Abstract:  Ongoing loss of biodiversity requires identifying large-scale conservation priorities, but the detailed information on the distribution of species required for this purpose is often missing. We present a systematic reserve selection for 1223 African mammals and amphibians in which habitat suitability models are used as estimates of the area occupied by species. In the framework of the World Conservation Union (IUCN) Global Amphibian Assessment and IUCN Global Mammal Assessment, we collected the geographic range (extent of occurrence) and habitat preferences for each species. We used the latter to build species-specific habitat suitability models inside geographic ranges, and for 181 species we verified the models by comparing suitability levels to presence-absence data collected in the field. We then used the suitable areas as estimators of the area of occupancy and compared the results of systematic reserve selection based on geographic ranges to those based on estimated areas of occupancy. Our results showed that the reserve system would need a 30-100% expansion to achieve minimal conservation targets, concentrated in the tropics, where species richness reaches a maximum. Comparative analyses revealed that using geographic ranges, which overestimate the area occupied by species, underestimates the total amount of area that needs to be conserved. The area selected for conservation doubled when we used the estimated area of occupancy in place of the geographic ranges. This happened because the suitable areas potentially occupied by each species overlapped less than their geographic ranges. As a result, any given protected area contained fewer species than predicted by the analysis of ranges. Because species are more specialized than our estimates of distribution based on extent of occurrence suggest, we propose that this is a general effect in systematic conservation planning.  相似文献

Abstract:  Models of species' distributions are commonly used to inform landscape and conservation planning. In urban and semiurban landscapes, the distributions of species are determined by a combination of natural habitat and anthropogenic impacts. Understanding the spatial influence of these two processes is crucial for making spatially explicit decisions about conservation actions. We present a logistic regression model for the distribution of koalas (  Phascolarctos cinereus ) in a semiurban landscape in eastern Australia that explicitly separates the effect of natural habitat quality and anthropogenic impacts on koala distributions. We achieved this by comparing the predicted distributions from the model with what the predicted distributions would have been if anthropogenic variables were at their mean values. Similar approaches have relied on making predictions assuming anthropogenic variables are zero, which will be unreliable if the training data set does not include anthropogenic variables close to zero. Our approach is novel because it can be applied to landscapes where anthropogenic variables are never close to zero. Our model showed that, averaged across the study area, natural habitat was the main determinant of koala presence. At a local scale, however, anthropogenic impacts could be more important, with consequent implications for conservation planning. We demonstrated that this modeling approach, combined with the visual presentation of predictions as a map, provides important information for making decisions on how different conservation actions should be spatially allocated. This method is particularly useful for areas where wildlife and human populations exist in close proximity.  相似文献

Abstract:  Rapid biodiversity assessment and conservation planning require the use of easily quantified and estimated surrogates for biodiversity. Using data sets from Québec and Queensland, we applied four methods to assess the extent to which environmental surrogates can represent biodiversity components: (1) surrogacy graphs; (2) marginal representation plots; (3) Hamming distance function; and (4) Syrjala statistical test for spatial congruence. For Québec we used 719 faunal and floral species as biodiversity components, and for Queensland we used 2348 plant species. We used four climatic parameter types (annual mean temperature, minimum temperature during the coldest quarter, maximum temperature during the hottest quarter, and annual precipitation), along with slope, elevation, aspect, and soil types, as environmental surrogates. To study the effect of scale, we analyzed the data at seven spatial scales ranging from 0.01° to 0.10° longitude and latitude. At targeted representations of 10% for environmental surrogates and biodiversity components, all four methods indicated that using a full set of environmental surrogates systematically provided better results than selecting areas at random, usually ensuring that ≥90% of the biodiversity components achieved the 10% targets at scales coarser than 0.02°. The performance of surrogates improved with coarser spatial resolutions. Thus, environmental surrogate sets are useful tools for biodiversity conservation planning. A recommended protocol for the use of such surrogates consists of randomly selecting a set of areas for which distributional data are available, identifying an optimal surrogate set based on these areas, and subsequently prioritizing places for conservation based on the optimal surrogate set.  相似文献

