/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. In order to achieve improved sustainability, local authorities need to use tools that adequately describe and synthesize environmental information. This article illustrates a methodological approach that organizes a wide suite of environmental indicators into few aggregated indices, making use of correlation, principal component analysis, and fuzzy sets. Furthermore, a weighting system, which includes stakeholders’ priorities and ambitions, is applied. As a case study, the described methodology is applied to the Reggio Emilia Province in Italy, by considering environmental information from 45 municipalities. Principal component analysis is used to condense an initial set of 19 indicators into 6 fundamental dimensions that highlight patterns of environmental conditions at the provincial scale. These dimensions are further aggregated in two indices of environmental performance through fuzzy sets. The simple form of these indices makes them particularly suitable for public communication, as they condensate a wide set of heterogeneous indicators. The main outcomes of the analysis and the potential applications of the method are discussed. 相似文献

Local scale has an important role in environmental management. In Spain, rapid industrialization has occurred in the last
three decades, leading to substantial changes in socioeconomic relations and resulting in significant environmental degradation.
This paper describes the environmental status of the township of Sax (Alicante, in southeast Spain), which has passed from
agriculture to industrial manufacturing in 50 years. The human population has grown exponentially during the second half of
the 20th century, with a 91% increase from 1955 to 1995, coinciding with strong growth in manufacturing (factories increased
fivefold in the period 1955–1976) and important changes in the working population and land use. Illegal rubbish dumps, water
pollution, forest fires, erosion, and degradation of wildlife habitats are the main outcomes of these dramatic socioeconomic
and demographic changes. The administration has focused on the control of water pollution and waste management, while nongovernmental
organizations have concentrated on the prevention of forest fires and the development of environmental education programs.
These measures are insufficient to manage current environmental degradation, and an environmental management plan for the
study area is discussed. Increasing effort in waste management and industrial wastewater control, changes in land-use policy,
and the creation of an advisory committee to increase public participation in decision-making have been identified as environmental

India is fast finding its place in the industrialized world and that is beginning to raise its environmental consciousness.
The Delphi technique was used to prioritize specific needs and articulate a sustainable urban improvement strategy for the
city of Mumbai (formerly Bombay). The Delphi technique is a means of achieving consensual validity among raters by providing
them feedback regarding other raters' responses. Mumbai has several indigenous environmental groups that were tapped for activists
and leaders; the study was conducted using ten environmentalists. In the initial phases the responses resulted in a range
of possible program alternatives. The last two stages helped to seek out information that generated a consensus on the part
of the respondent group. Statistical analysis methods included a hierarchical cluster analysis, mean, median, mode, and percent
of agreement calculations using SPSS software. The face-to-face discussion in phase 4 clarified some issues and helped the
group as a whole to outline the strategy for putting in place the essential elements of a framework to improve the quality

While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been
criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim
that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously
excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This
paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization
will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully
brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers
to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project,
piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental
justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge
to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better
address environmental justice concerns in decision-making. 相似文献

Industry Response to the Challenge of Sustainability: The Case of the Canadian Nonferrous Mining Sector 总被引:3,自引:0,他引:3

/ The paper investigates how the Canadian nonferrous sector is tackling the challenge of sustainable development. Although there is no consensus as to what sustainable development means in practice for management in the sector, at least three dimensions must be taken into account: (1) metals are recyclable, the availability of this resource is not a concern for the foreseeable future; (2) the need to minimize environmental impacts of metals exploration, extraction, transformation, consumption, and recycling; and (3) production activities should not be socially or culturally disruptive. The nonferrous mining industry faces several environmental problems. Some of the most significant are acid mine drainage, sulfur emissions, recycling, and metals toxicity. The industry has developed a number of responses to address these specific concerns as well as other more general challenges. Six strategies are described and analyzed: (1) research and development, (2) an effort of consensus building among stakeholders known as the Whitehorse Mining Initiative, (3) international networking, (4) active involvement in the development of environmental management standards, (5) management reorganization and (6) voluntary agreements. The importance of external factors in the shaping of corporate environmental management practices is discussed, in particular the role of government. Progress has been achieved in three areas: (1) managerial practices and organization, (2) reducing the impacts of ongoing operations and (3) minimizing future liabilities, but two significant fields of conflict remain, namely mining in wilderness areas and projects on aboriginal lands.KEY WORDS: Canada; Environmental management; Minerals industry; Nonferrous metals; Sustainable development; Whitehorse Mining Initiative 相似文献

