The research program Sustainable Coastal Zone Management (SUCOZOMA), which was started in 1996 by the Swedish Foundation of Strategic Environmental Research, was motivated by the recognition of increasingly severe global, regional and national coastal problems. The program approached the complex issues of coastal eutrophication, fishing practices, and overexploited coastal resources, with a concerted effort involving multidisciplinarity, stakeholder cooperation, and a focus on the problems perceived as most serious by the public and decision-makers. As the program was concluded in 2004 it had resulted in the completion or near-completion of 22 doctoral dissertations and approximately one hundred publications. More than 40 scientists were involved in the program. G?teborg University was the host university, but important research teams have also been located at Stockholm University, the Beijer Institute, and the Kristineberg Marine Research Station of the Royal Swedish Academy of Sciences, and within the National Board of Fisheries. During the program, networks of stakeholders were established and SUCOZOMA had contributed to numerous political and administrative processes relevant for integrated coastal zone management (ICZM). SUCOZOMA program results can be grouped into different categories. Many of the projects in the two phases of the program produced results which can be defined as technical or practical and available for direct implementation in, e.g. mussel cultivation, restoration and safeguarding of spawning areas, seal-safe fishing gear or sustainable fishing of underexploited species. Other results can be characterized as policy oriented, and the impact of these can only be fairly evaluated as new policies are put into effect. SUCOZOMA resulted in important new knowledge regarding coastal science and management, but also concerning the organization required to conduct an end-user oriented multidisciplinary program effectively.  相似文献

Within the Swedish research program SUCOZOMA (Sustainable Coastal Zone Management) several conflict studies have been carried out. Whereas the detailed results of these studies are published separately, this paper reviews important results from conflict research in combination with a summarizing and generalizing discussion of approaches and main results of SUCOZOMA's resource and conflicts studies. After an analysis of interdisciplinary and theoretical research about environmental and resource use conflicts, the methodology used in SUCOZOMA is presented, a combined stakeholder and conflict analysis. It can be summarized in four main points: i) to map the stakeholders and their interests; i) to analyse the conflicts; iii) to develop methods for conflict mitigation and cooperation with stakeholders; iv) to integrate these components in a system for the management of natural resources. Exemplary case studies of resource use conflicts have been carried out at the Swedish west and east coast including coastal fishery, mussel culture, coastal planning and specific conflicts such as between species protection (seals) and coastal fishery. Researchers are involved as experts and as conflicting parties, and the role of scientists as stakeholders deserves special attention in conflict research. Conflict management is not only for the solution of present conflicts, but part of integrated resource management systems where knowledge transfer, institutional development, collective learning of scientific, political and administrative actors, and cooperation between scientists and resource users can occur.  相似文献

Mistra's Climate Policy Research Program, Clipore, is one of the largest research programs directed to support international climate policy development, involving research groups in Sweden, Norway, United States and India. It has been running from 2004 to 2011 with a budget of more than 100 MSEK (15?M USD). The paper briefly describes the program and its outcomes in relation to climate policy development. Discussion focuses on how the program has been able to be in the front of and include the development of emissions trading systems in Europe and the United States and how the program has been able to follow and produce inputs to the agenda of the United Nations Framework Convention on Climate Change (UNFCCC). The paper also discusses how the program has managed to present its outcomes and maintain an active dialogue with the various stakeholders. The paper emphasises options and obstacles in the communication between science and policy.  相似文献

Producing an adequate quantity of healthy food without polluting the environment is a serious challenge for future agriculture around the world. The Food 21 research program in Sweden has researched all aspects--economic, environmental, and social--of sustainable farming systems. This paper presents some of the research from that and other relevant international research programs that have focused on better nutrient-use efficiency, especially for nitrogen and phosphorus. It shows that a range of sustainable solutions to nutrient-use efficiency exists, some of which are complex but some very simple. Government policies, including subsidies; research and technology; and public acceptance of farming practices all combine to create these solutions. Participatory approaches to knowledge transfer are needed, in which scientists, policy makers, farmers, advisers, and consumers exchange information and together build sustainable farming systems.  相似文献

A number of different approaches have been used to explain the successes and failures of biodiversity conservation strategies in developing countries. However, to date, little attention has been paid toward assessing the influence of knowledge transfer between science, policy, and conservation practices in the implementation of these strategies. Vietnam’s Pu Luong Cuc Phuong Conservation Area is a globally important ecosystem, situated within a limestone landscape and inhabited by hundreds of local communities. Biodiversity conservation has become an important part of sustainable development in this area. This study analyzes three conservation strategies employed in the Pu Luong Cuc Phuong Conservation Area by applying the Research–Integration–Utilization (RIU) model of scientific knowledge transfer. Our analyses reveal weaknesses in scientific knowledge transfer arising from low-quality research and poor integration strategies. Based on our results, we developed recommendations to improve research and integration in an effort to enhance science-based policy support.  相似文献

