Many developed countries are using a challenging Zero Waste concept to change current waste management practices to more sustainable methods of managing waste, including household waste. The concept includes waste prevention; high levels of recycling and recovery of all resources from waste; and behavioural change. This research provides a case study on the development of a Zero Waste Strategy (ZWS) for Charnwood Borough Council (CBC), an English Local Authority (LA), which has an established household waste management system.This paper describes the steps taken by the authors, together with CBC to devise and implement a ZWS. A series of focus groups were held involving elected members of the LA and members of the community. The aim was to identify the core aspects of environmental, operational and social demands in order to prioritise actions to be included in a draft ZWS. The draft underwent wider public consultation, which highlighted areas for revision, and following revision has been adopted by the LA. The ZWS takes into account local issues, local policies, alongside national strategies and legislation.Many of the options identified during this research complement each other and if used in combination may see large steps taken towards Zero Waste. This is difficult to achieve without a holistic approach to waste generation, collection, treatment and disposal. Key findings from this research are to switch the focus from recycling to reuse and waste prevention, alongside increasing education and behaviour change programmes for householders. Additionally, the potential value of separately collecting food waste, with a recognised high potential yield, must be explored to ensure meeting targets set in the ZWS and the requirements of the Landfill Directive.  相似文献

EU's long-term objective is to become a recycling and resource effective society, where waste is utilized as a resource and waste generation is prevented. A system dynamics model was developed to analyze the policy mechanisms that promote packaging material efficiency in products through increased recycling rates. The model includes economic incentives such as packaging and landfill taxes combined with market mechanisms, behavioral aspects and ecological considerations in terms of material efficiency (the packaging material per product unit, recycled fraction in products). The paper presents the results of application of various policy instruments for increasing packaging material efficiency and recovery rate and reducing landfilled fraction. The results show that a packaging tax is an effective policy instrument for increasing the material efficiency. It ensures the decrease of the total consumption of materials and subsequent waste generation. The tax helps to counteract a rebound effect, which, as identified by the analysis, can be caused by reduced material costs due to eco-design. The model is applied to the case of Latvia. Yet, the elements and structure of the model developed are similar to waste management systems in many countries. By changing numeric values of certain parameters, the model can be applied to analyze policy mechanisms in other countries.  相似文献

危险废物名录制度是危险废物环境管理的基础。2016年6月14日,环境保护部、国家发改委、公安部联合公布了《国家危险废物名录》(2016年版),对2008年版危险废物名录进行了调整。本文介绍了主要发达国家和地区危险废物名录制度的基本情况,对其优缺点进行了对比分析,以期为更好的理解新版危险废物名录提供参考。主要发达国家和地区的危险废物名录管理体系具有以下优点:一是完善的危险废物豁免排除制度加强了企业和管理部门的责任意识。二是危险废物和一般固体废物共享分类体系便于对废物的统筹管理,废物代码内容翔实,增加了名录的可操作性。三是基于不同处理责任主体进行分类,避免了名录方式或列举方式造成的"漏分"现象。四是根据环境风险实行分级管理,重点突出。同时存在几点不足:一是鉴别程序繁琐,降低了危险废物处置效率;二是存在部分行业产生的废物遗漏、同类危险废物分类过细等问题;三是部分国家危险废物分类过于笼统,不利于企业对危险废物种类及属性的识别。  相似文献

This paper proposed an inexact reverse logistics model for municipal solid waste management systems (IRWM). Waste managers, suppliers, industries and distributors were involved in strategic planning and operational execution through reverse logistics management. All the parameters were assumed to be intervals to quantify the uncertainties in the optimization process and solutions in IRWM. To solve this model, a piecewise interval programming was developed to deal with Min-Min functions in both objectives and constraints. The application of the model was illustrated through a classical municipal solid waste management case. With different cost parameters for landfill and the WTE, two scenarios were analyzed. The IRWM could reflect the dynamic and uncertain characteristics of MSW management systems, and could facilitate the generation of desired management plans. The model could be further advanced through incorporating methods of stochastic or fuzzy parameters into its framework. Design of multi-waste, multi-echelon, multi-uncertainty reverse logistics model for waste management network would also be preferred.  相似文献

