ABSTRACT. A number of interbasin transfers are technically possible on an international scale but extremely few have been developed or are in prospect of early development. The institutional constraints are strong and nationalistic reactions to proposals which strongly favor either one of the nations involved have contributed to delays in development. Many of the more striking illustrations of the problems and opportunities relating to international transfers are present in the proposals for Canadian water export to the United States. Some have antagonized Canadians and made further negotiation difficult but phased and sequential transfers are possible and some could complement Canadian development. An important early phase might be the provision of guarantees for replacement supplies in option agreements that would free current surpluses within the United States for more intensive use. It should no longer be assumed that engineering development will provide adequate benefits for the source region. Allowances for opportunity costs, environmental improvements and some profit on sales appear to be needed for upstream areas if transfers are to be made. Many hazards are present but these can be more than offset by the opportunities if both countries strive for mutual benefit through rational study and continuing negotiation.  相似文献

ABSTRACT .The major purpose of existing and proposed diversions of water to the Prairies is for irrigation. Being flat lands adaptable to mechanized agriculture and possessing a good network of rail and highway access, they are well suited for such use. Wheat surpluses, currently a serious problem in Canada, can be expected to melt under world population pressures and conversion of wheat lands to other crops with the advent of irrigation. The water sources envisaged are in the Canadian Arctic watershed with the United States purchasing Canadian water at the boundary. There is an increasing interest in the Canadian Prairie Provinces in regarding water as a commodity and selling some of it to pay for the development required to put the portion retained in Canada to use.  相似文献

The Government of Canada has committed that Canada’s total greenhouse gas (GHG) emissions be reduced by 17% from 2005 levels by 2020. The new Renewable Fuels Regulations required 2% renewable content in diesel fuel and heating distillate oil and 5% for gasoline. This represents approximately 2.1 billion liters of ethanol and 600 million liters of biodiesel requirement per year, which would reduce GHG emissions by more than four million tones. Canada is expected to consume more fuel ethanol compared to its production capacity. The above mandates as well as the gap in consumption and production of biofuel will have enormous impact on the Canadian economy. In this backdrop, an input–output model of the Canadian economy is developed to estimate the macroeconomic impact of the ethanol and biodiesel production in Canada. The impacts on sectoral prices have also been calculated. Simulation exercises have been attempted to reach the mandates using modified Leontief model. Results show that agriculture sector is affected because of feedstock use in the biofuel sector. Mining and manufacturing industries also show a considerable impact. In addition, the impact on commodity prices cannot be ignored. Finally, to meet the target of Copenhagen commitment, the nation needs to revise the blending capacity of ethanol and biodiesel.  相似文献

Organochlorines are a group of chemicals including dioxins and furans, at least some of which are highly toxic to humans. Organochlorines are formed as a byproduct of the chlorine bleaching process in pulp mills, as well as in other ways. Current federal and provincial environmental protection legislation in Canada is too general to adequately deal with the problem of organochlorine discharge. In Sweden and Germany strict new guidelines have been set for the discharge of organochlorines; strict guidelines are also planned for Alberta. The author recommends that new regulations, dealing specifically with organochlorine discharge, be promulgated under the new Canadian Environmental Protection Act. The new regulations should apply equally to all pulp mills. Strict enforcement, through cooperation of federal and provincial authorities, is also advised.  相似文献

Summary Assessing the desirability of large scale resource development is an extremely complicated process. In the past, the presumption has been that economic criteria were decisive. Lately, however, we have accepted the idea that social and environmental factors will affect the design and procedures of development, and, in extreme cases, may even indicate the abandonment of a project. Public input and formal environmental and social impact assessment have been accepted in principle, and the challenge is to incorporate them within an orderly and expeditious governmental decision process. This is a case study of such a process for Esso Resources Canada Limited's proposed heavy oil project at Cold Lake, Alberta, Canada. P. S. Elder was Gold Medallist and Law Review Editor upon graduating from the Faculty of Law, University of British Columbia (1965). Following his call to the Bar and graduate work at the University of London (London School of Economics), he was an aide to various Canadian federal cabinet ministers (1967–70) and taught law at the University of Western Ontario (1970–73). In 1973 Professor Elder joined the Faculty of Environmental Design, University of Calgary, Alberta, Canada where he teaches legally related subjects. ABSTRACT. In 1970, the Canadian Federal Government passed the Canada Water Act which provides for a co-operative federal-provincial approach to water resource management. The purpose of this paper is to outline our definition of comprehensive planning and the approach being taken under the new legislation. Two basic premises underly the definition. They are that resource management consists of an array of problems and that the prime function of planning is to provide information for decision making. The definition of comprehensive planning is embodied in a general statement and a set of principles. The principles define the approach that should be taken to provide adequate information for decision making in today's complex environment. A brief resume of the jurisdictions for water management in Canada leads to a discussion of a joint federal-provincial comprehensive study of the Qu'Appelle River Basin in Southern Saskatchewan. The basin and the study are described briefly. This is followed by an outline of the economic and social considerations which are being incorporated into the comprehensive planning study for the basin.  相似文献

