This paper examines the present value of the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, in view of discussions on neutrality and the Western bias of the humanitarian aid system, and assesses how it can retain its relevance in future. The Code of Conduct was launched just after the Rwanda genocide of April 1994. A decade later, the crises in Afghanistan and Iraq have sparked renewed interest in humanitarian principles and in whether the code can serve as an instrument to define humanitarianism and guide humanitarian decision-making and coordination. More than 300 organisations have now subscribed to it. This paper is based on the findings of a survey of code signatories and the outcomes of a conference on the value and future of the code, held in The Hague, Netherlands, in September 2004 to mark its tenth anniversary.  相似文献

Disaster education outcomes are highly dependent on the political context of that education. Based on a rich, in‐depth case study of the creation of community monitors in a landslide and flood‐prone city in southeast Brazil, this paper demonstrates how developmental and political environments add much additional nuance to existing theories of behaviourist and transformative education for disaster preparedness and mitigation. Beyond identifying the benefits of education, it argues that disaster risk reduction outcomes are reliant on governance frameworks that alter over time. The study reveals the political complexity associated with programme implementation and cites the perspectives of a number of participants. Disaster education is shown to be the necessary yet underappreciated twin of the militarised and technical approaches that dominate disaster response in Brazil. Understated, however, is education's situatedness: how it can become an arena of conflict between government and civil actors over matters of state and society in increasingly hazardous urbanisation settings in Latin America.  相似文献

This paper contributes to the evidence on the effectiveness of shock-responsive social protection systems in helping affected households recover from the negative consequences of disasters. It evaluates the influence of the top-up cash transfers provided by the Government of Fiji to poor households in the wake of Tropical Cyclone Winston, which struck the Pacific Island country on 20 February 2016. The impact evaluation strategy incorporates a sharp regression discontinuity design to define treatment and control groups, based on the eligibility threshold of the poverty benefit scheme. The results indicate that treatment households—that is, those that received cash transfers—are significantly more likely to report quicker recovery from various shocks. Female-headed households are more likely to recover from the ramifications, whereas households with older heads are less likely to do so. The presence of a functioning market appears to be a major factor aiding the speed of recovery. Finally, the evidence points towards strong district effects on recovery.  相似文献

With the absence of information about how to assess the nutritional status and vulnerability of older people, HelpAge International joined forces with the London School of Hygiene and Tropical Medicine in the early 1990's to launch a research programme. Seven years later some of the basic questions can now be answered but there remains much more to do. Although older people are increasingly acknowledged as a vulnerable group in emergencies, NGO responses often fail to meet their needs. The question is whether there are real difficulties in service adaptation or whether ageism is one of the greatest barriers to the provision of appropriate services for older people.  相似文献

Being an archipelagic nation, the Philippines is susceptible and vulnerable to the ill-effects of weather-related hazards. Extreme weather events, which include tropical cyclones, monsoon rains and dry spells, have triggered hazards (such as floods and landslides) that have turned into disasters. Financial resources that were meant for development and social services have had to be diverted in response, addressing the destruction caused by calamities that beset different regions of the country. Changing climatic patterns and weather-related occurrences over the past five years (2004-08) may serve as an indicator of what climate change will mean for the country. Early recognition of this possibility and the implementation of appropriate action and measures, through disaster risk management, are important if loss of life and property is to be minimised, if not totally eradicated. This is a matter of urgent concern given the geographical location and geological characteristics of the Philippines.  相似文献

Food insecurity continues to be prevalent in parts of Africa. In December 2015, there were approximately 21.6 million food insecure people in the Horn and East Africa. Climate change is likely to exacerbate current volatility of agricultural production and lead to further food insecurity. Whilst the academic literature has acknowledged the complexity of food insecurity and systems, it is not clear to what extent this has been translated into practice. We argue that there is a tendency to explain complex failures of food systems as ‘droughts’, with insufficient attention paid to other drivers. We analyse humanitarian documents and climate outlook statements in Ethiopia, Kenya and Somalia and assess how these are reflected in the humanitarian responses to food insecurity in the region by analysing the financing of humanitarian operations. Our findings indicate that the continued evolution in understanding the complex causes of food insecurity and attempts to move away from emergency relief to a more sophisticated approach has not translated into an observable change in humanitarian responses. The reasons behind this persistence of short-term relief, which is being justified with reference to climatic factors, mainly drought, would warrant further research into the decision-making process that triggers humanitarian responses.

Disaster researchers have long analysed disruption to affected residents' ontological security, often represented by routines and familiar landmarks. Surprisingly little of this work, though, assesses who is most likely to experience feelings of disruption. Using a representative set of survey data, complemented by follow-up interview data from 40 residents affected by the Southern Alberta Flood of June 2013, this paper explores how demographic characteristics, such as gender and place attachment, impact on residents' sense of disruption and loss. The findings indicate that women and people with stronger emotional and social ties to their neighbourhoods are most likely to experience disrupted ontological security; home flooding and evacuation orders are also significant predictors. The qualitative interview data reveal that many participants felt unsettled and disrupted by myriad factors, such as ongoing construction, which prevented them from establishing a ‘new normal’. The paper concludes by discussing the implications of these findings for policymakers and service providers.  相似文献

