With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

Hong Kong is a compact and ‘land-hungry’ city where recycling has become an important measure for treating waste and reducing the demand on the limited landfills. The objectives of this paper are to extend the model of recycling attitude and behaviour to explain the relationship between perceived policy effectiveness and recycling behaviour. Previous studies on recycling attitude and behaviour had widely adopted the theory of planned behaviour (TPB) and the norm activation model (NAM), and drawn policy implications from them. Nevertheless, little research has been conducted to investigate the role of perceived effectiveness of policy measures in predicting recycling behaviour. To address this, a model that integrates the TPB and NAM was proposed in this study, and a street survey was conducted to investigate the case. The results illustrate that recycling intention is influenced by subjective norms, perceived behavioural control, moral norms, and awareness of consequences, as well as a newly proposed construct, namely perceived policy effectiveness. The study proved self-reported recycling behaviour (direct behaviour) and support for policy measures (indirect behaviour) are influenced by recycling intention. All in all the Government should provide more recycling bins, guidelines on recycling activities, and should accent what it has been doing to facilitate and encourage recycling.  相似文献

Twenty-two metals for which secondary recovery is important, in terms of quantity and/or value, were compared and ranked for rate and efficiency of recycling, and availability of recycled metal. In general, their recycling rates trended upward over the period 1970–1993. Iron, aluminum, copper, gold, platinum, and lead accounted for most of the value of all secondary metal produced, while iron and steel dominated in terms of quantity produced and exported. The factors most influential on recycling rates are profitability, public support, organization of infrastructure, sortability, legislative support, and scrap purity. The share of supply accounted for by secondary metals is expected to surpass that of primary metals sometime in the next decade.  相似文献

This paper reviews a series of strategies for improving environmental performance in the small-scale gold mining industry. Although conditions vary regionally, few regulations and policies exist specifically for small-scale gold mining activity. Furthermore, because environmental awareness is low in most developing countries, sites typically feature rudimentary technologies and poor management practices. A combination of policy-, managerial- and technology-related initiatives is needed to facilitate environmental improvement in the industry. Following a broad overview of these initiatives, a recommended strategy is put forth for governments keen on improving the environmental conditions of resident small-scale gold mines.  相似文献

Packaging materials are one of the largest contributors to municipal solid waste production. This paper evaluates the material impacts packaging policy in The Netherlands in the period 1986-2007. Five different voluntary agreements were implemented over this period to reduce the environmental impact of packaging. The analysis shows that among the investigated indicators, population statistically is the most robust indicator to estimate the packaging demand. A baseline is developed on the basis of population growth in The Netherlands, and is used as reference to evaluate policy impacts. The policy periods are evaluated on the basis of overall effectiveness compared to the baseline and target achievement. Dutch packaging policies have been effective to reduce the total packaging volume until 1999. After 2000, packaging consumption increased more rapidly than the baseline, suggesting that policy measures have not been effective. The largest increase in packaging recycling rates was achieved during the first policy period. More clear and consistent packaging policy measures and targets could improve the effectiveness of policies.  相似文献

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. During the last few years in the Netherlands an integrated environmental policy has been developed. Solving environmental problems by means of effective and efficient solutions requires that the entire environmental cycle be considered in order to take all relevant compartments and aspects into account. Four different phases can be identified during the treatment of an environmental problem by management: recognition, formulation, solution, and control.Some qualitative and quantitative aspects of the information demand of environmental policy are explored. Special attention is given to the consequences of the integral approach in environmental policy in terms of information requirements. The process of information supply starts with an analysis of the demand. Subsequently data from the environmental cycle have to be selected, aggregated, and presented adequately. Further, integrated environmental policy puts increased demands on the associative power of environmental information systems.  相似文献

Despite annual increases in the amount of material solid waste (MSW) that is recycled in the United States, the overall amount of MSW generated continues to increase. In an effort to identify and test specific predictors of curbside recycling behavior, the current study adapted the empirically validated Information–Motivation–Behavioral Skills model (IMB), traditionally used to predict personal health behavior, to explain curbside recycling behavior. Using structured computer assisted telephone surveys with two random community samples; structural equation models indicated that the IMB model significantly predicted curbside recycling. Data from the current study provides specific information about critical psychosocial determinants of curbside recycling behavior and public policy implications.  相似文献

