ABSTRACT: Flash flooding is the rapid flooding of low lying areas caused by the stormwater of intense rainfall associated with thunderstorms. Flash flooding occurs in many urban areas with relatively flat terrain and can result in severe property damage as well as the loss of lives. In this paper, an integrated one‐dimensional (1‐D) and two‐dimensional (2‐D) hydraulic simulation model has been established to simulate stormwater flooding processes in urban areas. With rainfall input, the model simulates 2‐D overland flow and 1‐D flow in underground stormwater pipes and drainage channels. Drainage channels are treated as special flow paths and arranged along one or more sides of a 2‐D computational grid. By using irregular computation grids, the model simulates unsteady flooding and drying processes over urban areas with complex drainage systems. The model results can provide spatial flood risk information (e.g., water depth, inundation time and flow velocity during flooding). The model was applied to the City of Beaumont, Texas, and validated with the recorded rainfall and runoff data from Tropical Storm Allison with good agreement.  相似文献

We coupled rainfall–runoff and instream water quality models to evaluate total suspended solids (TSS) in Wissahickon Creek, a mid‐sized urban stream near Philadelphia, Pennsylvania. Using stormwater runoff and instream field data, we calibrated the model at a subdaily scale and focused on storm responses. We demonstrate that treating event mean concentrations as a calibration parameter rather than a fixed input can substantially improve model performance. Urban stormwater TSS concentrations vary widely in time and space and are difficult to represent simply. Suspended and deposited sediment pose independent stressors to stream biota and model results suggest that both currently impair stream health in Wissahickon Creek. Retrofitting existing detention basins to prioritize infiltration reduced instream TSS loads by 20%, suggesting that infiltration mitigates sediment more effectively than detention. Infiltrating stormwater from 30% of the watershed reduced instream TSS loads by 47% and cut the frequency of TSS exceeding 100 mg/L by half. Settled loads and the frequency of high TSS values were reduced by a smaller fraction than suspended loads and duration at high TSS values. A widely distributed network of infiltration‐focused projects is an effective stormwater management strategy to mitigate sediment stress. Coupling rainfall–runoff and water quality models is an important way to integrate watershed‐wide impacts and evaluate how management directly affects urban stream health.  相似文献

Accurate records of high‐resolution rainfall fields are essential in urban hydrology, and are lacking in many areas. We develop a high‐resolution (15 min, 1 km2) radar rainfall data set for Charlotte, North Carolina during the 2001‐2010 period using the Hydro‐NEXRAD system with radar reflectivity from the National Weather Service Weather Surveillance Radar 1988 Doppler weather radar located in Greer, South Carolina. A dense network of 71 rain gages is used for estimating and correcting radar rainfall biases. Radar rainfall estimates with daily mean field bias (MFB) correction accurately capture the spatial and temporal structure of extreme rainfall, but bias correction at finer timescales can improve cold‐season and tropical cyclone rainfall estimates. Approximately 25 rain gages are sufficient to estimate daily MFB over an area of at least 2,500 km2, suggesting that robust bias correction is feasible in many urban areas. Conditional (rain‐rate dependent) bias can be removed, but at the expense of other performance criteria such as mean square error. Hydro‐NEXRAD radar rainfall estimates are also compared with the coarser resolution (hourly, 16 km2) Stage IV operational rainfall product. Stage IV is adequate for flood water balance studies but is insufficient for applications such as urban flood modeling, in which the temporal and spatial scales of relevant hydrologic processes are short. We recommend the increased use of high‐resolution radar rainfall fields in urban hydrology.  相似文献

Despite the advances in climate change modeling, extreme events pose a challenge to develop approaches that are relevant for urban stormwater infrastructure designs and best management practices. The study first investigates the statistical methods applied to the land‐based daily precipitation series acquired from the Global Historical Climatology Network‐Daily (GHCN‐D). Additional analysis was carried out on the simulated Multivariate Adaptive Constructed Analogs (MACA)‐based downscaled daily extreme precipitation of 15 General Circulation Models and Weather Research and Forecasting‐based hourly extreme precipitation of North American Regional Reanalysis to discern the return period of 24‐hr and 48‐hr events. We infer that the GHCN‐D and MACA‐based precipitation reveals increasing trends in annual and seasonal extreme daily precipitation. Both BCC‐CSM1‐1‐m and GFDL‐ESM2M models revealed that the magnitude and frequency of extreme precipitation events are projected to increase between 2016 and 2099. We conclude that the future scenarios show an increase in magnitudes of extreme precipitation up to three times across southeastern Virginia resulting in increased discharge rates at selected gauge locations. The depth‐duration‐frequency curve predicted an increase of 2–3 times in 24‐ and 48‐h precipitation intensity, higher peaks, and indicated an increase of up to 50% in flood magnitude in future scenarios.  相似文献

