptation and draw lessons for the future design and implementation of planning responses. Five main policy lessons are drawn from the case study. First, planning frameworks should encourage the adoption of robust approaches that are as insensitive to the uncertainties associated with coastal climate hazards as possible. Secondly, policy makers need to be mindful of the opportunity costs and equity implications of planning responses. Thirdly, to be sustainable, planning responses must be robust to social and political factors, something that can be achieved through the use of flexible approaches that allow continued use and development of land but on conditions that protect the interests of governments and communities. Fourthly, policy makers need to be mindful of transaction costs. Finally, when devolving planning responsibilities to lower levels of government, policy makers need to ensure that the objectives of planning frameworks are clear, there is minimal ambiguity in decision guidelines, and that the resourcing and capacity constraints of planning bodies are appropriately considered.  相似文献

Cities globally face significant risks from climate change, and are taking an increasingly active role in formulating and implementing climate change adaptation policy. However, there are few, if any, global assessments of adaptation taking place across cities. This study develops and applies a framework to track urban climate change adaptation policy using municipal adaptation reporting. From 401 local governments globally in urban areas with >1 m people, we find that only 61 cities (15%) report any adaptation initiatives, and 73 cities (18%) report on planning towards adaptation policy. We classified cities based on their adaptation reporting as extensive adaptors, moderate adaptors, early stage adaptors, and non-reporting. With few exceptions, extensive adaptors are large cities located in high-income countries in North America, Europe, and Oceania, and are adapting to a variety of expected impacts. Moderate adaptors usually address general disaster risk reduction rather than specific impacts, and are located in a mix of developed and developing countries. Early stage adaptors exhibit evidence of planning for adaptation, but do not report any initiatives. Our findings suggest that urban adaptation is in the early stages, but there are still substantive examples of governments taking leadership regardless of wealth levels and institutional barriers.  相似文献

The perspectives and knowledge of decision makers, especially those at the provincial level, have great impact on the progress of climate change adaptation in China. Therefore, identifying knowledge gaps and enhancing climate adaptation awareness of decision makers at that level is very important. Based on this aim, we conducted a survey of climate change adaptation awareness among 85 administrative and management personnel from governmental departments responsible for climate change adaptation planning in five provinces. Study findings revealed that over half of respondents have knowledge of climate change adaptation measures, but the extent of understanding varied across different adaptation aspects and regions. Among the different aspects, understanding of measures related to human health protection was the lowest. A large majority of respondents indicated an eagerness to obtain knowledge and information about climate change adaptation, but the main barrier is a lack of training and learning material. When making adaptation plans or policies, the greatest obstacle expressed was a funding shortage. Information generated from this study can provide direction and guidance for training and educating provincial decision makers in order to improve the levels of adaptation planning and policy making.  相似文献

Mitigation and adaptation are the two main strategies to address climate change. Mitigation and adaptation have been considered separately in the global negotiations as well as literature. There is a realization on the need to explore and promote synergy between mitigation and adaptation while addressing climate change. In this paper, an attempt is made to explore the synergy between mitigation and adaptation by considering forest sector, which on the one hand is projected to be adversely impacted under the projected climate change scenarios and on the other provide opportunities to mitigate climate change. Thus, the potential and need for incorporating adaptation strategies and practices in mitigation projects is presented with a few examples. Firstly, there is a need to ensure that mitigation programs or projects do not increase the vulnerability of forest ecosystems and plantations. Secondly, several adaptation practices could be incorporated into mitigation projects to reduce vulnerability. Further, many of the mitigation projects indeed reduce vulnerability and promote adaptation, for example; forest and biodiversity conservation, protected area management and sustainable forestry. Also, many adaptation options such as urban forestry, soil and water conservation and drought resistant varieties also contribute to mitigation of climate change. Thus, there is need for research and field demonstration of synergy between mitigation and adaptation, so that the cost of addressing climate change impacts can be reduced and co-benefits increased.  相似文献

This work presents a framework for viewing agricultural adaptation, emphasizing the multiple spatial and temporal scales on which individuals and institutions process information on changes in their environment. The framework is offered as a means to gain perspective on the role of climate variability and change in agricultural adaptation, and developed for a case study of Australian agriculture. To study adaptation issues at the scale of individual farms we developed a simple modelling framework. The model highlights the decision making element of adaptation in light of uncertainty, and underscores the importance of decision information related to climate variability. Model results show that the assumption of perfect information for farmers systematically overpredicts adaptive performance. The results also suggest that farmers who make tactical planting decisions on the basis of historical climate information are outperformed by those who use even moderately successful seasonal forecast information. Analysis at continental scales highlights the prominent role of the decline in economic operating conditions on Australian agriculture. Examples from segments of the agricultural industry in Australia are given to illustrate the importance of appropriate scale attribution in adapting to environmental changes. In particular, adaptations oriented toward short time scale changes in the farming environment (droughts, market fluctuations) can be limited in their efficacy by constraints imposed by broad changes in the soil/water base and economic environment occuring over longer time scales. The case study also makes the point that adaptation must be defined in reference to some goal, which is ultimately a social and political exercise. Overall, this study highlights the importance of allowing more complexity (limited information, risk aversion, cross-scale interactions, mis-attribution of cause and effect, background context, identification of goals) in representing adaptation processes in climate change studies.  相似文献

