City action is critical to achieving global visions for sustainability such as the UN’s Sustainable Development Goals (SDGs). However, SDG ‘localisation’ is complex procedure, with divergent outcomes depending on context and diverse city processes. This paper considers the operational challenges faced by city actors in taking on the SDGs, and subsequent implications for initiating local (and global) sustainability transitions. We analyse emergent approaches to SDG localisation within the Asia–Pacific, using a policy analysis framework (transition management) to assess transformation potential. We find that SDG localisation can influence urban sustainability, but effective implementation requires sufficient data, resourcing, and guidance—which are not readily, nor equally available to all city governments. City-to-city peer learning can accelerate SDG uptake, but realising the transformative ambition set out by the SDGs will require an approach to localisation that clearly demonstrates why and how any city government can and should engage with global sustainability frameworks.  相似文献

Indigenous people play an integral role in shaping natural environments, and the disruption to Indigenous land management practices has profound effects on the biosphere. Here, we use pollen, charcoal and dendrochronological analyses to demonstrate that the Australian landscape at the time of British invasion in the 18th century was a heavily constructed one—the product of millennia of active maintenance by Aboriginal Australians. Focusing on the Surrey Hills, Tasmania, our results reveal how the removal of Indigenous burning regimes following British invasion instigated a process of ecological succession and the encroachment of cool temperate rainforest (i.e. later-stage vegetation communities) into grasslands of conservation significance. This research provides empirical evidence to challenge the long-standing portrayal of Indigenous Australians as low-impact ‘hunter-gatherers’ and highlights the relevance and critical value of Indigenous fire management in this era of heightened bushfire risk and biodiversity loss.  相似文献

With 20% of the world’s forests, Russia has global potential in bioeconomy development, biodiversity conservation and climate change mitigation. However, unsustainable forest management based on ‘wood mining’ reduces this potential. Based on document analysis, participant observations and interviews, this article shows how non-state actors—environmental NGOs and forest companies—address forest resource depletion and primary forest loss in Russia. We analyse two key interrelated forest discourses driven by non-state actors in Russia: (1) intensive forest management in secondary forests as a pathway towards sustained yield and primary forest conservation; (2) intact forest landscapes as a priority in primary forest conservation. We illustrate how these discourses have been integrated into policy debates, institutions and practices and discuss their relation to relevant global discourses. In this perspective, we reflect upon the question: what processes may help transition scientific insights on sustainability issues into practice and thus contribute to tackling the complex, systemic sustainability problems of today? We use five forerunners in the field of providing and brokering knowledge for science informed real world solutions, all published in Ambio and highlighted in this Anniversary collection, as our starting point. We discuss how the authors present solutions, whom they tried to reach, and what was suggested—implicitly or explicitly—as the potential uptake processes for turning scientific knowledge into practice. With this as the starting point, we discuss how sustainability science, as a field vowed to action, has evolved in its views of actors, pathways for impacts, and the potential roles of research and researchers to promote sustainability transformations.  相似文献

Understanding how governance structures align to ecological processes in a landscape is critical for effective management of ecological resources. Ecological resources are not independent from each other, instead they are interconnected, and their well-being is often critically dependent on upholding ecological connectivity, especially in times of change and disturbances. Coordination and collaboration among managing actors, each managing their own piece of the puzzle, is therefore essentially a requirement for effective management. We present a conceptual model that includes ecological resources, managing and coordinating actors, along with an explicit representation on how all these entities are connected to each other. We apply this model to 25 municipalities that manage 408 wetlands in central Sweden. The study shows a good social and ecological alignment, however with a high prevalence for coordination through third parties. We discuss this pattern emergence, its potential implications, and examine which municipalities adopt these coordinating functions.  相似文献

The crises that cities face—such as climate change, pandemics, economic downturn, and racism—are tightly interlinked and cannot be addressed in isolation. This paper addresses compound urban crises as a unique type of problem, in which discrete solutions that tackle each crisis independently are insufficient. Few scholarly debates address compound urban crises and there is, to date, a lack of interdisciplinary insights to inform urban governance responses. Combining ideas from complex adaptive systems and critical urban studies, we develop a set of boundary concepts (unsettlement, unevenness, and unbounding) to understand the complexities of compound urban crises from an interdisciplinary perspective. We employ these concepts to set a research agenda on compound urban crises, highlighting multiple interconnections between urban politics and global dynamics. We conclude by suggesting how these entry points provide a theoretical anchor to develop practical insights to inform and reform urban governance.  相似文献

We propose to consider semi-natural habitats—hotspots for biodiversity—being caught in a socio-ecological extinction vortex, similar to the phenomenon described for species threatened with extinction. These habitats are essentially socioecological systems, in which socioeconomic drivers are interlinked with ecological processes. We identify four highly interlinked and mutually reinforcing socio-economic processes, pertaining to the importance of semi-natural habitats for (i) agricultural production, (ii) policy, research and development; (iii) vocational education in the fields of agricultural sciences and (iv) public’s experiences with semi-natural habitats. Evidence from six countries in the boreal region demonstrates that recent slowing down or even reversal of two processes are insufficient to stop the extinction vortex phenomenon. We suggest research directions to ascertain the phenomenon, monitor its development and develop proactive actions to weaken the vortex. It is highly plausible that interventions directed at most, if not all, of the key vortex processes are needed to reverse the overall deteriorating trends of a socio-ecological system.  相似文献

