Many of today's most urgent environmental problems arise from increasing volumes of worldwide production and consumption and the associated use of natural resources, including renewable and non-renewable raw materials, energy, water and land. Solid indicators to measure different dimensions of anthropogenic resource use are essential for designing appropriate policy measures for a sustainable management of these resources. Based on a brief review of the current state of the art of resource use indicators, this paper suggests a new set of complementary resource use indicators, combining existing measures for resource use. The suggested indicator set covers the core resource input categories of materials, water and land area and includes the output category of greenhouse gas emissions. This set can be applied consistently from the micro level of products and companies up to the macro level of countries and world regions. All suggested indicators take a life-cycle wide perspective on production and consumption activities. This set of indicators deals with the issue of the overall scale of the human production and consumption system. It can be regarded as the general indicator framework, based on which more specific indicators, for example, on different environmental impacts related to natural resource use, can be calculated.  相似文献

Sustainable product development is closely related to sustainable consumption. The understanding of consumers' purchase, use and discard behaviours may facilitate the identification of requirements to guide manufacturers in the development of sustainable goods and services. The aim of this paper is to investigate consumers' perception about factors that motivate or discourage the consumption of sustainable products to identify demands and convert them into requirements. South Brazilian green and traditional consumers were asked to complete an exploratory qualitative questionnaire. Their answers were organized and compared to identify differences and similarities between the demands of these two groups. Furthermore, demands were converted into requirements for packages, products, manufactures, stores planning and discard systems. The interpretation of factors that motivate or discourage the purchase of sustainable products given by interviewees led to the creation of a list of possible public policies or programmes, aiming to support sustainable consumption. The results demonstrate the necessity of further quantitative investigation between consumer groups, for validation purposes.  相似文献

In this paper, a system dynamics model is described, which simulates long-term trends in the production and consumption of metals (i.e. iron/steel and an aggregate of metals of medium abundance) in relation to impacts such as ore-grade decline, capital and energy requirements and waste flows. This metal model can be of assistance in exploring the issue of sustainability of metal resource use. Application of the model to historical trends shows it to be fairly capable of reproducing the long-term trends in the 1900–1990 period, among others on the basis of two intensity of use curves applied to 13 world regions. For future trends, a set of perspective-based long-term scenarios has been constructed that represent the major paradigms in resource use. These scenarios highlight some of the uncertain factors in the relation between economic growth, metal resource exploitation and use, and energy and environmental consequences. They also indicate that apparently similar metal flows in society may be the result of quite different and sometimes contrary assumptions on metal demand, production patterns and resource base characteristics. Such analyses contribute to a more open and transparent discussion on the issue at hand by adding quantitative explications to qualitative views.  相似文献

Achieving sustainable development depends on comprehensive approaches which integrate consumption and production initiatives. At present, sustainable consumption is being overemphasized to the neglect of the more important production side. This paper examines the role of governments in promoting sustainable consumption and production to identify gaps in national schemes which reduce their overall effectiveness. Public policy tools promoting sustainable consumption and production are discussed in terms of whether they are aimed at correcting: 1) market failures (regulations, taxes, subsidies); or 2) systems failures (labels, communications, education, public procurement). The challenge for governments is to link sustainable consumption initiatives to policies aimed at increasing the sustainability of production in the private sector in both their national and international dimensions. In this way, governments can enlist the aid of consumers in pushing producers towards sustainability and to achieve the ultimate goal of sustainable development.  相似文献

Policy-makers are increasingly recognising that the promotion of more sustainable consumption patterns is an indispensable prerequisite for achieving sustainable development in the long term. Policy documents and action plans have been published, and a wide array of policy instruments has been implemented with the aim of reducing the environmental and social burdens of consuming goods and services. But what are the latest trends and innovative approaches in sustainable consumption (SC) policies? What could be learnt for future policy-making? Based on an overview of European policy instruments and several case studies, the paper discusses instructive examples of SC policy instruments, in particular the Danish information campaign "One Tonne Less", the Dutch tax incentive scheme "Green Funds", the British "Red/Green calculator", and the pan-European internet platform "TopTen". Important features of novel policies — such as adaptability and collective action — are identified, and recommendations for future policies are presented. The recommendations refer to the foundation of SC policies, to the specific approach taken, to the applied instruments, and to the proper documentation of the implemented policies.  相似文献

