In the coming decades, the Mediterranean region is expected to experience various climate impacts with negative consequences on agricultural systems and which will cause uneven reductions in agricultural production. By and large, the impacts of climate change on Mediterranean agriculture will be heavier for southern areas of the region. This unbalanced distribution of negative impacts underscores the significance and role of ethics in such a context of analysis. Consequently, the aim of this article is to justify and develop an ethical approach to agricultural adaptation in the Mediterranean and to derive the consequent implications for adaptation policy in the region. In particular, we define an index of adaptive capacity for the agricultural systems of the Mediterranean region on whose basis it is possible to group its different sub-regions, and we provide an overview of the suitable adaptation actions and policies for the sub-regions identified. We then vindicate and put forward an ethical approach to agricultural adaptation, highlighting the implications for the Mediterranean region and the limitations of such an ethical framework. Finally, we emphasize the broader potential of ethics for agricultural adaptation policy.  相似文献

The task of adapting cities to the impacts of climate change is of great importance—urban areas are hotspots of high risk given their concentrations of population and infrastructure; their key roles for larger economic, political and social processes; and their inherent instabilities and vulnerabilities. Yet, the discourse on urban climate change adaptation has only recently gained momentum in the political and scientific arena. This paper reviews the recent climate change adaptation strategies of nine selected cities and analyzes them in terms of overall vision and goals, baseline information used, direct and indirect impacts, proposed structural and non-structural measures, and involvement of formal and informal actors. Against this background, adaptation strategies and challenges in two Vietnamese cities are analyzed in detail, namely Ho Chi Minh City and Can Tho. The paper thereby combines a review of formalized city-scale adaptation strategies with an empirical analysis of actual adaptation measures and constraints at household level. By means of this interlinked and comparative analysis approach, the paper explores the achievements, as well as the shortcomings, in current adaptation approaches, and generates core issues and key questions for future initiatives in the four sub-categories of: (1) knowledge, perspectives, uncertainties and key threats; (2) characteristics of concrete adaptation measures and processes; (3) interactions and conflicts between different strategies and measures; (4) limits of adaptation and tipping points. In conclusion, the paper calls for new forms of adaptive urban governance that go beyond the conventional notions of urban (adaptation) planning. The proposed concept underlines the need for a paradigm shift to move from the dominant focus on the adjustment of physical structures towards the improvement of planning tools and governance processes and structures themselves. It addresses in particular the necessity to link different temporal and spatial scales in adaptation strategies, to acknowledge and to mediate between different types of knowledge (expert and local knowledge), and to achieve improved integration of different types of measures, tools and norm systems (in particular between formal and informal approaches).  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change. This article also focused on the related concepts like ecological carrying capacity, water resources carrying capacity, land carrying capacity as well as population carrying capacity. The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity, which is the ecosystem as well as the frequency, the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support. The climate capacity has two components. One is the natural climate capacity, which includes temperature, sunlight, precipitation, extreme climatic events, etc. The other is the derived climate capacity, which includes water resources, land resources, ecological systems, climatic risks, etc. The climate capacity can be developed or be transferred between regions by taking engineering, technology or regime-based adaptive measures. However, these adaptive measures must be implemented under the principle of economic rationalism, ecological integrity, climate protection, and social justice. It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development, and furthermore, provide policy support for the socioeconomic development strategy and adaptive planning. In the regions with high climate capacity, there is a symbiotic relationship between adaptation and socioeconomic development. But,in the regions with limited climate capacity, irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity, and a region of Ningxia,a region with limited climate capacity,as illustrative examples, the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation. This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics, but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献

The amount of information required to adapt to climate change is vast: downscaled climate projections, information on environmental impact, sectoral performance, external drivers, regional strategies, policies and practices. It can be argued that most of this information is accessible at the community/regional level, and thus, the important challenges to adaptation are not information gaps, but constraints created by fragmented planning decisions and a sector-by-sector basis for financial and human resource allocations. To strategically address this through adaptation planning, we developed and tested a place-based decision-making framework that creates an integrated platform for considering regional and global sectoral drivers in Eastern Ontario, Canada. Using available socioeconomic and biophysical information from regional authorities, alternative future scenarios were used to describe the range of socioeconomic futures and their vulnerabilities to climate change. We found that: (1) integration of diverse sets of available data (rather than narrowly focused sectoral assessments) helped identify shared common objectives (maximizing the long-term environmental, economic, social well-being within the region), (2) a high degree of congruence existed as the key drivers of change, irrespective of sector, (3) exploring the future scenarios highlighted shared regional priorities and helped identify adaptation priorities requiring more integrated regional planning.  相似文献

