To create a truly circular economy requires a shift from the traditional view of waste disposal to one of resource management. This is particularly important in developing countries, where municipal waste generation is increasing, and efficient recovery of economic value from waste is rarely achieved. Conducted in the University of Lagos (UoL), Nigeria, this study investigated the efficiency of a recycling scheme with the goal of making recommendations to improve the process. UoL’s recycling policy centers around source segregation of waste into color-coded bins. Waste audit was carried out using the output method and interviews were conducted with staff from the waste management team to understand practices on campus. Substantial contamination of colored bins with non-target material was observed. Organics (30%), mixed plastics (28%) and paper (24%) were the most abundant materials, hence have the greatest potential for recovery, and income generation, if segregation rates could be improved. Despite its recycling policy and infrastructure, 99% of UoL waste was going to landfill. Poor policy implementation results in low recovery rates. Targeted waste reduction and increased material recovery would enhance efficiency. Improved awareness of recycling benefits, in addition to policy enforcement, could serve as tools to increase stakeholder participation in recycling.

The large waste generation has become one of the worldwide environmental problems. Circular economy has been seen as a way to tackle its urgent problems of environmental degradation and source scarcity. In recent years, under the concepts of circular economy, waste prevention through “Reduce, Reuse and Recycle” (3R) rules have attracted a broad concern in China. China has made some great achievements on waste management, and at the same time is facing many challenges. It is very necessary to share the management experiences and practices with the scholars and managers in other countries. This review covered the current situation and progress of circular economy development from the perspective of the legal regime and project practices, and the recycling practices of typical waste. The typical household wastes, including municipal solid wastes (MSW), e-waste, and end of life vehicles (ELV), were studied as the typical cases. Based on an examination of the statistical results, we also identified the potential problems and challenges for waste prevention through 3R in China. Finally, we provided some effective measures to further improve the waste management and recycling in China.  相似文献

This article reviews recent progress in material flow analysis and its use in providing resource productivity indicators and is based on developments in Japanese policy toward a sound material-cycle society and in international forums such as within the Organisation for Economic Development and Cooperation, covering both institutional and methodological issues. Indicators derived from economy-wide material flow accounts such as direct material inputs are useful to demonstrate the absolute size of a physical economy and to reinforce the need to both reduce consumption of natural resources and limit waste generation. Interpretation of material flows as resources and potential environmental impacts is discussed, and linkages between the size of material flows and specific environmental impacts and damage must be further elaborated for use in environmental policy. Lessons learned from the practical use of resource productivity indicators are also discussed. Additional indicators are needed that can be used to evaluate the performance of microeconomic contributors. The need for an integrated approach that links upstream resource issues and downstream waste issues through the 3Rs concept or the circular economy/society concept is attracting increasing attention. Consequently, the accumulation of reliable scientific knowledge and data in this field in a fully international context is essential.  相似文献

With the increasing demand for energy-saving technologies, neodymium-iron-boron magnets have been widely utilized in high-efficiency motors. However, the reserves of neodymium, which is a rare earth element (REE), are limited; thus, a strategy for scaling up the REE supply is highly required. In this study, a scenario assessment was conducted to evaluate the effect of material recycling of neodymium from final product waste. Domestic substance flow analysis of neodymium was conducted by focusing on the waste flow of the final product. Moreover, the demand and waste of neodymium until 2050 were forecasted using various multivariate analysis methods. The results showed that the domestic waste of neodymium was forecasted to be 3866–4217 tons/year by 2050. However, material recycling of neodymium from final product waste may cause an additional increase in production by “circular economy rebound”. Considering that CO2 reduction has also been a global challenge to prevent global warming, the rebound effect was calculated. Therefore, a scenario assessment was conducted to evaluate the influence of this rebound effect by estimating the CO2 reduction. The results of this study are expected to make a significant contribution to the establishment of a new strategy for neodymium recycling.

