To examine the factors that support adaptation within a regional and sectoral context, this article explores five climate-sensitive sectors in North and South Carolina (Forestry, Government Administration, Tourism, Water Management, and Wildlife Management) and the role of partnerships, collaborations, and networks in facilitating climate adaptation and related activities. Drawing from 117 online questionnaires and interviews with sector leaders across the Carolinas, the article highlights several key functions of networks in regard to supporting adaptation—intra-sector information sharing; monitoring, data collection, and research; and education and outreach. Furthermore, the analysis examines how climate networks in the region have facilitated the development of bonding, bridging, and linking social capital while also noting factors that have constrained the growth and success of both intra- and cross-sector collaboration. Although no formal, or discrete, state or regional cross-sector climate change network exists in the Carolinas, climate adaptations and capacity-building efforts have been supported by ad hoc and decentralized networks, emerging collegial partnerships within and across sectors, and collaborative efforts to pool expertise and resources. The role of different forms of social capital within these networks is discussed in the context of a contentious political environment where support for activities designed to address climate change is limited. These findings enhance our understanding of the social factors and relational processes that shape and influence capacity to adapt to climate change.  相似文献

In the climate adaptation literature, leadership tends to be an understudied factor, although it may be crucial for regional adaptation governance. This article shows how leadership can be usefully conceptualized and operationalized within regional governance networks dealing with climate adaptation. It applies an integrative framework inspired by complexity leadership theory, distinguishing several leadership functions to enhance the adaptive capacity of regional networks. We focus on one specific institutional innovation, appointed climate adaptation officers, who seek to connect science and governance practice, and to mainstream climate adaptation. Our question is twofold: What is the potential of climate adaptation officers to advance the adaptation agenda and to what extent did their establishment and working practice mirror the various leadership functions needed to raise the adaptive capacity of the regional network they operated in? The integrative leadership framework structures the analysis of climate adaptation officers forming part of a government-funded project seeking to enhance adaptation to climate variability in the central German region of Northern Hesse. The data consist of interviews with scientists and regional authority employees and project documentation including an evaluation. We find that climate adaptation officers raised awareness for climate adaptation and helped to shape and implement a number of projects within the overall KLIMZUG programme, highlighting impeding and enabling factors. The process of setting up this institutional innovation involved all forms of leadership functions and is an example of vertical mainstreaming. Its operation involved most clearly enabling and connective leadership functions and is an example of horizontal mainstreaming.  相似文献

This paper aims to identify how targeted asset transfers help to build adaptive capacity and adaptive actions of the urban extreme poor to climate change phenomena. This paper explores the theoretical debates of community-based adaptation approach and failure of such approach to address urban extreme poor. The empirical evidence of these theoretical debates will be drawn from two informal settlements of Dhaka city, where a targeted asset transfer project has been implementing since 2009. This paper explains that urban extreme poor usually work as unskilled labour and lack different livelihood capitals; and climate change is an increasingly important influence exacerbating an already vulnerable livelihood context. There is growing recognition in the literature that poor urban people and communities are adapting to climate change in physical and behavioural terms. But, in the case of urban extreme poor these adaptation approaches are delivering short-term survival strategies disregarding the notion of wellbeing in the medium to long-term perspectives. It is also evident that community level initiatives structurally reproduce the exclusion of the urban extreme poor. However, poverty literatures acknowledge that poverty-centred approaches could help to reduce vulnerability. As urban extreme poor are significantly more resource constrained, it is reasonable to assert that targeted asset transfers could be a poverty-centred adaptation approach in a changing climate. Targeted asset transfers approaches are the outcomes of recent social protection revolution that especially consider accumulation of physical, financial, human, and social capital in order to build adaptive capacity of the urban extreme poor. This adaptive capacity of the extreme poor may facilitate adjustments in assets, livelihoods, behaviours, and technologies in order to reduce future climate vulnerability. In this context, this paper seeks to answer whether targeted asset transfer approaches can be considered as effective poverty-centred adaptation approaches for the urban extreme poor or not.  相似文献