The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

The academic literature on climate change communications is growing. However, the majority of this literature focuses on the issue of climate change mitigation in a developed country context, and there is little published material regarding communication in a developing country and adaptation context. Similarly, despite community-based approaches to climate change adaptation and disaster risk reduction increasing in the Pacific Islands region, there is very limited guidance on how to effectively communicate climate change in a way that enhances people’s resilience. This paper documents the experiences of organisations, including local and international non-government and faith-based organisations, governments, regional technical organisations and donor agencies in communicating climate change for adaptation in the Pacific region. Three key climate change communication challenges are highlighted and suggestions made for overcoming them based on results from interviews, a focus group discussion and an online forum. Finally, recommendations are made for good practice guidance in climate change communication that is empowering and culturally relevant.  相似文献

In the climate adaptation literature, leadership tends to be an understudied factor, although it may be crucial for regional adaptation governance. This article shows how leadership can be usefully conceptualized and operationalized within regional governance networks dealing with climate adaptation. It applies an integrative framework inspired by complexity leadership theory, distinguishing several leadership functions to enhance the adaptive capacity of regional networks. We focus on one specific institutional innovation, appointed climate adaptation officers, who seek to connect science and governance practice, and to mainstream climate adaptation. Our question is twofold: What is the potential of climate adaptation officers to advance the adaptation agenda and to what extent did their establishment and working practice mirror the various leadership functions needed to raise the adaptive capacity of the regional network they operated in? The integrative leadership framework structures the analysis of climate adaptation officers forming part of a government-funded project seeking to enhance adaptation to climate variability in the central German region of Northern Hesse. The data consist of interviews with scientists and regional authority employees and project documentation including an evaluation. We find that climate adaptation officers raised awareness for climate adaptation and helped to shape and implement a number of projects within the overall KLIMZUG programme, highlighting impeding and enabling factors. The process of setting up this institutional innovation involved all forms of leadership functions and is an example of vertical mainstreaming. Its operation involved most clearly enabling and connective leadership functions and is an example of horizontal mainstreaming.  相似文献

There is mounting evidence that climate change is already having an impact on the wine industry, with effects being region specific. In order to understand the capacity of regional wine sectors to adapt to changing climate, it is useful to document the conditions that are important to producers and to identify adaptation and management strategies that are employed in the industry. This paper analyzes climatic conditions and adaptation strategies in the wine region of Prince Edward County Ontario, Canada. Wine producers identified the climate variables most important to their operations and described strategies they use to manage climate-related conditions. The identified variables were analyzed for trends over the study period 1987–2011, and interview data were analyzed in order to categorize adaptive strategies. Results indicate that the wine sector is very sensitive to climate, and the region is already experiencing the effects of climate change, especially with regard to increasing growing season mean minimum daily temperatures, increasing total summer rainfall, and later onset of fall frosts. Adaptive strategies employed by producers are largely learned though collaborative efforts and trial and error. The adaptations are mostly tactical and reactive in the short term, but with continued climate change, these strategies may develop into strategic, anticipatory measures. Climate change has the potential to present both challenges and opportunities to Prince Edward County wine producers, and adaptations will continue to require strong networking and collaborative efforts.  相似文献

