Backward linkages refer to the various inter-firm relationships connecting an industry with its supply chain. Demand–supply interactions between producer firms and suppliers of original equipment, strategic inputs, components and specialised services have played an important role in the evolution of the South African mining sector, contributing indirectly to employment creation, new business growth and expansion, improved efficiency of mining operations, and new knowledge generation. This paper presents a case study of backward linkage development in the South African platinum group metals (PGM) industry and draws on the findings from a quantitative and qualitative analysis of the sector undertaken in 2007. A profile of the supply chain is provided and an assessment made of the strength and sustainability of existing linkages. 相似文献

The theoretical framework of a risk assessment scheme is applied to air quality assessment in a developing region in Australia, the Hunter Valley in the state of New South Wales. It is found that the application of such a scheme high-lights a number of inadequacies in the air quality management. New modeling methodologies are found to be necessary to assess some air quality impacts, as existing knowledge is inadequate. In this case study of a degraded tropical landscape, we examine how the protected area system in Hong Kong, China, should be modified to improve its efficiency in protecting the surprisingly rich biota. The challenge lies in the fine scale of site selection, and the absence of a core area with high species richness and rarity. Site selection was first conducted in 1 km grid units by selecting hotspots and irreplaceable sites using field records for eight groups of species (amphibians, reptiles, mammals, breeding birds, ants, butterflies, dragonflies and rare vascular plants). The habitats of conservation value within the selected grid units were then delineated on the basis of expert knowledge. Recommendations for increasing the total existing protected area by 6% (i.e. an additional 2% of Hong Kong's total land area) were submitted to the Government in August 2000. To test the robustness of the results, site selection was repeated in 2001 using updated data and different selection methods. The numbers of squares selected by complementarity-based algorithms were similar to those by the hotspots and irreplaceable site method. Sites selected for rare species were very sensitive to data completeness, implying that the application of complementarity-based algorithms at fine scales might be limited. 相似文献

The United Kingdom, under the Large Combustion Plant Directive of the European Community, is committed to cutting sulphur dioxide (SO2) emissions by 60% of 1980 levels by the year 2003. In order to justify this action and to support new decisions on further emission reductions, policy makers require knowledge of the economic benefits of abatement. Benefit estimates for the recovery of freshwater fish populations present difficulties since the effect of reduced acid deposition on environmental processes is complex and because fishery records are often inadequate or absent. This paper predicts the economic benefits of acid rain abatement to the rod and line salmon fishery of Galloway, South West Scotland. It achieves this by linking output on long term changes in water chemistry and fish population status from MAGIC, a process based catchment model for acidification, with catch and market value data. Predicted increases in the market value of the fishery are presented and the role of the model in economic analysis of environmental policy discussed. 相似文献

Ecotourism is widely promoted as a conservation tool and actively practiced in protected areas worldwide. Theoretically, support for conservation from the various types of stakeholder inside and outside protected areas is maximized if stakeholders benefit proportionally to the opportunity costs they bear. The disproportional benefit distribution among stakeholders can erode their support for or lead to the failure of ecotourism and conservation. Using Wolong Nature Reserve for Giant Pandas (China) as an example, we demonstrate two types of uneven distribution of economic benefits among four major groups of stakeholders. First, a significant inequality exists between the local rural residents and the other types of stakeholder. The rural residents are the primary bearers of the cost of conservation, but the majority of economic benefits (investment, employment, and goods) in three key ecotourism sectors (infrastructural construction, hotels/restaurants, and souvenir sales) go to other stakeholders. Second, results show that the distribution of economic benefits is unequal among the rural residents inside the reserve. Most rural households that benefit from ecotourism are located near the main road and potentially have less impact on panda habitat than households far from the road and closer to panda habitats. This distribution gap is likely to discourage conservation support from the latter households, whose activities are the main forces degrading panda habitats. We suggest that the unequal distribution of the benefits from ecotourism can be lessened by enhancing local participation, increasing the use of local goods, and encouraging relocation of rural households closer to ecotourism facilities. 相似文献

