The Andaman Islands characterize one of the relatively unexplored coral reef zones of the Indian subcontinent. A few benthic biodiversity studies have been carried out to date, but several coral and algal species still remain to be evaluated in terms of their abundance, vigour and conservation priority. In absence of a comprehensive, reliable dataset, inter-relationships between anthropogenic impacts and climate alterations with the coral reefs cannot be assessed authentically. This paper addresses the coupled themes of biodiversity and reef management in the Andaman Islands by examining the percentage cover of corals and benthic algae from shallow-water ecosystems across the coasts of Havelock, Neil, Ross, Jolly Buoy Islands and Chidiyatapu beach proximal to Port Blair. Four major reef types were observed: coral-dominated, algae-dominated, neutral setting and algae overgrowing dead reefs. Jolly Buoy Island had the highest percentage cover of scleractinian corals and crustose coralline algae. Turf algae were most abundant at the Ross Island, while other macroalgae showed highest abundance at Chidiyatapu. Overall species diversity values for corals and algae were highest at the Jolly Buoy and Chidiyatapu, respectively. Given that corals and algae are critical reef components, management paradigms must consider the abundance and frequency of both these biogenic entities in the seascape. The needs, expectations and objectives of the people dependent on coral reef ecosystems also need to be considered. Long-term monitoring is imperative in understanding the natural typology of reefs and managing the possible algal encroachments. Refined management efforts that include greater thrust on development of marine protected areas and reserves; establishment of connectivity between various coral ecosystems of the region; control of invasive algae; and increasing awareness among the local people as well as tourists will ensure continued support of ecosystem to maintain healthy reefs. Collectively, the results are used to promote some strategies to conserve the Andaman coral reefs and cope with the detrimental anthropogenic and climate changes in these coastal habitats.  相似文献

Many of the problems faced by international projects intending to create adaptive social–ecological systems for climate change stem from lack of stakeholder engagement, limited understanding of local political, economic, and environmental complexities, and restricted time. Local organizations focused on conservation and development might have an advantage in creating adaptive social–ecological systems because they understand local processes and are involved with communities for extended periods of time. A local non-governmental organization, Asociación Ecosistemas Andinos (ECOAN), works in twenty-one communities in the Andean highlands outside of Cusco to conserve the endangered Polylepis forests. As part of the conservation project, ECOAN supports community-led development projects such as building greenhouses. Data for this project were gathered through interviews (with community members in three different communities, ECOAN staff, and donors) and participant observation. This paper shows that ECOAN’s extensive use of participation has led to community ownership of the conservation and development projects. The communities’ close connections to the Polylepis project contribute to resilience through creating networks, extending the local environmental ethic to the Polylepis trees, supporting projects that diversify and strengthen community sustenance, and contributing to the growth of economic activities. This case study provides a positive example of the potential for local organizations and people to take charge of their own resiliency efforts where international projects and protocols may otherwise prove ineffective.  相似文献

