Through their powers to regulate land use and their responsibilities for public water supply, local governments are critical players in groundwater protection. Unfortunately, the demands of groundwater protection are high, and many local governments do not have the ability or capacity to develop and implement appropriate management strategies. This paper analyzes groundwater protection experiences on Long Island, New York, a place where groundwater dependence is high, and threats to groundwater are serious. Long Island's experiences highlight the need to approach capacity building for groundwater protection broadly, concentrating on factors such as political commitment and citizen support; enhancement of local technical competency through linkages and support from state and federal governments; and strengthening of institutional arrangements at all levels.  相似文献

Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda.  相似文献

Drought is a complex, slow–onset phenomenon that affects more people than any other natural hazard and results in serious economic, social, and environmental impacts. Although drought affects virtually all climatic regimes and has significant consequences in both developed and developing countries, its impacts are especially serious in developing countries where dryland agriculture predominates. The impacts of drought are often an indicator of unsustainable land and water management practices, and drought assistance or relief provided by governments and donors encourages land managers and others to continue these practices. This often results in a greater dependence on government and a decline in self–reliance. Moving from crisis to risk management will require the adoption of a new paradigm for land managers, governments, international and regional development organizations, and non–governmental organizations. This approach emphasizes preparedness, mitigation, and improved early warning systems (EWS) over emergency response and assistance measures. Article 10 of the Convention to Combat Desertification states that national action programmes should be established to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. In the past 10 years, there has been considerable recognition by governments of the need to develop drought preparedness plans and policies to reduce the impacts of drought. Unfortunately, progress in drought preparedness during the last decade has been slow because most nations lack the institutional capacity and human and financial resources necessary to develop comprehensive drought plans and policies. Recent commitments by governments and international organizations and new drought monitoring technologies and planning and mitigation methodologies are cause for optimism. The challenge is the implementation of these new technologies and methodologies. It is critical for governments that possess this experience to share it with others through regional and global networks. One way to accomplish this goal is to create a network of regional networks on drought preparedness to expedite the adoption of drought preparedness tools to lessen the hardships associated with severe and extended drought episodes.  相似文献

ABSTRACT: Severe drought is a recurring problem for the United States, as illustrated by widespread economic, social, and environmental impacts. Recent drought episodes and the widespread drought conditions in 1996, 1998, and 1999 emphasized this vulnerability and the need for a more proactive, risk management approach to drought management that would place greater emphasis on preparedness planning and mitigation actions. Drought planning has become a principal tool of states and other levels of government to improve their response to droughts. For example, since 1982, the number of states with drought plans has increased from 3 to 29. Many local governments have also adopted drought or water shortage plans. Unfortunately, most state drought plans were established during the 1980s and early 1990s and emphasize emergency response or crisis management rather than risk management. This paper presents a substantive revision of a 10‐step drought planning process that has been applied widely in the United States and elsewhere. The revised planning process places more weight on risk assessment and the development and implementation of mitigation actions and programs. The goal of this paper is to encourage states to adopt this planning process in the revision of existing drought plans or, for states without plans, in the development of new plans.  相似文献

In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level.  相似文献

ABSTRACT Methods of institutional coordination derived from the applied behavioral sciences have been useful in determining the policy planning, and implementation responsibilities that must be shared between local governments, watershed districts, and a regional planning body in the Minneapolis-St. Paul Metropolitan Area. The confines of the traditional behavioral science models of organizations and institutional change processes, and the realities of administrative systems imbedded in political processes at both the local and state levels, have created conflicts between regional planners, watershed district staff and consultants, and municipal administrators. A conceptual framework based on work by Selznick on institutions was applied to two watershed districts, and the results evaluated for other research purposes as well as policy development for the 1973 Minnesota legislative session.  相似文献

The emergence of problems such as nitrate pollution has drawn attention to the need for integrated management of land and water resources. Integrated management approaches require appropriate institutional arrangements. Unfortunately, in many countries, land and water resources are managed on a sectoral basis and institutions were not designed to deal with complex environmental problems. Institutional arrangements for management of nitrate pollution are evaluated on the basis of seven criteria. Results indicate that some progress was made after 1985 regarding inter-agency co-ordination, public participation, the mix of strategies and adaptive capacity. Nevertheless, key substantive issues involving equity, efficiency and effectiveness were not adequately resolved. Policy referral, catchment management planning, bargaining and negotiation are recommended as key processes and mechanisms for improved management of the nitrate problem.  相似文献

Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices.  相似文献

Improving the efficiency of water allocation has long been recognised as a key problem for the water resources management decision-makers. However, assessing the efficacy of management decision is difficult due to the complexity and interconnectivity of water resource systems. For this reason, it is vital that robust modelling approaches are employed to deal with the feedback loops inherent in the water resource systems. Whilst many studies have applied modelling to various aspects of water resource management, little attention has been given to innovations in modelling approaches to deal with the modelling challenges associated with improving decision-making. The aim of this study is to apply a System Dynamics modelling approach to improve the efficiency of water allocation incorporating a myriad of irrigation system constraints. The system dynamic approach allows the different system components to be organised as a collection of discrete objects that incorporate data, structure and function to generate complex system behaviour. Through the application of a system dynamic approach, a robust model (named the Economical Reallocating Water Model (ERWM)) was developed which was used to examine the options of re-allocating water resources that minimize the water cost all over an irrigated agricultural area. The EWRM incorporated a wide range of complexities likely to be encountered in water resource management: surface and ground water sources, water trading between sources, system constraint such as maximum ground water pumping, rates, maximum possible trading volumes and differential water resource prices. Two hypothetical systems have been presented here as an example. The results show that the System Dynamics approach has a significant advantages in estimating and assessing the outcomes of alternative water management strategies through time and space.  相似文献

Reflecting a worldwide trend of devolution of power and responsibilities to local authorities, metropolitan local governments in Australia now have a role in protecting and managing native vegetation (bushland). Reporting on questionnaire and interview results for Sydney, Melbourne, Perth, and Adelaide, this research examines the main disturbances in local government bushlands, local governments efforts in bushland conservation, and universality of issues and responses among the cities and between urban and urban–rural local authorities. A number of disturbances in bushlands are common among the cities, with weeds, development impacts, and urban run off perceived to be the most threatening. Management efforts focus on weed control, whereas other main disturbances are receiving less attention. Community involvement in management is prevalent, although regional coordination among local governments is limited. Local governments are willing to be involved in biodiversity conservation and their capacity would be enhanced with increased funding, staffing, and regional coordination.Published online Note: This version was published online in June 2005 with the cover date of August 2004.  相似文献

The responsibility and cost for watershed protection has progressively devolved to local governments, resulting in additional negative externalities and financing challenges. Watershed governance structures have formed at the scale of the watershed, but they often lack the financing mechanisms needed to achieve policy goals. Financing mechanisms via local governments provide a reliable source of revenue and the flexibility to address watershed specific issues. We develop a “revenueshed” approach to access the initial challenges local governments face when seeking to finance trans‐jurisdictional watershed governance. The revenueshed approach engages local governments into discussion and implementation of financial strategies for collaborative watershed governance. Legislation places water quality regulations primarily on local governments inside the watershed. The revenueshed approach extends the financial and stewardship discussion to include local governments outside the watershed that benefit from the watershed. We applied the revenueshed approach to the Mills River and Upper Neuse watersheds in North Carolina. Mills River had a partnership governance seeking revenue for specific projects, whereas the Upper Neuse sought long‐term financial stability to meet new water quality legislation.  相似文献

Adaptation planning for sea level rise: a study of US coastal cities   总被引:2,自引:0,他引:2  
Sea level rise (SLR) is expected, even without greenhouse gas emissions. As SLR is inevitable, adapting to its impacts has received increasing attention, and local governments are the key actors in this emerging agenda. This study indicates that adaptation planning for SLR should be integrated into two local major planning mechanisms in the United States: the local comprehensive plans and hazard mitigation plans. By evaluating 36 plans from 15 US coastal cities that are considered at high risk and vulnerable to rising sea levels, the results demonstrate that SLR is widely identified, but the overall quality of the plans to address it requires significant improvement. A detailed table of selected plans' characteristics is also provided as a lens on how localities tackle this challenging issue. The paper concludes with planning suggestions for coastal communities to better adapt to SLR.  相似文献

ABSTRACT: Thames Water is one of ten regional Water Authorities established in 1974 to manage all water services in England and Wales. This paper looks back at water reorganization and reviews the achievements and highlights of the last three years. Constitutionally, Water authorities are a combination of a nationalized industry and local authority. This has advantages and disadvantages. Freedom of action, particularly in financial matters, is constrained by Government and official agencies. A severe pollution of the upper Thames and the drought of 1976 tested Thames Water's ability to deal with emergencies. Thames Water does not have an operational monopoly. Private Water Companies supply one third of the water demand and local authorities manage nearly all the sewers. But Thames Water's control over planning and investment ensures that the river basin is managed in a coordinated fashion. Tariff structure changes have led the Authority to bill all its consumers direct. The Thames is a small but intensively used river and vigilance is needed to maintain water quality. Thames Water is proud of the restoration of the tidal Thames from a typical grossly polluted metropolitan estuary to its present excellent condition. The British Government intends to establish a national water industry strategic planning organization but at the same time they affirm that there can be no departure from the principle of integrated river basin management.  相似文献

The environmental planning and management of the Assarawat highlands of south-western Saudi Arabia are currently confronted by difficult problems. Deforestation is caused either by natural or intentional forces. Natural factors are limited to lightning fire and drought, while intentional forces include vandalism caused by the burning or cutting of preserved forests. Such vandalism continues despite the tremendous efforts of afforestation and preservation by several government agencies, especially the Ministry of Agriculture and Water, the National Commission for Wildlife Conservation and Development and by the municipalities of the cities and towns in the region. For centuries, local inhabitants of the Assarawat highlands have successfully established environmental planning and management strategies which balanced the settlements' growth and natural resource uses according to Islamic laws, and the tribal self-government of each settlement and tribal region. Following the establishment of the Kingdom of Saudi Arabia in 1932, the land management system started to change from tribal-based, where every tribe used to manage its local territory, to State authority. The creation of the State witnessed the unification of various fragmented tribes of Saudi Arabia into one government. This meant that environmental planning and management moved from local/regional towards a national control. This investigation proposes that the local/regional planning and management practised by the tribes could be viably utilized today. As in the past, the implementation of these practices could protect the natural environment of the locality and region and regularize their exploitation rationally, as long as vernacular people implement them. Today environmental planning and management need to be based on strategies of local requirements that enable the indigenous people to plan and manage the use of the resources.  相似文献

