Two years of experience with EIA in Flanders (northern Belgium) was evaluated in order to gain perspective on the effectiveness of the administrative procedure. The four essential characteristics of the EIA procedure that were evaluated are: completeness, open and public character, objectivity, and verifiability. Representatives of all parties involved in the EIA procedure were interviewed. The result of the evaluation is a list of major problems with EIA. Recommendations for a more efficient procedure are suggested at a time when a proposal for a new, comprehensive, and permanent EIA decree is being discussed. The evaluation of the administrative procedure for EIA in Flanders shows that several vital characteristics of the EIA procedure are lacking. This reduces the obligatory and open nature of the process, resulting in insufficient guarantees that the environment receives the altention it deserves during the decision-making process.  相似文献

Impact scoping is the process of identifying important issues of a proposal and focusing the environmental impact assessment (EIA) on the high-priority issues. Although impact scoping in one form or another has been inherent to EIA for some time, documentation of its development and discussion of refinements to impact scoping processes have not been forthcoming. This article traces the development of impact scoping through time and highlights the need for such processes in EIA. A focused environmental assessment (FEA) approach to impact scoping that is suitable for implementation in an EIA is presented here and advantages of its use are delineated. FEA is a three-staged process that encourages impact scoping through progressive steps including impact identification, assessment and management planning. FEA combines a suite of EIA methods including: issues matrices, impact hypotheses, valued ecosystem components, and stakeholder participation sessions to effectively integrate impact scoping with EIA.  相似文献

Life cycle impact assessment (LCIA) is performed to quantitatively evaluate all environmental impacts from products, systems, processes and services. However, LCIA does not always provide valuable information for choosing among alternatives with different specifications, functionalities and lifetimes. The objectives of this study are (1) to propose environmental indicators to evaluate environmental efficiency and value qualitatively and quantitatively on the basis of analogies to financial and economic indicators, and (2) to present the application of the indicators. Incremental evaluation using a reference is employed to obtain the environmental indicators. The environmental efficiency indicators are conceptually based on the ratios of reduced environmental burdens returned to environmental burdens required: environmental return on investment, environmental payback period and environmental internal rate of return. The environmental value indicator is the sum of all reduced and required environmental burdens: i.e., environmental net present value. All the environmental indicators can be used to compare and rank the environmental efficiencies or values of alternatives. The environmental efficiency indicators can be applied to a new environmental labeling. The concept of eco-efficiency labeling is developed by combining the environmental efficiency indicators with financial indicators. A case study is performed to illustrate the necessity and importance of the environmental indicators. These environmental indicators can help easily communicate LCIA results in the field of environmental management.  相似文献

In this paper the existing body of theory is reviewed to highlight the need for further attention to be paid to the EIA/management relationship. In particular it is shown that the majority of the literature to date has concentrated on the influence of EIA leading up to and including the decision to proceed or not with the proposed action. Less attention has been paid to the extension of the influence of EIA beyond this point to inform the process of ongoing environmental management. This relationship is then explored by reference to the Western Australian EIA system. One of the strengths of this system is its focus upon the implementation and management of proposed developments. The outcome of EIA is generally an approval to proceed with the development subject to meeting a suite of environmental design and management objectives.  相似文献

Carbon cycling analysis is presented as a means for assessing anthropogenic perturbations in an ecosystem. Data from oligotrophic, eutrophic, and dystrophic (bog) lakes are used to show general trends in the lacustrine carbon cycle. The oligotrophic lake is an unstressed system and the eutrophic lake is under nutrient enrichment with high algal standing crops and productivity. The bog lake is a pH-stressed environment that is primarily a grazing ecosystem. It is hoped that a more effective environmental impact assessment will result from the use of carbon cycling as a unifying concept in ecosystem analysis.  相似文献

