Is recycled water use risky? An Urban Australian community’s perspective   总被引:1,自引:0,他引:1  
The emergence of a global water crisis has seen the necessity for a sustainable approach to water management. Policies directed towards water recycling have been implemented in many regions of the world. In Australia, prolonged drought conditions in most major cities during the past decade have led to serious national calls for less drinking water to be used (Prime Minister’s Science Engineering and Innovation Council, 2003), and a strategic policy response from many State Governments, including bold targets for water recycling. A key consideration to the realisation of these policies is greater understanding of community attitudes to recycled water use, without which, a number of recycled water projects have failed (Hurlimann and McKay, 2004). Despite the critical nature of community attitudes, little research has been conducted, especially in relation to perception of risk, which has been found to be critical in the adoption of new technologies (Cvetkovich and Lofstedt, 1999). This paper investigates an urban Australian community’s perception of risk involved with using recycled water. Key findings include: perception of risk increased as the use of recycled water became increasingly personal. Perception of risk was significantly negatively related to trust, perception of fairness and information. Trust in the Water Authority to manage risk was significantly related to perception of trust, communication and integrity of the Authority.  相似文献

Recycled water use in urban areas is viewed as one part of the solution to Australia's water shortage. The effectiveness of policies designed to promote recycled water systems depends on the acceptance by the community of the price, colour, odour and salt content of the recycled water. In Australia and other countries, limited research has been conducted that investigates community attitudes to and willingness to pay for recycled water, especially in urban settings. Community acceptance of recycled water and the economic feasibility of such projects have not been widely evaluated, even though the long-term feasibility of many projects is dependent on such information. This paper examines the attitudes of an urban Australian community living at Mawson Lakes in South Australia, to using recycled water for non-potable domestic purposes. Conjoint analysis (CA) was used to evaluate participant's (n=136) preferences for various attributes of recycled water (colour, odour, salt content and price) for various uses (garden watering, toilet flushing and clothes washing). The analysis was used to estimate the respondent's willingness to pay (WTP) for quality increases for each of the attributes. Differences in WTP were investigated according to various demographic variables including income and education. Results indicate that for garden watering having 'low salt levels' is the most important attribute of recycled water, for clothes washing 'colourless' is the most important attribute, and for toilet flushing a 'low price' was the most important attribute. Respondents were willing to pay for increases in the quality of recycled water. The amount they were willing to pay varied depending on applied use and the attribute in question. Respondents were most willing to pay for an increase in quality of recycled water when used for clothes washing (willing to pay Australian dollars (A$) 0.07/cubic meter (m(3)) for removal of colour, A$0.065 per cubic meter for an increase in quality of recycled water from 'salty' to 'low salt,' and A$ 0.06/m(3) for removal of odour (1A$=0.75 US $ and 0.62 euro, August 24, 2005)). Segmentation of the price attribute by demographic sectors reveals that those in the higher income bracket, higher education sector, middle age group, and who are male, had a higher marginal valuation on price. The results of this study provide important information for recycled water retailers and water policy developers, helping achieve greater economic feasibility for future recycled water projects, to the satisfaction of the communities involved.  相似文献

Commercial buildings are central to cities and contribute significantly to the urban demand for natural resources, including freshwater. Green building benchmarking tools include more efficient water use as key indicator of sustainability. This paper explores options for substituting mains drinking water with an alternative, non-potable water source on a fit for purpose basis. The research findings are based on a monitoring study of a commercial building in Brisbane, Australia that is harvesting rainwater for meeting non-potable water demand. The results demonstrated that the system is only achieving moderate reliability in meeting demand due to operational problems. The case study analysis has highlighted the need to include validation and monitoring to ensure the system is operating as per design intent. The paper also investigates the potential of other local, non-potable water sources for high-rise commercial buildings, in particular air conditioning condensate and groundwater inflow to a basement wet well. The paper concludes by comparing the advantages and disadvantages of different local water sources which highlights the need to undertake a site specific investigation to identify a suitable alternative water source, which considers O&M complexity and the capacity of facilities management.  相似文献