In this paper, the authors propose a mixed integer linear programming model for designing an Integrated Solid Waste Management System (ISWMS) to meet specific economic goals. The model refers to a set of municipalities, known as ‘local basin’, which have to share a common waste management system. At the municipal level the model allows for an identification of the optimal collection service option; at the local basin level, the model provides the optimal waste flow appropriate to the collection service option of each municipality. The model has been applied to a full-scale case study of an area located in southeast Italy. A scenario analysis was carried out to investigate alternative municipal solid waste management options, which fundamentally differ in the organic flow mass rate to be either collected and composted or landfilled. Findings show that an increase in the cost of landfilling determines the optimal collection scenario and the configuration plants tend to recover higher rates of organics in separate collection and thus higher refuse derived fuel productions. The results obtained validate the application of the model in both the strategic planning and operational phases, by supporting public administrators at both municipality and local basin level in decision making and evaluation of technical and economic performances of ISWMSs.  相似文献

The continually increasing volume of the waste stream has led to numerous calls for strategies to close the loop on material use through industrial symbiosis strategies which direct used material and products (wastes) back to production processes. By use of a survey of recycling, remanufacturing and waste treatment firms in Texas, this paper asks if these firms can operate as a bridge between production and consumption/waste to efficiently increase the flow of used materials and products back to production processes at the local level. The results suggest that while most materials and used products are collected locally, only some can be re(consumed) locally. Moreover, the firms face negative perceptions about their activities from industry and the public at large that likely slow both the rate of entry of new firms into these markets and the expansion possibilities of existing firms. In addition, the types of conventions that characterize the interactions of more successful firms are not well developed in this sector(s). It is unlikely that recycling, remanufacturing and waste treatment firms can become central players in the production, consumption and waste cycle loop until society develops production design, marketing and consumption philosophies that include recycling and remanufacturing at a fundamental level.  相似文献

2009年2月,国务院发布《废弃电器电子产品回收处理管理条例》,成为我国废弃电器电子产品回收处理的纲领性文件。在《废弃电器电子产品处理目录(第一批)》中,明确将电视机、电冰箱、洗衣机、房间空调器、微型计算机等5种产品纳入第一批目录。同时,为了为了能够及时、客观地与经济发展、技术进步以及电器电子产品行业的发展变化等相适应,《目录》管理委员会起草了《制订和调整废弃电器电子产品处理目录的若干规定》,明确随着经济发展变化及电子产品废弃形势调整电器电子产品处理目录的原则。废弃电池在近几年来在我国增长速度很大,将来的管理形势十分紧迫。本文在此分析我国几种废弃电池(铅酸电池、镍氢电池及锂电池)的产生量、再生处理处置情况及管理政策导向。并在目录一批筛选原则的基础上利用权重分析法,筛选评估废弃电池能否进入废弃电器电子产品处理目录(第二批)管理的可能,研究显示铅酸电池已具备进入管理目录的资质。  相似文献

The Packaging and Packaging Waste Directive has had an undeniable impact on waste management throughout the European Union. Whereas recycling and recovery targets are the same, member states still enjoy a considerable degree of freedom with respect to the practical organization and management strategies adopted. Nevertheless, in all cases, the industry (which brings packaging material onto the market) should be responsible for the costs associated with packaging waste recycling/recovery (following the extended producer responsibility principle). The current paper compares and contrasts the institutional frameworks and financial costs and benefits of waste management operators for Belgium and Portugal. The unit costs of selective collection and sorting of packaging waste are provided for both countries. In Belgium, the costs of recycling seem to be fully supported by the industry (through Fost Plus, the national Green Dot agency). In Portugal the fairness of the recycling system depends on the perspective adopted (economic or strictly financial). Adopting a strictly financial perspective, it seems that Sociedade Ponto Verde (SPV, the Portuguese Green Dot agency) should increase the transfers to local authorities. However, the conclusions differ for this country if the avoided costs with refuse collection and other treatment are taken into account.  相似文献