Environmental impact assessment (EIA) procedures have been in existence in the People's Republic of China over the last decade. The impetus for China's introduction of EIA was provided by the Environmental Protection Law of the People's Republic of China, which was adopted by the Fifth National People's Congress in 1979. The EIA process, which is administrative and not statutorily mandated, has been applied primarily to construction projects. Four stages are typically involved in an EIA investigation: design of the investigation, evaluation of background environmental quality, prediction of environmental impacts, and an assessment and analysis of the environmental impacts. A variety of approaches is used for predicting and analyzing environmental impacts, ranging from ad hoc methods to fairly sophisticated mathematical models. The results of the EIA investigation are compiled in an environmental impact statement, which is used as the basis for decision making by personnel in environmental protection departments. The EIA process does not include provisions for citizen notification or involvement. Views differ concerning the effectiveness of the EIA program in protecting China's natural, social, and cultural environments. Some hold that the EIA program has brought about improvement in environmental protection, while critics contend that the program has had little effect in the prevention of pollution. However, most, if not all, observers seem to feel that the program should be continued and improved. A major avenue for improvement is to place the evaluation of a particular project in a regional context. Until recently, relatively little attention has been paid to the problem of enforcing mitigation measures identified in environmental impact assessment. Present or proposed enforcement systems in the USA, New South Wales, South Australia, and Western Australia are described and discussed. Although the best enforcement system would depend on the local social, political, and legal systems, five universally desirable features are identified. First, a comprehensive coordinated monitoring and reassessment system is needed. Second, the agencies concerned must have adequate resources to do the work and incentives to carry it out well. Third, there must be the necessary legal powers. Fourth, provision must be made for changing the conditions based on experience. And fifth, the system should be equally effective against private companies and public authorities.  相似文献

This article provides an objective integrated environmental impact assessment of the Gulf War consequences. The environmental damage was evaluated and found to be significantly exaggerated by the media and speculators. The total amount of burned crude oil was calculated to be 52.5 million metric tons. Most air pollution field measurements were comparable to those found in Western cities. The health impact associated with such exposure was found to be minimal. The total amount of oil released into the marine environment ranged between 2 and 4 million barrels, much less than the early estimation of 12–14 million barrels. The marine environment is expected to recover much faster than earlier anticipations. Unlike water and air, soil pollution is likely to persist for some years to come.  相似文献

How does knowledge management (KM) by a government agency responsible for environmental impact assessment (EIA) potentially contribute to better environmental assessment and management practice? Staff members at government agencies in charge of the EIA process are knowledge workers who perform judgement-oriented tasks highly reliant on individual expertise, but also grounded on the agency’s knowledge accumulated over the years. Part of an agency’s knowledge can be codified and stored in an organizational memory, but is subject to decay or loss if not properly managed. The EIA agency operating in Western Australia was used as a case study. Its KM initiatives were reviewed, knowledge repositories were identified and staff surveyed to gauge the utilisation and effectiveness of such repositories in enabling them to perform EIA tasks.  相似文献

The problem of management of industrial residuals can be reduced through a rational system for siting and planning major industrial facilities. In the United States, Wyoming has moved in the direction of establishing a one-stop permitting system that provides important information for air and water quality planning and solid waste management with a minimum of regulatory overlap. This paper describes Wyoming's Industrial Development Information and Siting Act of 1975 and suggests ways in which the Wyoming permitting system can be improved and applied elsewhere.  相似文献

The mineral industries have always had significant environmental problems. Dealing with them is in many cases technically possible, but the cost is often prohibitive in an industry with uniform products and much trade. As a possible solution, it is suggested to make mineral products less uniform and more distinguishable in terms of the environmental impacts involved in producing a specific shipment or volume of mineral; this could be combined with means to identify each shipment. Such action would require identification techniques and, more particularly, clear and unequivocal evidence regarding environmental impacts at all stages of production.  相似文献

Risk assessment and environmental impact assessment have developed as separate traditions. While environmental impact assessment is a broad field that includes all activities that attempt to analyze and evaluate the effects of human and related actions on the environment, risk assessment has been concerned with the relatively well-defined regulatory problems and employs formal quantitative analysis of the probability of specific undesired events, such as cancer. Risk analytic approaches, particularly the explicit treatment of uncertainty, can significantly contribute to environmental assessments. This article discusses the type and sources of uncertainty in environmental assessments, techniques for their quantification, and ways to use uncertainty estimates to calculate probabilities of effects or probabilities of exceeding environmental standards and to determine the need for mitigation or additional research.This article was presented at the International Institute of Applied Systems Analysis, Task Force Meeting on Risk and Policy Analysis under Conditions of Uncertainty, Laxenburg, Austria, November 1985.  相似文献