Resource management issues continually change over time in response to coevolving social, economic, and ecological systems.
Under these conditions adaptive management, or “learning by doing,” offers an opportunity for more proactive and collaborative
approaches to resolving environmental problems. In turn, this will require the implementation of learning-based extension
approaches alongside more traditional linear technology transfer approaches within the area of environmental extension. In
this paper the Integrated Systems for Knowledge Management (ISKM) approach is presented to illustrate how such learning-based
approaches can be used to help communities develop, apply, and refine technical information within a larger context of shared
understanding. To outline how this works in practice, we use a case study involving pest management. Particular attention
is paid to the issues that emerge as a result of multiple stakeholder involvement within environmental problem situations.
Finally, the potential role of the Internet in supporting and disseminating the experience gained through ongoing adaptive

A Knowledge-Based Systems Approach to Design of Spatial Decision Support Systems for Environmental Management 总被引:7,自引:0,他引:7
/ This paper describes a framework for designing spatial decision support systems for environmental management using a knowledge-based systems approach. An architecture for knowledge-based spatial decision supportsystems (KBSDSS) is presented that integrates knowledge-based systems with geographical information systems (GIS) and other problem-solving techniques. A method based on spatial influence diagrams is developed for representation of environmental problems. The spatial influence diagram provides an interface through which knowledge-based systems techniques can be applied to build capabilities for problem formulation, automated design, and execution of a solution process. In addition to the flexibility and developmental advantages of knowledge-based systems, the KBSDSS incorporates expert knowledge to provide assistance for structuring spatial influence diagrams and executing a solution process that automatically integrates the GIS, data base, knowledge base, and different types of models. The purpose of this research was to explore the concept of an environmental racism claim through the use of several environmental
management tools. The EPAs Toxics Release Inventory, Cumulative Exposure Project, and the Los Angeles County Department of
Health Services' Hot Zone Census Tract Assessment were combined with racial and socioeconomic data to test claims that minorities
in South Central Los Angeles are disproportionately exposed to environmental lead. Multivariate analysis indicated that race
is strongly associated with the number of cases of elevated blood lead levels in South Central, irrespective of poverty status.
Proximity to point sources, a common focal point for studies of environmental racism, was not a contributing factor to health
outcomes. Proximity to transportation corridors was consistently the strongest indicator of environmental lead exposure, while
median home values were significantly and positively related to elevated blood lead levels. Implications for environmental

The control and prevention of nutrient pollution from fish farming plays an essential role in the French regulatory framework. Assessing nutrient emissions from fish farms is important in terms of farm authorization, taxation, and monitoring. Currently employed strategies involve both water sampling and empirical modeling. This article reports the work and outcomes of an expert panel that evaluated existing methodologies and their possible alternatives. The development and evaluation of a nutrient-balance approach was assessed as a potential alternative to currently used methodologies. A previously described nutrient-balance model was suggested and parameterized using expert choice, and its validity and applicability were assessed. The results stress that the nutrient-balance model provides more robust and relatively conservative waste estimates compared to the currently used methodologies. Sensitivity of the approach to the uneven data quality available at farm level, difficulties of on-farm measurements, as well as model requirements and limitations are discussed. 相似文献

Urban Environmental Management in Botswana: Toward a Theoretical Explanation ofPublic Policy Failure

For the last three and half decades, Botswana has been widely acclaimed to be one of sub-Saharan Africa's longest and most
stable liberal democracies, coupled with and sustained by a growing economy. One of the major contradictions, however, within
this development scenario, has been the neglect of environmental problems in the country in general, and urban environmental
issues in particular.
Part of the problem fueling the misconception of environmental issues in Botswana is the state's domination of the country's
environmental agenda. This is linked to the power disjunction in decision-making and policy processes between state and nonstate
actors over the most appropriate course of action to tackle the problems. Without adopting appropriate analytical frameworks,
it is possible that the problem of urban environmental mismanagement in Botswana will persist. This article examines some
of the major urban environmental issues in Botswana from neighborhood, citywide, and urban–rural interface perspectives. Further,
the elite theory of public policy is used to explain constraints on policy change in the urban environmental management arena

