In this perspective article, we provide recommendations for strengthening the policy framework for protecting the Baltic Sea from agricultural nutrient pollution. The most striking weakness is the lax implementation of prescribed abatement measures, particularly concerning manure management, in most countries. Institutions of the EU should also be leveraged for achieving Baltic Sea Action Plan (BSAP) goals. In contrast to the Helsinki Convention, the European Union has economic, political and legal mandates to further implementation and compliance. Equally important is the need for strengthening of local institutions, particularly Water Boards and independent agricultural advisory services in the eastern Baltic Sea Region countries. There is also an urgent need for implementation of voluntary land-use measures where EU funding available to farmers is more broadly and effectively used by providing it on the basis of estimated abatement performance, which can be realized through modelling. Assessments of large-scale changes in habitat are a priority for management and conservation. Traditional approaches use land use and land cover data (LULC) that focus mostly on “structural” properties of landscapes, rather than “functional” properties related to specific ecological processes. Here, we contend that designing functional analyses of LULC can provide important and complementary information to traditional, structural analyses. We substantiate this perspective with an example of functional changes in habitat due to industrial anthropogenic footprints in Alberta’s boreal forest, where there has been little overall forest loss (~ 6% structural change), but high levels of functional change (up to 93% functional change) for species’ habitat, biodiversity, and wildfire ignition. Freshwater ecosystems provide irreplaceable services for both nature and society. The quality and quantity of freshwater affect biogeochemical processes and ecological dynamics that determine biodiversity, ecosystem productivity, and human health and welfare at local, regional and global scales. Freshwater ecosystems and their associated riparian habitats are amongst the most biologically diverse on Earth, and have inestimable economic, health, cultural, scientific and educational values. Yet human impacts to lakes, rivers, streams, wetlands and groundwater are dramatically reducing biodiversity and robbing critical natural resources and services from current and future generations. Freshwater biodiversity is declining rapidly on every continent and in every major river basin on Earth, and this degradation is occurring more rapidly than in terrestrial ecosystems. Currently, about one third of all global freshwater discharges pass through human agricultural, industrial or urban infrastructure. About one fifth of the Earth’s arable land is now already equipped for irrigation, including all the most productive lands, and this proportion is projected to surpass one third by midcentury to feed the rapidly expanding populations of humans and commensal species, especially poultry and ruminant livestock. Less than one fifth of the world’s preindustrial freshwater wetlands remain, and this proportion is projected to decline to under one tenth by midcentury, with imminent threats from water transfer megaprojects in Brazil and India, and coastal wetland drainage megaprojects in China. The Living Planet Index for freshwater vertebrate populations has declined to just one third that of 1970, and is projected to sink below one fifth by midcentury. A linear model of global economic expansion yields the chilling prediction that human utilization of critical freshwater resources will approach one half of the Earth’s total capacity by midcentury. Although the magnitude and growth of the human freshwater footprint are greater than is generally understood by policy makers, the news media, or the general public, slowing and reversing dramatic losses of freshwater species and ecosystems is still possible. We recommend a set of urgent policy actions that promote clean water, conserve watershed services, and restore freshwater ecosystems and their vital services. Analysing the drivers of deforestation and forest degradation in conservation landscapes can provide crucial information for conservation management. While rates of forest loss can be measured through remote sensing, on the ground information is needed to confirm the commodities and actors behind deforestation. We administered a questionnaire to Wildlife Conservation Society’s landscape managers to assess the deforestation drivers in 28 tropical conservation landscapes. Commercial and subsistence agriculture were the main drivers of deforestation, followed by settlement expansion and infrastructure development. Rice, rubber, cassava and maize were the crops most frequently cited as drivers of deforestation in these emblematic conservation landscapes. Riverine nutrient loads are among the major causes of eutrophication of the Baltic Sea. This study applied the Soil & Water Assessment Tool (SWAT) in three catchments flowing to the Baltic Sea, namely Vantaanjoki (Finland), Fyrisån (Sweden), and Słupia (Poland), to simulate the effectiveness of nutrient control measures included in the EU’s Water Framework Directive River Basin Management Plans (RBMPs). Moreover, we identified similar, coastal, middle-sized catchments to which conclusions from this study could be applicable. The first modelling scenario based on extrapolation of the existing trends affected the modelled nutrient loads by less than 5%. In the second scenario, measures included in RBMPs showed variable effectiveness, ranging from negligible for Słupia to 28% total P load reduction in Vantaanjoki. Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between ‘communities of place’ and ‘communities of interest’, with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. At the mid-twentieth century the pace of the transformation of the Swedish forest increased. New methods; large-scale clearcutting, mechanization of logging and planting of seedlings were developed. Chemicals were used to control insects and unwanted tree species. The aims of this study were to elucidate the timing, chain of events and the spatial extent of the large-scale spraying of phenoxy acids in Swedish forests and the drivers for this practice. More than 700 000 hectares of productive forest land was sprayed and the main driving force was a strong will to transform the forest into high-yield coniferous forest plantations. We conclude that; (1) the use of herbicides in forestry in Sweden was done on a very large scale in the period 1948–1984, (2) the ecosystem legacy of herbicide spraying must be investigated and (3) a homogenous cadre of like-minded professionals working across commercial companies, state agencies and universities is dangerous.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01660-5.  相似文献

Private land often encompasses biodiversity features of high conservation value, but its protection is not straightforward. Commonly, landowners’ perspectives are rightfully allowed to influence conservation actions. This unlikely comes without consequences on biodiversity or other aspects such as economic considerations, but these consequences are rarely quantitatively considered in decision-making. In the context of boreal mire protection in Finland, we report how acknowledging landowners’ resistance to protection changes the combination of mires selected to conservation compared to ignoring landowners’ opinions. Using spatial prioritization, we quantify trade-offs arising between the amount of landowners’ resistance, protected biodiversity, and financial costs in different conservation scenarios. Results show that the trade-offs cannot be fully avoided. Nevertheless, we show that the systematic examination of the trade-offs opens up options to alleviate them. Historical land-use practices have caused forest loss in Cambodia’s Tonle Sap Lake area (TSLA), the largest freshwater lake in Southeast Asia. However, it remains unclear if this deforestation trend had continued since 2001 when the land was designated as protected areas. Using satellite imagery, we investigated forest conversion flows and fragmentation patterns in the TSLA for 1992–2001, 2001–2010, and 2010–2019, respectively. Results show substantial forest losses and fragmentations occurring at the lower floodplain where the protected areas are located until 2010, with some forest regain during 2010–2019. The land conversions indicated that forest clearing and agricultural farming were the primary causes for observed extensive forest loss during 1992–2010. Hence, despite the creating of protected areas in 2001, our findings reveal the persistence of alarming forest loss in the TSLA until 2010. On the other hand, while net forest loss has stopped after 2010, forest regain during 2010–2019 is way too small to restore the region’s total forest area to even the level when the protected areas were established. Overexploitation is the second biggest driver of global plant extinction. Meanwhile, useful plant species are vital to livelihoods across the world, with global conservation efforts increasingly applying the concept of ‘conservation-through-use.’ However, successfully balancing conservation and biodiversity use remains challenging. We reviewed literature on the sustainability of wild-collected plant use across the countries of Colombia, Ecuador, Peru, and Bolivia—a region of global importance for its biological and cultural richness. After applying defined search terms and a two-stage screening process, 68 articles were reviewed. The numbers which reported sustainable, unsustainable, or context-dependent outcomes were relatively even, but national differences emerged. Through narrative synthesis, we identified five key, reoccurring themes: plant biology; land tenure; knowledge, resource, and capacity; economics and market pressures; and institutional structures, policy, and legislation. Our results