Use of the internet as a trade platform has resulted in a shift in the illegal wildlife trade. Increased scrutiny of illegal wildlife trade has led to concerns that online trade of wildlife will move onto the dark web. To provide a baseline of illegal wildlife trade on the dark web, we downloaded and archived 9852 items (individual posts) from the dark web, then searched these based on a list of 121 keywords associated with illegal online wildlife trade, including 30 keywords associated with illegally traded elephant ivory on the surface web. Results were compared with items known to be illegally traded on the dark web, specifically cannabis, cocaine, and heroin, to compare the extent of the trade. Of these 121 keywords, 4 resulted in hits, of which only one was potentially linked to illegal wildlife trade. This sole case was the sale and discussion of Echinopsis pachanoi (San Pedro cactus), which has hallucinogenic properties. This negligible level of activity related to the illegal trade of wildlife on the dark web relative to the open and increasing trade on the surface web may indicate a lack of successful enforcement against illegal wildlife trade on the surface web.  相似文献

Mass media worldwide has contributed to increasing awareness of the illegal wildlife trade and its significant impact on wildlife conservation. We used mass media coverage as a proxy for macro-level public opinion to analyze the media framing of elephant ivory in 6394 Chinese newspaper articles published from 2000 to 2021 and thus determine the effects of wildlife policies on public opinion. We focused on 2 events: the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) approval of China as a trading partner in the purchase and import of ivory stockpiles from Africa in July 2008 and the Chinese government's announcement of a domestic ivory ban in December 2016. Using latent Dirichlet allocation topic modeling, we identified 8 topics about elephant ivory and grouped them into 3 frames: ivory arts and culture, ivory crimes, and elephant conservation. Over the last 2 decades, topics related to ivory crimes remained the most prevalent in news articles. Topics about ivory arts and culture showed a significant shift in media salience before and after the 2 events (from 0.44 to 0.19 and from 0.08 to 0.15, respectively, p < 0.05), whereas the other 2 frames did not change significantly. Contrary to popular belief, our results indicated that Chinese macro-level public opinion on ivory had become more negative following the CITES approval of ivory importation and less negative after the ivory ban announcement, at least for certain periods. The relationship between mass media, public opinion, and wildlife trade policies is complex and requires further examination of the sociopolitical dynamics that influence media narratives. Our results showed the value of topic modeling in monitoring and assessing media representations of wildlife issues in the era of big data. Conservationists should remain vigilant of mass media coverage and collaborate with media practitioners to produce comprehensive narratives on wildlife issues if resources permit.  相似文献

Ornamental horticulture has been identified as an important threat to plant biodiversity and is a major pathway for plant invasions worldwide. In this context, the family Cactaceae is particularly challenging because it is considered the fifth most threatened large taxonomic group in the world; several species are among the most widespread and damaging invasive species; and Cactaceae is one of the most popular horticultural plant groups. Based on the Convention on International Trade in Endangered Species of Wild Flora and Fauna and the 11 largest online auction sites selling cacti, we documented the international cactus trade. To provide an in‐depth look at the dynamics of the industry, we surveyed the businesses involved in the cactus trade in South Africa (a hotspot of cactus trade and invasions). We purchased seeds of every available species and used DNA barcoding to identify species to the genus level. Although <20% of this trade involved threatened species and <3% involved known invasive species, many species were identified by a common name. However, only 0.02% of the globally traded cacti were collected from wild populations. Despite a large commercial network, all South African imports (of which 15% and 1.5% were of species listed as threatened and invasive, respectively) came from the same source. With DNA barcoding, we identified 24% of the species to genus level. Based on our results, we believe that if trade restrictions are placed on the small proportion of cacti that are invasive and there is no major increase in harvesting of native populations, then the commercial trade in cactus poses a negligible environmental threat. However, there are currently no effective methods for easily identifying which cacti are traded, and both the illicit harvesting of cacti from the wild and the informal trade in invasive taxa pose on‐going conservation challenges.  相似文献

