This paper discusses the specific features of the energy in China, and addresses those key challenges in China is that the coexist of (1) higher total energy production and lower per capita level; (2) lower per capita energy resources level with unrational energy consumption structure; (3) lower energy utilization efficiency and higher energy conservation potential; and (4) unequal distribution of energy resources. It reviews the key environmental problems related to the feature of energy production and consumption. Based on the analysis, the author furthers addresses the policy and actions needed.  相似文献

在考虑碳税政策情景下,构建了北京市能源环境系统规划模型,分析了碳税政策对北京市能源环境系统的影响.结果表明,到2020年北京市煤炭的用量将压减到[921.7, 1000]万t标准煤;相反,天然气和电力的使用量将分别增加到[2000.7, 2089.3]万t标准煤和[1950.3, 2183.8]万t标准煤;此外,本研究还分析了碳税政策对CO2及大气污染物(SO2、NOx和PM10)的排放变化情况.到2020年碳税情境下的结果较无碳税情境下的相比, CO2的减排比例达到[9.0, 11]%, SO2、NOx和PM10的协同减排比例分别达到[9.0, 11]%,[19, 31]%和[19, 20]%.  相似文献

The Sustainable Consumption and Production policy is a key objective in the renewed European Union (EU) Sustainable Development Strategy (SDS). EU countries implement the targets of Sustainable Consumption and Production policy at different a level. Nevertheless, SDS targets are concerned more with production than consumption side. In addition, analysis of the carbon footprint data, which was supplied by the Global Footprint Network, showed that in all EU countries consumption-based carbon footprint caught-up and exceeded the level of production-based carbon (except Denmark and Estonia) during 1993–2010 period. The significant absolute decoupling in terms of carbon footprint from production-based perspective was observed in Belgium, Denmark, Sweden, Slovakia, Poland, United Kingdom and Germany, meanwhile from consumption-based perspective only in Denmark, Estonia and Germany. Moreover in Spain, Portugal, Italy and Croatia the consumption-based carbon footprint grew faster than economy in general. Results imply that EU should put more focus on consumption side in terms of Sustainable Consumption and Production policy and measures taken. A commitment to reduce the environmental impact from consumption-based perspective should be more addressed covering values and lifestyles.  相似文献

面向2050年世界能源发展形势与中国发展实际,推进能源转型与保障油气供给是关乎国家发展和能源安全的重大前瞻性问题。考虑能源转型这一关键前提,基于重点行业部门的政策情景模拟了中国能源消费的总量与结构变化情况,并分析了中国油气消费需求及其对外依存情况。结果显示:(1)若实行积极的部门能源转型政策,中国的一次能源消费总量将在较大幅度上低于参照情景,并有望在2040年达到峰值,其峰值在5755~7000 mtce之间。具体来看,煤炭消费可在2030年前达峰,石油消费在两种转型情景下均将在2040年达到峰值,而天然气仅在加速转型情景下可于2035年实现消费达峰。(2)从推进能源结构转型角度看,在转型情景下中国2050年煤炭消费量占能源消费总量的比例为21%,在加速转型情景下到2050年煤炭占能源消费总量的比例将不足10%;无论是在转型情景下还是加速转型情景下,到2050年油气消费占中国能源消费总量的30%;若推行更加积极的转型政策,在加速转型情景下中国到2050年非化石能源消费占比将超越化石能源。(3)高需求低产出将导致中国油气对外依存度在中长期内处于较高水平,因而,在2050年前保障国家能源安...  相似文献

Government interventions have been identified as important for energy systems change, because they can either facilitate or hinder transitions toward more sustainable energy systems. This article analyses how bioenergy options have been framed in Finnish policy strategies and how the framing has changed over time. The empirical material includes the content of 15 government programmes and nine national energy/climate strategies. On the basis of this assessment, both the link between bioenergy framings in strategies and the actual transformation of Finnish bioenergy systems are explored.On the basis of bioenergy framings, the development of energy policy can be divided into three phases: support for domestic energy sources in 1979-1991, support for wood- and industry-based bioenergy in 1992-1998, and diversified bioenergy in the context of climate change in 1999-2010. For two decades, primarily wood-based bioenergy was supported despite alternative technological developments occurring elsewhere. After the turn of the millennium, the importance of climate policy increased and alternative bioenergy sources were raised on the government policy agenda, also resulting in some new policy instruments. Rather than adopting a visionary outlook to guide system transformation, climate and energy policy has strengthened those technological options that have been selected elsewhere. If public policies are to enhance the shift toward low-carbon, sustainable energy systems, they would need to be more comprehensive, be more consistent over time, and emphasise energy use more.  相似文献