Abstract:  The existence of the Gulf of Mexico dead zone makes it clear that marine ecosystems can be damaged by terrestrial inputs. Marine and terrestrial conservation planning need to be aligned in an explicit fashion to fully represent threats to marine systems. To integrate conservation planning for terrestrial and marine systems, we used a novel threats assessment that included 5 cross-system threats in a site-prioritization exercise for the Pacific Northwest coast ecoregion (U.S.A.). Cross-system threats are actions or features in one ecological realm that have effects on species in another realm. We considered bulkheads and other forms of shoreline hardening threats to terrestrial systems and roads, logging, agriculture, and urban areas threats to marine systems. We used 2 proxies of freshwater influence on marine environments, validated against a mechanistic model and field observations, to propagate land-based threats into marine sites. We evaluated the influence of cross-system threats on conservation priorities by comparing MARXAN outputs for 3 scenarios that identified terrestrial and marine priorities simultaneously: (1) no threats, (2) single-system threats, and (3) single- and cross-system threats. Including cross-system threats changed the threat landscape dramatically. As a result the best plan that included only single-system threats identified 323 sites (161,500 ha) at risk from cross-system threats. Including these threats changed the location of best sites. By comparing the best and sum solutions of the single- and cross-system scenarios, we identified areas ideal for preservation or restoration through integrated management. Our findings lend quantitative support to the call for explicitly integrated decision making and management action in terrestrial and marine ecosystems.  相似文献

Economics and Land-Use Change in Prioritizing Private Land Conservation   总被引:5,自引:0,他引:5  
Abstract:  Incentive-based strategies such as conservation easements and short-term management agreements are popular tools for conserving biodiversity on private lands. Billions of dollars are spent by government and private conservation organizations to support land conservation. Although much of conservation biology focuses on reserve design, these methods are often ineffective at optimizing the protection of biological benefits for conservation programs. Our review of the recent literature on protected-area planning identifies some of the reasons why. We analyzed the site-selection process according to three important components: biological benefits, land costs, and likelihood of land-use change. We compared our benefit-loss-cost targeting approach with more conventional strategies that omit or inadequately address either land costs or likelihood of land-use change. Our proposed strategy aims to minimize the expected loss in biological benefit due to future land-use conversion while considering the full or partial costs of land acquisition. The implicit positive correlation between the likelihood of land-use conversion and cost of land protection means high-vulnerability sites with suitable land quality are typically more expensive than low-vulnerability sites with poor land quality. Therefore, land-use change and land costs need to be addressed jointly to improve spatial targeting strategies for land conservation. This approach can be extended effectively to land trusts and other institutions implementing conservation programs.  相似文献

Modeling Opportunity Costs of Conservation in Transitional Landscapes   总被引:4,自引:0,他引:4  
Abstract:  Conservation scientists recognize the urgency of incorporating opportunity costs into conservation planning. Despite this, applications to date have been limited, perhaps partly because of the difficulty in determining costs in regions with limited data on land prices and ownership. We present methods for estimating opportunity costs of land preservation in landscapes or ecoregions that are a changing mix of agriculture and natural habitat. Our approach derives from the literature on estimating land values as opportunity costs of alternate land uses and takes advantage of general availability of necessary data, even in relatively data-poor regions. The methods integrate probabilities of habitat conversion with region-wide estimates of economic benefits from agricultural land uses and estimate land values with a discount rate to convert annual values into net present values. We applied our method in a landscape undergoing agricultural conversion in Paraguay. Our model of opportunity costs predicted an independent data set of land values and was consistent with implicit discount rates of 15–25%. Model-generated land values were strongly correlated with actual land values even after correcting for the effect of property size and proportion of property that was forested. We used the model to produce a map of opportunity costs and to estimate the costs of conserving forest within two proposed corridors in the landscape. This method can be applied to conservation planning in situations where natural habitat is currently being converted to market-oriented land uses. Incorporating not only biological attributes but also socioeconomic data can help in the design of efficient networks of protected areas that represent biodiversity at minimum costs.  相似文献

