Formula allocation is a major tool for the distribution of public funds in the United States of America. This paper explores several examples of formulae used in U.S. domestic programmes, looking at their construction, meaning and consequences. The authors argue that the design of formulae is both a political and technical task. Increased attention has been given by governments to reporting on the condition of the environment and deciding on ways of addressing environmental problems. Various activities of this nature currently taking place in Canada are described and assessed. It is concluded that the Canadian experience has many noteworthy features, both in the technical methods of production and the ways of incorporating diverse viewpoints into environmental reports and agendas.  相似文献

Leachates are generated as a result of water or other liquid passing through waste at a landfill site. These contaminated liquids originate from a number of sources, including the water produced during the decomposition of the waste as well as rain-fall which penetrates the waste and dissolves the material with which it comes into contact. The penetration of the rain-water depends on the nature of the landfill (e.g. surface characteristics, type and quantity of vegetation, gradient of layers, etc). The uncontrolled infiltration of leachate into the vadose (unsaturated) zone and finally into the saturated zone (groundwater) is considered to be the most serious environmental impact of a landfill. In the present paper the water flow and the pollutant transport characteristics of the Ano Liosia Landfill site in Athens (Greece) were simulated by creating a model of groundwater flows and contaminant transport. A methodology for the model is presented. The model was then integrated into the Ecosim system which is a prototype funded by the EU, (Directorate General XIII: Telematics and Environment). This is an integrated environmental monitoring and modeling system, which supports the management of environmental planning in urban areas.  相似文献

This study was an attempt to develop an efficient method of monitoring and assessing how members of a community react to a toxic hazard in their community. The intent was to develop a short instrument which could be applied in multiple settings, or in the same setting several times. The methodology was a short questionnaire that addressed six issues: sources of information about the hazard, beliefs about justice and responsibility, beliefs about why the hazard is a problem, extent of active concern, involvement in community affairs, and satisfaction with life. A mailed questionnaire was developed and tested in a community near an EPA Superfund site in the United States. Results of the effort are discussed relative to the particular community studied, and relative to furthering the assessment technology begun in this research.  相似文献

The coverage of strategic environmental assessment (SEA) has been extended to all public sector policies, plans and programmes subject to Scottish jurisdiction. Evaluation of the arguments advanced by the Scottish Executive for using environmental assessment as a tool for environmental governance requires an exploration of some of the contested interpretations of the function of environmental assessment at a strategic level. The paper examines the implications of this extension of the European Union SEA Directive in the context of current arrangements to fit environmental assessment into the UK tradition of integrated policy appraisal. It considers the methodological implications of using SEA explicitly for improving public sector decision making at all levels and across all activities. This enables environmental effects to be taken into account at an early stage in the formulation of government policy, through a transparent system of assessment which encourages public participation.  相似文献

Waste accounting has become a necessary practice for companies endeavoring to track their wastes toward realizing discrete waste minimization and pollution prevention objectives. Measurement systems and program initiatives certainly must be tested to find out what will repeatedly work for and best serve a company. Public Service Electric and Gas Company (PSE&G) has committed to revolutionizing the processes of managing materials, wastes, and their associated information. In laying out their strategic plan, company representatives specified the need for a companywide waste accounting system to enable them to monitor progress toward achieving two important short-term waste management targets by the close of 1995. Together with the Electric Power Research Institute, PSE&G is implementing a four-year program to install such a system. The results of the first year-and-a-half's work are reported in this article. The purpose of this article is to discuss the results of implementing a waste accounting system on a utility companywide basis. We will address the experience of bringing such a system on-line at PSE&G. The Electric Power Research Institute (EPRI) previously developed a framework and approach for measuring the performance of utility pollution prevention programs called waste accounting, including the development of a software program called Accounting Software Application for Pollution Prevention or ASAPP.1 These programs were devised to assimilate detailed information from the facility up through the corporate levels.  相似文献

The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently.  相似文献

To achieve a sustainable development, impacts on biodiversity of urbanisation, new infrastructure projects and other land use changes must be considered on landscape and regional scales. This requires that important decisions are made after a systematic evaluation of environmental impacts. Landscape ecology can provide a conceptual framework for the assessment of consequences of long-term development processes like urbanisation on biodiversity components, and for evaluating and visualising the impacts of alternative planning scenarios. The aim of this paper was to develop methods for integrating biodiversity issues in planning and strategic environmental assessment in an urbanising environment, on landscape and regional levels. In order to test developed methods, a case study was conducted in the region of Stockholm, the capital of Sweden, and the study area embraced the city centre, suburbs and peri-urban areas. Focal species were tested as indicators of habitat quality, quantity and connectivity in the landscape. Predictive modelling of habitat distribution in geographic information systems involved the modelling of focal species occurrences based on empirical data, incorporated in a landscape ecological decision support system. When habitat models were retrieved, they were applied on future planning scenarios in order to predict and assess the impacts on focal species. The scenario involving a diffuse exploitation pattern had the greatest negative impacts on the habitat networks of focal species. The scenarios with concentrated exploitation also had negative impacts, although they were possible to mitigate quite easily. The predictions of the impacts on habitats networks of focal species made it possible to quantify, integrate and visualise the effects of urbanisation scenarios on aspects of biodiversity on a landscape level.  相似文献