According to the Kyoto Protocol, by 2012 Norwegian emissions of greenhouse gases must be reduced by about six per cent lower than the 1996 level. In order to achieve this target, the Norwegian Government intends to give greater priority to energy efficiency measures, renewable energy sources and the use of heat pumps.Even though Energy Management should be integrated in EMS, empirical data indicates that it is not. Energy Management is separated from EMS in Norwegian industry. Focusing on the quality of the energy consumed, facilitates the utilization of wasted, low temperature energy sources. However, empirical data indicate that energy intensive food companies do not emphasize the portion of renewable energy sources they consume, or the quality of their energy consumption. This paper discusses integration of Energy Management into EMS. Better integration of existing energy and environmental schemes represents a CO2 reduction potential that may be realised at short-term, net cost savings. In this paper we analyze the concept of interactions between policy instruments addressing environmental, energy and climate change issues. Although discussion on such policies has been taking place for almost two decades, their interactions are not so sufficiently explored. Initially, we refer to literature on various types of interactions and we classify them. Furthermore, we construct a qualitative method that can assist policymakers in selecting an optimal policy mix. This method breaks down into numerous components, the areas where different policies interact, and facilitates the unveiling of potential overlaps and complementarities. These areas consist of categories as measure identification, objectives, scope, market arrangements, market flexibility, financing, technological parameters, timing, compliance parameters and institutional setup. In addition, it renders the possibility of combining different options and design elements of policies. Furthermore, a list of various criteria serves as an assessment tool for interactions, where a weighing factor and uncertainty parameters have been added, in order to produce an aggregate indicator of the ex-ante analysis of the policy mix selected. Through this method, we present a complete framework of discernment of diverse forms of environmental policy instruments.  相似文献

As nations develop policies for low-carbon transitions, conflicts with existing policies and planning tools are leading to competing demands for land and other resources. This raises fundamental questions over how multiple demands can best be managed. Taking the UK as an empirical example, this paper critiques current policies and practices to explore the interdependencies at the water-energy-food nexus. It considers how current land uses and related policies affect the UK’s resilience to climate change, setting out an agenda for research and practice relevant to stakeholders in land-use management, policy and modelling. Despite recent progress in recognising such nexus challenges, most UK land-related policies and associated science continue to be compartmentalised by both scale and sector and seldom acknowledge nexus interconnections. On a temporal level, the absence of an over-arching strategy leaves inter-generational trade-offs poorly considered. Given the system lock-in and the lengthy policy-making process, it is essential to develop alternative ways of providing dynamic, flexible, practical and scientifically robust decision support for policy-makers. A range of ecosystem services need to be valued and integrated into a resilient land-use strategy, including the introduction of non-monetary, physical-unit constraints on the use of particular services.  相似文献

将污染物所含热值定义为污水的能量势,并根据能量势的变化与污水厂能耗的比值,定义了一种全新的污水厂能耗评价指标——能量流(Energy Flow,EF).能量流没有量纲,表示污水厂能耗作用于污染物处理效果上的能源利用效率.通过能量流和比能耗这2种方法对交互式反应器中试系统在改良A2O工艺下运行情况分别进行能耗评价发现:单位污染物比能耗与能量流呈很强的负相关性;处理水量是EF的主要影响因素之一,EF将随处理水量的增加而提高;能量流是一个从能量角度进行评价的的综合指标,其意义相当于一个由多个比能耗(各类去除物质)组成的评价指标体系.因此EF评价可以更清晰地反映污水厂能量利用效率,应替代比能耗作为污水厂运营的辅助参考依据.目前,能量流评价尚不完善,在其内涵中纳入反硝化过程以及除磷等相关生化反应将成为下一步的研究重点.  相似文献

