Regulations at recreation sites have been described as anathema to recreation itself. Many recent authors have suggested that managers use more light-handed techniques, such as information and education, before attempting regulatory and intrusive actions. This study of visitors to Glacier National Park in Montana, USA, during the fall bald eagle migration season demonstrates that, under certain conditions, recreationists will view regulations as a way to enhance the opportunity rather than detract from it. The results reinforce previous suggestions in the literature that managers carefully examine the objectives and consequences of regulations prior to their use.  相似文献

For example, bikers were found to significantly prefer water bars above all other tested soil erosion management techniques; trail erosion factors, including the presence of rocks, roots, and gullies, all added to biking experiences on average; trail design factors, such as the presence of turns, bumps, jumps, and obstacles, all added to biking experiences in general. These findings were used to address questions that resource managers should consider when striving to effectively manage wildland recreation areas primarily used for mountain biking.  相似文献

In Sweden there is a strong tradition of using nature areas for outdoor recreation. This paper reports on a study which explored preferences and willingness to pay for outdoor recreation close to home (≤100 km away from home and ≤24 hours stay at a recreation site) using the contingent valuation method. The data originated from a mail survey that involved Swedish residents who were randomly selected from a national register. An ordinary least squares regression model was used to account for factors influencing willingness to pay. The results showed that approximately 50% of the respondents used nature areas close to their home for recreation and their average frequency of visits to these areas was 74 times annually. Areas dominated by forests were the most preferred, followed by water. The respondents were willing to pay approximately 7200 SEK (US$1080) annually. Their willingness to pay was influenced by factors such as type of nature area, distance to and time spent at the recreation site and income. The results provide one input to the land use planning process by considering the demand for nature-based outdoor recreation close to home.  相似文献

ABSTRACT: The “nominal group” process is a proven technique to systematically arrive at a consensus about critical information needs in recreation planning and management. Using this process, 41 managers who attended a 1983 conference on river management identified 114 specific information needs grouped under 11 general questions. Fee-fishing involves paying a fee for the privilege of fishing a body of water where fish populations are enhanced by stocking fish. Past literature on this activity has focused more on the operation of the enterprise and management of the fish than the people and site characteristics. The objectives of the study were to profile anglers and describe their site/management preferences. This study utilized an on-site interview and mail-back questionnaire at fee-fishing establishments in West Virginia (n = 212). Factor analysis of desired recreation experiences yielded five factors: Experience nature & adventure, Stress release & relaxation, Trophy fishing, Escape, and Family time. Cluster analysis showed that these anglers can be segmented into two distinct clusters, differing by sociodemographic characteristics, fishing behavior, and site/management preferences. The findings from this study provide baseline data to aid public resource managers and fee-fishing business owners in determining how to provide satisfying outdoor experiences and deliver desired services on-site. Future research will be needed from additional fee-fishing sites to obtain more detail about this outdoor recreation cohort and be able to generalize to a larger population of participants.  相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

ABSTRACT: During the past 15 years a number of methods have been developed that purport to evaluate the amenity values of rivers. Most methods are designed to identify the physical, biological, cultural, and esthetic features of a river or river corridor that are conducive to recreation, preservation, and other amenity values. This paper reviews and comments on 13 methods that evaluate amenity values. The methods are reviewed and discussed under three general headings: River Recreation Potential Evaluation, River Esthetic Evaluation, and River Preservation Evaluation. Access opportunities for outdoor recreation in New Zealand and England and Wales are classified according to their conformity with collective, citizenship or exclusion rights and their degrees of permanence. Alternative criteria for the apportionment of access rights are considered in the context of this classification. Different criteria for rights apportionment are found to be appropriate according to different circumstances in the context of pluralist provision. Policy developments in New Zealand are compared with those in England. After 150 years of a dominance of collective rights in New Zealand current policy is shifting provision towards exclusionary rights. In England, there is a policy shift in the other direction, towards collective rights. Lessons for the development of collective rights in England are drawn from the New Zealand experience in relation to styles of governance, public preferences, public cost, insurance liability and the potential of markets.  相似文献

