The Common Agricultural Policy (CAP) was fundamentally reformed in 2003. From 2005, farmers will receive decoupled income support payments instead of production premiums if basic standards for environment, food safety, animal health and welfare are met. Farmers are likely to adjust production and management practices to the new policy framework. We describe how this reform fits into the EU strategy of making agricultural production more environmentally friendly by concentrating on the financial aspects of the reforms. Using an agricultural sector model for Austria, we show that the reform will further decrease agricultural outputs, reduce farm inputs, lessen nitrogen surpluses and make environmentally friendly management practices more attractive for farmers.  相似文献

The study analyses the contribution of relevant economic actors to the provision of private and public goods in agricultural landscapes. A method consisting of a multi-sectoral perspective and an integrated approach based on the analytic network process (ANP) and the use of selected local stakeholders is applied. The usefulness of the method is demonstrated in three European case studies in Austria, Italy and Spain. The results show that agriculture and tourism are the sectors that contribute the most and the least, respectively, to the provision of goods and services in agricultural landscapes. Moreover, the results underscore that policy instruments towards such provision need to be targeted differently in different areas and must take into account the different roles of the local actors involved.  相似文献

The use of renewable energy in Europe offers the possibility of reducing greenhouse gas emissions, and contributes to energy security and independence. With the reform of the Common Agricultural Policy (CAP) and a variety of recently introduced national directives supporting renewable energy sources in the European Union, the economic attractiveness of bioenergy production has distinctly increased. This article combines an economic evaluation of biomass production with site-related natural conditions of the Havelland region, situated in the north-east area of Germany. Two methods for evaluating site-specific potential biomass yields were compared. For three example biomass crops, evaluations of yield estimations at agricultural lots for site-optimized suitability (SOS) and conventional suitability (CS) were carried out. Both modelling approaches were compared. The results of the GIS modelling indicate that the financial support for increasing the use of renewable energy with the German feed-in system, called Erneuerbare-Energien-Gesetz (EEG), will possibly lead to an increased cultivation of crops with high biomass output. This monocultural orientation of farming practices and the negative effects on the ecosystem could act in opposition to other environmental initiatives of the EU. The outputs of the SOS analysis show that high biomass production could be integrated into environmental policy proposals. Therefore, new EU policy should take modified subsidies into consideration in order to avoid developing conflicts between small-scale changes in landscape ecosystems caused by large-scale transformations in energy policy.  相似文献

A public mobilization approach known as nikinake drives implementation and technology upscaling in Ethiopia's agricultural extension. This study investigates and describes the processes and effectiveness of nikinake as an extension method used for natural resource management (NRM). The paper draws on empirical field research conducted in Oromia and the southern region of Ethiopia by looking at nikinake in the context of a watershed management campaign in 2015 and 2016. Nikinake is used as an approach to mobilize the public and to promote the skills of farmers and development actors. In principle, the implementation of NRM is voluntary; however, it is largely planned top‐down and enforced through state actors and informal institutions. This study suggests effective integration of social mobilization with reliable extension and a paradigm shift in emphasis from spatial coverage to an effective outcome. Additionally, sustainability and scalability of NRM interventions could be ameliorated by improving experts’ technical skills, raising farmers’ awareness, improving an incentive system, building trust, and better integrating past watershed management and future planning activities. We reflect on the significance of the nikinake experience in Ethiopia for a broader theory of extension‐as‐mobilization for rural development. From the Ethiopian case, a more general recommendation emerges for extension‐as‐mobilization schemes. For long‐term development, it is worthwhile to consider the fit between yearly campaigns as ad hoc project organizations and the existing pattern of actors and institutions responsible for rural development.  相似文献

Changes in agricultural policy have traceable effects on landscape aesthetics. For the catchment area of Lake Greifensee, an economic land-use model predicted land-use changes caused by agricultural policy. Three scenarios implementing different direct payment schemes show that land-use intensity will decrease by 2011 compared with the ‘reference status’ 2000.The output of the economic land-use model is explicit in space. It was assessed by the ‘naturalness’ perception factor of the method proposed by Hoisl et al. [1989. Landschaftsästhetik in der Flurbereinigung. Materialien zur Flurbereinigung—Heft 17. Bayerisches Staatsministerium für Ernährung, Landwirtschaft und Forsten, München] with regard to landscape aesthetics. Even though lower land-use intensity is generally predicted by 2011, the values of the ‘naturalness’ perception factor do not significantly improve if the payment scheme remains unchanged, or if the payment scheme is amended by incentives for specific location of the ecological compensation areas (ECAs). A significant reduction in the values of the ‘naturalness’ perception factor was found when subsidies for ECA's were cancelled. This leads us to the conclusion that in order to keep Swiss landscapes as attractive as they are at present, policy must sustain incentives for low-intensity land-use types.  相似文献

