Studies of the resource curse as it affects African states abound, yet few deal specifically with the experiences of South Africa. The inability of countries to convert natural resource wealth into income and improved development measures remains highly pertinent and is especially apparent in Africa's largest economy. This paper takes a unique approach to study the resource curse by comparing South Africa's political economy with the existing resource curse literature. Using data from international organisations, studies of poverty and qualitative evidence this paper examines South Africa's experience with mineral extraction. It is found that South Africa has experienced many of the symptoms outlined in the resource curse literature including relatively slow GDP growth, gross inequalities, entrenched poverty and the creation of a rentier state. Overall, it is concluded that South Africa has failed to benefit from natural resource wealth and can be classified as a resource cursed state. Not only has mineral wealth failed to benefit much of South Africa's population, sections of society have actually been harmed through the process of mineral extraction. This paper is the first to examine South Africa in light of the current resource curse literature and to conclude that the state far more closely resembles its sub-Saharan African neighbours than its upper-middle income peers.  相似文献

Understanding public risk perception related to possible consequences of climate change is of paramount importance. Not only does risk perception have an important role in shaping climate policy, it is also central in generating support for initiatives for adaptation and mitigation. In order to influence public knowledge and opinion, there is a need to know more about why people have diverging attitudes and perceptions related to climate change and its possible consequences. By using representative survey data for Norway and multivariate analysis, the authors of this article show that differences in attitudes and perceptions are partially explained by factors such as gender, educational background, and people's political preferences. However, an important factor explaining people's perception of climate change and its possible consequences is their direct personal experience of damage caused by climate-related events such as flooding or landslide. Furthermore, the results show that personal experience of damage has the largest impact on the respondents' belief that there will be more natural-resource hazards locally than in Norway or globally. The results also show that merely living in a more exposed area but not having a personal experience of damage does not affect the respondents' concern towards climate change.  相似文献

Our immense national water quality control program has been launched on a wholly empirical basis, much as our ancestors initiated early navigation improvements and flood control. Not only has there been no effort to determine the benefits of water quality control; the theoretical groundwork for optimization has not been developed. Three main national objectives for consideration are national economic efficiency, preserving and improving the national environment for man's use and development (conservation), and regional development. Although popular at present, the regional development objective is not particularly useful from an economic viewpoint. Efficiency objectives other than environmental can be evaluated but are apt to be minor. Other water quality benefits can be broken down appropriately into four main categories: (a) man's recreational environment; (b) man's home environment; (c) man's working environment; (d) intangibles related to scientific, historic, health and cultural values. In management of water quality, various technical relationships must be considered, particularly as to quantity of water needed for waste disposal, and relationship of this use to water supply withdrawals. Advanced waste treatment must be compared with other alternatives, not only of flow augmentation, but also technological process changes, distribution of effluents, and artificial river aeration.  相似文献

ABSTRACT: Bringing water from Colorado River via the Central Arizona Project was perceived as the sole solution for Tucson Basin's water problem. Soon after Central Arizona Project's water arrived in Tucson in 1992, its quality provoked a quarrel over its use for potable purposes. A significant outcome of that quarrel was the enactment of the 1995 Proposition 200. The Proposition 200 precludes the use of Central Arizona Project's water for potable purposes, unless it is treated. Yet, it encourages using it for non‐potable purposes and for replenishing the Tucson aquifer through recharge. This paper examines the economic issues involved in utilizing Central Arizona Project's water for recharge. Four planning scenarios were designed to measure and compare the costs and benefits with and without Central Arizona Project's water recharge. Cost‐benefit analysis was utilized to measure recharge costs and benefits and to derive a rough estimate of cost savings from preventing land subsidence. The results indicate that the institutional requirements can be met with Central Arizona Project's water recharge. The economic benefits from reducing pumping cost and saving groundwater are not economically significant. Yet, when combining the use of Central Arizona Project's water for recharge and non‐potable purposes, it demonstrates positive net economic benefits.  相似文献

政府承担生态环境损害赔偿责任的理论基础是政府对环境质量负责,政府对环境质量负责的实质是政府作为公共环境的管理者和控制者对维护公共环境利益所负担的安全保障义务。根据政府的环境安全保障义务,政府承担生态环境损害赔偿责任应以过错推定为归责原则,责任构成的核心是政府负有其职责范围内特定的环境安全保障义务,因未尽环境安全保障义务间接引发生态环境损害。由于政府未尽环境安全保障义务的行为并非直接也并不必然导致生态环境损害,所以政府一般仅根据自身行为的可责性及其程度对生态环境损害承担补充性的赔偿责任,只有在特殊情况下才承担连带赔偿责任,在政府不负有特定环境安全保障义务的情况下政府不承担赔偿责任。  相似文献

Implementing children's perspectives into playground management could be a way of improving play possibilities for children in the local public space and supporting sustainable development, but it requires adults' understanding. Children's perspectives on playground use were studied through group interviews in two Swedish towns and were also compared with the understanding among the local park workers. Children described their playground use through challenges, manipulation and place-making, something which was partly recognised by the park workers. The results indicate that children's perspectives on playground use, particularly manipulation, should be implemented more fully into management work. Children's participation in on-site management activities is discussed as a way of making playgrounds more adapted to children's use and perspectives.  相似文献

