采用网络信息平台和水环境模型相结合的技术手段,构建了钱塘江突发水污染事故应急系统。该系统旨在帮助应急管理部门快速应对钱塘江流域突发性水污染事故,以及保障G20峰会期间钱塘江流域的饮用水源地安全。该系统以水动力模型、溢油和化学品泄漏模型为核心,采用空间关系型中央数据库作为数据管理系统,基于网络GIS技术开发而成。通过对钱塘江流域历史事故的反演,验证了该系统的准确度和可靠性。在该系统的基础上,构建了钱塘江流域典型流场库和典型突发水污染事故情景库,以实现快速应对G20峰会期间钱塘江流域突发水污染事故风险。  相似文献

DOI: 10.1111/j.1752‐1688.2010.00491.x Abstract: Over the last five years, Clean Water Services developed and implemented a program to offset thermal load discharged from its wastewater facilities to the Tualatin River by planting trees to shade streams and augmenting summertime instream flows. The program has overcome challenges facing many of the nation’s water quality trading programs to not only gain consensus on the frameworks needed to authorize trading, but also provide a broad range of ecosystem services. A. I. Johnson, President-elect of AWRA, was elected President of the International Commission on Subsurface Water at the International Union of Geodesy and Geophysics meeting in Moscow in August. Mr. Johnson, who was a member of the U.S. delegation to the meeting, also presented a paper at the meeting on "Ground Water and the International Association of Scientific Hydrology, 1967-1970," and served as Rapporteur for the Symposium on Pollution of Ground Water.

DOI: 10.1111/j.1752-1688.2012.00665.x Abstract: The water of the Colorado River of the southwestern United States (U.S.) is presently used beyond its reliable supply, and the flow of this river is forecast to decrease significantly due to climate change. A recent interim report of the Colorado River Basin Water Supply and Demand Study is the first acknowledgment of these facts by U.S. federal water managers. In light of this new stance, we evaluate the current policy of adaptation to water shortages in the Colorado River Basin. We find that initial shortages will be borne only by the cities of Arizona and Nevada and farms in Arizona whereas the other Basin states have no incentive to reduce consumptive use. Furthermore, the development of a long-term plan is deferred until greater water scarcity exists. As a potential response to long-term water scarcity, we evaluate the viability of an interstate water market in the Colorado River Basin. We inform our analysis with newly available data from the Murray-Darling Basin of Australia, which has used interstate water trading to create vital flexibility during extreme aridity during recent years. We find that, despite substantial obstacles, an interstate water market is a compelling reform that could be used not only to adapt to increased water scarcity but also to preserve core elements of Colorado River Basin law.  相似文献

Contaminated sediments are receiving increasing recognition around the world, leading to the development of various sediment quality indicators for assessment, management, remediation, and restoration efforts. Sediment chemistry represents an important indicator of ecosystem health, with the concentrations of contaminants of potential concern (COPCs) providing measurable characteristics for this indicator. The St. Louis River Area of Concern (AOC), located in the western arm of Lake Superior, provides a case study for how numerical sediment quality targets (SQTs) for the protection of sediment-dwelling organisms can be used to support the interpretation of sediment chemistry data. Two types of SQTs have been established for 33 COPCs in the St. Louis River AOC. The Level I SQTs define the concentrations of contaminants below which sediment toxicity is unlikely to occur, whereas the Level II SQTs represent the concentrations that, if exceeded, are likely to be associated with sediment toxicity. The numerical SQTs provide useful tools for making sediment management decisions, especially when considered as part of a weight-of-evidence approach that includes other sediment quality indicators, such as sediment contaminant chemistry and geochemical characteristics, sediment toxicity, and benthic macroinvertebrate community structure. The recommended applications of using the numerical SQTs in the St. Louis River AOC include: designing monitoring programs, interpreting sediment chemistry data, conducting ecological risk assessments, and developing site-specific sediment quality remediation targets for small, simple sites where adverse biological effects are likely. Other jurisdictions may benefit from using these recommended applications in their own sediment quality programs.  相似文献

Summary In Queensland, Australia, instream resources planning ranges from "fragmentary" to overlooked. But the State of Queensland, with engineer dominant water management, is only a little behind some other Australian States and Western countries in evaluating the environmental uses and values of river systems. Management is pragmatic about its abundant water endowment! Highly contrasting biophysical environments, from arid to tropical rainforest, as well as a dominance of ephemeral river systems should not preclude instream assessment. The new coastal $A430 million, Burdekin Falls Dam, the "1800's dream" has radically altered that river and delta region for economically amorphous agricultural purposes and, seemingly, to encourage crocodiles to recreate. In comparison, the "urbanised" Brisbane River is the focus of southern state water use competition issues such as flooding, eutrophication, turbidity, public access, preservation of river islands, sand and gravel mining, and recreation. A veritable host of river related management authorities preside!Dr Diana Day is trained as a fluvial geomorphologist and a water policy analyst. Her research has focused on natural resources management especially related to water and soil/land assets. Dr Day is an editor of the newAustralian Journal of Soil and Water Conservation. Her many publications include a recent book entitledWater and Coal -Industry, Environment and Institutions in the Hunter Valley, N.S.W., published by The Australian National University, Canberra, where until recently she was a Research Fellow. ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00671.x Abstract: Water resources are becoming increasingly stressed under the influence of climate change and population growth in the Haihe River Basin, Northern China. Assessing the temporal and spatial variability of water supply stress is urgently needed to mitigate water crisis caused by water resource reallocation. Water supply and use data were compiled for the time period of 1998‐2003 in this synthesis study. The Water Supply Stress Index (WSSI) as defined as Water Demand/Water Supply was used to quantitate whether water supply could meet the demand of human activities across the study region. We found a large spatial gradient of water supply stress in the study region, being much higher in the eastern subbasins (ranging from 2.56 to 4.31) than the west subbasins (ranging from 0.56 to 1.92). The eastern plain region not only suffered more serious water supply stress but also had a much higher interannual variability than the western hilly region. The uneven spatial distribution of water supply stress might result from the distribution of land use, population, and climate. Future climate change and rapid economic development are likely to aggravate the existing water crisis in the study region.  相似文献
