Journal of the American Water Resources Association (JAWRA) 46(4): 665-685. DOI: 10.1111/j.1752-1688.2010.00439.x Abstract: In recent years China has attempted to reform water management by decentralizing water management responsibilities. The overall goal of our paper is to better understand the emergence of water user associations (WUAs) in China and assess if they are adhering to the practices spelled out by the Five Principles, a set of recommended practices that are supposed to lead to successful WUA operation. Using four sets of different types of villages to examine implementation and performance, we find that World Bank-supported WUA villages (“Bank villages”) can be thought of as operating mostly according to the Five Principles. For example, the Bank villages were endowed with a more reliable water supply; were set up and were operating with a relatively high degree of farmer participation; and leaders were more consultative and the process more formal. When WUAs are run according to the Five Principals, we show that WUAs increase water use efficiency. The study also provides evidence that there is a perception in the Bank villages that water management is improving in general and that there is less conflict both within the village and among villages. Perhaps more importantly, we find that the Bank’s effort to promote WUAs extended beyond their own project villages. The openness, consultative nature, and transparency found in the Bank WUAs are also found (albeit at a somewhat lower level) in the non-Bank WUA villages.  相似文献

ABSTRACT: The use of artificial recharge in Saskatchewan and the rest of Canada to improve rural community and farmstead domestic water supply has great potential. Approximately 75 percent of the people in rural Saskatchewan and 26 percent of all the people in Canada are dependent on ground water for their domestic water supply. Typically, this water is highly mineralized and is often unpalatable due to odor and taste. A source of readily available, high quality water to eliminate expensive chemical treatment of available water and long distance hauling would be of significant value to rural residents. Storage of high quality water in aquifers by injection through wells has been documented and has been shown to depend on the use of a surface water catchment system to provide the high quality water. Since air entrainment or formation clogging can occur in poorly operated recharge schemes, development of proper design and operation of recharging procedure is required. This can be accomplished by using an injection response computer model and a properly designed injection system. Small scale artificial recharge projects will provide a valuable commodity to rural water users and will promote sustainable and conjunctive use of surface and ground water resources.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00671.x Abstract: Water resources are becoming increasingly stressed under the influence of climate change and population growth in the Haihe River Basin, Northern China. Assessing the temporal and spatial variability of water supply stress is urgently needed to mitigate water crisis caused by water resource reallocation. Water supply and use data were compiled for the time period of 1998‐2003 in this synthesis study. The Water Supply Stress Index (WSSI) as defined as Water Demand/Water Supply was used to quantitate whether water supply could meet the demand of human activities across the study region. We found a large spatial gradient of water supply stress in the study region, being much higher in the eastern subbasins (ranging from 2.56 to 4.31) than the west subbasins (ranging from 0.56 to 1.92). The eastern plain region not only suffered more serious water supply stress but also had a much higher interannual variability than the western hilly region. The uneven spatial distribution of water supply stress might result from the distribution of land use, population, and climate. Future climate change and rapid economic development are likely to aggravate the existing water crisis in the study region.  相似文献

Water is a limited and unevenly distributed resource in China, with the per capita amount of water resource there only about one-fourth of the world's average. However, water is an essential resource for people's lives and economic development. Over the past two decades China has seen the fruit of its rapid economic growth; nevertheless, a severe water shortage is behind this prosperous scenario and is becoming worse. Efficient water supply is certainly essential for the sustainable development of human beings. This paper analyzes water efficiency by incorporating water as an input as well as using conventional inputs such as labor employment and capital stock. An index of a water adjustment target ratio (WATR) is established from the production frontier constructed by data envelopment analysis (DEA) including water as an input. The water efficiency of regions is obtained from a total-factor framework with both residential and productive water use. A U-shape relation is discovered between the total-factor water efficiency and per capita real income among areas in China. The central area has the worst water efficiency ranking and the total adjustment amount of water used there is around three-fourths of China's total. More efficient production processes and advanced technologies need to be adopted in the central area to improve its water efficiency, especially for its productive use of water.  相似文献

ABSTRACT: Most southwestern cities were founded along rivers or in areas having springs or readily available ground water. Because of the generally sparse precipitation, the renewable fresh water supply in the Southwest is smaller than most other areas of the United States. Despite the arid climate, water use has increased rapidly, first in the form of irrigation, and more recently the use in cities. This has caused extensive development of local water resources and overdraft of ground water basins in some areas. It is difficult to implement new local supplies and importation projects due to a myriad of environmental and legal constraints and a general shortage of public funds. Various opportunities and plans for water management, both on the demand and supply sides, are discussed. Evolving water strategies in four metropolitan areas - El Paso, Albuquerque, Las Vegas, and Phoenix - and issues regarding the Central Arizona Project are presented.  相似文献

ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method.  相似文献

ABSTRACT: A series of reforms in the water industry in Australia has created a demand from the industry and regulators for objective methodologies to evaluate incremental changes in the customer service standards. In this paper, the use of choice modeling for estimating implicit prices associated with urban water supply attributes is explored. Results from multinomial logit (MNL) and random parameters logit (RPL) models show that increases in annual water bills and the frequency of future interruptions were the most important attributes. Implicit price confidence intervals based on the best models suggest that people are willing to pay positive amounts to achieve a water supply that is less frequently interrupted. The provision of alternative water supplies during an interruption and notification of the interruption were found to be unimportant to respondents. Choice modeling proved to be a useful technique and provided the industry and regulators with additional information for standard setting.  相似文献

ABSTRACT: A water supply network optimization model called MODSIM3 is presented as a decision-support tool for aiding city staff in determining how best to utilize and exchange existing and potential water supplies with other users in a river basin. The model is applied to the City of Fort Collins, Colorado, water supply system as a means of determining optimum ways the City can utilize direct flow rights, storage rights, and exchangeable waters from various sources. Results clearly confirm both the benefits of the use of exchanges and the value of MODSIM3 as a water supply planning and management tool.  相似文献

Water resource management is becoming increasingly challenging in northern China because of the rapid increase in water demand and decline in water supply due to climate change. We provide a case study demonstrating the importance of integrated watershed management in sustaining water resources in Chifeng City, northern China. We examine the consequences of various climate change scenarios and adaptive management options on water supply by integrating the Soil and Water Assessment Tool and Water Evaluation and Planning models. We show how integrated modeling is useful in projecting the likely effects of management options using limited information. Our study indicates that constructing more reservoirs can alleviate the current water shortage and groundwater depletion problems. However, this option is not necessarily the most effective measure to solve water supply problems; instead, improving irrigation efficiency and changing cropping structure may be more effective. Furthermore, measures to increase water supply have limited effects on water availability under a continuous drought and a dry‐and‐warm climate scenario. We conclude that the combined measure of reducing water demand and increasing supply is the most effective and practical solution for the water shortage problems in the study area.  相似文献

Abstract: There are four known geothermal resource areas in the Imperial Valley that have a combined potential of over 4,000 megawatts of electrical energy for 25 years. Water resources available to support geothermal enerfy development are imprted Colorado River water, agricultural waste waters, Salton Sea water, and groundwater. In addtion, geothermal power plants can produce their own cooling water from steam condensate. Nevertheless, the relatively high water requirements of geothermal facilities along with a series of real and potential constraints may cause water supply dilemmas involving both the acquistion and use of cooling water. Important constraints are institutional policies, water supply costs, technical problems, and impacts upon the Salton Sea. These constranits and related dilemmas are examined in light of relevanty information on the valley's water resources, geothermal resources and energy technologies, cooling water requrements, and water supply options.  相似文献

ABSTRACT: The population in the Jemez y Sangre Water Planning Region of New Mexico has reached the point at which the demand for water exceeds available supplies, particularly when precipitation is below average, as has frequently occurred in recent years. The desire to develop a sustainable water supply that relies on renewable supplies in wet years and preserves the water in storage for times of drought motivated a diverse set of stakeholders in the region to participate in regional water planning. The planning effort culminated in development of the Jemez y Sangre Regional Water Plan, which was adopted by municipal and county governments in the region. The plan assesses and compares water supply and demand in the region and recommends alternatives for protecting and restoring the existing water supply and addressing the pending gap between supply and demand anticipated by the year 2060. To convey to decision makers the alternatives available to solve the future water shortage, option charts were developed to portray the amount of water that could be obtained or conserved through their implementation. The option charts show that the projected gap between supply and demand cannot be met through one alternative only, but will require a combination of alternatives.  相似文献

ABSTRACT: Southern California, now in its fifth consecutive year of drought, has always relied heavily on imported water from the Owens Valley, the State Water Project, and the Colorado River. For various reasons, these sources are now decreasing and water suppliers are being forced to look for new sources. One possible alternative is to store water obtained during peak supply periods for use during dry periods in ground water storage basins. The Santa Ana River Basin in Orange County has already been developed, and is being used to provide water to 25 cities in Orange County. The San Juan Basin, also in Orange County, is being studied as a possible future storage basin. This paper examines some of the positive and negative aspects of developing and using ground water storage basins in Southern California.  相似文献

Reasonable rules and a system network structure are established. This model consists of five modules: (1) a data‐processing module, (2) an initial control module, (3) a multisource simulation dispatch module, (4) a system identification module, and (5) a revision module. Water allocated to each province and city along the route is obtained by simulation, and the long‐term operation results show that water supply reliabilities are significantly improved if the transferred water is jointly dispatched with the local water resources.  相似文献