New models of sustainable development stress the importance of the efficient management of resources, including labour, capital equipment and natural resources. Overuse of the resource base today will lead to shortages tomorrow; yet it can be a difficult task persuading politicians and planners in developing countries of the importance of resource management. This paper aims at analysing how secondary materials production and end of life recovery processes are modelled in life cycle-based environmental assessment methods in order to discuss their suitability in product policy-support contexts, with a focus on Sustainable Consumption and Production (SCP) policies. The equations prescribed in three published, widely recognised standards are evaluated. In addition, more recent modelling approaches that have been adopted in the context of two EU product policy initiatives (the Product Environmental Footprint (PEF) and the Resource Efficiency Assessment of Products (REAPro)) are similarly analysed. All of the methods are scrutinised against eight criteria which we deem to be important in product policy-support contexts, including comprehensiveness, accommodation of open-loop and closed-loop product systems, and consideration of recyclability/recoverability rates, to name a few. Based on this analysis, it is suggested that the PEF and REAPro modelling approaches appear to be better suited for use in product policy-support contexts than do the currently widely endorsed methods that we considered.  相似文献

The importance of sustainable consumption and production in the international agenda has been growing, both because of unsustainable patterns of consumption and production in industrialized countries and because it appears to be a means for meeting the essential needs of developing countries. Adapting Fernand Braudel's model of the three layers of the economy (everyday life, market economy and global capitalism) to the current situation, this paper advocates for differentiated policies, which cannot be limited to those based on the dominant model of a rational legal system dealing with rational consumers. The cultural and collective dimensions of consumption, the social role of conspicuous consumption, the consumption of ecological services outside formal markets, the diversity of approaches to knowledge and rationality, all plead for an overarching approach and diversified policy tools. The paper underlines the need for global regulation processes which involve all stakeholders by focusing on two examples: the international task force on sustainable tourism, and the ISO 26000 standard on social responsibility.  相似文献

Engaging individuals in pro-environmental behaviours is critical to addressing today’s environmental challenges. This study examines how conditions – or an individual’s context – influence action. Through semi-structured narrative interviews and document analysis, we examined the influence of conditions in five individual cases involving attempted change in personal transportation behaviour. The cases, studied over the course of one year, are derived from participants in a sustainability institute, representing a range of attempted behaviours, and highlight numerous potential barriers to desired pro-environmental behaviours. We found that the degree of engagement with sustainable transportation primarily was influenced by the amount and intensity of supportive conditions relative to barriers. Participants who successfully engaged in their desired transportation-related pro-environmental behaviours experienced physical, social, and learning conditions that promoted competence and satisfaction. We discuss the implications for designing interventions that encourage pro-environmental behaviours.  相似文献

Despite widespread acceptance of the need to change individual behaviour towards sustainability, resistance to change remains a continuing challenge. Past behaviour or habit, and psychological reactance, have been explored as components of resistance. Growing evidence for the influence of self-identity on behaviour suggests self-identity as a further factor. The current study draws on Identity Process Theory (Breakwell, 1986) to propose that threat to self-identity contributes to resistance to change, over and above the influence of past behaviour. Using travel-related vignettes to trigger threat, a study with 295 working parents in England found evidence supporting the relationship between self-identity threat and resistance to change travel behaviour, controlling for past behaviour. The findings further suggest identity threat as an alternative theoretical perspective on reactance. The results build theoretical understanding of resistance as a barrier to behaviour change. The application of an identity theory to understanding resistance is argued to add potentially new ways to encourage change towards sustainable behaviour. In addition, the findings suggest rich avenues for future research on the theoretical and empirical implications of the relationship of identities and sustainable behaviours.  相似文献