Climate change is increasing the variability of rainfall, and thus the availability of water supplies in many areas of the world. These impacts are already being felt in the state of Victoria, Australia where a 12 year drought period was recently experienced. Restrictions to water use have been implemented, as one component of a broad policy approach to manage the drought. While anecdotal evidence suggests that the substitution of centralised water supplies is occurring, this has not been proven empirically. This paper reports results from a survey of households in Victoria regarding their use of alternative water sources. The study found that substitution is occurring. Garden watering is the purpose which has the highest rate of alternative water source use. In total 41.6% of respondents always, and 33.2% sometimes use an alternative water source for garden watering. The most commonly used alternative source of water for garden watering is water previously used in the laundry (30.7%). The alternative source of water used was found to vary depending on the purpose of the water use. High levels of satisfaction were found for all alternative water sources used. Several barriers were found to the use of alternative water sources, the main of which were: inflexibility of existing infrastructure, cost, policy, and housing status. The results have implications for water retailers, policy makers and governments in locations facing water shortage.  相似文献

To demonstrate the benefits of water conservation at the household level in regional Victoria in Australia, a family house “Sharland Oasis” was designed and built according to an ecologically sustainable design for improved water and energy efficiency. This study has demonstrated that the combined use of alternative water supplies together with water efficient appliances can save up to 77% of total potable water use compared to the average 1990s household water use in the same region considering the location and differing in water use approach. The use of rainwater inside the home alone saved up to 40% of potable water use. In addition to the water savings, there is a significant wastewater discharge saving achieved through the use of water conservation strategies and greywater reuse. A community survey undertaken in regional Victoria revealed that community receptivity for reusing greywater is highest for uses, such as watering gardens and flushing toilets; but it progressively decreased with increasing personal contact with greywater. Positive perception of greywater reuse needs to be encouraged through programs targeted at developing resources, skills and motivation for new water reuse practices and technologies, across a diverse range of social groups.  相似文献

This paper summarizes the results and the lessons learnt from an LCA case study comparing acoustic automotive components. Three alternative acoustic components produced by the Brazilian automotive sector are considered: dual-layer polyurethane (DL-PU) panel, recycled textile absorption-barrier-absorption (ABA-cotton) panel and recycled textile DL (DL-cotton) panel. DL-PU is a “status-quo” alternative, composed mainly of synthetic plastics and the two other alternatives are mainly made of recycled cotton fibres. Using the Life Cycle Assessment (LCA) method, the three following phases of the panels’ life cycle are examined: production, use and end-of-life. For the latter, two end-of-life scenarios are analysed: landfill and incineration with energy recovery. For the LCA model, some Life Cycle Inventory (LCI) datasets have been adapted from the data available in the EcoInvent database in order to adjust to the Brazilian context. LCA results show that, within the entire life cycle, the DL-cotton option, which combines two layers of recycled fibres of different densities, is overall the best alternative from an environmental perspective. This result is therefore independent from the end-of-life scenario. This is mainly due to the lower weight of this component, which is extremely important for the transportation aspects, but also due to its lower consumption of fossil resources, to the energy saving during its production and to the avoidance of textile disposal that would happen otherwise. The obtained results confirm the available literature dealing with the use of renewable fibres in industrial products. The particular behaviour of recycled fibres compared to virgin ones (in terms of shared contribution of agricultural production and of avoidance of landfilling) is highlighted in this paper, thanks to the application of the “50/50” allocation rule. LCA results are discussed in terms of their potential use in an R&D context. Further research needs are also derived from the case study, including the potential benefits of developing multi-objective optimization methods that include environmental impact to be used in the design of such a component.  相似文献

