Life cycle impact assessment (LCIA) is performed to quantitatively evaluate all environmental impacts from products, systems, processes and services. However, LCIA does not always provide valuable information for choosing among alternatives with different specifications, functionalities and lifetimes. The objectives of this study are (1) to propose environmental indicators to evaluate environmental efficiency and value qualitatively and quantitatively on the basis of analogies to financial and economic indicators, and (2) to present the application of the indicators. Incremental evaluation using a reference is employed to obtain the environmental indicators. The environmental efficiency indicators are conceptually based on the ratios of reduced environmental burdens returned to environmental burdens required: environmental return on investment, environmental payback period and environmental internal rate of return. The environmental value indicator is the sum of all reduced and required environmental burdens: i.e., environmental net present value. All the environmental indicators can be used to compare and rank the environmental efficiencies or values of alternatives. The environmental efficiency indicators can be applied to a new environmental labeling. The concept of eco-efficiency labeling is developed by combining the environmental efficiency indicators with financial indicators. A case study is performed to illustrate the necessity and importance of the environmental indicators. These environmental indicators can help easily communicate LCIA results in the field of environmental management.  相似文献

为了了解番禺市民环境意识的现状,把握市民环境意识的总体水平,探讨今后环境保护宣传教育的重点和方向,对番禺市21个镇区的市民的环境意识进行了抽样设想。从环境态度,环境行为,环境知识3个方面对市民的环境意识水平进行了评价,并对影响环境影响水平的个人因素进行了分析和综合评价。结果表明:现阶段番禺市民环境意识勉强进入中 等水平,而市民的环境态度已进入较高水平,环境知识为中等水平,环境行为为中等水平,市民的环境态度,环境行为,环境知识水平相互脱节,表现为意识先行,行为滞后。  相似文献

新疆地区的环境较为敏感,油气田开发对环境的影响较大,围绕着油气田开发所开展的各项活动必须严格执行环境影响评价。文章介绍油气田开发环境影响特点,环境影响评价工作中存在的问题。加强油田环境管理的措施为:实施战略和区域环境影响评价,在可行性研究报告审查前提出环境保护建议,在设计阶段严格执行环评中提出的环境保护措施,严格执行HSE环境管理体系,建立和完善回顾性环境影响评价制度,制定新疆油田建设项目环境保护管理方面的规定。  相似文献

中国改革开放的40年也是生态环境保护管理体制不断改革和飞跃的40年。自1972年开展生态环境保护工作起,围绕着解决不同发展阶段突出环境问题的需要,每10年左右实现一次环境管理体制改革"大跨跃",不断改革、创新和发展了具有中国特色的生态环境保护治理体系与模式。坚持在发展中解决环境问题,以改善生态环境质量为核心,逐步构建了符合不同发展阶段特征的生态环境保护管理体系,包括完备的生态环境规划政策体系、完善的生态环境治理体系、完整的生态环境保护法律体系。在新时代中国特色社会主义建设过程中,应瞄准建设美丽中国的战略目标,立足中国、放眼世界,坚持绿色发展,做好顶层设计,构建生态环境管理体系新格局,共建清洁美丽世界。  相似文献

首先从现代环境保护的内在逻辑入手,指出我国环境法治正处于从外生型向内生型转变,并认同以排污许可为核心的环境许可制度应成为我国环境治理的核心制度。接着对环境许可制度进行基本的理论分析和简单框架梳理,认为环境许可制度是以法治完善和科技发展为支撑的,在此基础上需要进一步的内容细化和体系构建,并强调在风险预防原则下,环境许可不应局限于排污许可制度。然后分析了欧盟与德国在环境许可一体化上的趋势与不同,进而提出我国环境许可制度的趋势。探讨了与环境许可制度紧密相关的环境技术标准制度,认为基于技术的环境标准面临内生性、系统化和动态完善的要求,环境许可制度需要面向环境质量达标体系转型。本文还分析了德国环境治理理念的转型变革与许可制度衔接的经验。最后,小结对我国环境许可制度的启示。  相似文献

环境服务的定义和范围是环境服务贸易谈判的关键。环境服务贸易谈判中必须区分并协调好全球环境服务需求与中国环境服务需求的关系。从中国和全球的共同利益出发,谈判中需要尽快重新定义环境服务;提出符合可持续发展战略的环境服务清单;建议WTO应该明确将环境改善,至少是全球环境改善,作为WTO环境服务谈判的目标,而非仅仅靠成员自己的贸易利益驱动谈判。  相似文献