Knowing how much biodiversity is captured by protected areas (PAs) is important to meeting country commitments to international conservation agreements, such as the Convention on Biological Diversity, and analyzing gaps in species coverage by PAs contributes greatly to improved locating of new PAs and conservation of species. Regardless of their importance, global gap analyses have been conducted only for a few taxonomic groups (e.g., mangroves, corals, amphibians, birds, mammals). We conducted the first global gap analysis for a complete specious plant group, the highly threatened Cactaceae. Using geographic distribution data of 1438 cactus species, we assessed how well the current PA network represents them. We also systematically identified priority areas for conservation of cactus species that met and failed to meet conservation targets accounting for their conservation status. There were 261 species with no coverage by PAs (gap species). A greater percentage of cacti species (18%) lacked protection than mammals (9.7%) and birds (5.6%), and also a greater percentage of threatened cacti species (32%) were outside protected areas than amphibians (26.5%), birds (19.9%), or mammals (16%). The top 17% of the landscape that best captured covered species represented on average 52.9% of species ranges. The priority areas for gap species and the unprotected portion of the ranges of species that only partially met their conservation target (i.e., partial gap) captured on average 75.2% of their ranges, of which 100 were threatened gap species. These findings and knowledge of the threats affecting species provide information that can be used to improve planning for cacti conservation and highlight the importance of assessing the representation of major groups, such as plants, in PAs to determining the performance of the current PA network.  相似文献

The wildlife trade is a billion-dollar global business, involving millions of people, thousands of species, and hundreds of millions of individual organisms. Unravelling whether trade targets reproductively distinct species and whether this preference varies between captive- and wild-sourced species is a crucial question. We used a comprehensive list of all bird species traded, trade listings and records kept in compliance with the Convention on International Trade in Endangered Species (CITES), and a suite of avian reproductive parameters to examine whether wildlife trade is associated with particular facets of life history and to examine the association between life-history traits and captive- and wild-sourced traded volumes over time. Across all trade, CITES listing, and CITES trade, large birds were more likely to be traded and listed, but their longevity and age at maturity were not associated with CITES listing or trade. We found species across almost the full range of trait values in both captive and wild trade between 2000 and 2020. Captive trade volumes clearly associated with relatively longer lived and early-maturing species; these associations remained stable and largely unchanged over time. Trait–volume associations in wild-sourced trade were more uncertain. Only body mass had a clear association, and it varied from negative to positive over time. Although reproductive traits were important in captive-sourced trade, species-level variation dominated trade, with even congeneric species varying greatly in volume despite similar traits. The collection and incorporation of trait data into sustainability assessments of captive breeding facilities are crucial to ensure accurate quotas and guard against laundering.  相似文献

Global demand for elephant ivory is contributing to illegal poaching and significant decline of African elephant (Loxondonta africana) populations. To help mitigate decline, countries with legal domestic ivory markets were recommended by the Convention on International Trade in Endangered Species of Wild Fauna and Flora to close domestic markets for commercial trade. However, implementing stricter regulations on wildlife trade does not necessarily mean compliance with rules will follow. Using an online questionnaire, we examined the relationship between self-reported compliance with ivory trade regulations among 115 ivory traders in the United Kingdom and 4 dimensions (control, deterrence, legitimacy, and social norms) hypothesized to influence compliance with conservation regulations. Although most traders supported regulations, a large number did not always check that they comply with them when trading objects containing ivory. The main factors influencing compliance with ivory trade regulations were traders’ ability to comply and their perceptions of the regulations and punishments to deter illegal trade. These findings demonstrate the utility of conservation criminology to improve wildlife trade regulations and identify opportunities to reduce illegal ivory entering the market in the United Kingdom. Compliance could be improved by clearer regulations that facilitate easier detection of illegal ivory products and stronger prosecution of violations.  相似文献

