Products or product lines (portfolio items) are often ranked and classified according to their market growth and profitability potentials. Such ranking does not typically address the potential for posing health and environmental risks, nor does it formally consider the current or future regulatory climate or the customer/consumer perception of the product. This article describes a product screening procedure—Health and Environmental Regulatory (HER) Index—that addresses all of the above issues in a qualitative to semiquantitative manner. For each of the eight products addressed during the development of this procedure, we reviewed three subsystems along the product life cycle—manufacturing, distribution, and the customer/consumer. We posed a series of questions and qualitatively scored each one based on relationships among portfolio items and overall corporate, industry, and regulatory benchmarks. Using these results, we developed a product score or index. The multidisciplinary project team provided expert input and a reality check on the results. We have found the HER Index to be a potentially important tool for product risk ranking and priority setting for environmental, health, and safety resource allocation and of significant use in Responsible Care product stewardship.  相似文献

Pesticide Risk Indicators (PRIs) are widely used to evaluate and compare the potential health and environmental risks of pesticide use and to guide pest control policies and practices. They are applied to agricultural, landscape and structural pest management by governmental agencies, private institutions and individuals. PRIs typically assess only the potential risks associated with the active ingredients because, with few exceptions, pesticide manufacturers disclose only the identity of the active ingredients which generally comprise only a minor portion of pesticide products. We show that when inert ingredients are identified and assessed by the same process as the active ingredient, the product specific risk can be much greater than that calculated for the active ingredient alone. To maintain transparency in risk assessment, all those who develop and apply PRIs or make decisions based on their output, should clearly disclose and discuss the limitations of the method.  相似文献

Measures aiming at the reduction of toxic emissions and ozone depletion potential (ODP) may possibly lead to a shift of environmental impacts towards higher energy consumption, emission of waste water, and volatile organic compounds (VOC) with photochemical oxidant creation potential (POCP). The present article concerns itself with a life cycle assessment of the three main degreasing processes in order to compare their integral environmental impacts with one another. This is supplemented by presenting the methodology of the life cycle inventory life cycle inventory analysis (LCI). Generally, the applicability of the established LCI method can be shown quite clearly. However, some difficulties arise, especially at the stage of the goal definition, as the use of the process and the functional unit cannot be pinned down as easily and neatly as for most other products. The definition of the use of the process and the functional unit is not as straightforward as for most products. Among the potential functional units identified are the mass of removed impurities, cleaning time, cleaning work, percentage of purity, throughput of parts, loads, mass or surface and virtual coefficients. The mass of removed impurities turned out to be the most suitable parameter for measuring the technical performance of degreasing processes. The article discusses background, purpose, scope, system boundaries, target group, process tree and representativeness of the present study.  相似文献

Corporate environmental practices have been evolving quite rapidly in recent years, as consumers express their preferences for environmentally friendly products and practices, as manufacturers look “upstream” and inquire into their suppliers' environmental practices due to liability and marketing concerns, and as company operating costs increase as a result of new environmental regulations. New corporate efforts are made to anticipate (rather than respond to) outside environmental pressures, to internalize costs, and to find strategic opportunities or competitive advantages based on company or product environmental performance. This article describes a survey and research project designed to explore one aspect of these evolving corporate practices—the use of analytical tools and associated programs, such as life-cycle assessment and design-for-environment—by companies to account for impacts throughout a product'S life-cycle.  相似文献

This paper argues that ‘secondary materials’ — waste products — are now an integral part of the global commodities problem. It analyses the background to attempts being made in several advanced economies to intervene in secondary materials markets. The forms of intervention are exact analogues of those that have been tried, or are being considered, and centre on buffer-stock schemes which aim to stabilise prices. In turn, stabilised markets have been thought to be a prerequisite for increasing the long-run supply of secondary materials. The paper casts doubt on the usefulness of such schemes for a selected product — waste paper — and presents a simulation exercise for the existence of a buffer-stock scheme.  相似文献

