Our aim was to explore the adaptation choices to climate change in the grapevine regions of Spain from two points of view. First, what are the main reasons for concern? Second, how large is the adaptation effort in each region? We address the first question by measuring sensitivity to climate change with Huglin, Cold Night and Dryness Indices over the entire territory, providing information on the adaptation type (e.g. varieties, zoning, water allocation). We then estimate probabilistic projections across scenario, zone and sensitivity indices in the 56 Protected Designation of Origin areas to inform on the magnitude of the adaptation effort. Second, we propose an adaptation effort measure that is framed according to the local environmental context. Results suggest that most areas urgently need an adaptation plan due to the deterioration of production and quality indices as a result of climate change. Potential opportunities in many climate regions might be limited by current policy. The production objectives of quality and quantity trade-offs will probably need to be revised by analysing the sustainability of grapevine production.  相似文献

Infrastructures are critical for human society, but vulnerable to climate change. The current body of research on infrastructure adaptation does not adequately account for the interconnectedness of infrastructures, both internally and with one another. We take a step toward addressing this gap through the introduction of a framework for infrastructure adaptation that conceptualizes infrastructures as complex socio-technical “systems of systems” embedded in a changing natural environment. We demonstrate the use of this framework by structuring potential climate change impacts and identifying adaptation options for a preliminary set of cases—road, electricity and drinking water infrastructures. By helping to clarify the relationships between impacts at different levels, we find that the framework facilitates the identification of key nodes in the web of possible impacts and helps in the identification of particularly nocuous weather conditions. We also explore how the framework may be applied more comprehensively to facilitate adaptation governance. We suggest that it may help to ensure that the mental models of stakeholders and the quantitative models of researchers incorporate the essential aspects of interacting climate and infrastructure systems. Further research is necessary to test the framework in these contexts and to determine when and where its application may be most beneficial.  相似文献

Research aiming at generating effective contributions to sustainable development faces particular complexity related challenges. This article proposes an analytical framework disentangling and structuring complexity issues with which research for sustainable development is confronted. Based on theoretical conceptions from fields like policy sciences and transdisciplinary research as well as on an in-depth analysis of the concept of sustainable development, three meta-perspectives on research for sustainable development are introduced and elaborated. The first perspective focuses on notions of sustainable development, sorting out the problem of unclear or ambiguous interpretations of the general sustainability objectives in specific contexts. The second perspective introduces a broad conception of the policy process representing the way societal change towards sustainable development is brought about. It supports identifying those academic and non-academic actors and stakeholders that are relevant for coming up with effective knowledge contributions. The third perspective identifies different forms of knowledge that are needed to tackle sustainability problems as well as the significance of their mutual interrelations. How the framework perspectives support reflecting on the fundamental complexity issues research for sustainable development is confronted with is illustrated using a case example from natural scientific research in the field of land use. We argue that meeting the complexity inherent in the concept of sustainable development requires joint learning in policy processes, working out shared visions being in line with the core objectives of sustainable development and generating knowledge about empirical, normative and pragmatic aspects.  相似文献

According to the logic process of carbon reduction in China which arises from the measurement to reduction, from reduction to offsetting, the measurement of carbon emission in the tourism industry was the first and key step. Based on the life cycle assessment theory and input–output analysis, this article used economic and environmental measurement technologies, The System of National Accounting (SNA), Tourism Satellite Account (TSA), System of Integrated Environment and Economic Accounting (SEEA), and so on, and built up a top-down carbon emission analysis framework for the tourism industry and estimated carbon emission of the tourism industry in China in 2007. The finding showed that the total carbon emission of the tourism industry in China in 2007 was 169.78 million tons, covering 2.71% of carbon emission of all industries in China in 2007, and 2.44% of the total carbon emission in China in 2007. The direct carbon emission of the tourism industry in China in 2007 was 73.56 million tons, including transportation (50.14 million tons), sightseeing (1.33 million tons), lodging (4.19 million tons), accommodation (4.73 million tons), shopping (8.14 million tons), entertainment (0.67 million tons), communication (0.45 million tons), and others (3.90 million tons). The indirect carbon emission of the tourism industry in China in 2007 was 96.23 million tons, mostly contributed by coking, gas, and petroleum processing industries, transportation and warehousing industry, machinery and equipment manufacturing industry, and food manufacturing and tobacco processing industry, which covered 57%.  相似文献