Storms in urban areas route heat and other pollutants from impervious surfaces, via drainage networks, into streams with well‐described negative consequences on physical structure and biological integrity. We used heat pulses associated with urban storms as a tracer for pavement‐derived stormwater inputs, providing a conservative estimate of the frequency with which these pollutants are transported into and through protected stream reaches. Our study was conducted within a 1.5‐km reach in Durham, North Carolina, whose headwaters begin in suburban stormwater pipes before flowing through 1 km of protected, 100‐year‐old forest. We recorded heat‐pulse magnitudes and distances travelled downstream, analyzing how they varied with storm and antecedent flow conditions. We found heat pulses >1°C traveled more than 1 km downstream of urban inputs in 11 storms over one year. This best‐case management scenario of a reach within a protected forest shows that urban impacts can travel far downstream of inputs. Air temperature and flow intensity controlled heat‐pulse magnitude, while heat‐pulse size, mean flow, and total precipitation controlled dissipation distance. As temperatures and sudden storms intensify with climate change, heat‐pulse magnitude and dissipation distance will likely increase. Streams in urbanized landscapes, such as Durham municipality, where 98.9% of streams are within 1 downstream km of stormwater outfalls, will be increasingly impacted by urban stormwaters.  相似文献

A daily model was used to quantify the components of the total urban water balance of the Curtin catchment, Canberra, Australia. For this catchment, the mean annual rainfall was found to be three times greater than imported potable water, and the sum of the output from the separate stormwater and wastewater systems exceeded the input of imported potable water by some 50%. Seasonal and annual variations in climate exert a very strong influence over the relative magnitude of the water balance components; this needs to be accounted for when assessing the potential for utilizing stormwater and wastewater within an urban catchment.  相似文献

This article presents an analysis of the projected performance of urban residential rainwater harvesting systems in the United States (U.S.). The objectives are to quantify for 23 cities in seven climatic regions (1) water supply provided from rainwater harvested at a residential parcel and (2) stormwater runoff reduction from a residential drainage catchment. Water‐saving efficiency is determined using a water‐balance approach applied at a daily time step for a range of rainwater cistern sizes. The results show that performance is a function of cistern size and climatic pattern. A single rain barrel (190 l [50 gal]) installed at a residential parcel is able to provide approximately 50% water‐saving efficiency for the nonpotable indoor water demand scenario in cities of the East Coast, Southeast, Midwest, and Pacific Northwest, but <30% water‐saving efficiency in cities of the Mountain West, Southwest, and most of California. Stormwater management benefits are quantified using the U.S. Environmental Protection Agency Storm Water Management Model. The results indicate that rainwater harvesting can reduce stormwater runoff volume up to 20% in semiarid regions, and less in regions receiving greater rainfall amounts for a long‐term simulation. Overall, the results suggest that U.S. cities and individual residents can benefit from implementing rainwater harvesting as a stormwater control measure and as an alternative source of water.  相似文献

The microbiological quality of diffuse impermeable surface runoff is described in terms of bacterial densities and pathogens observed within urban catchments in North London and Milton Keynes and the use of somatic bacteriophages as faecal indicators are evaluated. The studies show the occurrence of faecal indicator organisms (FIOs) and pathogens to be ubiquitous in stormwater runoff from all types of urban land use surfaces, with the possible exception of major highways. Urban catchments in North London show a progressive downstream increase in FIOs and pathogens consonant with increasing urbanization and incidence of stormwater outfalls and combined sewer overflows (CSOs). Surface water FIOs and pathogens appear to be predominantly of non‐human origin being primarily derived from animal and bird sources, although the effect is over‐ridden in the presence of misconnections and CSO discharges. A combination of infrastructure improvement, end‐of‐pipe detention, source control and more robust local authority regulation is recommended for effective management and remediation of bacteriological urban water quality.  相似文献