氧化钴生产是锂钴氧二次电池全生命周期重要阶段之一。本实验是以粗氢氧化钴为原材料,利用生命周期评价方法对氧化钴生产进行综合分析,全面评价氧化钴生产中资源、能源消耗以及环境污染物排放,并对由此产生的环境影响潜值进行量化估算。结果显示,氧化钴生产中环境潜在影响大小依次是富营养化、粉尘和烟尘、酸化、全球变暖、固体废弃物负担,其相对值依次是:24.04、22.88、4.30、3.29、1.49。根据评价结果,提出对氧化钴生产过程进行技术改造及相关材料使用更换来降低氧化钴生产对环境的影响。  相似文献

The purpose of this study is to shed light on the connection between income, dwelling type, tenure type and city living, in terms of both a household’s energy saving behaviours and direct residential energy consumption. This study employs data from the Household Energy Consumption Survey, Australia. Using a seemingly unrelated regression (SUR) system of equations the results reveal some key mechanisms which may allow householders to realise lower levels of energy consumption and hence lower carbon emissions. The results indicate that there are characteristics unique to living in a city that are linked to higher levels of direct residential energy consumption. On a number of measures (e.g. household income, tenure type and dwelling type), the results point to a lower likelihood of engaging in energy saving behaviours in cities. Also, depending on the number of energy saving behaviours, these actions have the potential to more than offset higher direct residential energy consumption of householders residing in separate houses. Coupled with these findings renters, a more vulnerable social group, are found to be significantly disadvantaged, suffering from a much lower adaptive capacity. Specifically, householders who rent their home are 77% less likely to have solar electricity. A result which may reflect differences in access to opportunity. Further, householders who rent are less likely to engage in energy saving actions. A finding which may reflect difference in ontological security and the greater psychological burden associated with undertaking energy saving behaviours (a barrier) borne by renters not shared with home owners.  相似文献

基于全国涉及石灰生产的企业全口径统计数据,分析中国2007年石灰生产的基本特征,探讨了石灰产量统计的不确定性和来源。2007年,中国石灰生产的企业共6 154家,涉及9 327座石灰窑。总产能为2.27亿t,共生产石灰1.06亿t,企业平均产量为4 000 t/a,企业生产每吨石灰平均能耗水平为163 kg标准煤。中国约有两千八百多万吨的石灰生产很难通过正规渠道统计上来,也意味着这些产量很可能是基于非常简易和高能耗的石灰土窑生产的。  相似文献

Effective risk management within environmental policy making requires knowledge on natural, economic and social systems to be integrated; knowledge characterised by complexity, uncertainty and ambiguity. We describe a case study in a (UK) central government department exploring how risk governance supports and hinders this challenging integration of knowledge. Forty-five semi-structured interviews were completed over a two year period. We found that lateral knowledge transfer between teams working on different policy areas was widely viewed as a key source of knowledge. However, the process of lateral knowledge transfer was predominantly informal and unsupported by risk governance structures. We argue this made decision quality vulnerable to a loss of knowledge through staff turnover, and time and resource pressures. Our conclusion is that the predominant form of risk governance framework, with its focus on centralised decision-making and vertical knowledge transfer is insufficient to support risk-based, environmental policy making. We discuss how risk governance can better support environmental policy makers through systematic knowledge management practices.  相似文献

建筑能耗在北京市能耗总量中是关键的一部分,推广节能建筑对于北京市的低碳发展具有重要意义。在当前北京市建筑节能工作中,采暖能耗是节能减排的重点,公共建筑能耗增加需要控制。在北京市低碳建筑推进工作中遇到了评测标准、检验方法的不完善,企业与个人的动力不足以及相关技术创新能力较低的障碍。针对这些问题,政府应从加强宣传与干预、建立低碳建筑标准规范和技术体系角度实施相应的应对措施,鼓励企业和个人选择低碳建筑,完善检测标准,健全技术创新体系,促进低碳建筑的推广。  相似文献
