ABSTRACT: The psychosocial impact of a large water impoundment project upon members of a small farming community located within central Ohio was evaluated using a study-restudy research design. Attitudes toward selected community variables were examined during the initial stages of land acquisition and reevaluated four years later at the completion of the project. The findings revealed that fragmentation of the “social fabric” of the community did not occur. Several statistically significant differences were observed between the two data sets but the findings indicated that community residents held more positive attitudes toward their community following the development action than at the beginning of the project.  相似文献

ABSTRACT: This paper details the increasing tendency to overdevelop lands adjacent to public reservoirs. The impact on water quality of the pollutant load carried in surface runoff from developed lands is described as well as the depreciation in recreational experience due to loss of scenic horizons. The case study, Spruce Run Reservoir in Clinton, New Jersey, included population and demand projections. Land speculation and proposed development are evaluated on a physical constraint basis. Areas of conflict are outlined and conflict resolutions proposed.  相似文献

ABSTRACT: While federal water resources laws and regulations require social analysis, no one workable formula exists for integrating it into water resources planning. Two primary problems in integrating social analysis into planning are examined; making trade-offs between policy acceptability and theoretical competence, and managing social analysis in planning. For illustration, the article builds on emerging trends within the U.S. Army Corps of Engineers. It concludes by observing that creative application of social theory to policy problems along with innovative data gathering techniques are the primary routes to managing these problems.  相似文献

ABSTRACT: Previous research provides evidence of a socioeconomic bias in outdoor recreational participation. One explanation of this bias is that socioeconomic groups have differential opportunities to participate, with the “costs” of this participation especially serving to restrict the recreational access of lower class persons living in urban areas. Using driving distance as a measure of cost, this study assessed the effects of travel costs on the attendance of three social class groups from an urban population at rural reservoir facilities. Findings support the contention that, while increased driving distance has a dampening effect on recreational participation, this effect is most pronounced for the lower class person. These findings point to the importance of equity considerations in the planning of outdoor recreational facilities.  相似文献

ABSTRACT: An analysis of four streamflow generation schemes for the use in the estimation of the required conservation storage for a single reservoir is presented. The comparison of the generating schemes should aid in the selection of an appropriate model type for the reservoir sizing problem. The streamflow generation models are compared using two criteria. The first comparison is between the statistics of the generated streamflow sequences and the corresponding statistics from the historical record. The second evaluation compares the median reservoir size determined by each model with the required storage based on the historical flow sequence. The results of a comparative analysis for monthly streamflow data for the Rzav River in Yugoslavia are presented and discussed. The results indicate that both evaluation criteria are required to discriminate between the various options.  相似文献

ABSTRACT. As a result of several investigations conducted in the Department of Civil Engineering through the Water Resources Research Center at The University of Tennessee, dating from 1966 to the present, a rather comprehensive surveillance of water quality conditions has been maintained in Forth Loudoun Reservoir on the Tennessee River near Knowville, Tennessee. During the period covered by these investigations, the Knoxville Third Creek Sewage Treatment Plant was upgraded from a primary plant to a secondary (activated sludge) treatment plant. Comparison of the collected data is being undertaken herein to elucidate the impact of these modifications upon water quality conditions in the reservoir. Consideration is given to the improvements of water quality as related to the expenditure for modification of the treatment facilities. In addition, comment is directed toward the public health significance of the water quality conditions determined.  相似文献

ABSTRACT: Hyalite Reservoir, Montana, was studied to determine properties of this small, montane, headwater, deep-release reservoir relative to reservoirs at lower elevations. While retention times for waters were as brief as 12 d, the mean residency of 40 d from mid-March to mid-December was within the range reported for other reservoirs. No significant through-reservoir gradients for suspended sediments were observed, contrasting to observations for most reservoirs. Thermal stratification, evident during the first part of the summer, was disrupted in August by cool, dense tributary inflows and strong wind-induced mixing. Dissolved oxygen concentrations paralleled temperature patterns in the reservoir; lowest average values for both occurred in waters sampled nearest the outlet. Total phosphorus averaged greater than twice the total nitrogen concentrations; greatest average concentrations for both were found in the near-bottom waters nearest the outlet. Enrichment of nitrogen concentrations in outflow over inflow waters is hypothesized to occur through nitrogen fixation by Aphanizonwnon flos-aquae. Despite the relatively high quality of waters from tributary inflows, an algal bloom, chlorophyll a concentrations, and primary productivity estimates suggested that the reservoir was mesotrophic. Circulation of waters within the reservoir was primarily influenced by wind-induced mixing, thermal gradients, and currents produced by the deep-water outlet.  相似文献

