Transdisciplinary research and collaboration is widely acknowledged as a critical success factor for solution-oriented approaches that can tackle complex sustainability challenges, such as biodiversity loss, pollution, and climate-related hazards. In this context, city governments’ engagement in transdisciplinarity is generally seen as a key condition for societal transformation towards sustainability. However, empirical evidence is rare. This paper presents a self-assessment of a joint research project on ecosystem services and climate adaptation planning (ECOSIMP) undertaken by four universities and seven Swedish municipalities. We apply a set of design principles and guiding questions for transdisciplinary sustainability projects and, on this basis, identify key aspects for supporting university–municipality collaboration. We show that: (1) selecting the number and type of project stakeholders requires more explicit consideration of the purpose of societal actors’ participation; (2) concrete, interim benefits for participating practitioners and organisations need to be continuously discussed; (3) promoting the ‘inter’, i.e., interdisciplinary and inter-city learning, can support transdisciplinarity and, ultimately, urban sustainability and long-term change. In this context, we found that design principles for transdisciplinarity have the potential to (4) mitigate project shortcomings, even when transdisciplinarity is not an explicit aim, and (5) address differences and allow new voices to be heard. We propose additional guiding questions to address shortcomings and inspire reflexivity in transdisciplinary projects.  相似文献

Transdisciplinary (TD) research is an example of a participatory research approach that has been developed to address the complexity of societal problems through the exchange of knowledge and expertise across diverse groups of societal actors. The concept of knowledge exchange is central to the ability of TD research to produce usable knowledge. There is, however, limited theoretical attention to the processes that enable knowledge exchange, namely learning. In this article, we analyze the “transferability” of knowledge generated in TD research settings from a practice-based approach. In this approach, learning and knowing are seen as situated in social practices, in meaning making processes where the involved participants make sense of what they do and why they do it. We describe and analyze three TD projects, and discuss the role of practitioners’ perspectives in the interpretation of the tasks and realization of TD, and in the consequences this has for the organization of the research process and the usability of its results. The analysis shows that while the project teams were given the same task and framework, they did not understand or enact TD in a similar fashion. The three projects created different goals and organizations. They also resulted in different challenges, which could be identified and analyzed by the use of a practice-based approach to learning. In the conclusions, we identify aspects for both practice and research that are important for creating sufficient conditions for learning in TD research processes so that they can better promote contributions to societal change.  相似文献

Given that research on sustainable development usually relates to real-world challenges, it requires researchers to align scientific knowledge production with concrete societal problem situations. To empirically explore how researchers frame scientific contributions when designing and planning projects, we conducted a qualitative study on land use–related projects based on the methodology of grounded theory. We identified major influence factors and various types of research design. Among the factors that influence project framing, scientific considerations were found to be more important than expected. Core characteristics of project framings concerned (a) type of scientific contributions envisaged; (b) real-world sustainability challenges addressed, and (c) researchers’ conceptions of how knowledge would reach its addressees. Three different types of project framing were found, suggesting that framing strongly depends on (the researchers’ perception of) how well a real-world problem situation is understood scientifically and how strongly are societal actors aware of the problem and act upon it. The spectrum of how researchers planned that knowledge would reach its addressees comprised communicating results to interactive conceptions allowing for mutual learning throughout the research process. The typology reveals a variety of useful and promising project framings for sustainable development research. The typology may serve to reconcile conceptual ideals and expectations with researchers’ realities.  相似文献

Over the past decades, significant experience has been gained in demand-driven research on climate change in many countries. In the Netherlands, a competitive call for proposals for large research programmes at the interface between policy, science and private sector was issued in 2001. Members of the Dutch climate research community proved they were able to develop two large research programme proposals which were funded: ‘Climate changes Spatial Planning’ and its successor ‘Knowledge for Climate’. The programmes ran from 2004 to 2012 and from 2008 to 2014, respectively. Both programmes can be considered as a 10-year research programme experiment to develop knowledge about both the climate system and climate compatible development by crossing disciplines, institutions and national research funding strategies. Within this 10-year period, a trend can be observed in which a ‘top-down’ climate impact assessment approach is increasingly combined with a ‘bottom-up’ approach. Based on the 15 articles presented in this special issue (and others), we argue that this development has enriched both fundamental and applied research on climate adaptation. Despite the predominantly Dutch-oriented scope of the presented research, we believe that such experiences can be of international interest. Climate adaptation research finds itself in between global systems knowledge on the one hand and practical needs and experiences at the local, regional and national level on the other. This demands the utmost from all actors involved to enable an efficient and constructive flow and use of knowledge and expertise.  相似文献

