This paper investigates the structure, function and wealth distribution within the Pangasius hypophthalmus and Henicorhynchus spp./Labiobarbus spp. value chains in the Mekong Delta of Vietnam. The analysis is driven by key questions relating to the form and function
of value chains, their contribution to the livelihoods of farmers and fishers, the effectiveness of government policy and
the potential for value chain governance mechanisms, such as contracts and certification, to steer towards sustainable production.
The results indicate that actors in the high value Pangasius hypopthalmus export chain have a higher potential income, but face considerably higher economic vulnerability from global markets. Alternatively,
Henichorhychus/Labiobarbus spp. fishers are severely constrained in their ability to negotiate higher prices for their fish but appear to be less vulnerable
to economic and environmental change. The paper concludes that for value chain governance to improve the livelihoods of fishers
and farmers in both high and low value chains, new arrangements are needed that better accommodate customary institutions

Community-based natural resource management (CBNRM) institutions are challenged with finding common ground as a basis for action among diverse resource users and stakeholders. Establishing and maintaining institutional credibility within their regions, catchments, communities and among their membership is fundamental to overcoming the challenge. So too is applying appropriate institutional and governance structures and appointing appropriate leaders. Drawing on triangulated case study data collected over a 12-month period using multiple methods, this paper examines the influence of institutional credibility and leadership on the functioning, decision-making and governance of two CBNRM institutions in Queensland, Australia. The paper shows that stakeholders have very different expectations of what makes a CBNRM institution credible. Satisfying the multiple expectations requires CBNRM institutions to incorporate diverse stakeholder representation, assert their legitimacy and demonstrate accountability, transparency, fairness and justice. The paper also draws attention to the value and importance of appointing inspirational leaders who focus on encouraging followers to pursue collective goals. Comparing the merits and constraints of appointing average Joes versus community elites to the Boards of CBNRM institutions, the paper highlights the urgent need for community-based natural resource governance and inspirational leadership education and training programs to improve the availability and quality of CBNRM leadership in rural Australia. Since combining credible CBNRM institutions with inspirational leaders does not necessarily equate to sustainable on-ground NRM outcomes, it is critical that the education and training programs emphasise the importance of monitoring and evaluating the improvements in decision-making processes and in decision outcomes. 相似文献

It is well known that the incorporation of the intergenerational equity objective has turned the traditional Cost–Benefit Analysis (CBA) approach into an obsolete tool for the evaluation of certain types of projects, particularly those exhibiting many environmental externalities and those whose effects extend throughout a long period of time. Two main changes are taking place in CBA in order to adapt this methodology to the sustainable development paradigm: (a) the development of new tools for the economic valuation of environmental externalities that were traditionally left out of the analysis; and (b) an in-depth revision of the theoretical foundations underlying the traditional approaches to discounting, since the repercussions of decisions that are presently being debated will extend to a distant future (in some cases for centuries), whereas in the classical CBA, we deal with few decades at best. This paper aims at investigating the discounting operation in CBA, trying to summarize the main approaches available in the literature, with specific reference to the tools which allow future generations to be included in the analysis. In order to support the theoretical explanation, a real case study is analysed concerning the evaluation of a waste incinerator that has been constructed in the Province of Turin (Italy). 相似文献

In this paper, we provide an assessment of the challenges of water, waste and climate change in the city of Quito by performing the City Blueprint Approach consisting of three assessment frameworks: (1) the Trends and Pressure Framework (TPF), (2) the City Blueprint Framework (CBF) and (3) the water Governance Capacity Framework (GCF). The TPF summarizes the main social, environmental and financial aspects that may affect urban water management. The CBF provides a clear overview of sustainable urban water management performance and its bottlenecks in municipalities and regions. The GCF comprises nine governance conditions which each consist of three indicators. The GCF provides insight in the most effective improvements to increase the governance capacity to address the identified urban water challenges. Our results show that poor wastewater treatment and long-term drinking water security are Quito’s main water challenges that may be jeopardized given the city’s rapid urbanization and economic pressure. The GCF analysis reveals that cooperation between stakeholders, implementing capacity and citizens’ awareness are the most important conditions for further development to find adequate solutions for Quito’s long-term drinking water security. We also suggest that more attention should be drawn to the transparency, accountability and participation principles. The results of Quito show that the City Blueprint Approach can serve as an affordable quick-scan to facilitate cities in their strategic planning to reach their sustainable development goals. 相似文献

