Sustainable Management for the Eastern Mediterranean Coast of Turkey   总被引:2,自引:0,他引:2  
The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

This paper investigates index models as a tool to estimate the risk of N and P source strengths and loss at the catchment scale. The index models assist managers in improving the focus of remediation actions that reduce nutrient delivery to waterbodies. N and P source risk factors (e.g. soil nutrient concentrations) and transport risk factors (e.g. distance-to-streams) are used to determine the overall risk of nutrient loss for a case study in the Tuross River catchment of coastal southeast Australia. In the development of the N index model for Tuross, particulate N was considered important based on the observed event water quality data. In contrast to previous N index models, erosion and contributing distance were therefore included in the Tuross River catchment N index. Event-based water quality monitoring, and soil information, or in data-poor catchments conceptual understanding, are essential to represent catchment-scale processes. The techniques have high applicability in other catchments, and are complementary to other modelling techniques such as process-based semi-distributed modelling. Index models generally provide much more detailed spatial resolution than fully- or semi-distributed conceptual modelling approaches. Semi-distributed models can be used to quantify nutrient loads and provide overall direction to set the broad focus of management. Index models can then be used to refine on-the-ground investigations and investment priorities. In this way semi-distributed models can be combined with index models to provide a set of powerful tools to influence management decisions and outcomes.  相似文献

ABSTRACT: Water quality monitoring, as a function of society's efforts to manage the environment, is the contact mechanism that management and the public has with the actual water quality in the environment. Water quality monitoring has been studied extensively for many years to ensure that it produces information about water quality conditions. Current efforts to reduce government spending will have negative impacts on those government functions deemed to be non-responsive to the needs of the public. How well does water quality monitoring inform taxpayers about the status and trends in water quality conditions in the United States? This paper reviews a number of past efforts to “improve” water quality monitoring, discusses barriers to such improvement, and suggests ways that monitoring can be made more accountable for the information it should be producing for public understanding of water quality conditions. In particular, the need for standardization in data analysis and reporting of information to the public, is highlighted.  相似文献

Water resources are increasingly impacted by growing human populations, land use, and climate changes, and complex interactions among biophysical processes. In an effort to better understand these factors in semiarid northern Utah, United States, we created a real‐time observatory consisting of sensors deployed at aquatic and terrestrial stations to monitor water quality, water inputs, and outputs along mountain to urban gradients. The Gradients Along Mountain to Urban Transitions (GAMUT) monitoring network spans three watersheds with similar climates and streams fed by mountain winter‐derived precipitation, but that differ in urbanization level, land use, and biophysical characteristics. The aquatic monitoring stations in the GAMUT network include sensors to measure chemical (dissolved oxygen, specific conductance, pH, nitrate, and dissolved organic matter), physical (stage, temperature, and turbidity), and biological components (chlorophyll‐a and phycocyanin). We present the logistics of designing, implementing, and maintaining the network; quality assurance and control of numerous, large datasets; and data acquisition, dissemination, and visualization. Data from GAMUT reveal spatial differences in water quality due to urbanization and built infrastructure; capture rapid temporal changes in water quality due to anthropogenic activity; and identify changes in biological structure, each of which are demonstrated via case study datasets.  相似文献

Abstract: Excessive loads of nutrients transported by tributary rivers have been linked to hypoxia in the Gulf of Mexico. Management efforts to reduce the hypoxic zone in the Gulf of Mexico and improve the water quality of rivers and streams could benefit from targeting nutrient reductions toward watersheds with the highest nutrient yields delivered to sensitive downstream waters. One challenge is that most conventional watershed modeling approaches (e.g., mechanistic models) used in these management decisions do not consider uncertainties in the predictions of nutrient yields and their downstream delivery. The increasing use of parameter estimation procedures to statistically estimate model coefficients, however, allows uncertainties in these predictions to be reliably estimated. Here, we use a robust bootstrapping procedure applied to the results of a previous application of the hybrid statistical/mechanistic watershed model SPARROW (Spatially Referenced Regression On Watershed attributes) to develop a statistically reliable method for identifying “high priority” areas for management, based on a probabilistic ranking of delivered nutrient yields from watersheds throughout a basin. The method is designed to be used by managers to prioritize watersheds where additional stream monitoring and evaluations of nutrient‐reduction strategies could be undertaken. Our ranking procedure incorporates information on the confidence intervals of model predictions and the corresponding watershed rankings of the delivered nutrient yields. From this quantified uncertainty, we estimate the probability that individual watersheds are among a collection of watersheds that have the highest delivered nutrient yields. We illustrate the application of the procedure to 818 eight‐digit Hydrologic Unit Code watersheds in the Mississippi/Atchafalaya River basin by identifying 150 watersheds having the highest delivered nutrient yields to the Gulf of Mexico. Highest delivered yields were from watersheds in the Central Mississippi, Ohio, and Lower Mississippi River basins. With 90% confidence, only a few watersheds can be reliably placed into the highest 150 category; however, many more watersheds can be removed from consideration as not belonging to the highest 150 category. Results from this ranking procedure provide robust information on watershed nutrient yields that can benefit management efforts to reduce nutrient loadings to downstream coastal waters, such as the Gulf of Mexico, or to local receiving streams and reservoirs.  相似文献