The Russian River-Cooper Lake-Resurrection River trail system, on the Kenai Peninsula, Alaska, traverses essential brown bear habitat. To set management guidelines for this area, the trail system was monitored using questionnaire cards and electronic trail counters from 1984 through 1987. This helped to determine the extent and type of human use and human-bear encounters in the area. Management recommendations were intended to reduce the potential displacement of brown bears by hikers and to inform wilderness users of the proper camping techniques to avoid attracting bears to the campsite. An average of 5800 visitors hiked or camped along the trail system each year. Encounters between hikers and brown bears averaged 7/yr while encounters with black bears averaged 35/yr. Minor problems occurred with both the electronic trail counters and the questionnaire. Modilications to these methods are discussed. A Limits of Acceptable Change format should be considered for the trail system to determine the character and future direction of recreational activities and monitoring of the trail system should continue in the future.  相似文献

Since any proposed activity could contribute to a wide range of potential CEs at different spatial and temporal scales, a tiered or nested approach should be followed to assess CEs. The difficulty of assessing and predicting CEs also suggests that in many cases the most efficient approach is to focus on minimizing on-site impacts. Under some circumstances adaptive management can also be a viable alternative to detailed CE assessments. Regular monitoring and feedback is critical to the successful management and regulation of CEs.  相似文献

Recreation use was studied on a diverse state river system to test the hypothesis that recreation use patterns vary systematically by river type. River segments were classified into representative river types through application of a two-fold classification system. The first classification factor, generalized geomorphology, defines and groups the dominant resource bases of which rivers are comprised. The second classification factor, cultural setting, defines the land use and settlement patterns in which each river type is found. Significant differences were found among resulting river types with respect to the nature and intensity of recreation activity, desired use density, and user perceived problems and conflicts. Management recommendations were developed, based on study findings, for each river type. It is concluded that when both environmental attributes and cultural setting are taken into account, regularities appear with respect to the way in which river resources are used and perceived by recreationists. Further exploration and expansion of such recreation-resource relationships to other activities and environments may hold substantial implications for the allocation and management of outdoor recreation resources.  相似文献

Fishermen were aggregated into high-, mid-, and low-consumptive groups according to the importance they placed on catching fish. Analysis of variance indicated that each consumptive group was unique in the importance it placed on other fish-related variables. Low-consumptive fishermen rated most other aspects of the fishing experience, such as interacting with nature, relaxation, and escaping the daily routine, more important than did high-consumptive fishermen. Low-consumptive fishermen also fished more frequently and were generally more satisfied with their most recent fishing trip than were high-consumptive-oriented fishermen. The three groups can be viewed as different fishing constituencies. By understanding their characteristics, we can gain additional insights into the impacts of management decisions on recreational fishermen and their experiences.  相似文献

Multiple-use forest management has come to include an attention to scenic values, and methods are being developed to incorporate aesthetic considerations into decision making. A considerable body of scientific research has been conducted exploring public preferences for forest landscapes and intersubjective and contextual influences upon their perception. This research is surveyed. Findings regarding the perception of forest conditions, such as tree density and size, ground cover, species makeup and nonmanagement are considered. The scenic effects of forest treatments such as thinning, burning, and chemical application are outlined. Findings for harvest and regeneration practices such as clear-cutting, shelterwoods, selection cuts, and slash treatments are reported. Advances that consider the effects of time upon forest beauty and experiences are explored, along with a problem in multiple-use evaluation of scenic changes. Research on these topics and on observer intersubjective problems and general theory development is supported as a course of advancement in the field.  相似文献

Extensive forms of resource use are rarely subject to detailed environmental and social assessment. This paper outlines a potential methodology for assessment of the social impacts of extensive resource use activities based on the Pressure-State-Impact-Response (PSIR) model of integrated indicator development. It then tests this methodology through a case study of changed water flow regimes in Central Queensland's Fitzroy River catchment. While resource degradation associated with interruptions to flow was expected to force all resource users to face higher costs and greater uncertainty, negative social impacts were particularly concentrated among vulnerable groups and downstream industries. Extension of the PSIR framework and methodology proved useful in linking social and biophysical research and would thus appear to offer some potential as a model for incorporating social concerns within natural resource decision making.  相似文献

