Effects of planned expansion of waste incineration in the Swedish district heating systems 总被引:1,自引:0,他引:1
Recent targets for reduced amounts of waste to landfills in Sweden will result in a large increase in waste incineration with recovery of energy, used primarily for district heating. The aim of this study is to investigate what changes in the usage of other fuels and technologies for district heat production would be caused by this increase. A questionnaire was sent out to the largest district heating companies, and simulations in an energy systems model were carried out. The analysis shows that increased waste incineration reduces the demand for other fuels, especially biomass, for district heat production. The effects include reductions in operating hours as well as the avoidance or postponement of investments in new plants for district heat production. Increased waste incineration will also lead to a greater use of district heating in Sweden. 相似文献

Managing municipal solid waste is a pressing environmental and political concern for Canadian municipalities who bear the primary responsibility for waste management (WM). In 2015, Metro Vancouver’s (MV’s) plans to expand their capacity to expand their WM capacity with energy-from-waste technology was abandoned, despite shrinking landfill space and persistent public opposition to new landfills. Using Bulkeley et al.’s [(2005). Governing municipal waste: towards a new analytical framework. Journal of Environmental Policy and Planning, 7(1), 1–23. doi:10.1080/15239080500251700] ‘modes of governing framework’, we analyse MV’s failed attempt to expand their energy-from-waste capacity to better understand the challenges associated with governing WM in Canada. We argue that a history of downloading responsibility for WM to municipalities, regional districts, and industry has fragmented WM governance, posing a challenge for developing new waste infrastructure. We find that this localization of responsibility is incompatible with contemporary WM challenges. The scalar mismatch between waste’s material impacts and the scale at which waste is managed has resulted in co-dependence and conflict between putatively independent municipalities, regional districts, and private companies. This inhibits higher-level WM coordination while the autonomy of individual municipalities is simultaneously undermined. 相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group. 相似文献

This paper analyzes the effect of price uncertainty and irreversible investment on the decision of municipalities to switch from landfill waste disposal to recycling by developing a model to predict recycling adoption behavior and applying it to empirical data. It is shown that uncertainty regarding the price of recycled materials may induce a risk neutral municipality to prefer landfill disposal, even when recycling is less expensive. A model is developed to describe the switching process and estimate its parameters using empirical data from 79 municipalities in Israel. The model is then used to predict municipalities' recycling adoption decisions under various assumptions regarding price uncertainty. The results support the hypothesis that price uncertainty is a major obstacle for recycling. Finally, several options for price stabilization are sketched and it is argued that these policies may be effective in establishing viable recycling markets. 相似文献

Solid waste disposal is becoming a difficult problem for many states. Since 1960, the amount of municipal solid waste (MSW) has been increasing at a rate of 1% per year. More than 75% of the waste is comprised of recyclable materials. Several states have mandated recycling to decrease the volume of waste intended for disposal. Those mandated programs are very popular, but depend on many political, social, and economic factors for success. While Alabama has the manufacturing infrastructure to support a mandated recycling program, no recycling legislation has been promulgated. At this time recycling is only being done on a voluntary basis. A mandatory program with the proper support, education and funding could allow Alabama to recycle much of the 5.2 million tons of waste that are generated within its borders each year. 相似文献

How an economically affordable, environmentally effective and socially acceptable municipal solid waste management system can be developed is currently unclear. Considerable research has been carried out on the practical aspects of municipal waste management (i.e. transport, treatment and disposal) and how citizens feel about source separation, recycling, incineration and landfill but the perspective of the waste manager within the context of long term planning is often ignored. In this study, waste managers from 11 different leading-edge European municipal solid waste programs in nine different countries were interviewed. The economic, social, political, environmental, legal and technical factors of their specific programs were explored and analyzed. The transition of municipal solid waste management to urban resources management was observed and key ‘system drivers’ for more sustainable waste management practices were identified. A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented. 相似文献