Abstract:  The international wildlife trade is a principal cause of biodiversity loss, involving hundreds of millions of plants and animals each year, yet wildlife trade records are notoriously unreliable. We assessed the precision of wildlife trade reports for the United States, the world's largest consumer of endangered wildlife, by comparing data from the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) with U.S. Customs data. For both U.S. imports and exports, CITES and Customs reported substantially different trade volumes for all taxa in all years. Discrepancies ranged from a CITES-reported volume 376% greater than that reported by Customs (live coral imports, 2000) to a Customs' report 5202% greater than CITES (conch exports, 2000). These widely divergent data suggest widespread inaccuracies that may distort the perceived risk of targeted wildlife exploitation, leading to misallocation of management resources and less effective conservation strategies. Conservation scientists and practitioners should reexamine assumptions regarding the significance of the international wildlife trade.  相似文献

The escalating illegal wildlife trade (IWT) is one of the most high‐profile conservation challenges today. The crisis has attracted over US$350 million in donor and government funding in recent years, primarily directed at increased enforcement. There is growing recognition among practitioners and policy makers of the need to engage rural communities that neighbor or live with wildlife as key partners in tackling IWT. However, a framework to guide such community engagement is lacking. We developed a theory of change (ToC) to guide policy makers, donors, and practitioners in partnering with communities to combat IWT. We identified 4 pathways for community‐level actions: strengthen disincentives for illegal behavior, increase incentives for wildlife stewardship, decrease costs of living with wildlife, and support livelihoods that are not related to wildlife. To succeed the pathways, all require strengthening of enabling conditions, including capacity building, and of governance. Our ToC serves to guide actions to tackle IWT and to inform the evaluation of policies. Moreover, it can be used to foster dialogue among IWT stakeholders, from local communities to governments and international donors, to develop a more effective, holistic, and sustainable community‐based response to the IWT crisis.  相似文献

The dominant approach to combating the illegal wildlife trade has traditionally been to restrict the supply of wildlife products. Yet conservationists increasingly recognize the importance of implementing demand-side interventions that target the end consumers in the trade chain. Their aim is to curb the consumption of wildlife or shift consumption to more sustainable alternatives. However, there are still considerable knowledge gaps in understanding of the diversity of consumer motivations in the context of illegal wildlife trade, which includes hundreds of thousands of species, different uses, and diverse contexts. Based on consultation with multiple experts from a diversity of backgrounds, nationalities, and focal taxa, we developed a typology of common motivations held by wildlife consumers that can be used to inform conservation interventions. We identified 5 main motivational categories for wildlife use: experiential, social, functional, financial, and spiritual, each containing subcategories. This framework is intended to facilitate the segmentation of consumers based on psychographics and allow the tailoring of interventions—whether behavior change campaigns, enforcement efforts, or incentive programs—to the specific context in which they will be used. Underlining the importance of consumer research and collaborating with local actors is an important step toward promoting a more systematic approach to the design of demand reduction interventions.  相似文献

Killing Tigers to Save Them: Fallacies of the Farming Argument   总被引:1,自引:0,他引:1  
Abstract: The lucrative, illegal trade in tigers (Panthera tigris) remains a major conservation problem. Tiger farming has been proposed as a potential solution, with farmed tigers substituting for wild tigers. At first glance, this argument's logic seems simple: farming will increase the supply of tigers, prices will fall, and poaching will no longer be profitable. We contend, however, that this supply‐side argument relies on mistaken assumptions. First, tiger markets are imperfect, meaning they are dominated by a few producers who control price. Second, consumers prefer wild tigers to farmed tigers and therefore the two are not pure substitutes. In economic terms, products from wild tigers are luxury goods, commanding a price premium. Third, there is no evidence that farmed tigers can be produced or sold more cheaply than wild tigers. In sum, it is unlikely that farming will drive down the price of wild‐caught tigers or decrease profitability for tiger poachers. Rather, tiger farming is more likely to increase aggregate demand for tiger products and stimulate higher levels of poaching.  相似文献