Local governments are on the front line of efforts to address climate-related impacts. Recognizing this, there is a growing movement to develop and deliver tools, resources, and services to support local communities’ climate adaptation initiatives. There is, however, limited understanding of what specific types of resources exist and how well these resources match the needs of local practitioners. To bring clarity to these questions, we: 1) assessed the current landscape of climate-adaptation resources and services; 2) surveyed community practitioners to learn how well these resources align with their needs; and 3) convened leading service providers and local practitioners to identify strategic opportunities for moving the adaptation field forward. Findings demonstrate that existing services and resources are meeting the early phases of local adaptation efforts such as conducting vulnerability assessments and creating adaptation plans, but are failing to meet the needs associated with implementing, monitoring, and evaluating adaptation activities. Additionally, a lack of funding and staff time to support adaptation, as well as inaccessible resource formats are barriers impeding local climate adaptation efforts. The mismatch between the types and formats of services being provided and the needs of local governments means that more work is needed to ensure that climate adaptation resources are responsive to the existing and future needs of local governments. Moreover, our research finds that there is a strong and growing need to organize and streamline the climate adaptation resource and service landscape so that practitioners can easily, effectively, and efficiently access the resources they need to build more resilient local communities.  相似文献

By 2050, 75 % of the world’s population will live in cities and the occurrence of heat wave events might have doubled. Mapping the climate and land use change impact for urban heat events should set the agenda for adaptation planning at the local scale. Literature on urban heat mapping does not reveal a clear indicator to visualise the urban heat impacts that includes consequences of land use and climate changes for planning purposes. This paper introduces a stepwise approach to develop a single complex indicator to map the urban heat impact for local climate adaptation planning processes. Information on climatic drivers and land use characteristics are combined and projected for future land use and climate change impacts. Next, several visualisation techniques are developed to investigate which techniques are most effective to visualise complex information with multiple variables in one visualisation. A usability test is performed to investigate how indicator and map meet the information and communication needs of policy makers. Our findings reveal that it is important to add information on future impacts to set the agenda for adaptation planning at the local scale. Applying cartographic techniques in a map series presentation has proven to be effective to map complex information in a single image and fulfil most of the identified information needs. Based on our finding, we introduce the information enrichment chain as a promising approach to support local adaptation planning.  相似文献

As human history is changing on many fronts, it is appropriate for us to understand the different perspectives of major global challenges, of which, water is a major priority. The water resources in urban areas are either approaching or exceeding the limits of sustainable use at alarming rates. Groundwater table depletion and increasing flood events can be easily realized in rapidly developing urban areas. It is necessary to improve existing water management systems for high-quality water and reduced hydro-meteorological disasters, while preserving our natural/pristine environment in a sustainable manner. This can be achieved through optimal collection, infiltration and storage of stormwater. Stormwater runoff is rainfall that flows over the ground surface; large volumes of water are swiftly transported to local water bodies and can cause flooding, coastal erosion, and can carry many different pollutants that are found on paved surfaces. Sustainable stormwater management is desired, and the optimal capture measure is explored in the paper. This study provides commentary to assist policy makers and researchers in the field of stormwater management planning to understand the significance and role of remote sensing and GIS in designing optimal capture measures under the threat of future extreme events and climate change. Community attitudes, which are influenced by a range of factors, including knowledge of urban water problem, are also considered. In this paper, we present an assessment of stormwater runoff management practices to achieve urban water security. For this purpose, we explored different characteristics of stormwater runoff management policies and strategies adopted by Japan, Vietnam and Thailand. This study analyses the abilities of Japanese, Vietnamese and Thai stormwater runoff management policies and measures to manage water scarcity and achieve water resiliency. This paper presents an overview of stormwater runoff management to guide future optimal stormwater runoff measures and management policies within the governance structure. Additionally, the effects of different onsite facilities, including those for water harvesting, reuse, ponds and infiltration, are explored to establish adaptation strategies that restore water cycle and reduce climate change-induced flood and water scarcity on a catchment scale.  相似文献