A sustainable world is one in which human needs are met equitably and without sacrificing the ability of future generations to meet their needs. Human well-being is described by four primary elements—basic human needs, economic needs, environmental needs, and subjective well-being. These elements can interact in a myriad of ways to influence overall well-being. What makes changes in human well-being sustainable for a population or a nation? Two major interactional concepts can push changes in human well-being toward a sustainable state in space and time—social equity and intergenerational equity. The concept of social equity distributes well-being over space, ensuring the fair treatment of all members of society promoting spatial sustainability of a well-being decision. The concept of intergenerational equity distributes well-being through time, ensuring the well-being of present and future generations of a population or nation, promoting temporal sustainability of a well-being decision. The roles of social and intergenerational equity in terms of their influence on human well-being are examined with a focus on more sustainable decision-making.  相似文献

Urbanization has rapidly increased in recent decades and the negative effects on biodiversity have been widely reported. Urban green areas can contribute to improving human well-being, maintaining biodiversity, and ecosystem services (e.g. pollination). Here we examine the evolution of studies on plant–pollinator interactions in urban ecosystems worldwide, reviewing also research funding and policy actions. We documented a significant increase in the scientific production on the theme in recent years, especially in the temperate region; tropical urban ecosystems are still neglected. Plant–pollinator interactions are threatened by urbanization in complex ways, depending on the studied group (plant or pollinator [generalist or specialist]) and landscape characteristics. Several research opportunities emerge from our review. Research funding and policy actions to pollination/pollinator in urban ecosystems are still scarce and concentrated in developed countries/temperate regions. This paper systematically reviews the literature on how to reduce nutrient emissions to the Baltic Sea cost-effectively and considerations for allocating these costs fairly among countries. The literature shows conclusively that the reduction targets of the Baltic Sea Action Plan (BSAP) could be achieved at considerably lower cost, if countries would cooperate to implement the least costly abatement plan. Focusing on phosphorus abatement could be prudent as the often recommended measures—wastewater treatment and wetlands—abate nitrogen too. An implication of our review is that the potential for restoring the Baltic Sea to good health is undermined by an abatement strategy that is more costly than necessary and likely to be perceived as unfair by several countries. Plastics are dominant pollutants in freshwater ecosystems worldwide. Scientific studies that investigated the interaction between plastics and freshwater biodiversity are incipient, especially if compared to the marine realm. In this review, we provide a brief overview of plastic pollution in freshwater ecosystems around the world. We found evidence of plastic ingestion by 206 freshwater species, from invertebrates to mammals, in natural or semi-natural ecosystems. In addition, we reported other consequences of synthetic polymers in freshwater ecosystems—including, for instance, the entanglement of animals of different groups (e.g., birds). The problem of plastic pollution is complex and will need coordinated actions, such as recycling programs, correct disposal, stringent legislation, regular inspection, replacement of synthetic polymers with other materials, and ecological restoration. Global environmental and societal changes threaten the cultures of indigenous peoples and local communities (IPLC). Despite the importance of IPLC worldviews and knowledge to sustaining human well-being and biodiversity, risks to these cultural resources are commonly neglected in environmental governance, in part because impacts can be indirect and therefore difficult to evaluate. Here, we investigate the connectivity of values associated with the relationship Ngātiwai (a New Zealand Māori tribe) have with their environment. We show that mapping the architecture of values-environment relationships enables assessment of how deep into culture the impacts of environmental change or policy can cascade. Our results detail how loss of access to key environmental elements could potentially have extensive direct and cascading impacts on the cultural values of Ngātiwai, including environmental responsibilities. Agricultural land use is transforming rapidly in Southeast Asia, often supported by development policies aiming primarily at economic growth. However, the socioeconomic outcomes of these changes for smallholder farmers remain unclear. Here, we systematically review cases of agricultural land use change in Southeast Asia to assess their socioeconomic outcomes and potential trade-off and synergies in these outcomes. Of the 126 reviewed cases, we find mostly positive outcomes for income (SDG 1, 100 cases) and employment (SDG 8, 11 cases), while outcomes on health (SDG 3, 9 cases) were mixed, and outcomes for food security (SDG 2, 44 cases), gender equality (SDG 5, 13 cases), and economic equality (SDG 10, 14 cases) were mostly negative. Studies describing multiple outcomes show indications of synergies between income and food security, and between income and employment, but also potential trade-offs between income and economic equality. In addition, we find that economic land concessions result in multiple negative outcomes more often than other types of land governance regimes. In Latin America and the Caribbean, river restoration projects are increasing, but many lack strategic planning and monitoring. We tested the applicability of a rapid visual social–ecological stream assessment method for restoration planning, complemented by a citizen survey on perceptions and uses of blue and green infrastructure. We applied the method at three urban streams in Jarabacoa (Dominican Republic) to identify and prioritize preferred areas for nature-based solutions. The method provides spatially explicit information for strategic river restoration planning, and its efficiency makes it suitable for use in data-poor contexts. It identifies well-preserved, moderately altered, and critically impaired areas regarding their hydromorphological and socio-cultural conditions, as well as demands on green and blue infrastructure. Reductions in global bee populations are threatening the pollination benefits to both the planet and people. Whilst the contribution of bee pollination in promoting sustainable development goals through food security and biodiversity is widely acknowledged, a range of other benefits provided by bees has yet to be fully recognised. We explore the contributions of bees towards achieving the United Nation’s Sustainable Development Goals (SDGs). Our insights suggest that bees potentially contribute towards 15 of the 17 SDGs and a minimum of 30 SDG targets. We identify common themes in which bees play an essential role, and suggest that improved understanding of bee contributions to sustainable development is crucial for ensuring viable bee systems.  相似文献

