The need for ICZM arises often due to inadequate or inappropriate landuse planning practices and policies, especially in urban coastal zones which are more complex due to the larger number of components, their critical dimensions, attributes and interactions. A survey of literature shows that there is no holistic metric for assessing the impacts of landuse planning on the health of a coastal zone. Thus there is a need to define such a metric. The proposed metric, CHI (Coastal zone Health Indicator), developed on the basis of coastal system sustainability, attempts to gauge the health status of any coastal zone. It is formulated and modeled through an expert survey and pertains to the characteristic components of coastal zones, their critical dimensions, and relevant attributes. The proposed metric is applied to two urban coastal zones and validated. It can be used for more coast friendly and sustainable landuse planning/masterplan preparation and thereby for the better management of landuse impacts on coastal zones. 相似文献

Legislation mandating the protection of wetlands, combined with current pressures to convert them to other uses, emphasize the need to determine accurately a wetland-upland boundary We investigated six methods designed to establish such a boundary based on vegetation Each method was applied to a common data set obtained from 295 quadrats along 22 transects between marsh and upland areas in 13 intertidal saline wetlands in Oregon and Washington. Harmonizing water management and social needs: a necessary condition for sustainable development. The case of Israel's coastal aquifer 总被引:3,自引:0,他引:3
This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident. 相似文献

Sewage effluent for land application is becoming an increasingly important source of irrigation water in many semi-arid regions of the world. Two main approaches to the use of sanitation to upgrade effluent for reuse in agriculture were analyzed: (i) sanitizing to the level required for each crop; or (ii) upgrading all effluent to the sanitary level mandated for unrestricted irrigation (<10 fecal coli/100mL). The first approach was authorized by the Israeli health authorities, who consider irrigation with secondary effluent to be complementary to the treatment process. The other approach was conceived mainly by the agricultural and environmental establishments, which debited the additional financial burden to the urban sector and/or the 'general public'. We show that upgrading all effluents in Israel to 'unrestricted irrigation quality' would cost $69 million each year for upgrading alone, in addition to the costs of treatment to the sanitary level required for each individual crop and of observing all the necessary additional precautions and boundaries. This difference in cost stems from the fact that most effluent is used for the irrigation of non-edible crops, for which partial pathogen removal is sufficient. Thus, upgrading to the sanitary level required by the most sensitive crops would be rather wasteful. 相似文献

Key aspects of environmental management exist within a legislative framework. The Rivers and Foreshores Improvement Act 1948 (NSW) and several Regional Environmental Plans created under the Environmental Planning and Assessment Act 1979 (NSW) make reference to ‘the top of the bank’ for defining areas of protected land adjacent to rivers, within which development
consent may be required. It is an arbitrary term and its use within the Rivers and Foreshores Improvement Act 1948 (NSW) leads to confusion. This paper examines the range of definitions of ‘the top of the bank’ in respect of natural watercourses
and aims to provide a more lucid and effective definition that will clarify existing ambiguities in legal interpretation.
The paper examines the historical origins of the phrase ‘top of the bank’, finding that stereotyped Eurocentric views of what
a river ‘should look like’ have impaired the legal definition for Australian rivers, thereby influencing common law and the
development of statutory definitions. Judicial applications of the phrase ‘top of the bank’ are examined from a geomorphological
perspective, demonstrating the misconceptions of the term in a legal context. The paper identifies the existence of widespread
support for the need to protect land adjacent to rivers in the interests of environmental, economic and social sustainability.
It concludes by calling for legislative reform that is both tailored to the individual site and consistent with overarching

Cumulative environmental impacts and integrated coastal management: the case of Xiamen, China 总被引:6,自引:0,他引:6
This paper examines the assessment of cumulative environmental impacts and the implementation of integrated coastal management within the harbour of Xiamen, China, an urban region in which the coastal zone is under increasing pressure as a result of very rapid economic growth. The first stage of analysis incorporates components of a cumulative effects assessment, including (a) identification of sources of environmental impacts, notably industrial expansion, port development, shipping, waste disposal, aquaculture and coastal construction, (b) selection of a set of valued ecosystem components, focusing on circulation and siltation, water quality, sediment, the benthic community, and mangrove forests, and (c) use of a set of key indicators to examine cumulative impacts arising from the aggregate of human activities. In the second stage of analysis, the paper describes and assesses the development of an institutional framework for integrated coastal management in Xiamen, one that combines policy and planning (including legislative and enforcement mechanisms) with scientific and monitoring mechanisms (including an innovative 'marine functional zoning' system). The paper concludes that the integrated coastal management framework in Xiamen has met all relevant requirements for 'integration' as laid out in the literature, and has explicitly incorporated consideration of cumulative impacts within its management and monitoring processes. 相似文献