The rewilding of landscapes is one of the most important and intensively discussed landscape changes occurring in Switzerland, as the need for agricultural and forest land is decreasing. To ensure that decisions concerning future landscape management will be supported by the public, it is crucial to take public opinion into account. Hence the present study aims to assess the public attitudes towards nature and "rewilding" processes. In order to analyze these attitudes, we sent a standardized questionnaire to 4000 randomly selected households throughout Switzerland. A cluster analysis led to a typology with four different types of human-nature relationship ("nature lovers", "nature sympathizers", "nature-connected users" and "nature controllers") that each characterize a particular attitude towards nature. These human-nature relationship types differ in their attitudes towards rewilding as well, allowing a rough classification of the sample into wilderness opponents (51.1%) and wilderness proponents (49.9%). However both groups agree with regard to their opinion concerning the rules and regulations that should apply in future wilderness areas. The parallels of the human-nature relationship typology of this survey with other typologies, and the implications for further research are discussed. We can conclude that, due to the differences concerning the attitudes towards wilderness between the human-nature relationship types, between the rural and urban dwellers, and between the language regions, a uniform strategy for the designation and management of wilderness areas in Switzerland is not possible. We recommend that, when managing landscape change, all stakeholders are included in a participatory process and we advise a thorough assessment of the attitudes of the involved persons towards nature and rewilding at the start of such processes. Such an assessment would facilitate the identification of well-defined target groups allowing specific interventions and management actions customized to the needs and characteristics of each of these groups. In addition we see the commonalities between wilderness opponents and wilderness proponents concerning the rules in wilderness areas as an ideal starting point for a successful participatory process.  相似文献

As in other mountain regions of Asia, agricultural lands in the Chittagong Hill Tracts (CHT) of Bangladesh are undergoing degradation due primarily to environmentally incompatible land-use systems such as shifting cultivation (jhum) and annual cash crops. The suitable land-use systems such as agroforestry and timber tree plantation provide benefit to the society at large, but they might not provide attractive economic benefits to farmers, eventually constraining a wide-scale adoption of such land-use systems. Therefore, it is essential to evaluate agricultural land-use systems from both societal and private perspectives in the pursuit of promoting particularly environmentally sustainable systems. This article evaluated five major land-use systems being practiced in CHT, namely jhum, annual cash crops, horticulture, agroforestry, and timber plantation. The results of the financial analysis revealed the annual cash crops as the most attractive land use and jhum as the least attractive of the five land-use systems considered under the study. Horticulture, timber plantation, and agroforestry, considered to be suitable land-use systems particularly for mountainous areas, held the middle ground between these two systems. Annual cash crops provided the highest financial return at the cost of a very high rate of soil erosion. When the societal cost of soil erosion is considered, annual cash crops appear to be the most costly land-use system, followed by jhum and horticulture. Although financially less attractive compared to annual cash crops and horticulture, agroforestry and timber plantation are the socially most beneficial land-use systems. Findings of the alternative policy analyses indicate that there is a good prospect for making environmentally sustainable land-use systems, such as agroforestry and timber plantation, attractive for the farmers by eliminating existing legal and institutional barriers, combined with the provision of necessary support services and facilities.

Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. The paper concludes with suggestions about appropriate roles of science, policy and the public in the indicator selection process.  相似文献

In the United States, the common interest often is conceived as a by-product of the pluralist, interest-group-driven democratic process. Special interests dominate in many political arenas. Consequently, we have lost the language, vocabulary, and ability to talk about the common interest. The way to reverse this trend is to develop and practice with new tools that allow us to articulate what we mean by the common interest in specific contexts. In this article, we leveraged the literature on procedural, substantive, and pragmatic decision making to illustrate how they work together to demonstrate whether and how the common interest was served in three case studies of Healthy Forests Restoration Act implementation on the Apache-Sitgreaves National Forest in Arizona. In two of the cases we found that the common interest was mostly served, while in the third case it was not. Our results raise questions about the ability of procedural criteria or substantive criteria alone to determine effectiveness in decision making. When evaluated together they provide a more complete understanding of how the common interest is or is not served.