构建合理的量化评估指标体系是科学监测可持续发展进程的关键,为有效监测我国生态环境领域可持续发展目标的进程,本研究构建了一套与 IAEG-SDGs全球指标框架吻合、对应生态环境部主管部门职责且有数据支撑的可持续发展目标评估指标体系,对我国生态环境领域可持续发展子目标及评估指标的状态和发展趋势进行定量分析,结果显示,我国生态环境领域的可持续发展子目标整体表现较好,但具体表现仍然存在差异。据此,本文提出了进一步完善可持续发展目标评估体系、强化重点领域短板研究、提升中国生态环境领域 SDGs的整体表现和增加国际对于中国可持续发展工作的接纳度与认可度等政策建议。  相似文献

ABSTRACT: Once referred to as America's “best landscaped sewer,” the Connecticut has undergone a dramatic transformation in the last three decades. During this time, a number of public agencies and private organizations have worked diligently to implement policies and measures aimed at improving the river's quality. Ample data collected over the years indicate that the actual water quality conditions of the Connecticut River, as measured by empirical parameters, have improved. However, prior to this study, no data existed regarding the public's perceptions of these changes. This paper will address this issue by presenting the results of a multiyear survey designed to assess the public's perceptions regarding the Connecticut's current quality, and its suitability in supporting various recreational activities. The results suggest that the majority of individuals perceive the Connecticut's water quality to be high enough to support a wide range of recreational activities including those involving physical contact with the water. Additionally, this research concludes that the vast majority of individuals who have recreated on the river for 20 years or more do perceive a significant improvement in the river's overall quality. Thus, it appears that policies and actions taken to improve the Connecticut's quality have been successful in the public's eye.  相似文献

改革开放以来,我国的对外经济贸易有了显著的发展,外商直接投资和进出口的快速增长有效地推动了经济的快速发展。然而在经济发展的同时,我国碳排放水平日益提高,已成为全球最大排放国。为了更好地管控碳排放,研究外商直接投资(FDI),对外贸易与碳排放的关系具有重要意义。本文通过对我国1995—2011年29个省(市、自治区)的FDI、对外贸易对碳排放的动态效应分析发现,FDI与进出口水平的提升均有利于降低我国碳排放的水平,“污染天堂”假说在我国并未得到证实。同时,本文验证了“环境库兹涅茨曲线”在我国的存在,证实了我国的碳排放水平与人均GDP存在倒“U”型关系。  相似文献

ABSTRACT: The rate of return on invested capital can be used as a guide to resource allocation by municipal water departments (MWD's) in the same way it is used in the private sector. To achieve economic efficiency, the target rate of return for MWD's should be the market rate of return as an approximation to the opportunity cost of capital. The actual internal rate of return for a sample of 30 California MWD's for the period 1970-1982 is calculated for this study. The operating internal rate of return varies across the sample MWD's from less than 2 percent to 14 percent. If 10 percent is taken as the opportunity cost of capital, 25 of the 30 MWD's were inefficient; i.e., earned less than 10 percent. Half the sample earned less than 5 percent. An examination of potential causes of low rates of return shows that low average water prices are the primary reason for the low rates of return. For efficient operation, MWD's should set a target rate of return equal to the opportunity cost of capital and adjust water prices so as to achieve that target.  相似文献

China has been facing increasingly severe water scarcity, especially in the northern part of the country. China's water scarcity is characterized by insufficient local water resources as well as reduced water quality due to increasing pollution, both of which have caused serious impacts on society and the environment. Three factors contribute to China's water scarcity: uneven spatial distribution of water resources; rapid economic development and urbanization with a large and growing population; and poor water resource management. While it is nearly impossible to adjust the first two factors, improving water resource management represents a cost-effective option that can alleviate China's vulnerability to the issue. Improving water resource management is a long-term task requiring a holistic approach with constant effort. Water right institutions, market-based approaches, and capacity building should be the government's top priority to address the water scarcity issue.  相似文献

Inadequate trade policies, globalization of the fishing industry, dominance of Europe's distant water fleets, declarations of exclusive economic zones (EEZs) by neighbouring West African nations, overfishing and a lack of good governance contributed to the decline of Ghana as a regional fishing nation, a position it had held since the 18th century. The prohibitive cost of access arrangements limited Ghana's access to distant waters. The country's marine environments have been impacted by overexploitation of stocks and the use of destructive methods. Subsistence fishing has become the sole means of survival for many fishers. The decline of the fishing sector has limited the country's ability to meet domestic demand and threatened the economic and food security of many Ghanaians. The article traces the early history of Ghana's fisheries, their gradual decline during the last four decades, and outlines recommendations for policy changes to address the situation and steer the nation on a course towards sustainable fisheries.  相似文献