Costa Rican Environmental Service Payments: The Use of a Financial Instrument in Participatory Forest Management 总被引:1,自引:0,他引:1
The core element of the Costa Rican forestry policy is a financial instrument called the environmental service payment. This
instrument rewards forest owners for the environmental services (the mitigation of greenhouse gases, the protection of watersheds
and scenic beauty, and the development of biodiversity) their forests provide. In this article, the experiences with this
new instrument are analyzed by focusing on the way interests are represented and access is granted, the openness of information
exchange, whether social learning occurred, and whether decision-making authority is shared. The analysis is based on a survey
conducted in the Huetar Norte Region and on in-depth interviews with the major stakeholders. The Costa Rican case indicates
that financial instruments can be used to share responsibilities and that stakeholders can successfully cooperate on forest
issues. It also shows that such a participatory approach is only promising if certain cultural, economic, organizational,

Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans. 相似文献

It has long been suggested that environmental assessment has the potential to contribute to sustainable development through
mechanisms above and beyond informing design and consent decisions, and while theories have been proposed to explain how this
might occur, few have been subjected to rigorous empirical validation. This research advances the theoretical debate by building
a rich empirical understanding of environmental assessment’s practical outcomes, from which its potential to contribute to
sustainable development can be gauged. Three case study environmental assessment processes in England were investigated using
a combination of data generated from content analysis, in-depth interviews, and a questionnaire survey. Four categories of
outcomes are delineated based on the research data: learning outcomes; governance outcomes; attitudinal and value changes;
and developmental outcomes. The data provide a robust critique of mainstream theory, with its focus on design and consent
decisions. The article concludes with an examination of the consequences of the context-specific nature of environmental assessment

The adaptive management leitmotiv of “learning to manage and managing to learn” sets out an attractive agenda for dealing
with the overwhelming complexity of environmental phenomena that humans have problematized. To ensure that this rallying cry
translates into effective action, it is important to give consideration to structures and procedures for facilitating the
efforts of those willing or able to respond to the adaptive management call. To date, calls to establish the right organization
to coordinate multiagency responses have tended to emphasize the noun, or bounded-entity, sense of the word organization.
We believe that this is at the expense of its other, verb or process, connotation. In this paper, rather than searching for
the perfect organization structure that mandates mutual trust and collective action shaped by all relevant parties' perspectives
and possible contributions, we direct attention towards the process of nurturing integrated adaptive responses among individuals
who have diverse organizational allegiances. By shifting the balance towards the process connotation of the right organization,
we hope that a new mindscape can be discerned for those interested in putting adaptive management principles into practice.
We seek to conjure up an image of this mindscape through the phrase “learning to network and networking to learn,” and set
out to strengthen this by demonstrating how adaptive response networks can arise from the mutually defining relationship between
stakeholders and issues. This is demonstrated through a local response to the United Kingdom's National Air Quality Strategy. 相似文献

Environmental assessment of alternative development plans, programs, and policies may bring conflict among decision-makers,
particularly when some quantitative measures for decision-making are needed and where cumulative impacts are neglected. Environmental
impact assessment (EIA) and environmental economics theories, despite their usefulness, are not capable of addressing those
issues and problems alone. In recent years, the decision support system (DSS) has provided some solutions, but mathematical
analysis of the system to show the internal structure of the problem is not always possible.
To addres the above shortcomings and ongoing problems of decision-making in Iran, a degradation model (DM) was introduced
as an instrument of EIA, to act as a DSS for managers. The model is a compromise between knowledge-based decision support
systems, detailed models, digested information models, and the basic theorem of environmental economics. In the present study
(1996–2000), the model was applied in three provinces of Iran, representing three of four biogeographical regions of Iran.
The study area was divided into a set of grids (100 km2). The degradation coefficient (H) was computed for all grids (1333), representing the degree of degradation in the grid. It is obvious that the higher the
coefficient the more area is degraded and less prone to further development, and vice versa. In order to provide decision-makers
with a set of quantitative measures to observe impacted areas (critical and noncritical) for resource allocation and further
development, the degradation coefficients of all grids were classified into categories and criteria, using a fuzzy set theoretic
approach. Accordingly, only 24% of study areas are prone to further development. The degradation model as a knowledge-based
decision support system has its strengths and weaknesses, but it has solved managers' ongoing problems in Iran and it could