Summary Pesticide residues in soil, water, food, wildlife and other media have been analysed in several monitoring studies. The purpose was to establish the distribution of these residues across a defined area, ascertain their trend over a specific period and use the results to assess environmental compliance and safety. In the present review the availability of information on pesticide residues in various Canadian environmental components was sought. With the possible exception of localized pesticide contamination of some private water supply wells, ground and surface water, most analyses revealed concentrations below guideline limits. Only a few cases were reported of mishandling, misuse and poisoning from pesticides. Continuing surveillance programmes and in-depth and well-organized monitoring studies, with special focus on areas that are vulnerable to contamination, by both provincial and federal governments, are largely responsible for the encouraging results. This experience in the control of pesticide use and monitoring of residues in the environment should be of particular interest in developing countries.Dr A.Y. Regulatory frameworks to ensure municipal drinking water safety exist in most North American jurisdictions. However, similar protection is rarely provided to people reliant on water provided from private wells. In Canada, approximately 4 million people depend on privately owned, domestic wells for their drinking water. Numerous studies have shown that people who rely on private wells for their water supplies are at risk from nitrate and bacterial contamination. Given the fact that regulations relating to private wells tend to be weak or poorly enforced, actions taken by well owners to protect their own drinking water safety are extremely important. Drawing on one of the largest and most comprehensive surveys of private well owners ever conducted in Canada or elsewhere, this paper explores factors that influence well owner stewardship behaviour. Key behaviours examined included annual testing of well water and inspection of wells, measures to protect water quality, and proper decommissioning of unused wells. A geographically-stratified survey, sent to 4950 well owners in Ontario, Canada, resulted in an effective response rate of 34% (n = 1567). Logistic regression analyses revealed that motivations for well stewardship behaviours included reassurance, the perception of problems, and knowledge of the environment. Knowing how to perform stewardship behaviours was an important antecedent to action. Barriers to stewardship included complacency, inconvenience, ignorance, cost, and privacy concerns. To promote stewardship, local initiatives, better educational materials, and enforcement through real estate laws are all required. Ultimately, drinking water safety for people reliant on private wells is shown to be a responsibility shared by governments and private well owners.  相似文献

The sulphur dioxide and nitrogen oxides emissions from all sources in Alberta, Canada, during 1982 amounted to 488,297 and 353,511 tonnes, respectively. During this year deposition of wet sulphate from all stations in the province, 8 kg ha–1 yr–1, compares well with the five-year average (1978–1982) value of 10 kg ha–1 yr–1. These measurements are about one-half of the wet sulphate deposition criteria of 20 kg ha–1 yr–1 established for protecting the moderately sensitive aquatic ecosystem in eastern Canada. Due to dry, cold, continental climate conditions of Alberta, dry sulphate or sulphur deposition is equally or more important than wet deposition. No effects of the long-range transport of atmospheric pollutants (LRTAP) on the ecosystems in Alberta have been observed to date. Atmospheric deposition target loadings of SO4 –2, NO3 , and H+ for Alberta and western Canadian environmental conditions should be developed to protect the highly sensitive ecosystems. Some future research and monitoring priorities for Alberta and western Canada are outlined.  相似文献

Agricultural land use can place heavy demands on regional water resources, strongly influencing the quantity and timing of water flows needed to sustain natural ecosystems. The effects of agricultural practices on streamflow conditions are multifaceted, as they also contribute to the severity of impacts arising from other stressors within the river ecosystem. Thus, river scientists need to determine the quantity of water required to sustain important aquatic ecosystem components and ecological services, to support wise apportionment of water for agricultural use. It is now apparent that arbitrarily defined minimum flows are inadequate for this task because the complex habitat requirements of the biota, which underpin the structure and function of a river ecosystem, are strongly influenced by predictable temporal variations in flow. We present an alternative framework for establishing a first-level, regional ecological instream flow needs standard based on adoption of the Indicators of Hydrologic Alteration/Range of Variability Approach as a broadly applicable hydrological assessment tool, coupling this to the Canadian Ecological Flow Index which assesses ecological responses to hydrological alteration. By explicitly incorporating a new field-based ecological assessment tool for small agricultural streams, we provide a necessary verification of altered hydrology that is broadly applicable within Canada and essential to ensure the continuous feedback between the application of flow management criteria and ecological condition.  相似文献

