Solid waste management in Macao: practices and challenges   总被引:2,自引:0,他引:2  
The rapid economic development and population growth in Macao have resulted in a large increase in refuse generated over the past decade. In 2003, the quantity of solid waste generated reached 249,255 tons, corresponding to 1.52 kg/day per capita. This figure has been gradually increasing. Domestic solid waste is the primary source of solid waste generation. The data showed that a considerable amount of the solid waste generated can be recycled and reutilized. Due to Macao's small geographic area and high cost of land, landfilling has the lowest priority for waste disposal. Solid waste incineration has been given a top priority over other waste disposal methods although it is much more expensive. In the last decade, more than 80% of the total waste in Macao was incinerated. However, the incineration capacity of the Macao Incineration Plant is going to reach its saturation earlier than expected. Waste minimization, the establishment of an effective waste collection and disposal fee system, and alternate ways dealing with the limited capacity of waste treatment facilities are regarded to be major challenges in the future.  相似文献

The land disposal restriction regulations have necessitated development of technologies for the treatment of wastes and soils containing mercury. Of all the treatment methods, thermal technologies are the most advanced and proven for a variety of mercury-contaminated waste materials. During the past few years, a number of thermal treatment processes have been developed both for listed and characteristic waste. A review of the technologies identified six that are in either commercial or pilot plant stages. The biggest volumes of waste currently occur in the gas processing and caustic-chlorine industries, so most of the technologies being used appear to have been developed around the characteristics of these two wastes. This article discusses the characteristics of each of the six available thermal treatment processes, and describes the types of mercury-contaminated wastes these technologies have been designed to handle.  相似文献

Current disposal options for APC residues in the UK and alternative treatment technologies developed world-wide have been reviewed. APC residues are currently landfilled in the UK where they undergo in situ solidification, although the future acceptability of this option is uncertain because the EU waste acceptance criteria (WAC) introduce strict limits on leaching that are difficult to achieve. Other APC residue treatment processes have been developed which are reported to reduce leaching to below relevant regulatory limits. The Ferrox process, the VKI process, the WES-PHix process, stabilisation/solidification using cementitious binders and a range of thermal treatment processes are reviewed. Thermal treatment technologies convert APC residues combined with other wastes into inert glass or glass-ceramics that encapsulate heavy metals. The waste management industry will inevitably use the cheapest available option for treating APC residues and strict interpretation and enforcement of waste legislation is required if new, potentially more sustainable technologies are to become commercially viable.  相似文献

The present study sought to evaluate the effectiveness of vermicomposting for the valorization of distilled grape marc, one of the main solid by-products of the winery sector during a 56-day pilot-scale trial. The increase in the density and biomass of earthworms (Eisenia andrei) during the earlier stages of the process reflected the suitability of the distilled marc (Vitis vinifera L. cv. Mencía) as feedstock in order to sustain large earthworm populations on a pilot-scale level. Supporting this, from 14 days onwards the pH of Mencía distilled marc fell within weak-alkaline levels and the electrical conductivity was between 0.21 and 0.11 mS cm−2 providing optimum conditions for earthworm growth. A rapid decrease in microbial activity as well as in the content of total polyphenols, both indicative of stabilized materials was also recorded after 14 days of vermicomposting. Moreover, the content of macro- and micronutrients in the end product matched with those considered to have the quality criteria of a good vermicompost with respect to plant health and safe agricultural use. Altogether, it underlines the feasibility of vermicomposting as an environment-friendly approach for the biological stabilization of distilled grape marc fulfilling both environmental protection and fertilizer production.

