Summary Increasingly stringent environmental lesislation and a growing consciousness of environmental issues within the community are spurring companies into adopting environmental improvement programmes. Enhanced environmental management not only ensures compliance with legislation but has other benefits, including reduced energy and waste disposal costs, improved public image, acess to green markets and lower insurance premiums. Summary This paper describes a 13-weeks, third-year course in Environmental Planning and Management developed and taught by the authors. Initiated in 1969, the course consists of a mix of lectures, seminars, workshop/laboratory sessions and field-based projects. The objectives of the course are for students: to become aware of the need for, and the complexities of, environmental management; to be able to criticise constructively work done by environmental agencies and consultants, managers and decision makers; and to learn and apply some of the methods and techniques used in environmental management.Topics covered by the current syllabus are: concepts of resource and environment; constitutional aspects; international law and the environment; Australian and Canadian environmental legislation and agencies; human manipulation of ecosystems; energy subsidies; modification of biogeochemical cycles; population dynamics and cropping; fisheries; national parks and reserves—policies in different countries; international heritage areas; environmental assessment (including impact assessment, land evaluation, land capability and land suitability assessment); and regional, integrated land-use and environmental planning and management. Techniques taught include: field surveys and interviewing; laboratory analysis of selected water quality, sediment and soil parameters including nutrient concentrations, heavy metal and pesticide residues; and for some students, applications of geographic information systems (GIS) technology following preceding GIS courses.A major problem is selecting the most appropriate mix between the social and natural sciences—appropriate, first in terms of students' heterogeneous skills and backgrounds, and second, in terms of understanding the causes of environmental problems and issues, and devising practicable solutions.  相似文献

Summary In environmental education in this information age, it is particularly important to adopt the approach of enquiring critically into the environmental, educational and social values informing environmental, educational and social actions when and where required, rather than to simply adopt the approach of emphasising the acquisition and retention of information of an alleged universal type — information drawn from the stockpile of objective knowledge collected by others. This paper argues that to achieve this aim, environmental education in an information age requires aparadigm shift in the areas of professional development — a shift from a paradigm of information technology to a paradigm of information critique. A perspective on the form of this paradigm shift in the particular field of professional development in environmental education is the subject of this paper.Dr Ian Robottom is Senior Lecturer in the Curriculum Studies Centre of the School of Education, at Deakin University, Australia. Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

In March 1994, China announced its plans for sustainable development in a White Paper entitled 'China's Strategy for Population, Environment and Development in the 21st Century. To achieve the objective of sustainable development; economic, social and environmental aims have to be consistent with each other and meet the needs of the present, without compromising the ability of future generations to meet their own needs. Sustainable development, therefore, encompasses many 'ideals, which need to be introduced through practical management techniques. Summary Human beings use huge quantities of water every day for drinking, cleaning and various cultural functions and dispose of it as wastewater within sewage. With increase in population, the magnitude of this waste is multiplying enormously and beyond the recycling capacity of local ecosystems to become a major health and environmental hazard. Re-use of wastewater for afforestation purposes in the form of sewage silviculture combines the dual benefit of water conservation with environmental sanitation. Such experiments are being carried out at the World Forest Arboretum in Jaipur, Rajasthan, India. Biological treatment of the sewage before application, to improve its irrigational quality, to remove harmful chemicals and to prevent the risk of these passing into the human food chain is being undertaken. The aquatic weeds Lemna and Eichhornia are being used to purify the wastewater. The technique is both economically viable and ecologically sustainable.Dr Rajiv K. This paper investigates the relationship between pupils' environmental perception (in terms of preservation and utilisation of nature) and personality (in terms of risk-taking). 713 secondary school pupils in Switzerland were investigated. Environmental perception was assessed via three factors: Preservation, Utilisation of Nature and Consideration for Conservation. Risk-taking was evaluated via six factors: Positive Risking, Ambivalence, Thrill in Gambling, Ineffective Control, Effective Control, and Anger Reaction. Analysis of the correlation matrix between Risk-taking and Environmental perception revealed three profiles (types): the high scorer on Preservation is the controlled and cautious gambler. The Utiliser (anthropocentric) profile is essentially a mirror image of the first: the Utiliser does not enjoy unpredictable risks, reacts with anger when risks fail and has little control over his/her own risk-taking behaviour. The Consideration for Conservation (ecocentric) profile assumes a position between these two profiles.  相似文献

