Climate change poses many challenges for ecosystem and resource management. In particular, coastal planners are struggling to find ways to prepare for the potential impacts of future climate change while dealing with immediate pressures. Decisions on how to respond to future risks are complicated by the long time horizons and the uncertainty associated with the distribution of impacts. Existing coastal zone management approaches in the UK either do not adequately incorporate changing stakeholder preferences, or effectively ensure that stakeholders are aware of the trade-offs inherent in any coastal management decision. Using a novel method, scenario-based stakeholder engagement, which brings together stakeholder analysis, climate change management scenarios and deliberative techniques, the necessary trade-offs associated with long term coastal planning are explored. The method is applied to two case studies of coastal planning in Christchurch Bay on the south coast of England and the Orkney Islands off the north coast of Scotland. A range of conflicting preferences exist on the ideal governance structure to manage the coast under different climate change scenarios. In addition, the results show that public understanding of the trade-offs that have to be made is critical in gaining some degree of public support for long term coastal decision-making. We conclude that scenario-based stakeholder engagement is a useful tool to facilitate coastal management planning that takes into account the complexities and challenges of climate change, and could be used in conjunction with existing approaches such as the Shoreline Management Planning process.  相似文献

Failaka Island is one of the most important islands belonging to the State of Kuwait. With the Iraqi invasion of Kuwait on 2 August 1990, most of the activies on Failaka Island were destroyed. After the liberation of Kuwait, the Kuwaiti government decided to reconstruct the island for touristic and recreational purposes. Thus, a coastal development plan was needed. The presented study is an attempt to address the coastal zone management of the island. Based on the overall geomorphological features of the island, the coast was classified into four coastal zones. The wave and tidal conditions were identified around the island. The major items controlling the coastal development were specified. Accordingly, a detailed coastal zone management map for future development was developed. The overall goal was to provide decision-makers with guidelines for the future development of the island.  相似文献

This case study examines the coastal zone problems focusing on the existing conflicts between tourism and commercial activities on the coasts of Edremit Bay, Turkey, and attempts to suggest solutions to these problems. Edremit Bay is a characteristic example of such a conflict in collective use of natural resources. The study area, with its 100-km-long sandy beach, naturally attracts different coastal user groups with different beneficial expectations: in terms of rest and recreation for one group and commercial gain offered in a variety of ways for another group. Significant coastal zone problems exist in the study area. Deterioration of shoreline due to tourism activities and illegal constructions, damage to the coastal ecosystem due to domestic/industrial wastewater discharges and some agricultural activities, and disordered urbanization are only a few of the many problems. The data presented here were partly derived from field study and partly collected from local state or private organizations. In this study, it is emphasized that there is a need for viable economic and environmental strategies to be designated in Edremit Bay, Turkey, in order to provide sustainable resource use. For this purpose, an integrated project together with a relevant planning chart including subprojects is also suggested. The success of a local environmental protection management project depends on active participation of all stakeholders including governmental organizations and nongovernmental organizations.  相似文献

While it is true that tourism is one of the main driving forces behind economic growth in several world regions, it is also true that tourism can have serious negative environmental impacts, especially with regard to water resources. The tourist water demand can generate big problems of sustainability, mainly in those regions where water is scarce, as occurs in most coastal and small island destinations where a large part of world tourism is concentrated. Given the shortage of literature on the subject, further research into the tourist water demand is required, with particular attention to the hotel sector, since hotels are the most popular option for tourists, displaying higher levels of water consumption. The main purpose of this study is to develop a model to analyse hotel water consumption at a mature sun and sand destination with a strong seasonal pattern and scarcity of water; characteristics shared by some of the world's main tourist destinations. Our model includes a set of different hotel variables associated with physical, seasonal and management-related factors and it improves on the capacity to explain water consumption at such destinations. Following a hierarchical regression methodology, the model is empirically tested through a survey distributed to managers of a representative sample of hotels on the island of Mallorca. From the obtained results, interesting recommendations can be made for both hotel managers and policy makers. Among these, it should be highlighted that the strategic move contemplated by many mature destinations towards a higher quality, low-season model could have significant negative effects in terms of the sustainability of water resources. Our results also conclude that managerial decisions, like the system of accommodation that is offered (i.e. the proliferation of the "all-inclusive" formula, both at mature and new destinations), could give rise to the same negative effect. Development of water saving initiatives (usually introduced in response to demand-based factors), also reveals significant effects over water consumption. Finally, other key factor in explaining hotel water consumption is the management system under which the hotel is run.  相似文献

