This paper aims at analysing how secondary materials production and end of life recovery processes are modelled in life cycle-based environmental assessment methods in order to discuss their suitability in product policy-support contexts, with a focus on Sustainable Consumption and Production (SCP) policies. The equations prescribed in three published, widely recognised standards are evaluated. In addition, more recent modelling approaches that have been adopted in the context of two EU product policy initiatives (the Product Environmental Footprint (PEF) and the Resource Efficiency Assessment of Products (REAPro)) are similarly analysed. All of the methods are scrutinised against eight criteria which we deem to be important in product policy-support contexts, including comprehensiveness, accommodation of open-loop and closed-loop product systems, and consideration of recyclability/recoverability rates, to name a few. Based on this analysis, it is suggested that the PEF and REAPro modelling approaches appear to be better suited for use in product policy-support contexts than do the currently widely endorsed methods that we considered.  相似文献

A Life Cycle Assessment (LCA) of two home composts with low and high gaseous emissions of the composting process is presented. The study focused on the gaseous emissions of the composting process. Gaseous emissions of methane, nitrous oxides, ammonia and volatic organic compounds of the composting process were experimentally measured in field real trials. The results showed that the differences in gaseous emissions between the two home composts were 4.5, 5.8 and 52 for methane, nitrous oxides and ammonia, respectively. Higher emissions of nitrous oxides and methane affected significantly the category of global warming potential, while higher emissions of ammonia affected mainly the categories of acidification potential, eutrophication potential and photochemical oxidation. The differences found in the compost emissions were attributable to the composting production management (quality and composition of waste stream, frequency mixing of waste, humidity and temperature monitoring, among others) as well as weather conditions (temperature and humidity).  相似文献

Life cycle impact assessment (LCIA) is performed to quantitatively evaluate all environmental impacts from products, systems, processes and services. However, LCIA does not always provide valuable information for choosing among alternatives with different specifications, functionalities and lifetimes. The objectives of this study are (1) to propose environmental indicators to evaluate environmental efficiency and value qualitatively and quantitatively on the basis of analogies to financial and economic indicators, and (2) to present the application of the indicators. Incremental evaluation using a reference is employed to obtain the environmental indicators. The environmental efficiency indicators are conceptually based on the ratios of reduced environmental burdens returned to environmental burdens required: environmental return on investment, environmental payback period and environmental internal rate of return. The environmental value indicator is the sum of all reduced and required environmental burdens: i.e., environmental net present value. All the environmental indicators can be used to compare and rank the environmental efficiencies or values of alternatives. The environmental efficiency indicators can be applied to a new environmental labeling. The concept of eco-efficiency labeling is developed by combining the environmental efficiency indicators with financial indicators. A case study is performed to illustrate the necessity and importance of the environmental indicators. These environmental indicators can help easily communicate LCIA results in the field of environmental management.  相似文献

This study proposes a technical procedure based on a life cycle approach for implementation of the environmental sustainability assessment (ESA) of several waste-to-energy (WtE) plants located in Spain. This methodology uses two main variables: the natural resources sustainability (NRS) and the environmental burdens sustainability (EBS). NRS includes the consumption of energy, materials, and water, whereas EBS considers five burdens to air, five burdens to water, and two burdens to land. To reduce the complexity of ESA, all variables were normalised and weighted using the threshold values proposed in the European Pollutant Release and Transfer Register regulation. The results showed the plants studied had a greater consumption of natural resources than Spain, ranging from 1.1 to 2.0 times higher than the Spanish reference consumption. The comparison of Spain with the BREF reference on waste incineration showed that only in the variable related to materials, did Spain have a lower consumption (1.80 times lower). In terms of EBS, air and land impacts were the highest contributors to global burden. The WtE plants presented higher burdens to air and water than Spain, whereas only one plant exceeded the average burden to land of Spain. Finally, this paper demonstrated the usefulness of the ESA methodology to reduce the complexity of LCA and assist the decision-making process in choosing the best option from an environmental point of view. This procedure can be used to obtain an overview of the environmental performance of WtE plants, as well as to assess individual burdens and thereby determine the main environmental hotspots, thereby improving the critical points of the process.  相似文献

Environmental assessment of supercritical water oxidation of sewage sludge   总被引:1,自引:0,他引:1  
Environmental aspects of using supercritical water oxidation (SCWO) to treat sewage sludge were studied using a life cycle assessment (LCA) methodology. The system studied is the first commercial scale SCWO plant for sewage sludge in the world, treating sludge from the municipal wastewater treatment facility in Harlingen, TX, USA. The environmental impacts were evaluated using three specific environmental attributes: global warming potential (GWP), photo-oxidant creation potential (POCP) and resource depletion; as well as two single point indicators: EPS2000 and EcoIndicator99. The LCA results show that for the described process, gas-fired preheating of the sludge is the major contributor to environmental impacts, and emissions from generating electricity for pumping and for oxygen production are also important. Overall, SCWO processing of undigested sewage sludge is an environmentally attractive technology, particularly when heat is recovered from the process. Energy-conserving measures and recovery of excess oxygen from the SCWO process should be considered for improving the sustainability potential.  相似文献