Chapter 36 of Agenda 21 called on each nation to bring together a widely cross-sectoral group of people to prepare a national strategy for environmental education and training. In Scotland this process had already begun and the Secretary of State's Working Group on Environmental Education presented him with its recommendations for a strategy in April 1993, which he accepted in a statement of intent in June, 1995. The process itself, the comments received on the report since publication and continuing developments in the field, have demonstrated the importance of adopting broad definitions for both environment and education, spreading involvement in production of the strategy to all sectors and as wide a range of individuals as possible, dividing up the work so as to focus on all the main contexts in which learning takes place, working with the main potential implementers and not depending entirely on the availability of new resources. The process was in itself rewarding and its importance should not be underestimated. The approach adopted and the issues which it raised appear to have wide applicability to similar programmes elsewhere. This paper describes the process adopted in preparing the strategy, reviews some of the subsequent developments in Scotland, and assesses the factors which may have contributed to its success so far.Professor John C. Summary Effective communication concerning environmental issues can take a variety of forms. The following essay is offered as a metalogue, a piece of writing in which the writing itself illustrates the principles developed in the writing.International readers will be helped if they know that Jack Armstrong and Sergeant Preston are heroes of moralizing (and often jingoistic) radio dramas popular among children in the United States during the War years and that the Tom Mix Holster Set and the A-bomb Ring were premiums offered to children in boxes of cold cereal in the period after the War. These trivia illustrate the kinds of societal messages directed toward the generation of Americans who presumably will be running the country during the 1980s.The authors are a professor of Psychology and Ethology and a graduate student in International Development. Both attended Harvard University in the late 1950s and the University of California, Berkeley, in the early 1960s. Their autobiographical reflections have something to say about the motivation underlying the environmental movement and where these motivations are likely to lead in the near future.  相似文献

The United States Forest Service is required to analyze road systems on each of the national forests for potential environmental impacts. We have developed a novel and inexpensive way to do this using the Ecosystem Management Decision Support program (EMDS). We used EMDS to integrate a user-developed fuzzy logic knowledge base with a grid-based geographic information system to evaluate the degree of truth for assertions about a roads environmental impact. Using spatial data for natural and human processes in the Tahoc National Forest (TNF, California, USA), we evaluated the assertion the road has a high potential for impacting the environment. We found a high level of agreement between the products of this evaluation and ground observations of a TNF transportation engineer, as well as occurrences of road failures. We used the modeled potential environmental impact to negatively weight roads for a least-cost path network analysis to 1573 points of interest in the forest. The network analysis showed that out of 8233 km of road analyzed in the forest, 3483 km (42%) must be kept in a modified road network to ensure access to these points. We found that the modified network had improved patch characteristics, such as significantly fewer cherry stem roads intruding into patches, an improved area-weighted mean shape index, and larger mean patch sizes, as compared to the original network. This analysis system could be used by any public agency to analyze infrastructure for environmental or other risk and included in other mandated analyses such as risks to watersheds.  相似文献

Summary Environmental education is essential to the success of Agenda 21. Yet currently it is without focus and effectively side-lined. This paper supplies a strategy and accompanying methodology for establishing environmental education as a major force for implementing Agenda 21. The author proposes the establishment of an Education 21 programme and the designation of the educational community as a new Rio major group. Summary This paper measures the diversity of environmental impacts inherent within a proposal by the Central Electricity Generating Board (CEGB) to build a demonstration wind farm at Langdon Common in the North Pennines, UK. This assessment was made in April, 1989 in the wake of the European Community Directive on Environmental Impact Assessment (EIA) and its subsequent interpretation within the UK Town and Country Planning (Assessment of Environmental Effects) Regulations (1988).Langdon Common lies within an Area of Outstanding Natural Beauty (AONB) and within a Site of Special Scientific Interest (SSSI). These designations create a contentious choice of site made by the CEGB and the extent of environmental impact is subsequently made more broad. While the conclusions drawn are specific to Langdon Common, the methodology evolved within the project lends itself to further application to other sites in the future. The following Environmental Impact Assessment can, therefore, be seen as a step towards the reconciliation of the acceptable siting of wind turbines in the UK and the capacity of the planning system to regulate such development.This paper by Alex Steele received the Institution of Environmental Sciences award and First Prize for the best undergraduate environmental project in the UK in 1989. Summary It is possible to distinguish four target groups for tertiary environmental education: the Technical Group, the Subject Specialist Group, the Management Group and the Lay Group. Each of these groups requires different sets of skills and abilities. The Technical Group needs to know how to measure environmental parameters. The Subject Specialist Group needs to know about environmental systems. The Management Group needs to have the skills and abilities to resolve complex environmental issues and problems. The Lay Group needs to have attitudes, philosophies and values about the environment. Each of these in turn require different teaching strategies. For the Technical Group, practical experimental teaching methods based on the traditional subject approach appear to be the most suitable. The Subject Specialist Group needs presentational methods based on either an infusion approach or a new subject approach. For the Management Group, a combination of high level disciplinary teaching combined with intensive short skills courses and more extensive junctions or environmental encounters, all of which make use of practice methods of teaching, are suggested. For the Lay Group, experiential methods, where the student's attitudes are challenged by experiences in either an in-service situation or through simulation exercises, seem to be most appropriate.Dr David Stokes is Dean of the Faculty of Applied Science and Head of the Department of Environmental Studies at Victoria College, and Bruce Crawshaw is currently a lecturer seconded to the Universiti Pertanian Malaysia.  相似文献

