As tensions among diverse forest‐use interests in Lithuania are on the rise, this study examines the actual resource availability, the underlying planning approaches and the pertinent policy arena. Two 5‐year cycles of sampling‐based forest inventory provide accurate data showing that the overall timber harvest/increment ratio (or utilization intensity) is 61%. Utilization intensity is similar in state and private forests. It could potentially be raised to 70‐80%, with due account for environmental values. Such an increase is inhibited by rigid routines of forest management planning, involving inflexible rotation ages and cutting norms. Age‐class analysis indicates that the current planning practice counters its underlying aim of achieving a long‐term even flow of timber. According to a survey of key forest stakeholders, those who directly benefit from forest utilization have a weak position in the policy arena, the dominant powers being vested in the national forestry authorities. State forest enterprises have to follow restrictive plans from above, private forest owners are constrained by stern regulations and suffer from the bad image caused by the persistent myth of overuse in private forests. More rational management of Lithuanian forests is hardly possible without major shifts in the institutional set‐up accompanied by transformation of the professional ideology.  相似文献

Mountainous forest areas are vitally important for water supply in dryland regions which suffer from high erosion risk and severe water shortage. Massive afforestation, mainly for erosion control, may reduce the water yield and threaten local water supply security. Moreover, many over‐dense forests due to a strict logging ban policy have produced remarkably negative impacts for both forests (e.g., low timber quality, restricted natural regeneration, and high stand instability) and water yield. To satisfy the rapidly increasing demands on water supply and other services, a practical approach for managing forest stands in a multifunctional way, which particularly addresses water yielding, is urgently required. For this purpose, we integrated the existing knowledge and experience, designed an “ideal” stand structure to represent multifunctional forest (MFF) and determined its key parameters (a ground coverage of >0.7, a canopy density around 0.7, and an H/DBH ratio (tree height [m] to the diameter at breast height [cm]) of <0.7). Moreover, a decision process for MFF stand management was recommended as: (1) investigating the site quality; (2) identifying the site‐specific main forest functions; (3) quantifying the stand structure; (4) diagnosing the stand structure by comparing with the “ideal” one; and (5) arranging the functions/structure‐oriented management measures. In this way, the water‐yielding function can be improved and meanwhile other forest functions can be promoted.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

Abstract: The PRMS_Storm model was built as a storm event, distributed hydrological model for studying the hydrological effects of forest composition and spatial distribution on storm‐flow volume and peakflow rates in the Xiangshuixi Watershed in the Three Gorges Reservoir Area, in the Yangtze River Basin in southwestern China. We developed three simulation scenarios based on forest composition and their spatial arrangements across the watershed, including all mixed conifer‐evergreen broadleaf forests (Scenario 1), all mixed evergreen broadleaf forests (Scenario 2), and mixed conifer + evergreen broadleaf + shrub forests (Scenario 3). We examined 11 storm events observed during 2002‐2005. Compared with the existing forest covers, modeling results suggested that the amount of overland flow was reduced by 21, 23, and 22%, and the interflow increased by 16, 88, and 30%, for Scenarios 1, 2, and 3, respectively. During the same time, peakflow rates were reduced by 20.8, 9.6, and 18.9%, respectively. The reduction of peakflow rates was most significant when rainfall intensity exceeded 0.8 mm/min and events with a short duration and effect was minor when rainfall intensity was below 0.5 mm/min. In general, we found that Scenarios 1 and 3 were preferred for reducing storm‐flow volume and peakflow rates due to their higher interception rates, large soil water holding capacity, and higher soil infiltration capacity. The modeled results suggested soil properties are important in affecting the flow processes and thus forest composition and forest spatial distributions will affect storm‐flow volume and peakflow rates at the watershed scale. To maximize flood reduction functions of a watershed, high priority should be given to those forest types (Scenarios 1 and 3) in reforestation practices in the study region. This study suggests both forest composition and spatial pattern are important reforestation designs for flood reduction in the Three Gorges Reservoir Area.  相似文献

New approaches to forest planning are needed to support the transition of European forests to sustainable management. The aim of this study is to review forest planning systems already in place throughout Europe by exploring a set of case-study countries reflecting the main silvicultural schools of Western Europe, including Belgium, Finland, France, Italy, Portugal, and Slovenia.