There is a growing recognition in developing countries that community participation in water and sanitation projects is a necessary strategy in sustainable development. The main advantage of following such an approach is that, if participation can encourage a sense of ownership of the projects, the benefits of the project are more likely to extend over the long term. The case study at hand focuses on the challenges faced in implementing a wastewater treatment system to solve an environmental and public health problem in a rural community, Rosario de Tesopaco, in northwest Mexico. Until recently, the community has been unable to implement an effective plan to treat the wastewater generated in the community. The problems faced by the community can be attributed to the political arrangement of water and sanitation decentralization in Mexico that occurred in the mid 1980’s, whereby communities were required to meet wastewater treatment standards, but were not given the technical and political guidance needed to achieve this goal. However, in this instance, cooperation between the authorities in Rosario de Tesopaco, the federal agency for social development, and an academic institution has led to the successful design and approval of a wastewater treatment project. This achievement can be attributed to the use of an effective collaborative strategy, tailoring the project to the needs and capacity of the local community, positioning the community as the leaders and owners of the project. A model for following this strategy for developing rural sanitation projects in Mexico is proposed. In projects of community development and natural resource management, local residents collaborate with government and NGOs on decisions about forest management and participate in programs designed to improve livelihoods while sustaining natural resources. This paper uses case studies and survey data in Gansu province of northwest China to explore social, ecological, and economic outcomes of community-based co-management (CBCM). Findings show that CBCM appears to have significantly increased livelihoods for local community residents overall. Forest condition and attitudes about forest conservation were also improved. However, economic benefits were not enjoyed uniformly within the communities because, although CBCM projects are nominally available to all, certain subgroups within communities are less likely to participate. Greater education, being married, and access to information are all strongly correlated with participation and thus the economic benefits of CBCM projects. Women, although they frequently participate in household decisions, are infrequent participants in CBCM projects, perhaps because project design does not meet their needs. Future improvements to CBCM project design should include increased access to information, education, and equitable treatment of diverse stakeholders in the decision-making process. Such improvements would likely lead to improvements in livelihoods as well as more sustainable forest management and conservation.  相似文献

International projects frequently struggle with the dilemmas of community participation, whether the community in question is the object of a development or aid intervention, or is to be persuaded to cooperate on a conservation project. This paper discusses the challenges facing interventionists and the obstacles and opportunities that local people encounter as they come into contact with exogenous conservation and development projects. The key issues presented can be summarized as legacy, legitimacy, agency and communication. We argue that project planners need to understand the history of past interventions in order to respond appropriately to local expectations. At the same time, the complexity of community leadership and representation complicates the sometimes conflicting agendas of project developers and communities. Much depends on personal relations, individual agency, and initiative. Finally, the physical means of communication—language, print and broadcast media, transport and telecommunications—are important aspects to consider when assessing the limitations to community participation. Although there have been valuable successes in international projects in Russia, as in other regions of the world, a better understanding of community participation is needed to ensure more effective and sustainable means for engaging communities in project development and implementation. This paper explores these questions through a locally-grounded analysis based on the academic research and practitioner experience of the two authors in the remote home of a World Heritage site—the Kamchatka Peninsula, in the Russian Far East.  相似文献

大型水利水电工程具有防洪、发电、航运等综合效益,是开发治理江河的骨干工程.水利水电工程建设常对项目区自然生态环境带来影响,施工中所产生的岩质边坡、土质边坡、弃土和弃渣等扰动可能导致项目区的生态系统退化、生物多样性丧失、水土流失和地质灾害加剧.扰动区植被生态恢复关系到工程安全运行和其所在区域的可持续发展.以向家坝水电工程为例,研究了大型水利水电工程扰动区植被生态恢复的目标、原则及方法.按生产、生态和社会功能,向家坝水电工程扰动区可划分为工程核心区、服务区和过渡区等3个功能区来系统规划其生态恢复.结合各自的功能需求和干扰特征,各功能区可采取相应的生态恢复技术和配置适宜物种来构建植物群落,形成结构稳定、多样性丰富、具有复合功能的植被景观.还简要评价了向家坝水电工程植被恢复现状,提出一些完善其生态恢复的建议.  相似文献

Cultural heritage does not have direct economic benefits. However, if properly managed it can stimulate social cohesions, improving the environment and have beneficial economic spin offs for the local communities. This paper discusses the role of communities in the formulation of the policies concerning their local environment. It argues that community engagement by policy makers is important in giving legitimacy and ownership of the policies. Furthermore, this paper discusses the potential of cultural heritage in diversifying the economy in Botswana. This paper recommends for the re-assessment of the relationship between the state and local communities which is critical in resuscitating the seemingly ailing community business organizations. In conclusion, it argues for the sustainable management of cultural heritage as a social and economic resource in the next 50 years of Botswana’s independence.  相似文献