Sectorial approach for monitoring heavy metal pollution in rivers has failed to report realistic pollution status and associated ecological and human health risks. The increasing spread of heavy metals from different sources and emerging risks to human and environmental health call for reexamining heavy metal pollution monitoring frameworks. Also, the sources, spread, and load of heavy metals in the environment have changed significantly over time, requiring consequent modification in the monitoring frameworks. Therefore, studies on heavy metal monitoring in rivers conducted in the last decade were evaluated for experimental designs, research frameworks, and data presentations. Most studies (∼99%) (i) lacked inclusiveness of all environmental compartments; (ii) focused on “one pollutant – one/two compartment” or sometimes “one pollutant – one compartment – one effect” approach; and (iii) remained “data-rich but information poor.” An ecological approach with integrative system thinking is proposed to develop a holistic approach for monitoring river pollution. It is visualized that heavy metal monitoring, risk analyses, and water management must incorporate tracking pollutants in different environmental compartments of a river (water, sediment, and floodplain/bank soil) and consider correlating it with riverbank land use. The systems-based pollution monitoring and assessment studies will reveal the critical factors that drive heavy metals pollutant movement in ecosystems and associated potential risks to the environment, wildlife, and humans. Also, water quality and pollution indexing tools would help better communicate complex pollution data and associated risks among all stakeholders. Therefore, integrating systems approaches in scientific- and policy-based tools would help sustainably manage the health of rivers, wildlife, and humans.  相似文献

ABSTRACT: Field data collected from the Feitsui Reservoir in Taiwan indicate that the water is at a stage between mesotrophic and eutrophic. Recent measurements such as total phosphorus, chlorophyll a and Secchi depth levels suggest that the water quality has been declining. A two‐dimensional, laterally averaged, finite difference hydrodynamic and water quality model was used to simulate the water quality in the Feitsui Reservoir in an effort to determine sound water quality management strategies. The model was calibrated and verified using data collected in 1996 and 1997. The calibrated model was used to simulate algal biomass (in terms of chlorophyll a) levels under various wasteload reduction scenarios. Model results show that 50 percent reduction of the total phosphorus load will improve the existing water quality, shifting the trophic status from eutrophic/mesotrophic to oligotrophic. The modeling effort has yielded valuable information that can be used by decision makers for the evaluation of different management strategies of reducing watershed nutrient loads.  相似文献

The aim of this work is (1) to discuss approaches and tools to set management goals using operational indicators for coastal management (i.e., indicators that are easy to measure, understand and predict) and validated predictive models and (2) to discuss remedial strategies for sustainable coastal management regarding water quality and the abundance of fish, waterfowl and large aquatic plants. These approaches are exemplified using data from Ringkøbing Fjord, Denmark, which has undergone two major regime shifts during the last decades. This work discusses the changes taken place during the period from 1980 to 2004 (when there are good empirical data). For Ringkøbing Fjord, which is a very shallow, well-oxygenated lagoon dominated by resuspension processes, we have targeted on the following operational indicators, which are meant to reflect seasonal median values for the entire defined coastal area (the ecosystem scale) and not conditions at individual sites or data from shorter time periods: Secchi depth (as a standard measure of water clarity) and chlorophyll-a concentrations (as a key measure of algal biomass). The operational indicators are regulated by a set of standard abiotic factors, such as salinity, suspended particulate matter (SPM), nutrient concentrations (N and P), coastal morphometry and water exchange. Such relationships are quantified using well-tested, general quantitative models, which illustrate how these indicators are interrelated and how they reflect fundamental aspects of coastal ecosystems. We demonstrate that the regime shift in the lagoon can be modelled and quantitatively explained and is related to changes in salinity and nutrient inflow. A very important threshold is linked to increased salinities in the lagoon. For example, when the mean annual salinity is higher than about 9.5‰, large numbers of saltwater species of clams can survive and influence the structure and function of the ecosystem in profound ways. The model also illustrates the dynamic response to changes in nutrient loading. We have presented several management strategies with the goal of keeping the Secchi depth at 2 m, which would stimulate the growth of higher aquatic plants, which are fundamental for fish production and bird abundance in the lagoon. Given the fact that the Secchi depth depends on many variable factors (temperature, TP-inflow from land, salinity, changes in biomasses of macrophytes and clams, which are accounted for in these simulations), our results indicate that in practice it will likely be very difficult to reach that goal. However, it would be realistic to maintain a Secchi depth of 1.5 m if the variability in salinity is minimized and the mean salinity is kept at about 10.2‰.  相似文献

