Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration.  相似文献

Construction and demolition (C&D) waste, being already the largest waste fraction in industrialized countries, is expected to increase in the future. C&D waste recycling has been considered to be a valuable option not only for minimizing C&D waste streams to landfills but also for mitigating primary mineral resource depletion. Even though the use of recycled mineral construction materials (RMCM) is regulated and successful application examples are available, construction stakeholders do not yet broadly apply them. Although various criteria hindering a transition towards a broader application of RMCM have been identified, it is yet unknown how these criteria differ among decisions, stakeholders and applications. We therefore analyze construction stakeholders’ behavior, and decision-making regarding RMCM for the construction material market in Switzerland. Stakeholders’ decision-making was quantified with the analytical hierarchy process (AHP) in a survey in combination with their behavior. The results demonstrate the importance of stakeholder interaction, i.e. most stakeholders decide which material to apply based on interaction with other stakeholders e.g., recommendations and specifications. However, the initial general specification by awarding authorities that construction should be sustainable has little relevance to the subsequent material decisions. On the contrary the role of the recommendation of engineers, have a high impact on the subsequent decisions by the other stakeholders. Results also confirm that RMCM are broadly accepted in civil engineering (CE), whereas in structural engineering (SE) RMCM are still a niche product. The good alignment of the outcome of decision modeling with observed behavior shows the usefulness of analyzing decision-making with AHP.  相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. In this sense, reliable information can help governments and professional associations to set future C&D waste management regulations, training programmes and dissemination tools, inspections, etc.  相似文献

In Tanzania, construction and demolition (C&D) waste is not recycled and knowledge on how it can be recycled especially into valuable products like building materials are still limited. This study aimed at investigating the possibility of recycling the C&D waste (mainly cementitious rubble) into building material in Tanzania. The building materials produced from C&D waste was concrete blocks. The concrete blocks were required to have a load bearing capacity that meets the building material standards and specifications. Eight C&D waste samples were collected from C&D building sites, transported to the recycling site, crushed, and screened (sieved) to get the required recycled aggregates. Natural aggregates were also used as control. The recycled aggregates were tested in the laboratory following the standard methods as specified in Tanzanian standards. The physical, mechanical and chemical characteristics were determined. The physical and mechanical results showed that recycled aggregates were weaker than natural aggregates. However, chemically they were close to natural aggregates and therefore suitable for use in new concrete block production. In the production process, each experiment utilized 100% recycled aggregates for both fine and coarse portions to replace natural aggregates. The Fuller's maximum density theory was used to determine the mix proportions of materials in which a method that specifies concrete mix by system of proportion or ratio was used. The concrete blocks production processes included batching, mixing (that was done manually to get homogeneous material), compacting and moulding by hand machine and curing in water. After 28 days of curing, the concrete blocks were tested in the laboratory on compressive strength, water absorption ratio and density. The results showed that the blocks produced with 100% recycled aggregates were weaker than those with natural aggregates. However, the results also showed that there is a possibility of recycling the C&D waste into building material because 85% of the tested concrete block specimens from recycled aggregates achieved a compressive strength of 7 N/mm2, which is defined as the minimum required load bearing capacity in Tanzania. Therefore, the C&D waste could be a potential resource for building material production for sustainable construction in Tanzania rather than discarding it. Further work should focus on the economic feasibility of production of concrete blocks with recycled aggregates in Tanzania.  相似文献

The increasing construction and demolition (C&D) waste causes both cost inefficiency and environmental pollution. Many countries have developed regulations to minimize C&D waste. Implementation of these regulations requires an understanding of the magnitude and material composition of waste stream. Construction waste generation index is a useful tool for estimating the amount of construction waste and can be used as a benchmark to enhance the sustainable performance of construction industry. This paper presents a model for quantifying waste generation per gross floor area (WGA) based on mass balance principle for building construction in China. WGAs for major types of material are estimated using purchased amount of major materials and their material waste rate (MWR). The WGA for minor quantities of materials is estimated together as a percentage of total construction waste. The model is applied to a newly constructed residential building in Shenzhen city of South China. The WGA of this project is 40.7 kg/m2, and concrete waste is the largest contributor to the index. Comparisons with transportation records in site, empirical index in China and data in other economies reveal that the proposed model is valid and practical. The proposed model can be used to setup a benchmark WGA for Chinese construction industry by carrying out large-scale investigations in the future.  相似文献