In different parts of the world, there is an urgent need for redesigning and innovating farming systems. Such a process may be supported by model-based explorations that enable ex-ante evaluation of a broad range of alternatives. Since a variety of viable patterns of farm development exists related to farm resource endowment and farmer's strategy, model-based explorations should be able to capture the existing variation in resource endowment and strategies in order to have impact on strategic farm management. In this paper, we present an overview of the model-based explorative method based on the MILP model Farm Images, applied to explore options for sustainable development of vegetable farms in Canelón Grande, Uruguay. The method is used to gain insight into the impact of current farm resource endowment on the possibilities for sustainable development and on the resource use efficiency at farm scale. We maximized farm income for 128 different farm types in an environment-oriented scenario and in an income-oriented scenario. Farm types were defined by combining 4 farm sizes, 2 labor endowments, 4 irrigation endowments, 2 soil quality combinations and 2 mechanization levels. The results demonstrate a strong impact of farm resource endowment on possibilities for sustainable development, as well as synergy between labor, land and irrigated area on resource-use efficiency at farm scale. Farms with 10ha of land or less, representing 47% of the farms in the Canelón Grande region, could only achieve a family income higher than the average income of Uruguayan families when the irrigated area was ca. 40% of the farm area. The achievement of environmental targets was less costly in terms of income on farms with a low rather than high labor availability per unit area and on farms with irrigation facilities. 相似文献

In this study, a two-stage support-vector-regression optimization model (TSOM) is developed for the planning of municipal solid waste (MSW) management in the urban districts of Beijing, China. It represents a new effort to enhance the analysis accuracy in optimizing the MSW management system through coupling the support-vector-regression (SVR) model with an interval-parameter mixed integer linear programming (IMILP). The developed TSOM can not only predict the city's future waste generation amount, but also reflect dynamic, interactive, and uncertain characteristics of the MSW management system. Four kernel functions such as linear kernel, polynomial kernel, radial basis function, and multi-layer perception kernel are chosen based on three quantitative simulation performance criteria [i.e. prediction accuracy (PA), fitting accuracy (FA) and over all accuracy (OA)]. The SVR with polynomial kernel has accurate prediction performance for MSW generation rate, with all of the three quantitative simulation performance criteria being over 96%. Two cases are considered based on different waste management policies. The results are valuable for supporting the adjustment of the existing waste-allocation patterns to raise the city's waste diversion rate, as well as the capacity planning of waste management system to satisfy the city's increasing waste treatment/disposal demands. 相似文献

The Science Advisory Board of the US Environmental Protection Agency has recommended that risk reduction strategies become
the centerpiece of environmental protection. The goal in developing such strategies is to identify opportunities for greatest
reduction of ecological risks. This is a perspective that is significantly more comprehensive than the traditional focus on
human health risks arising from environmental degradation. The identification of ecological risks upon which environmental
protection efforts should be focused requires an ecological risk assessment methodology that is based on anthropogenic stressors
affecting an ecosystem and a set of impaired use criteria. A methodology based on this concept is developed and discussed
in this article. The methodology requires that risk values be assigned to each ecosystem stressor-impaired use pair that reflect
the degree to which the given stressor contributes to ecosystem risk as measured by the given impaired use criterion. Once
these data are available, mathematical analyses based on concepts from fuzzy set theory are performed to obtain a ranking
of ecosystem stressors. The methodology has been tested by applying it to a case study involving Green Bay of Lake Michigan.
A workshop was held in which 11 persons with extensive knowledge of the Green Bay ecosystem determined risk values through
a group-consensus process. The analytical portion of the methodology was then used to rank the ecosystem risks (stressors)
from several perspectives, including prevention management and remediation management. The overall conclusion of the workshop
participants was that the fuzzy set decision model is a useful and effective methodology for differentiating environmental