A eutrophication assessment method was developed as part of the National Estuarine Eutrophication Assessment (NEEA) Program. The program is designed to improve monitoring and assessment of eutrophication in the estuaries and coastal bays of the United States with the intent to guide management plans and develop analytical and research models and tools for managers. These tools will help guide and improve management success for estuaries and coastal resources. The assessment method, a Pressure-State-Response approach, uses a simple model to determine Pressure and statistical criteria for indicator variables (where applicable) to determine State. The Response determination is mostly heuristic, although research models are being developed to improve that component. The three components are determined individually and then combined into a single rating. Application to several systems in the European Union (E.U.), specifically in Portugal, shows that the method is transferable, and thus is useful for development of management measures in both the Unites States and E.U. This approach identifies and quantifies the key anthropogenic nutrient input sources to estuaries so that management measures can target inputs for maximum effect. Because nitrogen is often the limiting nutrient in estuarine systems, examples of source identification and quantification for nitrogen have been developed for 11 coastal watersheds on the U.S. east coast using the WATERSN model. In general, estuaries in the Northeastern United States receive most of their nitrogen from human sewage, followed by atmospheric deposition. This is in contrast to some watersheds in the Mid-Atlantic (Chesapeake Bay) and South Atlantic (Pamlico Sound), which receive most of their nitrogen from agricultural runoff. Source identification is important for implementing effective management measures that should be monitored for success using assessment methods, as described herein. For instance, these results suggest that Northeastern estuaries would likely benefit most from improved sewage treatment, where as the Mid and South Atlantic systems would benefit most from agricultural runoff reductions.  相似文献

Remote Sensing of Landscape-Level Coastal Environmental Indicators   总被引:5,自引:1,他引:4  
Advances in technology and decreases in cost are making remote sensing (RS) and geographic information systems (GIS) practical and attractive for use in coastal resource management. They are also allowing researchers and managers to take a broader view of ecological patterns and processes. Landscape-level environmental indicators that can be detected by Landsat Thematic Mapper (TM) and other remote sensors are available to provide quantitative estimates of coastal and estuarine habitat conditions and trends. Such indicators include watershed land cover, riparian buffers, shoreline and wetland changes, among others. With the launch of Landsat 7, the cost of TM imagery has dropped by nearly a factor of 10, decreasing the cost of monitoring large coastal areas and estuaries. New satellites, carrying sensors with much finer spatial (1-5 m) and spectral (200 narrow bands) resolutions are being launched, providing a capability to more accurately detect changes in coastal habitat and wetland health. Advances in the application of GIS help incorporate ancillary data layers to improve the accuracy of satellite land-cover classification. When these techniques for generating, organizing, storing, and analyzing spatial information are combined with mathematical models, coastal planners and managers have a means for assessing the impacts of alternative management practices.  相似文献

