The river Paz is a transboundary river that flows through Guatemala and El Salvador. Its frequent floods endanger the lives and livelihoods of downstream communities. Attempts have previously been made to develop flood management programmes for this watershed. However, these approaches were generally made by high-level governmental institutions with few if any contributions from floodplain communities and other stakeholders. Recognising that public consultation is a key aspect in flood management programmes, we intend in this work to extract different stakeholders' views regarding current and future flooding and flood management programmes in the Paz River basin. This is achieved using Future Scenarios Workshops with a projected time horizon of 30 years. The exercise was expected to identify consensual short- and medium–long-term flood management strategies for the Paz River basin that draws on input from inhabitants of flood-prone areas and other stakeholders.  相似文献

ABSTRACT: The flood hydroclimatology of the Grand Forks flood of April 1997, the most costly flood on a per capita basis for a major metropolitan area in United States history, is analyzed in terms of the natural processes that control spring snowmelt flooding in the region. The geomorphological characteristics of the basin are reviewed, and an integrated assessment of the hydroclimatological conditions during the winter of 1996 to 1997 is presented to gain a real‐world understanding of the physical basis of this catastrophic flood event. The Grand Forks flood resulted from the principal flood‐producing factors occurring at either historic or extreme levels, or at levels conducive to severe flooding. Above normal fall precipitation increased the fall soil moisture storage and reduced the spring soil moisture storage potential. A concrete frost layer developed that effectively reduced the soil infiltration capacity to zero. Record snowfall totals and snow cover depths occurred across the basin because of the unusual persistence of a blocking high circulation pattern throughout the winter. A severe, late spring blizzard delayed the snowmelt season and replenished the snow cover to record levels for early April. This blizzard was followed by a sudden transition to an extreme late season thaw due to the abrupt breakdown of the blocking circulation pattern. The presence of river ice contributed to backwater effects and affected the timing of tributary inflows to the main stem of the Red River. Only the absence of spring rains prevented an even more catastrophic flood disaster from taking place. This paper contributes to our understanding of the flood hydroclimatology of catastrophic flood events in an unusual flood hazard region that possesses relatively flat terrain, a north‐flowing river, and an annual peak discharge time series dominated by spring snowmelt floods.  相似文献

This study integrated aerial photographs from 1952, 1981, and 1998, and a satellite image from 2000 with oral histories and socioeconomic surveys to assess changes in forest and land cover in Ang Nhai village, Laos. The study documents the history of resource use and changes in household access to resources in the village. Three distinctive trends were observed in terms of forest and land cover—forest degradation, deforestation, and regeneration. Project results suggest that land and forest cover change dynamically under different circumstances. The case study also points out that integration into the market economy can induce intensification of unused lowland areas, while removing pressures from upland areas previously used for supplementing agricultural production. In addition, the creation of a national reserve forest to restrict local access and forest use was an ineffective tool for regulating encroachment and logging activities.  相似文献

Changing climate and land cover are expected to impact flood hydrology in the Delaware River Basin over the 21st Century. HEC‐HMS models (U.S. Army Corps of Engineers Hydrologic Engineering Center‐Hydrologic Modeling System) were developed for five case study watersheds selected to represent a range of scale, soil types, climate, and land cover. Model results indicate that climate change alone could affect peak flood discharges by ?6% to +58% a wide range that reflects regional variation in projected rainfall and snowmelt and local watershed conditions. Land cover changes could increase peak flood discharges up to 10% in four of the five watersheds. In those watersheds, the combination of climate and land cover change increase modeled peak flood discharges by up to 66% and runoff volumes by up to 44%. Precipitation projections are a key source of uncertainty, but there is a high likelihood of greater precipitation falling on a more urbanized landscape that produces larger floods. The influence of climate and land cover changes on flood hydrology for the modeled watersheds varies according to future time period, climate scenario, watershed land cover and soil conditions, and flood frequency. The impacts of climate change alone are typically greater than land cover change but there is substantial geographic variation, with urbanization the greater influence on some small, developing watersheds.  相似文献

Eco-hydrological research in arid inland river basins has been a focus of geologists and ecologists as it is crucial for maintaining the sustainable development of socio-economy, particularly in ecologically vulnerable areas. Based on the research work carried out in the Tarim River basin of Xinjiang, northwestern China, this paper summarizes synthetically the climate change and associated responses of water resources in the mountainous area, land use and land cover in the oasis, and plants responding to environmental stresses in the desert area of the river basin. Research gaps, challenges, and future perspectives in the eco-hydrological studies of the Tarim River basin are also discussed.  相似文献