Abstract: Climate change, particularly the projected changes to precipitation patterns, is likely to affect runoff both regionally and temporally. Extreme rainfall events are expected to become more intense in the future in arid urban areas and this will likely lead to higher streamflow. Through hydrological modeling, this article simulates an urban basin response to the most intense storm under anthropogenic climate change conditions. This study performs an event‐based simulation for shorter duration storms in the Flamingo Tropicana (FT) watershed in Las Vegas, Nevada. An extreme storm, defined as a 100‐year return period storm, is selected from historical records and perturbed to future climatic conditions with respect to multimodel multiscenario (A1B, A2, B1) bias corrected and spatially disaggregated data from the World Climate Research Programme's (WCRP's) database. The cumulative annual precipitation for each 30‐year period shows a continuous decrease from 2011 to 2099; however, the summer convective storms, which are considered as extreme storms for the study area, are expected to be more intense in future. Extreme storm events show larger changes in streamflow under different climate scenarios and time periods. The simulated peak streamflow and total runoff volume shows an increase from 40% to more than 150% (during 2041‐2099) for different climate scenarios. This type of analysis can help evaluate the vulnerability of existing flood control system and flood control policies.  相似文献

This article summarizes a research project that investigated the use, performance, cost, and evaluation of nonstructural measures to improve urban stormwater quality. A survey of urban stormwater managers from Australia, New Zealand, and the United States revealed a widespread trend of increasing use of nonstructural measures among leading stormwater management agencies, with at least 76% of 41 types of nonstructural measures being found to be increasing in use. Data gathered from the survey, an international literature review, and a multicriteria analysis highlighted four nonstructural measures of greatest potential value: mandatory town planning controls that promote the adoption of low-impact development principles and techniques; development of strategic urban stormwater management plans for a city, shire, or catchment; stormwater management measures and programs for construction/building sites; and stormwater management activities related to municipal maintenance operations such as maintenance of the stormwater drainage network and manual litter collections. Knowledge gained on the use and performance of nonstructural measures from the survey, literature review, and three trial evaluation projects was used to develop tailored monitoring and evaluation guidelines for these types of measure. These guidelines incorporate a new evaluation framework based on seven alternative styles of evaluation that range from simply monitoring whether a nonstructural measure has been fully implemented to monitoring its impact on waterway health. This research helps to build the stormwater management industry’s knowledge base concerning nonstructural measures and provides a practical tool to address common impediments associated with monitoring and evaluating the performance and cost of these measures.  相似文献

Abstract: Bioretention as sustainable urban stormwater management has gathered much recent attention, and implementation is expanding in mesic locations that receive more than 1,000 mm of annual precipitation. The arid southwestern United States is the fastest growing and most urbanized region in the country. Consequently, there is a need to establish design recommendations for bioretention to control stormwater from expanding urban development in this ecologically sensitive region. Therefore, we review the ecological limits and opportunities for designing bioretention in arid and semiarid regions. We incorporated USEPA Stormwater Management Model (SWMM) simulations to synthesize ecologically based design recommendations for bioretention in arid climates. From our review, an ideal bioretention garden area should be 6 to 8% of the contributing impervious drainage area (depending on region) with two layers of media, a 0.5‐m low‐nutrient topsoil layer above a 0.6‐m porous media layer that acts as temporary storage during a storm event. When planted with the suggested vegetation, this design maximizes stormwater treatment by promoting ecological treatment in the topsoil while promoting infiltration and evapotranspiration of stormwater by deep‐rooted shrubs that require no irrigation after establishment. This synthesis improves water resources management in arid and semiarid regions by introducing a sustainable bioretention design that protects local surface waters while reducing regional water demands for irrigation.  相似文献