Maintaining and enhancing ecosystem services through the restoration of degraded ecosystems have become an important biodiversity conservation strategy. Deciding where to restore ecosystems for the attainment of multiple services is a key issue for future planning, management, and human well-being. Most restoration projects usually entail a small number of actions in a local area and do not consider the potential benefits of planning restoration at broad regional scales. We developed a hierarchical priority setting approach to evaluate the performance of restoration measures in a semiarid basin in NE Spain (the Martín River Basin, 2,112 km2). Our analysis utilized a combination of erosion (a key driver of degradation in this Mediterranean region) and six spatially explicit ecosystem services data layers (five of these maps plotted surrogates for soil retention and accumulation, water supply and regulation, and carbon storage, and one plotted a cultural service, ecotourism). Hierarchical maps were generated using a geographic information system that combined areas important for providing a bundle of ecosystem services, as state variables, with erosion maps, as the disturbance or regulatory variable. This was performed for multiple scales, thereby identifying the most adequate scale of analysis and establishing a spatial hierarchy of restoration actions based on the combination of the evaluation of erosion rates and the provision of ecosystem services. Our approach provides managers with a straightforward method for determining the spatial distribution of values for a set of ecosystem services in relation to ecological degradation thresholds and for allocating efforts and resources for restoration projects in complex landscapes.  相似文献

River Nile is one of the longest transboundery rivers and it is shared and used by Burundi,Democratic Republic of Congo,Egypt,Ethiopia,Eritrea,Kenya,Rwanda,Sudan,Tanzania and Uganda.As of today,the Nile is a crucial resource for the economic development of the Nile Basin countries and a vital source of livelihood for 160 million inhabitants as well as 300 million people living in the 10 riparian countries.The Nile Basin Initiative(NBI) is one of the international cooperative river basin management program and regional partnership where all the Nile Basin countries except Eritrea unite to pursue long-term sustainable development,improved land use practices and management.This review therefore focused on the challenges not faced on NBI in terms of integrated use of the river and conducted analysis of strengths,weaknesses,opportunities and threats(SWOT) based on secondary data.The result of the review revealed that for decades,the Nile Basin people have been facing many complex environmental,social,economic and political challenges that have made it difficult for the proper management and sustainability of Nile water.The initiative provides training to develop skills in government ministries,non-governmental organizations and local communities in each country.It is also working to raise awareness of critical environmental issues by strengthening networks of environmental education practitioners;developing curriculum in the education sector.The challenges of NBI include the involvement and funding of World Bank,lack of sufficient staff,procedural and policies conflicts,lack of coordination and linkage with other regional institutions and lack of recognition as river basin organization.Considering the complex nature of the project,it is recommended that the NBI should come up with a strong multi-disciplinary monitoring and evaluation team to follow up all implemented projects.The NBI should carry out participatory land use planning in communities along the river basin.Moreover,livelihood analysis should be carried out especially in communities along the Nile to come up with poverty eradication projects which are socially acceptable,applicable,economically viable and affordable.  相似文献

Sustainable development (SD) is generally recognised as having three dimensions, ecological, economic and social. Yet, its implementation is burdened with resistance and conflict rooted in the short-term ‘business as usual’ development model, opposed to the long-term sustainable benefit of local communities. Hence, the development of strategies to implement SD projects may require further differentiation of these dimensions in relation to the contextual situation in which the project resides. In two studies of SD projects on the Croatian islands, we identify five interlocking spheres of importance, Spiritual, Political, Economic, Educational and Health, in addition to Ecological. Each of these spheres is accessible through gate-keepers, individuals or a group of people who have the authority over the sector and as such, significantly influence public opinion. We suggest that in this particular island context the sustainability of these projects may lie with those gate-keepers. Hence, initiating and maintaining SD projects in these contexts requires a structured and targeted lobbying of these gate-keepers.  相似文献