/ Since 1975, the European Union (EU) has developed an impressive body of waste management legislation, although, according to the principle of subsidiarity, responsibilities belong to the most local level at which the tasks can be carried out effectively. Using economic theory, this paper examines several factors that influence the efficient distribution of regulatory authority among the EU and the member states. We specifically analyze the role of harmonization that, in our opinion, will often lead to an overcentralization. Within this context, a second issue is becoming more important, as ongoing discussions show. If no consensus can be reached about harmonization, should member states be allowed to stop cross-border shipments of waste, or should the EU strive for a common market for waste? We take the position that most objections against waste shipments are not convincing, especially if the member states implement minimum standards for landfills and waste processing facilities and common information and control systems. Competition between different national regulations within adequate constraints that, e.g., control transboundary externalities leads to more efficient waste management structures in Europe than national self-sufficiency or centralized decision-making at the EU level. Environmental life cycle assessment (LCA) developed rapidly during the 1990s and has reached a certain level of harmonisation and standardisation. LCA has mainly been developed for analysing material products, but can also be applied to services, e.g. treatment of a particular amount of solid waste. This paper discusses some methodological issues which come into focus when LCAs are applied to solid waste management systems. The following five issues are discussed. (1) Upstream and downstream system boundaries: where is the ‘cradle’ and where is the ‘grave’ in the analysed system? (2) Open-loop recycling allocation: besides taking care of a certain amount of solid waste, many treatment processes also provide additional functions, e.g. energy or materials which are recycled into other products. Two important questions which arise are if an allocation between the different functions should be made (and if so how), or if system boundaries should be expanded to include several functions. (3) Multi-input allocation: in waste treatment processes, different materials and products are usually mixed. In many applications there is a need to allocate environmental interventions from the treatment processes to the different input materials. The question is how this should be done. (4) Time: emissions from landfills will continue for a long time. An important issue to resolve is the length of time emissions from the landfill should be considered. (5) Life cycle impact assessment: are there any aspects of solid waste systems (e.g. the time horizon) that may require specific attention for the impact assessment element of an LCA? Although the discussion centres around LCA it is expected that many of these issues are also relevant for other types of systems analyses.  相似文献

This paper analyses different alternatives for solid waste management that can be implemented to enable the targets required by the European Landfill and Packaging and Packaging Waste Directives to be achieved in the Valencian Community, on the east coast of Spain. The methodology applied to evaluate the environmental performance of each alternative is Life Cycle Assessment (LCA). The analysis has been performed at two levels; first, the emissions accounted for in the inventory stage have been arranged into impact categories to obtain an indicator for each category; and secondly, the weighting of environmental data to a single unit has been applied. Despite quantitative differences between the results obtained with four alternative impact assessment methods, the same preference ranking has been established: scenarios with energy recovery (1v and 2v) achieve major improvements compared to baseline, with scenario 1v being better than 2v for all impact assessment methods except for the EPS'00 method, which obtains better results for scenario 2v. Sensitivity analysis has been used to test some of the assumptions used in the initial life cycle inventory model but none have a significant effect on the overall results. As a result, the best alternative to the existing waste management system can be identified.  相似文献

Life cycle assessment, LCA, has become a key methodology to evaluate the environmental performance of products, services and processes and it is considered a powerful tool for decision makers. Waste treatment options are frequently evaluated using LCA methodologies in order to determine the option with the lowest environmental impact. Due to the approximate nature of LCA, where results are highly influenced by the assumptions made in the definition of the system, this methodology has certain non-negligible limitations. Because of that, the use of LCA to assess waste co-incineration in cement kilns is reviewed in this paper, with a special attention to those key inventory results highly dependent on the initial assumptions made. Therefore, the main focus of this paper is the life cycle inventory, LCI, of carbon emissions, primary energy and air emissions. When the focus is made on cement production, a tonne of cement is usually the functional unit. In this case, waste co-incineration has a non-significant role on CO2 emissions from the cement kiln and an important energy efficiency loss can be deduced from the industry performance data, which is rarely taken into account by LCA practitioners. If cement kilns are considered as another waste treatment option, the functional unit is usually 1 t of waste to be treated. In this case, it has been observed that contradictory results may arise depending on the initial assumptions, generating high uncertainty in the results. Air emissions, as heavy metals, are quite relevant when assessing waste co-incineration, as the amount of pollutants in the input are increased. Constant transfer factors are mainly used for heavy metals, but it may not be the correct approach for mercury emissions.  相似文献