机场作为民航运输的关键节点和重要枢纽,肩负着服务区域经济的重要使命,同时也面临环境保护与可持续发展的巨大挑战。作为公共基础设施和城市形象窗口,机场上市公司具有披露环境信息的义务与责任。在充分研究国内机场上市公司环境信息披露制度背景的基础上,本研究借鉴全球报告倡议组织(GRI)发布的《可持续发展报告指南》(第四版)及机场运营者行业补充(GRI-AOSS)构建了适用于我国机场的环境信息披露评价指标体系,并利用公开数据对国内6家机场上市公司的环境信息披露情况进行了实际测评。结果表明:我国机场环境信息披露程度较低,存在内容简单、量化不足、质量下降等问题。机场上市公司环境信息披露亟待在法律法规层面进行系统规范。建议借鉴GRI等相关国际标准及成功经验,制定适用于我国的科学可行的环境信息披露标准和制度体系。  相似文献

ABSTRACT: Water resources professionals should be engaged actively in revisiting state water rights law. During the past four years, sponsored by the American Society of Civil Engineers with cooperation of other water resources organizations, over a hundred engineers, hydrologists, geographers, lawyers, administrators, educators, water users, and other persons interested in water law have been preparing a Model State Water Rights Code. Preliminary drafts of the Model Code have been considered in four states, and its provisions will be disseminated nationally to state legislators and other policy makers upon formal publication in September 1994. The Model Code gathers the best provisions from state water laws into comprehensive regulated riparian and prior appropriation provisions, includes commentaries explaining how its textual sections address water resources planning and management issues, and references similar language in current state water statutes. The goal of the Code Project is to provide materials which will assist legislators so they can enact effective, efficient, and equitable water laws. In the future, the Code drafting group will expand its efforts to develop legal guidelines for allocating shared transboundary water resources, water quality law, federal water statutes, and other water resources legal issues.  相似文献

An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act.  相似文献

A consensus is emerging that traditional environmental health and safety (EHS) programs—characterized by EHS professionals serving a support function to a company's main operations—represent only part of effective EHS management. In order to be truly successful, EHS management must go beyond this format and integrate EHS considerations into the corporation itself, from its strategic corporate decision making to its everyday operations on the manufacturing floor. Only when EHS becomes part of the fabric of a business's activity will EHS risks and costs be truly minimized—and the many potential benefits fully realized. This article discusses how to make this goal a reality by use of the manufacturing and product life cycle (PLC) perspective. It will first stress the importance of integrating EHS considerations into corporate decision making and operations. It will then trace the critical steps for achieving such integration through the use of the PLC, concentrating particularly on a General Electric Company (GE) chemical management process that weaves EHS concerns into every stage of day-to-day operations.  相似文献

This article details new research showing that the majority of U.S. consumers have strong inclinations to buy earth-sustainable food products. Contrary to prevailing beliefs in the industry, the market potential for these products is enormous—52 percent of consumers are willing to buy “green,” and nearly one-third (30 percent) can actually be considered as the core market for earth-sustainable food products. Yet these products currently represent only 2 percent of all food sales. This immense gap can be eliminated by turning our focus from supply (an endless stream of new product introductions) to demand (the needs of the consumer). Doing so requires a clear understanding of the consumer and the dispelling of several myths that pervade the marketplace today. Information in this article was taken from Phase 1 of The Hartman Report—Food and the Environment: A Consumer's Perspective, which examines the consumer segments in much more detail with regard to attitudinal, demographic, and psychographic profiles. The report was commissioned, in part, by The Kellogg Foundation, The Food Alliance, and Cascadian Farm. Phase II of the research more closely examines those segments that represent the key target markets for these products, including information on the effects of advertising, public relations, and labels in communicating environmentally sustainable product messages. Phase III will develop specific retail tactics that can be effective in delivering products and services to the most important segments. Understanding consumer preferences is a key element of new product development and sustainable consumption. Among sustainable products, we consider new products with upgradability properties. Upgradeability helps to prolong the lifespan of a product, satisfying changing consumer preferences and needs. This additional created value must be measured by willingness to pay premiums. This paper uses a method which valorizes each attribute of the product and analyzes the determinants of these premiums. A key advantage of the calibrated auction-conjoint method is the possibility of estimating numerous attributes with a large number of attribute levels. The results support the idea that consumers are willing to pay premiums for upgradeable, sustainable products, although these premiums are rather weak for some durable products in the study.  相似文献

