Post-consumer plastic packaging waste (PPW) can be collected for recycling via source separation or post-separation. In source separation, households separate plastics from other waste before collection, whereas in post-separation waste is separated at a treatment centre after collection. There are also two collection schemes, either curb side or via drop-off locations. These different schemes have impact on total costs of collection at the municipal level. It can also influence the facility choices and network design. Therefore, a method which can compare costs of various collection schemes is needed.A comprehensive cost model was developed to compare costs of municipal collection schemes of PPW. The ‘municipal waste collection cost model’ is based on variables including fixed and variable costs per vehicle, personnel cost, container or bag costs as well as on emission costs (using imaginary carbon taxes). The model can be used for decision support when strategic changes to the collection scheme of municipalities are considered. The model takes into account the characteristics of municipalities, including urbanization degree and taxation schemes for household waste management. The model was applied to the Dutch case of post-consumer plastic packaging waste. Results showed that that in general post-separation collection has the lowest costs and curb side collection in urban municipalities without residual waste collection taxing schemes the highest. These results were supported by the conducted sensitivity analysis, which showed that higher source separation responses are negatively related to curb side collection costs. Greenhouse gas emission costs are a significant part of the total costs when collecting post-consumer plastic packaging waste due to the low density to weight ratio of the materials collect. These costs can amount to 15% of the total collection costs.  相似文献

The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste.  相似文献

This paper analyzes a unique dataset collected during a 2006 national survey of U.S. households to explore the effectiveness of common household recycling policies for metals, glass, and plastics: curbside recycling, drop-off recycling, deposit–refund systems (bottle bills), and marginal pricing for household waste. After estimating either generalized ordered logit or multinomial logit models, we find that the most important determinants of household recycling are people's attitudes toward recycling. Our results also suggest that omitting internal variables (perceived recycling obstacles and benefits as well as moral considerations) may bias policy coefficients. Socio-economic variables are typically not statistically significant, with the exceptions of young adults and of African Americans who tend to recycle less than others. Policies with the largest odds ratios are curbside recycling (which is further strengthened if recycling is mandatory), followed by the presence of drop-off collection centers nearby. Bottle bills are also statistically significant but their odds ratios are smaller, possibly because refunds are relatively small and typically do not change for years. Finally, marginal pricing appears to have a limited impact on recycling. These results suggest avenues for improving household recycling at a time when recycling rates appear to be plateauing.  相似文献

In order to exploit economies of scale Belgian municipalities regularly cooperate in the provision of waste related services. In particular for the collection and separation of household packaging waste, municipalities appear to seek technical and cost efficiency gains by cooperating via municipal waste joint ventures. Although most Belgian municipal waste joint ventures can present excellent recycling and recovery rates for household packaging waste, their performance in terms of cost-efficiency has never been assessed. Using a unique dataset comprising of the costs for all 35 Belgian municipal waste joint ventures in 2010, this paper present the first assessment of the cost efficiency of household packaging waste collection in Belgium. As we are not sure on the relative importance of the separate cost efficiency scores for the three selectively collected household packaging waste fractions when determining the overall cost efficiency, this paper draws on the Benefit-of-the-Doubt approach. Our results indicate that, despite the substantial cooperation between municipalities, still considerable differences in cost efficiency for household packaging waste collection exist.  相似文献

The fate of used electronic products (e-waste) is of increasing concern because of their toxicity and the growing volume of e-waste. Addressing these concerns requires developing the recycling infrastructure, but good estimates of the volume of e-waste stored by US households are still unavailable. In this context, we make two contributions based on a national random survey of 2136 US households. First, we explain how much e-waste is stored by US households using count models. Significant explanatory variables include age, marital and employment status, ethnicity, household size, previous e-waste recycling behavior, and to some extent education, home ownership, and understanding the consequences of recycling, but neither income nor knowledge of e-waste recycling laws. Second, we estimate that on average, each US household has 4.1 small (≤10 pounds) and 2.4 large e-waste items in storage. Although these numbers are likely lower bounds, they are higher than recent US Environmental Protection Agency (EPA) estimates (based on narrower product categories). This suggests that the backlog of e-waste in the US is likely larger than generally believed; it calls for developing the recycling infrastructure but also for targeted recycling campaigns.  相似文献