Abstract:  Conservation in Europe (including the establishment of protected areas) is undertaken mainly through legislation and on densely populated private land. Consequently, conflicts of interest arise between human economic activities and biodiversity conservation. We used a systematic approach to conservation planning to explore different conservation scenarios for the Apennine populations of wolves (Canis lupus) and bears (Ursus arctos marsicanus) in Italy. The conservation measures we considered were electrified fences and guard dogs to prevent wolves and bears from preying on sheep. We used habitat suitability models of the two species as an estimate of their distributions. Across the study area, we estimated the potential intensity of conflict caused by predation on sheep and the cost of the antipredator measures. We examined scenarios for the conservation of wolves and bears that identified systems of sites where antipredator measures should be applied to either minimize the economic cost of the plan or tackle a predetermined amount of conflict. The overall cost of the conservation plans ranged between €1,486,000 and €16,876,000, depending on the scenario and on the size of the conservation target. Because potential conflict intensity (i.e., potential predation) and cost of conflict resolution were correlated, the scenarios that minimized cost also minimized the amount of conflict that was addressed. Conserving these two species by addressing their predation on sheep was up to 4.36 times more expensive than conserving them by providing suitable habitat in areas of low conflict. Yet avoiding conflicts is not always desirable because it can drastically reduce the options for conservation. Choosing a conservation plan requires consideration of the level of threat to the target species and their sensitivity to conflicts.  相似文献

Conservation of the Marbled Murrelet under the Northwest Forest Plan   总被引:1,自引:0,他引:1  
Abstract:  The Marbled Murrelet ( Brachyramphus marmoratus ) was listed as threatened in 1992, primarily because of loss of its old-forest nesting habitat. Monitoring conducted over the first 10 years following implementation of the Northwest Forest Plan shows at-sea murrelet populations appear to be stationary, but recruitment is very low and demographic models project a 4–6% annual rate of decline. Monitoring of nesting habitat indicated there were about 1.6 million ha of higher-suitability nesting habitat on all lands at the start of the plan, about half of which occurred on federal lands. Most (88%) of higher-suitability habitat on federal lands was protected within reserves. Over the past 10 years, losses of habitat due primarily to fire have totaled about 2% on federal lands. Losses have been much greater (12%) on nonfederal lands, due primarily to timber harvest. Habitat is expected to accrue within reserves as younger forest matures and attains sufficient diameter to support nesting sites. At-sea estimates of population size are strongly and positively correlated with amounts of adjacent nesting habitat at a broad scale, supporting the idea that amounts of nesting habitat are a primary driver in wide-scale murrelet population distribution. Conditions at sea, however, such as temperature regimes, prey availability, and pollutants, continue to affect murrelet populations. The system of large reserves seems to have achieved the short-term objective of conserving much of the remaining nesting habitat on federal lands. These reserves are also likely to contribute to the long-term objective of creating large, contiguous blocks of nesting habitat. The plan has a primary role in conserving and restoring nesting habitat on federal land but will succeed in this role only if land allocations calling for such protection are in place for many decades.  相似文献

