为寻求打破中小企业(SMEs)职业安全供求双低均衡状态的途径,提高SMEs职业安全保障水平,采用动态博弈方法分析SMEs劳资双方职业安全行为选择。首先,构建职业安全保障博弈模型,并进行均衡策略分析。其次,将安全管制因素引入博弈模型进行对比分析。结果表明:"低风险工资,加盟"是该模型的纯策略纳什均衡;政府安全管制因素的引入对自然选择概率和员工加盟企业的概率产生有益影响,对企业隐瞒概率的影响取决于对被隐瞒员工进行的补偿。通过提高隐瞒成本、安全投入产出比、低风险工资、员工职业伤害认知和安全管制力度等可以提高SMEs职业安全保障水平。  相似文献

Purpose. The purpose of this particular study was to test a newly created instrument in describing the facilitators and barriers to occupational health and safety in small and medium-sized enterprises (SMEs) in Ontario, Canada. Methods. A cross-sectional design was used to identify the occupational health and safety culture of SMEs in public and private sectors in Ontario. Results. A total of 153 questionnaires were completed. The majority of respondents were female (84%) with a mean age of 49.8 years (SD 10.6). Seventy-four percent were supervisors. Seventy percent of respondents were from the private sector while 30% derived from the public sector including healthcare, community services, and non-profit organizations. Further, conducting regular external safety inspections of the workplace was found to be statistically associated with a safe work environment 2.88 95% CI [1.57, 5.27]. Conclusions. Strategies and training opportunities that focus on how to adapt occupational health and safety legislation to the nature and diversity of SMEs are recommended. Furthermore, employers may use such information to improve safety in their SMEs, while researchers can hopefully use such evidence to develop interventions that are applicable to meeting the occupational health and safety needs of SMEs.  相似文献

This work proposes a semi-quantitative risk assessment methodology, which was applied and tested in the Ship Building Industry. It covers a wide range of risks related to occupational accidents in a shipbuilding yard environment, more specifically at Arsenal do Alfeite, a large shipyard in Portugal. The initial qualitative analysis focuses on the bow-tie diagram technique but it also integrates concepts and classifications schemes defined by the Eurostat within the European Statistics on Accidents at Work (ESAW) Project. The structure of the diagram enables the identification of the relevant accident’s causal pathways and their consequences at the same time as it identifies the existing or needed safety barriers. In what concerns the semi-quantitative assessment, the accident risk level and acceptance criteria were established through a scoring system, using national data on accident statistics for the sub-sector: Ship Building & Repairing (code NACE 35.1). The statistical data was supplied by GEP (the Office of Strategy & Planning of the Portuguese Ministry of Labour & Social Solidarity). The authors present and discuss a specific case study, in the shipyard’s technological area of surface treatment and protection, to demonstrate the method’s applicability and usefulness.  相似文献

在军事行动中,使用了大量复杂的装备系统,存在相当多的风险因素。如果对其中的风险因素管理不善,风险转化为事故,将造成极大的损失,严重影响部队的战斗力。装备使用风险管理是针对这一问题提出的概念。装备使用风险管理是在提高绩效和最大化作战能力时,用来识别、评估和控制风险的一个逻辑化的决策过程。本文通过分析装备使用风险管理的系统模型——"人-装备-环境-管理-任务"之间的关系及相互作用,并且详细的说明了装备使用风险管理的过程,危险识别、风险评估、分析风险控制、风险控制决策、实施风险控制、监督与评审等六个步骤的过程模型,探讨了风险管理的实施,并且认为风险管理过程的目标就是达到5M模型的最优化。为部队实施风险管理提供参考。  相似文献

为了科学有效地提升小微企业事故隐患(AP)排查治理效果,以河北省28个农村社区为例,结合MMEM理论分析和实地调查,揭示了农村社区小微企业存在的事故隐患及其分布特征,进而建立了小微企业事故隐患分类方法。研究结果表明,在农村社区小微企业中存在未进行安全培训、未设置机器设备防护罩、未及时更新设备以及未配备消防设备四类典型的事故隐患,所建立的小微企业事故隐患分类框架是促进农村社区事故风险管控的基础。  相似文献

The translation of the framework directive 89/391/EEC (Council Directive 89/391/EEC) into national law aims at supplying occupational protection and health care to all employees of large, small, and medium-sized enterprises (SMEs) likewise, depending on assessed exposure. Prior incomplete protection of the German workforce with bias against the SMEs requires an assessment of quantitative and qualitative adequacy of present occupational health care practice and also of future needs.