Capacity Factor Analysis is a decision support system for selection of appropriate technologies for municipal sanitation services in developing communities. Developing communities are those that lack the capability to provide adequate access to one or more essential services, such as water and sanitation, to their residents. This research developed two elements of Capacity Factor Analysis: a capacity factor based classification for technologies using requirements analysis, and a matching policy for choosing technology options. First, requirements analysis is used to develop a ranking for drinking water supply and greywater reuse technologies. Second, using the Capacity Factor Analysis approach, a matching policy is developed to guide decision makers in selecting the appropriate drinking water supply or greywater reuse technology option for their community. Finally, a scenario-based informal hypothesis test is developed to assist in qualitative model validation through case study. Capacity Factor Analysis is then applied in Cimahi Indonesia as a form of validation. The completed Capacity Factor Analysis model will allow developing communities to select drinking water supply and greywater reuse systems that are safe, affordable, able to be built and managed by the community using local resources, and are amenable to expansion as the community's management capacity increases.  相似文献

This study investigates the variability of household water use in Melbourne with the aim of improving the current understanding of factors affecting residential water use. This understanding is critical to predicting household water demand, particularly at an appropriate spatial and temporal resolution to support Integrated Urban Water Management based planning and to improve the understanding on how different household water demands respond to demand management strategies. The study used two sets of data each collected from 837 households under significantly different water use conditions in the years 2003 and 2011. Data from each household consist of the household characteristics and quarterly metre readings. Ordinary Least Square regression analysis followed by detailed analysis of each factor was used to identify key factors affecting household water use. The variables studied are household size, typology of dwelling, appliance efficiency, presence of children under 12 years, presence of children aged between 12 and 18 years, tenancy, dwelling age, presence of swimming pool, evaporative cooler, and dishwasher. All of them except presence of children aged between 12 and 18 years, tenancy and dwelling age were identified as variables that contribute to the variability of household water use in Melbourne. The study also found that the explanatory capacity of these variables increases with decreasing water use. This paper also discusses the significance of the explanatory variables, their impact and how they vary over the seasons and years. The variables found in this study can be used to inform improved prediction and modelling of residential water demand. The paper also explores other possible drivers to explain residential water use in light of the moderate explanatory capacity of the variables selected for this study thus, provides useful insights into future research into water demand modelling.  相似文献

Singapore has pledged to attain 7–11% Business-As-Usual carbon emissions reduction by 2020. About 19% of CO2 contribution stemmed from road transport in 2005. Commercial vehicles, which uses mainly diesel, consumed 695 million litres diesel in 2012. An estimated 115,585 tonnes or 127 million litres cooking oils (derived from seeds/fruits) were consumed in 2010, in which the bulk of used cooking oil is re-incorporated into the food preparation process while only a small amount is being recycled into biodiesel or disposed into the sewerage. Nevertheless, the present research reveals that biodiesel derived from spent cooking oil has potential to be a viable fuel supplement. Surveys were carried out involving three market segments – suppliers, processors and end-users – to identify the barriers and obstacles in mass production of biodiesel. A key enabler of biodiesel as a fuel supplement towards a greener environment lies in government mandate/policies in promoting greater biodiesel usage.  相似文献

During oil and gas production, water is often extracted from geological formations along with the hydrocarbons. These "produced waters" have been discharged to Nueces Bay since the turn of the century. These effluents were found to be highly toxic, and sediments in the vicinity of the discharges were also toxic. We developed a map of wells and produced-water discharge sites in the vicinity of Nueces Bay and identified numerous unplugged wells suitable for conversion to produced water disposal wells. An economic analysis of conversion to subterranean injection of produced water indicates that most of the wells currently in production could pay out the cost of conversion to injection in one to three years. The use of one injection well for two or more water-producing wells could yield greater savings. Wells that could not support the cost of injection are small producers, and their loss would not constitute a major loss of jobs or dollars to the area. This study could serve as a useful model for evaluating the economic feasibility of conversion to injection in other areas of Texas and Louisiana.  相似文献