DOI: 10.1111/j.1752-1688.2010.00487.x Abstract: The changing patterns of streamflow associated with urbanization are examined through analyses of discharge and rainfall records for the study watersheds of the Baltimore Ecosystem Study (BES). Analyses utilize a decade (1999-2008) of observations from a dense U.S. Geological Survey stream gaging network and Hydro-NEXRAD radar rainfall fields. The principal study watershed of the BES is Gwynns Falls (171 km2). Focus is given to two Gwynns Falls basins with contrasting patterns and histories of development, Dead Run and Upper Gwynns Falls. The sharp contrasts in streamflow properties between the basins reflect the differences in urban development prior to implementation of stormwater management regulations (much of Dead Run) and development for which stormwater management is an integral part of the hydrologic system (Upper Gwynns Falls). The mean annual runoff in Dead Run (558 mm) is 35% larger than that of Upper Gwynns Falls; larger contrasts in runoff properties typify the “warm season” and are linked to storm event hydrologic response. Spatial heterogeneities in storm event response are reflected in seasonal and diurnal properties of streamflow. Analyses of storm event response are presented for June 2006, during which monthly rainfall over the BES region ranged from less than 150 to more than 500 mm. Baisman Run, the BES forest reference watershed, and Moores Run, a highly urbanized watershed in Baltimore City, provide “end-member” representations of urban impacts on streamflow.  相似文献

ABSTRACT: Levee sump systems are used by many riverine communities for temporary storage of urban wet weather flows. The hydrologic performance and transport of stormwater pollutants in sump systems, however, have not been systematically studied. The objective of this paper is to present a case study to demonstrate development and application of a procedure for assessing the hydraulic performance of flood control sumps in an urban watershed. Two sumps of highly variable physical and hydraulic characteristics were selected for analysis. A hydrologic modeling package was used to estimate the flow hydrograph for each outfall as part of the flow balance for the sump. To validate these results, a water balance was used to estimate the total runoff using sump operational data. The hydrologic model calculations provide a satisfactory estimate of the total runoff and its time‐distribution to the sump. The model was then used to estimate pollutant loads to the sump and to the river. Although flow of stormwater through a sump system is regulated solely by flood‐control requirements, these sumps may function as sedimentation basins that provide purification of stormwater. A sample calculation of removals of several conventional pollutants in the target sumps using a mass balance approach is presented.  相似文献

Field and modeling studies in New Mexico indicate that stormwater diverted to retention basins may recharge about 50% of precipitation that falls on the developed area, even in dry climates. Comparable volumes of recharge may be expected at homes, subdivisions, or commercial properties with low‐impact development (LID) technologies for stormwater control that promote recharge over evapotranspiration. Groundwater quality has not been significantly impacted at sites that have been recharging stormwater to aquifers for decades. Distributed recharge systems may be a good alternative to centralized regional facilities where there is limited land for constructing spreading basins or little funding for new infrastructure. LID technologies borrowed from stormwater managers are important tools for groundwater managers to consider to enhance recharge.  相似文献

ABSTRACT: The technology of urban stormwater management has far outpaced its actual application in new urban development. This article documents that implementation gap, but shows that state and local governmental measures, particularly storm drainage regulations, can lead to improved performance in the private sector. Although state stormwater management programs are in their infancy, they are already having a measurable effect in stimulating the adoption of local governmental programs to manage urban storm water. Pioneering state programs in Maryland, New Jersey, and Pennsylvania, described in this article, provide models for states contemplating the formulation of stormwater management programs.  相似文献

Urban stormwater practices are individually diverse, but they are components of an overall urban watershed system. This study proposes a conceptual model of that system, including its component spatial areas, their arrangement along the flow route, and their associations with urban land uses and values. The model defines three spatial areas along the flow route which have evolved over time into their present forms: (1) the source area, which is arranged and furnished primarily or entirely for human use, accommodation, and comfort; (2) the perimeter area, where specialized stormwater facilities carry away source‐area runoff or buffer downstream areas from its impacts; and (3) the downstream area, which receives the discharges from the perimeter or directly from the source area. Each area presents a specific combination of stormwater features and human interactions, and excludes others. Considering stormwater flows and functions in the context of physical urban spaces brings into view the spaces’ urban structures and interacting agendas. This model allows practitioners to navigate conceptually through the system, and to focus appropriate objectives and structures on each project site.  相似文献