States, territories, and tribes identify nonpoint source pollution as responsible for more than half of the Nation’s existing and threatened water quality impairments, making it the principal remaining cause of water quality problems across the United States. Combinations of education, technical and financial assistance, and regulatory measures are used to inform landowners about nonpoint source pollution issues, and to stimulate the use of best management practices. A mail survey of non-commercial riparian landowners investigated how they learn about best management practices, the efficacy of different educational techniques, and what motivates them to implement land management activities. Landowners experience a variety of educational techniques, and rank those that include direct personal contact as more effective than brochures, advertisements, radio, internet, or television. The most important motivations for implementing best management practices were linked with elements of a personal stewardship ethic, accountability, personal commitment, and feasibility. Nonpoint source education and social marketing campaigns should include direct interpersonal contacts, and appeal to landowner motivations of caring, responsibility, and personal commitment.  相似文献

The Shale Network is a group of stakeholders collating, publishing, and conducting research on water quality data collected in the northeastern United States experiencing natural gas extraction from shale using hydraulic fracturing. In developing the Shale Network, we have experienced reluctance to share data from all participating sectors. This paper explores this reluctance, identifying barriers to greater collaboration among multiple stakeholders in natural resource management projects. Findings are derived from participant observation of the Shale Network team, surveys conducted during Shale Network workshops, interviews with water quality stakeholders, and participant observation of water quality monitoring training sessions. The barriers identified include perceptions about data problems and quality, technical capacity, regulatory and legal limitations, competition for resources, and resource allocation decisions. This paper identifies strategies the Shale Network has used to overcome data-sharing barriers to expand a culture of data sharing that supports enhanced nature resource management and citizen engagement.  相似文献

ABSTRACT: Irrigation in arid and semiarid regions has led to accumulation of salts, destruction of soil texture, decline in fertility and yield, and eventual abandoning of the land. The problems of irrigated agriculture may be attributed to the fact that managers seldom consider irrigated land as a system consisting of a number of components and that the individual health of each component is vital to the overall health of the entire system. A management model is described here which considers all the important components of an irrigated system and may help maintain a permanent irrigated agriculture. The model optimizes net farm income, maintains favorable hydrologic and salt balance in the irrigated system, meets the concentration requirements of the drainage water for the individual crops, and simulates the impact of the irrigation on the unsaturated and the saturated zone.  相似文献

It is recognised that Visual Impact Assessment (VIA), unlike many other aspects of Environmental Impact Assessments (EIA), relies less upon measurement than upon experience and judgement. Hence, it is necessary for a more structured and consistent approach towards VIA, reducing the amount of bias and subjectivity. For proposed developments, there are very few quantitative techniques for the evaluation of visibility, and these existing methods can be highly inaccurate and time consuming. Percentage view changes are one of the few quantitative techniques, and the use of computer technology can reduce the inaccuracy and the time spent evaluating the visibility of either existing or proposed developments. For over 10 years, research work undertaken by the authors at the University of Nottingham has employed Computer Graphics (CG) and Virtual Reality (VR) in civilian and industrial contexts for environmental planning, design visualisation, accident reconstruction, risk analysis, data visualisation and training simulators. This paper describes a method to quantitatively assess the visual impact of proposed developments on the landscape using CG techniques. This method allows the determination of accurate percentage view changes with the use of a computer-generated model of the environment and the application of specialist software that has been developed at the University of Nottingham. The principles are easy to understand and therefore planners, authorisation agencies and members of the public can use and understand the results. A case study is shown to demonstrate the application and the capabilities of the technology.  相似文献

联邦《石油污染条例》、州《溢油预防和应对法案》和《溢油预防和应对条例》共同构成了美国路易斯安那州自然资源损害评估制度体系,确立了评估活动主导者和参与者明确、程序清晰、客观公正、资金来源有保障,且融合了应急、评估、响应行动于一体的评估制度。我国正在建立的生态环境损害赔偿制度,虽然就损害评估已经形成了部分规范性文件,但多重视的是评估机构的资质管理和具体的评估技术方法,有必要借鉴域外经验,从主体构建、程序设计、多方参与、评估资金、融合评估和应急、恢复行动于一体五个方面完善评估管理制度。  相似文献