Some scholars and activists have suggested that discourses of environmental sustainability do not include sufficient attention to social issues or environmental justice. Since social inclusion is a prevalent masterframe among activists and in social policy circles in Canada and elsewhere, our research explored the extent that English-speaking Canadian environmental non-governmental organisations (ENGOs) incorporate discursive aspects of social inclusion into their website communication. Social inclusion includes such issues as multiculturalism, gender inequality, low income and racialisation. We analysed mission statements, programmes and policy analysis presented by a sample of ENGOs drawn from the membership of the Canadian Environmental Network for evidence of a variety of indicators of attention to social inclusion. We conclude that environmental groups remain locked into an “environmentalist” frame that often ignores such issues. This has major implications for partnerships with other Canadian social movements.  相似文献

The Arnhem Anti-Tank Range (Canadian Forces Base [CFB] Valcartier, Canada, in operation since the 1970s) has been characterized, including the drilling, installation, and characterization of 25 wells and a ground-penetrating radar survey. The observed particular features of this site include highly variable flow velocities (from < 3 to 1200 m/yr) and transient flow regime in the regional aquifer below the contaminant source zone of the impact area, sharp flow direction shifts, discontinuous stratigraphy and a local perched aquifer. A transient ground water flow model permitted us to understand how the complex hydrogeological setting shapes contaminant transport in the regional aquifer. The model explains the highly variable energetic material (EM) concentrations measured in the plume with peaks associated to spring and to a lesser extent to fall recharge events. As a conclusion from this work, the authors suggest that the characterization of contaminant sources on slopes should extend over all seasons to be sure to detect potential transient flow conditions and variable contaminant concentrations.  相似文献

ABSTRACT: Exports from the Sacramento‐San Joaquin Delta are an important source of water for Central Valley and Southern California users. The purpose of this paper is to estimate and analyze the effects increased exports to south of Delta users would have on the Sacramento Valley economy and water management if water were managed and reallocated for purely economic benefits, as if there were an ideal Sacramento Valley water market. Current Delta exports of 6,190 thousand acre‐feet per year were increased incrementally to maximum export pumping plant capacities. Initial increases in Delta exports did not increase regional water scarcity, but decreased surplus Delta flows. Further export increases raised agricultural scarcity. Urban users suffer increased scarcity only for exports exceeding 10,393 taf/yr. Expanding exports raises the economic value of expanding key facilities (such as Engle bright Lake and South Folsom Canal) and the opportunity costs of environmental requirements. The study illustrates the physical and economic capacity of the Sacramento Valley to further increase exports of water to drier parts of the state, even within significant environmental flow restrictions. More generally, the results illustrate the physical capacity for greater economic benefits and flexibility in water management within environmental constraints, given institutional capability to reoperate or reallocate water resources, as implied by water markets.  相似文献

This study investigates the empirical relationship between energy consumption, international trade, and real income in Canada which has an important role in global energy and trade. It employs bound tests to level relationships and conditional error correction models through ARDL specification to a new version of the Solow Growth model. Using annual data of the 1960–2010 period, results reveal a long-term relationship between energy consumption, international trade, and real income in Canada. It is also found that energy exporting activity is the determinant (driver) of energy consumption through the channel of real income and energy consumption is the determinant (driver) of exports through the channel of real income in the long term of the Canadian economy. Exports and energy use are the determinants (drivers) of real income in the long term of the Canadian economy; therefore, as conditional Granger causality tests suggest there is feedback relationship between energy consumption, international trade, and real income in the long term of the Canadian economy. The present study suggests that any energy conservation policies are likely to have negative influence on output and international trade in Canada.  相似文献

ABSTRACT: The use of artificial recharge in Saskatchewan and the rest of Canada to improve rural community and farmstead domestic water supply has great potential. Approximately 75 percent of the people in rural Saskatchewan and 26 percent of all the people in Canada are dependent on ground water for their domestic water supply. Typically, this water is highly mineralized and is often unpalatable due to odor and taste. A source of readily available, high quality water to eliminate expensive chemical treatment of available water and long distance hauling would be of significant value to rural residents. Storage of high quality water in aquifers by injection through wells has been documented and has been shown to depend on the use of a surface water catchment system to provide the high quality water. Since air entrainment or formation clogging can occur in poorly operated recharge schemes, development of proper design and operation of recharging procedure is required. This can be accomplished by using an injection response computer model and a properly designed injection system. Small scale artificial recharge projects will provide a valuable commodity to rural water users and will promote sustainable and conjunctive use of surface and ground water resources.  相似文献