In developing countries, the recycling of municipal solid waste (MSW) as an alternative to the traditional MSW management requires an economic sustainability valuation. From this perspective, the estimation of demand for recycling is crucial. In this paper, we study the case of recycling MSW in Santiago, Chile. We estimate the relation between the monthly amount of MSW separated voluntarily from apartments located in Santiago and the monthly price required to participate in a municipal recycling program. We consider the transference of the municipal cost savings to the owners of the apartments due to the amount of MSW separated for recycling, which is not collected and deposited in the current MSW system. For the estimation, we use concepts from environmental economics and psychology, analyzing the operation and municipal costs incurred by current MSW management and designing and applying a survey based on a contingent valuation method (CVM) approach. The results indicate that the percentage of MSW separated for recycling varies between a 27.98% and 33.18%, that only four MSW types are affected by a variation of the monthly price, and that a reduction of monthly collection trips in the current MSW system from 24 to 18 can be obtained. Additionally, we discuss a number of methodological aspects to be considered in a similar study of valuation of recycling in developing countries. Mechanical and Biological Treatment (MBT) is an important strategy to manage Municipal Solid Waste (MSW) in Europe. The presence of recyclable materials on MSW depends on different factors such as inefficiencies in the Municipal Solid Waste collecting schemes and to the low level of citizenship environmental education. Among other products, MBT plants produce a residual fraction, named here as heavy residual fraction, that contains a significant amount of packaging glass which in Portugal is currently landfilled. This material is not recycled because it is heavily contaminated with other materials, preventing its processing in Material Recovery Facilities (MRF).In this paper the characterization, including particle size and composition, of the residual fraction of six Portuguese MBT plants is presented. The relevant variables that determine the heavy residual fraction characteristics were identified. It was observed that the MBTr particle size distribution is different and depends mainly on the place on the flowsheet where the MBTr exits the process, which is determined by the type of biological process and by the aperture of the last screen where the product passes through. The content in glass varies from 33 to 83%. These values are mainly related with the upstream glass sorting and with the efficiency of the recovery of the organic fraction which is the glass main contaminant. The second main contaminant is “stones”.The quantity of glass contained in this product in all the plants that will be in operation in Portugal in 2014 was estimated. The work shows that if all the 48,000 of glass could be recovered the Portuguese recycling rate would increase by 4.4%. 相似文献

It has traditionally been argued that recycling municipal solid waste (MSW) is usually not economically viable and that only
when externalities, long-term dynamic considerations, and/or the entire product life cycle are taken into account, recycling
becomes worthwhile from a social point of view. This article explores the results of a wide study conducted in Israel in the
years 2000–2004. Our results reveal that recycling is optimal more often than usually claimed, even when externality considerations
are ignored.
The study is unique in the tools it uses to explore the efficiency of recycling: a computer-based simulation applied to an
extensive database. We developed a simulation for assessing the costs of handling and treating MSW under different waste-management
systems and used this simulation to explore possible cost reductions obtained by designating some of the waste (otherwise
sent to landfill) to recycling. We ran the simulation on data from 79 municipalities in Israel that produce over 60% of MSW
in Israel. For each municipality, we were able to arrive at an optimal method of waste management and compare the costs associated
with 100% landfilling to the costs born by the municipality when some of the waste is recycled. Our results indicate that
for 51% of the municipalities, it would be efficient to adopt recycling, even without accounting for externality costs. We
found that by adopting recycling, municipalities would be able to reduce direct costs by an average of 11%.
Through interviews conducted with representatives of municipalities, we were also able to identify obstacles to the utilization
of recycling, answering in part the question of why actual recycling levels in Israel are lower than our model predicts they

One of the most challenging issues in the field of sustainable design is that of limiting the environmental impact of structural systems, as they contribute significantly to raw material consumption, global carbon emissions and solid waste production. This paper addresses the approach of the reuse of steel structure without melting which allows for savings in steel mass and the reduction of waste amounts offering moreover an opportunity to avoid environmental burdens related to the recycling process. Recent studies have stressed the technical feasibility of this strategy, which appears particularly effective in those countries in which a building's life is rather short, such as in Japan and US, though its application encounters more difficulties in most European countries, owing to longer building use. Besides stressing the architectural and structural feasibility of the above-mentioned strategy, this research work aims to quantify the mass savings that are achievable in this manner by presenting a real case study set in Italy. It consists in a railway station, which has been designed keeping in mind the partial employment of structural elements recovered from an old industrial building that is no longer in use. To estimate the amount of steel saved, two different structural models for the designed building have been carried out and compared. In the first one, the structure has been designed on the assumption of the reusing of recovered structural elements; in the second one, the same structure has been designed considering the use of new elements only. The final result of the analysis shows that steel reuse allowed for savings of up to 30% of steel. 相似文献

Curbside collection of recyclable material can be expensive because the inherent costs of curbside collection are high, but also because amounts collected per residence are small compared to the total waste stream, and extra activity may be required, such as sorting. In this paper a simulation model is used to investigate the effect of collection method and route characteristics on route time. The simulation models presented calculate set-out amount based on route characteristics, set-out rate (SOR), and participation rate (PR). Route times are estimated for various conditions: constant SOR, constant PR, and constant set-out amount. Furthermore, a method for using route time to estimate vehicle and labor needs is presented, and used to estimate economic costs for one and two-person crew collection methods for the three simulation conditions mentioned above. The two-person crew is found to cost less than the one-person crew, for most simulated conditions. 相似文献