Municipal solid waste incineration (MSWI) plays an important role in many European waste management systems. However, increasing focus on resource criticality has raised concern regarding the possible loss of critical resources through MSWI. The primary form of solid output from waste incinerators is bottom ashes (BAs), which also have important resource potential. Based on a full-scale Danish recovery facility, detailed material and substance flow analyses (MFA and SFA) were carried out, in order to characterise the resource recovery potential of Danish BA: (i) based on historical and experimental data, all individual flows (representing different grain size fractions) within the recovery facility were quantified, (ii) the resource potential of ferrous (Fe) and non-ferrous (NFe) metals as well as rare earth elements (REE) was determined, (iii) recovery efficiencies were quantified for scrap metal and (iv) resource potential variability and recovery efficiencies were quantified based on a range of ashes from different incinerators. Recovery efficiencies for Fe and NFe reached 85% and 61%, respectively, with the resource potential of metals in BA before recovery being 7.2%ww for Fe and 2.2%ww for NFe. Considerable non-recovered resource potential was found in fine fraction (below 2 mm), where approximately 12% of the total NFe potential in the BA were left. REEs were detected in the ashes, but the levels were two or three orders of magnitude lower than typical ore concentrations. The lack of REE enrichment in BAs indicated that the post-incineration recovery of these resources may not be a likely option with current technology. Based on these results, it is recommended to focus on limiting REE-containing products in waste for incineration and improving pre-incineration sorting initiatives for these elements.  相似文献

Incineration of municipal solid waste is a debated waste management technology. In some countries it is the main waste management option whereas in other countries it has been disregarded. The main discussion point on waste incineration is the release of air emissions from the combustion of the waste, but also the energy recovery efficiency has a large importance.The historical development of air pollution control in waste incineration was studied through life-cycle-assessment modelling of eight different air pollution control technologies. The results showed a drastic reduction in the release of air emissions and consequently a significant reduction in the potential environmental impacts of waste incineration. Improvements of a factor 0.85–174 were obtained in the different impact potentials as technology developed from no emission control at all, to the best available emission control technologies of today (2010).The importance of efficient energy recovery was studied through seven different combinations of heat and electricity recovery, which were modelled to substitute energy produced from either coal or natural gas. The best air pollution control technology was used at the incinerator. It was found that when substituting coal based energy production total net savings were obtained in both the standard and toxic impact categories. However, if the substituted energy production was based on natural gas, only the most efficient recovery options yielded net savings with respect to the standard impacts. With regards to the toxic impact categories, emissions from the waste incineration process were always larger than those from the avoided energy production based on natural gas. The results shows that the potential environmental impacts from air emissions have decreased drastically during the last 35 years and that these impacts can be partly or fully offset by recovering energy which otherwise should have been produced from fossil fuels like coal or natural gas.  相似文献

Substances may enter the economy and the environment through both intentional and non-intentional flows. These non-intentional flows, including the occurrence of substances as pollutants in mixed primary resources (metal ores, phosphate ores and fossil fuels) and their presence in re-used waste streams from intentional use may have environmental and economic consequences in terms of pollution and resource availability. On the one hand, these non-intentional flows may cause pollution problems. On the other hand, these flows have the potential to be a secondary source of substances.This article aims to quantify and model the non-intentional flows of lead, to evaluate their long-term environmental consequences, and compare these consequences to those of the intentional flows of lead. To meet this goal, the model combines all the sources of non-intentional flows of lead within one model, which also includes the intentional flows.Application of the model shows that the non-intentional flows of lead related to waste streams associated with intentional use are decreasing over time, due to the increased attention given to waste management. However, as contaminants in mixed primary resources application, lead flows are increasing as demand for these applications is increasing.  相似文献

In April 1986 the Nordic Council of Ministers recommended that the Nordic countries use a specific method for measurements of polychlorinated dibenzo-p-dioxins (PCDD) and dibenzofurans (PCDF) in flue gas emissions from waste combustion. The recommended protocol, which will be re-evaluated in a years time, includes the following.A one week registration period during which the plant is studied by continuous registration of a number of operating and emission parameters. The sampling period is included in this time.A sampling procedure based on a heated filter followed by a condenser, a bottle for the condensate and an adsorbent column. Before the sampling, at least two labelled PCDD are added to the filter.No specified analytical procedure. A labelled PCDF is added before the clean-up procedure and an injection standard before the final analysis. The laboratory is free to use any method that gives at least 25% recovery of the sampling standards and 50% recovery of the clean-up standard.Reporting requirements include homologue specific results for PCDD and PCDF containing four to eight chlorine atoms as well as isomer-specific results for the “dirty dozen”. The results should be compensated for incomplete recoveries and the factors used should be reported.  相似文献