Understanding how individuals perceive their ability to adapt to climate change is critical to understanding adaptation decision-making. Drawing on a survey of 483 smallholder farmer households in the Loess Plateau region of China, we examine the factors that shape smallholder farmer perceptions of their ability to adapt to climate change and their stated intent to do so. We apply a proportional odds ordered logistic regression model to identify the role that determinants of adaptive capacity play in shaping smallholders’ perceived self-efficacy and adaptation intent. Our study provides further evidence that self-efficacy beliefs are a strong, positive predictor of adaptation intent. Our study suggests that human capital, information and technology, material resources and infrastructure, wealth and financial capital, and institutions and entitlements all play an important role in shaping smallholder perceived self-efficacy, while state-society dependencies may reduce smallholder perceived self-efficacy. In addition, our study suggests that perceiving climate change risks and impacts do not necessarily lead to an intention to adapt. Overall, our findings highlight the importance of incorporating both the objective determinants of smallholders’ adaptive capacity and their subjective perceptions of these objective determinants into future climate change adaptation programs and policies in order to facilitate adaptive actions. Identifying factors that cause individuals to have a low estimation of their adaptive ability may allow planned adaptation interventions to address these perceived limitations and encourage adaptive behavior.  相似文献

气候变化已成为不争的事实.减缓和适应是人类应对气候变化的两类主要措施,在气候变化减缓行动难以很快奏效的情形下,采取具有针对性的适应战略已经成为世界各国更为紧迫的选择.一个有效的适应行动机制需要全社会的广泛参与,而公众和决策层对气候变化的认知是适应行动机制的形成基础.本文以银川阅海湿地适应气候变化能力建设为研究案例,从政府部门和社会公众两个层次进行讨论,比较其对气候变化的认知程度及其对适应措施的评价和需求,以期对适应气候变化策略的认知基础研究提供依据.研究结果表明,无论社会公众和决策层,适应气候变化的意识基础均已基本形成,但公众的认知基础要弱于决策层,并且在认知的准确程度上低于决策层;公众和决策层对气候变化适应政策的实施都做出了正面的评价,但决策层的评价普遍显著高于公众;对于适应政策的需求,公众的政策需求主要集中在公共服务方面,而决策层的适应策略是多方位的,也包括通过限制个人行为来获得公共利益.  相似文献

There is mounting evidence that climate change is already having an impact on the wine industry, with effects being region specific. In order to understand the capacity of regional wine sectors to adapt to changing climate, it is useful to document the conditions that are important to producers and to identify adaptation and management strategies that are employed in the industry. This paper analyzes climatic conditions and adaptation strategies in the wine region of Prince Edward County Ontario, Canada. Wine producers identified the climate variables most important to their operations and described strategies they use to manage climate-related conditions. The identified variables were analyzed for trends over the study period 1987–2011, and interview data were analyzed in order to categorize adaptive strategies. Results indicate that the wine sector is very sensitive to climate, and the region is already experiencing the effects of climate change, especially with regard to increasing growing season mean minimum daily temperatures, increasing total summer rainfall, and later onset of fall frosts. Adaptive strategies employed by producers are largely learned though collaborative efforts and trial and error. The adaptations are mostly tactical and reactive in the short term, but with continued climate change, these strategies may develop into strategic, anticipatory measures. Climate change has the potential to present both challenges and opportunities to Prince Edward County wine producers, and adaptations will continue to require strong networking and collaborative efforts.  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change.This article also focused on the related concepts like ecological carrying capacity,water resources carrying capacity,land carrying capacity as well as population carrying capacity.The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity,which is the ecosystem as well as the frequency,the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support.The climate capacity has two components.One is the natural climate capacity,which includes temperature,sunlight,precipitation,extreme climatic events,etc.The other is the derived climate capacity,which includes water resources,land resources,ecological systems,climatic risks,etc.The climate capacity can be developed or be transferred between regions by taking engineering,technology or regime-based adaptive measures.However,these adaptive measures must be implemented under the principle of economic rationalism,ecological integrity,climate protection,and social justice.It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development,and furthermore,provide policy support for the socioeconomic development strategy and adaptive planning.In the regions with high climate capacity,there is a symbiotic relationship between adaptation and socioeconomic development.But,in the regions with limited climate capacity,irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity,and a region of Ningxia,a region with limited climate capacity,as illustrative examples,the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation.This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics,but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献