The energy consumed around the world and especially in Morocco is dominated by oil products. The latter; whether in the global or the national context; are mainly due to diesel, whose climate impacts are well established, suggesting the search for a greener alternative. Despite its virtues, biodiesel is struggling to impose itself for purely economic reasons. Thus, in order to offer a sustainable solution, while keeping in mind the unpredictable fluctuations (price, demand …). This work proposes a generalization of fuzzy goal programming into fully fuzzy goal programming and a relative application, where the aim is to have a final product at a competitive price.  相似文献

In a world where issues of food safety and food security are increasingly important, the social responsibility of central actors in the food chain—producers and the main grocery chains—becomes more pressing. As a response, these actors move from implicitly assuming social responsibilities implied in laws, regulations and ethical customs, towards explicitly expressing social responsibilities. In this paper, we discuss the ethical values relevant for the social responsibility of central food producers and retailers in Norway, one of the most subsidized and protected areas of food production in the world. How do the actors perceive and express their social responsibility, and—given their position in the local, national and global market—how should they handle these responsibilities? We analyze Tine and Nortura, two producers owned by farmer cooperatives with market regulator function, as well as Coop—a dominant grocery chain in Norway, with basis in the same public ownership model as the farmer-owned cooperative producers. While the complex roles of these key actors in the Norwegian food market have been criticized from several angles, we argue that these multifaceted roles put them in a good position to promote informed consumer choices in a globalized market.  相似文献

The Supreme Court's interpretation of the commerce clause controls the balance of power between state and federal governments in the United States. An understanding of the relationship between the different government levels is essential for resource managers concerned with resource and environmental issues. This study examines selected Supreme Court decisions between 1976 and 1988 to answer three questions raised by the commerce clause: (1) Is the regulated item an article of commerce? (2) Do state laws burden interstate commerce? (3) Is federal commerce regulation limited? The balance of power among the justices and the commerce clause theories affecting the federal role in resource management are also examined. Since ratification of the Constitution, the Supreme Court has continuously increased federal power, but states have power to act independently as long as contradictory federal laws do not exist and state law does not impermissively affect commerce. If Congress regulates an individual's use of resources, their power is unquestioned. Future Court decisions will not significantly reduce the federal role in resource management even if the Court's membership changes. Even the supporters of states' rights on the Court realize increased federal power is a necessary part of the country's evolution. The purpose of the commerce clause is to create a national economic unit with free location principles. The Court supports this purpose today and will in the future.  相似文献

In this paper we conducted a hypothetical choice experiment in Shanghai, China, to examine whether the China Energy Efficiency Label influences consumers' choices of air conditioners and refrigerators. A latent class approach was applied to observe both heterogeneities among the respondents and product brands. Our results suggested that consumers in Shanghai were well aware of the China Energy Efficiency Label and tended to pay more attention to products with such labels. In addition, air conditioners and refrigerators affixed with a hypothetical label that indicates saving in electricity bills compared with a standard model received significant preferences, which suggested that the more information manufacturers provide, the more their products would be preferred by consumers. Finally, weighted by class probability, the willingness to pay values for more energy efficient refrigerators were higher than those for more energy efficient air conditioners, implying that Shanghai consumers have greater incentive to pay more for appliances they use more frequently.  相似文献

如今,世界各地上市公司正将利润最大化这一短期目标转向环境、社会及管治(ESG)可持续发展这一长期目标,更加清楚地认识到ESG已经构成了企业风险的重要来源之一,并可能影响公司的财务绩效。本文基于状态、压力、响应与层次分析(PSR-AHP)指标分类与权重配比方法构建中国大型发电上市公司ESG评级体系,并应用该评价体系对中国大型发电上市公司ESG绩效进行研究。结果发现,其ESG综合得分波动性大,在研究期最后两年走势不甚理想,其中社会绩效得分及其趋势表现优于环境及管治绩效;在环境及社会绩效方面,响应性指标表现优于压力性指标,而状态性指标走势较为稳定。最后,本文从披露深度及质量、第三方介入、奖惩及强制性披露措施等方面给出政策建议。  相似文献