The decision as to whether to recycle discarded objects or not has traditionally been made on a simple financial basis. However, over the last few years a popular movement has sprung up which regards recycling as a good in itself, and this movement finds itself at odds with the present financial basis for recycling. In this paper a rationale for recycling is worked out in an attempt to resolve this conflict. It is concluded that the normal market signals do not provide a proper basis for recycling decisions and that this market failure must be corrected by government intervention. However, this intervention should not take the form of uncritical support for recycling. Rather the societal objectives of individual recycling proposals should be identified and the proposal should then be evaluated in terms of whether it would achieve these objectives more effectively than some alternative action.  相似文献

In Europe targets have been laid down by EU legislation for the recycling rate of end-of-life vehicles to be achieved within the nearby future. It is illustrated in this paper that the definition of the recycling rate and the realisation of the imposed targets are very much dependent on different parameters such as the changing lifetime of the product and product design. It may seem obvious that the recycling rate is determined by various time-varying factors, however, this paper endeavours to describe and quantify the role of these factors on the recycling rate over time by the use of a dynamic systems model. This model permits the prediction of the recycling rate as a function of the numerous presented parameters, changing design scenarios etc. In addition, different definitions of the recycling rate will be presented and discussed. This will lead to a better understanding of the parameters affecting the recycling system and a more precise understanding of the recycling targets and their realisation as imposed by EU legislation. This paper focuses on cars, but the discussion and the definitions derived are equally valid for any end-of-life product.  相似文献

The dismantling of printed circuit board assemblies (PCBAs) and the recovery of their useful materials can lead to serious environmental impacts mainly due to their complicated physical structure and the variety of toxic elements contained in their material composition. So far, less attention has been paid to their responsible recycling compared to that of bare printed circuit boards. Combined with other materials recovery process, proper dismantling of PCBAs is beneficial to conserve scarce resources, reuse the components, and eliminate or safely dispose of hazardous materials. In analyzing the generation, resources potential and hazardous risk of scrap PCBAs, technologies used for the dismantling of waste PCBAs have been widely investigated and reviewed from the aspects of both industrial application and laboratory-scale studies. In addition, the feasibility of PCBA dismantling has been discussed, the determinants of which, including the heating conditions and mechanical properties have been identified. Moreover, this paper evaluates the environmental consequences caused by the dismantling of PCBAs.  相似文献

According to existing estimates, available old copper scrap has more than tripled over the past 40 years. Secondary production (that is, copper produced from recycling old scrap), however, has only doubled. Indeed, over the past 10 years, while copper consumption and primary production have continued to expand briskly, while available old scrap has increased by over 35%, secondary production has actually stagnated.For a world concerned with sustainable development and the quality of the earth's environment, this performance is disappointing and in need of explanation. Other things being equal, one would expect the amount of recycling to increase with the availability of scrap, as many econometric models of the world copper market developed over the past several decades explicitly assume.The key to understanding sluggish growth in secondary production, this paper argues, is distinguishing carefully between (1) the flow of old scrap that arrives each year from products reaching the end of their useful lives during the year and (2) the available stock of old scrap that was not recycled during earlier years presumably because it was too costly to do so. Using an econometric model, the paper shows that old scrap stocks, which have contributed most of the increase in available old copper scrap over the years, have a very modest impact on secondary production. Old scrap flows have a much greater effect, but they account for only about 4% of the available old scrap for any given year.  相似文献

The growth of electronic waste (e-waste) is of increasing concern because of its toxic content and low recycling rates. The e-waste recycling infrastructure needs to be developed, yet little is known about people's willingness to fund its expansion. This paper examines this issue based on a 2004 mail survey of California households. Using an ordered logit model, we find that age, income, beliefs about government and business roles, proximity to existing recycling facilities, community density, education, and environmental attitudes are significant factors for explaining people's willingness to pay an advanced recycling fee (ARF) for electronics. Most respondents are willing to support a 1% ARF. Our results suggest that policymakers should target middle-aged and older adults, improve programs in communities with existing recycling centers or in rural communities, and consider public-private partnerships for e-waste recycling programs.  相似文献