ABSTRACT: The value of streamflow forecasts in reservoir operation depends on a number of factors and may vary considerably. Assessment of forecast benefits is presented here for three specific systems. Statistical streamflow models of increasing forecasting ability are coupled with a recently developed stochastic control method in extensive simulation experiments. The performance of the system is statisticafly evaluated with regard to energy generation and flood and drought prevention. The results indicate that forecast benefits are system specific and may range from quite substantial to fairly minimal.  相似文献

ABSTRACT: Increased irrigation as a means of achieving economic development can impose significant social costs on the state or region of growth. The growth in population induced by additional irrigation will require new roads, water and sewage facilities, schools, fire and police protection, etc. Also the increased energy demands due to irrigation and growth in economic activity must be met. Capital investments required to service these needs of new development can become very large. This study attempts to measure such social overhead costs or irrigation development for some specific irrigation project areas of Eastern Washington. It is shown that investment costs in overhead items can reach $2,000 per acre irrigated or $70,000 per job created. Alternatively, the annual costs can equal $180 per acre or $6,700 per worker. These costs must be paid locally through increased taxes, utility rates, or costs for services.  相似文献

ABSTRACT: Mathematical optimization techniques are used to study the operation and design of a single, multi-purpose reservoir system. Optimal monthly release policies are derived for Hoover Reservoir, located in Central Ohio, using chance-constrained linear programming and dynamic programming-regression methodologies. Important characteristics of the former approach are derived, discussed, and graphically illustrated using Hoover Reservoir as a case example. Simulation procedures are used to examine and compare the overall performance of the optimal monthly reservoir release policies derived under the two approaches. Results indicate that, for the mean detention time and the corresponding safe yield target water supply release under existing design of Hoover Reservoir, the dynamic programming policies produce lower average annual losses (as defined by a two-sided quadratic loss function) while achieving at least as high reliability levels when compared to policies derived under the chance-constrained linear programming method. In making this comparison, the reservoir release policies, although not identical, are assumed to be linear. This restricted form of the release policy is necessary to make the chance-constrained programming method mathematically tractable.  相似文献

ABSTRACT A 20 month study of some effects of highway construction on water quality was conducted during construction of Interstate 10 at Tallahassee, Florida. Highway construction resulted in significant increases in turbidity, suspended solids, total phosphorus, and dissolved silicon in downstream waters despite use of recommended procedures for erosion control. Highway construction did not result in significant increases in dissolved phosphorus or nitrogen.  相似文献

ABSTRACT: The purpose of this paper is to examine the correlates of attitudes toward alternative uses which could have been made of public resources employed to construct a multipurpose reservoir. A sample of 303 adult residents of a rural community impacted by lake construction was asked to evaluate several alternative development options which could have been implemented in lieu of the lake project. The alternative options evaluated were: rural industrialization, keeping land in agriculture and forests, improving public services, building a state or national park, drilling water wells for urban water supply, aid to small business, helping poor people, building several smaller impoundments, and private recreation development. The findings revealed the local people preferred the lake project to every option except keeping the land in agriculture and forest. Even this option was not strongly supported when compared with the lake project. Socio-demographic, attitude, and cost assessment factors were investigated using a “vested interest” perspective for hypotheses development. These findings demonstrated that costs and benefits were relatively good predictors of attitudes toward alternative development options and were supportive of the theoretical perspective advanced in this paper.  相似文献

ABSTRACT The role of water resources in the urban economic and social environment, particularly in the inner city, has never been established to the degree necessary for making informed decisions on investments in urban waterway and shoreline improvements. The basic tools for measuring psychological and social impacts of waterway and shoreline developments in the inner city have not been fully developed and utilized to date. However, through a detailed analysis of the water resources in the urban core area of Cleveland, it appears that deliberate development of water-based recreation and other environmental resources can lead to improvement in some of the social problems of the inner city. In recreation analysis, there is currently a great gap between methodologies that are conceptually sound and those that have been applied by urban and water-resources planning agencies. New tools and methodologies can only be used successfully when public agencies are given the institutional and policy means for using them equitably in light of social needs. Present urban-water planning practices have been found to be biased against the inner city, often unintentionally.  相似文献