The useful life of consumer electronic devices is relatively short, and decreasing as a result of rapid changes in equipment features and capabilities. This creates a large waste stream of obsolete electronic equipment, electronic waste (e-waste).Even though there are conventional disposal methods for e-waste, these methods have disadvantages from both the economic and environmental viewpoints. As a result, new e-waste management options need to be considered, for example, recycling. But electronic recycling has a short history, so there is not yet a solid infrastructure in place. In this paper, the first half describes trends in the amount of e-waste, existing recycling programs, and collection methods. The second half describes various methods available to recover materials from e-waste. In particular, various recycling technologies for the glass, plastics, and metals found in e-waste are discussed. For glass, glass-to-glass recycling and glass-to-lead recycling technologies are presented. For plastics, chemical (feedstock) recycling, mechanical recycling, and thermal recycling methods are analyzed. Recovery processes for copper, lead, and precious metals such as silver, gold, platinum, and palladium are reviewed. These processes are described and compared on the basis of available technologies, resources, and material input–output systems.  相似文献

The growth of electronic waste (e-waste) is of increasing concern because of its toxic content and low recycling rates. The e-waste recycling infrastructure needs to be developed, yet little is known about people's willingness to fund its expansion. This paper examines this issue based on a 2004 mail survey of California households. Using an ordered logit model, we find that age, income, beliefs about government and business roles, proximity to existing recycling facilities, community density, education, and environmental attitudes are significant factors for explaining people's willingness to pay an advanced recycling fee (ARF) for electronics. Most respondents are willing to support a 1% ARF. Our results suggest that policymakers should target middle-aged and older adults, improve programs in communities with existing recycling centers or in rural communities, and consider public-private partnerships for e-waste recycling programs.  相似文献

Curbside collection of recyclable material can be expensive because the inherent costs of curbside collection are high, but also because amounts collected per residence are small compared to the total waste stream, and extra activity may be required, such as sorting. In this paper a simulation model is used to investigate the effect of collection method and route characteristics on route time. The simulation models presented calculate set-out amount based on route characteristics, set-out rate (SOR), and participation rate (PR). Route times are estimated for various conditions: constant SOR, constant PR, and constant set-out amount. Furthermore, a method for using route time to estimate vehicle and labor needs is presented, and used to estimate economic costs for one and two-person crew collection methods for the three simulation conditions mentioned above. The two-person crew is found to cost less than the one-person crew, for most simulated conditions.  相似文献

Global disposal strategies for waste cathode ray tubes   总被引:1,自引:0,他引:1
The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

Despite annual increases in the amount of material solid waste (MSW) that is recycled in the United States, the overall amount of MSW generated continues to increase. In an effort to identify and test specific predictors of curbside recycling behavior, the current study adapted the empirically validated Information–Motivation–Behavioral Skills model (IMB), traditionally used to predict personal health behavior, to explain curbside recycling behavior. Using structured computer assisted telephone surveys with two random community samples; structural equation models indicated that the IMB model significantly predicted curbside recycling. Data from the current study provides specific information about critical psychosocial determinants of curbside recycling behavior and public policy implications.  相似文献

Four Illinois communities with different sociode-mographic compositions and at various stages of planning for solid waste management were surveyed to determine the influence of sociodemographic variables and planning stages on the factors that motivate recycling behavior. A factor analysis of importance ratings of reasons for recycling and for not recycling yielded five factors interpreted as altruism, personal inconvenience, social influences, economic incentives, and household storage. The four communities were shown to be significantly different in multivariate analyses of the five motivational factors. However, attempts to explain these community differences with regression analyses, which predicted the motivational factors with dummy codes for planning stages, a measure of self-reported recycling behavior, and sociodemographic measures were unsatisfactory. Contrary to expectation, the solid waste management planning stages of the cities (curbside pickup, recycling dropoff center, and planning in progress) contributed only very slightly to the prediction of motivational factors for recycling. Community differences were better explained by different underlying motivational structures among the four communities. Altruistic reasons for recycling (e.g., conserving resources) composed the only factor which was similar across the four communities. This factor was also perceived to be the most important reason for recycling by respondents from all four communities. The results of the study supported the notion that convenient, voluntary recycling programs that rely on environmental concern and conscience for motivation are useful approaches to reducing waste.  相似文献

