As environmental management responsibilities expand beyond regulations to address business issues such as design for the environment, total cost accounting, and strategic planning, it is tempting to plan for expanded information systems (EMIS) to handle new responsibilities. The author argues that we should pursue exactly the opposite course: shrink the EMIS to the minimum size possible. It would be impossible to feed the self-standing EMIS with all the data it needs—replicas of almost any data tracked by the organization. The EMS and EMIS should be “meta-systems” that store the organization's knowledge about how EH&S relates to various business processes, and what should be measured and reported to assure that EH&S objectives are met. The author provides examples of how companies are creating these EMS “metasystems” by leveraging enterprise systems implemented for accounting, business planning, groupware, maintenance, and process control.  相似文献

The President'S Commission on Environmental Quality (PCEQ) is translating TQEM theory into action at industrial facilities around the United States. Eleven major corporations are undertaking voluntary demonstration projects at twelve facilities throughout the country to actively test TQEM. Corporate participants will share their conclusions about incentives, barriers, management processes, and metrics to produce a “blueprint” for successful TQEM programs elsewhere.  相似文献

This article illustrates the importance of a financial management approach to justify investments in environmental, health, and safety (EH&S) excellence. Previous research found that National Flood Insurance Program (NFIP) premiums collected in some U.S. states, including California, have far exceeded damage payments. However, this finding raises the question of whether such an imbalance represents systematically good flood management or, instead, merely short-term hydrologic good luck. This study investigated patterns in flood losses on structures that pre-date and post-date the first available flood maps (“pre-Flood Insurance Rate Map [FIRM]” vs. “post-FIRM”) in California, several peer states, and nationwide. California has a larger inheritance of pre-FIRM structures than the national average, apparently reflecting development during the latter half of the 20th Century but before most Federal Emergency Management Agency (FEMA) flood maps. Pre-FIRM properties are a disproportionate cost burden on the system, and the number of pre-FIRM policies has declined over time, but only slowly. Local patterns in pre-FIRM claims suggest targeted areas for enhanced mitigation efforts, including buyouts. Conversely, we find that claims on post-FIRM policies are a reasonable metric of good floodplain management and enforcement, and California's 38% of post-FIRM policies generated just 24% of the state's NFIP claims. Local “post-FIRM claim hotspots” suggest areas to examine more closely. California continues to be a net payer into the National Flood Insurance Program, with $102 million in payouts 2009–2018 versus $2.3 billion in premiums collected, or 4.5 cents of premiums collected for every dollar of premiums. In California, its peer states, and nationwide, future management of flood risk depends on: (1) continued investment in flood control and mitigation of existing floodplain structures, and (2) prudent planning and limitations on new floodplain and coastal development.  相似文献

Risk management of chemicals requires information about their adverse effects such as toxicity and persistence, for example. Testing of chemicals allows for improving the information base for regulatory decision‐making on chemicals' production and use. Testing a large number of chemicals with limited time and resources forces a prioritization of chemicals. This paper proposes a decision model that provides a ranking of chemicals according to “urgency to test”. The model adopts a value‐of‐information approach describing the expected welfare gains from regulatory actions that respond to test information. We determine the value‐of‐information of tests revealing chemicals' levels of toxicity and persistence. We compare our findings to the prioritization of chemicals in the new European Chemicals Regulation “REACH”, where several tens of thousands of chemicals are to be tested in order to fill existing information gaps and to implement more effective risk management. We find that the main lines of chemicals' prioritization under REACH receive backing from our decision model. However, prioritization for testing can be further improved by accounting for testing costs and the sensitivity of regulatory action with respect to the test information.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

In March 2012, a brownfield site in Cologne was transformed into “a green garden on red clay”, when a community garden called NeuLand (new land) was created. This paper investigates in how far NeuLand is typical for a new form of political engagement 2.0, focused on local problems at people's doorstep rather than global critiques of political systems, which finds its expression in direct actions typical for the networked society, e.g. “green flash mobs.” Its potential to provide a blueprint for imagining and enacting alternative futures and new ways for citizens to claim their “right to the city” is being assessed. NeuLand provides an experiment with new forms of (urban) commons and possibly a (re)turn to the “liveable city” to replace the current neoliberal ideal of the “entrepreneurial city” [Harvey, D., 1989. From manageralism to entrepreneuralism: the transformation of urban governance in late capitalism. Geografiska Annaler, Series B, Human Geography, 71 (1), 3–17], developing new solutions to problems of urban management and city development that extend beyond the voluntary engagement of citizens within the logic of the neoliberal “big society.” Extending the scope beyond the analysis of urban gardening projects as examples of sustainable food production, or as vehicles for fostering community cohesion, integration or social capital, the NeuLand experiment is linked to wider debates of alternative and more sustainable socio-ecological futures than those currently practised in the newly “neoliberalizing cities” of Germany.  相似文献

    ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

    ABSTRACT: Water management agencies seek the next generation of modeling tools for planning and operating river basins. Previous site‐specific models such as U.S. Bureau of Reclamation's (USBR) Colorado River Simulation System and Tennessee Valley Authority's (TVA) Daily Scheduling Model have become obsolete; however, new models are difficult and expensive to develop and maintain. Previous generalized river basin modeling tools are limited in their ability to represent diverse physical system and operating policy details for a wide range of applications. RiverWare(tm), a new generalized river basin modeling tool, provides a construction kit for developing and running detailed, site‐specific models without the need to develop or maintain the supporting software within the water management agency. It includes an extensible library of modeling algorithms, several solvers, and a rich “language” for the expression of operating policy. Its point‐and‐click graphical interface facilitates model construction and execution, and communication of policies, assumptions and results to others. Applications developed and used by the TVA and the USBR demonstrate that a wide range of operational and planning problems on widely varying basins can be solved using this tool.  相似文献

    I have seen a number of corporations accept the philosophy of TQEM and start the process of total quality environmental management with great enthusiasm. I believe that many organizations are attracted because TQM principles demand measurements of success and results that are definable for the environment. It reduces the emotionalism that frequently tends to surround environmental issues. Emotionalism has perhaps been the bane and boon of efforts by corporations and advocacy groups to incorporate environmental issues into the day-to-day functions of organizations. Abt Associates, a well-known research-based consulting firm, recently completed a study of U.S. Fortune 250 firms' environmental management programs. Abt found evidence that environmental performance is a competitive issue. Benchmarking is hotly pursued to develop firm-wide indices of performance. One third of the benchmarking is against competition, another third is against worldwide firms. There is a race to develop “Best in Class” standards now. E2M and Abt Associates have combined resources to study corporate Canada's environmental management programs and compare these with those of the United States. This research will help companies benchmark activities and will build a strong North American data base. Unfortunately it will not be ready in time to answer TQEM's question for this issue.     The field of environmental management has evolved from its beginnings as a regulation-based, compliance-driven, “command and control” regime into a continuous improvement, voluntary, environmental stewardship process aspiring to protection levels beyond those required by regulations. This change in environmental management philosophies prevalent at many regulated corporations, both in the United States and abroad, has provided a fertile ground for the International Organization for Standardization (ISO) in developing environmental management standards that address these corporate aspirations. This task has moved closer to fruition within the ISO through its Technical Committee (TC) 207 on Environmental Management. This article provides background on the environmental management system standards, ISO/TC 207's committees' organization, and influencing factors helping to shape these standards. Equally important, this article focuses on what the standards will mean to the regulated industries in the way business is conducted.  相似文献

    This paper reports on a life‐cycle analysis (LCA) of Taiwan's “agriculture and forestry”, “crude petroleum, coal and natural gas extraction” and “electricity generation” sectors, revealing for the first time Taiwan's CO2 and CH4 emissions inventories and matching Taiwan's input‐output sectors. Integrated hybrid input‐output life cycle analysis is used to disaggregate the electricity generation sector into nuclear, hydro, gas, oil and coal, and cogeneration. Results show that the fossil‐fuel‐related electricity sub‐sectors have higher CO2 emissions intensity than the remaining sectors in the economy and that the “paddy rice” sector is Taiwan's most CH4‐intensive sector, making rice cultivation an important source of CH4 emissions. This work is vital to sound policy decisions concerning power generation, coal, and agriculture and forestry at the national level.  相似文献

    Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

    In recent years AT&T changed its focus on environmental policies from compliance to pollution prevention. Pollution prevention is an integrated program that includes design for the environment, “green” manufacturing, and a comprehensive program to reduce existing waste in production. The principles of Total Quality Management can be applied to pollution prevention as well as the more traditional manufacturing concepts. The project described in this article is one of several concurrent programs being conducted at AT&T'S Columbus Works to reduce overall waste produced by the facility by applying TQM practices.  相似文献