Commercial and small-scale farmers in South Africa are exposed to many challenges. Interviews with 44 farmers in the upper Thukela basin, KwaZulu-Natal, were conducted to identify common and specific challenges for the two groups and adaptive strategies for dealing with the effects of climate and other stressors. This work was conducted as part of a larger participatory project with local stakeholders to develop a local adaptation plan for coping with climate variability and change. Although many challenges related to exposure to climate variability and change, weak agricultural policies, limited governmental support, and theft were common to both farming communities, their adaptive capacities were vastly different. Small-scale farmers were more vulnerable due to difficulties to finance the high input costs of improved seed varieties and implements, limited access to knowledge and agricultural techniques for water and soil conservation and limited customs of long-term planning. In addition to temperature and drought-related challenges, small-scale farmers were concerned about soil erosion, water logging and livestock diseases, challenges for which the commercial farmers already had efficient adaptation strategies in place. The major obstacle hindering commercial farmers with future planning was the lack of clear directives from the government, for example, with regard to issuing of water licences and land reform. Enabling agricultural communities to procure sustainable livelihoods requires implementation of strategies that address the common and specific challenges and strengthen the adaptive capacity of both commercial and small-scale farmers. Identified ways forward include knowledge transfer within and across farming communities, clear governmental directives and targeted locally adapted finance programmes.  相似文献

Abstract

To determine the climate changes that are due to natural variability and those due to human activities is quite challenging, just like delineating the impacts. Moreover, it is equally difficult to ascertain the adaptive strategies for coping with the climate changes and in particular for developing countries like Kenya. While climate change is a global phenomenon, the impacts are more or less specific to local areas such as observed in Kenyan case. Therefore climate change impacts adaptation strategies are appropriately applicable to a given local perspective. The study investigated the main indicators of climate change and effective adaptive strategies that can be employed in Kenya. Based on online questionnaire survey, the study established unpredictable rainfall patterns as the major indicator of climate change in the country, while water harvesting and change of cropping methods are the best adaptive strategies.  相似文献

Sustainability is achieved only when there is full reconciliation between: (1) economic development; (2) meeting, on an equitable basis, growing and changing human needs and aspirations; and (3) conserving the limited natural resources and the capacity of the environment to absorb the mulitple stresses that are a consequence of human activities. The linkages between climate and sustainability are examined in the context of both the wider Asia-Pacific region and local level climate risks and adaptation responses. These findings are used to underpin and illustrate several implications for sustainability science. Climate change is seen as both an impediment to increasing sustainability and as an opportunity, though in most cases the former far outweighs the latter. Assessments of climate change vulnerability and risk are shown to be of critical importance because they inform decisions as to where resources for adaptation are best invested. They also show whether global efforts to reduce greenhouse gas emissions need to be strengthened because of limits to adaptation. In practice, adaptation takes place at many levels, essentially ranging between tangible interventions at community and enterprise level and national and international efforts to strengthen the enabling environment for adaptation. It is informative to undertake regional assessments of adaptation, even though most adaptation interventions need to reflect local conditions, including local adaptive capacities. The foregoing findings, based in part on a series of regional and local case studies, lead to several recommendations for further research that will help reduce barriers to implementing responses that reduce climate related risks, including adverse consequences for sustainability. The recommendations relate to such themes as making optimum use of predictive capabilities, characterising the linkages between climate change and sustainability, implications of the required rates and magnitudes of adaptation, institutional responses that enhance adaptive capacity, use of new and traditional technologies, the multiple dimensions of social responsibility, and enhancing the enabling environment for adaptation at the community and enterprise level. If these recommendations are acted upon they will, in turn, help address much needed improvements in quantifying the costs and benefits of adaptation, prioritising adaptation options, assessing sustainable development tradeoffs, and monitoring the success of adaptation initiatives. Such improvements will have even greater utility if they are incorporated into user-friendly decision support tools for adaptation.  相似文献