A literature review and case-study data were used to assess the scale factors (vertical logic) as well as the relationships between forest planning and other environmental/land-use planning sectors (horizontal logic). The influence of EU policy on the development of forest planning is also discussed. As assessed using the vertical logic, the multi-scale and multi-topic planning approaches adopted in the countries studied here are highly heterogeneous. The horizontal logic shows that despite the importance of an inter-sectoral and harmonic relational framework between forest planning and the planning efforts of other sectors such as landscape and urban planning, the various plans are barely consistent with each other across the European countries studied here. Although interest is growing in the multi-functionality of forests, their sustainable management calls for the development of better integrated planning approaches across Europe.  相似文献

Santiago, Chile has the distinction of having among the worst urban air pollution problems in Latin America. As part of an atmospheric pollution reduction plan, the Santiago Regional Metropolitan government defined an environmental policy goal of using urban forests to remove particulate matter less than 10 microm (PM(10)) in the Gran Santiago area. We used cost effectiveness, or the process of establishing costs and selecting least cost alternatives for obtaining a defined policy goal of PM(10) removal, to analyze this policy goal. For this study, we quantified PM(10) removal by Santiago's urban forests based on socioeconomic strata and using field and real-time pollution and climate data via a dry deposition urban forest effects model. Municipal urban forest management costs were estimated using management cost surveys and Chilean Ministry of Planning and Cooperation documents. Results indicate that managing municipal urban forests (trees, shrubs, and grass whose management is under the jurisdiction of Santiago's 36 municipalities) to remove PM(10) was a cost-effective policy for abating PM(10) based on criteria set by the World Bank. In addition, we compared the cost effectiveness of managing municipal urban forests and street trees to other control policies (e.g. alternative fuels) to abate PM(10) in Santiago and determined that municipal urban forest management efficiency was similar to these other air quality improvement measures.  相似文献

In China, many rural communities depend upon forests to provide wood, fuel, fertilizer, animal bedding, and valuable non-timber forest products (NTFP). However, the degree to which forest resource extraction is compatible with new conservation aims is unclear because there is little information on the specific ecological effects of traditional forest collecting practices. Therefore, we compared the structure and floristics of Pinus densata forests exposed to three levels of resource extraction by Tibetan villages in northwest Yunnan: (1) a forest site protected from wood and timber removal, (2) moderately utilized forest sites exposed to traditional collecting practices, and (3) patches of highly utilized forest from which timber extraction is high in response to recent development pressures. The results show that understorey and cryptogamic species are reduced in all the utilized forest sites by comparison with the protected forest. However, the moderately utilized pine forests still provide good NTFP habitats by maintaining relatively high canopy covers, litter covers, and understorey structural complexity; this suggests that traditional forest resource use, while simplifying the forest, does not pose an increasing threat to pine forest integrity. By comparison, the highly utilized forests are transformed into open, herb-rich environments in which canopy covers and understorey complexity are depleted, and NTFP habitats are degraded. In the future it may be practical to enhance biodiversity by proscribing forest resource collection, but the immediate priority is to monitor the sustainability of forest utilization using indicators such as understorey development, litter cover, and cryptogamic richness.  相似文献

Intact riparian ecosystems are rich in biological diversity, but throughout the world, many have been degraded. Biodiversity declines, particularly of vertebrates, have led to experimental efforts to restore riparian forests by thinning young stands to accelerate creation of large diameter live trees. However, many vertebrates depend on large diameter deadwood that is standing as snags or fallen to the forest floor or fallen into streams. Therefore, we reviewed the sizes of deadwood and live trees used by different vertebrate species to understand which species are likely to benefit from different thinning treatments. We then examined how riparian thinning affects the long‐term development of both large diameter live trees and deadwood. To this end, we used a forest growth model to examine how different forest thinning intensities might affect the long‐term production and abundance of live trees and deadwood. Our results suggest that there are long‐term habitat tradeoffs associated with different thinning intensities. Species that utilize large diameter live trees will benefit most from heavy thinning, whereas species that utilize large diameter deadwood will benefit most from light or no thinning. Because far more vertebrate species utilize large deadwood rather than large live trees, allowing riparian forests to naturally develop may result in the most rapid and sustained development of structural features important to most terrestrial and aquatic vertebrates.  相似文献