Ten Key Questions About the Management of Water in the Yellow River Basin   总被引:3,自引:0,他引:3  
Water is scarce in many regions of the world, clean water is difficult to find in most developing countries, there are conflicts between irrigation needs and urban demands, and there is wide debate over appropriate means of resolving these problems. Similarly, in China, there is limited understanding of the ways in which people, groups, and institutions contribute to, are affected by, and respond to changes in water quantity and quality. We use the example of the Yellow River basin to argue that these social, managerial, and policy dimensions of the present water problems are significant and overshadow the physical ones. Despite this, they receive relatively little attention in the research agenda, particularly of the lead agencies in the management of the Yellow River basin. To this end, we ask ten research questions needed to address the policy needs of water management in the basin, split into two groups of five. The first five relate to the importance of water in this basin and the changes that have affected water problems and will continue to do so. The second five questions represent an attempt to explore possible solutions to these problems.  相似文献

Achieving resource sustainability, particularly in the coastal zone, is complicated by a variety of interdependencies and trade-offs between economic, social, and ecological variables. Although trade-offs between each of these variables are important, this paper emphasizes the social components of resource management. In this regard a distinction is made between individual and cooperative choices. Individual choices frequently are made from a shortterm, self-interested perspective, whereas cooperative choices are made from a long-term, community and resource-sustainability perspective. Typically, when presented with a spectrum of resource management decisions, individuals have a tendency to act in a self-interested manner. Thus, cooperative benefits, such as reduced conflict and improved resource certainty, are not realized. An overview of selected aspects of social dilemma theory suggests that socially cooperative choice outcomes are attainable in coastal zone management by integrating structural and behavioral solutions in resource use decision making. Three barriers to successful integration of structural and behavioral solutions are identified as self-interest, mistrust, and variable perceptions of resource amenities. Examples from coastal zone management indicate that these barriers may be overcome using approaches such as scopereduction, co-management, community education, and local participation. The paper also provides comment on the potential benefits of integrating structural and behavioral solutions in international coastal zone management efforts.  相似文献

Sudden Oak Death has been impacting California’s coastal forests for more than a decade. In that time, and in the absence of a centrally organized and coordinated set of mandatory management actions for this disease in California’s wildlands and open spaces, many local communities have initiated their own management programs. We present five case studies to explore how local-level management has attempted to control this disease. From these case studies, we glean three lessons: connections count, scale matters, and building capacity is crucial. These lessons may help management, research, and education planning for future pest and disease outbreaks.  相似文献

A review of the difficulties associated with the definition of coastal flood frequencies and magnitudes leads to a recognition that there is considerable doubt in many parts of the world as to the precise nature of this particular hazard. Similarly, a review of the sea-level measurements that have been used to indicate a response to global warming shows that there is uncertainty about the amount of other controlling influences. What is clear, however, are that past management decisions about human endeavours in the coastal zone (including flood defences, occupance of flood-prone lands, extraction of ground water and natural gas) have had an impact on relative land and sea levels and have done more to increase the risk of coastal flooding than can be assigned so far to global warming. In addition, these changes induced by human activity may render inappropriate calculations of coastal-flood frequencies based on historical records since the latter relate to a period of time when the controls on flooding may have been very different.  相似文献