The application of organic materials to replenish soil organic matter and improve soil structure and fertility has become a common agronomic practice. This research deals with the effects of soil amendment with winery and distillery waste composts on organic carbon (C) mineralisation in two arable soils. A sandy-loam and clay-loam soil were treated and incubated with a number organic materials obtained from the co-composting of different proportions of grape stalk, grape marc, exhausted grape marc and vinasse, with sewage sludge or animal manure. Moreover, the effect of compost stability on C mineralisation dynamics was studied by applying organic materials from different stages of the composting process. The results obtained showed that the addition of exogenous organic matter stimulated microbial growth, enhanced soil respiration and increased water-extractable C contents in both soils, particularly in the days immediately following amendment. The initial composition of the different organic materials used, especially for the mature samples, and the texture of the receiving soil did not influence significantly the C mineralisation final values, with around 11–20% of the added organic C being mineralised over the first 140 days. However, the contribution of organic amendment to the labile organic C pool, maximum rates of soil respiration, as well as the extent of initial disturbance of the soil microbiota were all found to be related to the degree of organic matter stability. Moreover, irrespective of the type and stability of the organic amendment, the mineralogical composition of the receiving soil was found to significantly influence its resilience in such systems.  相似文献

Waste disposal systems conventionally exhibit many problems, such as difficulties in finding final disposal sites for incinerator residues and the issue of how to recycle waste materials. Some new technologies have been developed to solve such problems, including ash melting and gasification melting. Furthermore, to improve the power generation efficiency of waste treatment facilities so that their energy is used more efficiently, combined stoker/gas turbine power generation (super waste power generation) technology has been developed. Through examination of two cases in this study, environmental impacts and costs were determined using lifecycle assessment (LCA) and lifecycle cost (LCC) methods in a model city. In case 1, a stoker furnace was compared to a combined stoker/gas turbine system. In case 2, a stoker furnace plus ash melting system was compared to a gasification melting system. The results demonstrate that the stoker furnace has a lower environmental impact than the combined stoker/gas turbine system in case 1, and that the stoker plus ash melting system costs less than the gasification melting system in case 2, but both systems had strong impacts on the environment.  相似文献

Many hospitals or health care facilities have faced financial difficulties and thus they have attempted to find cost-effective treatment and disposal methods of their regulated medical wastes (RMWs). This study investigated generation volume and sources, composition, and treatment and disposal methods for RMWs obtained from three out of the five typical city hospitals in Massachusetts for which we could obtain relevant data on medical waste. Also, this study compared the generation patterns and amounts of RMWs between the hospital and the medical school. The yearly operational treatment and disposal costs of RMWs based on different treatment and disposal methods were analyzed for one hospital. The most cost-effective option of four different treatment and disposal options studied was to combine on-site incineration and microwave technologies. Finally, this study identified measures for the effective waste characterization methods for the reduction of treatment and disposal costs of RMWs. By careful exclusion of non-RMW from RMW waste streams, hospitals can reduce the RMW volume that requires special treatment and reduce disposal costs.  相似文献

In China, controlling environmental pollution resulting from solid waste (SW) and hazardous waste (HW) has become one of the most pressing tasks in the field of environmental engineering. It is reported that the annual generation of industrial solid waste (ISW) in China exceeded 0.6 billion tons in the 1990s, and is increasing every year. Although ISW management has been strengthened in recent years, about 40% of SW is put in uncontrolled landfill without appropriate treatment. According to statistics from the national Environmental Protection Agency, the cumulative ISW uncontrolled landfill in China had reached 6.6 billion tons by the end of 1995, occupying around 55 000 hectares of land. Although some major uncontrolled landfills were constructed, nonetheless groundwater contamination resulted from the use of low-standard liners and poor management. Furthermore, about 20 million tons of ISW was discharged into the environment illegally, and a third of this waste was discharged directly into water bodies, making ISW one of the greatest pollution sources for surface water and ground water. Environmental pollution accidents resulting from SW occur about 100 times a year in China, and environmental issues frequently arise because of ISW pollution. The practices of SW management, treatment, and disposal started relatively late in China, and for a long time the management of SW pollution has received little attention compared with water and air pollution management. China faces problems such as the insufficiency of management laws and regulations, insufficient investment, inadequate treatment and disposal technology, and a lack of qualified technicians. At present, most treatment and disposal technology cannot meet the requests for solid waste pollution control. In order to protect, restore, and improve environmental quality in China and to realize sustainable development, the safe management and disposal of solid and hazardous wastes is a pressing challenge. In recent years, much attention has been paid to SW management in China, and investment to develop management and treatment technologies has increased. In 1995, the Law for Solid Waste Pollution Protection was issued, and work on solid waste treatment and disposal began to be legally managed. SW treatment and disposal facilities have been constructed, and now operate in some large and medium-sized cities. In particular, rapid improvements have been seen in ISW recycling, collection, and disposal of municipal solid waste and regional HW management. Waste vitrification technology has largely been developed by the United States Department of Energy (DOE). Numerous vendors offer vitrification units, and a number of commercial and large pilot applications have been made. Nevertheless, the industry is still in its infancy and does not dominate any waste treatment niche. DOE funding of vitrification technology development is nearing an end, and DOE waste treatment is being privatized, with private bidders selecting the technologies and offering to treat wastes for a per-unit fee. Thus, the DOE market is shifting from a cost-plus, largely R&D environment to a fixed-fee environment in which vendors and waste treatment contractors must accept technological risks. Significant quantities of DOE waste are still uncommitted, but the number of vendors is larger than the market can possibly sustain. Domestic private sector opportunities are limited and vendors are looking to foreign markets with less mature treatment capacity and growing demand.  相似文献