Generalised linear models (GLMs) were used to estimate the alpha diversity of the ground vegetation of boreal managed forests. Alpha diversity was described using Simpson's reciprocal, which was employed as a response variable in modelling, the explanatory variables being the tree and site characteristics. The data were from Northern Karelia, Eastern Finland. Several combinations of error and link functions were used to examine the patterns in the data, the best results being obtained with a model containing the normal error and identity link function, and the second power of the explanatory variable and one containing the gamma error and reciprocal link function. Site type, the presence of pubescent birch and the basal area of the stand were the significant variables in these models.It was concluded that GLMs are suitable tools for estimating biodiversity within the scope of the present data. In addition, it was found that the highest ground vegetation diversity exists within fertile stands with a mixture of birch and a low stand basal area. Models of this kind would be useful in forest management planning in order to study the effect of management on vegetational diversity using the values of different tree stand and site variables before and after treatment.  相似文献

This article enters the debate on shifting cultivation and tropical forests, and the role of the State forest departments in managing these regions. The article focuses on the adivasi (indigenous) people and their use of forests in the Bastar region of Madhya Pradesh in Central India. It examines the different landscapes, resulting from human interaction, in order to observe the vegetative changes and progressions in their characteristics; in particular, the author challenges the view that adivasi forest use has been detrimental to the ecology of the forest. A botanical comparison is made between three sites that allow us to note specific characteristics of a fallow, a secondary forest and a primary sal (Shorea robusta) forest. The wider aspects of the adivasi manner of forest use are also discussed.
A major portion of the Bastar region is legally under the authority of the Madhya Pradesh State Forest Department. However, the official policies and laws, pertaining to the conservation of forests and the generation of revenue, are often insensitive to the adivasi perceptions and use of the various vegetative zones within the forest. The effect of a standardised form of demarcation, coupled with the State legislation, has overlooked the adivasi people's needs and their ecologically sound way of relating to the forest. The cumulative effects of forest management activities on water quality at a downstream point were monitored from 1972-1980 during development of a watershed for timber resources. Suspended sediment concentration and turbidity were measured at two hydrologic stations which bracketed a 10-km reach of the Middle Santiam River in the Western Cascades of Oregon as it flowed through an 8000-ha block of intensively managed forest land. Slope failures often accompany road building and harvesting in steep forested watersheds and pose the most serious threat to water quality. Although 180 km of road were constructed and 3400 ha of old-growth forests were harvested from slopes averaging over 60 percent, long-term changes in sediment yields remained undetectable during the period of measurement. The geologic characteristics of the basin and the road construction and maintenance techniques as prescribed by Oregon's forest practice regulations helped to minimize the occurrence of slope failures so that long-term changes in suspended sediment export rates did not occur. Throughout the nine-year measurement period, seven slope failures which added sediment directly to streams produced measurable short-term responses at the downstream sampling location, but these erosion events were too small and too infrequent to produce long-term changes in sediment yield from the watershed.  相似文献

Community forestry initiatives have been shown to reduce rural poverty while promoting the conservation and sustainable use of forests. However, a number of challenges face communities wanting to initiate or maintain formal, community-based forest management. Through a grounded theory approach, this paper uses three case studies of community forest management models in the eastern Amazon to create a framework showing challenges faced by communities at different phases of formal management. The framework shows that, in the development phase, four root problems (land ownership, knowledge acquisition, community organization, and adequate capital) need to be addressed to obtain legal management permission. With this permission in hand, further challenges to operationalization are presented (deterring illegal loggers, maintaining infrastructure, obtaining necessary managerial skills and accessing markets). The interrelatedness of these challenges emphasizes that all challenges need to be addressed in a holistic manner for communities to maintain a profitable and self-sufficient operation. This contradicts current development approaches that only address part of this framework. The framework proposed here can be used as a starting point for community forestry initiatives in other regions.  相似文献