Sustainable urban water infrastructure planning is vital for all cities in developing countries, where rapid urbanization has exacerbated the increasingly burdened environment. Water sustainability is a prerequisite for economic growth, social equity, and living quality in urban areas. This paper documents the current challenges and summarizes the solutions adopted in water infrastructure planning and management. Then, case studies of how multilateral financial institutions have promoted sustainable water infrastructure planning through economic appraisal and the novel approaches adopted for sustainable water infrastructure planning and asset management, are presented for the three cities of Jiaozhou, Cixi, and Fangchenggang. Conclusions are made based on the comparison and analysis of the experiences drawn from the case studies of how economic analysis could help promote sustainable water infrastructure planning and management. It is illustrated that economic analysis that considers ecosystem services supply should be employed more in water infrastructure planning, operation, and management in China.  相似文献

Abstract: Water demand in a viable economy tends to be dynamic: it changes over time in response to growth, drought, and social policy. Institutional capacity to re‐allocate water between users and uses under stress from multiple sources is a key concern. Climate change threatens to add to those stresses in snowmelt systems by changing the timing of runoff and possibly increasing the severity and duration of drought. This article examines Snake and Klamath River institutions for their ability to resolve conflict induced by demand growth, drought, and environmental constraints on water use. The study finds that private ownership of water rights has been a major positive factor in successful adaptation, by providing the basis for water marketing and by promoting the use of negotiation and markets rather than politics to resolve water conflict.  相似文献

Quantifying surface water shortages in arid and semiarid agricultural regions is challenging because limited water supplies are distributed over long distances based on complex water management systems constrained by legal, economic, and social frameworks that evolve with time. In such regions, the water supply is often derived in a climate dramatically different from where the water is diverted to meet agricultural demand. The existing drought indices which rely on local climate do not portray the complexities of the economic and legal constraints on water delivery. Nor do these indices quantify the shortages that occur in drought. Therefore, this research proposes a methodological approach to define surface water shortages in irrigated agricultural systems using a newly developed index termed the Surface Water Delivery Index (SWDI). The SWDI can be used to uniformly quantify surface water deficits/shortages at the end of the irrigation season. Results from the SWDI clearly illustrate how water shortages in droughts identified by the existing indices (e.g., SPI and PDSI) vary strongly both within and between basins. Some surface water entities are much more prone to water shortages than other entities based both on their source of water supply and water right portfolios.  相似文献

In 1998 the Washington State Legislature enacted the Watershed Planning Act, which encourages local governments to develop watershed plans using collaborative processes. Objectives of the statute are to address water resource and water quality issues, salmon habitat needs and to establish instream flows. This exploratory study sought to examine two aspects of how local governments are implementing the Act: challenges and benefits associated with collaborative watershed planning and the capacity of local governments to conduct collaborative watershed planning. Using documents and interview data from four cases, it was found that all planning groups experience similar challenges, although newer planning groups experienced more challenges than groups with previous planning experience. Challenges include issues surrounding the collaborative process, interagency co-ordination and trust. Local governments struggle with building capacity to plan, particularly in the areas of funding, technical expertise, incentives for participation, adequate time to conduct planning and questions regarding appropriate scale and scope of their planning efforts. Despite the challenges, collaborative watershed planning is well underway, with more than 37 planning units conducting planning under the Act.  相似文献

In the 13 years since the United Nations Water Conference, the policies applied to the administration of water resources have undergone considerable modification in most countries. For most of this period no overall trend in the direction of change can be easily seen. Recently, however, with the general adoption of policies decentralizing water management responsibilities away from central governments, an opportunity has been presented for the general application of some of the basic management principles enunciated in the Mar del Plata Action Plan. This paper presents a review of current water administration policies and of water management problems in Africa, Asia, Latin America and the Caribbean.  相似文献

The present course of municipal energy planning in Sweden is to focus on problems at the local level, adopting a systems view and targeting sustainability. Aims should be set so that they can be covered by available financial resources. The setting of goals and their realization demand co-operation between different municipal administrations as well as the involvement of others in the region. This approach is attractive from a rational perspective but involves the usual planning quandaries as illustrated by Uppsala's recent plan. The weaknesses of the present course include breaking down national goals into local problems, integrating responsibilities and weighing alternatives against one another. A general strength of planning appears to be its capacity to generate alternatives. However, this capacity depends on the order in which technological, economic and ecological aspects are handled. Starting by considering environmental aspects gives a clear direction but risks narrowing the number of options prematurely.  相似文献
