Social learning is increasingly cited as an essential component of sustainable natural resource management and the promotion of desirable behavioural change. This paper attempts to contribute to the current debate about social learning and public participation by reviewing the many perspectives on social learning and associated claims and benefits. Based on this analysis the paper identifies conceptual and practical weaknesses of the concept of social learning and their implications for the design of participatory processes in natural resource management.  相似文献

Collaboration is a growing trend in agency-led natural resource management in the USA, carrying the promise of defusing conflict and incorporating a broader range of stakeholder ideas. However, concerns exist that confrontational or litigious groups may use collaborative forums to their organization's own advantage. We conducted case studies on three collaboratives to understand how these efforts have influenced the behavior of environmental groups who were previously at odds with the managing agency, the US Forest Service. Results suggest that trust between boundary spanners from historically adversarial groups can support a realignment of the accountabilities they feel. As rational, affinitive, and procedural trust developed, boundary spanners began to advocate, within their home organizations, for the collaborative's goals. Key activities driving these realignments included the development of fair and transparent procedures governing the collaborative group, structured interaction designed to build consensus, and planned informal interactions that revealed shared values among collaborative participants.  相似文献

Sustainability is a concept that has been widely embraced both politically and intellectually but has not been addressed in terms of practical application. In most resource sectors, the features of a sustainable future remain unclear and there are few examples that give practical expression to sustainability. This is especially true in the case of water resources management which has been conspicuous in its absence from the majority of the literature. This paper attempts to address this deficiency on two counts. First, it provides a discussion of sustainability and the application of the concept to the management of water resources. Second, the paper illustrates how the concept can be utilized for the management and planning of urban stormwater. The paper concludes by offering research opportunities to investigate the feasibility of adopting natural channel design and artificial wetlands for sustainable stormwater management.  相似文献

Stakeholder engagement is vital for corporate sustainability for various reasons from securing legitimacy to spurring innovation. While stakeholder engagement is well established in academic discourse, recent studies have examined the effects of customer segments on this engagement for corporate sustainability. Initial empirical analyses indicated that business‐to‐consumer companies are more frequently scrutinized on their sustainability activities than business‐to‐business companies, and subsequently they are more likely to report on sustainability activities. Nevertheless, further approaches of stakeholder engagement, including stakeholder engagement tools, environmental management standards, and various activities, have not been investigated thus far. This paper compares various approaches of stakeholder engagement according to customer segment based on a 2012 empirical study of large German companies. The results show that customer segment has no major significant influence on stakeholder engagement, but rather value‐oriented aspects of firms, including family‐run operations and sustainability values in a company's business, make a difference to these activities. In 2002, Austrian business organizations and the Austrian Federal Ministry of Economics and Labour decided to raise the awareness of CSR in Austria by formulating a CSR guiding vision for Austrian businesses after consulting a broad variety of stakeholders. This paper describes the development of the ‘CSR Austria Guiding Vision’ from 2003, and it gives a brief overview of other public CSR initiatives launched in Austria since then. Since the authors were involved drafting the CSR Austria Guiding Vision as consultants, the paper describes success factors, lessons learned and recommendations relevant for other large‐scale stakeholder dialogues on CSR from an insider perspective. Overall, we conclude that a clear idea about the structure, the type and the rules of the stakeholder involvement (conceptual issues), in combination with a timely, honest and empathic approach towards stakeholders (procedural issues), are important success factors for any stakeholder dialogue. This paper looks for patterns in the emerging dialogue practice between multinationals and NGOs (non‐governmental organizations). It examines what drives the practice, where stakeholder management is located in the organizational structure, how topics and partners for stakeholder dialogue are selected, which types of dialogue occur and what outcomes they have. The practice is evaluated in terms of the strategic management model and the sustainability model. While strategic management considerations may be recognized in all elements of the dialogue practice, sustainability considerations are less prominent. It is concluded that corporate stakeholder dialogues with environmental NGOs have a high instrumental value for strategic management. For corporate environmental sustainability, however, current dialogues are a possible but not a necessary instrument. Nonetheless, the apparent learning process among the individual participants might be the added value of stakeholder dialogue in sustainability terms. This paper examines approaches for local resident participation in community‐based natural resource management (CBNRM); focusing particularly on the potential impacts that local participation imposes on the natural environment. This study used qualitative methods to collect data, and selected Meqmegi, an indigenous community in Taiwan, as a case study. The findings indicate that many opportunities can be created that stimulate a community to participate in natural resource management; moreover, residents are prone to use their own ways to participate. Therefore, although local participation is praised for its people‐oriented way of natural resource management, impacts from the participation process will ultimately be imposed on the environment. We suggest that more consideration be given to the environmental conditions during the process of local participation via CBNRM to make sure that impacts on the environment are positive, and lead to a truly sustainable future.  相似文献