International trade in exotic pets is an important and increasing driver of biodiversity loss and often compromises the standards required for good animal welfare. We systematically reviewed the scientific and gray literature and used the United Nations Environment Programme ‐ World Conservation Monitoring Centre (UNEP‐WCMC) Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) trade database to establish temporal and geographical trade patterns of live exotic birds, mammals, and reptiles and to describe trends in research, taxonomic representation, and level of threat and legal protection of species traded. Birds were the most species‐rich and abundant class reported in trade; reptiles were second most abundant but unusually the most studied in this context; and mammals were least abundant in trade. Mammalian and reptilian species traded as pets were more likely to be threatened than expected by random. There have been a substantial number of Appendix I listed captive‐bred mammals and birds and wild‐caught birds and reptiles reported in trade to CITES. We identified the Middle East's emerging role as a driver of demand for exotic pets of all taxa alongside the well‐established and increasing role of South America and Southeast Asia in the market. Europe, North America, and the Middle East featured most heavily in trade reports to CITES, whereas trade involving South America and Southeast Asia were given most emphasis in the literature. For effective monitoring of and appropriate response to the international exotic pet trade, it is imperative that the reliability and detail of CITES trade reports improve and that scientific research be directed toward those taxa and locations that are most vulnerable. Although most often considered independently, subsistence hunting, domestic trade, and international trade as components of illegal wildlife use (IWU) may be spatially correlated. Understanding how and where subsistence and commercial uses may co‐occur has important implications for the design and implementation of effective conservation actions. We analyzed patterns in the joint geographical distribution of illegal commercial and subsistence use of multiple wildlife species in Venezuela and evaluated whether available data were sufficient to provide accurate estimates of the magnitude, scope, and detectability of IWU. We compiled records of illegal subsistence hunting and trade from several sources and fitted a random‐forest classification model to predict the spatial distribution of IWUs. From 1969 to 2014, 404 species and 8,340,921 specimens were involved in IWU, for a mean extraction rate of 185,354 individuals/year. Birds were the most speciose group involved (248 spp.), but reptiles had the highest extraction rates (126,414 individuals/year vs. 3,133 individuals/year for birds). Eighty‐eight percent of international trade records spatially overlapped with domestic trade, especially in the north and along the coast but also in western inland areas. The distribution of domestic trade was broadly distributed along roads, suggesting that domestic trade does not depend on large markets in cities. Seventeen percent of domestic trade records overlapped with subsistence hunting, but the spatial distribution of this overlap covered a much larger area than between commercial uses. Domestic trade seems to respond to demand from rural more than urban communities. Our approach will be useful for understanding how IWU works at national scales in other parts of the world.  相似文献

Regulation of illegal bushmeat trade is a major conservation challenge in Africa. We investigated what factors are most likely to induce actors in the bushmeat trade to shift to an alternative occupation by conducting a choice experiment with 325 actors in the bushmeat trade in the Kilombero Valley, Tanzania. Specifically, we asked respondents to choose between hunting or trading bushmeat and alternative salary‐paying work, in a set of hypothetical scenarios where the attributes of these alternatives were varied and included measures of command and control, price of substitute meat, daily salary in the work option, and whether or not cows were donated to the respondent. We modeled the choice contingent on socioeconomic characteristics. The magnitude of fines and patrolling frequency had a significant but very low negative effect on the probability of choosing to engage in hunting or trading bushmeat compared with the salary of an alternative occupation. Donation of livestock and the price of substitute meats in the local market both affected the choice significantly in a negative and a positive direction, respectively. The wealthier a household was the more likely the respondent was to choose to continue hunting or trading bushmeat. On the margin, our results suggest that given current conditions in the Kilombero Valley on any given day 90% of the respondents would choose salary work at US$3.37/day over their activities in the bushmeat trade, all else equal. Illicit trade in wildlife products is rapidly decimating many species across the globe. Such trade is often underestimated for wide‐ranging species until it is too late for the survival of their remaining populations. Policing this trade could be vastly improved if one could reliably determine geographic origins of illegal wildlife products and identify areas where greater enforcement is needed. Using DNA‐based assignment tests (i.e., samples are assigned to geographic locations), we addressed these factors for leopards (Panthera pardus) on the Indian subcontinent. We created geography‐specific allele frequencies from a genetic reference database of 173 leopards across India to infer geographic origins of DNA samples from 40 seized leopard skins. Sensitivity analyses of samples of known geographic origins and assignments of seized skins demonstrated robust assignments for Indian leopards. We found that confiscated pelts seized in small numbers were not necessarily from local leopards. The geographic footprint of large seizures appeared to be bigger than the cumulative footprint of several smaller seizures, indicating widespread leopard poaching across the subcontinent. Our seized samples had male‐biased sex ratios, especially the large seizures. From multiple seized sample assignments, we identified central India as a poaching hotspot for leopards. The techniques we applied can be used to identify origins of seized illegal wildlife products and trade routes at the subcontinent scale and beyond.  相似文献