ABSTRACT: Demand side management is being used increasingly by Ontario municipalities as a way to improve the efficiency of water use, defer the costs associated with constructing new water treatment works, and minimize the environmental impacts associated with supplying water. A comprehensive survey of 153 Ontario municipalities was completed in mid‐1998. These ranged in size from small rural townships (with populations as low as 500 people) to the province's largest urban center, Metropolitan Toronto, with a population of approximately 2.5 million people. The questionnaire measured the use of six broad types of demand side measures, including water pricing and metering; municipal by‐laws (ordinances) that promote water conservation; operational and maintenance measures to reduce water losses and consumption; water‐saving plumbing fixtures and devices; public participation programs that encourage water conservation; and other measures, such as water audits. Additionally, the survey collected data on implementation barriers and opportunities. Since the last comprehensive Ontario survey, conducted in 1987 by Kreutzwiser and Fea‐gan (1989), there has been an increase in the use of basic tools such as metering and pricing, plumbing fixtures, and public participation programs. Additionally, new initiatives, such as water audits and computerized monitoring equipment, are being used. However, in many areas opportunities exist to make better use of demand side measures. Unfortunately, municipal capacity to do so often is constrained by (among other factors) limited finances, lack of political will, and public resistance. Demonstration of real cost savings to consumers, and the development of specific goals and objectives for demand side management programs, are two important steps needed to overcome these challenges.  相似文献

Planners advocate best management practices (BMPs) to reduce loss of sediment and nutrients in agricultural areas. However, the scientific community lacks tools that use readily available data to investigate the relationships between BMPs and their spatial locations and water quality. In rural, humid regions where runoff is associated with saturation-excess processes from variable source areas (VSAs), BMPs are potentially most effective when they are located in areas that produce the majority of the runoff. Thus, two critical elements necessary to predict the water quality impact of BMPs include correct identification of VSAs and accurate predictions of nutrient reduction due to particular BMPs. The objective of this research was to determine the effectiveness of BMPs using the Variable Source Loading Function (VSLF) model, which captures the spatial and temporal evolutions of VSAs in the landscape. Data from a long-term monitoring campaign on a 164-ha farm in the New York City source watersheds in the Catskills Mountains of New York state were used to evaluate the effectiveness of a range of BMPs. The data spanned an 11-year period over which a suite of BMPs, including a nutrient management plan, riparian buffers, filter strips and fencing, was installed to reduce phosphorus (P) loading. Despite its simplicity, VSLF predicted the spatial distribution of runoff producing areas well. Dissolved P reductions were simulated well by using calibrated reduction factors for various BMPs in the VSLF model. Total P losses decreased only after cattle crossings were installed in the creek. The results demonstrated that BMPs, when sited with respect to VSAs, reduce P loss from agricultural watersheds, providing useful information for targeted water quality management.  相似文献

Mitigating non-point source nitrogen in coastal estuaries is economically, environmentally, logistically, and socially challenging. On Cape Cod, Massachusetts, nitrogen management includes both traditional, centralized wastewater treatment and sewering as well as a number of alternative technologies. We conducted semi-structured interviews with 37 participants from governmental and non-governmental organizations as well as related industries to identify the barriers and opportunities for the use of alternative technologies to mitigate nitrogen pollution. The interviews were recorded, transcribed, and then analyzed using content analysis and rhetorical analysis. Cost and technical capacity to reduce nitrogen were the most discussed considerations. Beyond those, there were a slew of additional considerations that also impacted whether a technology would be installed, permitted, and socially accepted. These included: maintenance and monitoring logistics, comparisons to sewering, co-benefits, risk/uncertainty, community culture, extent of public engagement, permitting/regulatory challenges, and siting considerations. The insights about these additional considerations are valuable for transferring to other coastal areas managing nutrient impairments that may have not yet factored in these considerations when making decisions about how to meet water quality goals.  相似文献

Despite an array of policies at the federal and state level aimed at regulating stormwater discharges, engineered solutions enforced by local governments often fall short of meeting water quality standards. Although the implications of land use planning and development regulations are important for stormwater management, they are often overlooked as critical initial steps to improving water quality. This study explores the role of ‘form-based’ regulations as tools for achieving urban planning and water quality objectives. Form-based codes are a new generation of development codes aimed at regulating urban development based on urban form and density, rather than land use. We present an exploratory case study of the feasibility of form-based codes in the Jordan Lake Watershed in North Carolina, a rapidly growing region where fragmented local governments face stringent nutrient reduction standards under new state regulations. Through program analysis and interviews, we explore the viability of form-based codes for reducing development impacts on Jordan Lake’s water quality. We consider the legal feasibility of code enforcement, regional and local barriers and opportunities, and implementation given existing regulatory frameworks. Our findings suggest that high quality information and data modeling are foundational to gaining support for a consensus agreement on the sources and degree of water quality impairment. Furthermore, implementing form-based solutions for water quality is greatly aided by (1) experienced regional planning bodies that have regulatory authority, and (2) local governments whose staff are experienced in implementing complex development ordinances, reviewing architectural renderings, and communicating development requirements with the public and developers.  相似文献