A multicriteria analysis system was developed for producing risk maps of agricultural pollution due to alternative cultivation systems in the Watershed of the Lagoon of Venice (WLV) in Italy. Results of a field-scale simulation model for agricultural diffuse pollution were used to compile a matrix of environmental impacts, in terms of pollution indices. The most widespread combinations of typical environments (as defined by combinations of soil and climate variables) and alternative land uses (types of crops and cultivation systems) were described in the impact matrix. Land use in terms of crop distribution was based on census data. Two alternative cultivation systems were defined on the basis of the recent changes to the European Common Agricultural Policy: ordinary and eco-compatible. The effects of alternative scenarios were evaluated in terms of pollution risks for water resources. The evaluation procedure was built into the framework of a geographical information system to take into account the spatial features of pollution phenomena, vulnerability of the land and risk for water resources. The results demonstrated the great potential of eco-compatible practices for reducing the risks for surface and groundwater (−15 and −50%, respectively). 相似文献

This research attempts to model the complexity of planting trees to increase China's CO(2) sequestration potential by using a GIS-based integrated assessment (IA) approach. We use the IA model to assess the impact of China's Grain for Green reforestation and afforestation program on farmer and state incomes as well as CO(2) sequestration in Liping County, Guizhou Province. The IA model consists of five sub-models for carbon sequestration, crop income, timber income, Grain for Green, and carbon credits. It also includes a complementary qualitative module for assessing program impacts by gender and ethnicity. Using four scenarios with various assumptions about types of trees planted, crop incomes by township, CO(2) credit prices, state subsidies, methods for estimating carbon sequestered, and harvesting of trees, we find great variation in the impact of the Grain for Green program on incomes and on carbon sequestered over a 48 year period at both the county and township levels. 相似文献

This paper uses a critical realist framework to analyse environmental risk in a local space. It argues that urban risk needs to be understood in terms of the causal mechanisms that shape risk events and the contingent conditions that provide the context within which they occur. It uses a case study of an informal settlement in Hout Bay, South Africa, to explore these ideas. It is an approach that challenges the dominant technical and scientific discourse that usually determines the understanding of risk. The research suggests that the key causal mechanisms that shape risk events in informal settlements are globalisation and urbanisation, poverty and vulnerability, the social construction of environmental problems, gender relations, the rise of civil society organisations, political governance and the spatial distribution of risk. The environmental characteristics of the site, as well as the development of the settlement during the political transformation in South Africa, are the key contingent conditions determining the nature of risk. 相似文献

A new and integrated hydro-economic accounting and analytical framework for water resources: a case study for North China 总被引:1,自引:0,他引:1
Water is a critical issue in China for a variety of reasons. China is poor of water resources with 2300m(3) of per capita availability, which is less than 13 of the world average. This is exacerbated by regional differences; e.g. North China's water availability is only about 271m(3) of per capita value, which is only 125 of the world's average. Furthermore, pollution contributes to water scarcity and is a major source for diseases, particularly for the poor. The Ministry of Hydrology [1997. China's Regional Water Bullets. Water Resource and Hydro-power Publishing House, Beijing, China] reports that about 65-80% of rivers in North China no longer support any economic activities. Previous studies have emphasized the amount of water withdrawn but rarely take water quality into consideration. The quality of the return flows usually changes; the water quality being lower than the water flows that entered the production process initially. It is especially important to measure the impacts of wastewater to the hydro-ecosystem. Thus, water consumption should not only account for the amount of water inputs but also the amount of water contaminated in the hydro-ecosystem by the discharged wastewater. In this paper we present a new accounting and analytical approach based on economic input-output modelling combined with a mass balanced hydrological model that links interactions in the economic system with interactions in the hydrological system. We thus follow the tradition of integrated economic-ecologic input-output modelling. Our hydro-economic accounting framework and analysis tool allows tracking water consumption on the input side, water pollution leaving the economic system and water flows passing through the hydrological system thus enabling us to deal with water resources of different qualities. Following this method, the results illustrate that North China requires 96% of its annual available water, including both water inputs for the economy and contaminated water that is ineligible for any uses. 相似文献