Global warming is perceived as one of the biggest global health risks of the twenty-first century and a threat to the achievement of sustainable (economic) development; especially in developing countries, climate change is believed to further exacerbate existing vulnerability to disease and food security risks, because their populations are, for example, more reliant on agriculture and more vulnerable to droughts and have a lower adaptive capacity. Furthermore, the health-related impacts of climate change are threatening to undo decades of development policies. The interactions between climate and non-climate factors are of vital importance in shaping human vulnerability to global warming. Climate change cannot be seen as ‘a stand-alone risk factor,’ but rather as an amplifier of existing health and food security risks and an additional strain on institutional infrastructures. In order to avoid a multiplication of health risks in the developing world, there is a need to better understand the multifaceted and complex linkages involved. This is further illustrated for two important climate change–induced health risks, namely malnutrition and malaria. As the amplification of existing and emerging health risks in the developing world might become the greatest tragedy of climate change, adaptation ranks high on developing countries’ agendas. Of particular importance are the discussions about the ‘Green Climate Fund,’ which aims to administer billions of dollars for mitigation and adaptation. Of course, making funds for adaptation available is an important first step, but we also need to ask ourselves the question how such adaptation policies and projects should take shape. This paper demonstrates that an adequate response to climate change health risks should take a systems approach toward adaptation, acknowledging the importance of the local context of the most vulnerable.  相似文献

The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

How effective are multi-stakeholder scenarios-building processes to bring diverse actors together and create a policy-making tool to support sustainable development and promote food security in the developing world under climate change? The effectiveness of a participatory scenario development process highlights the importance of “boundary work” that links actors and organizations involved in generating knowledge on the one hand, and practitioners and policymakers who take actions based on that knowledge on the other. This study reports on the application of criteria for effective boundary work to a multi-stakeholder scenarios process in East Africa that brought together a range of regional agriculture and food systems actors. This analysis has enabled us to evaluate the extent to which these scenarios were seen by the different actors as credible, legitimate and salient, and thus more likely to be useful. The analysis has shown gaps and opportunities for improvement on these criteria, such as the quantification of scenarios, attention to translating and communicating the results through various channels and new approaches to enable a more inclusive and diverse group of participants. We conclude that applying boundary work criteria to multi-stakeholder scenarios processes can do much to increase the likelihood of developing sustainable development and food security policies that are more appropriate.  相似文献

With cities facing climate change, climate adaptation is necessary to reduce risks such as heat stress and flooding and maintain the goals of sustainable urban development. In climate change literature, the focus has been on developing a new dedicated policy domain for climate adaptation. Yet, empirical evidence shows that in practice actors are searching for solutions that not only serve climate adaptation, but integrate the adaptation objective in existing policy domains (e.g., urban planning, water management, public health). The integration of adaptation in other policy domains, also called “mainstreaming climate adaptation,” can stimulate the effectiveness of policy making through combining objectives, increase efficient use of human and financial resources and ensure long-term sustainable investments. A better understanding of the process of mainstreaming is, however, lacking. The article introduces a conceptual model for mainstreaming climate adaptation to enhance our understanding of the concept as well as the barriers and opportunities that influence these integration processes and to explore strategies for overcoming barriers and creating opportunities. Two Dutch case studies—related to urban planning—are used to illustrate the value of the model. The cases demonstrate the dynamic process of mainstreaming and raise discussion of the appropriate criteria for evaluating mainstreaming in relation to the aims of climate adaptation. The paper concludes with an exploration of specific strategies to facilitate the mainstreaming of adaptation in existing and new policy domains.  相似文献