A tsunami, triggered by a massive undersea earthquake off Sumatra in Indonesia, greatly devastated the lives, property and infrastructure of coastal communities in the coastal states of India, Andaman and Nicobar Islands, Indonesia, Sri Lanka, Malaysia and Thailand. This event attracted the attention of environmental managers at all levels, local, national, regional and global. It also shifted the focus from the impact of human activities on the environment to the impacts of natural hazards. Recovery/reconstruction of these areas is highly challenging. A clear understanding of the complex dynamics of the coast and the types of challenges faced by the several stakeholders of the coast is required. Issues such as sustainability, equity and community participation assume importance. The concept of ICZM (integrated coastal zone management) has been effectively used in most parts of the world. This concept emphasizes the holistic assessment of the coast and a multidisciplinary analysis using participatory processes. It integrates anthropocentric and eco-centric approaches. This paper documents several issues involved in the recovery of tsunami-affected areas and recommends the application of the ICZM concept to the reconstruction efforts. 相似文献

The majority of untouched natural boreal forests have been regenerated through large catastrophes, occurring by intervals between 50 and 100 years. Storm and fire will open the landscape, result in a huge amount of dead or dying trees and let the pioneer tree species germinate. These processes are the guideline for Finnish forest management today.The main focus by maintaining the biodiversity in Finnish boreal forest zone is directed to managed forests. Nature-orientated silviculture on stand level is practised. The site type classification, a reflection of the modern concept of biodiversity and developed by Cajander early in 1900s, on the basis of natural vegetation composition of the site, has the central role by choosing tree species, regeneration methods and thinning procedure, and reflects also on the site productivity. The small size of stands, the abundance of natural seedlings in planted stands and the popularity of mixed stands have a positive impact on biodiversity of forests. The protection of small-sized valuable habitats in commercially managed stands, the leaving of retention trees standing and lying in the forest in all phases of the rotation, are activities made for biodiversity. Many insects and fungi are adapted to catastrophes and so they can survive in single stems left on regeneration areas. Maintaining the biodiversity in multifunctional forests is also supported by the new forest legislation and by the criteria of Finnish Forest Certification System. 相似文献

Aerospace wetland monitoring by hyperspectral imaging sensors: a case study in the coastal zone of San Rossore Natural Park 总被引:1,自引:0,他引:1
The San Rossore Natural Park, located on the Tuscany (Italy) coast, has been utilized over the last 10 years for many remote sensing campaigns devoted to coastal zone monitoring. A wet area is located in the south-west part of the Natural Park and it is characterized by a system of ponds and dunes formed by sediment deposition occurring at the Arno River estuary. The considerable amount of collected data has permitted us to investigate the evolution of wetland spreading and land coverage as well as to retrieve relevant biogeochemical parameters, e.g. green biomass, from remote sensing images and products. This analysis has proved that the monitoring of coastal wetlands, characterized by shallow waters, moor and dunes, demands dedicated aerospace sensors with high spatial and spectral resolution. The outcomes of the processing of images gathered during several remote sensing campaigns by airborne and spaceborne hyperspectral sensors are presented and discussed. A particular effort has been devoted to sensor response calibration and data validation due to the complex heterogeneity of the observed natural surfaces. 相似文献

