The Economic Value of Open Space: A Review and Synthesis   总被引:3,自引:0,他引:3  
/ Communities increasingly face development pressures that can irreversibly alter open space lands. While the monetary costs and benefits of development are typically known, the corresponding values of natural lands are complex and difficult to measure. This paper reviews different concepts of economic value in relation to open space, describes methods for quantifying these values, and presents examples of each from published literature. Open space benefits accruing to citizens as market values or consumers' surplus include market and enhancement values, production values, natural systems value, use and nonuse values, and various intangible values. Economic impacts that open space lands have on local communities and economies include fiscal impacts on municipal budgets, expenditures from open space-related activities, and impacts from employment and tax revenues. These values are not universally present within a given community, nor are they quantitatively additive. However, a comprehensive consideration of the multiple values of open space will better inform community decisions about land conservation and development. k -means nonhierarchical cluster analysis using farm size, slope, and distance to the nearest city center and highway as surrogates of farmland conversion. Discriminant analysis showed that the two groups derived from the cluster analysis were 98.8% accurate (P < 0.0000). Results from the statistical analysis may serve as a starting point for the identification of individual farms prone to residential development. To explain the driving forces of farmland conversion to residential uses, interviews should be conducted with farmers, landowners, and land buyers. The use of multivariate statistical techniques to identify farms in jeopardy of residential development, in conjunction with qualitative assessments that explain the probability of development of individual farms, may prove a useful strategy to understand and predict farmland conversion.  相似文献

This paper describes a remote sensing approach used to monitor temporal land use/cover (LULC) changes in Cukurova, an extensive coastal plain in the southeast Mediterranean coast of Turkey. The area has varied terrain ranging from low-lying alluvial deposits to rocky hills and mountains characterized by limestone outcrops. The ecological and economic importance of the area can be attributed to the existence of important coastal ecosystems (e.g., wetlands and sand dunes) and a wide range of industries located along the eastern coast. Temporal changes in the coastal landscape between 1984 and 2000 were evaluated using digital interpretation of remotely sensed satellite data. Pairwise comparison methods were used to quantify changes from 1984 to 1993 and 1993 to 2000 using multitemporal Landsat TM and ETM+ images, acquired in 1984, 1993, and 2000, respectively. Total change area was 2448 ha from 1984 to 1993 and increased more than twofold, to 6072 ha from 1993 to 2000. Change trends were determined using the information provided from individual change detection outputs of different periods. The most prominent changes were estimated to have occurred in agriculture, urban, and natural vegetation cover. Agriculture has increasingly grown over marginal areas, whereas urban development occurred at the expense of prime croplands across both time steps.  相似文献

In 1979, the Pinelands Commission was established as a regional land-use planning and regulatory agency charged with the implementation of a Comprehensive Management Plan (CMP) for the Pinelands National Reserve (New Jersey, USA). The CMP was created to balance land preservation and development interests in the Reserve. Because water-quality degradation from developed and agricultural landscapes is associated with changes in the composition of biological communities, monitoring landscape changes provides one of the most direct measures of the impact of land-use policies on the Pinelands ecosystem. In this study, we prepared detailed, land-cover maps within randomly selected aerial-photograph plots for a major watershed in the Reserve. We used these land-cover maps to quantify changes in landscape composition and structure (i.e., patch size, patch area, and number of patches) and characterize land-cover transitions in the basin between 1979 and 1991. Because the study period represented the first 12 years of the regional-planning effort in the Reserve, we evaluated the relationship between land-cover transitions and Commission management-area designations which permit different land-use intensities. Although the landscape composition was similar in 1979 and 1991, we found an increase in the total area and number of developed-land, managed-grassland, and barren-land patches. An increase in the number of patches and a decrease in the total area and median and third-quartile patch sizes for forest land and for all patches regardless of cover type indicated that fragmentation of forest land and the landscape as a whole occurred during the study period. The major land-cover transitions that occurred during the period were the loss of forest land to development and associated cover types and the conversion of one agricultural type to another. Overall, land-cover transitions during the period were found to be consistent with the Commission management-area designations, which indicated that the regional-planning effort has been successful in directing human activities to appropriate areas of the basin.  相似文献

A consequence of expanding residential development into rural areas is the potential alteration of ecological communities. Certain novel land-use policies seek practical solutions by accommodating social needs for housing while conserving biodiversity. This study investigates whether regulations designed to protect the aesthetic characteristics of a river corridor simultaneously mitigate negative effects of development on avian biodiversity, despite the absence of explicit conservation objectives. Using housing data from the US Census (1990 and 2000) and the Audubon Christmas Bird Count (1987–2000), we examined changes in housing density, avian communities, and the relationship between these two variables in a location that has adopted aesthetic landscape planning, the Lower Wisconsin State Riverway. We found that overall species diversity increased in the Riverway, but remained constant in reference areas, although the relative increase in housing density in the two areas did not differ. We also found that omnivore populations decreased in the Riverway and increased in reference sites. On the whole, our study provides preliminary evidence that aesthetic landscape planning, such as employed in the Lower Wisconsin State Riverway, might constitute a politically viable approach to conserve ecological resources.  相似文献