Conservation planning is integral to strategic and effective operations of conservation organizations. Drawing upon biological sciences, conservation planning has historically made limited use of social data. We offer an approach for integrating data on social well‐being into conservation planning that captures and places into context the spatial patterns and trends in human needs and capacities. This hierarchical approach provides a nested framework for characterizing and mapping data on social well‐being in 5 domains: economic well‐being, health, political empowerment, education, and culture. These 5 domains each have multiple attributes; each attribute may be characterized by one or more indicators. Through existing or novel data that display spatial and temporal heterogeneity in social well‐being, conservation scientists, planners, and decision makers may measure, benchmark, map, and integrate these data within conservation planning processes. Selecting indicators and integrating these data into conservation planning is an iterative, participatory process tailored to the local context and planning goals. Social well‐being data complement biophysical and threat‐oriented social data within conservation planning processes to inform decisions regarding where and how to conserve biodiversity, provide a structure for exploring socioecological relationships, and to foster adaptive management. Building upon existing conservation planning methods and insights from multiple disciplines, this approach to putting people on the map can readily merge with current planning practices to facilitate more rigorous decision making. The allocation of land to biological diversity conservation competes with other land uses and the needs of society for development, food, and extraction of natural resources. Trade‐offs between biological diversity conservation and alternative land uses are unavoidable, given the realities of limited conservation resources and the competing demands of society. We developed a conservation‐planning assessment for the South African province of KwaZulu‐Natal, which forms the central component of the Maputaland–Pondoland–Albany biological diversity hotspot. Our objective was to enhance biological diversity protection while promoting sustainable development and providing spatial guidance in the resolution of potential policy conflicts over priority areas for conservation at risk of transformation. The conservation‐planning assessment combined spatial‐distribution models for 646 conservation features, spatial economic‐return models for 28 alternative land uses, and spatial maps for 4 threats. Nature‐based tourism businesses were competitive with other land uses and could provide revenues of >US$60 million/year to local stakeholders and simultaneously help meeting conservation goals for almost half the conservation features in the planning region. Accounting for opportunity costs substantially decreased conflicts between biological diversity, agricultural use, commercial forestry, and mining. Accounting for economic benefits arising from conservation and reducing potential policy conflicts with alternative plans for development can provide opportunities for successful strategies that combine conservation and sustainable development and facilitate conservation action. Abstract:  Scarce resources and competing land-use goals necessitate efficient biodiversity conservation. Combining multicriteria analysis with conservation decision-support tools improves efficiency of conservation planning by maximizing outcomes for biodiversity while minimizing opportunity costs to society. An opportunity cost is the benefit that could have been received by taking an alternative course of action (i.e., costs to society of protecting an area for biodiversity rather than developing it for some other use). Although different ways of integrating multiple opportunity costs into conservation planning have been suggested, there have been no tests as to which method is most efficient. We compared the relative efficiency of 3 such procedures ( Faith & Walker [1996] , Sarkar et al. [2004] , and a procedure of our own design) in a systematic conservation-planning framework for the Milne Bay Province of Papua New Guinea. We devised 14 opportunity costs and assigned these to 3 scenarios representing different conservation planning concerns: food security, macro-economic development, and biodiversity persistence. For each scenario, we compared the efficiency of the 3 methods in terms of amount of biodiversity protected relative to total expenditure for each opportunity cost. All 3 methods captured similar amounts of biodiversity, but differed in total cost. Our method had the least overall cost and was therefore most efficient. Nevertheless, there was a high correlation and geographical concordance among all 3 methods, indicating a high degree of spatial overlap. This suggests that choosing an appropriate approach may often depend on contextual factors related to the design of the planning question, rather than efficiency alone.  相似文献

Conservation of the Northern Spotted Owl under the Northwest Forest Plan   总被引:2,自引:0,他引:2  
Abstract:  Development of the Northwest Forest Plan (NWFP) was motivated by concerns about the overharvest of late-seral forests and the effects of intensive forest management on the long-term viability of the Northern Spotted Owl ( Strix occidentalis caurina ). Following several years of intense political and legal debates, the final NWFP was approved in 1994. Even though the plan evolved with a broad ecosystem perspective, it remained anchored in the Spotted Owl reserve design proposed in 1990. Based on a criterion of stable or increasing populations, a decade later it remains unclear whether the enactment of the NWFP has improved the conservation status of Spotted Owls. The results of intensive monitoring of several Spotted Owl populations for over a decade suggest a continuing range-wide decline even though rates of timber harvest have declined dramatically on federal lands. The cause of the decline is difficult to determine because the research needed to establish cause and effect relations has not been done. One plausible hypothesis is that the owl's life history greatly constrains its rate of population growth even when habitat is no longer limiting. Since enactment of the NWFP, new threats have arisen, including the movement of Barred Owls ( S. varia ) into the range of the Spotted Owl, political pressure to increase levels of timber harvest, and recent changes to forest laws that eliminate the requirement to assess the viability of wildlife populations on U.S. Department of Agriculture Forest Service lands. At this time is appears that Spotted Owl conservation rests critically on continued implementation of the protections afforded by the NWFP and the U.S. Endangered Species Act.  相似文献

Abstract:  Systematic conservation planning typically requires specification of quantitative representation targets for biodiversity surrogates such as species, vegetation types, and environmental parameters. Targets are usually specified either as the minimum total area in a conservation-area network in which a surrogate must be present or as the proportion of a surrogate's existing spatial distribution required to be in the network. Because the biological basis for setting targets is often unclear, a better understanding of how targets affect selection of conservation areas is needed. We studied how the total area of conservation-area networks depends on percentage targets ranging from 5% to 95%. We analyzed 12 data sets of different surrogate distributions from 5 regions: Korea, Mexico, Québec, Queensland, and West Virginia. To assess the effect of spatial resolution on the target-area relationship, we also analyzed each data set at 7 spatial resolutions ranging from 0.01°× 0.01° to 0.10°× 0.10°. Most of the data sets showed a linear relationship between representation targets and total area of conservation-area networks that was invariant across changes in spatial resolution. The slope of this relationship indicated how total area increased with target level, and our results suggest that greater surrogate representation requires significantly more area. One data set exhibited a highly nonlinear relationship. The results for this data set suggest a new method for setting targets on the basis of the functional form of target-area relationships. In particular, the method shows how the target-area relationship can provide a rationale for setting targets solely on the basis of distributional information about surrogates.  相似文献