Therefore, the Federal Institute for Occupational Safety and Health of Germany initiated a study to evaluate the present state of occupational health care in 4 regions with different geographic and economic structure. Based on these data the future demand for adequately trained occupational physicians will be estimated by employing a statistical method that allows for including a large number of modifying variables (economic development, demographic change, etc.).

Expected result of the applied technique are the estimated minimal and maximal number of occupational physicians that have to be trained to meet future demand. In the same study models of best practice will be identified and evaluated for general application. The project started in October 1997 and will be finished by January 2000.  相似文献

This paper presents a formal methodology for modelling knowledge included in safety standards. The use of the NIAM/ORM method addresses the problem of unprecise semantics and the misinterpretation introduced by the use of natural languages. It also allows for producing a formal model of the knowledge. This formalisation is a necessary step in order to exploit the knowledge efficiently, but is not sufficient in itself. So, we propose to restructure the normative knowledge, basing this restructuring on a generic structure of engineering views. This multi-criterion approach allows the designer to use standards much easier in this form than in their current textual expression. Furthermore, the resulting formal model of a standard can be implemented. This implementation results in the production of a Computer Aided Safety Standards Application for design (CASSA) tool. This tool allows to analyse various application scenarios, all included in the safety knowledge model, through specific user-oriented interfaces depending on each user's objective. Nevertheless, the implemented model of the safety knowledge is independent and unique with regard to these scenarios. In so doing, our contribution can concern users other than machine designers, such as valuers, standardisation experts or teachers, as well as relate to other areas dealing with standards such as the environment, toy industry, etc.  相似文献

为科学合理地进行建设项目职业病危害风险分类,基于系统工程及风险评估的基本原理,采用Delphi法分析和确定了影响职业病危害风险程度的因素,通过构建风险评估指标体系,建立了职业病危害影响因子赋值法(OHFA)定量化风险评估模型。根据对作业场所的危害源、本质及附加防护设施水平、人员接触机会、职业病防治管理等因子的综合分析,预测分析了研究对象的职业病危害的风险程度,为职业病危害风险辨识、风险评估、防治管理及防护设施设计等提供参考。并以某石化行业硫磺回收项目为实例进行应用与验证,得出了该项目的总体职业病危害风险度值为12,风险等级为Ⅰ级,各职业病危害因素的风险度由高到底排序为硫化氢、一氧化碳、二氧化硫、硫磺、高温,其风险分类的关键决定因素为硫化氢。实践表明该方法与专家评估结果及工程实际吻合较好,应用于职业病危害风险评估中可给出定量化的风险分类结果。  相似文献

为了能够全面、客观地评估企业职业卫生风险管理质量,利用美国EPA吸入风险评估模型、新加坡化学物职业暴露半定量风险评估模型以及风险指数评估模型,对作业场所存在的职业病危害因素进行风险水平评估,并结合企业职业卫生管理评估模型,对企业职业卫生管理水平进行定量评估,以风险等级和管理水平,综合判断企业职业卫生风险水平。将该体系应用于实例分析,结果表明:体系在充分考虑企业职业病危害因素时空分布以及企业管理现状的基础上,能够定量评估职业病危害因素的急慢性影响以及企业职业卫生管理水平。  相似文献

The identification, assessment and reduction of the risks is among of the most important issues of the safety at work. This paper’s goal is to demonstrate the effectiveness of a new risk assessment method proposed by the authors and presented in the past (Fera and Macchiaroli, 2009). In general, one can deal with risk assessment using different methods: quantitative, qualitative or a mix; however, the typical models proposed in the literature are difficult to implement in SMEs. The method proposed in this paper is a mixed one whose effectiveness is demonstrated through an application study carried out in different industrial systems, like a steel industry or a logistic services provider.  相似文献

The continuing high frequency of occupational accidents in the Swedish food industry calls for new approaches to better understand the underlying factors. In the present study, 54 accidents involving hand injuries were investigated from the operators’ perspective, to explore the organisational preconditions. In-depth interviews were conducted with operators and their supervisors, and 24 of these interviews were analysed using the grounded theory method. The core category ‘safety as a process’ was identified encompassing the perception of the process of the accident at operative level and organisational preconditions that increased the risk of occupational accidents. These preconditions were open factors: deficiencies in technical/physical environment and work organisation; and concealed factors: insufficient communication and learning, a high level of responsibility in combination with low control, conflicting goals and a gap between procedures and practice. These preconditions lead to risk acceptance, resignation towards improved safety and normalisation of risk. Through the analysis a five-step hypothesis was empirically generated.  相似文献