As environmental issues changed its focus from pollution and endangered species to fulfilling basic human needs, such as health, education, shelter, sanitation, hygiene, on the one hand and social justice on the other hand, it widened in its scope. People questioned about adequacy of ecological knowledge in solving daily questions in their life, and also contribution of their values, objective life situations and idea of quality of life for ecological well-being. Two core and complimentary values strongly emerged from the concept of sustainable development; namely environmental protection and justice. Unfortunately, there is lack of awareness on dimensions of human life and its linkages with the wider environment. To combine the values, dimensions of human life and its linkages with external environment, fundamental changes in human behaviour for human development is required. ABSTRACTGlobal environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative (BRI). BRI are also closely linked with South–South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals (SDGs) could address global environmental governance deficits and enhance cooperation among nations. 相似文献

本文首先辨析了"气候资金"与"气候融资"两个基本概念,且通过对包括《巴黎协定》在内,最新的气候资金相关法律文件、信息通报、文献资料、智库报告的研究和系统梳理,指出全球气候融资发展趋势表现在全球气候融资缺口正在持续扩大;资金来源更加市场化;发展金融机构募集、管理和分配了大部分的公共资金;新型经济体用款权受到挤压,也呈现出更大的出资潜力;稳定的碳价格被认为是全球实现"零排放"长期减排目标的核心机制。与此同时,气候资金治理体系也处在关键的转型期,目前气候资金治理正在向"自下而上"的模式过渡,《公约》外平台承担了"气候风险主流化"的多重功能,但需要警惕"自下而上"的治理模式有绕过"共同但有区别责任"的风险,且绿色气候基金运作规则的导向性作用值得关注。据此,本文在最后提出了一系列治理建议。建议我国应积极影响国际气候资金机制运营规则和技术规则的制定,避免发达国家以及代表其利益的国际组织制定的标准片面地发展为国际规则;支持在全球设定渐进的、可预测的、可信的碳价格,并且肯定将气候与环境风险因素内生化的核心思想理念;与绿色气候基金开展多方位合作,推动气候公共资金治理规则转型;加强与世界银行在气候融资领域的合作;借G20平台逐步发展为气候融资政策突破和工具创新的引领者。 相似文献

The task of adapting cities to the impacts of climate change is of great importance—urban areas are hotspots of high risk given their concentrations of population and infrastructure; their key roles for larger economic, political and social processes; and their inherent instabilities and vulnerabilities. Yet, the discourse on urban climate change adaptation has only recently gained momentum in the political and scientific arena. This paper reviews the recent climate change adaptation strategies of nine selected cities and analyzes them in terms of overall vision and goals, baseline information used, direct and indirect impacts, proposed structural and non-structural measures, and involvement of formal and informal actors. Against this background, adaptation strategies and challenges in two Vietnamese cities are analyzed in detail, namely Ho Chi Minh City and Can Tho. The paper thereby combines a review of formalized city-scale adaptation strategies with an empirical analysis of actual adaptation measures and constraints at household level. By means of this interlinked and comparative analysis approach, the paper explores the achievements, as well as the shortcomings, in current adaptation approaches, and generates core issues and key questions for future initiatives in the four sub-categories of: (1) knowledge, perspectives, uncertainties and key threats; (2) characteristics of concrete adaptation measures and processes; (3) interactions and conflicts between different strategies and measures; (4) limits of adaptation and tipping points. In conclusion, the paper calls for new forms of adaptive urban governance that go beyond the conventional notions of urban (adaptation) planning. The proposed concept underlines the need for a paradigm shift to move from the dominant focus on the adjustment of physical structures towards the improvement of planning tools and governance processes and structures themselves. It addresses in particular the necessity to link different temporal and spatial scales in adaptation strategies, to acknowledge and to mediate between different types of knowledge (expert and local knowledge), and to achieve improved integration of different types of measures, tools and norm systems (in particular between formal and informal approaches). 相似文献