Abstract:  Distribution data on biodiversity features is a major component of conservation planning that are often inaccurate; thus, the true distribution of each feature is commonly over- or underrepresented. The selection of distribution data sets may therefore lead to variability in the spatial configuration and size of proposed reserve networks and uncertainty regarding the extent to which these networks actually contain the biodiversity features they were identified to protect. Our goals were to investigate the impact on reserve selection of choosing different distribution data sets and to propose novel methods to minimize uncertainty about target attainment within reserves. To do so, we used common prioritization methods (richness mapping, systematic reserve design, and a novel approach that integrates multiple types of distribution data) and three types of data on the distribution of mammals (predicted distribution models, occurrence records, and a novel combination of the two) to simulate the establishment of regional biodiversity reserves for the state of Arizona (U.S.A.). Using the results of these simulations, we explored variability in reserve placement and size as a function of the distribution data set. Spatial overlap of reserve networks identified with only predicted distribution data or only occurrence distribution data never exceeded 16%. In pairwise comparisons between reserves created with all three types of distribution data, overlap never achieved 50%. The reserve size required to meet conservation targets also varied with the type of distribution data used and the conservation goal; the largest reserve system was 10 times the smallest. Our results highlight the impact of employing different types of distribution data and identify novel tools for application to existing distribution data sets that can minimize uncertainty about target attainment.  相似文献

Abstract:  Environmental impact assessment (EIA) is the process of identifying potential environmental effects of proposed development and the required mitigation measures. It is one of the most widely used planning tools today, but its ability to promote biodiversity conservation is largely unexplored. We studied the ecological component of the Israeli EIA system by reviewing a representative sample of 52 environmental impact statements (EISs) produced since 1995 and their corresponding guidelines issued by the Ministry of the Environment. Quality of both EISs and guidelines was determined using a simple scoring approach. Lack of quantitative data, meaningful analyses, and ecosystem perspective was apparent throughout. Many EISs failed to perform field surveys and their qualitative nature hampered meaningful impact prediction. Most EISs concentrated on aesthetic mitigation measures and did not assess their feasibility and likely success. Most of these flaws reflect poor standards rather than true scientific limitations. Guideline quality scores were the most important factor determining the quality of EISs; second was the involvement of an ecological consultant in preparing the EIS. We found a decreasing trend of EIS quality scores over time. Improvements in EIA procedures, particularly in ecological guidelines and the incorporation of ecological consultation, are important for upgrading ecological impact assessment so that the potential of EIA to advance biodiversity conservation can be realized.  相似文献

Abstract:  We explored the role of conservation biology in the planning of a natural-heritage system that includes long, wide conservation corridors situated primarily on private lands, and established to connect natural core areas in the Oak Ridges Moraine of Ontario, Canada. We based our review on government documents, semi-structured interviews with participants involved in this land-use planning process, and our involvement with the issue from 1990 through 2002. Conservation biology had a major influence on the outcome of the land-use planning process for this moraine. The landform was identified as an area of value by the environmental movement within the context of a number of ongoing government studies that began in the late 1980s and early 1990s. Conservation biologists and planners in government, the environmental movement, and the private sector carried out work related to conservation biology, including inventories and the development and application of criteria for the delineation of core areas and conservation corridors. Once the political timing was favorable (2001–2002), decision makers linked the science of conservation biology to planning policies and law in Ontario. The Oak Ridges Moraine land-use planning process was precedent setting in Canada, and possibly internationally. To our knowledge this is the first time long, wide conservation corridors on private lands were regulated through land-use-planning legislation and led to restrictions on urban development and aggregate resource extraction.  相似文献