以新疆喀什噶尔河流域克孜河卡拉贝利水利枢纽工程为例,采用水均衡模型计算方法,从工程建成后区域荒漠河岸林草耗水量变化、荒漠河岸林草区地下水位变化情况、工程建成后洪水过程变化等方面分析工程建设对工程影响区荒漠河岸林草的影响。评价结果显示,工程建成后,与现状相比荒漠河岸林草植被的耗水量有所增加,区域平均地下水埋深仍能维持现状,在河岸林草生长和繁殖的6-9月,区域地下水位较现状略有上升,可满足大部分荒漠河岸林草植被的正常生长需求,水库对5年一遇标准以下洪水不调蓄,不会对荒漠河岸林草的繁衍存活产生明显不利影响。  相似文献

ABSTRACT: Significant land cover changes have occurred in the watersheds that contribute runoff to the upper San Pedro River in Sonora, Mexico, and southeast Arizona. These changes, observed using a series of remotely sensed images taken in the 1970s, 1980s, and 1990s, have been implicated in the alteration of the basin hydrologic response. The Cannonsville subwatershed, located in the Catskill/Delaware watershed complex that delivers water to New York City, provides a contrast in land cover change. In this region, the Cannonsville watershed condition has improved over a comparable time period. A landscape assessment tool using a geographic information system (GIS) has been developed that automates the parameterization of the Soil and Water Assessment Tool (SWAT) and KINEmatic Runoff and EROSion (KINEROS) hydrologic models. The Automated Geospatial Watershed Assessment (AGWA) tool was used to prepare parameter input files for the Upper San Pedro Basin, a subwatershed within the San Pedro undergoing significant changes, and the Cannonsville watershed using historical land cover data. Runoff and sediment yield were simulated using these models. In the Cannonsville watershed, land cover change had a beneficial impact on modeled watershed response due to the transition from agriculture to forest land cover. Simulation results for the San Pedro indicate that increasing urban and agricultural areas and the simultaneous invasion of woody plants and decline of grasslands resulted in increased annual and event runoff volumes, flashier flood response, and decreased water quality due to sediment loading. These results demonstrate the usefulness of integrating remote sensing and distributed hydrologic models through the use of GIS for assessing watershed condition and the relative impacts of land cover transitions on hydrologic response.  相似文献

In mountain braided rivers, extreme flow variability, floods and high flow pulses are fundamental elements of natural flow regimes and drivers of floodplain processes, understanding of which is essential for management and restoration. This study evaluated flow dynamics and invasive vegetation characteristics and changes in the Ahuriri River, a free-flowing braided, gravel-bed river in the Southern Alps of New Zealand’s South Island. Sixty-seven flow metrics based on indicators of hydrologic alteration and environmental flow components (extreme low flows, low flows, high flow pulses, small floods and large floods) were analyzed using a 48-year flow record. Changes in the areal cover of floodplain and invasive vegetation classes and patch characteristics over 20 years (1991–2011) were quantified using five sets of aerial photographs, and the correlation between flow metrics and cover changes were evaluated. The river exhibits considerable hydrologic variability characteristic of mountain braided rivers, with large variation in floods and other flow regime metrics. The flow regime, including flood and high flow pulses, has variable effects on floodplain invasive vegetation, and creates dynamic patch mosaics that demonstrate the concepts of a shifting mosaic steady state and biogeomorphic succession. As much as 25 % of the vegetation cover was removed by the largest flood on record (570 m3/s, ~50-year return period), with preferential removal of lupin and less removal of willow. However, most of the vegetation regenerated and spread relatively quickly after floods. Some flow metrics analyzed were highly correlated with vegetation cover, and key metrics included the peak magnitude of the largest flood, flood frequency, and time since the last flood in the interval between photos. These metrics provided a simple multiple regression model of invasive vegetation cover in the aerial photos evaluated. Our analysis of relationships among flow regimes and invasive vegetation cover has implications for braided rivers impacted by hydroelectric power production, where increases in invasive vegetation cover are typically greater than in unimpacted rivers.  相似文献