Protected Area (PA) management is a complex issue that requires the consideration of many factors and relationships. A conceptual framework for the analysis of biodiversity change, local human communities, and PA management was put forward, accordingly. Under the framework, we investigated the economic status, livelihood activities, biodiversity use and perceptions of local communities, and the land use history in Wolong Biosphere Reserve, southwestern China through household survey and document review in order to gain a better understanding of the complexity of PA management. According to the land use history, the preservation of agro-biodiversity, and the raising of productivity, ecological rehabilitation and the regulation of the human pressures are indispensable in the management of the reserve. Livelihood activities and the perceptions of local communities were largely determined by the socioeconomic background, which has important implications in solving the conflicts or incompatibilities in the reserve. In Wolong Biosphere Reserve, it is beneficial to support local farmers in solving their socioeconomic problems such as the overabundance of labor force and the lack of livelihood alternatives. Without this, there will be scarcely any effective biodiversity conservation and successful reserve management in the long term.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00534.x Abstract: We assessed impacts on water use achieved by implementation of controlled experiments relating to four water conservation strategies in four towns within the Ipswich watershed in Massachusetts. The strategies included (1) installation of weather‐sensitive irrigation controller switches (WSICS) in residences and municipal athletic fields; (2) installation of rainwater harvesting systems in residences; (3) two outreach programs: (a) free home indoor water use audits and water fixture retrofit kits and (b) rebates for low‐water‐demand toilets and washing machines; and (4) soil amendments to improve soil moisture retention at a municipal athletic field. The goals of this study are to summarize the effectiveness of the four water conservation strategies and to introduce nonparametric statistical methods for evaluating the effectiveness of these conservation strategies in reducing water use. It was found that (1) the municipal WSICS significantly reduced water use; (2) residences with high irrigation demand were more likely than low water users to experience a substantial demand decrease when equipped with the WSICS; (3) rainwater harvesting provided substantial rainwater use, but these volumes were small relative to total domestic water use and relative to the natural fluctuations in domestic water use; (4) both the audits/retrofit and rebate programs resulted in significant water savings; and (5) a modeling approach showed potential water savings from soil amendments in ball fields.  相似文献

Urbanization often alters catchment storm responses, with a broad range of potentially significant environmental and engineering consequences. At a practical, site-specific management level, efficient and effective assessment and control of such downstream impacts requires a technical capability to rapidly identify development-induced storm hydrograph changes. The method should also speak specifically to alteration of internal watershed dynamics, require few resources to implement, and provide results that are intuitively accessible to all watershed stakeholders. In this short paper, we propose a potential method which might satisfy these criteria. Our emphasis lies upon the integration of existing concepts to provide tools for pragmatic, relatively low-cost environmental monitoring and management. The procedure involves calibration of rainfall-runoff time-series models in each of several successive time windows, which sample varying degrees of watershed urbanization. As implemented here, only precipitation and stream discharge or stage data are required. The readily generated unit impulse response functions of these time-series models might then provide a mathematically formal, yet visually based and intuitive, representation of changes in watershed storm response. Nominally, the empirical response functions capture such changes as soon as they occur, and the assessments of storm hydrograph alteration are independent of variability in meteorological forcing. We provide a preliminary example of how the technique may be applied using a low-order linear ARX model. The technique may offer a fresh perspective on such watershed management issues, and potentially also several advantages over existing approaches. Substantial further testing is required before attempting to apply the concept as a practical environmental management technique; some possible directions for additional work are suggested.  相似文献

One of the major reasons for desertification is unrestricted grazing leading to vegetation depletion, soil erosion and degradation, phenomena often considered irreversible in the short term. Here, we compare soil and biological parameters of degraded and conserved, recently rehabilitated arid shrubland in the Northern Negev, Israel. The study area was restored by conservation efforts including a strictly controlled grazing regime initiated in 1992. The visually recognizable improvement in the ecology of the restored shrubland is reflected in significant improvement in all examined biotic (herbaceous biomass, shrub patch density, and insect activity), and soil parameters (nutrients, organic matter content, moisture, and water infiltration). The difference is created predominantly by restoration of large biological patches composed of shrubs and other perennial plants often associated with ant or termite nests, where the most significant increases in productivity and soil quality were observed. In the conserved shrubland such patches covered 35 or 25 % of the area (in a normal and a drought year, respectively). In the degraded shrubland 5 % or less of the area was occupied by such patches that were much smaller and of lower biological complexity. With respect to plant biodiversity, six plant species were found only—and 18 others became significantly more common—in the rehabilitated area. The results of this article indicate that functional arid drylands can be restored within <16 years relying on strict conservation management with reduced grazing intensity.  相似文献