Over the last 30 years, Spain has witnessed great economic growth. Nevertheless, in spite of an increasing degree of environmental concern, environmentally friendly attitudes and behaviours are still clearly below the European average. In this context, this paper analyses the impact of personal control and attitudes, and of certain socio-demographic, economic and political variables in the development of two environmentally friendly behaviours in Spain: consumption and purchase. The data were provided by a survey carried out in 2007 by the Centro de Investigaciones Sociológicas (Centre for Sociological Research) in Spain. The results show the importance of personal control, level of environmental information, political ideology, age and educational level variables to explaining the development of pro-environmental-related consumption behaviours. Personal attitudes, work situation, female gender and level of environmental information influence pro-environmental purchase behaviour in a positive way. Taking into account that personal attitudes are more determining of pro-environmental purchase than consumption behaviour, policy measures such as informal education, tax measures, social and individual norms and interpersonal and institutional trust are discussed to increase the development of pro-environmental behaviours in Spain.  相似文献

The formulation and scale-up of batch processes is one of the major challenges in the development of pharmaceutical dosage forms and at the same time a significant resource demanding process which is generally overlooked in environmental sustainability assessments. First, this paper proposes general trends in the experience curve of cumulative resource consumption of pharmaceutical tablet manufacturing of PREZISTA® 800 mg through wet granulation (WG) at four consecutive scales in both R&D and manufacturing environments (resp. WG1 = 1 kg/h, WG5 = 5 kg/h, WG30 = 30 kg/h and WG240 = 240 kg/h). Second, the authors aim at evaluating the environmental impact from a life cycle perspective of a daily consumption of PREZISTA® 2× 400 mg tablets versus the bioequivalent PREZISTA® 800 mg tablet which was launched to enhance patient compliance. Environmental sustainability assessment was conducted at three different system boundaries, which enables identification, localization and eventually reduction of burdens, in this case natural resource extraction. Exergy Analysis (EA) was used at process level (α) and plant level (β) while a cradle-to-gate Exergetic Life Cycle Assessment (ELCA) was conducted at the overall industrial level (γ) by means of the CEENE method (Cumulative Exergy Extraction from the Natural Environment). Life cycle stages taken into account are Active Pharmaceutical Ingredient (API) production, Drug Product (DP) production and Packaging. At process level (α), the total resource extraction for the manufacturing of one daily dose of PREZISTA® (800 mg tablet) amounted up to 0.44 MJex at the smallest scale (WG1) while this amount proved to be reduced by 58%, 79% and 83% at WG5, WG30 and WG240 respectively. Expanding the boundaries to the overall industrial level (γ) reveals that the main resource demand is at the production of the Active Pharmaceutical Ingredient (API), excipients, packaging materials and cleaning media used in DP production. At the largest scale (WG240) the use of cleaning media during DP production contributes considerably less to the total resource extraction. Overall, the effect of scale-up and learning on resource consumption during DP production showed to possess a power-law experience curve y = 2.40 * x−0.57 when shifting from WG1 (smallest lab scale) to WG240 (industrial manufacturing). Tablet dosage (2× 400 mg versus 1× 800 mg) did not significantly affect the absolute environmental burden. However, the relative contribution of resource categories did change due to the different production technology. It could be concluded that in meeting social and economic demands by launching the PREZISTA® 800 mg tablet, no trade-off in environmental burden occurred. On the long term, future research should strive to take into account R&D processes and all services related to pipeline activities taking place prior to market launch and eventually to allocate impacts to the final product.  相似文献