In their design or implementation, many natural resource management (NRM) programs ignore critical socio-cultural dimensions of the challenge to advance sustainability. Building on particular ideas about culture and human ecosystems, we combine the strengths of the capital assets model of sustainability and the idea of intercultural borderlands to respond to this gap. To advance our thesis about the utility of these tools, we critically reviewed and analysed a cross-disciplinary literature relating to the socio-cultural dimensions of NRM. This paper stems from that labour and examines particular tensions that arise in land management as a result of Australians' specific colonial and postcolonial legacies. These tensions--related to ethnicity, gender, population, age and health--are among the threads in the larger tapestry that comprises the socio-cultural dimensions of NRM. For the Australian case, they are central, longstanding and persistent, and thus worthy of analysis; and they are applicable in general terms to other places with similar histories of settlement and land use.  相似文献

While planning resource management systems in rural areas, it is important to consider criteria that are specific to the local social conditions. Such criteria might change from one region to another and are hence best identified using a participatory approach. In this work, we propose a participatory framework to identify such criteria and derive their weights. These identified criteria and their weights are used as parameters to develop a quantitative model for evaluating efficiency of each system. Such a model can serve as a support tool for stakeholders to simulate and analyze “what‐if” scenarios, evaluate alternatives, and select one which best satisfies their requirements. We use existing systems to test the model by comparing efficiencies evaluated by the model to efficiencies perceived by the stakeholders. The model is calibrated by repeating the process until statistically significant correlation is achieved between evaluated and perceived efficiencies. The novelty of the proposed framework lies in treating efficiencies perceived by the stakeholders as the ground truth since they know these systems well and are their ultimate users. The framework is successfully demonstrated using case study of rainwater harvesting (RWH) systems in an Indian village. The resulting calibrated model can be used to plan new RWH systems in this region and similar regions elsewhere. The framework can be used to plan other resource management systems in various regions.  相似文献

Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献

Business may be in the best position to address the world's environmental problems. However, firms are still struggling with the how and when of their sustainability strategies. The goal of this case study is to uncover bridges and barriers to incorporating environmental issues into business strategy. We collect semi‐structured depth interviews with upper level executives at a global, B2B manufacturing firm. Analysis reveals six elements of an environmentally sustainable business plan: (1) unify the organizational vision, (2) create visible leadership, (3) address multiple stakeholders, (4) focus on innovation, (5) communicate the message, and (6) implement the strategy. We nest these components under the normative, strategic, and operational management framework of corporate sustainability, and then present future research directions. Corporate social responsibility (CSR) has the potential to yield economic and social value in the Middle East (ME), especially given the current high environmental flux in the region. Although much scholarly attention has been paid to CSR issues, a key question remains about how to operate responsibly in the ME, particularly since institutional environments and stakeholders' needs vary across ME states. The purpose of this paper is to provide a systematic review of the current state of CSR in the ME. We identify 38 papers that are most pertinent to CSR in the ME and examine the main theoretical frameworks, methodologies, trajectories for further conceptual development, gaps where new research pathways need to be created, and also future research questions. From this systematic review, we reveal how attention to CSR in the ME is slowly gaining traction. A snapshot of the gaps identified include collaboration between business and non‐governmental organisations (NGOs), the impact of stakeholders and institutions on CSR, the impact of political and economic crisis on CSR, and the influence of individualistic characteristics shaping managers' CSR behaviour. In this article, we propose a framework for a better understanding of the factors that can influence the implementation of sustainability management tools—that is, sustainable development policy and sustainability reporting—in small- and medium-sized enterprises. Using secondary data, we studied 431 micro- to mid-sized Canadian enterprises and found that stakeholder consultation plays a central role in company implementation of sustainable management tools. This consultation reduces the perception of internal constraints, particularly regarding relevant knowledge-gaps. This study also demonstrates the importance of the indirect impacts that external stakeholders exert on small- and medium-sized enterprises and the growing need for management education and training about how to increase the adoption of sustainability management tools.  相似文献

This study examines sustainability indicators using the sustainability report of the Finnish Ministry of Agriculture and Forestry as the case study. The report is a compilation of indicators designed to assess the sustainability of natural resource management. The interviews with the users revealed, however, that the indicators have not been particularly effective in informing the actors or in affecting their behaviour. Clearly, the informative value of the indicators has been overrated and the complexity of the information transfer has been underestimated. At least partly, the difficulties were due to the obscurity of the indicator-concept itself and consequently to their improper use. First, the statistics with the objective state-of-affairs information should be distinguished from the indicators that are always related to policy discussion. In addition, the technical and communicative use of the indicators should be distinguished from each other as they have different relationship between the information, policy values and the associated activities.  相似文献