ABSTRACT: Over 700 community drinking water supplies were sampled for the pesticide Temik (aldicarb and its oxidative metabolites aldicarb sulfoxide and aldicarb sulfone) in Florida. All community supply wells sampled for Temik were located in counties where Temik was reported to have been used and approximately one-half of the wells were located in counties where ground water was determined to be highly susceptible to contamination by Temik. Susceptibility was determined using ranking criteria that incorporated ground water recharge characteristics, water use, and Temik use patterns. Temik was not detected in any of the community supply wells sampled during the study. However, Temik was detected in shallow, private wells, as was the pesticide ethylene dibromide in counties with ground water characterized as highly susceptible to contamination.  相似文献

The purpose of this study was to identify attitudes toward the recreational use of drinking water reservoirs in Massachusetts among municipal water supply managers in the state. Compared to the findings of recent studies assessing the attitudes of the general public, water officials were found to advocate highly restrictive views. No officials said that recreation was an insignificant source of water supply pollution; however, opinions were not found to be related to respondents' exposure to the literature on the topic. The majority were not, in fact, familiar with the literature assessing the impact of recreation on water supply reservoirs.  相似文献

ABSTRACT: Managing the demand for municipal water supply has become a viable alternative or supplement to traditional supply management responses. Though senior governments in Canada are committed to the concept, there is a lack of knowledge concerning the level of use of the demand management concept and little promotion of water conservation. This paper assesses the extent of the use of this concept as it applies to municipal water supply across southern Ontario and examines factors that influence the variation in use of water conservation strategies. Information from 219 municipalities revealed that the concept is not in wide use in southern Ontario and that existing variation can be partially explained by the extent of problems experienced and the population size served by the municipal water supply system. Suggestions for increasing municipal use of the demand management concept are offered.  相似文献

The study contains the methodology of finding the optimal time to start the operation of a desalting plant or any other non conventional source of water for agricultural use in Israel. The essence of the methodology is the moving equilibrium price and quantity of agricultural products. The market of agricultural products is represented by a single demand curve and a supply curve which is derived from the agricultural sector production function. Both the demand for and the supply of agricultural products functions are shifting over time. The marginal value product of water is the critical value that determines the optimal time of a desalting plant. The study is static in the sense that dynamic aspects per se are not dealt with-e.g. learning by doing of building and operating desalting plants. The empirical results although used for illustrative purposes can be used as reference points for other detailed and more ‘exact’ studies on water desalination.  相似文献

ABSTRACT: Adequate water supplies are critical to the maintenance of a community's health and economic well-being. Across the nation communities are struggling to meet an expanding demand for water from municipal, industrial, agricultural, recreation, water quality, and power generation users. As the demand grows and communities actively compete with one another for a limited water supply, states are being called upon to help solve the problem. One possible solution that is being used in many areas is the development and implementation of a water conservation program to stretch the limited supply as far as possible. using a mailed survey, state water conservation programs and some of the characteristics of the different programs were documented. Responses to the nationwide survey were obtained from all 50 states. The specific water conservation program elements on which information was received from the survey included laws and restricted use, community assistance, education, research, and other services. Recommendations for states developing or considering the development of a water conservation program are outlined.  相似文献

ABSTRACT: Despite potential benefits for resource planning, community water systems managers have not used seasonal climate forecasts extensively. Obstacles to forecast use include a lack of awareness of their existence, distrust of their accuracy, perceived irrelevance to management decisions, and competition from other technological innovations. In this paper, ways in which seasonal forecasts might be extended to address more directly some concerns of South Carolina community water systems managers are explored. From May 1998 through August 2002, this group experienced drought conditions that threatened water quality and supply and required restrictions on water consumption. Methods for incorporating long lead forecasts with joint probabilities of monthly temperature and precipitation to produce drought forecasts are demonstrated. When tailored to specific places, such forecasts show the likelihood of exceeding drought thresholds that would trigger water use restrictions. The methods illustrate how long lead forecasts can be extended and customized into secondary products that address issues of greater relevance to water resource managers.  相似文献

The use of linear programming as a planning tool for determining the optimal long-range development of an urban water supply system was explored. A stochastic trace of water demand was synthesized and used as an input to the model. This permitted evaluating the feasibility of imposing demand restrictions as an effective cost reduction mechanism. The City of Lincoln, Nebraska, was used as the urban model. The fundamental problem was to allocate limited water supplies from several sources to an urban load center to minimize costs and comply with system constraints. The study period covered twenty years, and findings indicate the planning direction for stage development during this period. Sensitivity analyses were performed on cost coefficients and demands. Thirteen sources were included in the initial computations. Conclusions were that linear programming and generated demand traces are useful tools for both short- and long-term urban water supply planning. Lowering peak demands results in long-range development of fewer sources of supply and more economic and efficient use of the supplies developed.  相似文献