Summary Radical environmentalists consider the environmental crisis to be ultimately one of culture and character. However, in analyses and strategies for social transformation, non-feminist greens have generally accepted the Patriarchal conception of human motivation, which is based on a rational, impersonal (read Masculine) model of Man. Thus, it is implicitly assumed that the motivations underlying the environmental crisis are greed or self-interest (deemed rational motives in Western Patriarchal culture). Owing to this male-centred perspective on human nature, green strategies have ultimately relied on an appeal to reason. This, at least, has failed relative to the accelerating pace of environmental destruction.It is argued that a focus on the abuse of power leads to a more useful analysis of the causes of human oppression and environmental exploitation. The abuse of power can be understood as an attempt to overcompensate for unmet emotional needs (e. f. for love, recognition, and a sense of belonging) through an excessive drive for gratification in other dimensions of life. In Patriarchal thought, emotional needs are largely denied, being non-rational and non-masculine, and hence have also been largely ignored in social policy. Summary The labelling of ecofriendly products has been introduced in a number of developed countries to assist in the protection of the environment. Recently, developing countries like India, have introduced the scheme. This paper examines the steps involved in establishing the Indian Ecomark. For the successful implementation of the scheme the effective coordination of a number of agencies is necessary. Consumers, as well as manufacturers, have to be educated in the longterm benefits of the scheme. Initiatives necessary for the successful implementation of Ecomark have been highlighted.Mr S. S. A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

Floodplain forests are flood-dependent ecosystems. They rely on well-timed, periodic floods for the provision of regeneration sites and on tapered flood recession curves for the successful establishment of seedlings. These overbank flood events are described as regeneration flows. Once floodplain forest trees are established, in order to grow they also require adequate, although variable, river stage levels or maintenance flows throughout the year. Regeneration flows are often synonymous with flood flows and only occur periodically. There is a disparity between this need for varied interannual flows over the decadal time frame and the usual annual cycle of flow management currently used by most river management agencies. Maintenance flows are often closer to established minimum flows and much easier to provide by current operational practices.A number of environmental flow methodologies, developed in North America, Australia, and South Africa are described in this review. They include the needs of the floodplain environment in the management and allocation of river flows. In North America, these methodologies have been put into practice in a number of river basins specifically to restore floodplain forest ecosystems. In Australia and South Africa, a series of related holistic approaches have been developed that include the needs of floodplain ecosystems as well as in-channel ecosystems. In most European countries, restoration of floodplain forests takes place at a few localized restoration sites, more often as part of a flood-defense scheme and usually not coordinated with flow allocation decisions throughout the river basin. The potential to apply existing environmental flow methodologies to the management of European floodplain forests is discussed.  相似文献

It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration.  相似文献

Biotechnology applied to traditional foodanimals raises ethical issues in three distinctcategories. First are a series of issues that arise inthe transformation of pigs, sheep, cattle and otherdomesticated farm animals for purposes that deviatesubstantially from food production, including forxenotransplantation or production of pharmaceuticals.Ethical analysis of these issues must draw upon theresources of medical ethics; categorizing them asagricultural biotechnologies is misleading. The secondseries of issues relate to animal welfare. Althoughone can stipulate a number of different philosophicalfoundations for the ethical assessment of welfare,most either converge on Bernard Rollins principle ofwelfare conservation (Rollin, 1995), or devolve intodebates over the ethical significance of animaltelos or species integrity. The principle of welfareconservation prohibits disfunctional geneticengineering of food animals, but would permit alteringanimals biological functions, especially when (as inmaking animals less susceptable to pain or suffering)do so improves an individual animals well being.Objections to precisely this last form of geneticengineering stress telos or species integrity asconstraints on modification of animals, and thisrepresents the third class of ethical issues. Most whohave formulated such arguments have failed to developcoherent positions, but the notion of species being,derived from the 19th century German tradition,presents a promising way to analyze the basis forresisting the transformation of animal natures.  相似文献