Water is a scarce resource in many parts of the developed world. Two solutions are possible to address water scarcity: conservation of existing resources, or the further production of water from new sources e.g. through recycling of wastewater or desalination of seawater. However, the main hurdle to implementation of many of these solutions is often viewed as a lack of public willingness to adopt these alternative water behaviours. Research in this area is therefore crucial. Yet, and possibly due to the interdisciplinary nature of such research, there is currently no comprehensive overview of what has been done before. This study fills this gap by (1) choosing a general consumer behaviour perspective as a starting point, (2) developing a conceptual model of research required in the area of water-related public acceptance studies, (3) identifying eight key water-related behaviours which require future research attention, and (4) reviewing which areas of the conceptual model have been investigated in the past by conducting an extensive literature review of water-related social science research.The review established that the majority of work which has been conducted is located at the cross-roads of personal characteristics and behavioural intentions. Significant gaps exist in relation to researching the adoption of a wide range of demand-side water behaviours. This indicates a dominance of supply-side solutions in social-research exploration. The review identifies a number of research needs including: the exploration of actual adoption of water-related behaviours (rather than behavioural intentions); and to widen the scope of water behaviour enquiry to include more demand-side solutions. Given the increasing scarcity of water in many areas of the world, addressing these identified gaps will be of significant importance. Thus our model informs the social-research agenda for water policy.  相似文献

The concept of sustainable development is debatable within the mining context as the fact that mineral resources are non-renewable makes mining inherently unsustainable. The need for a realistic definition of sustainability that can be applied to mining is important, in light of claims by the industry that sustainable development principles underpin aspects of their operations. Furthermore, the socio-economic upliftment that should logically follow the implementation of these principles is not visible in many mining areas. Within the theoretical frameworks of intermediate sustainability, our study aimed to determine the level of sustainability that is appropriate for the mining context. The evaluation of community perspectives within the Rustenburg platinum region in South Africa as a case study, based on qualitative information derived from structured questionnaires and informal interviews brings further clarity. We found out that the environmental and social costs associated with mining were high, while economic benefits to surrounding communities were low. The perceptions of community and corporations were found to contrast sharply: the reality experienced by community members fell well short of the optimistic scenarios presented in the corporate social responsibility reports of the mining companies, which has implications for the mining industry in the area. The Rustenburg region is typical of mining areas, more especially the developing world, and application of a realistic sustainable development concept here can help the mining industry elsewhere to move its operations onto a genuinely more sustainable path.  相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations.  相似文献

Water scarcity has become a key issue in water management. There are two contrasting positions regarding scarcity as a source of conflict or cooperation. Accordingly, it is worth exploring what exactly are the conditions that make water scarcity a source of conflict or cooperation. The history of water conflicts has shown that people are more likely to kill around a water hole than when conflicts grow into national or international issues. This suggests that there may be an inverse relationship between the level of violence and the scale at which the water conflict takes place. A common problem in environmental management has been the lack of effective mechanisms to handle conflict. In the majority of these cases, the main shortcoming was an inability of the parties to identify their differences. Therefore, this research explores the idea that understanding the causes of conflict from the outset, followed by an evaluation, at the local scale, of the conditions, is a necessary precondition to finding appropriate and sustainable solutions. With this background in mind, the objective of this paper is to employ a conflict assessment process in order to explore to the extent to which a collaborative dialogue among stakeholders can be an appropriate approach to conflict resolution. In rural regions, land use changes (LUC) are often the result of the decision-making of individual farmers. To influence this decision-making, compulsory and voluntary mechanisms are implemented. However, farmers’ decision-making is a heterogeneous process that depends on their ability and willingness to take certain decisions. Discrepancies between farmers’ ability and willingness and the design of voluntary mechanisms occur frequently. This makes it necessary to understand how farmers’ participation in these mechanisms can affect LUC. The aim of this paper was to demonstrate an agent-based approach to analyse and explore how voluntary mechanisms can influence LUC processes in rural regions. This approach was applied to a rural region in Australia, where clearing of native vegetation has occurred for agricultural development. Historical land cover data and semi-structured interviews were used to parameterise an agent-based model. Factors that influence farmers’ ability and willingness to participate in these mechanisms were identified. Three scenarios were simulated with the model to explore how the implementation of different voluntary mechanisms can affect the landscape structure of the region. This paper identifies how the diversity of farmers’ decision-making can influence the landscape structure in the region. The advantages and limitations of an agent-based approach in relation to LUC research and policy are discussed.  相似文献

In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). It will focus on the role of CIS in responding to the challenges for expert information delivery, and in addressing the disparity of informational power within the toxic dispute.  相似文献