Climate change will have an impact on various sectors, such as housing, infrastructure, recreation and agriculture. Climate change may change spatial demands. For example, rising temperatures will increase the need for recreation areas, and areas could be assigned for water storage. There is a growing sense that, especially at the local scale, spatial planning has a key role in addressing the causes and impacts of climate change. This paper promotes an approach to help translate information on climate change impacts into a guiding model for adaptive spatial planning. We describe how guiding models can be used in designing integrated adaptation strategies. The concept of guiding models has been developed in the 1990s by Tjallingii to translate the principles of integrated water management in urban planning. We have integrated information about the present and future climate change and set up a climate adaptation guiding model approach. Making use of climate adaptation guiding models, spatial planners should be able to better cope with complexities of climate change impacts and be able to translate these to implications for spatial planning. The climate adaptation guiding model approach was first applied in the Zuidplaspolder case study, one of the first major attempts in the Netherlands to develop and implement an integrated adaptation strategy. This paper demonstrates how the construction of climate adaptation guiding models requires a participatory approach and how the use of climate adaptation guiding models can contribute to the information needs of spatial planners at the local scale, leading to an increasing sense of urgency and integrated adaptation planning process.  相似文献

减排和适应是全球应对气候变化的两大任务.发展中国家对气候变化不利影响的承受能力特别脆弱,同时面临着减排和发展任务,在资金有限的情况下,促使适应和减排联合行动能发挥协同效应,降低减排和适应成本,取得增量社会效益.适应分为增量型和发展型活动.在国家规定的减排和适应重点活动领域中,挑选出能源领域减排与增量型适应活动进行协同效应分析,至少有4个强协同效应和10个弱协同效应发生.以广东省为例,增量型适应活动和能源领域减排措施的协同效应主要体现在以下3个方面:工程性适应项目建设与低碳能源生产、消费的关联效应,提高能效有利于工程性适应项目的建设;海岸带适应措施增加碳汇和节约减排成本;城市绿化建设通过有目的的公共设施建设,缓解气候灾害对人们生活的直接影响,节约适应成本,同时增加碳汇和节约减排成本.减排和适应行动的联动机制是未来发展中国家研究的重点.  相似文献

Abstract

For the adverse impacts of climate change, China government should place the problem of adaptation to climate change on the agenda. It is time to institute and implement a state adaptive strategy to reduce the adverse impacts on economy, community and people's health and life by international cooperation and our own endeavor. A state strategy of adaptation to climate change should be closely linked with other current interrelated national strategies, and they should be supplemented and improved by each other. This paper discusses the roles of the state strategy of adaptation to climate change in the state climate change integrative strategy, the environmental protection strategy, and the sustainable development strategy in China. The assumptions and empirical evidence linking climate change adaptation to development cooperation have led to the emergence of a range of climate change adaptation tools aiming at improving the quality of development cooperation initiatives in times of global change. In order to assess the quality of these tools, we develop an analytic framework to critically assess the social learning and sustainable development outcomes of climate change adaptation tools. The analytic framework defines project objectives, participation typology, participation tools, participation stages, scenarios development, modelling exercises, stakeholder analysis and risk communication strategies that support quality participation outcomes.  相似文献

气候变化是人类发展过程中遇到的最大全球性环境问题,也是最大的外部性问题。IPCC报告显示,实现本世纪末温度升高不超过2度的目标,需要全球经济和能源系统深度的低碳转型,并在本世纪下半叶达到温室气体的净零排放。应对气候变化因此面临着前所未有的技术创新与合作需求。2015年底达成的《巴黎协定》提出了落实技术开发与转让的长期愿景,主张对气候变化领域的技术创新给予政策和资金支持,使发展中国家在技术周期的早期阶段就能够获取必要的技术,从而为实现全球应对气候变化提供保障。然而,基于工业文明的传统技术创新与合作模式难以满足保护全球气候的技术需求。减缓与适应技术是气候变化挑战下全球命运共同体的公共财富。为保证其足够的供应,必须超越追求私人利益最大化的狭隘,基于生态文明理念构建全球应对气候变化的新型技术合作体系。其核心是:实现多赢的合作目标,遵循"生态人"的合作原则,体现协同的合作内容,基于互信的合作形式,鼓励多元主体的参与,促进合作成果的分享。中国作为新兴发展中大国,对应对气候变化技术国际合作有多元的利益需求。为有效落实《巴黎协定》,亟需以加速国际合作为契机,积极谋划中国应对气候变化技术对外合作的总体方略和具体行动,有针对性地制定与发达国家、其他发展中国家及欠发达国家间优势互补的合作计划,探索并引导"南-北-南"三方技术合作等新形式。  相似文献