ABSTRACT: Riparian buffers are increasingly important as watershed management tools and are cost‐shared by programs such as Conservation Reserve that are part of the USDA Conservation Buffer Initiative. Riparian buffers as narrow as 4.6m (15ft) are eligible for cost‐share by USDA. The Riparian Ecosystem Management Model (REMM) provides a tool to judge water quality improvement by buffers and to set design criteria for nutrient and sediment load reduction. REMM was used for a Coastal Plain site to simulate 14 different buffers ranging from 4.6 m to 51.8 m (15 to 170 ft) with three different types of vegetation (hardwood trees, pine trees, and perennial grass) with two water and nutrient loads. The load cases were low sediment/low nutrient‐typical of a well managed agricultural field and low sediment/high nutrient‐typical of liquid manure application to perennial forage crops. Simulations showed that the minimum width buffer (4.6 m) was inadequate for control of nutrients under either load case. The minimum width buffer that is eligible for cost share assistance on a field with known water quality problems (10.7 m, 35 ft) was projected to achieve at least 50 percent reduction of N, P, and sediment in the load cases simulated.  相似文献

The concept of sustainable development has highlighted the need to involve those who use a natural resource in helping to manage and maintain it. This has prompted the development of monitoring programmes involving volunteers who collect scientific data on the state of the natural environment. This paper argues that interpretation theory and practice provide a sound basis for the design and implementation of volunteer-based coastal monitoring programmes. Integration of multiple interrelated objectives in programmes relies on sound 'audience' research, including planned evaluation procedures. Three case-studies are presented which serve to identify and highlight the benefits of broadening the primary scientific focus of monitoring programmes to include greater consideration of participant motivations, skills and knowledge in the design and delivery of programmes. Discussion in this paper focuses on coastal monitoring programmes but the stated benefits might also be expected when applying this approach to other natural resource monitoring programmes.  相似文献

A multi‐scale soil moisture monitoring strategy for California was designed to inform water resource management. The proposed workflow classifies soil moisture response units (SMRUs) using publicly available datasets that represent soil, vegetation, climate, and hydrology variables, which control soil water storage. The SMRUs were classified, using principal component analysis and unsupervised K‐means clustering within a geographic information system, and validated, using summary statistics derived from measured soil moisture time series. Validation stations, located in the Sierra Nevada, include transect of sites that cross the rain‐to‐snow transition and a cluster of sites located at similar elevations in a snow‐dominated watershed. The SMRUs capture unique responses to varying climate conditions characterized by statistical measures of central tendency, dispersion, and extremes. A topographic position index and landform classification is the final step in the workflow to guide the optimal placement of soil moisture sensors at the local‐scale. The proposed workflow is highly flexible and can be implemented over a range of spatial scales and input datasets can be customized. Our approach captures a range of soil moisture responses to climate across California and can be used to design and optimize soil moisture monitoring strategies to support runoff forecasts for water supply management or to assess landscape conditions for forest and rangeland management.  相似文献

ABSTRACT: Riparian areas interact with aquatic and upland conditions and therefore help determine the degree of functionality (streambank stability, shade, sediment, and debris filtering) found in a watershed or catchment. Thus, conditions in riparian areas exert significant influence on water quality. Physical and biological factors (biophysical determinants) that influence these conditions and determine long‐term site ecology include topographic variables, geology, climate, soil texture, and others. These conditions are further modified by management infrastructure (roads, dikes, etc.). Our objective was to develop a system for evaluating site condition in relation to site capability. Since biophysical determinants and infrastructure interact with water quality, our first task was to acquire data concerning the spatial distribution of biophysical determinants and infrastructure constraints and to import them into a GIS system where they could be managed and processed. To expedite analysis, determinants and infrastructure constraints were placed into a hierarchy capable of isolating various site capability types. The hierarchy was designed to incorporate multiscale effects. Site capability areas are georeferenced in this process thereby enabling efficient monitoring and providing a way to focus management on those areas needing improvement. Study tasks included: (1) landscape characterization and hierarchy selection, (2) field assessment, (3) information management and data mining, and (4) information interpretation and adaptive management. This approach appears to be an effective way to isolate general ripananstandardsmaycon site conditions, to provide indications about water quality, and to create strategies necessary for alleviating water quality problems.  相似文献