This study presents the results of a comparative life cycle assessment (LCA) on the energy requirements and greenhouse gas (GHG) emission implications of recycling construction and demolition (C&D) rubble and container glass in Cape Town, South Africa. Cape Town is a medium sized city in a developing country with a growing population and a rising middle class, two factors that are resulting in increased generation of solid waste. The City is constrained in terms of landfill space and competing demands for municipal resources.The LCA assessment was based on locally gathered data, supplemented with ecoinvent life cycle inventory data modified to the local context. The results indicated that recycling container glass instead of landfilling can achieve an energy savings of 27% and a GHG emissions savings of 37%, with a net savings still being achieved even if collection practices are varied. The C&D waste results, however, showed net savings only for certain recycling strategies. Recycling C&D waste can avoid up to 90% of the energy and GHG emissions of landfilling when processed and reused onsite but, due to great dependence on haulage distances, a net reduction of energy use and GHG emissions could not be confidently discerned for offsite recycling. It was also found that recycling glass achieves significantly greater savings of energy and emissions than recycling an equivalent mass of C&D waste.The study demonstrated that LCA provides an important tool to inform decisions on supporting recycling activities where resources are limited. It also confirmed other researchers’ observations that strict adherence to the waste management hierarchy will not always result in the best environmental outcome, and that more nuanced analysis is required. The study found that the desirability of recycling from an energy and climate perspective cannot be predicted on the basis of whether such recycling conserves a non-renewable material. However, recycling that replaces a virgin product from an energy-intensive production process appears to be more robustly beneficial than recycling that replaces a product with little embodied energy. Particular caution is needed when applying the waste management hierarchy to the latter situations.  相似文献

Material flows of concrete from construction and demolition (C&D) waste in Taiwan have grown considerably over the last two decades, Hsiao et al. (2001). This increased flow puts pressure on limited national disposal capacity and has indirectly caused ecological damage to domestic riparian zones used as sources of natural aggregate. Using existing statistics and literature sources for C&D waste generation in Taiwan we have developed a dynamic model of domestic material flows of concrete waste and employ statistical analyses to obtain projections of future material flows. Our major findings are: (1) Taiwan’s rate of waste concrete generation in 2001 for the residential and commercial construction industry was approximately 2.4 Million Metric Tons (MMT) per year, averaging 0.11 metric tons of waste concrete generated annually by each Taiwanese; (2) Around the year 2009, the national rate will more than triple to exceed the spike in C&D concrete waste generation that occurred after the Chi Chi earthquake 9/21/99, 8.5 MMT. (3) Aside from pilot-scale development of waste concrete utilization technology, nationwide recycling rates remain negligible. Without resource recovery, the volume of C&D waste generation by 2009 is projected to occupy nearly 7% of all existing and planned domestic landfill capacity. A target is established to raise resource recovery rates for waste concrete to 50% by 2005 and a 100% nationwide recycling rate by 2009.  相似文献

Office building retrofit is a sector being highlighted in Australia because of the mature office building market characterised by a large proportion of ageing properties. The increasing number of office building retrofit projects strengthens the need for waste management. Retrofit projects possess unique characteristics in comparison to traditional demolition and new builds such as partial operation of buildings, constrained site spaces and limited access to as-build information. Waste management activities in retrofit projects can be influenced by issues that are different from traditional construction and demolition projects. However, previous research on building retrofit projects has not provided an understanding of the critical issues affecting waste management.This research identifies the critical factors which influence the management of waste in office building retrofit projects through a literature study and a questionnaire survey to industry practitioners. Statistical analysis on a range of potential waste issues reveals the critical factors, as agreed upon by survey respondents in consideration of their different professional responsibilities and work natures. The factors are grouped into five dimensions, comprising industry culture, organisational support and incentive, existing building information, design, and project delivery process. The discussions of the dimensions indicate that the waste management factors of office building retrofit projects are further intensified compared to those for general demolition and construction because retrofit projects involve existing buildings which are partially operating with constrained work space and limited building information. Recommendations for improving waste management in office building retrofit projects are generalised such as waste planning, auditing and assessment in the planning and designing stage, collaboration and coordination of various stakeholders and different specialists, optimised building surveying and BIM technologies for waste analysis, and new design strategies for waste prevention.  相似文献

This paper describes an application of multiple criteria analysis (MCA) in assessing criteria and indicators adapted for a particular forest management unit. The methods include: ranking, rating, and pairwise comparisons. These methods were used in a participatory decision-making environment where a team representing various stakeholders and professionals used their expert opinions and judgements in assessing different criteria and indicators (C&I) on the one hand, and how suitable and applicable they are to a forest management unit on the other. A forest concession located in Kalimantan, Indonesia, was used as the site for the case study. Results from the study show that the multicriteria methods are effective tools that can be used as structured decision aids to evaluate, prioritize, and select sets of C&I for a particular forest management unit. Ranking and rating approaches can be used as a screening tool to develop an initial list of C&I. Pairwise comparison, on the other hand, can be used as a finer filter to further reduce the list. In addition to using these three MCA methods, the study also examines two commonly used group decision-making techniques, the Delphi method and the nominal group technique. Feedback received from the participants indicates that the methods are transparent, easy to implement, and provide a convenient environment for participatory decision-making.  相似文献