This article presents the methods and results of visual interpretation of NOAA AVHRR imagery for mapping flood areas in Bangladesh. Color composites of channels 1 and 2 for 18 August 1987 and 10, 15, and 24 September 1988 were interpreted visually for delineating flood boundaries. On such imagery flood areas appear in dark tones and are separated from land (light tones) owing to the absorption of near infrared by water and its reflectance by land and non-waterbodies. Visual interpretation was aided by the use of ground information, such as physiographic and river maps, previous flood maps, newspaper reports, and other published and unpublished documents on the 1987 and 1988 floods. Interpreted flood areas on selected images ranged from 31% to 43% of the total area of Bangladesh. Visual interpretation overestimated flood areas by 5%–10%, compared to the digitally analyzed data. The main advantage of visual analysis lies in the cost effectiveness of AVHRR photographic products, which make them more accessible than the digital image analysis of computer-compatible tapes.  相似文献

Benthic macroinvertebrate communities in streams adjacent to cornfields, streams where cows had unrestricted access, and reference locations without agriculture were compared to examine the effects of local land use and land use/land cover in the watershed. At each local site, macroinvertebrates and a variety of habitat parameters were measured upstream, adjacent, downstream, and farther downstream of the local land use. A geographic information system (GIS) was used to calculate drainage basin area, land use/land cover percentages in each basin, and the distance from sample sites to the stream source. Three‐way analysis of covariance (ANCOVA) tests with date, site type, and sampling location as main effects were used to explore differences in macroinvertebrate metrics using median substrate size, percent hay/pasture area, and stream depth as covariates. The covariates significantly improved model fit and showed that multiple contributing factors influence community composition. Local impacts were greatest at sites where cows had access, probably because of sedimentation and embeddedness in the substrate. Differences between the upstream and the adjacent and downstream locations were not as great as expected, perhaps because upstream recolonization was reduced by agricultural impacts or because of differences in the intensity or proximity of agriculture to riparian areas in the watershed. The results underscore the importance of both local and watershed factors in controlling stream community composition.  相似文献

Major coastal flooding events over the last decade have led decision makers in the United States to favor structural engineering solutions as a means to protect vulnerable coastal communities from the adverse impacts of future storms. While a resistance‐based approach to flood mitigation involving large‐scale construction works may be a central component of a regional flood risk reduction strategy, it is equally important to consider the role of land use and land cover (LULC) patterns in protecting communities from floods. To date, little observational research has been conducted to quantify the effects of various LULC configurations on the amount of property damage occurring across coastal regions over time. In response, we statistically examine the impacts of LULC on observed flood damage across 2,692 watersheds bordering the Gulf of Mexico. Specifically, we analyze statistical linear regression models to isolate the influence of multiple LULC categories on over 372,000 insured flood losses claimed under the National Flood Insurance Program per year from 2001 to 2008. Results indicate that percent increase in palustrine wetlands is the equivalent to, on average, a $13,975 reduction in insured flood losses per year, per watershed. These and other results provide important insights to policy makers on how protecting specific types of LULC can help reduce adverse impacts to local communities.  相似文献

ABSTRACT: Many practices followed uniformly nationwide in the federal flood control and floodplain management programs are inappropriate or even counter productive in the arid Utah climate. An analysis of the 130-year Utah flood history, the structural and nonstructural flood programs in the state, and local perceptions obtained by field visits and interviews in 35 Utah communities revealed a number of such inefficiencies. Since flood flows dissipate quickly when they emerge from mountain watersheds onto desert lowlands, risks are concentrated near the apex of alluvial fans, include hazard from mud as well as water flow, and are compounded by canal interception of flood waters. Because of variation in the area flooded from one event to the next, floodplain mapping has tended to show risks too high in mapped areas and too low outside. Traditional channelization carries floods downstream past where they would dissipate naturally. The federal government needs to become more active in developing better flood hazard delineation and structural and nonstructural designs for arid areas. State government can help by providing a forum where communities can exchange experiences, reviewing structural designs prepared by local government, and providing local communities with technical expertise for dealing with federal agencies.  相似文献

ABSTRACT: Analysis of a small urban watershed's flooding was undertaken to determine causes and solutions to this serious environmental hazard affecting University Circle, the cultural heart of Greater Cleveland. Doan Brook is a small, highly disturbed urban stream draining 11.3 square miles. Much of the stream coridor and associated park land is owned by the public. The upper watershed lies in the communities of Shaker Heights and Cleveland Heights who lease park land from Cleveland. Two 50-year floods seriously affected the Circle area in August 1975 generating over $1 million in damages. These events resulted from excessive rainfall triggering rapid earth movement of valley walls in the upper watershed, decreased basin lag time from the infilling of several small upland lakes, a seriously undersized stream channel and storm culvert (at University Circle), and complex institutional arrangements between the three communities in the watershed. Suggestions are presented for a methodology to resolve the technical aspects of the flooding problem.  相似文献