In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the U.S. Environmental Protection Agency and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act's passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts among industry, federal agencies and academia are made possible through cooperative research and development agreements (CRDAs). Thirty-three CRDAs and four licensing agreements have been initiated with EPA under the program. This paper provides an overview of this new and innovative program.  相似文献

This paper describes concepts and ideas related to the integrated assessment (IA) approach, as they are perceived by a limited number of existing or potential IA users. IA is understood here as a reflexive process aimed at supporting the integration of different forms of knowledge within the decision-making process. Interviews with representatives from different Directorates of the European Commission (and two Brussels-based NGOs) revealed general support and enthusiasm for the IA approach as presented. Current practices relating to the management of uncertainty, communication of technical or expert information, and the use of models are discussed, and the potential for adaptation of these practices according to the IA approach are explored.  相似文献

This article examines the views of scientists on intricacies of scientific knowledge that affect science–policy interface in the Baltic Sea eutrophication governance in Finland. The analysis demonstrates that these intricacies can be divided into five categories: (1) uncertainty of knowledge concerning ecological processes, (2) heterogeneity of knowledge, (3) societal and political call for (certain) knowledge, (4) contingency of the knowledge that ends up taken as a baseline for decision making and further research, and (5) linkages of knowledge production, processing, and communication to particular characteristics of individual researchers and research societies. By explicating these aspects, this article illustrates the ways in which scientific knowledge concerning eutrophication is human-bound and susceptible to interpretation, thus adding on to the uncertainty of the Baltic Sea environmental governance. The aim is, then, to open up perspectives on how ambiguities related to science–policy interface could be coped with.  相似文献

When seeking to resolve complex land-management issues, geographical assessment of resources that are in short supply or in dispute can aid the communication of knowledge and the understanding among and between different stakeholders. In this paper, we illustrate how remote sensing and GIS can be used to gather and compile information regarding land-use activities and patterns among reindeer herders and other land users (forestry, mining, tourism, etc) in northern Sweden. The project represents a novel user-oriented effort largely based on the work carried out by the principal end user, i.e. the reindeer herders themselves. The basis for development of land-use plans for reindeer husbandry, was the following: to collect and digitally systemize traditional ecological and landscape knowledge of reindeer habitat use; to integrate this information with results from field inventories and satellite-based vegetation classifications; to map activities of other land users. The resulting land-use plans provide information that can facilitate consultation between the reindeer herders and other stakeholders and can facilitate operational work in reindeer management. This project can serve as a model for participatory involvement and planning, bringing indigenous knowledge and advanced remote-sensing techniques together in an interactive process.  相似文献

Functional agrobiodiversity (FAB) has severely declined during the last decades. Current efforts to reinforce FAB are mainly focused on single-actor, parcel-based measures, whereas multi-actor landscape approaches are supposed to be more effective. In this paper, we propose a social–ecological framework that structures how different land users at both the parcel and landscape level interact with FAB as a natural resource. Furthermore, we introduce 1 m2 FAB gardens as an interactive multipurpose measurement tool to gather data on ecosystem services in collaboration with land users. The presented action research approach provides new insights on motivations and interests of different land users in FAB and how knowledge exchange can result in a higher motivation to invest in FAB. An interactive computer resource for analyzing, evaluating, and archiving particle size distributions as determined by cascade impactors for environmental measurement is decribed. The Particle Data Reduction (PADRE) computer program assists users in obtaining high quality size-mass distribution data for archival in the Fine Particle Emissions Information System (FPEIS). PADRE users interactively store, edit, reduce, and analyze observed impactor data from anywhere in the continential United States. Extensive data quality checks and computer- prompted, user-directed program operations assist users in obtaining meaningful information within minutes of entering impactor data. Design goals, program operation, sample sessions and plans for future system development are discussed.  相似文献

Under the first Federal Air Pollution Act of 1955, which assigned the responsibility for developing a national program to the Public Health Service, a significant phase of the program involved other federal agencies through a series of contractual relationships. These interdepartmental relationships were limited however, to the objective of capitalizing on the diverse research facilities and specialized competencies within the federal establishment, as a means of accelerating the research and technical assistance program authorized under the act. With the passage of the Clean Air Act of 1963, a major new emphasis has been added to the federal air pollution control program—application of technical knowledge, through broadly accelerated control programs. This emphasis is reflected in current trends in the nature and type of the Public Health Service’s developing relationships with other federal agencies. The emerging PHS programs to prevent and control air pollution from federal facilities, the PHS role in preventing pollution arising from transportation systems aided under the new Urban Mass Transportation Act, and other developing interagency relationships and problem areas are discussed in this context.  相似文献