A detailed nitrogen budget was devised for agricultural activities in the Florida peninsula, based on routine data published by state agricultural agencies. The model demonstrates that important unmonitored fluxes of nitrogen can often be calculated by mass balance on individual model compartments, and that the reasonability of poorly quantified fluxes can be assessed. The results of such models can be very useful in designing and assessing the results of field experiments and in prioritizing environmental monitoring programs.  相似文献

Summary Planning, the visible hand of government, is the resource allocation sphere that has the potential to prevent destructive conflict over resources, by creating a long term, rational, ethics-based and participatory decision-making process. Other public decision-making systems (the market, legal and political arenas), by their very nature, cannot adequately protect the environment or ensure sustainable development. However, as presently conceived, Planning+ cannot do so either. Reform has been impeded by an ideological bias which defines Planning as diametrically opposed to the market, such that creative alternatives to the two systems of social choice have not been developed.To address this problem, a new tri-partite structure of environmental governance is proposed. Based on an ecofeminist paradigm, it is primarily designed to constrain the potential for the abuse of power, and allow society to address environmental (ethical) as well as social (distributional) and economic (efficiency) issues. In a sense, it rationalises the social decision-making system by re-aligning rights, wants and needs with the appropriate decision-making forum (representative democracy, the market and Planning respectively). The model exposes the need to redesign all these institutions so that they better correspond to their logical functions within the resource allocation system. Although human presence is one of the main characteristics of the Mediterranean identity since ancient times, a false dialectic between conservation and social-economic development has emerged in recent decades. On the one hand, an economic growth policy is taken as the paradigm of social-economic development; on the other hand, there is a multi-scale conservation policy, in which natural protected areas, as patches of preserved nature, are used as one of the main tools to deal with the challenge of sustainability. The Mediterranean Basin is the habitat of many unique species and one of the 25 main biodiversity hotspots in the world, and as a consequence a strong conservation policy has been used to protect environmental values. At the same time, Mediterranean countries are deeply involved in promoting strong economic growth policies, which are not always compatible with environmental ones. In this paper, Spain has been studied as one model of this situation. Due to political reasons, Spanish economic growth and conservationist policies were pursued together during the last 20 years. As a result, Spain owns one of the largest networks of natural protected areas in Western Europe, and at the same time it has experienced one of the strongest periods of economic growths in the European and Mediterranean context during the 1980s and 1990s. An historical series of resource use in five annual periods in the last 20 years of conservation policy, and the effects on the preservation of natural capital have been investigated by means of the eMergy (spelled with an 'm') synthesis approach, which was used to characterize the flow of environmental services supplied by ecosystems, but not in monetary terms. This study shows that Spain is becoming less self-sufficient and more inefficient in resource use, comprehensively measured in eMergy terms. A large part of Spain's economy depends on imported goods and services, and most economic activities are based on tourist services and associated construction, which promotes intensification in the urban use of the territory and more intense environmental impacts and resource use intensification of those countries supplying the raw materials. The consequence is a decoupling of the Spanish economy from local environmental services and the increase of Ecological footprint of Spain, measured by means of eMergy-based indicators. In spite of the increase in number, area and associated budget of the natural protected areas and other conservation measures, the general sustainability of the nation is decreasing.  相似文献

Place attachment has been researched extensively in the social and behavioural sciences over the past two decades. However, it is challenging for researchers to assimilate the mixed messages presented in the place attachment literature and to understand the multiple place attachment terms. In this study, a four-dimensional model of rural landholder attachments to their natural resource management region was conceptually and empirically developed with the aim of developing an integrated approach to the measurement of place attachment that clearly distinguishes between different elements of place scholarship. A 29-item place attachment scale with the dimensions of place identity, place dependence, nature bonding, and social bonding was tested on a random sample of rural landholders in the Adelaide and Mount Lofty Ranges in South Australia (N = 320). The majority of respondents were male (69.3%) and the average age was 59 years. The scale was reduced to 20-items and then administered simultaneously and in the same response format to rural landholders in two other areas of South Australia: the Northern and Yorke region (N = 664) and South Australian Murray-Darling Basin region (N = 659). In both studies, the majority of respondents were male (85%) and the average age was 55 years. Exploratory factor and reliability analyses of Adelaide and Mount Lofty Ranges and Northern and Yorke datasets produced a five-dimensional model of place attachment with high reliabilities. Social bonding divided into the constructs of family bonding and friend bonding. The refined five-dimensional model was then examined for convergent validity, with moderate but significant correlations found between individual attachment constructs and dependent variables expected to be related to the construct, such as place identity and length of residence, and nature bonding and time currently spent in nature. We used confirmatory factor analysis to test the goodness-of-fit of the South Australian Murray-Darling Basin (SAMDB) dataset to the proposed five-dimensional model and then compared its fit to the traditional two-dimensional model of place identity and place dependence. The five-dimensional model provided moderate fit for the SAMDB data. We conclude with a discussion of the validity and reliability of the five-dimensional model and its future role in place attachment research.  相似文献