《巴黎协定》为全球应对气候变化确立了"自下而上"的治理路径,有助于增强各类行为体的参与动力,而后续的巴黎进程更适用于建立以跨国气候伙伴关系为代表的治理模式。在这一模式下,主要施动者是地方政府和包括气候NGO、市民社会在内的非国家行为体。他们不仅在议程设定、透明度、监督执行和代表利益攸关方等方面具有不可替代的作用,而且还具有擅长短期本土化项目管理等优势。本文从国际关系的跨国行为体视角出发,对这类伙伴关系的兴起及其合法性、有效性进行分析,所获得的基本结论为:(1)各国达成《巴黎协定》的内在逻辑有助于跨国伙伴关系发挥作用;(2)当前跨国气候伙伴关系参与全球气候治理的路径呈现不断制度化的趋势;(3)跨国伙伴关系治理的合法性和有效性具有一定特殊性;(4)非国家行为体在参与治理的过程中逐渐交叉,更易形成联盟且相关的观念外溢也更为便利。这一新兴治理关系对中国的启示包括:(1)重新审视非国家行为体在全球气候治理中的作用;(2)评估一些具有重大影响力的跨国伙伴关系,并适当鼓励国内相关机构和组织参与全球进程;(3)在国内层面,以渐进的方式,有针对性地参与、建立一些跨国气候伙伴关系,有助于提升中国的城市与地方政府的气候治理能力;(4)在国际合作中,利用非国家行为体的优势推动中国所提出的南南气候合作倡议及相关项目的落实,进一步提升中国气候治理的话语权,并弥补资金、技术及能力建设上的不足。  相似文献

Faced with global climate change, local elites are confronted with the main dilemma of a developing country: development requires economic growth, but this effort also requires consideration of environmental factors and sustainable patterns of production and consumption. Based on empirical evidence from qualitative research on businesses and political elites in Chile—a paradigmatic South American middle-income country—this paper explores the extent to which local elites are aware of the severity of challenges posed by global climate change and identify main climate change concerns in their discourse. The degree to which domestic elites are aware of the paradigm shift they must assume toward clean industrial production is a key issue of environmental governance that involves private non-governmental actors. This paper gives clues to a better understanding of what is happening with strategic actors in developing nations and their understanding of their decision-making capacity concerning environmental policy and investments for facing global climate change. The main conclusion of the research is that awareness of climate change in local elites’ discourse is relative. It is not accompanied by a full acceptance of their agency and is not leading to a paradigm shift toward a clean model of development because of domestic elites’ position within globalization processes.  相似文献

Many of the problems faced by international projects intending to create adaptive social–ecological systems for climate change stem from lack of stakeholder engagement, limited understanding of local political, economic, and environmental complexities, and restricted time. Local organizations focused on conservation and development might have an advantage in creating adaptive social–ecological systems because they understand local processes and are involved with communities for extended periods of time. A local non-governmental organization, Asociación Ecosistemas Andinos (ECOAN), works in twenty-one communities in the Andean highlands outside of Cusco to conserve the endangered Polylepis forests. As part of the conservation project, ECOAN supports community-led development projects such as building greenhouses. Data for this project were gathered through interviews (with community members in three different communities, ECOAN staff, and donors) and participant observation. This paper shows that ECOAN’s extensive use of participation has led to community ownership of the conservation and development projects. The communities’ close connections to the Polylepis project contribute to resilience through creating networks, extending the local environmental ethic to the Polylepis trees, supporting projects that diversify and strengthen community sustenance, and contributing to the growth of economic activities. This case study provides a positive example of the potential for local organizations and people to take charge of their own resiliency efforts where international projects and protocols may otherwise prove ineffective.  相似文献

It is generally acknowledged that adapting low-lying, flood-prone deltas to the projected impacts of climate change is of great importance. Deltas are densely populated and often subject to high risk. Climate-proof planning is, however, not only a new but also a highly complex task that poses problems for existing institutional and administrative structures, which are the product of times in which climate issues were of little importance. This paper assesses the capacity of the historically grown Dutch planning institutions to promote climate-proof planning for flood-prone areas. The Adaptive Capacity Wheel provides the methodological framework. The analysis focuses on two planning projects in the west of the Netherlands: the Zuidplas Polder project at the regional level and the Westergouwe project at the local level. It is shown that the planning institutions involved in these projects enable climate-proof planning, but to a limited extent. They face five institutional weaknesses that may cause risks on the long term. To climate-proof urban developments in flood-prone areas, it is necessary to break through the strong path–dependent development of planning institutions and to build in more flexibility in existing rules and procedures.  相似文献

Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder ‘lay insight’ and facilitate a two-way iterative process of exploration of ‘what if’s’ to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the ‘right’ answers.  相似文献

This paper is a reflection of an innovative project that complements existing higher education for sustainable development (HESD) approaches within universities by providing an alternative path to embed sustainable lifestyles within the student population. It presents the SLEUTH project; an initiative born out of the need to reduce energy consumption of students at university but that, due to its systemic design, transforms and goes beyond purely energy reduction and brings Happiness as an approach to build sustainable lifestyles. This is the distinct feature of this initiative, proposing it as adding value to existing HESD approaches. The paper describes and discusses the collaborative building process, implementation and results in detail. The experiences gathered during the project are used and analysed through ??participant observation??, ??documents??, ??questionnaires?? and ??theme-ing coding?? techniques as a means to understand the richness and diversity of the data resulting from a combination of formal and informal learning settings. Through empirical evidence, this analysis presents ??real life?? evidence to suggest, firstly the initiative??s design success, its impact on energy consumption and contribution to happiness and sustainable lifestyles. Secondly, a successful example for the contribution to existing HESD frameworks that move away from indoctrination and instead leans towards pro-activeness, self-organisation and voluntary collective action.  相似文献

Communities of Practice (CoPs) are a promising concept for transdisciplinary knowledge co-creation in sustainable agricultural development, but empirical evidence from the farmers’ viewpoint is scarce. This paper contributes to empirical insights on the knowledge creation in CoPs as valued by farmers. Using concepts from CoP theory (domain, community, and practice) and the value creation framework (VCF) developed by Wenger et al. (Promoting and assessing value creation in communities and networks: a conceptual framework. Netherlands Ruud de Moor Center Rapport 18:60, 2011), we examined two cases issuing from a European project on sustainable dairy farming. Results indicate regional differences between the two cases and relate CoP features to value creation cycles (immediate, potential, applied, realized and reframing value). They show how specific features regarding domain, community, and practice development can enhance knowledge creation on sustainable agricultural development. Domain development should be considered consciously taking into account the project duration. The community should include actors with specific competencies, such as farmers with an open attitude, researchers with (practical) domain expertise, and advisors with skills as translators between researchers and farmers. The practice development, or the actual knowledge creation, should unify two equally important types of interaction that contribute differently to value creation in CoPs: individual farmer–researcher–advisor interactions and farmer group–advisor interactions. Our research provides both valuable information for designing and managing knowledge co-creation initiatives and anchors further research on competencies and activities required to foster the two types of interactions for knowledge creation.  相似文献

Following a brief introduction about the need for businesses to respond to climate change, this paper considers the development of the phrase ‘carbon footprint’. Widely used definitions are considered before the authors offer their own interpretation of how the term should be used. The paper focuses on the contribution small and medium sized enterprises (SMEs) make to the economy and their level of influence in stimulating change within organisations. The experience of an outreach team from the Engineering Department of a UK university is used which draws on the experience of delivering regional economic growth projects funded principally through the European Regional Development Fund. Case studies are used including the development of bespoke carbon footprints for SMEs from an initiative delivered by the outreach team. Limitations of current carbon footprints are identified based on this higher education‐industry knowledge exchange mechanism around three main themes of scope, the assessment method and conversion factors. Evidence and discussions are presented that conclude with the presentation of some solutions based on the work undertaken with SMEs and a discussion on the merits of the two principally used methodologies: life‐cycle analysis and economic input–output assessment.  相似文献