基于动态视角,对财政分权与环境治理的关系进行理论分析,提出研究假说,并利用1997—2016年的省级面板数据,对两者的关系进行实证检验。理论研究认为:财政分权在不同的经济发展阶段对环境治理的影响不同。当经济发展水平较低时,财政分权对环境治理的影响以负向的替代效应为主,财政分权不利于环境治理;而当经济发展水平较高时,财政分权对环境治理的影响以正向的收入效应为主,财政分权有利于环境治理。实证研究表明:①在样本时期内,整体而言,我国的财政分权不利于环境治理。该结论在通过模型设定、指标选取以及内生性控制等检验后,仍然成立。②随着经济发展水平的不断提高,财政分权对环境治理的负向效应不断减弱。③面板门槛模型的结果表明,当人均GDP达到3.123万元时,财政分权对环境治理的影响才有可能出现拐点。若以环境污染治理投资总额和行政处罚案件数作为被解释变量时,人均GDP分别要达到4.379万元和6.276万元时,拐点才有可能出现。以上发现的政策启示在于:一方面,尽管现阶段我国的财政分权对环境治理存在负向影响,但是这种负向影响仅是阶段性的,不能因为这种阶段性特征,而否定财政分权制度本身;另一方面,由于我国大部分地区仍处在经济发展的中等收入阶段,为了缓解财政分权的负向效应,可能还需要中央政府进行适当的干预以消除地方政府在环境治理方面的扭曲。 相似文献

Aggregated consideration of both climate and socio-economic change in a coarse spatial resolution is a central feature for scenario development in global change research. Downscaling of the supposed aggregated changes is a necessary prerequisite for the assessments of global change at the regional scale. The present paper describes the method and results of an approach to develop and to apply scenarios of socio-economic change at a sub-national level, which are consistent with global change scenarios. National and regional models of economic and demographic development are used to regionalise drivers of socio-economic change. Scenario results are subsequently applied in order to analyse the impacts of socio-economic and climatic changes on water management issues in the Elbe river basin. Starting from global IPCC-Emissions Scenarios and taking up their key points, we formulate two scenarios for the German and Czech parts of the Elbe catchment areas. We present a system of demographic and economic models, designed to consistently project socio-economic developments at a national and sub-national level and, thus, to quantitatively illustrate our scenarios. The results show that in a scenario that assumes continued globalisation and emphasis on economic growth, export orientation will result in a comparatively high share of manufacturing. Growth spreads from centres to peripheral regions. Still, at the national level, the increase in population and employment will be modest and create little additional pressure, but water stress will be considerably stronger on a regional basis, namely in metropolitan areas such as Prague, Berlin and Hamburg. In a scenario where economic goals are balanced with ecologic and social ones, growth is weaker and the weight of the service sector increases more rapidly, thus easing the driving forces for overall water demand and pollution. However, as in this scenario regional metropolitan centres develop at the cost of peripheral regions, regional development is more selective and the driving forces for potential water stress will diverge spatially. 相似文献

The goals of Integrated Water Resources Management (IWRM) can be achieved by embracing the principles of distributive governance, which places both customary and statutory water institutions on the same pedestal in the governance of water resources. As culture and traditions constitute intangible aspects of water resources management in rural Africa, the recognition of water governance systems grounded in local norms, which correspond better with the aspirations of local water users as against the expert-knowledge systems is desirable. Following the introduction of the statutory institutions in postcolonial Africa, customary institutions, which were once effective in regulating water resources became relegated to the background in those countries, including Botswana . Adopting a critical literature review approach, this article employs the concept of legal pluralism to analyze the institutional factors that create the disharmony between cultural and statutory water governance and management institutions. Findings indicate that water has been abstracted from its social nature and transformed into a tradable economic good. Ultimately, the local meanings and images encoded in water as a nature-given resource are overlooked, thus generating conflicts in water governance. The paper recommends the adoptions of legal pluralism under which water institutions need to embrace both customary and statutory institutions. 相似文献

Global urban development is increasingly becoming an aspect of focus as nations fight sustainability challenges. A review of the current literature on urban sustainability suggests that research on development of cities, in both developed and developing countries, is growing fast, with an emphasis on sustainable development. However, very little of this research contains an integrated framework to systematically identify and examine the various dimensions of urban sustainability and to measure and evaluate them appropriately. Cities are more than the sum of their sectors, and are complex and interdependent systems on whose dynamics the quality of life of millions of human beings and a good part of the economy depend. Environmental, economic, social and governance problems can create formidable barriers to urban sustainability. Governance remains a critically important dimension of urban sustainability, especially when discussing urbanization in developing countries, given rapid population movements and imbalances in socio-economic development. Understanding how cities function is fundamental to resolving these imbalances. The aim of this paper is to provide a review and analysis of the concept of urban sustainability and to propose the development of a holistic framework through integration of environmental, economic, social, and governance dimensions of sustainability. Such a review would make it possible to understand the complex dynamics of the four dimensions and to assess the progress and challenges in moving towards urban sustainability, taking the case of Nairobi, Kenya, as an example. The paper argues that, for urban sustainability in developing countries, more emphasis should be placed on the governance dimension, because this is where the biggest challenge exists, with increasing needs for immediate management of rapid urbanization. 相似文献