At Ensenada de La Paz, a coastal lagoon on the western side of the Gulf of California, nutrient and salinity data before and after rain events were evaluated using a mass balance model to estimate the exchange of conservative and non-conservative variables with the adjacent sea. Surface salinity, nitrogen (N-NO3, N-NO2), and phosphorus (PO4) were used in the model to obtain the hydraulic balance, water residence time, and nitrogen and phosphorus fluxes. Results showed that residual volume was mainly influenced by evaporation. Rainfall and runoff increased the mixed volume and reduced water residence time. Pre-rainfall hydraulic balance conditions were reestablished about 10 days after a rain storm. Rainwater inputs also modified the quality of the coastal lagoon: the pre-rainfall scenario showed that more nitrogen is consumed than produced, and there is a phosphorus sufficiency. A rain disturbance induces a nitrogen and phosphorus increase. Eleven days after a rain storm, nitrogen and phosphorus levels did not return to the pre-rainfall scenario. Rain disturbances in arid zone coastal lagoons modify their water quality and exchange with the adjacent ocean; some management strategies are suggested.  相似文献

The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

Sandy beaches are the prime sites for human recreation and underpin many coastal economies and developments. In many coastal areas worldwide, beach recreation relies on the use of off-road vehicles (ORVs) driven on the shore. Yet, the use of ORVs is not universally embraced due to social conflicts with other beach user groups and putative environmental consequences of vehicle traffic on sandy shores. Such ecological impacts of ORVs are, however, poorly understood for endobenthic invertebrates of the intertidal zone seawards of the dunes. Consequently, this study quantified the degree to which assemblages of intertidal beach invertebrates are affected by traffic. The study design comprised a series of temporally replicated spatial contrasts between two reference sites (no ORVs) and two beaches with heavy ORV traffic (in excess of 250,000 vehicles per year) located in South-East Queensland, Australia. Macrobenthic assemblages on ORV-impacted beaches had significantly fewer species at substantially reduced densities, resulting in marked shifts in community composition and structure. These shifts were particularly strong on the middle and upper shore where vehicle traffic was concentrated. Strong effects of ORVs were detectable in all seasons, but increased towards the summer months as a result of heavier traffic volumes. This study provides clear evidence that ORVs can have substantial impacts on sandy beach invertebrates that are manifested throughout the whole community. Demonstrating such an ecological impact caused by a single type of human use poses a formidable challenge to management, which needs to develop multi-faceted approaches to balance environmental, social, cultural, and economic arguments in the use of sandy shores, including management of “beach traffic.”  相似文献

The coastal waters at many beaches in California and the United States are afflicted with fecal pollution, which poses a health risk for people exposed to the water through recreational activities such as swimming, surfing, and diving. Identifying sources of pollution is complicated by oceanographic transport/mixing processes and the nonconservative behavior of microorganisms exposed to sunlight and hostile marine conditions. This article investigates the variation of fecal indicator bacteria (FIB) concentrations in the surf zone and the adjacent coastal marsh by applying autocorrelation and cross-correlation analyses that illustrate solar and tidal modulations. A steady state bioreactor model was developed to explain solar inactivation in the surf zone, whereas a dynamic model was applied to explain tidally influenced disturbances in the coastal marsh. These models applied to intensive monitoring datasets on FIB and environmental variables have provided insights into the biologic and physical processes controlling coastal water quality, specifically the influence of sunlight and tides on bacterial levels.  相似文献

As the international community debates long‐term strategies to address global warming, the issue is one of increasing concern for small island developing states. Collectively, these countries account for less than 1% of greenhouse gas emissions, yet their vulnerabilities are particularly high. This paper reviews international efforts including a regional effort on the part of 12 Caribbean countries to address this issue. For many countries and especially countries of the Caribbean and other small island developing states, vulnerabilities already exist and will only be exacerbated by accelerated global warming. Dealing with global environmental change will require good, reliable information to monitor change and assess the physical and economic impact of that change. It also will require an institutional and managerial framework that incorporates dynamic change into individual and collective decision‐making processes. Small island developing states must be active players affecting long‐term solutions to climate change. In the interim, targeted investments to address high priority vulnerabilities are likely to lead to no‐regrets outcomes with high environmental and economic benefits.  相似文献