The response of industry to current environmental regulations in Alexandria, Egypt was investigated. Environmental officers in 55 industrial firms completed a questionnaire examining their opinions about current environmental regulations, the statuses of their companies' compliance with those regulations, and the environmental management progress and problems in their companies. Although Egyptian industrialists had positive opinions about environmental regulations, their companies were not in satisfactory compliance with those regulations. The context in which environmental concern started in Egypt and the economic environment of Egyptian industry had lead to 'soft' enforcement and implementation of environmental regulations. The response of Alexandria's industrial firms to the issued environmental regulations was limited to adopting symbolic 'end-of-pipe' environmental protection measures. Progress in environmental management and problems in industries of Alexandria were also investigated.  相似文献

近年来,随着原环境保护部《关于开展环境污染损害鉴定评估工作的若干意见》以及中共中央办公厅、国务院办公厅《生态环境损害赔偿制度改革方案》的陆续发布,环境损害鉴定评估已经成为环境科学、技术经济、环境法、环境经济等相关学科领域的研究热点。本文对环境损害鉴定评估的环境损害调查、环境损害基线确定、环境损害因果关系判定、环境价值评估等所面临的难点进行了探讨,提出了初步解决思路,以期为环境损害鉴定评估的政策制定者和鉴定评估人员提供参考。  相似文献

When marketing environmentally responsible packaged products, the producer is confronted with consumer beliefs concerning the environmental friendliness of packaging materials. When making environmentally conscious packaging decisions, these consumer beliefs should be taken into account alongside the technical guidelines. Dutch consumer perceptions of the environmental friendliness of packaged products are reported and compared with the results of a life-cycle analysis assessment. It is shown that consumers judge environmental friendliness mainly from material and returnability. Furthermore, the consumer perception of the environmental friendliness of packaging material is based on the postconsumption waste, whereas the environmental effects of production are ignored. From the consumer beliefs concerning environmental friendliness implications are deduced for packaging policy and for environmental policy.  相似文献

日本与我国在历史上同属传统的东亚小农经济国家,在社会、经济、文化等方面的发展历程和存在的问题具有共通性。日本的农村生态环境管理随社会经济发展不断调整适应,政府也数次推动乡村振兴。对比研究中日两国农村环境管理及其背后的社会经济因素,虽然两国在农村环境管理上有相似性,但也有较大不同,我国不能完全照搬日本的农村环境管理体制机制,必须走一条适应我国国情的特色道路,循序渐进推进农业农村污染防治。在开展农村环保工作的具体举措上,日本也有较多可借鉴之处:一是以完善的法规政策体系保障农村环境管理;二是以精准的财政补贴支撑农村环境管理;三是以科学的规划和技术标准体系服务农村环境管理;四是以规范的行业和市场服务体系推动农村环境管理;五是以亲民务实的环境宣传教育助力农村环境管理。  相似文献

现代社会经济的发展离不开环境资源,但是人们在发展经济的过程中往往又忽视了人与环境的协调发展。在可持续发展战略普遍被各国人们所接爱今天,我们应该从最基本的问题入手来分析与环境的协调发展问题。本文从环境资源有无价值出发,进而分析、比较了商品与环境资源的价值问题。在此基础上通过分析社会经济发展与环境资源的关系提出了环境资源的正价值和负价值,然后又进一步分析了环境资源正价值和负价值社会经济的关系。最后文章提出了环境资源价值与持续发展战略及相关研究的关系。  相似文献

This study incorporated identity constructs into the theory of planned behaviour (TPB) to investigate intentions to engage in environmental activism. First year students and participants of a students of sustainability conference (n=169) were administered a questionnaire survey that measured standard TPB constructs as well as environmental group membership and self-identity as an environmental activist. Consistent with predictions, environmental group membership and self-identity were positive predictors of intentions. Thus, greater involvement in environmental groups and a stronger sense of the self as an environmental activist were associated with stronger intentions to engage in environmental activism. There was also evidence that self-identity was a stronger predictor of intentions for participants with low rather than high environmental group membership. In accordance with the standard TPB model, participants with more positive attitudes toward and a greater sense of normative support for environmental activism also had greater intentions to engage in the behaviour. The implications for groups seeking to harness support for activities to protect the environment are discussed.  相似文献