A process model of municipal solid waste incinerators (MSWIs) and new technologies for metal recovery from combustion residues was developed. The environmental impact is modeled as a function of waste composition as well as waste treatment and material recovery technologies. The model includes combustion with a grate incinerator, several flue gas treatment technologies, electricity and steam production from waste heat recovery, metal recovery from slag and fly ash, and landfilling of residues and can be tailored to specific plants and sites (software tools can be downloaded free of charge). Application of the model to Switzerland shows that the treatment of one tonne of municipal solid waste results on average in 425 kg CO2-eq. generated in the incineration process, and 54 kg CO2-eq. accrue in upstream processes such as waste transport and the production of operating materials. Downstream processes, i.e. residue disposal, generates 5 kg CO2-eq. Savings from energy recovery are in the range of 67 to 752 kg CO2-eq. depending on the assumptions regarding the substituted energy production, while the recovery of metals from slag and fly ash currently results in a net saving of approximately 35 kg CO2-eq. A similar impact pattern is observed when assessing the MSWI model for aggregated environmental impacts (ReCiPe) and for non-renewable resource consumption (cumulative exergy demand), except that direct emissions have less and no relevance, respectively, on the total score. The study illustrates that MSWI plants can be an important element of industrial ecology as they provide waste disposal services and can help to close material and energetic cycles.  相似文献

The winery and distillery industry produces a great quantity of residues, whose management and disposal are environmental problems due to their seasonal character and some polluting characteristics. The main solid by-products and residues generated are grape stalk, grape pomace or marc, wine lee, exhausted grape marc and winery sludge. In this study, 87 samples of winery and distillery residues were collected from different Spanish wineries and distilleries. Electrical conductivity, pH, total organic matter, organic carbon, polyphenols and contents of plant nutrients and heavy metals were determined. The purpose of this research was to study the composition of these wastes and to find relationships in order to use easily analysable parameters to estimate their composition. In general, the winery and distillery residues showed low pH (mean values ranged from 3.8 to 6.8) and electrical conductivity values (1.62-6.15 dS m(-1)) and high organic matter (669-920 g kg(-1)) and macronutrient contents, especially in K (11.9-72.8 g kg(-1)). However, a notable polyphenol concentration (1.2-19.0 g kg(-1)) and low micronutrient and heavy metal contents were also observed, some of these properties being incompatible with agricultural requirements. Therefore, conditioning treatments are necessary prior to possible use of these wastes. In all wastes, significant correlations were found between easily determined parameters, such as pH, electrical conductivity and total organic matter, and most of the parameters studied. Representative samples of the following biowastes typically generated in Castilla La Mancha (Spain) were composted using a pilot-scale closed rotary drum composting reactor provided with adequate control systems: waste from the olive oil industry (olive mill waste; OMW), winery–distillery waste containing basically grape stalk and exhausted grape marc (WDW), and domestic sewage sludge. Composting these biowastes was only successful when using a bulking agent or if sufficient porosity was supported. OMW waste composting was not possible, probably because of its negligible porosity, which likely caused anaerobic conditions. WDW was successfully composted using a mixture of solid wastes generated from the same winery. SS was also successfully composted, although its higher heavy metal content was a limitation. Co-composting was an adequate strategy because the improved mixture characteristics helped to maintain optimal operating conditions. By co-composting, the duration of the thermophilic period increased, the final maturity level improved and OMW was successfully composted. Using the proposed reactor, composting could be accelerated compared to classical outdoor techniques, enabling easy control of the process. Moisture could be easily controlled by wet air feeding and leachate recirculation. Inline outlet gas analysis helped to control aerobic conditions without excessive aeration. The temperature reached high values in a few days, and sufficient thermal requirements for pathogen removal were met. The correct combination of biowastes along with appropriate reactor design would allow composting as a management option for such abundant biowastes in this part of Spain.  相似文献