Reduce, reuse, and recycle (3R) policies form the basis of waste management and global warming countermeasures globally, so we conducted a comparative study of 3R and waste management policies in the European Union (EU), USA, Korea, Japan, China, and Vietnam. An international workshop for 3R and waste management policymakers was held in Kyoto, Japan, and a bibliographic survey was also conducted to collect data. 3R policies are clearly given priority in the hierarchy of waste management in every country studied. Thermal recovery, which includes power generation from waste heat and methane gas collected from organic waste, is also a priority; this is consistent with the increased use of countermeasures to reduce greenhouse gas (GHG) emissions. In the EU, waste management is characterized by practical and effective 3R policies through the development of realistic regulations and by the policymakers??desire to simplify management systems. The policy ideal in China, however, is the development of a circular economy that targets reductions in the amount and hazardousness of waste. Limits on the number of final disposal sites, strategies for procuring resources, and GHG emission countermeasures are closely linked with 3R policies, and further development of 3R policies in parallel with such issues is expected.  相似文献

Construction and demolition (C&D) waste is a pressing issue not only in Malaysia, but it is also a worldwide concern including the developed countries as well. C&D waste should be managed throughout the construction cycle. The concept of circular economy (CE) is an emerging notion that has the potential to be utilized as waste minimization approach. This paper aims to assess the potentials of incorporating the CE concept as an approach to minimizing C&D wastes, by developing a CE-based theoretical framework for C&D waste management in Malaysia. In line with this objective, a systematic review has been conducted to determine how CE can be operationalised as a strategy to minimize wastes, while considering it as a key factor for mitigating the environmental impacts. Based on the literature review, a CE-based theoretical framework has been proposed using Malaysia as a case study. The framework has been developed following a three-layer approach namely micro-, meso-, and macro-levels. Waste minimization strategies have been identified for each level taking into account the main stages in the construction industry, i.e., planning, designing, procurement, construction, and demolition. Mismanagement of solid waste leads to public health risks, adverse environmental impacts and other socio-economic problems. This is obvious in many developing countries around the world. Currently, several countries have realized that the way they manage their solid wastes does not satisfy the objectives of sustainable development. Therefore, these countries, including Jordan, which forms the case study presented here, have decided to move away from traditional solid waste management (SWM) options to more integrated solid waste management approaches. Unfortunately, in many developing countries like Jordan, the lack of adequate resources to implement the necessary changes is posing a serious obstacle. The present paper discusses the various practices and challenges of solid waste management in Jordan from both a technical and economic perspective. An overview of the current practices and their environmental implications in three major cities of the country, which generate more than 70% of the country's solid waste, is presented. Recent literature on solid waste management in Jordan has been reviewed; and data on the total amount of municipal solid waste generated, compositional variations over the last two decades, and future projections are presented. The necessity, importance and needs of solid waste recovery and reuse are identified. The review of the legal frameworks indicated that there is a need for detailed and clear regulations dealing specifically with solid waste. The service cost analysis revealed that none of the municipalities in Jordan sufficiently recover the cost of the services, with more than 50% being subsidized from the municipalities' budgets. The allocation of the available resources was analyzed and service performance indicators assessed. Factors that should be taken into consideration when making the decision to move from a traditional SWM approach to a more integrated approach are highlighted and suggestions for a more smooth transition are recommended.  相似文献

Limited to insufficient land resources, incinerators are considered in many countries such as Japan and Germany as the major technology for a waste management scheme capable of dealing with the increasing demand for municipal and industrial solid waste treatment in urban regions. The evaluation of these municipal incinerators in terms of secondary pollution potential, cost-effectiveness, and operational efficiency has become a new focus in the highly interdisciplinary area of production economics, systems analysis, and waste management. This paper aims to demonstrate the application of data envelopment analysis (DEA) – a production economics tool – to evaluate performance-based efficiencies of 19 large-scale municipal incinerators in Taiwan with different operational conditions. A 4-year operational data set from 2002 to 2005 was collected in support of DEA modeling using Monte Carlo simulation to outline the possibility distributions of operational efficiency of these incinerators. Uncertainty analysis using the Monte Carlo simulation provides a balance between simplifications of our analysis and the soundness of capturing the essential random features that complicate solid waste management systems. To cope with future challenges, efforts in the DEA modeling, systems analysis, and prediction of the performance of large-scale municipal solid waste incinerators under normal operation and special conditions were directed toward generating a compromised assessment procedure. Our research findings will eventually lead to the identification of the optimal management strategies for promoting the quality of solid waste incineration, not only in Taiwan, but also elsewhere in the world.  相似文献