Legitimacy of urban climate change adaptation: a case in Helsinki   总被引:1,自引:0,他引:1  
While there is general agreement on the necessity for local adaptation, there is a wide range of different understandings of what type of adaptation is seen as legitimate. It is often contested who should actively steer and take part in local adaptation, for which reasons and based on what kind of mandate, and with which methods. Planning theory can serve as a helpful reference point for examining the sources of legitimacy for adaptation in an urban context. From a planning perspective, adaptation is concerned with climate change as one out of many issues planning has to respond to. The layered co-existence of planning paradigms in practice suggests diverse, sometimes contradictory sources of legitimacy for urban planning and—as we claim here—also for climate change adaptation. This study examines the legitimacy of adaptation from a planning theoretical perspective in Helsinki, drawing on semi-structured interviews and social network analysis to show how adaptation is commonly understood from a rationalist perspective as an apolitical activity with local authorities’ experts designing and implementing adaptation. Nevertheless, some of the central actors understand adaptation as a communicative activity and a common deliberation of solutions. The co-occurrence of disparate paradigms results in ambiguous legitimacy that can impede the successful implementation of local climate change adaptation.  相似文献

The academic literature on climate change communications is growing. However, the majority of this literature focuses on the issue of climate change mitigation in a developed country context, and there is little published material regarding communication in a developing country and adaptation context. Similarly, despite community-based approaches to climate change adaptation and disaster risk reduction increasing in the Pacific Islands region, there is very limited guidance on how to effectively communicate climate change in a way that enhances people’s resilience. This paper documents the experiences of organisations, including local and international non-government and faith-based organisations, governments, regional technical organisations and donor agencies in communicating climate change for adaptation in the Pacific region. Three key climate change communication challenges are highlighted and suggestions made for overcoming them based on results from interviews, a focus group discussion and an online forum. Finally, recommendations are made for good practice guidance in climate change communication that is empowering and culturally relevant.  相似文献

Decision-making for the purpose of adaptation to climate change typically involves multiple stakeholders, regions and sectors as well as multiple objectives related to the use of resources and perceived benefits. Standard cost–benefit analysis can be argued to take into account easily monetised effects only. Multi-criteria decision analysis (MCDA) embedded in participatory processes can therefore play an important role in defining the decision context and exploring stakeholders’ preferences. In this paper, a case study on flood protection of the Kokemäki river running through the city of Pori in West Finland was conducted. The study was realised as a MCDA workshop involving the key stakeholders of the region. The analysis produced a robust ranking of the considered flood protection alternatives. According to the stakeholders, the approach was useful as an exploratory way of gaining a deeper and shared understanding of the flood protection. It was shown that MCDA is well suited for decision-making in adaptation to climate change–enhanced extreme events.  相似文献

Personal exposure to nitrogen dioxide (NO2) and time spent in various locations were measured for 66 family members from 19 homes in the Portage, WI area during March 1981. Passive diffusion NO2 monitors were placed outdoors, in the kitchen, and in one bedroom on each floor of the homes, and were worn by family members. Individuals from gas-cooking homes had significantly higher average NO2 exposures than those from homes using electricity for cooking (mean difference 19.37 μg/m3). Personal exposures were more closely related to bedroom levels than to kitchen or outdoor concentrations for both cooking fuel groups. Several preliminary models are presented which relate average personal NO2 exposure to indoor and ambient levels, and also to the proportion of time spent in different locations. These models are capable of explaining nearly 90% of the variation about the mean in personal exposure.  相似文献