Without public contributions, recycling from domestic waste would not be possible. In order to support recycling projects it is important to try to understand who recycles, how they recycle, and why they recycle. This paper presents the results of a structured survey of 500 members of the public served by schemes to collect plastics waste for recycling. Data were gathered on the characteristics, behaviours and motivations of recyclers. The authors also sought to discover how the public perceive plastics compared to other materials, and as a recyclable material. Responses were collected in such a way that the awareness of the recyclability of materials could be compared with the recycling behaviour of respondents. An element of comparison was introduced between those served by a system of bottle banks (bring scheme) and those covered by a household collection (collect scheme). The survey results are reported and their implications for the management of post-consumer plastics waste collection schemes are discussed.  相似文献

/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives.  相似文献

Lead and polybrominated flame retardants are the two hazardous materials that can be found in electronic appliances. Particularly, cathode ray tubes (CRT) contain leaded glasses. In a computer monitor, over 98% of the lead is in the CRT. This material is generally not accepted for reuse as a component; only those from televisions can be reused. However, this currently represents only a very small market. Envirocycle (a US company) has developed a process to recycle all glasses contained in CRTs; this process includes cleaning and sorting glass. The product obtained is used for the manufacture of new CRT glass. Some industries have used pulverized glass from CRTs in smelting processes as slagging material instead of sand or slag. In this paper, some environmental issues related to the recycling of computers and television sets, and CRTs from computers are presented and discussed. Different processes used to recycle CRTs are described along with an economic analysis.  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

Local authorities in the United Kingdom are currently changing their approach towards recycling as they attempt to meet legislative targets. An important part of this drive is the provision of an effective curbside recycling service and it is vital to understand the parameters that influence the performance of the system offered. In this article, three primary datasets, collected from over 1400 households each, are examined for parameters correlated to participation rates. Two measured parameters were found that are not commonly identified in previous studies of curbside recycling schemes, and they are shown to merit further investigation as useful tools for planning purposes. One is the number of types of material collected; participation rates are greater for schemes collecting more materials. The second is the number of households situated on the same road; the lower the number, the higher the participation rate. In both cases, evidence of the measured correlation is presented, justifying their usefulness for planning. The multiple underlying factors causing the correlations are not identified here, but suggestions are made for further studies.  相似文献

Municipal solid waste generation in Kathmandu, Nepal   总被引:1,自引:0,他引:1
Waste stream characteristics must be understood to tackle waste management problems in Kathmandu Metropolitan City (KMC), Nepal. Three-stage stratified cluster sampling was used to evaluate solid waste data collected from 336 households in KMC. This information was combined with data collected regarding waste from restaurants, hotels, schools and streets. The study found that 497.3 g capita(-1) day(-1) of solid waste was generated from households and 48.5, 113.3 and 26.1 kg facility(-1) day(-1) of waste was generated from restaurants, hotels and schools, respectively. Street litter measured 69.3 metric tons day(-1). The average municipal solid waste generation rate was 523.8 metric tons day(-1) or 0.66 kg capita(-1) day(-1) as compared to the 320 metric tons day(-1) reported by the city. The coefficient of correlation between the number of people and the amount of waste produced was 0.94. Key household waste constituents included 71% organic wastes, 12% plastics, 7.5% paper and paper products, 5% dirt and construction debris and 1% hazardous wastes. Although the waste composition varied depending on the source, the composition analysis of waste from restaurants, hotels, schools and streets showed a high percentage of organic wastes. These numbers suggest a greater potential for recovery of organic wastes via composting and there is an opportunity for recycling. Because there is no previous inquiry of this scale in reporting comprehensive municipal solid waste generation in Nepal, this study can be treated as a baseline for other Nepalese municipalities.  相似文献