Forests in Europe face significant changes in climate, which in interaction with air quality changes, may significantly affect forest productivity, stand composition and carbon sequestration in both vegetation and soils. Identified knowledge gaps and research needs include: (i) interaction between changes in air quality (trace gas concentrations), climate and other site factors on forest ecosystem response, (ii) significance of biotic processes in system response, (iii) tools for mechanistic and diagnostic understanding and upscaling, and (iv) the need for unifying modelling and empirical research for synthesis. This position paper highlights the above focuses, including the global dimension of air pollution as part of climate change and the need for knowledge transfer to enable reliable risk assessment. A new type of research site in forest ecosystems ("supersites") will be conducive to addressing these gaps by enabling integration of experimentation and modelling within the soil-plant-atmosphere interface, as well as further model development.  相似文献

Background, aim, and scope  

Building up a comprehensive accurate monitoring program requires the knowledge on the contamination in principal, complemented by detailed information on individual contaminants. The selection of pollutants to be considered in monitoring actions is based dominantly on the information available about their environmental relevance (e.g., persistence, bioaccumulation potential, toxicological and ecotoxicological properties) and their occurrence within the affected environmental system. Therefore, this study focused on the identification of organic contaminants in selected German and European rivers to demonstrate the usefulness of a screening approach as complementary base for the compound selection process within monitoring activities.  相似文献

Freshwater ecosystems are among the most threatened in the world, while providing numerous essential ecosystem services (ES) to humans. Despite their importance, research on freshwater ecosystem services is limited. Here, we examine how freshwater studies could help to advance ES research and vice versa. We summarize major knowledge gaps and suggest solutions focusing on science and policy in Europe. We found several features that are unique to freshwater ecosystems, but often disregarded in ES assessments. Insufficient transfer of knowledge towards stakeholders is also problematic. Knowledge transfer and implementation seems to be less effective towards South-east Europe. Focusing on the strengths of freshwater research regarding connectivity, across borders, involving multiple actors can help to improve ES research towards a more dynamic, landscape-level approach, which we believe can boost the implementation of the ES concept in freshwater policies. Bridging these gaps can contribute to achieve the ambitious targets of the EU’s Green Deal.  相似文献

The U.S. Environmental Protection Agency’s Biogenic Emissions Inventory System (BEIS) has been adapted for use on IBM-compatible personal computers (PCs). PC-BEIS estimates hourly emissions of Isoprene, α-plnene, other monoterpenes, and unidentified hydrocarbons for any county In the contiguous United States. To run the program, users must provide hourly data on ambient temperature, relative humidity, wind speed, cloud cover, and a code that Identifies the particular county. This paper provides an overview of the method used to calculate biogenic emissions, shows an example application, and gives information on how to obtain a copy of the program.  相似文献

For several years an ongoing project at the U. S. Water Conservation Laboratory has dealt with the measurement and analysis of solar radiation. Generally, this study has been directed toward fulfilling the needs of agriculture. As a byproduct, however, much has also been learned about the particulate matter content of the air, since the work involved has all been carried out within the metropolitan Phoenix, Ariz. area. In this paper, the results of several years of research on the atmospheric transmission of solar radiation in this area are presented. These results are considered in light of concurrent meteorological conditions, and inferences are drawn with respect to spatial and temporal variations in airborne particulates. It is demonstrated that solar radiation measurements can greatly enhance our knowledge of air pollution dynamics.  相似文献

Academics, policymakers, and practitioners have long considered peace and sustainability to be fundamentally linked. However, despite the increased attention paid toward the intersection of peace and sustainability, there is still limited knowledge on the nature of their linkages. To advance the current understanding on the peace–sustainability nexus and inform an integrated research agenda, this paper employs a scientometric analysis of literature to identify publication trends, thematic clusters, and knowledge gaps. Analyzing the publications according to the types of peace, the pillars of positive peace, the dimensions of sustainability, and the SDGs further reveals weak engagement among academic disciplines and across the SDGs. Although the fugitive dust associated with construction mud/dirt carryout can represent a substantial portion of the particulate matter (PM) emissions inventory in nonattainment areas, it has not been well characterized by direct sampling methods. In this paper, a research program is described that directly determined both PM10 and PM2.5 (particles < or =10 and 2.5 microm in classical aerodynamic diameter, respectively) emission factors for mud/dirt carryout from a major construction project located in metropolitan Kansas City, MO. The program also assessed the contribution of automotive emissions to the total PM2.5 burden and determined the baseline emissions from the test road. As part of the study, both time-integrated and continuous exposure-profiling methods were used to assess the PM emissions, including particle size and elemental composition. This research resulted in overall PM10 and PM2.5 emission factors of 6 and 0.2 g/vehicle, respectively. Although PM10 is within the range of prior U.S. Environmental Protection Agency (EPA) guidance, the PM2.5 emission factor is far lower than previous estimates published by EPA. In addition, based on both the particle size and chemical data obtained in the study, a major portion of the PM2.5 emissions appears to be attributable to automotive exhaust from light-duty, gasoline-powered vehicles and not to the fugitive dust associated with reentrained mud/dirt carryout.  相似文献