Managing Construction and demolition waste (CDW) is a severe and growing urban challenge, particularly in post-conflict countries. Though Kosovo has significantly rebuilt and developed after the Liberation War, these initiatives have accompanied suboptimal waste management. This research evaluates CDW management in Kosovo by assessing current practices and operations vis-a-vis the legal framework and EU requirements. It identifies instruments and policies capable of ameliorating gaps and proposes a more sustainable and circular CDW management system for Kosovo. Information was primarily collected during on-site visits to Pristina and the surroundings by a cohort of Urban Management Students from the Technische Universität Berlin, students from Kosovo, and the local office of the Gesellschaft für Internationale Zusammenarbeit, GIZ. The analysis identified gaps in Kosovo's CDW management and its observance and enforcement of existing CDW legislation, including an ambiguous licensing system impeding sustainable demolition, storage, and transport; the absence of approved CDW storage options leading to uncontrolled disposal; and an underdeveloped market for recycling and reuse, deterring stakeholders from further pursuit of circular practices. These gaps were compounded by poor recordkeeping, obscuring precise information on CDW streams. Possible instruments and incentives to support Kosovo's transition to a more sustainable CDW management system were then identified.

Sustainable recycling of municipal solid waste in developing countries   总被引:3,自引:0,他引:3  
This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献

The circular economy has been developing rapidly in recent years in China. A legislative system has been created to provide legal protection for the development of a circular economy, including a series of price and tax measures in the waste management area. These measures form the basic foundation for promoting better waste management under the circular economic model. Many challenges, however, remain. For instance, the legal system needs to incorporate more sophisticated science, and China lacks key waste treatment technology that could support the further development of a circular economy. There is also a need to educate the public about the concept of the circular economy and its benefits. Specific suggestions are made for the development and implementation of the circular economic model.  相似文献

World Bank research on appropriate technology for water supply and waste disposal has revealed a need for further research and development in integrated systems for recovery and utilization of household and community wastes. Technology options including resource recovery are reviewed with special emphasis on constraints arising particularly in developing countries. Cost control and recovery is complex, and it has rarely if ever been demonstrated that a potential exists for making a solid waste management project profitable in its entirity. Solid waste management represents a net cost which may be minimized by better operations and appropriate recycling. Financial and economic backgrounds including tax structures have an overriding influence on apparent costs, and sound financial management is essential. Hazards of relying on the commercial sector alone to manage waste collection and disposal are emphasized as well as the long term problems with highly sophisticated equipment in countries that lack Foreign exchange and local skills for their maintenance and repair.  相似文献

This article makes an attempt to answer the three questions of why China is devoting its full effort to promoting a circular economy, what a circular economy is, and how to implement a circular economy in China. The evolutionary process of a circular economy in China, from introduction of the concept and the relevant actions of national decision making to demonstration of the system nationwide, has taken only around 6 years, with strong encouragement from politicians and the urgent need to cope with environmental pollution and a severe shortage of natural resources. The circular economy in China is now being actively implemented at three levels: enterprises, eco-industrial parks, and regions. The consolidated theoretical bases of ecology and economics have helped the circular economy to define its position as a new economic model to effectively resolve the problems of resources and the environment. In this regard, material flow management is naturally a unique planning and management method for implementation of a circular economy, and eco-efficiency is a good indicator to measure circular economic activities. Of particular significance has been initiation of the legislative process for the Circular Economy Law, which is among a number of initiatives developing core policies for a circular economy in China. Stringent enforcement of a set of policies for energy saving and pollution abatement nowadays in China will certainly create an enabling environment for the development of a circular economy.  相似文献

In this article, we clarify the current status of Japanese exports and Chinese imports of secondary resources. A total of around 10 million metric tons (t) of secondary resources are exported annually from Japan to China, Hong Kong, and Korea. Hong Kong plays the role of a transshipment point, especially regarding the trade in plastic waste, and China imports much from the USA and Japan, often through Hong Kong. The secondary resources exported from Japan include both byproducts from manufacturing processes and end-of-life products or materials. The great demand in China, and the difference in prices between countries, drive this transboundary shipment, although Japan has enacted various recycling laws that were implicitly intended to promote domestic recycling. In China, the imported secondary resources are recycled, usually by means of primitive and low-cost hand labor. The greatest concern is whether there are still improper (illegal or polluting) recycling activities in China. International material cycles should prevent environmental pollution and ensure efficient resource utilization. To that end, the following measures are needed: cooperative control of the trade of secondary resources between countries, the alignment of domestic laws with the regulations in other countries based on the actual trade activities, and the realization of sound practices for global resources management.  相似文献