Mast Climbing Work Platforms (MCWPs) are becoming more common at construction sites and are being used as an alternative to traditional scaffolding. Although their use is increasing, little to no published information exists on the potential safety hazards they could pose for workers. As a last line of defense, a personal fall-arrest system can be used to save a worker in a fall incident from the platform. There has been no published information on whether it is safe to use such a personal fall-arrest system with MCWPs. In this study, the issues of concern for occupational safety included: (a) the overall stability of the freestanding mast climber during a fall-arrest condition and (b) whether that fall-arrest system could potentially present safety hazards to other workers on the platform during a fall-arrest condition. This research project investigated those safety concerns with respect to the mast climber stability and the workers using it by creating fall-arrest impact forces that are transmitted to the equipment and by subsequently observing the movement of the mast climber and the working deck used by the workers. This study found that when the equipment was erected and used according to the manufacturer's recommendations during a fall-arrest condition, destabilizing forces were very small and there were no signs of potential of MCWP collapse. However, potential fall hazards could be presented to other workers on the platform during a fall arrest. Workers near an open platform are advised to wear a personal fall-arrest system to reduce the risk of being ejected. Due to the increasing use of MCWPs at construction sites, there is a corresponding need for evidence and science-based safety guidelines or regulations and further research should be conducted to continue to fill the knowledge gap with MCWP equipment.  相似文献

比较4种职业健康风险评估模型在某采石场中应用的优缺点,探索适合采石行业职业健康风险评估的最佳方法。选取湖北鄂东某采石场为研究对象,进行现场调查和采样检测,应用4种模型进行评估分析:国际采矿与金属委员会职业健康风险评估模型(ICMM模型)判定采石场工人接触粉尘为不可容忍或者高风险水平;风险定义法(MES法)判定采石场工人接触粉尘和噪声为四级或三级风险水平;罗马尼亚职业事故和职业病风险评估方法(MLSP法)判定采石场工人接触粉尘和噪声为低风险或非常低风险水平;澳大利亚职业健康与安全风险评估管理导则(UQ法)判定采石场工人接触粉尘和噪声为高风险或中等风险水平。与有毒作业分级结果比较验证,ICMM模型、MES法、MLSP法相对一致,适合评估某一具体采石场的职业健康风险,UQ法因不考虑个体差异,更适合评估整个采石行业的职业健康风险。  相似文献

Data mining techniques are a powerful method for extracting information from large databases. Among these techniques, clustering and projection of data from high-dimensional spaces hold a main role, since they allow to discover hidden structures in the data set. Following this approach, this paper presents a data analysis method designed to help the management and investigation of occupational accident databases. The purpose is to discover the most common sequences of events leading to accidents for devising preventive actions. To this aim, we developed a two-level approach based on the joint use of the Kohonen’s Self-Organizing Map and the k-means clustering algorithm. This approach allows not only to group the accidents in different classes but also to visualize them in a way understandable for the analyst. The method has been applied with satisfactory results to a large database of occupational accidents occurred in the Italian wood processing industry. A comparison with the Hierarchical Clustering method confirmed the effectiveness of the proposed approach.  相似文献

Conflicting perceptions of risk in OHS generate barriers to occupational injury prevention. Occupational injury prevention strategies that fail to address workplace risk perceptions are likely to be ineffective. In this study, we ask whether employers' and employees' have conflicting risk perceptions that may produce barriers to injury prevention in workplaces and we explore underlying understandings of risk in OHS that produce conflicting risk judgements. A novel research methodology was utilised to compare and contrast risk judgements of employers and employees in a blue collar, small business industry. Participants were asked to rate ten OHS risks and the risk rating scores of the two groups were compared. They were also asked to explain their risk judgements and their responses were contrasted by a method of qualitative data analysis. Significant differences between the risk rating scores of employers and employees were found for four OHS risks. The focus of conflicting risk judgements was a distinction between risks with an immediate injury effect and those with a delayed disease effect. Employers tended to rate the former significantly higher than employees. Employees tended to rate the latter significantly higher than employers. Three themes emerged to explain underlying understandings of risk in OHS that produce conflicting risk judgements. Implications of these understandings for occupational injury prevention strategies in an Australian blue collar, small business industry are explored and a new approach is proposed.  相似文献