Without public contributions, recycling from domestic waste would not be possible. In order to support recycling projects it is important to try to understand who recycles, how they recycle, and why they recycle. This paper presents the results of a structured survey of 500 members of the public served by schemes to collect plastics waste for recycling. Data were gathered on the characteristics, behaviours and motivations of recyclers. The authors also sought to discover how the public perceive plastics compared to other materials, and as a recyclable material. Responses were collected in such a way that the awareness of the recyclability of materials could be compared with the recycling behaviour of respondents. An element of comparison was introduced between those served by a system of bottle banks (bring scheme) and those covered by a household collection (collect scheme). The survey results are reported and their implications for the management of post-consumer plastics waste collection schemes are discussed.  相似文献

Lead and polybrominated flame retardants are the two hazardous materials that can be found in electronic appliances. Particularly, cathode ray tubes (CRT) contain leaded glasses. In a computer monitor, over 98% of the lead is in the CRT. This material is generally not accepted for reuse as a component; only those from televisions can be reused. However, this currently represents only a very small market. Envirocycle (a US company) has developed a process to recycle all glasses contained in CRTs; this process includes cleaning and sorting glass. The product obtained is used for the manufacture of new CRT glass. Some industries have used pulverized glass from CRTs in smelting processes as slagging material instead of sand or slag. In this paper, some environmental issues related to the recycling of computers and television sets, and CRTs from computers are presented and discussed. Different processes used to recycle CRTs are described along with an economic analysis.  相似文献

Municipal waste arisings continued to increase during the 1970s in all the industrialized economies. Currently, in the midst of a severe international economic recession, the continuing escalation in the costs of waste disposal poses significant problems for municipal authorities. With the data constraints firmly in mind, this paper estimates the secondary materials supply potential of the municipal waste stream. The calculations suggest that a significant supply potential remains to be utilized despite ‘respectable’ overall recycling rates in most industrial economies. Resource recovery options can be divided into ‘low technology’ source separation schemes and ‘high technology’ mechanical separation schemes. The authors concentrate on the former option and appraise (on the basis of social cost-benefit analysis) a number of schemes that have operated in both Europe and North America.  相似文献

This paper analyzes the effect of price uncertainty and irreversible investment on the decision of municipalities to switch from landfill waste disposal to recycling by developing a model to predict recycling adoption behavior and applying it to empirical data. It is shown that uncertainty regarding the price of recycled materials may induce a risk neutral municipality to prefer landfill disposal, even when recycling is less expensive. A model is developed to describe the switching process and estimate its parameters using empirical data from 79 municipalities in Israel. The model is then used to predict municipalities' recycling adoption decisions under various assumptions regarding price uncertainty. The results support the hypothesis that price uncertainty is a major obstacle for recycling. Finally, several options for price stabilization are sketched and it is argued that these policies may be effective in establishing viable recycling markets.  相似文献

States differ in the components or solid waste management activities which they include when determining solid waste reduction and recycling rates. Thus, when attempting to draw comparisons among states, confusion arises in two ways: (1) use of two types of rates; and (2) use of different components or activities when calculating a given rate. This paper presents a mathematical basis for understanding the impacts on rate calculations when variations occur in the components and activities included in those calculations. Estimates of the incremental changes occurring in the rate calculations when incineration or selected components such as yard waste, construction and demolition wastes, and junked automobiles, are added to a base of municipal solid waste constituents are found using national data. Solid waste disposal is becoming a difficult problem for many states. Since 1960, the amount of municipal solid waste (MSW) has been increasing at a rate of 1% per year. More than 75% of the waste is comprised of recyclable materials. Several states have mandated recycling to decrease the volume of waste intended for disposal. Those mandated programs are very popular, but depend on many political, social, and economic factors for success. While Alabama has the manufacturing infrastructure to support a mandated recycling program, no recycling legislation has been promulgated. At this time recycling is only being done on a voluntary basis. A mandatory program with the proper support, education and funding could allow Alabama to recycle much of the 5.2 million tons of waste that are generated within its borders each year.  相似文献

The recycling of rubber from old tyres by batch hydrogenation has been performed using tubing bomb reactors. Important process variables like temperature, reaction time, initial hydrogen pressure and nature of gas used have been studied. In all the runs the maximum total conversion was achieved. Conversion products are comprised of oils and gases, being the asphaltene yield lower than 1% in all conditions tested. The most valuable conversion products, oils, have been systematically analysed by TLC-FID1 and the influence of the process variables in oils composition has been assessed. From the obtained results, it can be deduced that the conversion of rubber in oils is a fast thermal process, which is neither affected by initial pressure nor the nature of gas used. But on the other hand, the nature of obtained oils and gases is a function of process variables.  相似文献