Environmental impact assessment (EIA) has been promoted as an instrument for preventive environmental management in construction projects, but its performance in safeguarding the environment through influencing project decision-making is questioned. This paper probes the underlying reasons from a governance perspective as an important supplement to the regulatory and technical perspectives. A framework, with process integration, professional governance, and public engagement being its key components, is proposed to analyze the governance arrangements that enable or inhibit the effective functioning of EIA, based on which a comparative study of three infrastructure projects in China, the United States and Finland was conducted. The results reveal that, while the level of process integration and public engagement of EIA determines the degree to which EIA influences project decisions, it is the professional governance that controls the accountability of EIA. The paper has implications on institutionally where efforts should be directed to improve the performance of EIA.  相似文献

Insects are particularly suited for use in environmental impact assessment (e.i.a.) because of their high species diversity, ubiquitous occurrence, and importance in the functioning of natural ecosystems. Examples are given of the use of insects in the predictive phase of e.i.a., in the monitoring and assessment phase, and in the much rarer instance of an e.i.a. that includes both of these phases. An info-tech complex is proposed for 286 acres (116 ha) of land within the East Calcutta wetlands. The proposed site is 15 km east of Kolkata city and only 8 km south of Dum Dum airport. The site is vacant, with pockets of agricultural land and a few degrading water-logged areas. In order to assess the likely impact of the proposed development on the environment, a rapid environmental impact assessment of an area of 10 km radius from the centre of the project site was carried out. The present status of the environment with respect to ambient air, surface water, groundwater, soil, landuse, noise, and socio-economics of the core and buffer zone has been documented and correlated with 24 project activities during construction, development and operational phases. The frequency of adverse impacts is greater than that of beneficial impacts. Out of the total adverse impacts 20 are short term, reversible and have a low magnitude. The total impact score for the proposed project is (–)468.75 and as per the Assessment Value Index Scale the environmental impact of the proposed project activities is no appreciable impact. But there are certain sectors where the environment will be adversely impacted. Therefore, appropriate measures have been suggested to ameliorate the adverse impacts. It is envisaged that if these measures are implemented then there will be an improvement in the quality of the environment, as well as life, by 687.5 units.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Since environmental impact assessment (EIA) is concerned primarily withsignificant environmental impacts, the concept of impact significance deserves to be defined and applied rigorously. In this article use of the term over the past 15 years in EIA documentation is reviewed. Some recent attempts at elucidating the concept are summarized. Four perspectives on impact significance that emerged from a series of workshops on the ecological basis for EIA are presented. These perspectives include (a) statistical (related to problems of isolating project-induced changes from natural variation), (b) ecological (related to the importance of project-induced changes from a purely ecological perspective), (c) social (related to the acceptability of project-induced changes in important environmental attributes), and (d) project (related to whether project-induced changes will indeed influence project decision making). The following synthesis is proposed: Any exercise in judging the significance of an environmental impact should thoroughly consider (a) the importance of the environmental attribute in question to project decision makers, (2) the distribution of change in time and space, (c) the magnitude of change, and (d) the reliability with which change has been predicted or measured. The implications of considering these factors are discussed.  相似文献

A method is described for the rapid survey and determination of the ecological value of woodlots. The three dominant tree species in a stand are given a visual ranking that is converted to awoodlot index through the use of species adaptation values. The woodlot index is scaled by presettlement vegetation type to yield awoodlot scale. The ecologically most valuable woodlots in a region are identified by using the woodlot scale and data on woodlot area, human disturbance, and tree density. The woodlot index corresponds closely to results from conventional methods of woodlot surveys. This method should be valuable to land-use planners for environmental impact assessment and regional planning.  相似文献