Life cycle assessment (LCA) can be successfully applied to municipal solid waste (MSW) management systems to identify the overall environmental burdens and to assess the potential environmental impacts. In this study, two methods used for current MSW management in Phuket, a province of Thailand, landfilling (without energy recovery) and incineration (with energy recovery), are compared from both energy consumption and greenhouse gas emission points of view. The comparisons are based on a direct activity consideration and also a life cycle perspective. In both cases as well as for both parameters considered, incineration was found to be superior to landfilling. However, the performance of incineration was much better when a life cycle perspective was used. Also, landfilling reversed to be superior to incineration when methane recovery and electricity production were introduced. This study reveals that a complete picture of the environmental performance of MSW management systems is provided by using a life cycle perspective. 相似文献

In the US, household electronic waste collected for recycling is primarily by voluntary drop-off at designated collection facilities. This study examines the influence of specific collection facility attributes (recycling fees charged, number of days open, and driving distance) on the household collection rate of e-waste in the US state of Maine. Data were collected for household computer monitor and television collection for 92 municipal waste transfer facilities representing 30% of the state's population for one year. Results suggest that recycling fees are negatively correlated with the number of televisions and computer monitors collected; furthermore, the more frequently facilities were open, the more televisions and computer monitors were collected per capita. The distance from the facility had no correlation, which prompted an analysis of whether the existence of a curbside collection system in the municipality was influential. Results show a negative correlation between computer monitor and television collection and a municipality having recycling (but not e-waste) curbside collection. Based on the results of this study, policymakers may be able to increase the collection rate of household e-waste by eliminating or lowering recycling fees, expanding collection days and hours to increase convenience, and/or considering curbside collection of e-waste. 相似文献

Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective. 相似文献

Landfill disposal and waste-to-energy (WTE) incineration remain the two principal options for managing municipal solid waste (MSW). One critical determinant of the acceptability of these options is the different health risks associated with each. In this analysis relying on published data and exposure modeling, we have performed health risk assessments for landfill disposal versus WTE treatment options for the management of New York City's MSW. These are based on the realistic scenario of using a waste transfer station (WTS) in Brooklyn and then transporting the untreated MSW by truck to a landfill in Pennsylvania or using a WTE facility in Brooklyn and then transporting the resultant ash by truck to a landfill in Pennsylvania. The overall results indicate that the individual cancer risks for both options would be considered generally acceptable, although the risk from landfilling is approximately 5 times greater than from WTE treatment; the individual non-cancer health risks for both options would be considered generally unacceptable, although once again the risk from landfilling is approximately 5 times greater than from WTE treatment. If one considers only the population in Brooklyn that would be directly affected by the siting of either a WTS or a WTE facility in their immediate neighborhood, individual cancer and non-cancer health risks for both options would be considered generally acceptable, but risks for the former remain considerably higher than for the latter. These results should be considered preliminary due to several limitations of this study such as: consideration of risks only from inhalation exposures; assumption that only volume and not composition of the waste stream is altered by WTE treatment; reliance on data from the literature rather than actual measurements of the sites considered, assuming comparability of the sites. However, the results of studies such as this, in conjunction with ecological, socioeconomic and equity considerations, should prove useful to environmental managers, regulators, policy makers, community representatives and other stakeholders in making sound and acceptable decisions regarding the optimal handling of MSW. 相似文献

Waste reduction was recognised as the main goal of waste management policy in the EU in the 1990s. Although knowledge of past waste generation is essential for effective waste reduction policy there are no comprehensive statistics on the past development of municipal solid waste (MSW) production. MSW management is currently under turmoil in many EU countries as the requirements of the EC landfill directive (1999/31/EC) are set into force. In this study, the production and composition of MSW in Finland between 1960 and 2002 is presented using historical data. The impact of population, affluence and technology on MSW production are analysed using the IPAT equation and three scenarios are constructed until year 2020. The results are compared with national future targets on MSW production. Production of MSW increased in Finland until 1990, declined to year 1997, increased to 2000 and then declined again. The share of organic and plastic waste increased over the study period while the share of paper and cardboard declined. The results suggest that so far national targets on MSW reduction have been set fairly low. Moreover, our scenarios depict a wide range of future MSW production, even though the time horizon is not longer than 15 years into the future. In order to narrow this range, continuous improvement of the statistics of MSW is essential. 相似文献