Some imidazolinone herbicides have been shown to be mobile in soil, raising concern about their possible movement to ground water. Three imidazolinone herbicides (imazamethabenz-methyl, 497 g ha(-1); imazethapyr, 14.7 g ha(-1); and imazamox, 14.7 g ha(-1)) commonly used in crop production on the Canadian prairies were applied to a tile-drained field to assess their susceptibility to leach when subjected to sprinkler irrigation using a center pivot. Tile-drain flow began when the water table rose above tile-drain depth, and peak flow rates corresponded to the greatest depths of ground water above the tile drains. Interception of irrigation water by the tile drains in each quadrant of the field varied from ~11 to 20% of the water applied. Under a worst-case scenario in which irrigation began the day after herbicide application and irrigation water was applied at 25 mm d(-1) for 12 d, there was evidence of preferential flow of all three herbicides and hydrolysis of imazamethabenz-methyl to imazamethabenz in the initial samples of tile-drain effluent. In subsequent samples, concentrations (analysis by LC-MS-MS) of the summation of imazamethabenz-methyl (25-24,000 ng L(-1)) plus its hydrolysis product imazamethabenz (63-26,500 ng L(-1)) greatly exceeded those of imazethapyr (<13-1260 ng L) and imazamox (19-599 ng L(-1)), thus reflecting relative application rates. In contrast, estimates of total transport of each herbicide from the root zone, which varied in each quadrant and ranged from 0.06 to 2.3% for imazamethabenz-methyl plus imazamethabenz, 0.71 to 3.1% for imazethapyr, and 0.61 to 2.8% for imazamox, did not reflect application rates. In shallow ground water (piezometer samples), there was inconsistent and infrequent detection all four compounds. With the frequency and amount of rainfall typically encountered in the prairie region of Canada, contamination of shallow ground water with detectable concentrations of the three imidazolinone herbicides would be unlikely.  相似文献

Consensus-based multi-stakeholder forms of environmental governance involving government, private and civil society actors, have become popular for advancing sustainability, but have been criticized for failing to achieve procedural justice objectives including recognition, participation and strengthening capabilities. Yet, how such models have functioned within non-governmental organizations dedicated to advancing sustainability has been underexplored. This paper assesses the procedural elements of consensus-based multi-stakeholder models used within Canadian biosphere reserves and model forests, two organizations working to address environment and sustainability issues. We draw on strategic documents and semi-structured interviews from five organizations in Canada to analyze their governance structures and processes against a framework for procedural justice. We find the organizational structure reproduces elitism and professionalism associated with stakeholder models more generally and reproduces challenges associated with recognition, participation and building capabilities found in other stakeholder approaches. Meeting broader sustainability challenges requires organizations to address procedural justice issues in addition to their traditional environmental concerns.  相似文献

Since Confederation in 1867, official Canadian settler government policy on the environment has sought to simultaneously preserve “wilderness” and exploit natural resources for market gain. In the 1960s, the nascent North American modern environmental movement pushed for stronger regulation on pollution and toxics – and a more institutionalised state-led response to environmental problems emerged. Throughout the last five decades, three principal “eras” of federal government reaction have emerged in response to mounting scientific evidence and public pressure to act on environmental issues. The first, from the late-1960s to mid-1980s, saw the development and implementation of early environmental policy and programmes. The second era, from the mid-1980s to mid-2000s co-occurred alongside the rise of the sustainable development paradigm, and is marked by the Canadian government’s attempt at leadership on the global stage. The third era, from the mid-2000s to 2015, demonstrates a shift from environmental regime-building and multilateral collaboration toward rollbacks and obstructionism. Under the leadership of Prime Minister Stephen Harper, the government of Canada reversed decades of progress and cooperation on the environment and sustainable development through its muzzling of government scientists, superficial co-optation of climate policy, rollbacks of environmental legislation and disparagement of environmental activists. In total, by shifting the federal government from a position of ineffective benevolence on environmental issues to one of contention and antagonism, the Harper government’s approach represents a departure from Canadian environmental governance norms and sought to remake the identity of Canada as an energy superpower inextricably tied to its oil and gas industry.  相似文献

ABSTRACT: An export coefficient modeling approach was used to assess the influence of land use on phosphorus loading to a Southern Ontario stream. A model was constructed for the 1995–1996 water year and calibrated within ± 3 percent of the observed mean concentration of total phosphorus. It was found that runoff from urban areas contributed most to the loading of phosphorus to the stream. When the model was assessed by running it for the 1977–1978 water year, using water quality and land use data collected independently, agreement within ± 7 percent was obtained. The model was then used to forecast the impact of future urban development proposed for the watershed, in terms of phosphorus loading, and to evaluate the reduction in loading resulting from several urban best management practices (BMP). It was determined that phosphorus removal will have to be applied to all the urban runoff from the watershed to appreciably reduce stream phosphorus concentration. Of the BMP designs assessed, an infiltration pond system resulted in the greatest phosphorus load reduction, 50 percent from the 1995–1996 baseline.  相似文献