The coastal zone of the Brazilian state of Maranhão is an area characterized by a large variety of human activities and services, in particular in the Itaqui-Bacanga port complex (IBC). The IBC is an area prone to oil spills resulting from the processes of transportation, storage, and tank cleaning. The present study aimed to map the different physical environments adjacent to this complex and the socioeconomic profile of the local population that would be most vulnerable to this type of disaster. Vulnerability studies are essential as one of the first step in the development of an integrated coastal zone management. The variables analyzed in this study included geomorphological units, and the income, education, and dependence on fishing of the local population. The estimate of the vulnerability index was based on the relationships between these variables, which were used to generate a vulnerability map using GIS and the interpretation of high-resolution remote sensing, showing the areas of highest priority for intervention in the case of oil spills. The analysis of the natural and socioeconomic environments indicated that the areas of highest vulnerability correspond to the mangroves and the Vila Nova and Alto da Esperança neighborhoods, respectively. These neighborhoods have a direct relationship with fishing, and low levels of both income and education. By contrast, the lowest vulnerability was attributed to the coastal plateau and the central Anjo da Guarda neighborhood, which is occupied by residents with relatively high income and education, who do not depend on fishing.  相似文献

Quantitative analysis of physical, chemical and biological data of the intertidal zone in Kuwait was undertaken to develop an integrated basis for assessing and protecting this sensitive coastal ecosystem. Cluster analyses were performed to determine the resemblance between the sampling stations based on the sediment composition, the benthic macrofauna and the physico-chemical characteristics of the intertidal sediment/water. Five distinct sub-environments were delineated within the intertidal zone of Kuwait. Each sub-environment was described in terms of number of taxa, mean density of organisms, sediment type, tidal level and dominant organisms. The physico-chemical parameters investigated were found to be unimportant in the distribution of the intertidal benthic macrofauna. On the other hand, sediment type was found to be a major factor in the overall composition of the benthic community. The benthic fauna and related characteristics of the sub-environments could be used as indicators to monitor changes in the intertidal ecosystem and as guides to protection and management of the different coasts. The approach described in this paper could also be adopted elsewhere to provide a sound basis for evaluating environmental impacts and for developing sustainable coastal management.  相似文献

In the 1990s a wide array of non-governmental certification initiatives emerged as a way to promote the sustainable management of resources in sectors such as fisheries and forestry. In this paper, we examine two related questions about these initiatives: how does the institutional design of certification initiatives affect the way science is used in the development of certification standards and in whose interest is science employed? Using the empirical case of forest certification and the specific standards various initiatives have created to address the management of forest genetic resources, we show how structural aspects of decision-making processes affects the standards adopted and the rationalization for their appropriateness. Two basic models of decision-making-stakeholder participation and technical expertise-are discussed in relation to three certification initiatives active in North America-the Canadian Standards Association, the Sustainable Forestry Initiative and the Forest Stewardship Council. By examining the standards these initiatives set for the management of forest genetic resources, we illustrate how two dimensions of science-uncertainty and the logic of cause and effect-are used to rationalize cautious and rigid versus flexible and discretionary standards for the management of forest genetic resources. Our findings indicate that the design or structure of certification decision-making processes, and their embedded balance of authority, mediate the form of standards initiatives will justify on the basis of science.  相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management.  相似文献

ABSTRACT: For many years, a commonly used strategy for source water protection in Taiwan has been setting up arbitrary, fixed‐width buffer zones near sensitive waters, such as water‐supply reservoirs, and prohibiting any development in their watersheds. However, such regulations are now often viewed as infringing by the government on landowners' property rights, a situation that has led to citizen protests. This paper describes a proposed strategy that is water‐quality based and uses a quantitative zoning approach. A reservoir's watershed is divided into several zones beginning from the normal water line to the divide. Different levels of best management practices (BMPs) are required for controlling runoff pollution in different zones. The layout of the management zones is based on a number of factors such as reservoir classification, water quality conditions, and physical characteristics of the watershed. The goal of promoting such an approach is to try to balance the needs of watershed development and water quality protection. A case study using the Tapu Reservoir Watershed in Northern Taiwan as an example for illustrating the proposed zoning approach is presented.  相似文献