Satisfaction of communities living close to forests with forest management authorities is essential for ensuring continued support for conservation efforts. However, more often than not, community satisfaction is not systematically elicited, analyzed, and incorporated in conservation decisions. This study attempts to elicit levels of community satisfaction with three management approaches of Kakamega forest in Kenya and analyze factors influencing them. Three distinct management approaches are applied by three different authorities: an incentive-based approach of the Forest Department (FD), a protectionist approach of the Kenya Wildlife Service (KWS), and a quasi-private incentive-based approach of Quakers Church Mission (QCM). Data was obtained from a random sample of about 360 households living within a 10-km radius around the forest margin. The protectionist approach was ranked highest overall for its performance in forest management. Results indicate that households are influenced by different factors in their ranking of management approaches. Educated households and those located far from market centers are likely to be dissatisfied with all the three management approaches. The location of the households from the forest margin influences negatively the satisfaction with the protectionist approach, whereas land size, a proxy for durable assets, has a similar effect on the private incentive based approach of the QCM. In conclusion, this article indicates a number of policy implications that can enable the different authorities and their management approaches to gain approval of the local communities.  相似文献

This study compares community-based managed forests under different purposes of management, namely, state-driven conservation or community-designed utilization in two villages located in the Sopsai watershed, Nan Province, northern Thailand. The forest health under different intensity of uses is assessed in association with the collective behaviors and long-term purposes embedded in village social–cultural context. The study found no significant differences in forest succession and proportion in diameter at 1.3 m (dbh) class and height-class distribution of the forest under different use intensity. The forest for utilization also showed higher density and basal area of the local preferred species than the conservation forest. In the utilization forest, we also found a higher number of multipurpose and preferred species than in the conservation forest, which actually responded to the needs of the community in the long term to have more wood products (both firewood and timbers). The community-based forest management (CBFM) for utilization can also lead to natural regeneration and biodiversity similar to conservation forests. Through CBFM, forest resources can be managed to maintain the healthy condition under different intensities and respond to both community needs and external expectation. The findings also emphasize the importance of recognizing community needs and management objectives in watershed restoration and improving the productivity of forests under collective management.  相似文献

The atmosphere is a significant source of plant nutrients that partially replenishes losses due to timber harvesting. The relative importance of wet and dry deposition depends upon the specific nutrient and site. Nitrogen in bulk precipitation (wetfall and dryfall) is equivalent to at least 70 percent of the nitrogen incorporated annually in above-ground woody tissues of some temperate hardwood forests. Atmospheric sources of calcium and potassium supply between 20 and 40 percent of the nutrients sequestered in woody increments. Annual nutrient inputs in bulk precipitation can exceed removals associated with sawiog harvest over a rotation period. Atmospheric inputs of nitrogen are only slightly less than hydrologic losses immediately after timber harvesting. The deposition of nutrients is highly variable in both time and space; interpretations of nutrient inputs and forest management impacts require quantification of inputs for a variety of ecosystems over long periods of time.  相似文献

Tropical montane cloud forests (TMCF) are among the most threatened ecosystems globally in spite of their high strategic value for sustainable development due to the key role played by these forests in hydrological cycle maintenance and as reservoirs of endemic biodiversity. Resources for effective conservation and management programs are rarely sufficient, and criteria must be applied to prioritize TMCF for conservation action. This paper reports a priority analysis of the 13 main regions of TMCF distribution in Mexico, based on four criteria: (1) forest quality, (2) threats to forest permanence, (3) threats to forest integrity, and (4) opportunities for conservation. Due to the diverse socio-environmental conditions of the local communities living in Mexican TMCF regions, their associated social characteristics were also evaluated to provide a background for the planning of conservation actions. A set of indicators was defined for the measurement of each criterion. To assign priority values for subregions within each main region, an international team of 40 participants evaluated all the indicators using multicriteria decision-making analysis. This procedure enabled the identification of 15 subregions of critical priority, 17 of high priority, and 10 of medium priority; three more were not analysed due to lack of information. The evaluation revealed a number of subjects that had hitherto been undetected and that may prove useful for prioritization efforts in other regions where TMCF is similarly documented and faces equally severe threats. Based on this analysis, key recommendations are outlined to advance conservation objectives in those TMCF areas that are subjected to high pressure on forest resources.  相似文献