随着重化工业的快速发展和各类化学品的大量使用,一些新型污染物对中国居民和生态环境的危害正逐步显现并日趋严重。如何进一步完善中国新型污染物的风险防范体系,是中国生态环境治理面临的重要问题。发达国家新型污染物的风险防范工作启动较早,对中国完善新型污染物风险防范体系具有重要的借鉴意义。本文从制度建设、体制机制、评估监测、科学研究等方面比较国内外新型污染物风险防范实践的异同,立足我国国情,发现国内实践还需加强之处。在此基础上,提出国际新型污染物风险防范实践对中国的启示。  相似文献

绿色消费是我国推动经济高质量发展,实现绿色发展和2030年可持续发展目标的关键领域之一。目前我国绿色消费意愿正不断上升,绿色产业迅速兴起;从市场机制来看,绿色消费通过供求关系变化影响经济绿色发展。特别是在建设绿色“一带一路”的进程中,以更大力度在更广范围推动绿色消费正当其时。分析发现,影响绿色消费的因素主要包括消费观念,以绿色标准和认证制度、政府绿色采购制度、税收和绿色激励机制为代表的公共政策以及绿色供给产品和服务的质量等。当前中国消费者的绿色消费观念和意识仍旧淡薄,公共政策制定仍不完善,在引导绿色消费方面的作用仍旧较弱,同时还存在绿色产品供应不足、绿色技术创新不足等方面的问题,影响了绿色消费理念向实际绿色消费行为的转化。对此政府可以通过完善绿色采购制度、推动出台绿色采购法、扩大绿色消费品的财政补贴范围、扩大开放等方式推动我国消费向绿色转型。  相似文献

我国环境信息化存在基础设施和系统建设分散,数据难以共享,信息资源开发利用程度低,公众服务能力弱等问题,难以满足新时期生态环境保护工作的要求.美国环保署在环境信息管理方面建立了一套完善的组织架构和管理体制,实现了环境数据的共享、开放和信息资源的综合开发与利用.本文介绍了美国环保局的首席信息官(CIO)制度,信息化基础设施统一建设和运维等信息化管理制度,以及设施登记系统,有毒物质排放清单,我身边的环境,环境数据仓库,环境数据传输与交换等信息系统,结合我国的环境信息化建设,提出了若干政策建议.  相似文献

In selecting six keywords from the environmental discourse the authors argue that language's 'double motivation' reveals a dialectical structure through which it simultaneously expresses both a utopian narrative and an ideologically driven myth of totality and consensus. The ambiguity of these keywords is of critical significance to all those involved in the environmental discourse, for without agreement on the meaning of commonly used concepts effective policy development is potentially disabled. This article covers the strategic, organizational, and operational decisions involved in one automobile manufacturer's efforts to balance its goals of productivity and high quality with the more elusive goal of environmental responsibility. The case material is based on the real-life experiences of Honda of America's two manufacturing plants in East Liberty and Marysville, Ohio. The case unfolds as the environmental manager in charge of the two plants faces the pending visit of her corporate boss from Tokyo, who has made it clear that environmental issues are of growing importance in Honda's overall direction. ISO 14000, the new environmental quality standards being adopted by some other manufacturers, serves as a focusing issue for the environmental manager's thinking, but this issue is really representative of a wider challenge facing the Ohio plants: balancing Honda's core mission of producing the best cars at the lowest cost possible, and being a responsible actor in the environmental arena. Complicating this challenge, the environmental manager has to negotiate another tension common in global manufacturing firms today: balancing the influence of Honda's corporate headquarters in Japan with the local and regional context at its American plant sites.  相似文献

The obvious paradox within China's environmental politics is the big gap between the central government's policy and its implementation outcomes at local levels. Despite concerns about implementation at the local level, much about the role of central governments in China's local environmental politics is still poorly understood. This article examines how the incentive structure set by the central authorities affects the policy implementation gap at the local level. Drawing on fieldwork and document analysis, this article argues that the incentives set by the central government regarding environmental policy implementation at local levels are perversely structured, meaning that the central government provides much more incentive for local governments' non-implementation or poor implementation of its environmental policies than it provides for full implementation. The central government's failure to encourage—politically, financially, as well as morally—local government officials to appropriately implement environmental policies can partly explain the production of the policy implementation gap at the local level. This implementation gap cannot be overcome by efforts at the local level unless the central government takes significant measures to address the perverse incentive structure embedded in the overall structure of China's local environmental politics.  相似文献

本文从我国碳达峰和碳中和的目标愿景、碳交易体系中的CCER抵消交易、建立巩固脱贫攻坚成果的长效机制等方面对我国碳交易制度巩固脱贫攻坚成果的宏观形势做出研判,系统梳理了我国利用碳交易制度巩固脱贫攻坚成果的主要问题。提出了完善我国碳交易制度巩固脱贫攻坚成果的建议:一是重启CCER项目申请备案,协调国内国际碳交易,增加碳交易的脱贫攻坚资源;二是统筹项目签发与碳抵消规则,调整项目类型和地域限制,提高碳交易的脱贫攻坚效率;三是建立低碳交易数据共享平台,提升项目交易活跃度,保障碳交易的脱贫攻坚质量。  相似文献