Medical (clinical) wastes are costly in disposal and carry risks of infection, or physical injury, and of exposure to potentially harmful pharmaceuticals, as well as being aesthetically unacceptable. Technological advances in disposal, together with the introduction of rigorous emission standards for incinerators and similarly stringent control standards for non-burn “alternate” disposal technologies, continue to drive improvements in waste management. Are these improvements attainable in developing countries?Where adequate resources and a robust infrastructure are lacking, investment in advanced disposal technologies may be counterproductive. Developments must be appropriate to and manageable by the communities served; sustainable low-technology approaches may be preferable. There remains a need for affordable technical innovation, as well as underlying political support and international financial and technical assistance, to sustain meaningful improvements in waste management in remote and isolated regions and more generally in developing countries.  相似文献

Medical waste management is of great importance due to its infectious and hazardous nature that can cause undesirable effects on humans and the environment. The objective of this study was to analyze and evaluate the present status of medical waste management in the light of medical waste control regulations in Nanjing. A comprehensive inspection survey was conducted for 15 hospitals, 3 disposal companies and 200 patients. Field visits and a questionnaire survey method were implemented to collect information regarding different medical waste management aspects, including medical waste generation, segregation and collection, storage, training and education, transportation, disposal, and public awareness.The results indicated that the medical waste generation rate ranges from 0.5 to 0.8 kg/bed day with a weighted average of 0.68 kg/bed day. The segregated collection of various types of medical waste has been conducted in 73% of the hospitals, but 20% of the hospitals still use unqualified staff for medical waste collection, and 93.3% of the hospitals have temporary storage areas. Additionally, 93.3% of the hospitals have provided training for staff; however, only 20% of the hospitals have ongoing training and education. It was found that the centralized disposal system has been constructed based on incineration technology, and the disposal cost of medical waste is about 580 US$/ton. The results also suggested that there is not sufficient public understanding of medical waste management, and 77% of respondents think medical waste management is an important factor in selecting hospital services.The problematic areas of medical waste management in Nanjing are addressed by proposing some recommendations that will ensure that potential health and environmental risks of medical waste are minimized.  相似文献

Efficient health-care waste management is crucial for the prevention of the exposure of health-care workers, patients, and the community to infections, toxic wastes and injuries as well as the protection of the environment (Safe Management of Wastes from Health-care Activities. World Health Organization, Geneva). The amount of health-care waste produced in the Istanbul Metropolitan City in Turkey is 30 ton day(-1) in total. The method used for the final disposal of most of the health-care waste of Istanbul is incineration. However, a great portion of the infectious waste is disposed of with the domestic waste into the sanitary landfill because of improper segregation practices applied in the health-care institutions. Therefore the alternatives for the treatment and disposal of health-care waste were evaluated. The technical information related to the available treatment technologies including incineration, microwave irradiation, mobile or stationary sterilization, etc. were also investigated. The capital investment cost, transportation/operational costs for each alternative method and the different locations for installation were compared. When the data collected were evaluated, it was found that separate handling and disposal of health-care waste generated on the European and the Asian sides of the city was the most economic and practicable solution. As a result, it was concluded that the capacity of the Kemerburgaz-Odayeri incineration plant is enough to incinerate the health-care waste generated on the European side of Istanbul, the construction of a new incineration plant or a stationary sterilization unit for the disposal of health-care waste generated on the Asian side was the most effective alternative.  相似文献