The eminent crisis threatening biological and resource diversity is a global adversity. Global resource diversities are constantly disappearing and deteriorating at quite an alarming proportion, provoking renewed thinking regarding the effectiveness of existing environmental management approaches and practices. For the past four decades, several epochs of environmental management policies and practices disregarded the cultural imperative for safeguarding efficient environmental management outcomes, particularly at the community level. Even in the rouse of this reality, issues of spirituality and how it binds local community people to their natural environment appear to be given only a window dressing attention through the recognition of sacred natural sites. Eight sacred groves and shrines in the Bongo District were investigated based on an endogenous development framework. The data were collected using focus group discussions with stakeholders at the local and district levels and individual interviews with key local natural resource managers from four selected communities. The study revealed that the way indigenous people construct the worldviews and interactions with nature using ancestors and other spirit mediums can safeguard the environment against long periods of human interference and destruction. It also demonstrates that in certain places traditional institutions are becoming malleable and open to the use of external knowledge and resources in order to sustain places of sacred significance. It concludes that cultural imperative and the issues of spirituality are critical for the sustainable management of environmental resources. The study recommends revisiting local practice and cultural values that promote good environmental management practices within the local communities.  相似文献

The contribution of mining to the Ghanaian economy has been substantial. The mining sector is currently a major foreign exchange earner and contributes to long-term capital formation and fiscal payment to the state. However, the industry continues to have adverse consequences on the lives of local community dwellers, most of whom are often unprepared to deal with these impacts. Often, new mining exploration takes place on land that provides land-based livelihood to many rural people. Ironically, compensation payments seem to worsen poverty in the mining communities and bring about the social conflicts. Hence, whilst communities are highly welcoming of mining companies during exploration, they become resentful during operation of the mine. Using two communities in the Asutifi District of Ghana as case studies, this paper presents a candid assessment of the changes that occur in respondents’ perception of mining during, before and after the inception of mining. It also examines the gender dimensions of the impacts of mining activities as well as the communities’ sources of information. Since public participation is an integral part of the environmental assessment process in Ghana, the paper concludes by recommending among others, precise channels of communication and dialogue before mining begins and during the operation of the mine, to increase awareness among community members.  相似文献

In this study, I describe the relationship between the Florida Aquarium's representation of a coral reef and the live reef that served as the model for the representation. I specifically illustrate how naming practices complicate the aquarium's stated purpose of environmental education. I conclude by suggesting ways the aquarium and other pro-environmental facilities can better manage environmental representation.  相似文献

This study is aimed at studying the feasibility of applying the Eco-Industrial concept to community environmental management and then investigating factors and appropriate means. In-depth interviewing of scholars and authorities and surveying of five sample communities representing the four different regions in Thailand is carried out to search for the feasibility of applying the concept. The results show that it is feasible, especially in rural areas, where dependence on the local resources and the community members in doing activities in the communities in accordance with the ecological context still exists. Factors and conditions involved in applying the concept include analysis of resources, participation of the people, community leaders, formulation of community development plans, good communication, sharing of knowledge, and provision of appropriate support to create network of communities. The appropriate means of applying the concept to community environmental management entails promoting involvement in the part of the local people and sustainability in the cooperation, with appropriate channels of communication and under the guidance of the leaders, who are the community’s central figures with the determination and ability to motivate and navigate the people in the community. Importantly, there must be analysis on the economic, social, environmental, and health benefits resulting from such application.  相似文献

Increasingly, emphasis is being placed on the role of indigenous or locally crafted natural resources management systems in sustainable natural resources management. While it is generally agreed that their potential to sustain and protect natural ecosystems exists in large measure, such systems are increasingly facing diverse internal and external pressures that threaten their viability. These pressures include demographic and economic change, land privatisation policies, renewable energy investment projects and large-donor-driven livelihood projects. Such pressures and their complexity raise the need to understand how local communities organise to protect resources they collectively value in the face of both internal and external pressures. Based on empirical data collected through interviews, participant observations, focus group discussions and a questionnaire survey conducted with local level actors in Shisholeka village of Central Zambia, this paper shows how local actors, in the absence of state support, react to internal and external pressures to develop robust and locally suited governance and institutional arrangements that best suit their interests in order to sustain their resource base.  相似文献