show the need for flexible, context-specific approaches and the importance of collaboration, with bottom-up management and conservation methods involving local communities and traditional ecological knowledge often proving most effective. Ecosystem-based management requires understanding of food webs. Consequently, assessment of food web status is mandatory according to the European Union’s Marine Strategy Framework Directive (MSFD) for EU Member States. However, how to best monitor and assess food webs in practise has proven a challenging question. Here, we review and assess the current status of food web indicators and food web models, and discuss whether the models can help addressing current shortcomings of indicator-based food web assessments, using the Baltic Sea as an example region. We show that although the MSFD food web assessment was designed to use food web indicators alone, they are currently poorly fit for the purpose, because they lack interconnectivity of trophic guilds. We then argue that the multiple food web models published for this region have a high potential to provide additional coherence to the definition of good environmental status, the evaluation of uncertainties, and estimates for unsampled indicator values, but we also identify current limitations that stand in the way of more formal implementation of this approach. We close with a discussion of which current models have the best capacity for this purpose in the Baltic Sea, and of the way forward towards the combination of measurable indicators and modelling approaches in food web assessments. During COVID-19, there has been a surge in public interest for information on immunity-boosting foods. There is little scientific support for immunity-supporting properties of specific foods, but strong evidence for food choice impacts on other health outcomes (e.g. risk of non-communicable disease) and environmental sustainability. Here, we relate online recommendations for “immunity-boosting” foods across five continents to their environmental and human health impacts. More frequently recommended food items and groups are plant based and have lower land use and greenhouse gas emission impacts plus more positive health outcomes (reducing relative risks of mortality or chronic diet-related diseases) per serving of food. We identify trade-offs between environmental outcomes of increasing consumption of recommended food items, with aquatic environment impacts increasing with food recommendation frequency. People’s reliance on the Internet for health information creates an opportunity to consolidate behaviour change towards consuming foods with multiple co-benefits. The Northern Adriatic Sea (NAS) is one of the most overexploited marine ecosystems in Europe. Given the gaps in scientific knowledge regarding the NAS, this study sought Fishers’ Ecological Knowledge (FEK) to determine NAS’ historical baselines for conservation. By interviewing 53 fishers in three ports of northern Italy, estimates of the catch rates of four commercial demersal species were generated over a 60-year period, and perceptions of target and non-target species’ diversity and benthic diversity were analysed in three groups of fishers (i.e. novices, experienced and veterans). Results showed a significant decline in perceived abundance of sole (Solea solea), common cuttlefish (Sepia officinalis) and mantis shrimp (Squilla mantis), and evidence was found of a Shifting Baseline Syndrome (SBS) among novices. The natural range of variation of ecosystems provides reference conditions for sustainable management and biodiversity conservation. We review how the understanding of natural reference conditions of boreal forests in northern Europe has changed from earlier perceptions of even-aged dynamics driven by stand-replacing disturbances towards current understanding highlighting the role of non-stand-replacing disturbances and the resultant complex forest dynamics and structures. We show how earlier views and conceptual models of forest disturbance dynamics, including the influential ASIO model, provide estimates of reference conditions that are outside the natural range of variation. Based on a research synthesis, we present a revised forest reference model incorporating the observed complexity of ecosystem dynamics and the prevalence of old forests. Finally, we outline a management model and demonstrate its use in forest ecosystem management and show how regional conservation area needs can be estimated. Functional agrobiodiversity (FAB) has severely declined during the last decades. Current efforts to reinforce FAB are mainly focused on single-actor, parcel-based measures, whereas multi-actor landscape approaches are supposed to be more effective. In this paper, we propose a social–ecological framework that structures how different land users at both the parcel and landscape level interact with FAB as a natural resource. Furthermore, we introduce 1 m2 FAB gardens as an interactive multipurpose measurement tool to