Abstract: While transboundary flood events have become more frequent on a global scale the past two decades, they appear to be overlooked in the international river basin (IRB) cooperation and management arena. The present study therefore combined geopolitical measures with biophysical and socioeconomic variables in an attempt to identify the IRBs with adequate institutional capacity for management of transboundary floods. It also classified basins that would possibly benefit from enlarging the institutional capacity related to transboundary floods. Of the 279 known IRBs, only 78 were represented by a transboundary rivers institution. A mere eight of the 153 identified institutions had transboundary flooding listed as an issue in their mandate. Overall, 43 basins, where transboundary floods were frequent during the period 1985‐2005, had no institutional capacity for IRBs. The average death and displacement tolls were found to be lower in the 37 basins with institutional capacity, even though these basins experienced twice as much transboundary floods with significant higher magnitudes than those in basins without institutional capacity. Overall, the results suggested that institutional capacity plays a role in the reduction of flood‐related casualties and affected individuals. River basins such as the Juba‐Shibeli, Han, Kura‐Araks, Ma, Maritsa, Po, Coco/Segovia, Grijalva, Artibonite, Changuinola, Coatan Achute, and Orinoco experienced more than one transboundary river flood, but have not yet set up any institutions for such events, or signed any appropriate treaties focused on floods. These basins were therefore recommended to consider focusing attention on this apparent lack of institutional capacity when it comes to managing transboundary flood events.  相似文献

The Yellow River Delta, one of China’s three major river deltas, is becoming a major region for the development of agriculture and fisheries. Protecting the delicate ecology of newly formed aquatic systems as well as the evolution of soils, natural vegetation, and fauna on older upland environments in the delta is a priority in planning for the wise use of the delta’s resources for future agricultural development. In this article, we use a Geographic Information System (GIS) to analyze relationships between land-use/land-cover characteristics in the Dongying municipality, one of the most intensely developed areas of the delta, and spatial variations in soil salinity and landforms. This analysis reveals that soil salt content decreases from regionally high values in isolated depressions to relatively moderate values in embanked former back swamps, with the lowest values occurring in abandoned river courses. Comparing the present land use on this soil salinity–landform pattern shows that it is basically at odds with general concepts of land suitability for agricultural utilization of saline soils. Crop-based agriculture in the region is probably overdeveloped, whereas more appropriate agricultural development, like cattle and forest production, is underrepresented. Future development should focus on converting farmland in embanked former back swamps and abandoned river courses into grasslands and forests. Crop-based agriculture (up to 151,000 ha) could be planned at the low-salinity terrace uplands and flood plains. The article provides guidelines for decision-makers regarding agricultural land use and wetland protection in the Yellow River Delta.  相似文献

We investigated the influence of riparian and whole watershed land use as a function of stream size on surface water chemistry and assessed regional variation in these relationships. Sixty-eight watersheds in four level III U.S. EPA ecoregions in eastern Kansas were selected as study sites. Riparian land cover and watershed land use were quantified for the entire watershed, and by Strahler order. Multiple regression analyses using riparian land cover classifications as independent variables explained among-site variation in water chemistry parameters, particularly total nitrogen (41%), nitrate (61%), and total phosphorus (63%) concentrations. Whole watershed land use explained slightly less variance, but riparian and whole watershed land use were so tightly correlated that it was difficult to separate their effects. Water chemistry parameters sampled in downstream reaches were most closely correlated with riparian land cover adjacent to the smallest (first-order) streams of watersheds or land use in the entire watershed, with riparian zones immediately upstream of sampling sites offering less explanatory power as stream size increased. Interestingly, headwater effects were evident even at times when these small streams were unlikely to be flowing. Relationships were similar among ecoregions, indicating that land use characteristics were most responsible for water quality variation among watersheds. These findings suggest that nonpoint pollution control strategies should consider the influence of small upland streams and protection of downstream riparian zones alone is not sufficient to protect water quality.  相似文献