Earthquakes are insured in high-risk high-income countries only if the public sector is involved. Prototypical examples are the insurance schemes in California (United States), Japan, and New Zealand, but each is structured differently. This paper examines these variations using a concrete case study: the sequence of earthquakes in Christchurch, New Zealand, in 2010–11—the most heavily insured seismic event in history. It assesses what would have been the outcome had the Christchurch insurance system been different, focusing on the California Earthquake Authority (CEA) programme and Japan Earthquake Reinsurance (JER). Overall, the aggregate cost of the earthquake to the New Zealand public insurer (Earthquake Commission) was USD 6.2 billion. If a similar-sized disaster had occurred in Japan and California, homeowners would have received around USD 1.6 billion and USD 0.7 billion, respectively. This paper describes the distributive and spatial patterns of these scenarios and discusses some key policy questions that emerge from this comparison.  相似文献

It is now part of received wisdom that humanitarian assistance in conflict and post-conflict situations may be ineffective or even counterproductive in the absence of an informed understanding of the broader political context in which so-called 'complex political emergencies' (CPEs) occur. Though recognising that specific cases have to be understood in their own terms, this article offers a framework for incorporating political analysis in policy design. It is based on a programme of research on a number of countries in Africa and Asia over the last four years. It argues that the starting-point should be an analysis of crises of authority within contemporary nation-states which convert conflict (a feature of all political systems) into violent conflict; of how such conflict may in turn generate more problems for, or even destroy, the state; of the deep-rooted political, institutional and developmental legacies of political violence; and of the difficulties that complicate the restoration of legitimate and effective systems of governance after the 'termination' of conflict. It then lists a series of questions which such an analysis would need to ask--less in order to provide a comprehensive check-list than to uncover underlying political processes and links. It is hoped these may be used not only to understand the political dynamics of emergencies, but also to identify what kinds of policy action should and should not be given priority by practitioners.  相似文献

This paper examines local perceptions of two international humanitarian organisations, the International Rescue Committee (IRC) and Malteser International, in the eastern Democratic Republic of the Congo (DRC) (formerly known as Zaire). At times, the self‐perception of these organisations differs considerably from the perceptions of local beneficiaries and stakeholders. This study begins by reviewing the current status of research on local perceptions of externally‐introduced humanitarian action. It goes on to discuss the local perceptions of the IRC and Malteser International, as well as the origins of these perceptions, and to show that three different narratives are used by local actors to explain their different perceptions. The paper ends with an examination of the factors that help to account for the differences in perceptions and of the implications of this type of research for humanitarian principles and management, as well as for the study of local perceptions.  相似文献

Between 14 November and 4 December 2004, four successive tropical depressions and typhoons lashed the Eastern coast of Luzon in the Philippines. Heavy rainfall triggered massive landslides and devastating flash floods, which brought tremendous damage and killed more than 1600 people. Immediately after the disaster, there was a media and political consensus to incrimate ‘extraordinary’ natural phenomena and widespread deforestation as responsible for the catastrophe. We argue that the tragedy that befell the municipalities of General Nakar, Infanta and Real, among other devastated areas, is enmeshed in a deeper tangle of causal factors that are political, socio-economic and demographic in nature. These factors include unmanaged population growth, difficult access to land and resources, corruption within the government, and power of the elite.  相似文献

The matter of boat migrants crossing the Mediterranean Sea, seeking to reach Europe, is interchangeably defined as a ‘security issue', requiring stricter border controls, and as a humanitarian issue with corresponding rescue and protection requirements. This paper seeks to understand what role various surveillance technologies, such as radar, satellites, and unmanned aerial vehicles, can play in this respect (legally and technically), in comparison to the role that they are assigned (that is, political expectations). To unravel what surveillance technologies can and cannot do vis‐à‐vis the aims of control and rescue, there is a need to comprehend what information can be collected and what information is needed to fulfil these objectives. The paper contends that there is a mismatch between the information sought to ‘control’ borders, but which cannot be gathered effectively by or processed using surveillance technologies, and the valuable information needed to perform rescue operations, which these surveillance technologies can supply.  相似文献

The 1985–88 famine amongst the Dinka is described and shown to have been rooted in the long term exploitation of the south by northern Sudanese and international interests. This process of exploitation served, and continues to serve, important functions for particular groups. Some of the ways in which the 1985–88 famine was functional – for the central government, the army and merchants – are outlined and the implications for relief operations considered. It is argued that international donors had considerable "room for manoeuvre" which they could have used to adopt more effective policies. This research tries to reach an understanding of the well-being of female-headed household members through a comparison to male-headed household members in the collectives of the Suleimaniyah governorate in Iraqi Kurdistan. Research was undertaken in five collectives in Suleimaniyah during the summer of 1998. The research contributes to the current gender and development debates which are concerned with improving the understanding of the specific gendered forms of disadvantage faced by female-headed households rather than assuming the universal poverty of this group. An understanding of well-being is approached through a broad conceptualisation of vulnerability in preference to a narrow poverty definition. That the findings of this research are complex attests to the multi-dimensional and mutually constitutive gendered experiences of vulnerability. The definitive conclusion to emerge from this research is a refuting of the rhetoric-fuelled stereotype that households headed by women are at a disadvantage in all the dimensions of vulnerability in comparison to households headed by men. The research also establishes the methodological necessity of examining intra-household distributive mechanisms that determine individuals' well-being.  相似文献

This paper examines the recent growth of the opium economy in north-eastern Afghanistan. A detailed analysis of one village in Badakshan Province reveals profound changes in the local economy and social institutions. The paper describes two major shifts in the local economy: first, the switch from wheat to poppy cultivation; and second, the shift from the livestock trade to the opium trade. It then examines the underlying causes and impacts of the opium economy on social relations in the village. Although a case study of a community living on the margins of the global economy, it is argued that these changes have important implications for international policymakers. The emergence of the opium economy in north-eastern Afghanistan is symptomatic of new and expanding forms of trans-border trade associated with the restructuring of the global political economy.  相似文献