In urban and suburban areas, stormwater runoff is a primary stressor on surface waters. Conventional urban stormwater drainage systems often route runoff directly to streams and rivers, thus exacerbating pollutant inputs and hydrologic disturbance, and resulting in the degradation of ecosystem structure and function. Decentralized stormwater management tools, such as low impact development (LID) or water sensitive urban design (WSUD), may offer a more sustainable solution to stormwater management if implemented at a watershed scale. These tools are designed to pond, infiltrate, and harvest water at the source, encouraging evaporation, evapotranspiration, groundwater recharge, and re-use of stormwater. While there are numerous demonstrations of WSUD practices, there are few examples of widespread implementation at a watershed scale with the explicit objective of protecting or restoring a receiving stream. This article identifies seven major impediments to sustainable urban stormwater management: (1) uncertainties in performance and cost, (2) insufficient engineering standards and guidelines, (3) fragmented responsibilities, (4) lack of institutional capacity, (5) lack of legislative mandate, (6) lack of funding and effective market incentives, and (7) resistance to change. By comparing experiences from Australia and the United States, two developed countries with existing conventional stormwater infrastructure and escalating stream ecosystem degradation, we highlight challenges facing sustainable urban stormwater management and offer several examples of successful, regional WSUD implementation. We conclude by identifying solutions to each of the seven impediments that, when employed separately or in combination, should encourage widespread implementation of WSUD with watershed-based goals to protect human health and safety, and stream ecosystems.  相似文献

Abstract: The growing impact of urban stormwater on surface‐water quality has illuminated the need for more accurate modeling of stormwater pollution. Water quality based regulation and the movement towards integrated urban water management place a similar demand for improved stormwater quality model predictions. The physical, chemical, and biological processes that affect stormwater quality need to be better understood and simulated, while acknowledging the costs and benefits that such complex modeling entails. This paper reviews three approaches to stormwater quality modeling: deterministic, stochastic, and hybrid. Six deterministic, three stochastic, and three hybrid models are reviewed in detail. Hybrid approaches show strong potential for reducing stormwater quality model prediction error and uncertainty. Improved stormwater quality models will have wide ranging benefits for combined sewer overflow management, total maximum daily load development, best management practice design, land use change impact assessment, water quality trading, and integrated modeling.  相似文献

Granulometric and Metal Distributions for Post‐Katrina Surficial Particulate Matter Recovered From New Orleans. Journal of the American Water Resources Association (JAWRA) 45(6):1434‐1447. Abstract: Hurricane Katrina and the resulting failure of the levees that surrounded and protected New Orleans generated a significant detained volume of stormwater within the urban area of New Orleans. Between the inundation resulting from levee failure and eventual pumped evacuation of stormwater from the urban area of New Orleans, a large mass of storm‐entrained particulate matter (PM) was deposited in the inundated areas. This study examined the granulometry and granulometric distribution of metals for post‐Katrina surficial PM deposits recovered from 15 sites (10 inundated and 5 non‐inundated) in New Orleans. Results of this examination were compared to pre‐Katrina data from New Orleans. While post‐Katrina analysis of PM indicates that Pb, Zn, and Cu concentrations for PM are reduced for all sites, inundated sites had higher Cu, Pb, and Zn concentrations for the settleable (~25‐75 μm) and sediment (>75 μm) size fractions. A comparison between total metal concentration and the bioavailable (leachable) fraction for PM reveals that inundated sites had up to 19% higher leachable metal concentration compared to non‐inundated sites. The reduction in PM‐bound total metal concentrations for recovered PM can be explained through a combination of scouring (and therefore change in granulometry from pre‐Katrina) that resulted from transport of suspended PM by storm flows and pumped evacuation; as well as leaching and PM‐based redistribution from extended contact with rainfall and during stormwater detention. New Orleans has been exposed to elevated levels of metals through decades of activities that include vehicular transportation, chemical, industrial, and oil production facilities resulting in higher metal concentrations for urban soil‐residual complexes. As a result, the influent storm flows associated with Katrina as an episodic event cannot solely explain the distribution and fate of PM‐associated metal concentrations.  相似文献

Green infrastructure is a general term referring to the management of landscapes in ways that generate human and ecosystem benefits. Many municipalities have begun to utilize green infrastructure in efforts to meet stormwater management goals. This study examines challenges to integrating gray and green infrastructure for stormwater management, informed by interviews with practitioners in Cleveland, OH and Milwaukee WI. Green infrastructure in these cities is utilized under conditions of extreme fiscal austerity and its use presents opportunities to connect stormwater management with urban revitalization and economic recovery while planning for the effects of negative- or zero-population growth. In this context, specific challenges in capturing the multiple benefits of green infrastructure exist because the projects required to meet federally mandated stormwater management targets and the needs of urban redevelopment frequently differ in scale and location.  相似文献