Biostabilization can remove considerable amounts of moisture and degradable organic materials from municipal solid waste (MSW), and can therefore be an effective form of pretreatment prior to landfill. The environmental and economic impacts of two combined processes, active stage biostabilization + sanitary landfill (AL), and active and curing stage biostabilization + sanitary landfill (ACL), were compared with sanitary landfill (SL) for MSW with high moisture content. The results indicated that land requirement, leachate generation, and CH(4) emission in the ACL process decreased by 68.6%, 89.1%, and 87.6%, respectively, and the total cost was reduced by 24.1%, compared with SL. This implies that a combined biostabilization and landfill process can be an environmentally friendly and economically feasible alternative to landfill of raw MSW with high moisture content. Sensitivity analysis revealed that treatment capacity and construction costs of biostabilization and the oxidation factor of CH(4) significantly influenced the costs and benefits of the AL and ACL process at an extremely low land price. When the land price was greater than 100 USD m(-2), it became the dominating factor in determining the cost of treatment and disposal, and the total costs of ACL were reduced to less than 40% of those of SL.  相似文献

应用模糊综合评价的方法进行环境质量评价,能较传统方法提供更多信息。本文将模糊数学的方法首次应用于贡嘎山景区燕子沟景群区环境质量综合评价,选择线性模糊分布确定隶属函数,并采用标准加权法计算权重因子,以消除评价因子实测浓度的影响。分别采用两类算子模型进行评价,结果均表明评价区总体环境质量属于清洁型。  相似文献

The objective of this work is to assess the environmental impacts of the drilling mud system in Algeria's arid region. Water-based mud (WBM) and oil-based mud (OBM) are used during well drilling in Hassi Messaoud petroleum field, and have a considerable pollution potential particularly on the aquifer system which constitutes the single resource of drinking water in the Sahara. The Life-Cycle Assessment (LCA) approach is applied to evaluate the impacts of several drilling mud systems across all stages of their life cycle, e.g. use, treatment and disposal. Environmental impacts of five treatments scenarios corresponding to the drilling waste management applied in Hassi Messaoud are compared: reserve pit without treatment (burial option), secondary high centrifugation (vertical cuttings dryer), stabilisation/solidification online, stabilisation/solidification off line and thermal desorption. The impact assessment is carried on using the LCIA models of Impact 2002+ method in SIMAPRO7 software. This assessment identifies human toxicity and terrestrial eco-toxicity as the major impact categories in this specific arid context and quantifies the emissions contributions. The local environmental impact is the most important of the drilling mud life cycle and is mainly linked to emissions from reserve pits, treated cuttings, and drilling phase 16″ through the Turonian and Albian aquifer. The main contributing substances are aromatic hydrocarbons fraction and metals in particular barium, zinc, antimony, arsenic, and aluminium. Concerning the comparison of the treatment scenarios, it appears that stabilisation/solidification online is the best one; it has the lowest impact score in the two dominating categories because of the waste minimisation: mud storage avoided in the reserve pit. The second best scenario is the thermal desorption which obtains the lowest impact score in carcinogen effects due to hydrocarbons reduction (<1%) and avoided impacts of recovered oil. The toxic substances fate modeling will be improved by taking into account their site-specific impact.  相似文献