Reports of the damage from wolf attacks have increased considerably over the last decade in Georgia (in the Caucasus). We interviewed locals about this problem in two focal regions: the Lanchkhuti area (in western Georgia) and Kazbegi District (in eastern Georgia) where livestock numbers had increased by an order of magnitude owing to dramatic shifts in the local economies over the last decade. This coincided with expanding habitats for wolves (abandoned plantations, for example). We found that the perceived damage from wolves was positively correlated with a poor knowledge of wolf habits and inappropriate livestock husbandry practices. Our results suggest a loss of traditional knowledge contributes strongly to the wolf–human conflicts in Georgia. Restoring traditional, simple but good practices—such as protecting herds using shepherd dogs and introducing bulls into the herds—can help one solve this problem.

Climate change, overfishing, and other anthropogenic drivers are forcing marine resource users and decision makers to adapt—often rapidly. In this article we introduce the concept of pathways to rapid adaptation to crisis events to bring attention to the double-edged role that institutions play in simultaneously enabling and constraining swift responses to emerging crises. To develop this concept, we draw on empirical evidence from a case study of the iconic Maine lobster (Homarus americanus) industry. In the Gulf of Maine, the availability of Atlantic herring (Clupea harengus) stock, a key source of bait in the Maine lobster industry, declined sharply. We investigate the patterns of bait use in the fishery over an 18-year period (2002–2019) and how the lobster industry was able to abruptly adapt to the decline of locally-sourced herring in 2019 that came to be called the bait crisis. We found that adaptation strategies to the crisis were diverse, largely uncoordinated, and imperfectly aligned, but ultimately led to a system-level shift towards a more diverse and globalized bait supply. This shift was enabled by existing institutions and hastened an evolution in the bait system that was already underway, as opposed to leading to system transformation. Nearly three-quarters of global natural rubber production is used to produce tyres, supporting mobility around the globe. The projected increase in mobility could contribute to further expansion of rubber plantations and impact tropical ecosystems. We quantified the use of natural rubber in tyres in the European Union (EU), the corresponding land footprint, and explored drivers of tyre use using country-specific transport statistics and trade registers of rubber goods. Five percent of the world’s natural rubber is consumed in tyres used in the EU, using up to a quarter of the area under rubber plantations in some producing countries. Car use is responsible for 58% of this consumption, due to car-dependent lifestyles that are associated with economic prosperity and spatial planning paradigms. Development policy increasingly focuses on building capacities to respond to change (adaptation), and to drive change (innovation). Few studies, however, focus specifically on the social and gender differentiation of capacities to adapt and innovate. We address this gap using a qualitative study in three communities in Solomon Islands; a developing country, where rural livelihoods and well-being are tightly tied to agriculture and fisheries. We find the five dimensions of capacity to adapt and to innovate (i.e. assets, flexibility, learning, social organisation, agency) to be mutually dependant. For example, limits to education, physical mobility and agency meant that women and youth, particularly, felt it was difficult to establish relations with external agencies to access technical support or new information important for innovating or adapting. Willingness to bear risk and to challenge social norms hindered both women’s and men’s capacity to innovate, albeit to differing degrees. Our findings are of value to those aspiring for equitable improvements to well-being within dynamic and diverse social–ecological systems.  相似文献

We present herein our perspective of a novel Small Habitats Matrix (SHM) concept showing how small habitats on private lands are untapped but can be valuable for mitigating ecological degradation. Grounded by the realities in Sabah, Malaysian Borneo, we model a discontinuous “stepping stones” linkage that includes both terrestrial and aquatic habitats to illustrate exactly how the SHM can be deployed. Taken together, the SHM is expected to optimize the meta-population vitality in monoculture landscapes for aerial, arboreal, terrestrial and aquatic wildlife communities. We also provide the tangible cost estimates and discuss how such a concept is both economically affordable and plausible to complement global conservation initiatives. By proposing a practical approach to conservation in the rapidly developing tropics, we present a perspective from “ground zero” that reaches out to fellow scientists, funders, activists and pro-environmental land owners who often ask, “What more can we do?”  相似文献