ABSTRACT: Regional development and industrialization patterns are investigated and related via regression analysis to water resource investments for the island of Puerto Rico. Although results of this study indicate such investments have little immediate or short-term impact, significant relationships and variations in regional responses appear over longer time periods. This is shown by applying a variation of Zellner's method of performing seemingly unrelated regressions jointly. By this method, subsets of parameter coefficients of specific economic variables were restricted across regional equations while unrestricted coefficients were interpreted as explaining systematic regional variations in response to public investment. Regional differences, obtained by using this method, are frequently neglected when simply examining the overall development process. Among the more interesting results in terms of policy implications is the apparent significant relationship, over the period considered, between changes in the distribution of income and the pattern of water resource development.  相似文献

ABSTRACT: A stochastic dynamic programming model is applied to a small hydroelectric system. The variation in number of stage iterations and the computer time required to reach steady state conditions with changes in the number of storage states is investigated. The increase in computer time required to develop the storage probability distributions with increase in the number of storage states is reviewed. It is found that for an average of seven inflow states, the largest number of storage states for which it is computationally feasible to develop the storage probability distributions is nine. It is shown that use of the dynamic program results based on a small number of storage states results in unrealistically skewed storage probability distributions. These skewed distributions are attributed to “trapping” states at the low end of the storage range.  相似文献

ABSTRACT: Two dynamic programming models — one deterministic and one stochastic — that may be used to generate reservoir operating rules are compared. The deterministic model (DPR) consists of an algorithm that cycles through three components: a dynamic program, a regression analysis, and a simulation. In this model, the correlation between the general operating rules, defined by the regression analysis and evaluated in the simulation, and the optimal deterministic operation defined by the dynamic program is increased through an iterative process. The stochastic dynamic program (SDP) describes streamflows with a discrete lag-one Markov process. To test the usefulness of both models in generating reservoir operating rules, real-time reservoir operation simulation models are constructed for three hydrologically different sites. The rules generated by DPR and SDP are then applied in the operation simulation model and their performance is evaluated. For the test cases, the DPR generated rules are more effective in the operation of medium to very large reservoirs and the SDP generated rules are more effective for the operation of small reservoirs.  相似文献

ABSTRACT: Optimal policies for supplying rapidly expanding urban centers with additional water supplies are shown to be dependent on water quality goals for the urban effluent. As effluents are required to meet increasingly stringent standards, the unit costs associated with adding capacity to existing wastewater treatment systems to renovate some waters for reuse are shown to substantially decrease. A nonlinear elimination algorithm is developed to delineate optimal policies. A model employing the technique was applied to the wastewater treatment system of a typical urban system and the water quality objectives varied. A comparison of costs with and without various levels of reuse were made and unit costs of reused water under these conditions determined.  相似文献

Abstract: Opportunities for the development of an amalgam of park and leisure-oriented commercial establishments in urban-core waterfont settings exist in many U.S. cities. Public awareness of the need to enhance the environmental quality of these waterfont areas has resulted in a demand for planning and implementation action. However, the lack of understanding of urban political systems has been an inhibiting factor in the development of this park/ business concept. The major factors that influence the decision-making process leading to the development of urban-core waterfronts for park/business use are identified inthis paper. Within the past few years, a number of papers have been published in which stochastic mathematical programming models, incorporating first order Markov chains, have been used to derive alternative sequential operating policies for a multiple purpose reservoir. This paper attempts to review and compare three such mathematical modeling and solution techniques, namely dynamic programming, policy iteration, and linear programming. It is assumed that the flows into the reservoir are serially correlated stochastic quantities. The design parameters are assumed fixed, i.e., the reservoir capacity and the storage and release targets, if any, are predetermined. The models are discrete since the continuous variables of time, volume, and flow are approximated by discrete units. The problem is to derive an optimal operating policy. Such a policy defines the reservoir release as a function of the current storage volume and inflow. The form of the solution and some of the advantages, limitations and computational efficiencies of each of the models and their algorithms are compared using a simplified numerical example.  相似文献