The environmental movement evidenced a period of extremely rapid growth during the 1960's and early 1970's. Some recent studies have indicated a decline in general public concern with environmental problems. In this paper we attempt to provide some new evidence which might be of assistance in ascertaining the relative status of concern for the economy, concern for the environment, and willingness to pay for environmental quality. The study focuses upon a major city in a large energy producing state with a large ethnic (Mexican-American) minority. Our data indicate that concern for the environment is not a highly salient issue for our respondents. Economic concerns far outweigh enviromental issues. Additionally, willingness to pay for environmental quality is not a unidimensional trait. Perception of who is responsible for pollution rather than perception of a deteriorating environment is a significant indicator of willingness to pay for environmental quality. 相似文献

Over the past few decades, numerous concerns have been raised in China over the issue of environmental sustainability. Various soil survey and monitoring programs have been carried out in China to study soil quality, and to provide a scientific basis for environment policy making. This paper provides an overview of past and current soil quality surveys and monitoring activities in China. This paper includes a summary of concerns over background concentrations of elements in soil, and soil environmental standards and guidelines in China. Levels of pollution in urban soil, agricultural soil, and soil in mining and smelting areas were compared using the concentrations and pollution indexes. In addition to soil surveys, soil monitoring is essential to study the data and to examine the effects of contaminants in soils. However, the current soil quality monitoring system was insufficient to accurately determine the soil quality status of soils across China. For accurate soil monitoring in China, it will be necessary to set up routine monitoring systems at various scales (national, provincial, and local scales), taking into consideration monitoring indicators and quality assurance. In contrast to a majority of reported damage-cost literature being focused on outdoor pollution, this paper describes the development of a protocol that links population exposure data with reported epidemiological concentration-response coefficients. A change in indoor particulate level is expressed as a change in total exposure levels, which is then linked with a corresponding change in ambient particulate concentrations before evaluating the associated health benefits. In this study, the development of protocol is illustrated by using a typical office building environment and daily time activity patterns of office occupants in Hong Kong. Our results indicate that some benefit gains for the owners-employers and the society would be anticipated if certain filter set configurations had been adopted. However, the amount of benefit gains for the owners-employers is shown to be increased with the average salary level of employees and the duration of their stay in offices. 相似文献

首先参照投入—产出比,利用环保财政投入占GDP比重与环境污染综合指数之比对各区域环境财政政策治污效应系数进行测算,按系数值域把中国30个省(市)分成两个区域,区域1包括北京、甘肃、贵州等19个省市,区域2包括上海、浙江、福建等11个省市。其次分析环境财政政策、环境税收政策和中国式环境分权的治污效应并分区检验,最后对中国式环境分权和经济发展水平的门槛效应进行实证检验。结果表明:环境财政政策治污效应显著,区域1财政政策取得了更好的治污效果,中国目前车船税、城市维护建设税、土地使用税、耕地占用税、资源税及排污费等"近似"环境税种总体治污效应不显著,中国式环境分权与污染物排放显著正相关,中国式环境分权和经济发展水平对财政政策的治污效应具有显著的门槛效应,当中国式环境分权度低于-0.164、经济发展水平低于4.174时,环境财政政策具有更好的治污效果。样本期内以中国式环境分权为门槛变量时,有安徽、广西等15%的观测值位于低门槛区域,以经济发展水平为门槛变量时,有贵州、云南等10%的观测值位于低门槛区域。中国目前的能源消费结构和工业结构是加剧环境污染的重要原因,城镇化和对外开放在一定程度上助推了高污染和高排放。鉴于此应加大环境保护财政支出,提升环保财政支出占GDP的比重,单独开征环境保护税种,中央政府适度地环境集权,全面提升环境质量。 相似文献