Climatologists generally expect an anthropogenic global warming that could raise sea level 30–150 cm in the next century and more thereafter. One of the impacts would be the loss of coastal wetlands. Although the inundation of adjacent dryland would enable new wetlands to form, much of this land is or will soon be developed. If developed areas are protected, wetlands will be squeezed between an advancing sea and the land being protected, which has already happened in China and the Netherlands, where people have built dikes for centuries. Unlike those countries, the United States has enough land to accommodate the landward migration of wetlands; but governments lack the funds to purchase all the coastal lowlands that might be inundated and the legal authority to prohibit their development. We propose a third approach: allowing property owners to use coastal lowlands today as they choose, but setting up a legal mechanism to ensure that the land is abandoned if and when sea level rises enough to inundate it. Although compensation may be required, this approach would cost less than 1% as much as purchasing the land, and would be (1) economically efficient by enabling real estate markets to incorporate expectations of future sea level rise; (2) constitutional by compensating property owners; and (3) politically feasible by pleasing people who care about the long-term fate of the coastal environment without disturbing people who either are unconcerned about the distant future or do not believe sea level will rise. This article demonstrates that it would be irrational to delay policy formulation until sea level rise projections are more precise. The cost will be small if we act now but great if we wait, and sea level is already rising along most coasts. The US government should develop a strategy in the next three years. A study was conducted in southern Ethiopia to evaluate the nutrient status on smallholder farms with respect to land use class (garden, grassland, and outfield) and slope position (upper, middle, and lower). Soil physical and chemical properties were quantified using soil samples collected at two depths (0–15 and 15–30 cm). Available phosphorous was significantly different among the three land use classes. However, organic carbon and total nitrogen were lower in the outfield compared to the garden and grass land but not significantly different. The lower than expected nutrient status of the garden and grassland, which receive almost all available organic supplements, was attributed to the overall low availability of these inputs. Similarly, pH and cation exchange capacity were not significantly different among the different land use classes. However, the sum of the exchangeable cations was significantly higher in the garden compared to the outfields. Comparison at landscape level revealed that the sand fraction was significantly greater, whereas the silt fractions were significantly smaller, on the lower slopes relative to the middle slopes. Moreover, the organic carbon, total nitrogen, cation exchange capacity, Ca, and Mg values were significantly less on lower slopes than upper and middle slopes. Perhaps this is because of leaching and the effect of deposition of coarser sediments from the prevailing gully system. Overall, the fertility of the soil was adequate for supporting smallholder farming, but consideration must be given to reducing pressure on the land resources, addressing erosion problems, and providing a line of credit for purchasing inputs.  相似文献

The ability of Section 404 of the Clean Water Act to act as an effective, efficient, and equitable land-use planning tool was assessed through a survey of Section 404 permits in Wisconsin. In a six-month period of permitting, the 404 program reduced wetland losses in the state by 15%. Several factors were examined that may affect permit decisions; these factors are water dependency, alternatives, project type, wetland type, and public or agency comments. Only the water dependency of the project had a statistically significant effect on permit decisions, although development projects that were perceived to provide public good were more likely to be permitted. Environmental impacts of a proposed fill project were not adequately assessed in any of the permit decisions. Because of the way Section 404 is interpreted and administered by the US Army Corps of Engineers, increasing net benefits and achieving an equitable distribution of those benefits is difficult. The corps does not perform any functional evaluations of wetlands nor do they attempt to measure economic value and environmental impacts. In addition, the 404 review process is, in effect, inaccessible to the public. The de facto interpretations of the Section 404 regulations and a lack of program funding and trained personnel all contribute to the program's ineffectiveness.  相似文献

‘Virtual globe’ software systems such as Google Earth are growing rapidly in popularity as a way to visualise and share 3D environmental data. Scientists and environmental professionals, many of whom are new to 3D modeling and visual communications, are beginning routinely to use such techniques in their work. While the appeal of these techniques is evident, with unprecedented opportunities for public access to data and collaborative engagement over the web, are there nonetheless risks in their widespread usage when applied in areas of the public interest such as planning and policy-making?  相似文献