Despite broad scientific consensus that sustainable use of wildlife can enhance conservation efforts, ethical concerns have led some community groups to oppose use of wild animals. Voicing those concerns is legitimate, but underlying philosophical bias should not influence science-based analysis and interpretation. We argue that philosophical biases are common in the scientific literature on trade in wildlife. The critically important case of bias surrounding the use of reptile leathers for luxury fashion illustrates the problem. Based on analysis of official seizures of fashion products made from wildlife, a recent study inferred that criminal activity (as inferred by noncompliance with regulations) was common and increasing and, hence, that authorities needed to adopt more stringent restrictions on the trade. In fact, the conclusions of that study are artifacts of pseudoreplication (e.g., multiple counts of single violations) and biased sampling (e.g., focus on companies with high rates of error) and run directly opposite to actual patterns in the data. As a proportion of overall trade, rates of noncompliance are exceptionally low (<0.4%), are declining, and result primarily from paper-work errors rather than criminal intent (e.g., such errors are more frequent for goods shipped by government authorities than by the commercial fashion industry). The recommendation by the study authors to prohibit the international trade in wildlife-based fashion products is imperiling a sustainable trade that can benefit biodiversity and people's livelihoods by providing financial incentives for conservation of species and habitats. This example offers a warning of the dangers of basing research on the wildlife trade on ethical or philosophical positions rather than objective evaluations of evidence.  相似文献

Abstract:  A number of international treaties address the conservation of marine resources. The declining state of the world's oceans suggests that these treaties are not succeeding and could use improvement. The Convention on International Trade in Endangered Species (CITES) is increasingly embracing the conservation of marine species. We examine the evolution of marine species protection under CITES and illuminate some of the mechanisms used and challenges faced in implementing CITES protection. We found that clarification is needed on when and where CITES applies and how CITES should work with other treaties and institutions. The Society for Conservation Biology (SCB) can contribute to increased effectiveness of CITES for marine conservation. Foremost, the SCB community could foster dialogue on creating a broad vision of how CITES should apply to marine species and how it can synergistically interact with other important marine-conservation treaties and institutions. More specific contributions could focus on defining listing criteria for marine species, improving the science behind the nondetriment finding, and offering technical guidance on species proposals. A future role for SCB could be to contribute to the enhanced effectiveness of other marine conservation agreements such as the Convention on the Conservation of Migratory Species of Wild Animals, the International Whaling Commission, and the United Nations Convention on the Law of the Sea .  相似文献