The emerging academic field focused on sustainability has been engaged in a rich and converging debate to define what key competencies are considered critical for graduating students to possess. For more than a decade, sustainability courses have been developed and taught in higher education, yet comprehensive academic programs in sustainability, on the undergraduate and graduate level, have emerged only over the last few years. Considering this recent institutional momentum, the time is seemingly right to synthesize the discussion about key competencies in sustainability in order to support these relatively young academic programs in shaping their profiles and achieving their ambitious missions. This article presents the results of a broad literature review. The review identifies the relevant literature on key competencies in sustainability; synthesizes the substantive contributions in a coherent framework of sustainability research and problem-solving competence; and addresses critical gaps in the conceptualization of key competencies in sustainability. Insights from this study lay the groundwork for institutional advancements in designing and revising academic programs; teaching and learning evaluations; as well as hiring and training faculty and staff.  相似文献

Across Europe, national governments have started to strategically plan adaptation to climate change. Making adaptation decisions is difficult in the light of uncertainties and the complexity of adaptation problems. Already large amounts of research results on climate impacts and adaptive measures are available, and more are produced and need to be mediated across the boundary between science and policy. Both researchers and policy-makers have started to intensify efforts to coproduce knowledge that is valuable to both communities, particularly in the context of climate change adaptation. In this paper, we present results from a study of adaptation governance and information needs, comparing eight European countries. We identify sources and means for the retrieval of information as well as gaps and problems with the knowledge provided by scientists and analyzed whether these appear to be contingent on the point in the policy-making cycle where countries are. We find that in this early phase of adaptation planning, the quality of the definition of needs, the way uncertainty is dealt with, and the quality of science–policy interaction are indeed contingent on the stage of adaptation planning, while information needs and sources are not. We conclude that a well-developed science–policy interface is of key importance for effective decision-making for adaptation.  相似文献

This paper presents a generic framework integrating environmental and social criteria leading to a comprehensive selection process of green suppliers. Traditionally, price, quality, lead time and flexibility are considered for the supplier selection. With the increase in awareness of environmental and social responsibility issues, many companies are tending towards adopting green concepts and sourcing green suppliers. This study proposes a framework consisting of environmental (E), green (G) and organisational (O) factors that are required for the green supplier selection process. These factors are further classified as criteria for which attributes are presented. A hierarchy is constructed to facilitate in evaluating the importance of the selected criteria and alternatives of green suppliers. To cater to the multi-criteria decision-making approach with both quantitative and qualitative attributes, we applied the multiple attribute utility theory, which is a decision support that helps managers formulating viable sourcing strategies. Reverse logistics play a significantly increased role in supply chains. Producers are incorporating reverse logistics into their supply chain design because of governmental legislation, economic benefits from product recovery, and customers' demands for better environmental practices. Motivated producers face two main challenges in reverse logistics network design: (1) how do you build product recovery activities into traditional forward logistics networks? and (2) how do you manage the impact of uncertainty in the reverse logistics supply chain? Moreover, producers need to consider many tradeoffs leading to efficient network design. Published case studies have discussed these tradeoffs, and we describe a framework to evaluate these tradeoff considerations. We then apply the framework to three new case studies: medical device refurbishing, municipal e‐waste recycling, and carpet fibre recycling.  相似文献