上市公司高管态度对企业环境信息披露会产生重要影响。为充分了解企业高管如何看待上市公司环境信息披露过程中涉及的环境信息沟通、披露制度、能力建设等多方面问题,本文对涉及第一、第二和第三产业的16家上市公司高管进行访谈调研。研究发现,多数高管视社会第三方机构对企业的环境信息需求为较大的潜在风险,非强制是上市公司环境信息选择性披露的主要原因,企业重视环保投资但信息公开能力建设不足,环境信息公开对企业价值影响较弱。本文提出编写环境信息公开指南及实施细则,提升企业环境信息公开的能力建设,拓展政府和社会组织对企业环境信息公开的奖励形式等建议。  相似文献

在环境治理的问题上,20世纪人类社会所表现出来的是一种对契约、技术与制度的崇尚,反映了近代以来社会治理中的价值中立与道德祛魅精神。然而,随着环境危机事件的频发,特别是在环境以及生态问题构成了风险社会的一个重要维度的情况下,依靠契约、制度、技术的环境治理方案陷入低效甚至失灵的境地。人类命运共同体理念的提出,开拓了环境治理的新思路,让我们看到构建人与人、人与自然生命共同体的环境合作治理模式建立的希望。环境合作治理是一种可以将所有力量整合到合作行动体系中的治理模式,能够有效应对日趋恶化的环境问题,并将人类的生存与发展建立在环境友好的基础上。只有当环境治理采用了合作模式,才能在环境的维度上增强人类命运共同体的现实性。  相似文献

The paper focuses on indirect environmental consequences, namely the environmental consequences of the production of project inputs. In addition, we introduce the term 'avoided environmental consequences', i.e. the environmental consequences associated with diversion of production factors from alternative use. The former are always relevant, while the avoided consequences are only relevant in cases involving fully-employed production factors that would otherwise be used in production. The inclusion of indirect and avoided environmental consequences may considerably affect the outcome of traditional project evaluation. In this paper it is suggested how the indirect and avoided environmental consequences may be described using the input-output system in combination with environmental coefficients.  相似文献

环境影响评价是环境管理的重要组成部分,为我国的环境管理决策提供重要依据。但在实际工作中,我国的环境管理工作仍然存在一定的问题。本文结合采掘行业的特点,分别从法律层面、设计层面和环境影响评价层面等三个方向进行分析,结合发现的问题提出建议,力求从不同的角度完善相关制度和技术要求。从而使采掘行业的环境管理能全面涵盖采掘行业开发过程,最大程度地减少采掘行业开发过程中的环境影响,完善采掘行业环境影响评价制度,对我国采掘行业生态环境的改善及环境影响评价法制建设起到一定的借鉴意义。  相似文献

Summary This paper focuses on the emphasis placed on environmental considerations and values in the context of environmental in-service training programs for governmental personnel in England, Austria, the Federal Republic of Germany, and the Netherlands. The paper is generally based on field research conducted in Europe during August 1979; issues were identified and comparisons were made with training programs in the United States. The major issues considered include: (1) early versus later emphasis, (2) resistance, (3) specialists and techno-scientific emphasis, (4) technique orientations, (5) lack of environmental administrative training, and (6) innovations.Despite various contrasts between European and United States environmental in-service training programs, there are some similarities. Many of these similarities center around a lack of emphasis on environmental training per se as well as on a lack of emphasis on environmental considerations and values because of various constraints, perceptions, and orientations. As developed nations with advanced governmental-technological systems in environmental affairs, their training programs are highly oriented toward these systems, and there is a lack of attention devoted to environmental aspects per se. The environmental titles and responsibilities do not automatically insure the incorporation of environmental considerations and values into the policy-making process with obvious training needs.European governments may adhere to a more legalistic, formal, and structured approach with less discretion available. But specialist and administrative personnel, as in the United States, are intimately involved in value judgments and decision-making in environmental affairs. Because of this, training programs have a special responsibility to educate personnel about environmental considerations and values to insure that the environmental public interest is adequately presented in the decision-making process, i.e., that they develop environmental competencies as well as governmental and technological ones on an interface basis.Dr Daniel H.