The sustainability concept applied to human activities implies the need to harmonise the protection of environment with a satisfactory economic and social development. This is particularly true for tourism development: a misuse of the natural resources can cause a degradation of the tourist appeal of the destination, bringing it finally to its economic decline. This problem is particularly important in coastal tourism destinations. The implementation of an environmental management system is a powerful way for progressing towards better environmental performances. In this paper, the main results obtained in applying the Eco-Management and Audit Scheme procedure to the municipality of Cervia, a well-known tourist destination located on the Adriatic coast of Italy are described. This research puts into evidence that the main environmental pressures in the summer season are related to the supply of potable water, the production of solid wastes and wastewater air pollution and noise, etc. However, if correctly planned and managed, tourism can also contribute to environmental protection, to the conservation of biodiversity and to a sustainable use of natural resources. 相似文献

In this paper, a dynamic model is developed in which coastal quality can be improved, restored, or maintained by two distinct user groups; this is done by identifying a context that ensures an increase (or a greater increase) in coastal quality in terms of specific features that characterise the user groups. The results demonstrate that integrated coastal management is always better than non-integrated management. Moreover, when there is a low degree of interest in maintaining the coastal use over time, only integrated community-based (CB) coastal management will increase the coastal quality. Even when the interest in maintaining the coastal use over time is high, an integrated CB approach is preferred if the willingness to pay for coastal improvements is great and the marginal inefficiency of investments in coastal improvements is low, because the coastal quality improves to a greater extent; if not, only an integrated top-down (TD) approach to coastal management will increase the coastal quality. These results suggest that developing countries should always adopt a CB approach; in contrast, developed countries should adopt a CB approach where local stakeholders attach direct values to the coastal quality, and adopt a TD approach where the general population attaches indirect (option or existence) values to coastal quality. 相似文献

Achieving resource sustainability, particularly in the coastal zone, is complicated by a variety of interdependencies and trade-offs between economic, social, and ecological variables. Although trade-offs between each of these variables are important, this paper emphasizes the social components of resource management. In this regard a distinction is made between individual and cooperative choices. Individual choices frequently are made from a shortterm, self-interested perspective, whereas cooperative choices are made from a long-term, community and resource-sustainability perspective. Typically, when presented with a spectrum of resource management decisions, individuals have a tendency to act in a self-interested manner. Thus, cooperative benefits, such as reduced conflict and improved resource certainty, are not realized. An overview of selected aspects of social dilemma theory suggests that socially cooperative choice outcomes are attainable in coastal zone management by integrating structural and behavioral solutions in resource use decision making. Three barriers to successful integration of structural and behavioral solutions are identified as self-interest, mistrust, and variable perceptions of resource amenities. Examples from coastal zone management indicate that these barriers may be overcome using approaches such as scopereduction, co-management, community education, and local participation. The paper also provides comment on the potential benefits of integrating structural and behavioral solutions in international coastal zone management efforts. 相似文献

We accept the thesis that coastal management, as any other form of environmental management, can be effective only with the cooperation of a multitude of stakeholders with conflicting interests. At present, cooperation is forced upon stakeholders by a paternalistic (top-down) coastal management that is outcome oriented and coercive in nature. Forced cooperation is difficult to maintain, however. The alternative is to seek voluntary cooperation with a process-oriented, cooperative (bottom-up) coastal management approach. After a brief review of these arguments, we address the major analytical challenge of cooperative coastal management, which is to search for solutions that can be negotiated and implemented with maximum voluntary cooperation. The main property of these solutions, which are also referred to as core solutions, is that they are preferable to individual stakeholders or coalitions of stakeholders over acting-alone alternatives. We inventoried wetland impoundments in the Louisiana, USA, coastal zone from the late 1900s to 1985. Historically, impoundment
of wetlands for reclamation resulted in direct wetland loss after levees (dikes) failed and the impounded area was permanently
flooded, reverting not to wetland, but to open-water habitat. A current management approach is to surround wetlands by levees
and water control structures, a practice termed semi-impoundment marsh management. The purpose of this semi-impoundment is
to retard saltwater intrusion and reduce water level fluctuations in an attempt to reduce wetland loss, which is a serious
problem in coastal Louisiana. In order to quantify the total impounded area, we used historic data and high-altitude infrared
photography to map coastal impoundments. Our goal was to produce a documented inventory of wetlands intentionally impounded
by levees in the coastal zone of Louisiana in order to provide a benchmark for further research.
We inventoried 370,658 ha within the coastal zone that had been intentionally impounded before 1985. This area is equal to
about 30% of the total wetland area in the coastal zone. Of that total area, approximately 12% (43,000 ha) is no longer impounded
(i.e., failed impoundments; levees no longer exist or only remnants remain). Of the 328,000 ha still impounded, about 65%
(214,000 ha) is developed (agriculture, aquaculture, urban and industrial development, and contained spoil). The remaining
35% (114,000 ha) of impoundments are in an undeveloped state (wetland or openwater habitat). In December 1985, approximately
50% (78,000 ha) of the undeveloped and failed impoundments were open-water habitat. This inventory will allow researchers
to monitor future change in land-water ratios that occur within impounded wetlands and thus to assess the utility of coastal