During summer heatwaves, heat load exacerbates in urban heat islands (especially in hot climates) and threatens public life in cities. This paper examines the links between urban microclimates, outdoor thermal discomfort and public life through an exploratory case study. Heat resilience is highlighted as the ability of the space to support its normal activities when experiencing out-of-comfort temperatures. It also reports on the correlations between heat sensitive outdoor activities and urban greenery in three disparate case studies in Adelaide. Results indicate that necessary and optional activities start to decline after the apparent temperature reaches the threshold of 28?°C–32 °C, while activities in public spaces with more urban greenery show higher resilience to heat stress. Research findings propose heat resilience as a quality indicator in public space and support the application of urban greenery to make urban settings more resilient to heat stress.  相似文献

This study examined neighbourhood level wildfire mitigation programs being implemented in neighbourhoods in Canada (FireSmart-ForestWise), Australia (Community Fireguard) and the US (Firewise Communities). Semi-structured interviews were completed with 19 residents participating in the programs. A wide range of activities were completed as part of the three programs. Despite differences between the three programs, participants appeared to participate in the programs for three main reasons: Fire experience, agency involvement, and personal and family protection. A fire therefore provides a window of opportunity to engage residents in neighbourhood level wildfire mitigation programs. The neighbourhood level wildfire mitigation programs helped to reduce the wildfire risk, but also enhanced both community resilience and relationships between residents and government agencies.  相似文献

Water-borne pathogens such as Cryptosporidium pose a significant human health risk and catchments provide the first critical pollution ‘barrier’ in mitigating risk in drinking water supply. In this paper we apply an adaptive management framework to mitigating Cryptosporidium risk in source water using a case study of the Myponga catchment in South Australia. Firstly, we evaluated the effectiveness of past water quality management programs in relation to the adoption of practices by landholders using a socio-economic survey of land use and management in the catchment. The impact of past management on the mitigation of Cryptosporidium risk in source water was also evaluated based on analysis of water quality monitoring data. Quantitative risk assessment was used in planning the next round of management in the adaptive cycle. Specifically, a pathogen budget model was used to identify the major remaining sources of Cryptosporidium in the catchment and estimate the mitigation impact of 30 alternative catchment management scenarios. Survey results show that earlier programs have resulted in the comprehensive adoption of best management practices by dairy farmers including exclusion of stock from watercourses and effluent management from 2000 to 2007. Whilst median Cryptosporidium concentrations in source water have decreased since 2004 they remain above target levels and put pressure on other barriers to mitigate risk, particularly the treatment plant. Non-dairy calves were identified as the major remaining source of Cryptosporidium in the Myponga catchment. The restriction of watercourse access of non-dairy calves could achieve a further reduction in Cryptosporidium export to the Myponga reservoir of around 90% from current levels. The adaptive management framework applied in this study was useful in guiding learning from past management, and in analysing, planning and refocussing the next round of catchment management strategies to achieve water quality targets.  相似文献

This article provides a case study of small-scale private sector provision of water supply in Paraguay, where the Government has sought sector policy reforms that would encourage private investment in drinking water supply. Ironically, while the Government has focused almost entirely on garnering the interest of large private international water companies, much smaller local firms have already made significant investments in drinking water services for the poor, all without any participation or encouragement from the Government. Outside Paraguay's two major cities, Asunción and Ciudad del Este, large numbers of aguateros currently provide piped potable water to lower-income people. Though the aguateros have little legal footing — they are in many respects informal and unregulated —they have constructed as much as one third of all the new drinking water connections in these two cities over the past 20 years. The small-scale water systems in Paraguay offer a model of financial, economic, and water-use efficiency. This article asserts that an abundance of groundwater resources, cheap access to electricity for pumping, and a spirit of informal investment, among other variables, has spawned widespread use of this approach. This article documents and analyzes the features of these independent small-scale water providers in Paraguay and the efficiency they bring to the use of water resources in meeting drinking water demands among the poor. It also cautions against policies that may trample on such entrepreneurial spirit in the name of State-managed privatization.  相似文献