Sustainability science is a solution-oriented discipline. Yet, there are few theory-rich discussions about how this orientation structures the efforts of sustainability science. We argue that Niklas Luhmann’s social system theory, which explains how societies communicate problems, conceptualize solutions, and identify pathways towards implementation of solutions, is valuable in explaining the general structure of sustainability science. From Luhmann, we focus on two key concepts. First, his notion of resonance offers us a way to account for how sustainability science has attended and responded to environmental risks. As a product of resonance, we reveal solution-oriented research as the strategic coordination of capacities, resources, and information. Second, Luhmann’s interests in self-organizing processes explain how sustainability science can simultaneously advance multiple innovations. The value logic that supports this multiplicity of self-organizing activities as a recognition that human and natural systems are complex coupled and mutually influencing. To give form to this theoretical framework, we offer case evidence of renewable energy policy formation in Texas. Although the state’s wealth is rooted in a fossil-fuel heritage, Texas generates more electricity from wind than any US state. It is politically antagonistic towards climate-change policy, yet the state’s reception of wind energy technology illustrates how social and environmental systems can be strategically aligned to generate solutions that address diverse needs simultaneously. This case demonstrates that isolating climate change—as politicians do as a separate and discrete problem—is incapable of achieving sustainable solutions, and resonance offers researchers a framework for conceptualizing, designing, and communicating meaningfully integrated actions.  相似文献

The science of sustainability has inevitably emerged as a vibrant field of research and education that transcends disciplinary boundaries and focuses increasingly on understanding the dynamics of social-ecological systems (SES). Yet, sustainability remains an elusive concept, and its nature seems unclear for the most part. In order to truly mobilize people and nations towards sustainability, we place emphasis on the necessity of understanding the nature, cost and principles of ‘visioneering’—the engineering of a clear vision. In SES, purpose is the most important pillar, which gives birth to vision—the key to fulfilling the systems’ mission. Such a systems perspective leads us to redefine resilience as jumping back to the original purpose, for which SES do not necessarily retain the same structures and functioning after disturbances. A sustainable future will require purpose-driven transformation of society at all scales, guided by the best foresight, with insight based on hindsight that science can provide. Visioneering with resilience-based systems thinking will provide communities with a logical framework for understanding their interconnections and purposes, envisioning a sustainable web of life, and eventually dancing with the systems.  相似文献

Climate change will have an impact on various sectors, such as housing, infrastructure, recreation and agriculture. Climate change may change spatial demands. For example, rising temperatures will increase the need for recreation areas, and areas could be assigned for water storage. There is a growing sense that, especially at the local scale, spatial planning has a key role in addressing the causes and impacts of climate change. This paper promotes an approach to help translate information on climate change impacts into a guiding model for adaptive spatial planning. We describe how guiding models can be used in designing integrated adaptation strategies. The concept of guiding models has been developed in the 1990s by Tjallingii to translate the principles of integrated water management in urban planning. We have integrated information about the present and future climate change and set up a climate adaptation guiding model approach. Making use of climate adaptation guiding models, spatial planners should be able to better cope with complexities of climate change impacts and be able to translate these to implications for spatial planning. The climate adaptation guiding model approach was first applied in the Zuidplaspolder case study, one of the first major attempts in the Netherlands to develop and implement an integrated adaptation strategy. This paper demonstrates how the construction of climate adaptation guiding models requires a participatory approach and how the use of climate adaptation guiding models can contribute to the information needs of spatial planners at the local scale, leading to an increasing sense of urgency and integrated adaptation planning process.  相似文献

Human communities inhabiting remote and geomorphically fragile high-altitude regions are particularly vulnerable to climate change-related glacial hazards and hydrometeorological extremes. This study presents a strategy for enhancing adaptation and resilience of communities living immediately downstream of two potentially hazardous glacial lakes in the Upper Chenab Basin of the Western Himalaya in India. It uses an interdisciplinary investigative framework, involving ground surveys, participatory mapping, comparison of local perceptions of environmental change and hazards with scientific data, identification of assets and livelihood resources at risk, assessment of existing community-level adaptive capacity and resilience and a brief review of governance issues. In addition to recommending specific actions for securing lives and livelihoods in the study area, the study demonstrates the crucial role of regional ground-level, community-centric assessments in evolving an integrated approach to disaster risk reduction and climate change adaptation for high-altitude environments, particularly in the developing world.  相似文献