This paper presents a system dynamics computer model to evaluate alternative type of recycling center under different policy and economy environments through comparison on the economic feasibility of recycling centers and ratio of savings to costs in C&D waste management. A case study for the City of Chongqing, China is selected. Simulated results show three key factors can contribute to the economic feasibility of recycling and the ratio of savings to costs in C&D waste management: (a) profit; (b) unit recycling cost; (c) extra revenue from location advantage (It was assumed that the mobile centers can attain extra revenue from the location advantage compared with fixed recycling centers). The sensitive analysis and comparison on ratios between public and private sector indicate that to achieve the optimum ratio of savings to costs, design of recycling centers and selection of governmental instruments are determined by the priority list: (1) low extra revenue from location advantage; (2) low profit; (3) low unit recycling cost. Meanwhile, the fluctuation of the three factors must be prior to achieve economic feasibility of corresponding recycling centers.  相似文献

In Brazil most Construction and Demolition Waste (C&D waste) is not recycled. This situation is expected to change significantly, since new federal regulations oblige municipalities to create and implement sustainable C&D waste management plans which assign an important role to recycling activities. The recycling organizational network and its flows and components are fundamental to C&D waste recycling feasibility. Organizational networks, flows and components involve reverse logistics. Abstract: For a number of years, best management practices (BMPs) have been implemented within the Town Brook watershed as part of a watershed wide effort to reduce phosphorus losses to the New York City water supply reservoirs. Currently, there are no quantitative indications of the effectiveness of these practices at the watershed scale. Additionally, work is needed to evaluate management practice solutions for costs in relation to effectiveness. In this study we develop a methodology for evaluating management solutions to determine the best way(s) to select and place management practices so that pollutant removal targets are met at minimum cost. The study combines phosphorus losses as simulated by the Soil and Water Assessment Tool (SWAT), management practice effectiveness estimates from a predeveloped characterization tool, and practice costs in optimizations using a genetic algorithm. For a user defined target phosphorus removal (60 percent for this study), optimization favors nutrient management plans, crop rotations, contour strip cropping, and riparian forest buffers; the most cost effective scenario achieves a cost effectiveness of 24/kg phosphorus removal per year compared to the 34/kg phosphorus removal per year associated with the current basic implementation scheme. The study suggests that there is a need to evaluate potential solutions prior to implementation and offers a means of generating and evaluating the solutions.  相似文献

Prefabrication has been widely regarded as a sustainable construction method in terms of its impact on environmental protection. One important aspect of this perspective is the influence of prefabrication on construction waste reduction and the subsequent waste handling activities, including waste sorting, reuse, recycle, and disposal. Nevertheless, it would appear that existing research with regard to this topic has failed to take into account its innate dynamic character of the process of construction waste minimization; integrating all essential waste handling activities has never been achieved thus far. This paper proposes a dynamic model for quantitatively evaluating the possible impacts arising from the application of prefabrication technology on construction waste reduction and the subsequent waste handling activities. The resulting model was validated based on an actual building project in Shenzhen, China.The simulation results of the design scenarios indicate that the policy on providing subsidy for each square meter of the prefabrication adopted in the construction would have more significant effect on promoting the use of prefabrication and improving the performance of construction waste reduction compared to the increase of income tax benefits. The results also show that (1) interaction exists among different management measures, and (2) the combined effect of multiple policies is larger than the simple sum of their individual impacts, indicating the need for comprehensive consideration on the combined effect of these potential polices. This paper demonstrates the potential benefits of using a system dynamics approach in understanding the behavior of real-world processes. The developed model not only serves as a practical tool for assessing the impact of off-site prefabrication on construction waste reduction and the corresponding waste handling activities, but also help provide a valuable reference to policy makers through the comparison of simulation results generated under various scenarios such that the best policy mix can be identified prior to production.  相似文献

This study examines the effects of municipal promotion and education (P&E) investments on the recycling rates of recyclables found in Ontario's residential waste stream. Using panel data collected from 223 Ontario municipalities between 2003 and 2012, this study examines whether investments in recycling P&E lead to an increase in household recycling. Investments in recycling promotion and education have been characterized as a policy best practice and is promoted as one of the primary drivers of resource conservation and sustainability in Ontario. Focus is placed on analyzing: (a) the relationship between P&E expenditures and recycling rates in the province, (b) the relationship between municipal recycling rates and P&E investments at different funding levels and (c) the impact of locality on promotion and education efficacy. The results of the statistical regressions indicate that investments in recycling P&E do not increase municipal recycling rates, necessitating a re-evaluation of existing policy and management practices.  相似文献