Managing Watershed Externalities in India: Theory and Practice   总被引:2,自引:0,他引:2  
Watershed development is the focus of poverty alleviation programs in rural India. Watershed projects aim to solve problems of externalities, but they also create their own externalities, which cause uneven distribution of costs and benefits that undermine project objectives and harm the poor. Numerous approaches exist to internalize externalities, including awareness creation, moral suasion, investment subsidies, regulatory limits and fines, indirect benefits, mergers, and recent innovations like payment for environmental services and cap and trade. These can be judged on several criteria; the best approach would solve the problem cost effectively and help or at least not hurt poor people. Watershed projects in India were examined to identify the approaches taken to internalize watershed externalities. Investment subsidies and indirect employment benefits are the least effective approaches theoretically, but they are the most commonly applied, most likely because they are easy to administer and bring popular short term gains. Some theoretically favorable approaches that have been used elsewhere, such as payment for environmental services, may not work as well in India due to high transaction costs. However, one key innovation that easily could be applied in India is to make investment subsidies contingent on performance. Legal support and property rights reform would be needed for other favorable approaches.  相似文献

水生植物群落在湖泊生态修复过程中作用显著,但目前人工重建的水生植物群落抗外界干扰能力弱,群落稳定性差,这就需要我们对人工重建的水生植物群落结构及其演替的生态学过程进行研究,从而探索受损群落的修复途径。于2003年在富营养化水体中采用物理生态工程进行了水生植物群落的重建研究,对群落演替动态变化过程进行了持续3年的观测。结果表明:水生植物之间发生生态位重叠时,其结果往往是以一个物种取代另一个物种,随着生态位重叠程度下降,种间关系和群落结构趋于稳定;而当物种空间位置错开时,生长期相近的物种共存则变为可能,因此在群落的构建过程中应当避免同时引入生态位重叠较高的物种,应注意植物间时间序列及空间结构的分离;此外还通过物种间的竞争表现,对几种常见水生植物构建的群落稳定性做了初步探讨.  相似文献

At the Earth Summit in Johannesburg in 2002, partnerships were touted as one of the key routes to sustainable development. But can partnerships really deliver improvements to rural livelihoods? This paper reviews one set of claimed partnerships, those between forestry companies and local individuals or communities, to assess the benefits, and the costs, to local livelihoods. Most arrangements between forestry companies and local communities are not equitable enough to be called partnerships, so the term “deal” is preferred. Positive local impacts of company–community deals include sharing of risks, better returns to land than otherwise possible, opportunities for income diversification, access to paid employment, development of new skills, upgrading of local infrastructure and environmental improvement. However, company–community deals have not yet proved sufficient to lift people out of poverty. They remain supplementary rather than central to income generation. Furthermore, while some deals have resulted in greater cohesion and organisation among community groups, there is as yet little evidence of substantial increases in community bargaining power. Ways forward to increase returns to communities (and to their counterpart companies) centre on moving towards more equal partnerships, by raising community bargaining power, fostering the roles of brokers and other third parties, and developing equitable, efficient and accountable governance frameworks.  相似文献

生态补偿项目的成本是确定生态补偿标准的基础.在生态补偿项目评估中,全面、准确地计算损失者的直接成本、机会成本和发展成本比生态服务价值评估远为重要.生态补偿没有统一标准,最终结果取决于生态补偿项目中受损者和得益者双方的谈判能力.因此,动员各利益相关者参与能更准确地制定生态补偿标准,保护那些实实在在提供生态服务或遭受外部性损失的基层农民的利益;同时还可以充分利用地方性技术和制度知识,提高项目效益,监督项目管理者,减少寻租行为.生态补偿机制除政府和市场补偿外,还应包括社区内部补偿.在政府补偿中,中央和地方政府的分工是不同的.财政分权理论表明,由地方政府负责实施生态补偿是有效率的.因为地方政府更接近社会,更了解当地居民的偏好.  相似文献