The performance of different policy design strategies is a key issue in evaluating programmes for water quality improvement under the Water Framework Directive (60/2000). This issue is emphasised by information asymmetries between regulator and agents. Using an economic model under asymmetric information, the aim of this paper is to compare the cost-effectiveness of selected methods of designing payments to farmers in order to reduce nitrogen pollution in agriculture. A principal-agent model is used, based on profit functions generated through farm-level linear programming. This allows a comparison of flat rate payments and a menu of contracts developed through mechanism design. The model is tested in an area of Emilia Romagna (Italy) in two policy contexts: Agenda 2000 and the 2003 Common Agricultural Policy (CAP) reform. The results show that different policy design options lead to differences in policy costs as great as 200–400%, with clear advantages for the menu of contracts. However, different policy scenarios may strongly affect such differences. Hence, the paper calls for greater attention to the interplay between CAP scenarios and water quality measures.  相似文献

Rural-amenity migration is changing the social and ecological compositions of landscapes globally. The in-migration of new landholders is contributing to significant biophysical changes to rural landscapes, as well as the weakening of collective awareness, knowledge and skills needed to manage natural resources. This is leading to the proliferation of environmental harm. This paper focuses on invasive plants as one such harm, detailing how collective action is developed and challenged in a rural landscape undergoing increasing property turnover and diversifying management priorities. Focusing on the role of a Landcare group, located in southern New South Wales, Australia, I explore how social capital – with a particular focus on trust and social norms – is mobilised to recruit newly arrived residents and maintain commitment among landholders to manage invasive plants. This research provides insights into how policy can better steer management interventions, particularly how to develop and maintain collective action in diversifying rural landscapes.  相似文献

Agricultural expansion and deforestation are spatial processes of land transformation that impact on landscape pattern. In peninsular Malaysia, the conversion of forested areas into two major cash crops—rubber and oil palm plantations—has been identified as driving significant environmental change. To date, there has been insufficient literature studying the link between changes in landscape patterns and land-related development policies. Therefore, this paper examines: (i) the links between development policies and changes in land use/land cover and landscape pattern and (ii) the significance and implications of these links for future development policies. The objective is to generate insights on the changing process of land use/land cover and landscape pattern as a functional response to development policies and their consequences for environmental conditions. Over the last century, the development of cash crops has changed the country from one dominated by natural landscapes to one dominated by agricultural landscapes. But the last decade of the century saw urbanization beginning to impact significantly. This process aligned with the establishment of various development policies, from land development for agriculture between the mid 1950s and the 1970s to an emphasis on manufacturing from the 1980s onward. Based on a case study in Selangor, peninsular Malaysia, a model of landscape pattern change is presented. It contains three stages according to the relative importance of rubber (first stage: 1900–1950s), oil palm (second stage: 1960s–1970s), and urban (third stage: 1980s–1990s) development that influenced landscape fragmentation and heterogeneity. The environmental consequences of this change have been depicted through loss of biodiversity, geohazard incidences, and the spread of vector-borne diseases. The spatial ecological information can be useful to development policy formulation, allowing diagnosis of the country’s “health” and sustainability. The final section outlines the usefulness of landscape analysis in the policy-making process to prevent further fragmentation of the landscape and forest loss in Malaysia in the face of rapid economic development.

In most of sub‐Saharan Africa, where the agricultural sector experiences dismal performance and is characterized by a gloomy picture, the cotton sub‐sector in Côte d’Ivoire is often mentioned as a “success story” given the spectacular rise in the quantity of cotton production and the profile of the crop within the farming system. What are the historical and political antecedents of the development of cotton and the factors responsible for the feat accomplished in the midst of general failures in the same continent? To what extent can cotton be regarded as a “success story” and, what lessons can be drawn for agricultural development strategies based on the Ivorian case study? This paper traces the historical and socio‐political background of cotton development in Côte d’Ivoire and identifies key policy and institutional interventions that have influenced the rise of cotton production and its emergence as the dominant crop in the farming systems of the country. Four stages in Ivorian cotton development are identified: planning, take off, crisis and the renaissance phases. The study demonstrates how a combination of good planning, technological advancement and appropriate policy and institutional conditions have contributed significantly to the rise of cotton production and its influence on the agricultural economy of northern Côte d’Ivoire. The study also highlights how the sustainability of agricultural development has been impacted by domestic and international policies and political events over which smallholder farm families have little control, and can at best only respond to. Important questions about cotton development in Côte d'Ivoire are raised that need to be answered before the program can be categorized conclusively as a success story. The study shows that there are no quick fixes to agricultural development in the sub‐region. Rather, good planning and putting the necessary building blocks in place are important prerequisites. It is recommended that agricultural development efforts in the continent take cognizance of the complexity of the sector and address the inter‐relationships that exist among the technical, policy, market and institutional factors that combine individually and collectively to influence African agriculture.  相似文献