Several studies have indicated the importance of understanding farmers’ perceptions of risks associated with climate change, the adaptation strategies they employ and factors that affect adaptive capacity. This study aimed to understand smallholder farmers’ perceptions of climate change, adaptation strategies and adaptive capacity in the semiarid Matungulu Sub-County, Eastern Kenya. A participatory approach, using three climate roundtables, was conducted to enhance community participation and understanding of climate change issues. The study showed that farmers’ perceptions concerning climate change are influenced by past experiences of weather extremes that have affected production levels and farm incomes. The farmers have made strategic responses to manage risks posed by climate change. However, they face several challenges in adaptation such as inadequate technical knowledge, low financial resources and inadequate land size. Further, the study showed that climate roundtables is a successful participatory approach that can give effective insights for smallholder farmers to understand agricultural vulnerability, climate change and their adaptation strategies.  相似文献

Climate change impacts affecting coastal areas, such as sea-level rise and storm surge events, are expected to have significant social, economic and environmental consequences worldwide. Ongoing population growth and development in highly urbanised coastal areas will exacerbate the predicted impacts on coastal settlements. Improving the adaptation potential of highly vulnerable coastal communities will require greater levels of planning and policy integration across sectors and scales. However, to date, there is little evidence in the literature which demonstrates how climate policy integration is being achieved. This paper contributes to this gap in knowledge by drawing on the example provided by the process of developing cross-sectoral climate change adaptation policies and programmes generated for three coastal settlement types as part of the South East Queensland Climate Adaptation Research Initiative (SEQCARI), a 3-year multi-sectoral study of climate change adaptation options for human settlements in South East Queensland, Australia. In doing so, we first investigate the benefits and challenges to cross-sectoral adaptation to address climate change broadly and in coastal areas. We then describe how cross-sectoral adaptation policies and programmes were generated and appraised involving the sectors of urban planning and management, coastal management, emergency management, human health and physical infrastructure as part of SEQCARI. The paper concludes by discussing key considerations that can inform the development and assessment of cross-sectoral climate change adaptation policies and programmes in highly urbanised coastal areas.  相似文献

International aid is increasingly focused on adaptation to climate change. At recent meetings of the parties to the United Nations Framework Convention on Climate Change, the developed world agreed to rapidly increase international assistance to help the developing world respond to the impacts of climate change. In this paper, we examine the decision-making challenges facing internationally supported climate change adaptation projects, using the example of efforts to implement coastal protection measures (e.g. sea walls, mangrove planting) in Kiribati. The central equatorial Pacific country is home to the Kiribati Adaptation Project, the first national-level climate change adaptation project supported by the World Bank. Drawing on interview and document research conducted over an 8-year period, we trace the forces influencing decisions about coastal protection measures, starting from the variability and uncertainty in climate change projections, through the trade-offs between different measures, to the social, political, and economic context in which decisions are finally made. We then discuss how sub-optimal adaptation measures may be implemented despite years of planning, consultation, and technical studies. This qualitative analysis of the real-world process of climate change adaptation reveals that embracing a culturally appropriate and short-term (~20 years) planning horizon, while not ignoring the longer-term future, may reduce the influence of scientific uncertainty on decisions and provide opportunities to learn from mistakes, reassess the science, and adjust suboptimal investments. The limiting element in this approach to adaptation is likely to be the availability of consistent, long-term financing.  相似文献

Numerous studies have shown that collective action affects the type and efficiency of short- and long-term adaptation to climate change. This empirical study contributes to the body of the literature on collective action and adaptive capacity by demonstrating how organizations frame responses to climate variability and change in rural Kenya by promoting local rural institutions. By analyzing interviews, role-playing games, and household surveys, we ask how local rural organizations shape coping strategies to climate variability and how they may structure future adaptations to climate change. We also investigate what types of households participate in those organizations and how their participation may impact their vulnerability to climate change and variability. Our analysis shows that in places rendered especially vulnerable to climate change by arid climatic conditions, the disengagement of governmental services, and a limited access to income-generating activities, local rural organizations increase livelihood security. Those organizations reduce local vulnerabilities and enhance collective action. In contrast to common diversification and livelihood security strategies which rely on the access to urban or peri-urban structures, local rural institutions and organizations allow for rural and grassroots sustainable adaptation strategies. In that respect, they constitute a resilient and mostly untapped resource for visibly strengthening livelihood security and adaptive capacities in rural Kenya.  相似文献