This article reviews the application of environmental impact assessment (EIA) procedures and practices to three watershed modification projects situaled in western Canada. These ventures were justified for accelerating regional economic development, and cover the period during which public concerns for protecting the environment rapidly made their way into the national political agenda. An historical account and analysis of the situation, therefore, seems desirable in order to understand the development of EIA processes, practices, and methodologies since the start of construction of the first project in 1961. This study concludes that there has been good progress in predicting and evaluating environmental and related social impacts of watershed modification proposals. However, a number of obstacles need to be overcome before EIA can firmly establish itself as an effective planning tool. These difficulties include jurisdictional confusions and conflicts, division of authority and responsibility in designing and implementing appropriate mitigative and monitoring measures, lack of tested EIA methodologies, and limited availability of qualified human resources. A number of conclusions and suggestions are offered so that future watershed modification proposals may be planned and implemented in a more environmentally sustainable fashion. These include: (1) EIA processes must be completed before irrevocable decisions are made. (2) Any major intrusion into a watershed is likely to impact on some major components of the ecosystem(s). (3) Mitigation costs must form part of the benefit-cost analysis of any project proposal. (4) Interjurisdictional cooperation is imperative where watersheds cross political boundaries. (5) The EIA process is a public process, hence public concerns must be dealt with fairly. (6) The role of science in the EIA process must be at arms length from project proponents and regulators, and allowed to function in the interest of the protection of the environment and public health and safety. The northern Great Plains of Saskatchewan is one of the most significantly modified landscapes in Canada. While the majority of anthropogenic disturbances to Saskatchewan’s grasslands are the result of agricultural practices, development of petroleum and natural gas (PNG) resources is of increasing concern for grassland conservation. Although PNG developments require formal assessment and regulatory approval, follow-up and monitoring of the effects of PNG development on grasslands is not common practice. Consequently, the effects of PNG activity on grasslands and the spatial and temporal extent of such impacts are largely unknown. This paper examines the spatial and temporal extent of PNG development infrastructure from 1955 to 2006 in a grassland ecosystem in southwest Saskatchewan. The effects of PNG development on grassland ecology were assessed from measurements of ground cover characteristics, soil properties, and plant community composition at 31sites in the study area. PNG lease sites were found to have low cover of herbaceous plants, club moss (Lycopodiaceae), litter, and shallow organic (Ah) horizons. Lease sites were also characterized by low diversity of desirable grassland plants and low range health values compared to off-lease reference sites. These impacts were amplified at active and highly productive lease sites. Impacts of PNG development persisted for more than 50 years following well site construction, and extended outward 20 m–25 m beyond the direct physical footprint of PNG well infrastructure. These results have significant implications with regard to the current state of monitoring and follow-up of PNG development, and the cumulative effective of PNG activity on grassland ecosystems over space and time.  相似文献

The aim of this paper is to demonstrate how life cycle assessment (LCA) can be used to develop strategic policies that can lead to a minimization of the environmental burden resulting from the provision of services or the manufacture, use, and disposal of products within the economy. We accomplish this aim by presenting a case study that evaluates the greenhouse gas contributions of each stage in the life cycle of containerboard packaging and the potential impact on emissions of various policy options available to decision-makers. Our analysis showed that, in general, the most useful strategy was to recycle the used packaging. However, our analysis also indicated that when measures are taken to eliminate sources of methane emissions, then recycling is no longer beneficial from a greenhouse perspective. This is because the process energy required in the form of gas and electricity is substantially greater for containerboard manufactured from recycled material than it is for virgin fiber.  相似文献

Environmental impact assessment (EIA) procedures have been in existence in the People's Republic of China over the last decade. The impetus for China's introduction of EIA was provided by the Environmental Protection Law of the People's Republic of China, which was adopted by the Fifth National People's Congress in 1979. The EIA process, which is administrative and not statutorily mandated, has been applied primarily to construction projects. Four stages are typically involved in an EIA investigation: design of the investigation, evaluation of background environmental quality, prediction of environmental impacts, and an assessment and analysis of the environmental impacts. A variety of approaches is used for predicting and analyzing environmental impacts, ranging from ad hoc methods to fairly sophisticated mathematical models. The results of the EIA investigation are compiled in an environmental impact statement, which is used as the basis for decision making by personnel in environmental protection departments. The EIA process does not include provisions for citizen notification or involvement. Views differ concerning the effectiveness of the EIA program in protecting China's natural, social, and cultural environments. Some hold that the EIA program has brought about improvement in environmental protection, while critics contend that the program has had little effect in the prevention of pollution. However, most, if not all, observers seem to feel that the program should be continued and improved. A major avenue for improvement is to place the evaluation of a particular project in a regional context. Two years of experience with EIA in Flanders (northern Belgium) was evaluated in order to gain perspective on the effectiveness of the administrative procedure. The four essential characteristics of the EIA procedure that were evaluated are: completeness, open and public character, objectivity, and verifiability. Representatives of all parties involved in the EIA procedure were interviewed. The result of the evaluation is a list of major problems with EIA. Recommendations for a more efficient procedure are suggested at a time when a proposal for a new, comprehensive, and permanent EIA decree is being discussed. The evaluation of the administrative procedure for EIA in Flanders shows that several vital characteristics of the EIA procedure are lacking. This reduces the obligatory and open nature of the process, resulting in insufficient guarantees that the environment receives the altention it deserves during the decision-making process.  相似文献