In Helsinki, Finland, new guidelines have been adopted for the management of wastes from healthcare facilities. The purpose has been to rationalize waste management, reducing the amount of waste needing special treatment and lowering costs, while at the same time maintaining occupational safety and preventing environmental hazards. The changes are mainly due to the new definition of infectious waste, based on practical assessment of the possibility of spread of infection via the wastes. As a result, it has been possible to omit one chain of waste handling which has led to simpler practices and economic benefits. Sanitary landfill has been accepted for disposal of clinical waste, except for the biological waste to be incinerated for ethical reasons and infectious waste contaminated by class 4 viruses,Yersinia pestisorBacillus anthracis. Diseases caused by these micro-organisms are not a practical problem in Finland.  相似文献

Landfilling is a popular waste disposal method, but, as it is practised currently, it is fundamentally unsustainable. The low short-term financial costs belie the potential long-term environmental costs, and traditional landfill sites require long-term management in order to mitigate any possible environmental damage. Old landfill sites might require aftercare for decades or even centuries, and in some cases remediation may be necessary. Biological stabilisation of a landfill is the key issue; completion criteria provide a yardstick by which the success of any new technology may be measured. In order for a site to achieve completion it must pose no risk to human health or the environment, meaning that attenuation of any emissions from the site must occur within the local environment without causing harm. Remediation of old landfill sites by aerating the waste has been undertaken in Germany, the United States, Italy and The Netherlands, with considerable success. At a pilot scale, aeration has also been used in newly emplaced waste to accelerate stabilisation. This paper reviews the use of aerobic landfill worldwide, and assesses the ways in which the use of aerobic landfill techniques can decrease the risks associated with current landfill practices, making landfill a more sustainable waste disposal option. It focuses on assessing ways to utilise aeration to enhance stabilisation. The results demonstrated that aeration of old landfill sites may be an efficient and cost-effective method of remediation and allow the date of completion to be brought forward by decades. Similarly, aeration of newly emplaced waste can be effective in enhancing degradation, assisting with completion and reducing environmental risks. However, further research is required to establish what procedure for adding air to a landfill would be most suitable for the UK and to investigate new risks that may arise, such as the possible emission of non-methane organic compounds.  相似文献

Due to the rising worldwide awareness of green environment, both government and contractors have to consider effective construction and demolition (C&D) waste management practices. The last two decades have witnessed the growing importance of demolition and renovation (D&R) works and the growing amount of D&R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking.In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D&R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient. Pick-up truck requirements and waste disposal charging fee for different waste facilities will also be predicted through our system. The results could provide alerts to contractors ahead of time at project planning stage. This paper also presents an example scenario with a 47-floor residential building in Hong Kong to demonstrate our D&R waste estimation and planning system. As the BIM technology has been increasingly adopted in the architectural, engineering and construction industry and digital building information models will likely to be available for most buildings (including historical buildings) in the future, our system can be used in various demolition and renovation projects and be extended to facilitate project control.  相似文献

介绍了有色金属行业中含砷废弃物的两种处理技术——资源化和稳定化-固化的研究进展。从含砷的烟灰、废水及废渣3个方向对资源化处理技术的研究进展进行了介绍,含砷废弃物经资源化处理后可得到As2O3和砷酸盐产品,但砷产品品种有限,应开发新的资源化途径和砷产品。此外,综述了含砷废弃物的稳定化-固化处置技术的研究进展,指出铁盐稳定化优于钙盐稳定化,特别是臭葱石形式的沉淀具有稳定性高、堆存时间长和无需再固化的优点;对比了包胶固化、火法固化及熔融固化3种固化技术的特点,其中水泥包胶固化法的成熟度较高,但仍有改进空间。  相似文献