Environmental risk assessment (ERA) is a powerful technical tool for analyzing potential and extreme adverse environmental impacts, and has found wide application in supporting decision-making processes over the last two decades. However, to date there has been no interrelated application of ERA to support the processes of strategic decision-making (SDM), especially in coastal areas.
In this paper, we attempt to verify the feasibility of the proposed integrated ERA–SDM approach and its methodology by applying it to two case studies (in Xiamen Bay and Luoyuan Bay) of the principal coastal functional zoning (PCFZ, a kind of SDM and similar to the coastal and marine spatial planning in western). The results show that the integrated ERA–SDM approach could integrate ERA into the entire SDM process, directly support the PCFZ, and avoid or mitigate dire environmental risk that can be introduced by SDM processes. 相似文献

A systems approach has been applied to the examination of sustainable development in the coastal zone. This complex system is envisaged as comprising three sub-systems: environment and resources, economic development and society. A sustainability indicator system based on these three sub-systems has been set up to evaluate the nature of development in the coastal zone. The administrative regions of the Municipality of Shanghai and Chong Ming Island (in the Yangtze Estuary) have been selected as two coastal zones in which to demonstrate the feasibility and effectiveness of the approach. The approach indicated that the development process in Shanghai is one of weak sustainability with relatively rapid social and economic development at the cost of environment and resource degradation. In contrast, social and economic development in Chong Ming County has been limited to protect the regional environment and resources indicating a more sustainable approach to development. 相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible. 相似文献

Regions under stress from rapid development require comprehensive planning and management tools, capable of identifying the pace, location and magnitude of growth and assessing social, economic and environmental impacts. Northwest Colorado, endowed with massive rich deposits of oil shale, went through a boom-bust cycle of growth during the early 1980s as US interest in synthetic fuels peaked and then rapidly declined. An innovative resource information system has been developed which has assisted the region in anticipating growth and modifying its consequences. This article reviews the organization and development of the Colorado Resource Information System (CRIS) and evaluates its role and impact in the decisionmaking process. Experience shows that regions which develop and maintain planning and information tools can have significant influence on economic development. 相似文献

The purpose of New Zealand's Resource Management Act (1991) is to promote the sustainable management of natural and physical
resources. Coastal sand mining may be consistent with this purpose where: (1) extractions occur from sediment systems open
to inputs of sediment, and the volumes extracted do not limit the natural development, physical characteristics, and ecological
diversity of the coastal environments affected; or (2) extractions from palimpsest or relict sedimentary deposits occur at
a rate where the rate of extraction is insignificant compared with the volume of the resource.
The response of coastal sand mining companies and consent-granting authorities to the requirements of the Resource Management
Act (1991) are examined with respect to recent applications to mine sand from a coastal sand body in the Hauraki Gulf, New
Zealand. The assessments of environmental effects (AEE) submitted in support of these applications do not establish the sustainability
of the sand mining operations. Specifically they do not define the dimensions of the active sediment system, quantify the
volume of the related resource, or state the period within which sustainability is achievable. Further, the AEE do not consider
the cumulative effects of the extractions, either in terms of the total volume of sand mined or the cumulative effects of
different anthropogenic activities.
The test of sustainability demands a quality of information and understanding of coastal systems that is well beyond that
obtained in the past or accepted at present. There is a clear need for New Zealand's resource management legislation to be
supplemented by technical guidelines that help ensure the test of sustainability is rigorously applied. 相似文献