Worldwide shale-gas development has the potential to cause substantial landscape disturbance. The northeastern U.S., specifically the Allegheny Plateau in Pennsylvania, West Virginia, Ohio, and Kentucky, is experiencing rapid exploration. Using Pennsylvania as a proxy for regional development across the Plateau, we examine land cover change due to shale-gas exploration, with emphasis on forest fragmentation. Pennsylvania’s shale-gas development is greatest on private land, and is dominated by pads with 1–2 wells; less than 10 % of pads have five wells or more. Approximately 45–62 % of pads occur on agricultural land and 38–54 % in forest land (many in core forest on private land). Development of permits granted as of June 3, 2011, would convert at least 644–1072 ha of agricultural land and 536–894 ha of forest land. Agricultural land conversion suggests that drilling is somewhat competing with food production. Accounting for existing pads and development of all permits would result in at least 649 km of new road, which, along with pipelines, would fragment forest cover. The Susquehanna River basin (feeding the Chesapeake Bay), is most developed, with 885 pads (26 % in core forest); permit data suggests the basin will experience continued heavy development. The intensity of core forest disturbance, where many headwater streams occur, suggests that such streams should become a focus of aquatic monitoring. Given the intense development on private lands, we believe a regional strategy is needed to help guide infrastructure development, so that habitat loss, farmland conversion, and the risk to waterways are better managed.  相似文献

Abstract: We describe relationships between pH, specific conductance, calcium, magnesium, chloride, sulfate, nitrogen, and phosphorus and land‐use patterns in the Mullica River basin, a major New Jersey Pinelands watershed, and determine the thresholds at which significant changes in water quality occur. Nonpoint sources are the main contributors of pollutants to surface waters in the basin. Using multiple regression and water‐quality data for 25 stream sites, we determine the percentage of variation in the water‐quality data explained by urban land and upland agriculture and evaluate whether the proximity of these land uses influences water‐quality/land‐use relationships. We use a second, independently collected water‐quality dataset to validate the statistical models. The multiple‐regression results indicate that water‐quality degradation in the study area is associated with basin‐wide upland land uses, which are generally good predictors of water‐quality conditions, and that both urban land and upland agriculture must be included in models to more fully describe the relationship between watershed disturbance and water quality. Including the proximity of land uses did not improve the relationship between land use and water quality. Ten‐percent altered‐land cover in a basin represents the threshold at which a significant deviation from reference‐site water‐quality conditions occurs in the Mullica River basin.  相似文献

Data collected from 172 sites in 20 major river basins between 1993 and 1995 as part of the US Geological Survey's National Water-Quality Assessment Program were analyzed to assess relations among basinwide land use (agriculture, forest, urban, range), water physicochemistry, riparian condition, and fish community structure. A multimetric approach was used to develop regionally referenced indices of fish community and riparian condition. Across large geographic areas, decreased riparian condition was associated with water-quality constituents indicative of nonpoint source inputs—total nitrogen and suspended sediment and basinwide urban land use. Decreased fish community condition was associated with increases in total dissolved solids and rangeland use and decreases in riparian condition and agricultural land use. Fish community condition was relatively high even in areas where agricultural land use was relatively high (>50% of the basin). Although agricultural land use can have deleterious effects on fish communities, the results of this study suggest that other factors also may be important, including practices that regulate the delivery of nutrients, suspended sediments, and total dissolved solids into streams. Across large geographic scales, measures of water physicochemistry may be better indicators of fish community condition than basinwide land use. Whereas numerous studies have indicated that riparian restorations are successful in specific cases, this analysis suggests the universal importance of riparian zones to the maintenance and restoration of diverse fish communities in streams.  相似文献

ABSTRACT: In order to plan for land use in a lake basin to maintain or improve lake water quality, municipal planners need a method of evaluating lakeshore and watershed land use that is technically sound, objective, reasonably quick, and cheap enough to be incorporated into their time and dollar budgets. Such a system is presented. It consists of measuring and rating four lakeshore land use characteristics (type of sewage disposal system, lot size, road proximity, and intensity of public use areas), and three upland watershed land use characteristics (intensity of development, forest cover, and agriculture and open space). These seven characteristics are measured, rated, and then combined to provide a two-digit index number. This number, when compared with the indexes of other lakes in the region and interpreted with assistance from officials of the State Health and Water Resources Department, indicates on a relative basis the degree to which various land uses are contributing to accelerated, cultural eutrophication. Interpretation of the index suggests land use controls necessary to improve lake water. It supplements, and should be used with, an index of lake vulnerability to accelerated eutrophication and a comparative measure of present water quality.  相似文献