Environmental change caused by urban development, possibly augmented by climate change, may result in accelerated decay of in situ archaeological resources. Damage may be related to changes in hydrological processes. Such archaeological resources have to be considered in environmental planning. In this paper we highlight the need for improved hydrological data from urban archaeological sites using the case study of the City of York, UK, arguably one of the most well studied and well preserved urban archaeological environments globally. We suggest that the quality of hydrological data collected during routine surveys and experimental work must be improved and standardised in order for us to produce reliable archaeological risk models for urban sites. 相似文献

Water-borne pathogens such as Cryptosporidium pose a significant human health risk and catchments provide the first critical pollution ‘barrier’ in mitigating risk in drinking water supply. In this paper we apply an adaptive management framework to mitigating Cryptosporidium risk in source water using a case study of the Myponga catchment in South Australia. Firstly, we evaluated the effectiveness of past water quality management programs in relation to the adoption of practices by landholders using a socio-economic survey of land use and management in the catchment. The impact of past management on the mitigation of Cryptosporidium risk in source water was also evaluated based on analysis of water quality monitoring data. Quantitative risk assessment was used in planning the next round of management in the adaptive cycle. Specifically, a pathogen budget model was used to identify the major remaining sources of Cryptosporidium in the catchment and estimate the mitigation impact of 30 alternative catchment management scenarios. Survey results show that earlier programs have resulted in the comprehensive adoption of best management practices by dairy farmers including exclusion of stock from watercourses and effluent management from 2000 to 2007. Whilst median Cryptosporidium concentrations in source water have decreased since 2004 they remain above target levels and put pressure on other barriers to mitigate risk, particularly the treatment plant. Non-dairy calves were identified as the major remaining source of Cryptosporidium in the Myponga catchment. The restriction of watercourse access of non-dairy calves could achieve a further reduction in Cryptosporidium export to the Myponga reservoir of around 90% from current levels. The adaptive management framework applied in this study was useful in guiding learning from past management, and in analysing, planning and refocussing the next round of catchment management strategies to achieve water quality targets. 相似文献

Heavy metal (copper [Cu], zinc [Zn], and cadmium [Cd]) pollution of soils from pig manures in soil-rice ( L.) systems under intensive farming was investigated, taking Nanhu, China, as the case study area. Two hundred pig manures and 154 rice straws, brown rice samples, and corresponding surface soil (0-15 cm) samples were collected in paddy fields from 150 farms in 16 major villages within the study area. The mean Cu and Zn concentrations in pig manures consistently exceeded the related standard. About 44 and 60% of soil samples exceed the Chinese Soil Cu and Cd Environmental Quality Standards, respectively. The concentration of Cu, Zn, and Cd in brown rice did not exceed the Chinese Food Hygiene Standard. There was a significant positive correlation between total Cu and Zn contents in soil and application rate of pig manures. Strong correlation was observed between the extractable Cu, Zn, and Cd in soil and the Cu, Zn, and Cd contents in the brown rice. The spatial distribution maps of Cu and Zn concentrations in brown rice, straw, and extractable soil Cu and Zn concentration also showed similar geographical trends. Further analyses on heavy metals loading flux and accumulation rates from pig manure applied suggested that Cu and Cd contents in soil currently have already exceeded the maximum permissible limit, and Zn, if still at current manure application rates, will reach the ceiling concentration limits in 9 yr. This study assists in understanding the risk of heavy metals accumulating from pig manure applications to agricultural soils. 相似文献

Maintaining national parks is an integral policy tool to conserve rare habitats. However, because national parks are funded by taxpayers, they must also serve the needs of the general public. Increasingly, and thanks to today's diverse society, there is evidence that this creates challenges for park managers who are pulled in two opposing directions: to conserve nature on the one hand and to meet different visitor expectations on the other. This tension was explored in the Peak District National Park, a rural landscape dominated by heather moorland and sheep farming in Northern England where research was conducted to determine how social class and ethnicity shaped perceptions of the park. Results uncovered that social class played a very strong role in shaping perceptions of this region with 'middle class' respondents reacting far more favourably to the park than people from more working class backgrounds. We observed ethnicity playing a similar role, though our results are less significantly different. 相似文献