Medical waste is potentially dangerous since it may contain pathogenic agents. As a result, medical waste management requires that institutions take decisions, and implement a wide range of measures in order to reduce health risks. In this respect, many European countries have enacted legislation and good practice guidelines to define, classify, and treat medical waste. In reference to Spain, even though no specific national law has as yet been passed to regulate medical waste management, 13 of its regional governments have adopted regulations concerning medical waste management to guarantee health and environment protection. This paper presents the results of a study of the regional legislation in Spain. In our research, certain differences were detected regarding the criteria used for sorting, collection, storage, transport, treatment, and disposal practices. It was found that these differences in waste management criteria could have health implications as well as environmental and economic consequences, both inside and outside healthcare installations. The paper also proposes a set of general criteria upon which medical waste management should be based. Effective medical waste management should include the following: (i) a clear definition of medical waste and of the scope of legislation concerning it; (ii) basic principles to promote the reduction of the amount of waste generated at a source; (iii) a homogeneous classification of this waste; (iv) the implementation of environment-friendly waste treatment technologies.  相似文献

The issue of sustainability in the construction industry is very prominent, as the industry often causes adverse impacts on the environment through its use of large amounts of natural resources and by clearing large areas of their natural habitats. After the 1992 Earth Summit in Rio de Janeiro proposed the use of eco-labels to attain sustainable development, the growth and use of eco-labelling schemes have increased significantly. This study focuses on eco-labelling schemes, particularly the Singapore Green Labelling Scheme (SGLS) and the Singapore Green Building Product Certification Scheme (SGBPCS), and their contributions to the Singapore construction industry. The effectiveness of the schemes and of their drivers is determined through the analysis of survey results from two groups of samples (suppliers and architects) and interviews with some of the key stakeholders involved. It can be observed that the both the supplier and architect groups have some knowledge and awareness of eco-labelling schemes in the Singapore context. However, in terms of implementation, both schemes are only moderately effective in advocating the use and production of eco-labelled building products. It was also found that, out of several factors, “environmental rating” appears to be the only one that significantly influences the decision to use eco-labelled schemes. Furthermore, the results show that SGBPCS was not as heavily promoted in the architect group as in the supplier group. The architects perceived the SGBC advertisements to be less convincing than did the suppliers, and therefore they considered the SGBC's measures to promote the use of eco-labelled materials to be less effective. From the empirical results, strategies and measures are proposed for industry stakeholders to enhance the effectiveness of the eco-labelling schemes in the construction industry.  相似文献

The lean production philosophy has been applied in the construction industry to reduce waste and increase efficiency. It is until recently that the lean philosophy has proven to be effective to meet the challenges of sustainable development. Many studies have shown that lean philosophy can be applied in precast concrete factories to lower inventory, reduce waste and increase efficiency. However, the precast concrete installation cycle should not be overlooked following a life cycle perspective. This study adopts a weighted factor model comprising 30 contractors in the Singapore construction industry and a case study. Construction site layout management practices are investigated using the weighted factor model. Strategies to improve the construction site layout are presented in a case study. The results indicated that there are many non-value adding activities in the site layout management practices that contribute to an increase in the carbon emissions level. Little consideration of green building materials, improper specifications of the precast concrete products, lack of an uninterrupted workflow, and inaccurate estimation of seem to be the most important ones. The results provide good practice guidance and can be used as a checklist for contractors to identify the NVA activities in the installation sites to achieve low-carbon installation. The results will also be useful for regulatory agencies to provide recommendations for contractors to improve the installation procedure and reduce carbon emissions.  相似文献

Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO).  相似文献

This paper explains briefly the conceptual framework of an ecosystem-based multiple-use forest management planning focusing on biodiversity conservation and participation. Some results from a case study were documented to realize the implementation of the concept. A strong liaison between the related institutions and major stakeholders and the effective use of Geographic Information System (GIS) and Remote Sensing (RS) are necessary. Effective participation is evident only with the involvement of enthusiastic and skillful stakeholders. A case study of ??neada, Turkey, supported the idea that participation as communication has better possibilities to promote multiple-use forest management than participation as information gathering. Primary challenges relate to the effectiveness of conservation program, availability of coherent biodiversity data, capacity building; awareness, training, and common understanding of biodiversity and protected area concept; coordination among the related institutions and stakeholders; and willingness and enthusiasm of authorities to accept and implement the concept.  相似文献

According to the European regulation regarding waste management (which is reflected in the increasing pressure on municipal waste separation and recycling) the choice of suitable political instruments seems to be crucial. Based on scientific research, the variable charges are considered as an effective choice for the regulation. Unfortunately, scientific research is not followed by a local decision making process within the Czech Republic. One of the reasons discussed in this paper is the economy of variable charges and their influence on administrative costs and total costs of the municipal waste management system. There is no doubt that the effectiveness of variable charges is higher than by fixed fees, but the crucial question for local representatives is not the effectiveness but the economy of charges in the waste management.  相似文献