gather data on ecosystem services in collaboration with land users. The presented action research approach provides new insights on motivations and interests of different land users in FAB and how knowledge exchange can result in a higher motivation to invest in FAB. The use of poison to eliminate predators is causing African vulture populations to collapse. To understand the prevalence and motivations of this practice we conducted an extensive survey with South African commercial farmers. Using a specialised questioning technique and ad hoc quantitative methods we found that an estimated 22% and 31% of farmers used poison over a 1-year and 5-year period, respectively. Poison use hotspots generally coincided with small stock farming areas. The strongest predictor of poison use was whether farmers believed the practice to be common amongst their peers. Our results suggest that farmers’ attitudes to vultures are primarily positive, and farmers are less likely to use poisons if they frequently encounter vultures on their farm. The thawing and subsequent decomposition of large stocks of soil organic carbon (SOC) currently stored in the northern circumpolar permafrost region are projected to result in a ‘positive’ feedback on global warming. The magnitude of this feedback can only be assessed with improved knowledge about the total size and geographic distribution of the permafrost SOC pool. This study investigates SOC storage in an under-sampled mountain permafrost area in the Russian High Altai. SOC stocks from 39 soil pits are upscaled using a GIS-based land cover classification. We found that the top 100 cm of soils in Aktru Valley and the adjacent Kuray Basin only holds on average 2.6 ± 0.6 kg C m−2 (95% confidence interval), of which only c. 1% is stored in permafrost. Global warming will result in an upward shift of alpine life zones, with new plant cover and soil development at higher elevations. Restoring riparian ecosystems in human-dominated landscapes requires attention to complexity, and consideration of diverse drivers, social actors, and contexts. Addressing a Global North bias, this case study uses a mixed-method approach, integrating historical data, remote sensing techniques and stakeholder perceptions to guide restoration of a river in the Western Cape, South Africa. An analysis of aerial photographs of the riparian zone from 1953 to 2016 revealed that although anthropogenic land conversion happened primarily before the 1950s, several land use and land cover classes showed marked increases in area, including: waterbodies (+ 1074%), urban areas (+ 316%), alien weeds (+ 311%) and terrestrial alien trees (+ 79%). These changes have likely been driven by land fragmentation, disturbance, and agricultural intensification. Stakeholder interviews revealed that despite the clear need for restoration, several barriers exist to successful implementation; these stem from inadequate financial resources, inappropriate funding models, institutional challenges, and a lack of techno-scientific knowledge. Invasions of water bodies by floating vegetation, including water hyacinth (Eichhornia crassipes), are a huge global problem for fisheries, hydropower generation, and transportation. We analyzed floating plant coverage on 20 reservoirs across the world’s tropics and subtropics, using > 30 year time-series of LANDSAT remote-sensing imagery. Despite decades of costly weed control, floating invasion severity is increasing. Floating plant coverage correlates with expanding urban land cover in catchments, implicating urban nutrient sources as plausible drivers. Floating vegetation invasions have undeniable societal costs, but also provide benefits. Water hyacinths efficiently absorb nutrients from eutrophic waters, mitigating nutrient pollution problems. When washed up on shores, plants may become compost, increasing soil fertility. The biomass is increasingly used as a renewable biofuel. Applying sustainability at an operational level requires understanding the linkages between socioeconomic and natural systems. We identified linkages in a case study of the Lake St. Clair (LSC) region, part of the Laurentian Great Lakes system. Our research phases included: (1) investigating and revising existing coupled human and natural systems frameworks to develop a framework for this case study; (2) testing and refining the framework by hosting a 1-day stakeholder workshop and (3) creating a causal loop diagram (CLD) to illustrate the relationships among the systems’ key components. With stakeholder assistance, we identified four interrelated pathways that include water use and discharge, land use, tourism and shipping that impact the ecological condition of LSC. The interrelationships between the pathways of water use and tourism are further illustrated by a CLD with several feedback loops. We suggest that this holistic approach can be applied to other case studies and inspire the development of dynamic models capable of informing decision making for sustainability.