In Malaysia, most municipal wastes currently are disposed into poorly managed 'controlled tipping' systems with little or no pollution protection measures. This study was undertaken to assist the relevant governmental bodies and service providers to identify an improved waste disposal management strategy. The study applied the choice experiment technique to estimate the nonmarket values for a number of waste disposal technologies. Implicit prices for environmental attributes such as psychological fear, land use, air pollution, and river water quality were estimated. Compensating surplus estimates incorporating distance from the residences of the respondents to the proposed disposal facility were calculated for a number of generic and technology-specific choice sets. The resulting estimates were higher for technology-specific options, and the distance factor was a significant determinant in setting an equitable solid waste management fee. 相似文献

Reconciling conservation and social justice imperatives is a major challenge facing many postcolonial states worldwide. Where historically disenfranchised communities have laid legal claim to protected areas, the typical resolution has been collaborative management agreements between the state and claimant communities. The real outcomes of such strategies for people and ecosystems have been seriously questioned, although alternative approaches are seldom explored. Here, we reflect on one such alternative that was pursued in a case in South Africa, where the land was handed back to the community and a replacement protected area created. Our objective was to explore the opportunities and trade-offs associated with this approach for communities and conservation agencies alike, and to compare these to typical collaborative management outcomes. Methods included key informant interviews, focus group discussions and household surveys. We find that, surprisingly, this approach created more benefits for the conservation agency than for claimant communities. Indeed, the community experiences bore a striking resemblance to those experienced in collaborative management settings: intra-community conflict, confusion over leadership and serious questions about the boundaries of the “community”. Processes aimed at redressing past injustice in disputes over conservation land, regardless of the approach adopted, must bring with them a strong commitment to building institutional and leadership capacities within communities, and pay serious attention to the ways in which equity and social justice can be fostered after the settlement of a land claim. Physically and psychologically, children demand special-purpose space for activities. With the fast urbanization and population growth in modern China, the conflict between the needs for economic development and human-friendly environment becomes increasingly prominent. The study adopts an in-depth ethnographic research method and applies the research framework of Sudeshna Chatterjee (2005) to investigate children’s environmental friendliness of a hutong community in Beijing. The study investigated spatial preferences of those children and the characteristics and affordance of their space. This study suggests that different emotional dimensions demand different spatial attributes, which are lacking in the hutong community. The results show that in China’s historical residential areas, children’s environmental and spatial needs remain unfulfilled. The researchers suggest that improving specific environmental affordance could help enhance the overall child-friendliness. 相似文献

Growing concerns about the environment make a supply chains’ eco-footprint increasingly important, presuming that footprints are a more effective (policy) instrument than those currently in use. The eco-footprint comprises all kinds of environmental impact, but often is narrowed down to one aspect; e.g. the carbon footprint, material footprint, the water footprint, and so on. Although returns give rise to an additional goods flow from customers back to producers, it usually improves the eco-footprint due to the substitution effect. The reverse channel supplies high quality (recovered) products, components and materials to the forward channel thereby reducing the need for virgin sourcing and production. We refer to this as closed-loop recovery, as opposed to recovery for cascade markets which lacks substitution. To maximize substitution, the recovered items must re-enter the original supply chain. The feasibility of closed-loop recovery depends partly on the geographical proximity of forward and reverse facilities. We develop a decision framework for optimizing closed loop network configurations, i.e. the combined disposition and location–transport decision. We apply the framework to a single case study concerning one type of footprint (namely the carbon footprint) of a copier (closed-loop) supply chain. The main implication is that a regional network, with combined forward and reverse facilities per continent, proves most efficient and most robust in view of uncertain exogenous variables, but only when a full set of closed-loop options is available (including closed-loop recycling). As an embedded case, main contribution value of it lies in the discovery of a new phenomenon with generic implications; namely that not only the closed-loop supply chains footprint strongly depends on the substitution effect, but that in turn the feasibility of closed-loop recovery options depends heavily on the network design.