One consequence of the transition of rural communities from industrialised agriculture and natural resource extraction to sustainable development principles has been the rise of community-based natural resource management (CBNRM). CBNRM entails collaborative efforts, typically involving local, state and federal agencies, private firms and landowners, non-governmental organisations such as environmental and economic development groups, and watershed councils. There are no agreed-upon metrics or even broadly accepted approaches for assessing the effectiveness of these new institutions. A good deal of work has been done on evaluating collaborative processes and some on environmental outcomes, but almost none on the socio-economic effects of their activities. To help fill the gap we have been conducting a long-term action research project in Oregon, an analysis of the most effective approaches to the design and implementation of measures of the socio-economic health of communities in which watershed stewardship organisations are active. In this paper we present one case, a participatory process developing socio-economic measures for monitoring CBNRM. We describe the process and the resulting measures. It is expected that the measures will be systematically updated and tracked by the community over the next decade or more. The case study illustrates the necessity and challenges of developing measures for CBNRM that are locally meaningful.  相似文献

This article examines the role of economic development agencies in strengthening the environmental performance of industry within rapidly industrialising East Asian economies. Three case-study examples are considered, namely, the role of the Industrial Development Board in reducing industrial pollution in Taiwan, pollution control in the palm oil industry in Malaysia, and the role of the Economic Development Board in influencing environmental performance of industry in Singapore. The concept of embedded autonomy is developed to consider the ways in which agencies of economic development can work with firms and industries while simultaneously remaining autonomous from these firms with respect to setting and enforcing performance standards. The three cases suggest that a form of policy integration that more directly integrates economic and environmental goals within agencies of economic development may be feasible, but only where there exists a strong autonomous government bureaucracy and where there is strong societal commitment to improving the environmental performance of industry.  相似文献

The present study was conducted with an objective to illuminate the complex psychological mechanisms underlying the relationship of green human resource management (GHRM) with job pursuit intention (JPI) of potential applicants. Specifically, a sequential mediation model linking GHRM with JPI through organizational prestige (OP) and organizational attractiveness (OA) was proposed using arguments from theories of signaling and social identity. A sample of 172 students enrolled in the final year of a Bachelors in Technology program at one of the leading technology institutes in India was used to empirically validate the hypotheses. Results largely provided support for the proposed hypotheses. OP and OA sequentially mediated the effect of GHRM on JPI. By offering an understanding of complex microlevel processes through which GHRM shapes prospective applicants' JPI, the study advances the understanding on human element of environmental management and provides a foundation for designing effective GHRM systems.  相似文献

The purpose of this paper is to uncover how environmental and social sustainability practices are diffused across the supply chain tiers through supplier development initiatives. In particular, the work seeks to uncover the initiatives developed directly or indirectly by manufacturing firms and the factors that enhance them. A systematic literature review is used to examine the breadth of the sustainable supply chain literature. The papers obtained are screened and analysed using established procedures to produce bibliometric and thematic analyses. The findings show the evolution of this young field around key research groups with few papers looking beyond focal firms to immediate suppliers and even fewer examining multiple tiers. Whilst numerous organisational factors are identified, few works consider most of them together and none capture their interrelationships at such breadth. Within this field lacking in theory, the originality of the work is the assembly of environmental and social practices into an integrated framework for their diffusion across supply chain tiers in the design and implementation of supplier development initiatives. There is recognition of where in the supply chain these practices are applied. The implications of this research are a framework around which supply chain diffusion theory can be tested and subsequent potential for its deployment in business to guide sustainable practice adoption.  相似文献

Community-based approaches to environmental management provide opportunities for public engagement in local decision-making processes. This qualitative case study examines learning as resulted from participation in CIDA's “Community-based pest management in Central American agriculture” project. Outcomes include learning about alternative farming practices, human and natural environments, and safer pesticide use. Many participants learnt how to work more effectively with rural communities. For some, this changed their perspective about life and their role in society. Activities that fostered learning outcomes, including sustainability-related outcomes, were: planning and implementing project activities, experimenting on farm demonstration plots, participating in outreach workshops, and students doing rural practica. The learning process, involving international university collaborators and rural participants, is analyzed particularly as it relates to cultural context, collective action, and sustainability. Findings affirm that how the public participates in environmental management decisions influences the breadth and depth of learning outcomes; practical and policy implications are discussed.  相似文献

Stakeholder engagement processes have sought to ensure that state government meets public trust and good governance obligations to citizens. As the expectations of stakeholders and state agencies change, and management focuses on landscape-level interventions, a change in the level at which agencies engage the public is needed. This involves tradeoffs, as different levels call for different engagement design and implementation considerations. To understand how these differences affect decision making, we examine a regional engagement model for deer management in New York that was piloted to replace a sub-regional model. We identify concerns with the old model, objectives for the redesigned model, and explain the logistical and good governance considerations that informed its design. We share our evaluation of the model's process and outcomes, including implications for program design and scale. Overall, despite the pilot model's attention to design components aimed at addressing potential barriers to regional engagement as well as limitations of the previous engagement model, the pilot did not meet many of its objectives, especially those related to representation, resulting in some of the same concerns associated with the model it was intended to enhance and replace. Implications of this for regional-level engagement efforts are discussed.  相似文献