    This study was aimed at determining, under field conditions, early interactions between planted cypress seedlings and their associated shrubs in a mesic area of Andean Patagonia and, in a nursery, the effects of increasing light availability on cypress performance when soil water was not a limiting factor. The field experiment was performed in a former cypress–coihue mixed forest (42°02′S, 71°33′W), which was replaced in the 1970s by a plantation of radiata pine. In 2005, 800 cypress seedlings were planted under maqui shrubs in a clear-cut area of the pine stand. In 2007, two treatments were set: no-competition treatment ([NCT] i.e., the surrounding aboveground biomass was removed) and competition treatment ([CT] i.e., without disturbance). The nursery experiment (42°55′S, 71°21′W) consisted of two groups: “shade” (grown under shade cloth) and “sun” (grown at full sun) cypress seedlings. After one growing season, seedling survival and stem growth (in height and diameter) were determined at both sites. Furthermore, the growth rate of leaves, stems, and roots was determined in the nursery. In the field experiment, height growth and survival in NCT were significantly greater than in CT, and a competition process occurred between cypress and surrounding shrubs. In the nursery, sun plants grew more in diameter and increased root weight more than shade plants. Results also showed that in mesic areas of Patagonia, decreasing competition and increasing light levels produced stouter seedlings better adapted to support harsh environmental conditions. Therefore, the removal of protecting shrubs could be a good management practice to improve seedling establishment.  相似文献

    A three-year environmental project was implemented at the Petrocart S.A. paper and board mill, through the Danish Support Programme for Eastern Europe (DANCEE). The aim was to use “Lean and Green” Production to improve industrial compliance with the effluent regulations and with EUs IPPC Directive under implementation in Romania, thereby improving the environmental conditions in the Bistrita River running through the town. The results obtained included an 87% reduction of the discharge of wastewater from 5300 to about 700 m3/day. Previously, the effluent was subjected to primary treatment only. The reduction in flow reduced mill fibre losses and allowed discharge to an existing, underloaded, municipal treatment system, where primary and secondary treatment is operated. Further results obtained were better housekeeping (5S and Kaizen) and a Total Quality Management (TQM) organisation was implemented where product quality, environment and occupational health and safety are merged into one system. Twenty-eight TQM groups were formed, each with a representative from management and elected among workers. The mill's employment is slightly higher today, and the gross turnover and profitability has almost tripled. Had Petrocart had the financial resources themselves carried the project through without DANCEE support, the payback time for the project would have been 3.7 years for the total of €2 million spent. Petrocart no longer pays penalties for environmental non-compliance. The performance contributes to IPPC-approval. The project was implemented within the framework of DANCEE's procedures, which is based on the Logical Framework Approach (LFA) for project management. The PRojects IN Controlled Environments (PRINCE2™) model for project management was also applied. This article analyses how the results were achieved and how Lean and Green thinking as well as good project management practices, such as LFA and PRINCE2 were applied to turn around an old Eastern European company to survive privatization.  相似文献

    The Soil and Water Assessment Tool (SWAT) is one of the most widely used watershed models for simulating hydrology in response to agricultural management practices. However, limited studies have been performed to evaluate the SWAT model's ability to estimate daily and monthly evapotranspiration (ET) in semiarid regions. ET values were simulated using ArcSWAT 2012 for a lysimeter field managed under dryland conditions at the USDA‐ARS Conservation and Production Research Laboratory at Bushland, Texas, and compared with measured lysimeter values from 2000 to 2010. Two scenarios were performed to compare SWAT's performance: (1) use of default plant leaf area index (LAI) values in the embedded plant database and (2) adjusted LAI values. Scenario 1 resulted in an “unsatisfactory” Nash‐Sutcliffe efficiency (NSE) of 0.42 and 0.38 for the calibration and validation periods, respectively. Scenario 2 resulted in a “satisfactory” NSE value for the calibration period while achieving a “good” NSE of 0.70 for the validation period. SWAT generally underestimated ET at both the daily and monthly levels. Overestimation during fallow years may be due to the limitations of the pothole function used to simulate furrow diking. Users should be aware of potential errors associated with using default LAI parameters. Inaccuracies in ET estimation may also stem from errors in the plant stress functions, particularly when evaluating water management practices for dryland watersheds.  相似文献

    The new environmental standard, ISO 14000, is due for issue in January 1996. The standard is designed to address environmental management systems, life-cycle assessments, and international labeling and auditing standards. A major issue facing ISO 14000 advocates is “How can proponents of ISO 14000 get their enterprise to implement it?” And once implementation is started, “What can be done to enhance its chances of success?” The answers to both of these questions may be discovered by examining the self-interest of the parties within the enterprise. These parties will rightly ask, “Why should I support ISO 14000 registration? What's in it for me?”. Today's business climate is more competitive than ever. This is particularly true in the international arena. As a result, the competition within an enterprise for funds (the budget process) is becoming tougher than ever. Management is not going to register under ISO 14000 because they are altruistic. Companies will decide to register only if it is in their own best interest. That means, only if the decision maker can defend the decision to critics. This article presents approaches to gain support within an organization for implementation of ISO 14000 and to improve the chances of success once implementation has begun.  相似文献

    ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal.  相似文献