The study presented in this article used a combination of key informant interviews and a review and synthesis of existing country level literature to identify the major sources of land tenure insecurity in six Southern African countries: Botswana, Lesotho, Malawi, Mozambique, South Africa, and Zambia. Findings reveal that the main causes of land tenure insecurity experienced in Southern Africa include lack of land rights of minority groups, unclear or overlapping land rights, overcrowding, land alienation into leasehold, insecurity of farm workers and farm labour tenants, inappropriate and exploitative administrative practices, land encroachment and illegal settlers and limited women's land rights. The article presents a summary of land tenure security related initiatives that the study countries have or are in the process of adopting. Analysis of these initiatives shows that tenure reforms have focused on changing the law and rules but little has been done to translate new laws into implementable programs; capacity building; prioritization of resources to support tenure reform; provision of complementary policies and incentives; addressing HIV/AIDS‐land tenure related problems; and monitoring and evaluation. The paper contends that these policy issues should be addressed in order to ensure realization of land tenure security for all.  相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. DOI: 10.1111/j.1752‐1688.2011.00569.x Abstract: The potential impacts of climate change on northern groundwater supplies were examined at a fractured‐marble mountain aquifer near Nome, Alaska. Well water surface elevations (WSE) were monitored from 2004‐2009 and analyzed with local meteorological data. Future aquifer response was simulated with the Pan‐Arctic Water Balance Model (PWBM) using forcings (air temperature and precipitation) derived from fifth‐generation European Centre Hamburg Model (ECHAM5) global circulation model climate scenarios for extreme and modest increases in greenhouse gases. We observed changes in WSE due to the onset of spring snowmelt, low intensity and high intensity rainfall events, and aquifer head recession during the winter freeze period. Observed WSE and snow depth compared well with PWBM‐simulated groundwater recharge and snow storage. Using ECHAM5‐simulated increases in mean annual temperature of 4‐8°C by 2099, the PWBM predicted that by 2099 later freeze‐up and earlier snowmelt will decrease seasonal snow cover by one to two months. Annual evapotranspiration and precipitation are predicted to increase 27‐40% (55‐81 mm) and 33‐42% (81‐102 mm), respectively, with the proportion of snowfall in annual precipitation decreasing on average 9‐25% (p < 0.05). The amount of snowmelt is not predicted to change significantly by 2099; however, a decreasing trend is evident from 2060 in the extreme ECHAM5 greenhouse gas scenario. Increases in effective precipitation were predicted to be great enough to sustain sufficient groundwater recharge.  相似文献

Major mining companies have recently embraced the sustainable development paradigm, in seeking to improve their competitiveness and increase shareholder returns. Successful mine closure is one important element of this process. Improved performance in this area is essential if surrounding communities are to see mining companies as responsible corporate and social partners.
In Indonesia, the new approach has coincided with the development of specific mine closure legislation. To facilitate the legislation, a consortium of mining companies joined to form the Industry Mine Closure Steering Committee. This Committee has lobbied the Government, actively negotiating to incorporate sustainable development ideals and practices into the new legislation. The Committee's aim has been to foster continued development of the mining industry, while taking account of variation in environmental, social and community conditions. In describing the process, this article seeks to provide guidance for the development of mine closure legislation in other nations.  相似文献

Environmental indicator systems are a fundamental tool in quantifying the environmental component of sustainable development. They are useful because they quantify the status and trends of key environmental parameters and provide information on the environment that allows authorities and communities to make informed decisions. This article analyzes the basic framework for Chinese environmental indicator systems and presents a “core” set of environmental indicators. In our research, we used a theme approach to develop the environmental indicator systems. We performed two case studies of selected indicators. In the first, we used an urban ambient air pollution composite index and an urban ambient air pollution indicator for three main pollutants to examine trends in urban air pollution in China from 1990 to 2000 at regional and national levels. The results indicate that China has made some progress towards controlling urban air pollution, but must do more in order to reach acceptable pollution levels. We think that an aggregated index and disaggregated indicators have important complementary roles in the policy-making processes. In the second case study, we developed and constructed a grassland degradation index that aggregates information on the extent and severity of grassland degradation. Taking the Xilinhaote region of Inner Mongolia as the study area, we calculated this index by combining remote-sensing data, a geographical information system (GIS), and field investigation. Based on these results, we provide recommendations regarding further development and measurement of environmental indicators in China.  相似文献

The control and prevention of nutrient pollution from fish farming plays an essential role in the French regulatory framework. Assessing nutrient emissions from fish farms is important in terms of farm authorization, taxation, and monitoring. Currently employed strategies involve both water sampling and empirical modeling. This article reports the work and outcomes of an expert panel that evaluated existing methodologies and their possible alternatives. The development and evaluation of a nutrient-balance approach was assessed as a potential alternative to currently used methodologies. A previously described nutrient-balance model was suggested and parameterized using expert choice, and its validity and applicability were assessed. The results stress that the nutrient-balance model provides more robust and relatively conservative waste estimates compared to the currently used methodologies. Sensitivity of the approach to the uneven data quality available at farm level, difficulties of on-farm measurements, as well as model requirements and limitations are discussed.  相似文献