Management of waste electrical and electronic equipment (WEEE) or e-waste is becoming a major issue as around 20–50 million tons of such waste is generated worldwide and increasing at a higher rate than other solid waste streams. Electrical and electronic equipment (EEE) contains over 1,000 materials of which brominated flame retardants (BFRs) such as polybrominated biphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs) have been the target of the regulators forcing manufacturers to adopt halogen-free flame retardants. As far as these alternatives are concerned, key consideration should be its performance during the whole life cycle through design, use and end-of-life management. The global halogen-free flame retardant movement has reached a point of no return. The most important issue as far as the environment is concerned, for which the transformation to halogen-free retardants was initially targeted, is to make sure that life span of the EEE using the alternatives to BFRs is not shortened thereby resulting in unforeseen increases in e-waste to deal with. The aim of this article is to investigate the environmental issues and current developments related to the use of BFRs in EEE manufacture. It describes the sources, toxicity and human exposure of BFRs, EOL management such as recycling and thermal treatments, exposure of BFRs from e-waste processing facilities and the environment around them and examines the developments and feasibility of the alternatives to BFR in EEE manufacture.  相似文献

Household Demand for Waste Recycling Services   总被引:1,自引:0,他引:1
Municipalities everywhere are coping with increasing amounts of solid waste and need urgently to formulate efficient and sustainable solutions to the problem. This study examines the use of economic incentives in municipal waste management. Specifically, we address the issue of recycling, if and when this waste management option is—on social welfare grounds—a preferred solution.A number of studies have recently assessed the monetary value of the externalities of alternative solid waste management options. In the present context, these subsidies could be interpreted as the implicit value of the benefits from reducing environmental externalities associated with landfilling as perceived by local government authorities. We surmise that the difference between mean households willingness to pay (WTP) for recycling services, via the purchase of a subsidized waste disposal facility, and the above (proxy) value of externalities reflects the difference between private and public perception regarding the negative externality associated with landfilling. We believe that this information is useful in determining the level of subsidization needed (if at all) to sustain any recycling program. The study is unique in the sense that its conclusions are based on revealed household behavior when faced with increased disposal costs, as well as information on WTP responses in hypothetical but related (and, therefore, familiar) scenarios. The article also explores the influence of the subsidization schemes on recycling rates. It was found that with low levels of effort needed to participate in a curbside recycling program, households participation rates are mainly influenced by economic variables and age, and households are willing to pay a higher price for the recycling scheme. When the required effort level is relatively high, however, households would pay a lower price, and the rate is influenced mainly by their environmental commitment and by economic considerations. We found that in both cases a subsidy would be required in order to achieve an efficient level of recycling. The median price that households are willing to pay for recycling devices is found to be about NIS 370 (New Israeli Shekel, approximately $90).  相似文献

It is widely agreed that public support is vital to the success of most recycling schemes; the actions of householders are paramount to the success of sustainable waste policies. However, the success of recycling schemes is not just dependent on public participation; it is also dependent on careful planning, effective design and tailoring to local needs. This study has evaluated a kerbside recycling scheme in the north-west of England by comparing the recycling performance of those on alternate collections of residual waste and recyclates with those on weekly residual collections and fortnightly recyclate collections. Three data collection methodologies were adopted: postal questionnaires, set-out rate monitoring, and personal interviews with policy writers. The results demonstrated that alternate collections produce higher recycling set-out rates, suggesting that alternate collections will also generate higher recycling rates. The research showed that if designed and complemented by other services, then an alternate collection system is a realistic waste management approach. However, the local authority and the public appear to use different indicators of success for the scheme. The local authority uses governmental performance indicators (such as best value performance indicators—BVPIs) to measure success, whereas the public's indicators of success tend to focus more on issues such as required changes to established behaviours, convenience and personal preferences.A key recommendation from this study is that all local authorities should carry out local opinion surveys on an annual basis to supplement the BVPIs required by statute. This should help them to fill the information gaps in order to provide a comprehensive, up-to-date and user-responsive waste management service to the public.  相似文献