This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions.  相似文献

In January 2011, the idea of Millennium Consumption Goals (MCGs) was first proposed at the United Nations, because unsustainable patterns of consumption and production have led to multiple problems threatening the future of humanity. The global economy driven by consumption already uses natural resources equivalent to almost 1.5 planets earth, with the world's richest 1.4 billion consuming almost 85% of global output, which is over 60 fold the consumption of the poorest 1.4 billion. The consumption of the rich is not only ecologically unsustainable, but also “crowding out” the prospects of the poor and exacerbating inequalities that increase the risk of conflict and global unrest. The MCGs provide an innovative future vision and complement the Millennium Development Goals (MDGs) that aim to help the world's poor. First, the MCGs seek to address the issues of global poverty and inequality by ensuring that the basic consumption needs of over 2 billion poor people are met. Next, the MCGs will provide benchmarks for the consumption of the rich, which will reduce the burden on the world's natural resource base. Instead of viewing the affluent as a problem, the novel approach of the MCGs would persuade them to contribute to the solution without having to reduce their quality of life. The MCGs apply even‐handedly to the rich in all countries. The concept enjoys broad support worldwide and is being promoted by a global coalition called the MCG Initiative (MCGI). A bottom‐up approach has already been started by many pioneering individuals, communities, organizations, firms, cities, regions and nations. They prefer not to wait for broad multilateral agreements and are acting now, to voluntarily pursue their own specific MCGs. A parallel top‐down path is being pursued through mandatory agreements at the United Nations/international level, starting with the Rio+20 Earth Summit and beyond. The MCGs fit in with other major UN initiatives like Agenda 21, the MDGs, green economy, SCP and the Sustainable Development Goals.  相似文献

A resource depletion index can serve as a quantitative tool to evaluate the level of depletion for natural resources. This study introduces two types of resource depletion indices, the global resource depletion index and the local resource depletion index. Global resource depletion index mainly concerns global reserves and the annual consumption rate of these resources. The local resource depletion index not only considers global reserves and their annual consumption rate, but also considers the local factors such as local reserves, local recycling rates, and local resource import characteristics. This study considers the local resource characteristics of Taiwan and develops calculations for local resource depletion indexes for the resources of cobalt, molybdenum, tungsten, copper, aluminum, lead and zinc.  相似文献

This paper highlights current trends in consumption and production patterns in Asian developing countries and emerging economies. It describes the main challenges and opportunities for Asian countries making the transition towards sustainable consumption and production patterns. The main challenge for Asian economies is to address the unsustainable consumption patterns of urban consumers, which entails a policy shift from the current focus on pollution and inefficient industrial production. In view of future consumption trends and the global convergence of consumption patterns, the characteristics of the emerging 'global consumer class' are examined, with particular focus on urban ecological footprints and carbon emissions. Furthermore, the difference between urban and rural consumption is discussed, together with opportunities for low-carbon urban development in the megacities of Asian developing countries. To conclude, the paper presents an overview of current policy measures taken in Asian countries to green economic development and realise sustainable consumption and production patterns.  相似文献

Abstract

This paper addresses the relevance of the demand side for the achievement of sustainable transport in urban areas. The underlying thesis is that a better understanding of user habits, perceptions and attitudes with its specific dynamics is essential for a successful design of targeted transport policies. In line with this, the paper at hand is based on research that aims at improving the knowledge of urban-transport-related habits and attitudes of young adults. The results of three interview meetings that were held in Karlsruhe, Budapest, and Copenhagen with participants aged between 20 and 30 are presented. Background of the interviews is a range of studies that indicate that young people in urban areas seem to be less interested in cars than the generation before. And indeed, the interview meetings reveal that participants had a rather pragmatic attitude towards transport modes. They wished a transport system that is flexible, convenient and cheap. Despite many differences, most participants showed rather positive attitudes towards policies supporting alternatives to car-based transport. However, it will be crucial for policy shaping to what extent the observed behaviour patterns and attitudes will persist over time.  相似文献

Recycling materials have always some degree of contamination. The presence of contaminations in the recycling streams causes a shift in the original composition of the materials to recycle. As a consequence, their quality may decrease with each recycling step. Additionally, lower quality resources are produced from resource streams that had initially a higher quality. These quality losses cannot be measured by mass balances, as the quality degradation cannot be translated by mass measures alone. To account all losses caused by recycling contaminations, all downstream recycling processes required to bring the materials back to the resource cycles must be included. This article describes a method to calculate the exergy content and exergy losses of metal solutions during recovery and recycling. The losses attributed to recycling, namely the material losses, the contamination losses with other metals, and the consequent need for dilution can be used as indicators of the quality loss of materials and of the efficiency of resource use in product systems. Therefore, exergy is proposed here as a measure of the efficiency of resources use.  相似文献