We examined the changes in forest status and people's livelihoods through building future scenarios for Chilimo Forest in Central Ethiopia where participatory forest management (PFM) is being implemented. Participatory methods were employed to collect data, and a dynamic modeling technique was applied to explore trends over time. By integrating the more quantitative model outputs with qualitative insights, information on forests and livelihoods was summarized and returned to users, both to inform them and get feedback. A scenario of open access without PFM provides higher income benefits in the short term but not over the longer term, as compared to a scenario with PFM. Follow up meetings were organized with national decision makers to explore the possibility of new provisions in the national forest proclamation related to joint community-state ownership of forests. Project implementers must constantly work towards improving short term incentives from PFM, as these may be insufficient to garner support for PFM. Other necessary elements for PFM to succeed include: ensuring active participation of the communities in the process; and, clarifying and harmonizing the rules and regulations at different levels.  相似文献

This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

ABSTRACT: Forest management activities may substantially alter the quality of water draining forests, and are regulated as nonpoint sources of pollution. Important impacts have been documented, in some cases, for undesirable changes in stream temperature and concentrations of dissolved oxygen, nitrate-N, and suspended sediments. We present a comprehensive summary of North American studies that have examined the impacts of forest practices on each of these parameters of water quality. In most cases, retention of forested buffer strips along streams prevents unacceptable increases in stream temperatures. Current practices do not typically involve addition of large quantities of fine organic material to streams, and depletion of streamwater oxygen is not a problem; however, sedimentation of gravel streambeds may reduce oxygen diffusion into spawning beds in some cases. Concentrations of nitrate-N typically increase substantially after forest harvesting and fertilization, but only a few cases have resulted in concentrations approaching the drinking-water standard of 10 mg of nitrate-NIL. Road construction and harvesting increase suspended sediment concentrations in streamwater, with highly variable results among regions in North America. The use of best management practices usually prevents unacceptable increases in sediment concentrations, but exceptionally large responses (especially in relation to intense storms) are not unusual.  相似文献

Forests and soils are a major sink of carbon, and land use changes can affect the magnitude of above ground and below ground carbon stores and the net flux of carbon between the land and the atmosphere. Studies on methods for examining the future consequences of changes in patterns of land use change and carbon flux gains importance, as they provide different options for CO2 mitigation strategies. In this study, a simulation approach combining Markov chain processes and carbon pools for forests and soils has been implemented to study the carbon flows over a period of time. Markov chains have been computed by converting the land use change and forestry data of India from 1997 to 1999 into a matrix of conditional probabilities reflecting the changes from one class at time t to another class time t+1. Results from Markov modeling suggested Indian forests as a potential sink for 0.94 Gt carbon, with an increase in dense forest area of about 75.93 Mha and decrease of about 3.4 Mha and 5.0 Mha in open and scrub forests, if similar land use changes that occurred during 1997–1999 would continue. The limiting probabilities suggested 34.27 percent as dense forest, 6.90 as open forest, 0.4 percent mangrove forest, 0.1 percent scrub and 58 percent as non-forest area. Although Indian forests are found to be a potential carbon sink, analysis of results from transition probabilities for different years till 2050 suggests that, the forests will continue to be a source of about 20.59 MtC to the atmosphere. The implications of these results in the context of increasing anthropogenic pressure on open and scrub forests and their contribution to carbon source from land use change and forestry sector are discussed. Some of the mitigation aspects to reduce greenhouse gas emissions from land use change and forestry sector in India are also reviewed in the study.  相似文献