This article critically reviews environmental assessment (EA) practices in Sri Lanka, with a particular focus on ecology. An overview is provided of the domestic and international influences which have shaped the administrative process which is currently a two-tiered scheme. An Initial Environmental Examination (IEE) provides a preliminary screening tool, prior to the requirement for a full Environmental Impact Assessment (EIA). A comprehensive survey of Sri Lankan national archives showed that 463 EAs were completed in the period 1981–2005, with the bulk of these in the more populated Western and North Western Provinces. Two-thirds were IEE surveys, while the remaining third advanced to full EIA. A representative sample of 130 EAs (both IEEs and full EIAs) spanning a broad range of project types, scales, and environmental settings was selected to evaluate the quality of the ecological investigations within the published environmental impact statements (EISs). These were assigned into five classes of “explanatory power”, on the basis of their scientific content in relation to survey, analysis, and reporting of ecological interests. Within most EISs, the ecological impact assessment (EcIA) was restricted to the lowest two categories of ecological assessment, i.e., tokenistic presentation of reconnaissance-level species lists without further analysis of the development implications for individual organisms or communities. None of the assessments reviewed provided statistically rigorous analysis, which would be required if ecological impact studies are to include quantitative and testable predictions of impact, which could then be followed up by appropriate post-impact monitoring programs. Attention to key local issues such as biodiversity or ecosystem services, which also have strong social dimensions in the developing world, was also notably underrepresented. It was thus concluded that despite the existence of a sound legislative framework in Sri Lanka, the analysis contained within EISs generally fails to convey meaningful information to the relevant stakeholders and decision makers involved in protecting ecological interests and promoting sustainable development. The introduction of strategic environmental assessment (SEA) is considered an important tool to strengthen the institutional capacity of Sri Lankan government to implement current regulations and, in particular, to combat the cumulative effects of incremental development.  相似文献

Stakeholder engagement (SE), particularly with representatives of locally affected communities, is integral to Environmental Impact Assessment (EIA) processes, so critical evaluation of SE is necessary across a range of different socio-political contexts. EIA SE practice in the Sultanate of Oman is examined using Q-Methodology, a qualitative-quantitative discourse analysis technique, in order to evaluate key-actor perspectives and policy directions. Four discourses emerge, pertaining to (1) the institutionalisation of SE; (2) business as usual; (3) rights-centred engagement; and (4) decentralisation of EIA institutions. Consensus emerges that shows support for transparency and formalisation of SE; greater citizen-centred decision-making power; transparency in government guidelines; and the elimination of developer-led consultation processes. Policy options for reforming EIA policy are discussed, including a code of participation practice and a toolkit of suitable engagement methods.  相似文献

Life Cycle Impact Assessment (LCIA) and Risk Assessment (RA) employ different approaches to evaluate toxic impact potential for their own general applications. LCIA is often used to evaluate toxicity potentials for corporate environmental management and RA is often used to evaluate a risk score for environmental policy in government. This study evaluates the cancer, non-cancer, and ecotoxicity potentials and risk scores of chemicals and industry sectors in the United States on the basis of the LCIA- and RA-based tools developed by U.S. EPA, and compares the priority screening of toxic chemicals and industry sectors identified with each method to examine whether the LCIA- and RA-based results lead to the same prioritization schemes. The Tool for the Reduction and Assessment of Chemical and other environmental Impacts (TRACI) is applied as an LCIA-based screening approach with a focus on air and water emissions, and the Risk-Screening Environmental Indicator (RSEI) is applied in equivalent fashion as an RA-based screening approach. The U.S. Toxic Release Inventory is used as the dataset for this analysis, because of its general applicability to a comprehensive list of chemical substances and industry sectors. Overall, the TRACI and RSEI results do not agree with each other in part due to the unavailability of characterization factors and toxic scores for select substances, but primarily because of their different evaluation approaches. Therefore, TRACI and RSEI should be used together both to support a more comprehensive and robust approach to screening of chemicals for environmental management and policy and to highlight substances that are found to be of concern from both perspectives.  相似文献

Under the framework of the European project named COPOWER, the possibility to partially substitute coal used in a 243 MWth Power Plant by biomass and non-hazardous wastes for the production of electricity and steam was assessed. Three combustion scenarios were studied, based on the combustion tests performed in a Power Plant located in Duisburg (Germany): Scenario 0 (Sc0) - combustion of coal; Scenario 1 (Sc1) - combustion of coal + sewage sludge (SS) + meat and bone meal (MBM); Scenario 2 (Sc2) - coal + SS + wood pellets (WP). An environmental and socio-economic assessment of these three scenarios was performed. In the environmental point of view, Sc0 was the worst scenario, mainly due to the emission of greenhouse gases (GHG). Sc1 was the best scenario, mainly due to the reduction of GHG emission, eutrophication chemical species and ozone depletion gases. In the socio-economic point of view, Sc0 was the worst scenario, mainly due to the absence of GHG abatement, and Sc1 was the best scenario due to the best cost of electricity production and negative cost of avoided emissions.  相似文献