Conservation technology holds the potential to vastly increase conservationists’ ability to understand and address critical environmental challenges, but systemic constraints appear to hamper its development and adoption. Understanding of these constraints and opportunities for advancement remains limited. We conducted a global online survey of 248 conservation technology users and developers to identify perceptions of existing tools’ current performance and potential impact, user and developer constraints, and key opportunities for growth. We also conducted focus groups with 45 leading experts to triangulate findings. The technologies with the highest perceived potential were machine learning and computer vision, eDNA and genomics, and networked sensors. A total of 95%, 94%, and 92% respondents, respectively, rated them as very helpful or game changers. The most pressing challenges affecting the field as a whole were competition for limited funding, duplication of efforts, and inadequate capacity building. A total of 76%, 67%, and 55% respondents, respectively, identified these as primary concerns. The key opportunities for growth identified in focus groups were increasing collaboration and information sharing, improving the interoperability of tools, and enhancing capacity for data analyses at scale. Some constraints appeared to disproportionately affect marginalized groups. Respondents in countries with developing economies were more likely to report being constrained by upfront costs, maintenance costs, and development funding (p = 0.048, odds ratio [OR] = 2.78; p = 0.005, OR = 4.23; p = 0.024, OR = 4.26), and female respondents were more likely to report being constrained by development funding and perceived technical skills (p = 0.027, OR = 3.98; p = 0.048, OR = 2.33). To our knowledge, this is the first attempt to formally capture the perspectives and needs of the global conservation technology community, providing foundational data that can serve as a benchmark to measure progress. We see tremendous potential for this community to further the vision they define, in which collaboration trumps competition; solutions are open, accessible, and interoperable; and user-friendly processing tools empower the rapid translation of data into conservation action. Goals play important roles in people's lives because they focus attention, mobilize effort, and sustain motivation. Understanding conservationists’ satisfaction with goal progress may provide insights into real-world environmental trends and flag risks to their well-being and motivation. We asked 2694 conservationists working globally how satisfied they were with progress toward goals important to them. We then explored how this satisfaction varied among groups, including demographic and occupational. Finally, we looked at respondents' experiences associated with goal-progress satisfaction. Many (94.0%) indicated that making a meaningful contribution to conservation was an important goal for them, and over half were satisfied or very satisfied in this area (52.5%). However, respondents were generally dissatisfied with progress on collective conservation goals (e.g., stopping species loss). Some groups were more likely to report dissatisfaction than others. For instance, those in conservation for longer tended to be less satisfied with collective goal progress (log odds –0.21, 95% credibility interval [CI] –0.32 to –0.10), but practitioners reported greater satisfaction (log odds 0.38, 95% CI 0.15–0.60). Likewise, those who were more optimistic in life (log odds 0.24, 95% CI 0.17–0.32), male (log odds 0.25, 95% CI 0.10–0.41), and working in conservation practice (log odds 0.25, 95% CI 0.08–0.43) reported greater satisfaction with individual goal progress. Free-text responses suggested widespread dissatisfaction with livelihood goals, particularly related to job security and adequate compensation. Although contributing to conservation appeared to be a source of satisfaction, slow goal progress in other areas––particularly around making a living––looked to be a source of distress and demotivation. Employers, funders, professional societies, and others should consider ways to help those in the sector make a difference while making a satisfactory living by, for example, prioritizing conservationists′ well-being when allocating funding. This support could include avoiding exploitative practices, fostering supportive work environments, and celebrating positive outcomes.  相似文献

Stakeholder support is vital for achieving conservation success, yet there are few reliable mechanisms to monitor stakeholder attitudes toward conservation. Approaches used to assess attitudes rarely account for bias arising from reporting error, which can lead to falsely reporting a positive attitude toward conservation (false-positive error) or not reporting a positive attitude when the respondent has a positive attitude toward conservation (false-negative error). Borrowing from developments in applied conservation science, we used a Bayesian hierarchical model to quantify stakeholder attitudes as the probability of having a positive attitude toward wildlife notionally (or in abstract terms) and at localized scales while accounting for reporting error. We compared estimates from our model, Likert scores, and naïve estimates (i.e., proportion of respondents reporting a positive attitude in at least 1 question that was only susceptible to false-negative error) with true stakeholder attitudes through simulations. We then applied the model in a survey of tea estate staff on their attitudes toward Asian elephants (Elephas maximus) in the Kaziranga–Karbi Anglong landscape of northeast India. In simulations, Bayesian model estimates of stakeholder attitudes toward wildlife were less biased than naïve estimates or Likert scores. After accounting for reporting errors, we estimated the probability of having a positive attitude toward elephants notionally as 0.85 in the Kaziranga landscape, whereas the proportion of respondents who had positive attitudes toward elephants at a localized scale was 0.50. In comparison, without accounting for reporting errors, naïve estimates of proportions of respondents with positive attitudes toward elephants were 0.69 and 0.23 notionally and at local scales, respectively. False (positive and negative) reporting probabilities were consistently not 0 (0.22–0.68). Regular and reliable assessment of stakeholder attitudes–combined with inference on drivers of positive attitudes–can help assess the success of initiatives aimed at facilitating human behavioral change and inform conservation decision making.  相似文献