Legitimacy of urban climate change adaptation: a case in Helsinki   总被引:1,自引:0,他引:1
While there is general agreement on the necessity for local adaptation, there is a wide range of different understandings of what type of adaptation is seen as legitimate. It is often contested who should actively steer and take part in local adaptation, for which reasons and based on what kind of mandate, and with which methods. Planning theory can serve as a helpful reference point for examining the sources of legitimacy for adaptation in an urban context. From a planning perspective, adaptation is concerned with climate change as one out of many issues planning has to respond to. The layered co-existence of planning paradigms in practice suggests diverse, sometimes contradictory sources of legitimacy for urban planning and—as we claim here—also for climate change adaptation. This study examines the legitimacy of adaptation from a planning theoretical perspective in Helsinki, drawing on semi-structured interviews and social network analysis to show how adaptation is commonly understood from a rationalist perspective as an apolitical activity with local authorities’ experts designing and implementing adaptation. Nevertheless, some of the central actors understand adaptation as a communicative activity and a common deliberation of solutions. The co-occurrence of disparate paradigms results in ambiguous legitimacy that can impede the successful implementation of local climate change adaptation.  相似文献

Progress towards climate change aware regional sustainable development is affected by actions at multiple spatial scales and governance levels and equally impacts actions at these scales. Many authors and policy practitioners consider therefore that decisions over policy, mitigation strategies and capacity for adaptation to climate change require construction and coordination over multiple levels of governance to arrive at acceptable local, regional and global management strategies. However, how such processes of coordination and decision-aiding can occur and be maintained and improved over time is a major challenge in need of investigation. We take on this challenge by proposing research-supported methods of aiding multi-level decision-making processes in this context. Four example regionally focussed multi-level case studies from diverse socio-political contexts are outlined—estuarine management in Australia’s Lower Hawkesbury, flood and drought management in Bulgaria’s Upper Iskar Basin, climate policy integration in Spain’s Comunidad Valenciana and food security in Bangladesh’s Faridpur District—from which insights are drawn. Our discussion focuses on exploring these insights including: (1) the possible advantages of informal research-supported processes and specifically those that provide individual arenas of participation for different levels of stakeholders; (2) the complexity of organisation processes required for aiding multi-level decision-making processes; and (3) to what extent progress towards integrated regional policies for climate change aware sustainable development can be achieved through research-supported processes. We finish with a speculative section that provides ideas and directions for future research.  相似文献

Transport infrastructure is particularly vulnerable to climate impacts as it is designed for long operational lives, and both episodic and seasonal conditions contribute to deterioration, disruption and unsafe incidents. There are some examples of adaptation in transportation design, but many communities do not have the capacity to incorporate climate change considerations into infrastructure planning and management. Researchers worked closely with the City of Prince George, in Central British Columbia, Canada, to build on existing work and explore how the City could plan, design, and maintain roads and other structures to account for climate change. A local steering committee was formed, and created and evaluated 23 potential research topics. Two focus areas were selected for further investigation and explored during a workshop with practitioners, researchers, consultants and other representatives. The workshop precipitated an investigation of projected impacts of climate change on road maintenance and road safety, and plans to explore alternative paving techniques. Outcomes of the case study provide insights regarding climate change and local transportation infrastructure, including: how researchers can engage with local experts to explore adaptation; issues local governments perceive as important; and barriers communities face as they attempt to address vulnerabilities.  相似文献

This paper reviews the progress in climate change adaptation (CCA) policies both under the United Nations Framework Convention on Climate Change (UNFCCC) and in major regions and countries, including the EU and its major member countries, the influential developed countries in the Asia-Pacific region, the emerging economies and the least developed countries (LDCs). The progress made in China in CCA policies is also reviewed and compared with that in other countries. Finally, good international practices are proposed for China’s policy development. It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions. The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions. Since 2006, major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws, frameworks, strategies, and plans. The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC. Therefore, globally, it has become a common practice to develop national or regional policies to plan and guide CCA actions. China has established climate change policies involving adaptation at the national, regional, and sectorial levels since 2007. However, these policies have strong limitations in their knowledge base, strategic positioning, contents, and implementation mechanisms, e.g. lack of a sound knowledge base, an international perspective, clear responsibilities for policy implementation, and appropriate monitoring and evaluation mechanisms. It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact, vulnerability, and risk assessment, and develop methodologies and techniques for the preparation, impact assessment and implementation of CCA policies. Furthermore, future CCA strategies or plans should be developed with an emphasis on China’s vision and strategic position on the world stage.