Life cycle assessment (LCA) can be successfully applied to municipal solid waste (MSW) management systems to identify the overall environmental burdens and to assess the potential environmental impacts. In this study, two methods used for current MSW management in Phuket, a province of Thailand, landfilling (without energy recovery) and incineration (with energy recovery), are compared from both energy consumption and greenhouse gas emission points of view. The comparisons are based on a direct activity consideration and also a life cycle perspective. In both cases as well as for both parameters considered, incineration was found to be superior to landfilling. However, the performance of incineration was much better when a life cycle perspective was used. Also, landfilling reversed to be superior to incineration when methane recovery and electricity production were introduced. This study reveals that a complete picture of the environmental performance of MSW management systems is provided by using a life cycle perspective.  相似文献

This paper proposes a mixed performance measurement system using a combination of evolutionary game theory and the balanced scorecard (BSC) in environmental supply chain management (ESCM) that measures and evaluates business operations using the four different perspectives of finance, customer, internal business process, and learning and growth. ESCM plays an important role in the supply chain which leads to the reduction, reuse and recycling of resources involved in both upstream and downstream activities. This paper presents guidance for practical managers in evaluating and measuring ESCM by developing a knowledge-based BSC and evolutionary game theory. The primary purpose of this paper is to apply the proposed method in a case study to one of Iran's biggest auto industry supply chain SAIPA Company. The results of this study indicate that the adoption of ESCM, in the absence of regulatory pressures and cost-saving measures is triggered by public pressures and its implementation is limited by organizational factors and strategic myopia.  相似文献

The capacity to sustainably govern complex socio-ecological systems (SES) has been identified as a necessary but daunting task by SES scholars, resource stewards and stakeholders. This research sought to inform the question: What are determinant capacities and functional linkages that can be incorporated into diagnostic tools for analysts seeking to improve sustainable socio-economic system SES governance? Literature was used to identify and translate determinant capacities and functional linkages into a quantifiable metric of governance quality. The tool was developed from ecological, business, governance and decision science literature. This tool recognizes the dynamic and systemic linkages between the resources and the social systems that use and govern them for improving systems thinking and SES outcomes. The tool was tested to determine its ability to capture perceived characteristics of governance quality and problem management using Michigan’s cleanup and redevelopment program. The results of this research indicated that the exploratory tool was reliable and valid. This research contributes to the evolving body of SES frameworks, specifically the study of individual and organizational capacities for improved SES outcomes. The implications of this research suggest participatory network-based governance with higher levels of resource exchange, in the form of interdependency, trust, diplomacy and reciprocity, aligns with practitioners’ perceptions of improved program performance. Further, while some capacities and related findings of this research may be context specific, concepts associated with the development and testing of this diagnostic tool, such as the use of systems thinking, participatory network-based governance, and related competencies, may have more universal application.  相似文献

Summary Atlases of cancer mortality have recently appeared in many nations. This paper cautions environmental professionals against using them to draw cause-and-effect conclusions because of limitations of the map as a conveyor of information, and limitations of the data used in cancer atlases. Appropriate uses include, finding clues for detailed epidemiological and environmental research, places with poor data, regions requiring special equipment and personnel, and as tools for persuading the public to be less fatalistic about cancer and more supportive of public health protection and education programs.Dr Michael Greenberg is both Professor of the School of Urban and Regional Policy, and Acting Director of the Graduate Program in Public Health, at the University of Medicine and Dentistry and Rutgers University.  相似文献

High alpine peaks throughout the world are under increasing environmental pressure from hikers, trekkers, and climbers. Colorado's “Fourteeners”, peaks with summits above 14,000 feet are no exception. Most of these peaks have no entrance fees, and reach ecological and social carrying capacity on weekends. This paper illustrates how a series of dichotomous choice contingent valuation questions can be used to evaluate substitutability between different alpine peaks and quantify the price responsiveness to an entrance fee. Using this approach, we find that peak load pricing would decrease use of popular Fourteeners in Colorado by 22%. This reduction is due almost entirely to substitution, rather than income effects. There is also price inelastic demand, as 60% of the hikers find no substitution for their specific Fourteener at the varying cost increases posed in the survey. The no substitute group has a mean net benefit of $294 per hiker, per trip, considerably higher than visitor net benefits in most recreational use studies.  相似文献