To be effective, climate change adaptation needs to be mainstreamed across multiple sectors and greater policy coherence is essential. Using the cases of Malawi, Tanzania and Zambia, this paper investigates the extent of coherence in national policies across the water and agriculture sectors and to climate change adaptation goals outlined in national development plans. A two-pronged qualitative approach is applied using Qualitative Document Analysis of relevant policies and plans, combined with expert interviews from non-government actors in each country. Findings show that sector policies have differing degrees of coherence on climate change adaptation, currently being strongest in Zambia and weakest in Tanzania. We also identify that sectoral policies remain more coherent in addressing immediate-term disaster management issues of floods and droughts rather than longer-term strategies for climate adaptation. Coherence between sector and climate policies and strategies is strongest when the latter has been more recently developed. However to date, this has largely been achieved by repackaging of existing sectoral policy statements into climate policies drafted by external consultants to meet international reporting needs and not by the establishment of new connections between national sectoral planning processes. For more effective mainstreaming of climate change adaptation, governments need to actively embrace longer-term cross-sectoral planning through cross-Ministerial structures, such as initiated through Zambia’s Interim Climate Change Secretariat, to foster greater policy coherence and integrated adaptation planning.  相似文献

This article explores climate-change communication by the German far right – spanning a continuum which ranges from anti-liberal democracy radical-right populists, to the extreme right and to anti-democratic neo-Nazis – and asks: how do these actors articulate the phenomenon of climate change? In responding to this question, we conduct a discourse network analysis which identifies relations between actors, objects, phenomena, and processes, and points out differences/similarities across a continuum of exemplary far-right sources. The investigated actors put forward a rather skeptical climate change narrative, even though differences exist as the significance attached to the Volk and its sovereignty, rooted in far-right ideology, sometimes overrides, and sometimes is in harmony with, their ideological-driven affinity with nature protection. We thus contribute to the growing body of knowledge on climate-change communication and, more specifically, on the link between ideology and climate-change skepticism.  相似文献

Considerable barriers can emerge in developing and implementing climate change adaptation strategies. Understanding the nature of barriers to adaptation is important so as to find strategic ways of dealing with them. However, our current understanding is limited and highly fragmented across the academic community. This paper aims to bring some conceptual convergence in these debates by applying a systematic review method to assess the current state of knowledge on barriers to adaptation in the peer-reviewed literature. The review results show that: (1) Barriers to adaptation have hardly been defined in the literature and no clear indicators exist so as to identify and assess them systematically. (2) An impressive number of barriers have been reported, but the list of possible barriers is seemingly endless. (3) The most frequently reported barriers relate to the institutional and social dimensions of adaptation. (4) Barriers are identified as configurations of climate and non-climate factors and conditions that emerge from the actor, the governance system, or the system of concern. (5) Barriers are mainly studied in developed countries with a strong focus on water-related domains. (6) The majority of studies on barriers use small-n inductive case approaches while comparative studies across different contexts are limited. (7) Although interventions to overcome barriers are recommended by most studies, empirical studies on interventions are scarce. We present further conceptual clarification and a more precise definition of barriers to adaptation. We conclude that future research should go beyond asking the questions ‘if’ and ‘which’ barriers to adaptation exist and begin asking ‘how’ and ‘why’ barriers emerge.  相似文献

The search for strategies to address ‘super wicked problems’ such as climate change is gaining urgency, and a collaborative governance approach, and adaptive co-management in particular, is increasingly recognized as one such strategy. However, the conditions for adaptive co-management to emerge and the resulting network structures and relational patterns remain unclear in the literature. To address these identified needs, this study examines social relationships from a network perspective while initiating a collaborative multiactor initiative aimed to develop into adaptive co-management for climate change adaptation, an action research project undertaken in the Niagara region of Canada. The project spanned 1 year, and a longitudinal analysis of participants’ networks and level of participation in the process was performed. Evidence of support for climate change adaptation from the process included the development of deliberative and adaptive responses to opportunities presented to the group and the development of a strong subgroup of participants where decision-making was centered. However, the complexity of the challenge of addressing climate change, funding constraints, competing initiatives, and the lack of common views among participants may have contributed to the group, highlighting the finding that beneficial network structural features and relational patterns are necessary but not sufficient condition for the development of an adaptive co-management process. The context of climate change adaptation may require a different social network structure and processes than other contexts for adaptive co-management to occur, and there may be limitations to adaptive co-management for dealing with super wicked problems.  相似文献