Waste as an asset is consistent with the free market model of economics. The inner city, 'endowed' with waste materials and low-wage labour, has a comparative advantage in labour-intensive processing of materials that the rest of society has discarded. Waste as an assault on the community is consistent with a different model of environmental risk. Some by-products of industry are so hazardous that they should not be produced, or should be tightly regulated. Each model has a realm of validity; the balance between the two depends on which wastes are hazardous, and which are just ugly resources waiting to be discovered.  相似文献

Waste management activities contribute to global greenhouse gas emissions approximately by 4%. In particular the disposal of waste in landfills generates methane that has high global warming potential. Effective mitigation of greenhouse gas emissions is important and could provide environmental benefits and sustainable development, as well as reduce adverse impacts on public health. The European and UK waste policy force sustainable waste management and especially diversion from landfill, through reduction, reuse, recycling and composting, and recovery of value from waste. Energy from waste is a waste management option that could provide diversion from landfill and at the same time save a significant amount of greenhouse gas emissions, since it recovers energy from waste which usually replaces an equivalent amount of energy generated from fossil fuels. Energy from waste is a wide definition and includes technologies such as incineration of waste with energy recovery, or combustion of waste-derived fuels for energy production or advanced thermal treatment of waste with technologies such as gasification and pyrolysis, with energy recovery. The present study assessed the greenhouse gas emission impacts of three technologies that could be used for the treatment of Municipal Solid Waste in order to recover energy from it. These technologies are Mass Burn Incineration with energy recovery, Mechanical Biological Treatment via bio-drying and Mechanical Heat Treatment, which is a relatively new and uninvestigated method, compared to the other two. Mechanical Biological Treatment and Mechanical Heat Treatment can turn Municipal Solid Waste into Solid Recovered Fuel that could be combusted for energy production or replace other fuels in various industrial processes. The analysis showed that performance of these two technologies depends strongly on the final use of the produced fuel and they could produce GHG emissions savings only when there is end market for the fuel. On the other hand Mass Burn Incineration generates greenhouse gas emission savings when it recovers electricity and heat. Moreover the study found that the expected increase on the amount of Municipal Solid Waste treated for energy recovery in England by 2020 could save greenhouse gas emission, if certain Energy from Waste technologies would be applied, under certain conditions.  相似文献

Waste disposal is an issue that is becoming increasingly important in policy terms in the European Union, and in Italy, a country showing strong geographical heterogeneity in waste management. This paper analyses the process of decoupling/delinking between economic growth and landfilling trends in a framework where economic, policy, geographical elements and spatial issues are all considered as drivers behind the phenomenon. We exploit an original and very rich provincial panel dataset over 1999–2005 for the 103 Italian provinces. Evidence shows that the observed ‘absolute’ decoupling between economic growth and landfilling is driven by a mix of structural factors. Among the main factors, population density, more than the provincial income level, emerges as a crucial driver: local opportunity costs and landfill externalities matter in shaping waste policies and local commitment to a transition away from landfilling of waste (landfill diversion). However, not only structural factors are relevant. If on the one hand landfill taxes are not a significant driver of the phenomenon, waste management tools, such as separated collection for recycling, and the tariff system connected to waste services, bring about significant effect on the amount of landfilled waste. Moreover, regarding the analysis of spatial interrelations across provinces, we note that the presence of incinerators in nearby provinces increases landfill diversion, due probably to free riding behaviour or intra-provinces ‘agreements’ on waste management; this is not true for nearby landfill sites, that cause for a given province a strong lock in effect. Future research could strengthen the analysis of policy effectiveness at regional level, focusing on policy endogeneity, and the full investigation of spatial correlations in waste disposal performances.  相似文献

As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

This study considers the planning system in Scotland as it relates to waste management. It examines local, structure and waste disposal plans in nine areas to identify links between the two systems. Initial findings reveal that statutory plans have limited influence on the location of new waste facilities and the reasons for this are explored. The European Union now requires the preparation of a National Waste Strategy (NWS) based on the principle of the waste hierarchy. The research concludes that effective waste management requires a close relationship between the NWS and development plans.  相似文献
